The creative city is the center of innovation, creativity, and the transformation of ideas into wealth, and having such a city is the ideal dream of superior societies. From another perspective, the continuous design of fresh ideas and innovation are key elements of the global era. Moving towards the creation and realization of a creative city in economic development is very necessary. Therefore, the presentation of the creative city model in 22 urban areas of Tehran is one of the priorities and the main objective is to rank the indicators of creativity with 19 factors from the indicators of the creative city using the secondary data, the preparation of the script and the proper use of the SPSS software solution. And leveling up. Studies show that in terms of indicators of a creative city, the level of Tehran's regions is not the same. However, the prioritization of the Topsis model reveals three distinct levels: (1) the level; (2) the semi-possessive (medium); (3) the surface of the crust (deprived). The results of the research show that, on the one hand, the increase and improvement of the criteria of the creative city has its effects on the movement of neighborhoods to the realization of the creative city, and on the other hand, the amount of this impact is very different, so that according to the network analysis model, the index of innovation benchmarks Showing 265/0 has the greatest impact on moving a neighborhood toward the creative neighborhood in Tehran. In the meantime, the number of science and technology centers, innovations and inventions play the most role in the realization of the creative area of Tehran; however, the factor of human capital, especially elites and students, social capital, social networking and cooperative networks, play a major role in realizing In the final stage, quality of life is also effective in moving a neighborhood toward creative neighborhoods in the city. The calculation of multiple correlation coefficient shows that 0.39% of the changes in the realization of creative neighborhoods in Tehran are due to the improvement and application of the components of the creative city, so that for a unit of change due to standard deviation, the criteria for the realization of the creative city 62 / 0% of the unit changes in the realization of creative neighborhoods in Tehran. Background and Objective: The economic growth model can examine the direct and indirect effects of human capital on economic growth. One of the indirect factors is environmental pollution. But in the meantime, one should not overlook the limitations of the advocates of this theory, such as the Impact of Human Capital Utilization on reducing environmental pollution, in order to achieve goals and policies similar to those of developed economies. Therefore, the purpose of this research is to investigate the impact of human capital on Kuznets’ emphasized relationship, the threshold relation of environmental pollution and economic growth. Method: Therefore, using the data from 14 countries in the MENA area for the period 2000 - 2016, the Generalized Method of Moment (GMM) or dynamic data panel method was used to test the hypothesis. Findings: The relationship between environmental pollution (CO2 emissions) and economic growth is nonlinear and the Kuznets curve hypothesis in the selected research sample confirms the existence of an inverse U-shaped relationship between economic growth and pollution emissions. Higher the human capital with the current level of greenhouse gas emissions, lead to the higher economic growth in selected countries. Discussion and Conclusion: Increased growth due to the accumulation of human capital can play a moderating role on the negative relationship between environmental pollution and economic growth of the selected research set. With the increase of human capital at any level of environmental pollution, the threshold point of the negative relationship between environmental pollution and economic growth is delayed. In other words, as knowledge-based and human capital-based development increases the negative relationship between environmental pollution and economic growth is moderated.   Manuscript profile

This study evaluated intra and inter-regional income inequality in Iran using household cost-income data for the time period from 2007 to 2016 based on the Theil Index and Mean Logarithmic Deviation (MLD) index. It also estimated the contribution of education level to creating income inequality. The results of the study indicated that Iran faced the highest level of income inequality in 2008 compared to the whole studied period. Besides, intra-regional inequality has a major share of total inequality. The lowest income inequality index arising from the education level was found in Region 8 (Hormozgan, Sistan and Baluchestan, Kerman, and Yazd provinces) and the highest income inequality index belonged to Region 6 (Tehran, Alborz, and Qom provinces). The findings of the study also suggested that the income from the education level has a higher share in creating income inequality in provinces with a higher density of population and activities. For instance, Tehran Province with a population density of 970 persons per kilometer square and 1886 industrial workshops with 10 workers and higher has the highest share of human capital in creating income inequality. In contrast, Southern Khorasan and Sistan and Baluchestan provinces with a population density of 5 and 15 persons per kilometer square and 87 and 122 industrial workshops with 10 and more workers have the lowest share of education level contributing to income inequality. The examination of correlation between foreign direct investment (FDI) and total factor productivity growth is one of the controversial issues in economy. Total factor productivity is one of the most important sources of economic growth in many countries, but it remains at low level in Iran's economy. On the other hand, foreign direct investment can be effective in increasing productivity by transferring technology, provided that there are absorption capacities in the host country. Therefore, it is necessary to examine the idea that FDI in interaction with human capital and institutional quality, as absorptive capacities, has a significant impact on productivity growth. For this purpose, in this study, data from 1989-2017 period in Iran and continuous wavelet analysis in content software were used to provide a new insight into time-frequency analysis. The results show that FDI alone in the short and medium term stimulates productivity growth in a limited way. In terms of human capital and institutional quality, long-term foreign direct investment (over 6 years) has a direct and significant impact on productivity growth. According to the findings of the study, skilled human capital and institutional reforms are needed to attract foreign investment and influence its productivity. Manuscript profile

Culture is infrastructures of economic, social and political. Development of the country is not possible without considering that. Expenditure spent on culture is not cost, but it could be kind of investment. Countries can boost economic growth through investment in their cultural heritage and ultimately contribute to the welfare. The cultural index is estimated by using theoretical foundations of relative advantage and RCA benchmark and the impact of cultural indicators on Iran's economic growth in the form of dynamic integration regression (GMM) in the period of 1379-1395. Estimates show that with each percentage increase in physical capital, economic growth is expected to increase by 0.047% and physical capital has a positive and significant relation with economic growth. Therefore, it is expected that with increasing capital, production and, consequently, economic growth will increase. Also, with every percentage increase in human resource, economic growth will increase by as much as 5.73% and with each unit increase in the interactive variable of economic growth will increase by 0.0004 units. Therefore, the cultural index in addition to the direct channel through human capital can also affect the economic growth. The results for AR (1) and AR (2 are 0.17 and 0.688, which indicate the proper choice of model tools. In fact, in the period under review, the effect of the relative advantage of increasing the value of cultural variables on economic growth is positive and significant. Also, if cultural index can increase human capital, it can also increase economic growth. Manuscript profile

Therefore, much attention has been paid to environmental problems in recent years, especially to the problem of air pollution. Air pollution in many major cities in the world is so serious that it has compelled the governments to implement short-term and long-term programs and policies. In this regard, the main objective of this paper is to analyze the effect of human capital on CO2 emission as an indicator of environmental quality in selected countries with average income. This is an applied research by objective, a causal research by study method, and an inferential research by methodology. To analyze the effect of human capital on environmental quality in selected countries with average income, CO2 emission has been selected out of the indicators of environmental quality. Results from model estimation by the Fixed Effects Method and the Method of Generalized Moments in selected countries in the 1998-2013 period show that human capital have a negative and meaningful effect on CO2 emission as an indicator of environmental quality. Purpose: The main purpose of the present research is to study the intervening role of financing and human capital policies on the correlation between social responsibility and innovation of corporations accepted in Tehran Stock Exchange.Method: Five hypotheses were introduced in line with the research objectives. Multiple linear regression and mixed data were used to test the research hypotheses. The statistical sample consisted of 102 corporations accepted in Tehran Stock Exchange that were chosen by convenient sampling during the years 2013 to 2020.Finding: The results indicated that there is a significantly negative relation between corporate social responsibility and corporate innovation. Furthermore, social responsibility has a significantly negative effect on human capital. Thus, according to the results of multiple regression, the intervening role of human capital between corporate social responsibility and innovation is confirmed. Moreover, the results showed that social responsibility has no significant impact on financing policy. Therefore, the variable of financing policy does not intervene in the relation between corporate social responsibility and innovation. Companies should invest in innovative activities and social responsibility to gain legitimacy and respond to different expectancy of beneficiaries. Conclusion: Corporates that fulfill their social responsibility actively, have more access to credit and gain better debt conditions. Companies which have a tendency towards social responsibility activities, bring more innovation in their products and procedures due to different reasons. By performing social responsibility activities, they support motivation, participation, and commitment of human resources in order to increase corporate innovation.   Manuscript profile

The present descriptive survey was an attempt to investigate the role of the university on human capital and to provide a model for improving the higher education system in Iran. To this end, 40 features have been extracted through studying the pertinent literature and reflecting on a variety of models, theories, frameworks, techniques and strategies proposed in Iran and some other countries of the world. These features have then been limited to 23 features from which the model has been formulated and developed based on their theoretical and practical perspectives. The population of this research project encompasses all faculty members at Islamic Azad University in Esfahan (region 4) from which 200 has been drawn by stratified random sampling. At first all university branches were taken as the population and from each faculty a random sample of academic staff were proportionally selected. The validity of the questionnaire has been achieved by giving it to the experts in the field to review and comment upon the content and the features and it was later modified by the researcher. The reliability of the questionnaire, using Cronbach alpha formula. The validity of the model underwent content-related process so that thirty specialists were chosen to judge and validate the proposed model. In the data analysis, the researcher carried out both the descriptive statistics (frequency distribution, mean, SD, variance and percentage) and the inferential statistics (factor analysis, ANOVA, one-variable t-test, independent t-test, and Freedman & Scheffe). The results of this study can be applied, using the obtained features, to improve the performance and qualitative level of faculty members of the universities and also to modify and remedy the obtained pitfalls so that the distance between the present status and the favorite one will be decreased Manuscript profile

Abstract The main purpose of this study is to investigate the intellectual capital model in state-owned banks of the Islamic Republic of Iran. The present study is a quantitative research in terms of applied purpose and in terms of the nature of the data. The statistical population of this study was all managers of state-owned banks in the Islamic Republic of Iran, numbering 1100 people. The statistical sample of 285 people was selected by stratified random sampling method according to Morgan table. The research tool included a researcher-made questionnaire. The collected data were analyzed using descriptive statistics and structural equation modeling using SPSS22 and Smart PLS2 software. The validity, reliability and quality of the research model were confirmed. Based on several models of measuring intellectual capital presented by previous researchers, intellectual capital is classified into human capital, structural capital, innovation capital and customer capital. In this research, a qualitative index system has been designed for the above four elements of intellectual capital by analyzing their content. Through empirical study in state-owned banks, it was found that there is a significant relationship between the scores of the four elements and its business performance, which proves the validity and rationality of the intellectual capital measurement model and the system of indicators. In the meantime, further empirical study proves that there is a significant relationship between the four elements of intellectual capital. Therefore, banks must manage and improve their intellectual capital from an integrated perspective. Manuscript profile

The drivers of human capital engagement development are the factors influencing the processes, events, actions, and images that produce distinct results and consequences for the concept of engagement. The purpose of this study was to identify and categorize the drivers of development of human capital commitment and the views of human resource experts about the drivers of human capital commitment. To this end, the Q methodology was employed. First, the related literature and research background were reviewed and then, based on the documents, interviews and questionnaires from 12 experts, the phrase Q (49 phrases) was formed. In the next step, human resources and academic experts were asked to categorize the Q statements on the agreed-upon, opposite, and abstracted axes in the form of a six-choice spectrum of 6+ to -6. Then, based on the inferential statistics (factor analysis) using SPSS software, the data were analyzed and categorized into different mental patterns, and finally, three mental patterns were identified. Based on the results, it can be stated that the Q statements obtained are capable and comprehensive. Therefore, it has an accepted and approved narrative. In this study, re-test was used to confirm the reliability. In this way, at least 20% of the sample subjects, that is, three people (12 experts in total) were tested twice, and the correlation coefficient obtained was 82% (0.82), which indicates a high level of reliability. The mentalities obtained based on the order of importance are: first pattern: leadership and personal and identity development; third pattern: structural, process and procedural; and second pattern: management and organizational resources. Intellectual capital, which has been described as intangible assets, may be used as a source of sustainable competitive advantage. However, intellectual capital components have to interact to create value. The purpose of this empirical study is to investigate the situation of three elements of intellectual capital, i.e. human capital, structural capital, and customer capital, and their inter-relationships in the banking industry of Iran. The study was conducted by using a psychometrically validated questionnaire which was originally administrated in Canada. To explore the constructs and to develop the items, Principal Component Analysis (PCA) and Linear Structural Relations (LISREL) were used. The final specified model demonstrates a meaningful inter-relationship among the elements of intellectual capital. According to the study's findings, in the Iranian banking industry human capital has positive effects on structural capital as well as customer capital. On the other hand, structural capital causes the increase in the growth and strength of customer capital.  Manuscript profile

Governments always use development programs and policy-making strategies in order to achieve their goals for development. In Iran, too, following the policies of other countries, several programs have been presented, and the prospective plan of the country has recently been compiled. In this model, universities have their special place as the center for scientific and technological development. In the current sensitive situation, universities can truly perform their mission in realizing the goals of the prospective plan only if they have proper performance. In the present study, by taking non-governmental universities into account and proposing a new approach, the researchers have compiled the promotion policies for the effectiveness of non-governmental universities based on the optimal use of their resources. The university resources have been considered in the three fields of human capital, relational capital, and structural capital in the research at hand, and accordingly, a questionnaire including 37 questions has been designed and distributed among the samples. Of the distributed questionnaires, 83 which had been filled out by university personnel and academic staff of the non-governmental universities of the country were returned. In this research, the relationship of the research variables has been studied through the use of structural equation modeling. The research has also revealed to some extent the other shortcomings of the non-governmental universities, and some suggestions have been presented for future researches in order to obviate them. Scrutiny of energy consumption behavioural patterns in various economic sectors represent an essential step in energy consumption planning and management. Delineation of determinants of energy demand is highly significant in Iran which is a country with rich energy resources, abundant oil and gas supplies, heavy minerals and potential resources. Therefore, using Panel Data Methods, this study explored the effects of urbanization and human capital on energy consumption in Iranian agriculture, industry and services sectors over a 17-year period between 1996 and 2016. The results showed that human capital, workforce productivity, interactive effect of human capital on workforce productivity and the squared value of economic sectors had negative effects while the added value had positive impacts on energy consumption during the specified period. The results of the analyses indicated that human capital and workforce productivity in economic sectors had negative significant interactive effects on energy consumption at the critical value of .01 implying that an increase in human capital and corresponding workforce enhancement will facilitate economizing on energy consumption. Moreover, the estimated coefficients of added value and squared added value of economic activities revealed an inverse U-shaped relationship between added values of economic sectors and energy consumption. Nowadays, economic development and social welfare are among the priorities of every government and state. It can be seen that some countries, despite having the physical infrastructure of development, do not achieve relative development and prosperity. Good ruling includes a very broad concept that is the product of the partnership of three institutions, the government, the community and the private sector. In this paper, with reference to the provinces of Iran for the period 2006 to 2016 and based on five groups of the main indicators of global governance (accountability and the right to protest, government effectiveness, quality of regulation, rule of law and control of corruption) the effect of human capital on good governance is investigated. After normalizing the data, the model is estimated through the panel data approach with the help of Stata software and 2SLS method. According to the regression coefficients, the results show a positive and significant effect of human capital on good governance in the provinces of Iran and a one percent increase in the acceptance rate of high school causes a 21 percent increase in the good governance index. The study of the effect of human capital promotion in terms of education on totalfactor productivity (TFP) is one of the important topics in the macroeconomicliterature and educational policy that has been considered by many economists inrecent years. Therefore, in the present study, quantitative and qualitative criteriawere selected and weighted by interacting by fifteen university professors in thefield of human capital. After constructing the aggregated indicators of quantity andquality of education, the relationship between these mentioned indicators on totalfactor productivity in the non-oil economy during the period 1986-1988 has beenstudied. For this purpose, after calculating the total factor productivity index viaSolo the remaining method, the effect of quantity and quality of education indicatorson total factor productivity has been analyzed. The results of implementing ARDLmodel while confirming the hypothesis of positive impact of human capital on TFP,showed that the quantity of education has a greater impact on TFP than the qualityof education. The positive impact of R&D and production capacity utilization rateon TFP was also confirmed. Due to reduced quality of education in recent years, theneed to control the quantitative development of education and improve the quality ofeducation has a higher priority than in the past. In this study, we have measured TFP over the period 1994 - 2004 by applying Solo residual and Tornquist index technique. The trend of TFP has been studied and compared with in twodigit ISIC classification over the same period. The results of productivity measurement show that TFP in this period has increased on average by 6.9 percentages annually and its share in production growth is 65.8 percent. In addition, by using an endogenous growth model focusing on human capital, attempts have been made to elaborate the role of education, skill and technical progress in the growth of TFP. The results, based on the application of the panel data technique, show that education and skill, have positive and meaningful effect on TFP Moreover, the increasing share of technicians and engineers to total employment tends to increase productivity up to 17.21 but beyond this relative share, it cast a negative effect. On the other hand, technical progress has tended to have a positive effect on TFP. Further utilization of excess capacity and capital productivity enhancement has had a positive and meaningful effect on improvement of total factor productivity. Manuscript profile

The results of hypothesis testing utilizing "multiple regression method" suggests that attributes of intellectual capital don’t have incremental information content regarding firm's market values. The relative information content of the attributes of intellectual capital however is different at each stage of life cycle. Other results indicate that the highest correlation between the firm market value and intellectual capital is in the adolescence stage and in the next step the highest correlation is in the growth stage and the lowest correlation is in the decline stage. Abstract The purpose of the present study is to investigate the relationship between the added value of intellectual capital, the efficiency of human capital, with an emphasis on growth and their effect on the growth of export income per capita of employees in companies listed on the Tehran Stock Exchange. The export performance of companies is influenced by various internal and external factors. Some of the internal factors include knowledge of target markets and presence in international production networks, which are among the knowledge capital of companies. The current research is applied in terms of purpose and descriptive-correlational in terms of nature and method. In order to calculate the intellectual capital, the coefficient of added value of the intellectual capital has been used, and to calculate the export, the ratio of export sales to the total sales of the company has been used. Hypotheses have been tested using linear regression. The statistical population is all the companies admitted to the Tehran Stock Exchange. A statistical sample of 178 companies was selected between 2016 and 2020. The results show that there is a positive relationship between intellectual capital, human capital efficiency and export income. Also, there is a positive relationship between the growth of human capital and the growth of export earnings. However, contrary to the initial expectation, no evidence was found that the growth of intellectual capital is effective on the growth of export income. Therefore, necessary measures should be taken through ways such as proper corporate governance, timely and proper policy making. It is suggested that the accounting standards give a special role and importance to intellectual capital (as a factor influencing the added value of the company). Manuscript profile

The main purpose of this study is to design an appropriate model of human capital for managers of Lorestan University of Medical Sciences. Therefore, according to the results, this research is one of the applied researches. According to the type of goal, it is a descriptive-survey research. In terms of the type of data, it is a mixed exploratory research (quantitative and qualitative). In terms of the basis of the method, this research is one of the exploratory-survey researches, and since this research tries to provide a model in this regard, it is one of the exploratory researches. In this research, in the qualitative part of the data analysis, descriptive statistics indicators such as mean, median, mode, standard deviation and Kendall's coefficient of agreement (for ranking and prioritizing the exploratory factor) have been used.In the first round of the Delphi technique, an open-ended one-question questionnaire was presented to the experts. The group of experts of this research included 13 experienced professors in the field of human capital. After conducting the interview and gathering the experts' opinions in the first round, in the second round the resulting data were analyzed using the descriptive indicators of mean and standard deviation, and Kendall's coefficient of agreement was used to calculate the agreement of the experts. After removing some indicators based on the calculation of the Kendall coefficient and aggregating a number of indicators in the third round, the resulting data were analyzed using the descriptive indicators of mean and standard deviation. Also, Kendall's coefficient of agreement was used to calculate the agreement of experts. Because the value obtained for Kendall's test statistic (0.714) is significant at the α=0.01 error level (sig<0.01), it is concluded that there is a significant agreement between the respondents regarding the questions. The obtained value of Kendall's statistic (0.714) indicates a high consensus among experts. After the Delphi courses, the final model of the human capital of Lorestan University of Medical Sciences managers in three individual, organizational and emotional dimensions and respectively with specific components of effort, experience, expertise, satisfaction, knowledge, learning, talent, skill, commitment, leadership, creativity, Communication, culture, motivation, agility, discipline and ethics, intelligence and attitude were achieved.  Manuscript profile

This research investigates the impact of economic sanctions on Iran's economy, particularly focusing on human capital, using a dynamic stochastic general equilibrium model and a new Keynesian approach, from March 2001 to September 2021. The findings indicate that sanctions led to a decline in oil revenues, subsequently reducing public spending on education and hindering human capital development. This decline in human capital has far-reaching consequences, including diminished productivity, reduced investment, and slower economic growth, alongside an inflationary uptick. As inflation erodes real wages, households respond by reducing labor supply, which, in turn, dampens consumption. Given the critical role of human capital in Iran's economic growth, policymakers must safeguard public education spending, particularly during periods of decreased oil revenues. By prioritizing investments in education, the government can mitigate the adverse effects of sanctions and foster long-term economic resilience. In conclusion, the study underscores the importance of maintaining educational investments amidst economic challenges, emphasizing the need for strategic fiscal management to sustain human capital development and drive economic progress.
