Analysis and Explanation of Key Individual Factors in Creating Value-Creating Human Capital in Iranian Public Organizations: A Mixed Approach

Abstract :
Background and Objective: Human capital first formed within the individual and then seen at other levels, but its primary level is the individual level. This capital is only considered as a resource when it is used to achieve the organization's goals. The aim of this study is to conduct a mixed-method study to analyze and explain key individual factors in the formation of value-Creating human capital in Iranian public organizations.
Methodology: The qualitative part was conducted using thematic analysis and snowball sampling among 12 experts who either had a university degree in management or management experience in Iranian public organizations. The quantitative part was analyzed using Smart PLS 3 software, and the data were collected using a researcher-developed questionnaire among 149 managers of Iranian public organizations, who were selected through simple random sampling.
Findings: The qualitative part led to the identification of 21 level one constructive themes, which 5 components were extracted. The results of the quantitative section also confirmed the significant impact of individual factors, including personality, learning, perception, psychological empowerment, as well as individual goal setting and planning, in making value-Creating human capital.
Conclusion: The results of this study provide valuable insights for Iranian public organizations to create effective human capital.
