Identifying indicators and components for improving Shiraz municipal services

Abstract :
Organizational structure is one of the most fundamental factors that can provide effective accountability in all areas by defining roles and responsibilities and compiling job descriptions. The aim of this research was to design an organizational structure model in Shiraz Municipality. The qualitative research method and the project participants were managers, consultants, and expert experts. In this regard, using purposeful sampling and based on the criteria of discipline, expertise, and executive experience, interviews were conducted with twenty-three experts in Shiraz Municipality until theoretical saturation was reached. Then, the obtained data were analyzed and organized into basic, organizing, and comprehensive themes and a network of themes. Based on the results, the organizational structure model in Shiraz Municipality has 5 dimensions and 46 indicators, which include the dimensions of formality, sustainable development, social responsibility of the organization, organizational processes, and human capital. The qualitative data of the research were validated using validation techniques. The results of the study showed that the organizational structure model of Shiraz Municipality includes the 5 organizing themes mentioned, each of which has its own indicators. Based on the extracted components and indicators, it seems that the new organizational structure in the municipality should include new dimensions in all fields in order to provide appropriate effectiveness. Among these main components is attention to the issue of human capital management, process management, and service improvement, which need to be considered in the redesign of the structure in a formal and effective manner.
