        The purpose of this paper is to determine policy priorities in order to reduce traffic deaths in a 10-year vision by concerning traffic deaths scenarios. In this regard, the methods of foresight are used to make policy intelligently and effectively. Therefore in the first step, the historical process is achieved by literature review and interviews with experts. Then, by futures studies methods, factors affecting the traffic deaths issue  based on expert opinion has been recognized by using the Joseph Voros model in three levels of events and trends, structures and worldview, and then classified and categorized by cross impact analysis (CIA) method. The outputs of this method are the driving factors, political factors and indicators that policy making and evaluation will be provided by these possible scenarios. The scenario building with three main uncertainties in three levels including the value and discourses, rules and economic conditions, led to the formation of eight main scenario space that among these scenarios, 4 plausible scenarios were selected based on the expert opinions. Then, policies to reduce traffic deaths were formulated based on experts' opinions  and according to the overall health policies and Hadun matrix, and were examined by selected scenarios. Assessment process was performed by taking into account three main criteria of social justice, financial constraints and priority of prevention over treatment and finally, the policy of education and cultural policies (first priority), strengthening the punitive laws (second priority) and increasing the police surveillance and control with maximum participation of citizenship (third priority) were selected as sustainable policies to reduce traffic death.   Manuscript profile

        Since the development of human resource in every organization is significant, this paper aims to identify the influential and effective factors on public policies of administrative system as well as considering its future studies. The participants of the present study are the governmental organizational. Due to the large number of members in each sample participants, random selection method was employed to select the required participant's i.e 174 participants.Structural Equation Modeling in Amos Graphics software utilized to examine and test conceptual model of the research. The Data analysis shows that the infrastructure variables, the Islamic and environmental values have direct effect on the development of Islamic-Iranian. The analysis also reveals that the development of Islamic-Iranian has direct influence on the alignment of the attitude and output of human resource in governmental organization.In this way, the conceptual model was extracted and then the hypothesis were made and tested. Next, by means of open coding the obtained information of qualitative interview with purposeful sampling, the main model of research with systematic view to the development of human resource in organizational governments were presented. Based on these variables, a questionnaire with167 questions was provided. In consideration with 233 tax rules, 350 auditors and chief auditors of TaxOrganization of Tehran (sample size), implementing tax rules, answered the questions. The purpose of this study is to present a Native pattern of judicial policy implementation: using the application of of Theme analysis and fuzzy Delphi approach. research method: Therefore, first in the qualitative part of the research, using in-depth semi-structured interviews with experts in the judiciary, the necessary information was collected and with the aim of extracting elements and components of the model, this information was based on Theme analysis method at three levels: basic, organizer and comprehensive Was coded. Purposeful sampling has been used to screen and validate the network of themes using three rounds of fuzzy Delphi technique. . Results: Data analysis Finally to count of 153 basic themes, 36 organizing themes, 8 comprehensive themes and the formation of a theoretical model. . Methods: The method of the study is descriptive-developmental. In this study, the administrators of Mazandaran tax administration and its' town offices selected as the statistical population, and 127 administrators selected as a sample.         Context and Purpose: Human resource management policies and practices in family companies can shape the skills, attitudes, and behaviors of individuals to do the work and bring them closer to corporate goals. Method: A sample of 108 managers and shareholders of family-owned companies was selected by random sampling. Data gathering tool was Masagatos et al. (2018) standard questionnaire .validity and reliability coefficients with Cronbach's alpha coefficient. the constructs of the relationship skills enhancement staff (0.94) Employee Motivation Skills for Relationships (0.84) Skills for Skills Employees (0.77) Motivation Skills(0.83) were confirmed. Structural equation modeling was used to test the hypotheses using PLS software. Results: there was a positive and significant relationship between HR policies, skills enhancement and motivation of employees with and without relationship with organizational HR quality. Generation change stages did not play a moderating role in enhancing the skills and motivation of unrelated employees and the quality of organizational human capital. But the relationship between skill enhancement and employee motivation moderated the relationship with organizational HR quality.         Objective: The purpose of this study is to Diagnosing the implementation of administrative system training policies in improving employee performance in the Ministry of Oil.Methods: The type of research is developmental in terms of purpose and practical in terms of results, and quantitative in terms of data type. Using Cochran's formula, the sample size was determined to be 154 people who were selected using simple random sampling method. Data collection tools included a researcher-made questionnaire. The content validity of the questionnaire was confirmed by experts. In the descriptive statistics section, ..were used. In the inferential statistics section, Kolmogorov-Smirnov test was used and Bartlett tests were used to evaluate the adequacy of sampling were used.Findings: the damages of implementing the educational policies of the administrative system include behavioral damages with 12 indicators, structural damages with 11 indicators and contextual damages with 13 indicators. The results of quantitative analysis also confirmed the significance of factor loads of all indicators and their confirmation at 95% confidence level.Conclusion: commitment of executives in the training policies of the administrative system by informing the benefits for the organization can be useful.         Background: Exchange rate fluctuations and its deviation from the equilibrium path is one of the most important macroeconomic variables that affects different sectors of the economy from various aspects.   Objective: This study was conducted with the aim of investigating the effect of foreign exchange policies during the existence of a trade deficit in the financial crisis (crisis of 2008) on the total index of the stock exchange. Method: The present study was conducted using ARDL and VCEM approaches in terms of purpose, application and development. This study examines the relationship between exchange rates (as a control policy to reduce the current account deficit due to the 2008 crisis) and the overall index. Examines the Iranian Stock Exchange. To reduce the effect of the omitted potential variable, interest rates and external reserves are also included in this analysis. In this study, the self-return approach with distributive interrupt (Pesaran, 2001) has been used to investigate the long-run relationship between variables.        Findings: Among the actions of governments in times of crises and deficits in the current account balance is the use of foreign exchange controls. Explaining the effects of the exchange rate due to the dependence of the stock market industries on the import of raw materials as well as the export of products on the overall index of the stock exchange is very important for policymakers and activists in this field.                                                                                                                                                      Conclusion: The results indicate that there is more compatibility between exchange rates and stock prices in critical periods than in quiet periods, in terms of integration in the long run and short-term causality.           This study is an attempt to evaluate the implementation of the general developmental policies of the Islamic Republic of Iran in the field of health and treatment ratified by the national Parliament (Majlis) of this country. In the course of this study, an analysis of the Fourth National Development Plan of the Islamic Republic of Iran was conducted in order to achieve a reliable assessment model based on internationally accepted evaluation literature. To this mean, a pathological study of the development policies implementation in the course of Iran’s Fourth National Development Program (F.N.D.P.) was conducted. The efficiency rate of the implemented policies was classified and assessed according to the efficacy assessment criteria for the policy implementation especially the Matland’s synthesized ambiguity conflict model. Prior to this, the data collection procedure was performed through authoritative interviews and surveys. Te data collection was performed through survey and interviews with the expert active in the related fields. The findings of this research depict a vivid discrepancy between efficiency rates of different methods of implementation. This was an epidemic phenomenon that Iran would not be safe from it. In order to deal with the development and distribution of the city in Iran from mid-century imitation of the western planned systems, comprehensive plans that have in their hearts policies to control and limit urban growth were used. In the form of the comprehensive plans have been accomplished policies of the Green Belt to determine the physical limits of the city (urban growth boundary). After more than four decades, providing the first comprehensive plans for cities and for urban growth boundary, yet comprehensive and accurate assessment has not been made from success and effectiveness of the urban growth inhibition tools. Those factors caused we executed this research and in this research has been selected Tehran metropolis as study sample. After that, this study sample has been investigated in order to assess the measure of success and effectiveness of the urban growth boundary. In this research has been used qualitative research method. Research indicator has been derived from the theoretical foundations and satellite images and Envi 4.8 software has been used to verify adaptation comprehensive plan of urban growth boundary and the real border. The main findings of this research are follows: Urban growth boundary that has been determined in comprehensive plan 1371 not effectively control urban development. In the period 1371-1386, a large part of the new development outside of the urban growth boundary has been located. When the ability of urban growth boundary control by using of growth boundary inhibition was measured, the results were shown that the value of this indicator is 0/15 percent and the result means that urban growth boundary of comprehensive plan has no ability in limit of urban growth of Tehran metropolis. Size scope of the urban growth boundary specified in the comprehensive plan that has been determined in 1371 had been appropriate and had been more than the necessary amount. Thus, the failure of the urban growth boundary in respect to evolutions and developments in outside of the East Tehran metropolis and thrown out in the southern part is clear. In practice, virtually all project managers are confronted with resourcescarceness. In such cases, the Resource-Constrained Project Scheduling Problem (RCPSP)arises. This optimization problem has become popular over the last few decades because ofits practical relevance to various industrial and research fields. Numerous procedures havebeen developed in the literature for finding either optimal or heuristic solutions for theRCPSP.Resource constrained project scheduling problem under stochastic circumstances have beenconsidered in recent decades where uncertainty is modeled by means of activities’ duration.In this research we study an extension of basic stochastic RCPSP in which availability ofresources is not predefined. Activities follow preempt-resume mode in case of any disruptiondue to resource infeasibility. A solution for this variant of RCPSP is defined in three steps byutilizing heuristic procedures for creating initial schedule, adding time and resource buffers inorder to yield proactive schedule and applying reactive policies to encounter with unhandledbreakdowns.         The purpose of this research was to investigate the role of uncertainty in monetary policies on the synchronicity of company’s stock prices. The statistical population of the research consists of all the companies listed in Tehran Stock Exchange between 2010 and 2019, of which 118 companies have been studied as a statistical sample of the research. The research data were analyzed using regression models using the pooled data method. In order to measure the uncertainty in monetary policies, two methods based on the entropy of exchange rate values and also fitting the GARCH heterogeneous variance model were used. The findings of the regression models showed that the increase in uncertainty in the monetary policies of each period under both the entropy criteria and the GARCH model has an adverse effect on the synchronicity of the stock prices in the future period. Therefore, the degree of stock prices synchronicity in each period can be predicted by relying on the uncertainty of monetary policies of the past period and the company's financial ratios. Also, the results showed that managers' strategies in order to reduce the debt ratio, increase cash retention and under investment to deal with the uncertainty caused by monetary policies, have a moderating effect on the relationship between this uncertainty and price synchronicity and strengthen the size of its effect on the synchronicity of the stock prices in the future period.         In recent years with the increasing integration and innovation in financial markets, concerns about the overall stability of the financial system has increased and the concept of systemic risk has become more important. systemic risk is the risk imposed by interlinkages and interdependencies in a system or market, where the failure of a single entity or cluster of entities can cause a crisis in the entire system or market. In this study, we presented a framework for measuring and predicting systemic risk in the capital market of Iran using conditional value at risk approach (CoVaR). On this basis, ΔCoVaR as a measure of systematic risk using quintile regression based on a set of state variables that indicates changes in the distribution of asset returns has been estimated. As well as to enhance the accuracy of the estimate, the research variables modeled after the conditional autoregressive value at risk model (CAViaR) has been developed and some Lagged firm specific characteristic has also been added. In order to test the validity of the model back testing methods have been used. On the other hand, The potential for systemic risk increases when volatility decreases (volatility paradox). The coefficient of liberalization dumy variable is positive but real exchange rate and average import tariff rate coefficients have no significant effect on the economic growth. Thus supply side policies are preferred than to exchange rate reforms. The influence of political powers is effectively on firms' performance, and corporate managers that are at the center of political attention, they find motivated to adapt to accounting practices through which they can manage earnings. This research studies the effect justice shares on the quality of earnings, with an emphasis on political economy perspective in the listed firms in Tehran Stock Exchange. The results of the research indicate that the existence of justice shares in the ownership structure has a significant negative effect on the quality of earnings.         The purpose of this research is to design a cultural model related to the implementation of general policies of the administrative system in the body of the Government of the Islamic Republic of Iran (Case: Kerman Province executive agencies). This research is a descriptive-correlational method in terms of method, and is a developmental-applied goal, which has been gathered by field research. By examining the theoretical foundations, the main and sub-components and indices affecting the pattern were identified and formulated in the form of a scoring checklist. Delphi method based on deductive approach, research indicators and components were approved by experts.. After consultation and approval of experts, questionnaires were distributed among respondents (managers). Finally, the model obtained at this stage ends with the expert's approval and modification to the effective model. The statistical population consisted of experts with sample size of 50 people and the middle managers and executives of Kerman province with sample size of 580 people. Data were collected using a researcher-made questionnaire that was used to determine the validity of content and construct validity and Cronbach's alpha method and hybrid reliability to measure the reliability and one-sample t-test, structural equation modeling was used for data analysis. The results indicate the appropriateness of the proposed model and indicate that among the factors of cultural factors at three levels of group, organizational and social have a significant impact on the implementation of general policies of the administrative system. Therefore,investigating the role and impact of the economic policies of the government on environmental qualitycan be very important.Material and Methods:In this study, the effect of government’s policies on environmental quality in 7 countries of Iran,Syria, Algeria, Egypt, Jordan, Morocco and Tunisia in the Middle East and North of Africa (MENA)during 2007-1997 was investigated in the form of econometric models using panel data. Theenvironmental quality, based on the amount of air pollutants as one of the important indicators ofenvironmental pollution, was studied, and carbon dioxide emission and aerosols concentration wereconsidered as the variables indicative of air pollution.Results and discussion:The results show that depending on the type of index selected for the environmental quality,government's economic policies can have a direct and positive relationship with air pollutants. Indeed,the findings emphasize that investment of government is an important and influential variable indetermining the amount of carbon dioxide emissions in the studied countries, and has put a positiveimpact on increase of carbon dioxide emissions. Discussing future problems and developing appropriate strategies and policies can have a key role in developing renewable energies to supply some parts of energy requirement in the country. Method: The aim of this study is to discuss the benefits and opportunities for developing renewable energies in Iran based on assessment of the factors involved in related organizations, through studying the importance and developed position of renewable energy resources in Iran and the world. The purpose of this study is to investigate the factors related to the implementation of economic policies of Bank Melli Iran in order to boost production in order to improve the performance of the financial system. In this study, first the factors related to the implementation of Bank Melli Iran's economic policies, components of Bank Melli economic policies for production prosperity and components of production prosperity were identified through exploratory studies and surveys of experts aware of the issue using Delphi technique. And then these factors were tested in the form of a designed model in the statistical population. The present study is a descriptive-correlational research that has been done by survey method. Structural equation modeling was used to analyze the data. Findings of the research, while confirming the proposed research model, showed that there is a positive relationship between factors related to the implementation of economic policies and its components: intra-institutional factors and extra-institutional factors with economic policies. In this study, we focus on the spread of default in the financial network and examine the effect of financial system heterogeneity on the stability of the financial system, and finally, by implementing intervention policies, we offer suggestions to reduce risks and rebuild the network. This research is among the applied researches. The statistical sample of the studied information is 407 companies listed on the Tehran Stock Exchange in the period of 1393-1398. In order to test the relationship between variables and the significance of the model, regression analysis and MATLAB software was used for modeling.         The main purpose of this research is to present a model of the effects of idiosyncratic risk on the financing policies of the entire manufacturing companies accepted in the Tehran Stock Exchange by econometric approach of panel data during 2001-2014. Initially, we discussed theoretical background of idiosyncratic risk and financing to investigate the background of the research. In the next step, the determination and estimation of the research model is done. The results of various estimates with and without control variables indicated confirmation of the fixed effect method for the final research model without the surplus / deficit control and trend variables. Estimation of the final model also shows a positive and significant relationship between independent variables (Market-to-book value, stock return, profitability and tangibility, as well as a negative and significant effect of the Z-Score variable on financial leverage. Therefore, each of the six sub-hypotheses of the research and consequently, the main hypothesis of the research was approved. Environmental issues are a completely cross-sectoral issue and all members of the society, especially organizations and institutions, should take advantage of the power and efficiency of their organizations in preserving and maintaining the environment as a public duty from any activity that is related to pollution or prevent irreparable destruction of the environment. The aim of this research is to design an integrated management model for the country's energy sector with an emphasis on environmental policies. Material and Methodology: This article is a qualitative research. The statistical sample of the research (elite) has been selected as a cluster from among the members of the statistical community. In this way, the statistical population was first divided into different clusters (cluster of faculty members, cluster of oil sector managers, experts in the field of oil industry in 1400), then, according to reaching data saturation, a total of 25 experts were interviewed. To analyze the data in the interviews section, three stages of open coding, central coding and selective coding have been used. Data analysis has been done according to the grounded theorizing method after conducting the interview, during three stages of open coding, central coding and selective coding. To do this, Maxqda software was used. Findings: Based on the findings of this research, 18 components were extracted from the 101 primary concepts in the axial coding and finally, in the selective coding stage, 5 main categories were extracted under the headings of social dimension, technical dimension, economic dimension, environmental dimension and legal dimension. political and legal were selected as the dimensions of the integrated management model of the country's energy sector in the final model. Discussion and conclusion: Environmental and international policies can reduce the pollution of the energy sector, including oil, and the legal measures carried out at the international level can control and monitor the environment. Institutional and political factors play a key role in promoting the transition to renewable energy, and improving these factors can lead to decarbonization of the energy sector in the long term. Global financial development has no significant long-term impact on the transition process, which means that the entire financial system needs a fundamental structural change to accelerate the substitution between polluting and clean energies. However, in the short term, the impact appears to be negative and significant, highlighting the inadequacy of financial institutions and financial markets in promoting a sustainable path in the region.         In this study, the threshold effects of the shadow economy on the relationship between financial depth, banking policies and macroeconomic fluctuations with socio-economic development during the time period of 1401-1370 and the application of the soft transfer threshold approach (STAR) were investigated. The results of the nonlinear part of the model show a positive relationship between the financial depth variable and the economic development index. Shadow economy variables, exchange rate fluctuations, inflation, government spending, liquidity growth and nominal interest rate have a negative relationship with the socio-economic development index. so that the mentioned variables lead to reduction in order; 95%, 95%, 50%, 45%, 7% and 40% of economic development. The main channel of influencing the financial depth is done by increasing the efficiency of investment and monetary policies. Therefore, the way of financial market liberalization, the weakness of financial system management and the lack of formation of coherent financial markets and the benefit of regulations in the country can be seen as the reasons for reducing the efficiency of investment through the non-optimal allocation of resources in the country. As a result, more attention and effort should be done in the country to develop and make financial markets more efficient and as a result allocate resources more efficiently and increase investment efficiency.         The purpose of the present study is to analyze effective social policies in the Islamic Republic of Iran to maintain capital in the province of Khouzestan. This research has been conducted by a mixed qualitative-quantitative method. Data collection instrument was a questionnaire and the statistical population included the citizens in the province of Khouzestan. The sample was calculated to be 384 people by Cochran formula. The data was analyzed using statistical RISELL software. The results revealed that all social policies in the Islamic Republic of Iran under investigation in this research are effective on maintaining capital in the province of Khouzestan and that there is a significant relationship between those policies and sustaining social capital in the province of Khouzestan. Emphasizing on the rule of law, justice and equality, expansion of human resources, educational justice, removing educational inequality, removing economic discrimination, and administrative corruption, the social policies of the government facilitate the ground for the sustenance of social capital in aspects of social integrity, social trust, and political cooperation.         Culture has an important role in the comprehensive development of a country, so to achieve an ideal and developed society, the prevailing culture in any society needs attention and care. The purpose of this study is to identify cultural harms in Iran and classify them. For this purpose, the meta-synthesis method, which is one of the types of meta-study methods, was used. In this study, a small combination of the results of research conducted in the field of 'cultural pathology' has been reviewed. In order to do the right thing, in the first step, following the answer to this research question, the component of cultural harms was identified, and in the next steps,the articles related to the classification and identification of the component were searched and received. Findings showed that 14 qualitative articles in the field of cultural pathology were reviewed and analyzed and 41 indicators in 7 components in the field of cultural pathology were identified. The component of 'cultural ambiguity' with 28.82% had the highest frequency in the field of 'cultural pathology'. The components of 'cultural aggression' are21.95%, 'change of individual beliefs' is 17.07%, 'cyberspace' and 'poverty' are 9.74%each, Also, 'weakness of family marriage' and 'ignorance of Iranian culture' each accounted for 7.31percent. By explaining the existence of Iranian culture, the cultural authorities of the country provide the cultural growth and development of the country Cultural institutions must provide conditions in a suitable context where all the cultural and artistic abilities of Iran are revealed.         The aim of this study was to analyze the effective social policies of the Islamic Republic of Iran on maintaining social capital in Khuzestan province. The research method was descriptive survey. The statistical population included all citizens of Khuzestan province. Using multi-stage random cluster sampling method,384 people were selected as a statistical sample for the study. The indicators of social capital were trust, participation, and social cohesion. To achieve this goal, the views of Putnam, Coleman, and Fukuyama were used, and the survey method (using questionnaire tools (and documentation) using books and articles was used. The validity and reliability of the questionnaire were confirmed during the research process. The research data were collected based on research questions and analyzed using exploratory factor analysis. The research findings showed that social policies such as rule of law, justice and equality, human capital development, education justice and elimination of inequality Education, elimination of economic discrimination and elimination of corruption have a positive and significant effect on maintaining social capital in the dimensions of political participation, social cohesion and social trust, so it is possible to pay more attention to the policies identified in this study.         Purpose: The main purpose of the present research is to study the intervening role of financing and human capital policies on the correlation between social responsibility and innovation of corporations accepted in Tehran Stock Exchange.Method: Five hypotheses were introduced in line with the research objectives. Multiple linear regression and mixed data were used to test the research hypotheses. The statistical sample consisted of 102 corporations accepted in Tehran Stock Exchange that were chosen by convenient sampling during the years 2013 to 2020.Finding: The results indicated that there is a significantly negative relation between corporate social responsibility and corporate innovation. Furthermore, social responsibility has a significantly negative effect on human capital. Thus, according to the results of multiple regression, the intervening role of human capital between corporate social responsibility and innovation is confirmed. Moreover, the results showed that social responsibility has no significant impact on financing policy. Therefore, the variable of financing policy does not intervene in the relation between corporate social responsibility and innovation. Companies should invest in innovative activities and social responsibility to gain legitimacy and respond to different expectancy of beneficiaries.Conclusion: Corporates that fulfill their social responsibility actively, have more access to credit and gain better debt conditions. Companies which have a tendency towards social responsibility activities, bring more innovation in their products and procedures due to different reasons.         The purpose of this study was to investigate the moderating role of psychological capital in the effect of performance appraisal policies on job satisfaction,  turnover and job performance among the employees of automotive companies in Tehran.The research design descriptive-correlative research. The statistical population consisted of  staffs of Tehran’s automotive companies. According to Cochran formula, the sample size was 150 staffs, that they selected by using multi-stage cluster sampling. They completed Performance Appraisal Policies (Poon, 2004), Psychological Capital (Luthans, Youssef & Avoli, 2007), Minnesota Job Satisfaction (Weiss et al., 1967), Employee’s Intention to Turnover (Jenny Keynes & Tomlinson, 2012) and Job Performance (Paterson, 1992) questionnaires. Data were analyzed using by hierarchical regression analyses. The results of correlation analysis showed that motivational performance appraisal policies had positive significant effects on job satisfaction, and job performance, and negative significant effect on turnover. Also, punitive performance appraisal policies had negative significant effect on job satisfaction, but its effects on job performance and turnover were not significant. The results of the hierarchical regression analysis also showed that psychological capital moderates the relationship between punitive performance appraisal policies and job satisfaction. Therefore, the greater the employees' psychological capital, the more satisfied they are with their job, they perform better and are less likely to quit their jobs. Also, punitive policies of performance appraisal less affect their job satisfaction. Manuscript profile

        The development of any geographical location depends on its natural and human capacities. What can accelerate or slow down the development of any place is the type of decisions and policies that govern it at the macro to micro levels. Tourism development is no exception to these policies. Therefore, part of tourism development depends on the policies emphasized. The purpose of this study is to identify and then analyze tourism development policies at both macro and micro levels in the form of a case study in Dehdez of  Despart County. The research method is descriptive-analytical and based on field data. The method of data collection in the first stage was interviewing and researching various scientific and executive documents and then completing a questionnaire. The statistical population of the study consists of experts from Despart district offices. Due to the lack of accurate statistics in this field, 50 people were questioned. The validity of the questionnaire was performed and the reliability was confirmed with Cronbach's coefficient above 0.70. The result of one-sample t-test showed that all micro and macro tourism development policies are significant at the level of less than 0.05. Based on the test results, two policies to strengthen cultural ties between the region and neighboring provinces with an average of 4.82 and the formation of tourism information site with an average of 4.58 as the most important macro policies of tourism development and two policies of managers' positive view of tourism capacity with average 4.76 and the diversity of service occupations with an average of 4.74 are known as the most important micro-tourism policies. The regression result also confirmed that in total, macro and micro policies studied can explain more than 71% of the tourism development variable, but macro policies are more effective than micro policies.Extended AbstractIntroduction:The development of any geographical location depends on its natural and human capacities. What can accelerate or slow down the development of any place is the type of decisions and policies that govern it at the macro to micro levels. Tourism development is no exception to these policies. Therefore, part of tourism development depends on the policies emphasized. Dehdez city in Khuzestan province is known as the center of Despart city. This city and the surrounding area can be an important tourist destination due to its geographical location as well as natural capacities. Climatic and ecotourism features, as well as historical attractions, have led to the development of tourism. On the other hand, the formation of Despart city with the center of Dehdez city, which was recently realized in 1400, also makes the necessity of studying such an issue important. In fact, with the formation of Despart city with the focus on the city of Dehdez, there is a need for special planning and study in the field of tourism to be emphasized in order to put the development of tourism in a proper direction. From these narratives, proper decisions and planning can be considered as the first steps. Adoption of appropriate policies can be an important part of the development of tourism in the region and the city of Dehdez. Therefore, it is important to study such an issue, that is, to know the tourism development policies, and it can advance the path of tourism development in this city and region in a more principled way. The purpose of this study is to identify and then analyze tourism development policies at both macro and micro levels as a case study in Dehdez city.MethodologyThe research method is descriptive-analytical in nature and survey research in terms of data collection. Two methods of interviewing experts and a questionnaire were used to collect the research. At first, in order to identify micro and macro policies for tourism development in the study city, by researching various sources and also interviewing some experts in regional offices, some important policies for tourism development in the study area and city were identified and collected. . Then, in the second stage, policies at both micro and macro levels were analyzed and evaluated in the framework of the questionnaire. The statistical population of the study was experts in the regional offices for whom there were no accurate statistics. Therefore, according to the research framework, 50 experts were selected to complete the questionnaire. Sampling was done randomly. Data were analyzed using statistical tests in SPSS software.Results and discussionIn the field of macroeconomic policies for tourism development, the highest frequency was related to branding policy with 70%. In fact, more than 70% of the statistical sample referred to this macroeconomic policy for the development of tourism in the study area and city. In the field of macro-social policies, there are two policies to change the mentality of the world towards the security of the country and the region with 80%. In the field of macro-management policies, 7 policies are known that accelerate the issuance of licenses with 82% in terms of frequency.The most important micro-economic policy for tourism development, which had the most repetition or frequency, was the policy of transportation development with 58% and then the policy of creating micro-tourism funds with 48%. In the field of micro-social policies, the results show that the most important policy in this field is the policy of emphasizing indigenous customs and culture with a frequency of 74% and then the cooperation and interaction of the people with a frequency of 68%. In the field of micro-management policies, the most important policy is the policy of compiling the tourism development document of the city and region with 72% and then the positive view of managers towards tourism capacity with 60%. The table below shows the types of micro-tourism development policies according to their frequency and percentage.Analysis of macro-tourism development policies of the studied city with a sample t-test shows that all variables or policies were significant at the level of less than 0.05. Examining the differences between the average of the mentioned policies confirms that all of them can be useful in the development of tourism from the point of view of the statistical community. Based on the test results, among the macro policies for tourism development, the policy of strengthening cultural ties between the region and neighboring provinces with an average of 4.82 is recognized as the most important macro policy in the field of tourism. The result of one-sample t-test in the field of analysis of micro-policies for tourism development shows that all micro-policies have been significant at the level of less than 0.05. In other words, no significant difference was observed in these areas. Examination of the difference between the mean and t-test of the test confirms that the direction is significant and positive. Examining the test average, it is clear that the most impact was related to the policy of managers' positive view of tourism capacity with an average of 4.76, which is a type of management policy.The micro and macro policies studied are able to explain 71% of the changes (variance) of tourism development in the study city. Explain that micro-policies with 0.308 units predict the tourism development variable, which means predicting 30% of the changes in this variable. Macro-policies have also predicted 0.411 units of the tourism development variable, which means that 41% of the changes in the dependent variable (tourism development) are predicted by the independent variable (macro-policies).ConclusionThe impact of macro policies on tourism development is greater than micro policies. Therefore, the development of tourism in Dehdez city and the surrounding area is possible when all micro and macro policies are emphasized in an integrated manner; The results of the research show the same thing; Because there is a correlation between micro and macro policies, and a change in any of these policies can affect other types as well.         The main objective of this study is to investigate the relationship between monetary policies, capital structure and risk-taking of listed banks in Tehran Stock Exchange. In this study, to measure the monetary policies, the indicator of legal reserve rate have been used. The sample consists of 21 banks listed in Tehran Stock Exchange in the period from 2012 to 2018. In this study, the data were extracted from the Rahavard Novin 3 software and then classified by Excel software, and after calculating the variables, finally, through Eviews10 software, the multivariable regression model and panel data was used to test the hypotheses. The results showed that there is significant negative relationship between monetary policies and banks' risk-taking with in 95% confidence level. In addition, other findings indicated existence of a significant positive relationship between monetary policies and bank capital structure.         The most important policymaker entity in the bank-centered economy of Iran is central bank of Islamic Republic of Iran which has always been trying to manage and improve macroeconomic indicators by applying monetary policies. However, investigation of Iran's economy after four decades shows that this country has always suffered from double-digit inflation rates and 15000-fold liquidity throughout this period, while GDP of Iran has grown only by two times during this period. This paper tries to evaluate the effect of monetary policies of central bank on macroeconomic indicators by analytical-descriptive and library method via combining system dynamics and fuzzy multi-criteria decision-making using Vensim and Super Decision software. Monetary policy instruments in this re-search include foreign exchange rate, deposits interest rate, facilities interest rate, required reserve ratio, and open market operations. Further, the macroeconomic indicators include inflation, liquidity, national foreign exchange value, and eco-nomic growth. The results indicated that the most important macroeconomic indi-cators in the country according to economic experts are "national foreign ex-change value" and "inflation". Urban poverty is not limited to the above-mentioned characteristics and also refers to unstable conditions leading to vulnerability and inability to deal with injuries. Given the importance of the issue of urban poverty, governments are constantly thinking of policies that will reduce urban poverty. The present study is descriptive-analytical. And the statistical population of this research includes reports that are available and their main theme is about urban poverty reduction policies, the statistical sample of which is related to New York City and Brazil and Indonesia. The results of the present study indicate that poverty reduction programs and policies in New York seem to be successful, and the reason for this success is that this poverty reduction program does not only emphasize the economic dimension of poverty, but also its social dimension. Regarding the poverty reduction program and policy of Indonesia and Brazil, it can be concluded that these countries emphasize only the economic dimension to identify poverty as a multidimensional phenomenon, and considering the other dimensions of urban poverty, a large number of poor are ignored in poverty reduction programs. The research method is descriptive-analytical. Data collection was done in the form of documentary and library studies. And while explaining the role and position of rivers as a paradigm of natural features, direct observation methods and visual inspection methods were used in field studies as well as GIS maps of Isfahan city. And all the main policies and variables of river protection were identified. And at the end, all the policies adapted from global and national experiences, extraterrestrial plans, etc., according to the opinions of experts and city managers, were valued and prioritized using the Delphi technique. And the realizable and specific strategies of Zayandeh Rood River were presented at different national, regional and urban scales. The findings showed; The complication of partiality in the performance of executive bodies has added to the problems of Zayandeh Rood. The existence of some management inconsistencies, especially in the Zayandeh Rood catchment area, has made it impossible to create a long-term solution to create stability in it. The research method is applied in terms of purpose and descriptive and analytical. The required sample size was calculated based on Cochran's formula and Morgan's table, and according to the total number of the statistical population of the study, which is 160 people, the sample size of the study was 113 people. The data was collected using a researcher-made questionnaire. The findings show that among the regions of Ardabil city, regions 1 and 4 had the potential of a smart city with 0.33 and 0.26, respectively, and region 3 with a score of 0.20 had half the potential and region 2 as well. With a score of 0.19, they lacked the potential of a smart city. The results show that there is a significant difference between the urban areas of Ardabil in terms of compatibility with smart urban growth indicators, and the extent to which different areas have research indicators is not the same. In this research, to measure performance evaluation policies from the standard policy questionnaire adopted from Poon's (2013) performance evaluation including 15 questions, for employee creativity from Torrance's standard questionnaire (1979) with 20 questions in 4 dimensions of fluidity, flexibility, innovation, expansion and for The political behavior of employees has been used from Dobrin's standard political behavior questionnaire (1978) including 15 questions in three dimensions of individual, managerial and organizational factors. Considering the non-normality of the data distribution, structural equation method and SMARTPLS3 software were used to test the research hypotheses. Findings: The findings of this research show that employees' perception of performance evaluation policies has an effect on creativity with the moderating role of employees' political behavior. Also, the perceived policies of evaluating the performance of government employees have a significant impact on creativity, fluidity, elaboration of details, initiative and flexibility. Conclusion: Based on the results of this research, government organizations can influence their creativity by managing employees' perceptions regarding performance evaluation policies. In the quantitative section, a researcher-made questionnaire based on standard questionnaires and the results of qualitative section interviews were used to collect data. To calculate the validity of the questionnaire, the validity of content and structure was used. The findings indicated the validity of the measurement tool. Also, Cronbach's alpha coefficient was used to assess the reliability. The purpose of this study is to investigate the relationship between cash profit and the independence of the board of directors on tax avoidance of the company within the framework of the country's tax system. The test method of the hypotheses of this research has been done by the econometric method of data panel and using the Ivyuz software. Research findings show that; Cash payments have a significant effect on tax avoidance. Also, the percentage of non-executive managers has a significant effect on tax avoidance. And the percentage of non-executive managers does not have a significant effect on the relationship between cash dividends and tax avoidance. The results of this study can be useful for the decisions of managers, investors, shareholders, creditors, tax authorities, tax law makers, auditing and other auditors, stock exchange and securities organizations, analysts and researchers. First, in this study, the factors associated with the implementation were identified of many inside and outside articles and interviews with organization experts, among them 7 factor and 30 comprehensiveness and frequency index was selected, and the basic model for surveys along with open questions presented to the experts. After implementation the Delphi technique, 8 factors and 37 indexes were identified. Statistical Society of this research at Delphi, including 30 institutional experts and masters of Public Administration and at validity level includes 120 manager and employee of Khorasan Razavi protection field and Department of Natural Resources and Watershed Land and 28 subsidiary offices in the provinces in which Morgan formula sample size was 92.         The current research was conducted with the aim of finding the reasons for low population growth in Lorestan province. The interactive theory of the population as a theoretical approach is the template in the present research.Method: The research method is qualitative and Delphi type. The statistical population of the research is all media experts, psychology, sociology, demography and religious experts of Lorestan province. Out of this number, 20 people were selected in a targeted manner. A semi-structured interview technique was used to collect information. The duration of the interviews was 30 minutes and their analysis was done using the Claysey method.Findings: Negative individualism, the prevalence of western modernity based on consumption and diversity, women's identity changes, housing problems, marriage problems, youth migration, unemployment, education, the spread of divorce, changing attitudes towards marriage, the spread of virtual media, lack of security. Job, economic weakness, high cost of children, value changes, multiple children as a bad thing, attitude towards children as a luxury item, lack of trust, uncertainty in the future of the country, lack of openness of planners, lack of scientific and theoretical research and the importance of climatic conditions. One of the reasons for population decline in Lorestan province is that they are classified in the form of economic factors in the first place, cultural and social factors, environmental and climatic factors.         The movement of “ethnicism” in the form of “Turkish nationalism” is an important par t‌of political Life in Azerbaijan. This article with historical-library research method and theoretical-qualitative methodology , aimed to find the roots and causes‌of the‌ events of the politicization of cultural, racial, linguistic and regional differences in Azerbaijan in the‌ contemporary peried; and especially after the‌ Islamic Revolution to look at both the “primordial” and “modern” approaches to ethnicity. Explaining the ethnic-national political currents of Azerbaijan requires more coplex approaches to the‌ issue‌ of nationality and nation in “general” and nationalism in “particular”. The refore, one of the the ories of Michael Hechter’s scientific model (as a ‌desirable model) with a‌structural explanation (ie, the effect of the center -periphery relationship) for the analysis of ethnicism in Azerbaijan, forms the‌ skeleton and direction‌ of the article. The present article considers ethnic, cultural and identity diversity in ‌Iran as a great blessing. Because the ‌survival, continuity and width of the Iranian‌ body in different scenes depends on its diversity.         AbstractEthnic policy is a set of government strategies to regulate relations at three levels: intra-ethnic, inter-ethnic, and between ethnic groups and the government. The purpose of the research is the impact of ethnic policies on the convergence process of ethnic groups in Golestan province. The research is applied in terms of purpose, quantitative in terms of data nature, and descriptive-survey in terms of data collection method. The statistical population of the population over 18 years of age in Golestan province, whose number according to the 1395 census is about 1,250,000 people. The sample size based on Cochran's formula was 384 people, and the subjects were studied in the form of cluster sampling in the form of available samples. The data collection tool was a researcher-made questionnaire, whose validity was based on the agreement of the judges and its reliability was confirmed by Cronbach's alpha. Data analysis was done by spss26. The results of using the T-Test showed that the average score of the total convergence of the respondents based on the 6 historical, geographical, economic, social, cultural and political dimensions is 13.12 which is lower than the assumed average of 15, and this indicates that the policies of the Islamic Republic did not play an effective role in strengthening the convergence of ethnic groups in Golestan province, the ANOVA test results showed that there is no significant difference between the ethnic groups of Golestan province in terms of the degree of convergence.Key words: ethnic policies, convergence, Golestan province Manuscript profile

However, this view is not unprecedented in criminal law history and it has been considered in the Islamic criminal justice especially during the reign of Imam Ali (Peace be upon him). The concordance of findings of contemporary criminologists and law schools with the viewpoints of that criminologist jurist shows this fact. His attention to the categories of prevention, rehabilitation, civil society capabilities, the principle of legality and minimal intervention of criminal law and in brief, special attention to human dignity has caused his penal policies to still meet the needs of modern human beings and to be considered as a unique policy.         This research aimed at investigating the function of the educational components in the development of entrepreneurship education programs from the view of the students. The research method was a descriptive-survey with a practical goal. The study population included students of all levels (Ph.D., Masters, and Bachelor). For this study, 220 students of Kharazmi University were selected by using random- stratified method .The research instrument for gathering data was a researcher-made questionnaire, the validity of  which was assessed by studying sources and taking views of entrepreneurship education professionals and professors. Its reliability was tested through Cronbachُs alpha test, which was calculated α=0. 93. For data analysis, structural equation modeling approach was used. According to the results, the impact of policies on the development of entrepreneurship education programs has been approved and a direct and positive relation has been verified between the educational components- course performance, ­content of the program, and assessment-and the development of entrepreneurship education programs. Moreover, the findings indicate that the primary fitness indicators verifying the policy and educational factors affecting the development of entrepreneurship education programs confirm the appropriateness of the model.                         Land policy making is generally aimed at optimizing the allocation of resources in land and housing. Land buying and selling without restrictions in the market and not receiving added value of land from the owner leads to the investment in the land sector and creation of the speculative demands in land and housing sector. This process causes land shortage and increase in urban land price in the process of urban development. From this point of view, the present study has focused on the laws and policies of urban land in Tehran metropolis. This study is a descriptive-analytical research, and the general method of the research is a secondary analysis. The results of this survey showed that government policies and laws in the land sector not only have not been targeted by countering the speculative approach in this sector, but have intensified the speculation in the urban land market. The ineffectiveness of the tax system in the land and housing sector, zoning rules, land differentiation and inefficiency determine the range of cities in urban comprehensive plans. Also the inability of laws to exclude or restrict the private ownership of urban land, lack of determination and efforts in local management to prepare land for new urban development, the weak performance of the government and municipalities in recycling land in urban areas, inefficient texture, are all the results of the past few decades policy making in the land and housing sector in Tehran metropolis, which in turn result in the continuation and prosperity of more speculation in land and housing sectors of the cities.   Manuscript profile

        Population growth and the desire for urbanization in recent decades have caused many challenges for countries, especially developing countries. Immigrations to big cities that are predominantly related to low-income groups are included, and lack of attention to meet their needs, have complicated urban challenges and, consequently, have expanded the development of informal settlements. Urban Land and housing policies in the metropolitans are the controlling factors of urban expansion and can also trigger urban challenges. Tabriz as one of the metropolitans in Iran faces with many challenges concerning the urban land and housing policies. In this study, the researchers analyze the role of urban land and housing policies on urban development of Tabriz. The research method is analytical and the data are obtained from municipalities, consulting engineers and Roads and Urban Planning Organization. The results of the study showed that in the past decade, the development policies and periphery land use changes to urban development, not only has increased the development costs and supply of municipal facilities, but also the unsuitable policies, destruction of gardens and agriculture. Development of Tabriz to the east and north east which mainly include gardens and agricultural lands has confirmed this process.  Assessment of the Tabriz Statement Number 5 Commission in the development of residential towns in east area is another reason for the role of urban management and decision-makers in Tabriz. The evaluation of the present study showed that in Tabriz development, the policy of land and housing has not been appropriate and unplanned development or emphasis on the development approach of the suburban areas have all led to challenges for the city and has caused the future development of this city to be difficult.           Manuscript profile

        Housing, a pivotal structural element shaping urban environments, serves as a reflection of governmental attitudes in policy and planning. The extensive experience gained over decades through diverse policies, including government programs and urban-rural development projects in Iran, emphasizes its central role. This study aims to propose an effective policy for enhancing housing quality. The theoretical segment synthesizes principles from participatory planning, sustainable development, and the boom-axis. Employing a qualitative approach, the research utilizes the Grounded Theory (GRANDAD THEORY) for data collection and analysis. Fifteen in-depth interviews with knowledgeable elites on the subject constitute the primary data source, conducted through exploratory and descriptive phases. Subsequent to each interview, coding of the data ensued, employing the continuous comparison method across open, axial, and selective coding stages. The analysis revealed an optimal model for housing quality improvement with eight key components: effective policy design mechanisms, development plans, financial frameworks, institutional-legal structures, transparent regulatory mechanisms, educational initiatives targeting academic and popular elites, cultural mechanisms, and mechanisms for restructuring the housing framework.         The purpose of this research is to investigate the mediating role of social capital in explaining the relationship between the good character of managers and general social policies. This research is applied in terms of purpose and mixed in nature (qualitative and quantitative). The statistical sample of the qualitative part was made up of 22 university professors, experts and senior managers of Farman Imam's executive head quarters .The required data were collected through semi-structured interviews with them and analyzed based on thematic analysis technique. The statistical population of the quantitative part of the research was also formed by the experts and managers of the executive staff of Farman Imam (RA), according to Cohen's table, 191 of them Simple random sampling was chosen as the members of the statistical sample and the required data was collected from them by a researcher-made questionnaire extracted from the qualitative part of the research .Data analysis was done through structural equation modeling with the help of Smart PLS software. The findings indicate that there is a significant relationship between the good character of managers and general social policies and social capital.         The purpose of the article is to investigate the role of economic and environmental policies on preventing air pollution using the Dynamic Stochastic General Equilibrium (DSGE) model during the period of 1990-2019. Based on the results of the model, the economic policy shock causes a sudden increase in economic growth and consumption and then their decrease; However, the economic policy shock increases air pollution. The shock of environmental policies, firstly, increases consumption and economic growth and then decreases them. Investment also decreases as a result of the shock of environmental policies. Based on the results of variance analysis, the role of economic policies for the country's economic situation and creating air pollution is greater than environmental policies. The role of environmental policies in reducing air pollution is less than the role of economic policies in increasing air pollution. It is suggested that when the government increases its expenditures, it imposes green taxes or carbon emission taxes at a lower rate than the increase in government expenditures so that the economic growth of the country will continue to be maintained along with the reduction of environmental pollution. Therefore, this paper attempts to design and calibrate an endogenous growth model and use comparative static analysis to study the policies such as promoting green R&D, imposing an eco-tax, subsidizing less polluting factors of input for pollution abatement and then, to control the pollution effects on Iran economy. From 2014 onwards, due to the revival of India's First Neighborhood Policy, a positive perspective for regional integration emerged once more in the South Asian region. Despite various steps being taken and the inclusion of India as an emerging global economy in the region, true regional integration in South Asia hasn't materialized thus far. This article aims to analyze the challenges faced in achieving regional integration in South Asia. By focusing on the theory of Intergovernmentalism, the hypothesis explores how not only the differences and conflicting interests between India and Pakistan but also the differences and conflicting interests between India and the smaller countries of South Asia have hindered the convergence of the region. The study adopts a Hypothetico-deductive method and the data gathering procedure is based on library findings. During the Pahlavi period, Iran's political system, relying on a kind of modernist ideology, undertook policies that weakened Tehran's Bazaar, but with the occurrence of the Islamic Revolution, it was expected that in the light of the ideology of the Islamic Republic system, which emphasized a kind of local modernity, the Bazaar would take the path of strengthening and revitalization. Therefore, this article studies the consequences of urban policies on the status and position of the Bazaar in Tehran in the post-revolutionary period. In this study, a combination of interviews with experts and document study was used, and the data were analyzed and summarized using content analysis. Urban policies implemented and affecting Tehran Bazaar have been examined under the three main categories of "Transferring the functions of the Tehran Bazaar to commercial centers", "Strengthening the tourism function of the Tehran Bazaar and "Protecting and revitalizing the Tehran Bazaar".         One of the new policies in urban development in general and in the reconstruction of worn and disordered urban structures in particular, is the use of development stimulus projects with the aim of accelerating and facilitating the process of transformation in these structures by using the participation and social power of residents and use. The stimulus for urban development will not only improve physical conditions, but also economic, social and environmental changes. The purpose of this study is to analyze the role of development stimulus projects in the implementation of urban regeneration policies in the valuable heritage of the 12th district of Tehran, which is examined in four dimensions: physical-spatial, socio-cultural, economic and environmental. .         In recent years, all governments have adopted policies such as granting credits and low-interest loans to improve the quality of rural housing. A policy that has changed the heart of villages and housing patterns. Therefore, the aim of this study is to investigate the effects of housing credits and loans in rural areas of Masal city (Shalma, Markieh and Darkhaneh villages) in two dimensions of housing pattern and village identity. In this regard, descriptive-analytical research method with emphasis on qualitative-quantitative approach has been used to collect information from field method (observation, interview and questioning). The statistical population of the study also includes the housing estates of the studied villages, that the sample size is estimated to be 383 houses based on Cochran's method. The research findings show that the main impact of crediting and debt consolidation loans is to improve the strength of new and renovated housing compared to older housing. Other effects of these facilities include a reduction in biological activity in the residential unit, a decrease in the level of infrastructure, a reduction in the number of rooms, and a change in the type of plan and housing structures. On the other hand, the results indicate a decrease in the identity of the villages in terms of spatial affiliation as well as a decrease in cultural values and adaptation to the old and traditional pattern in the new designs of residential units.         Rural development plays an important role in achieving national development goals. In a way, many experts consider rural development as the driving force of development in third world countries, especially in the early stages of development, and consider its achievement as an inevitable necessity. Therefore, in order to overcome the socio-economic problems facing rural communities in recent decades, the entrepreneurial approach has been considered as one of the important strategies of rural development. The main purpose of this study was to analyze and identify tourism policies affecting the motivation and entrepreneurial spirit in the villages of Ramsar city. In this study, 28 types of tourism policy in three dimensions of tourism infrastructure, training and development of human resources and tourism marketing and advertising, were selected as independent indicators. In the field of continuous indicators, 19 indicators were selected in four dimensions of foresight, confidence, risk-taking and innovation and creativity. The statistical population of the present study was the target villages of tourism in Ramsar city. Based on the study of the above documents, 25 target villages for tourism were identified in this city. The research method was descriptive-analytical and a questionnaire technique was used to collect information. For data analysis, one-sample t-test, Pearson correlation coefficient and multivariate linear regression were used. The results showed that in the field of changes in futures variables, 5 policies are effective. In this context, policies to encourage the private sector to engage in rural tourism development with a coefficient of 0.637 had the greatest power to predict changes in futures. According to the results, policies to promote public culture in the field of tourism in rural areas have about 70% of the variables of confidence. The risk-taking variable was the most affected by the policies of holding short-term training courses in the field of tourism in rural areas with a coefficient of 0.637. Finally, regarding the variable of innovation and creativity, the presentation of various educational programs in different sectors of rural tourism and policies to encourage the private sector to work in the development of rural tourism had the greatest impact.         The purpose of this research is to design and validate a model for implementation of environmental policy in Iran, which has been carried out using mixed and combined methods. In the qualitative section with the help of methodology, the foundation or grounded theory of the researcher conducted in-depth interviews with 22 elites, managers and environmentalists in the country. The results of data analysis based on the coding trials showed that out of 135 corresponding concepts, 26 subcategories were extracted that have a conceptual relationship with each other. In the axial coding step, all 11 subcategories were extracted from the axial categories, which were further abstracted These categories at the selective coding stage, a nuclear category, are described as "a successful implementation of environmental policy based on fictitious formulation based on the institutional and value-added alignment and coordination in which the development of environmental knowledge with the green management strategy and effective laws promote the development of a culture of life An environment becomes "that can be all over Cover other vlat. There is an internal, mutual and close relationship between every system’s cultural-social policies and its preservation of social capital, national security and political structure and the negligence of them and the failure in the recognition of their proper grounds not only render the preservation and development of the social capital difficult but also expose the countries’ national security to many dangers. Study Methodology: this study has been conducted based on a mixed (qualitative-quantitative) method. In the qualitative section, content analysis is the method of choice; coding will be used for extracting the concepts and themes which will be subsequently applied for preparing the researcher-constructed questionnaire. It is worth mentioning that semi-structured interviews have been utilized in this method and that the study sample volume has been computed equal to ten individuals for reaching the theoretical saturation.the information will be analyzed. The required information will be collected by means of questionnaire and the study sample volume has been calculated equal to 384 individuals using Cochran Formula. Conclusion: the effect of Islamic Republic of Iran’s social policies on social capital in Khuzestan Province has been investigated in three aspects of social coherence, social trust and social participation and the computed results are indicative of the significance of this coefficient in 99% level.         با  افزایش شکاف عرضه و تقاضای آب در سال های اخیر و اجرای طرح احیا و تعادل بخشی منابع آب زیرزمینی توسط وزارت نیرو پیش­بینی می­شود که فشار بر بخش کشاورزی در آینده از طریق سهیمه­بندی و بازتخصیص منابع آب از این بخش به بخش­های با اولویت بالاتر وارد شود. در این پژوهش آثار اقتصادی اجرای سیاست غیرقیمتی کاهش عرضه منابع آب،  سیاستهای قیمت گذاری آب و مالیات و یارانه به ازاء هر مترمکعب آب بیشتر مصرف شده یا صرفه جویی شده نسبت به میانگین نیاز ناخالص الگوی کشت بر مولفه­های بخش کشاورزی در استان قزوین بر اساس آمار و اطلاعات سال زراعی 93-92 و با بسط یک الگوی برنامه­ریزی ریاضی مثبت با رهیافت حداکثر آنتروپی بررسی شده است. نتایج نشان داد که، سیاست غیر قیمتی عرضه آب به میزان 50 درصد بیشترین بازده اقتصادی هر متر مکعب آب مصرفی را داراست که میزان آن 2/771 تومان برآورد شده است. بیشترین کاهش مصرف کودهای شیمیایی در سناریوی 50 درصد کاهش آب در دسترس و سناریوی تلفیقی 30 درصد کاهش آب و 50 درصد افزایش قیمت آب مشاهده شده است. با مقایسه ی اشتغال در واحد سطح نسبت به سال پایه در سناریوهای مختلف بیشترین سطح اشتغال در سناریوی 50 درصد کاهش آب در دسترس و سپس سناریوی تلفیقی 30 درصد کاهش آب در دسترس ایجاد شده است. با عنایت به اینکه سیاست غیر قیمتی کاهش آب در دسترس در بهبود وضعیت مصرف آب، تغییر الگوی کشت موثرتر از سیاستهای قیمتی ذکر شده در مطالعه است پیشنهاد می گردد در منطقه ی مورد مطالعه تلفیقی از سیاستهای ذکر شده اعمال گردد.         Social capital is a valuable resource resulting from the network of relationships of a person or a social unit, which helps a lot in creating and sharing knowledge. Public policies are also the authoritative allocation of values for society. In the meantime, the existence of people with good character is always necessary in organizations. social capital and public policy, the present applied research aims to provide a model for explaining the relationship between the good character of managers, social capital and general social policies of the Executive Headquarters of Farman Imam , based on thematic analysis and with a nature A discovery was made. The sample of the qualitative part of the research included university professors, experts and senior managers of Farman Imam's executive staff, 22 people who were selected by theoretical sampling. Through semi-structured interviews with them, research data was collected and analyzed based on the process of thematic analysis. The developed model was given to the experts and thus its validity was confirmed. Its reliability was also confirmed based on retest reliability. In addition, the quality of the proposed model was verified using the Delphi method. The results of the theme analysis showed that the good character of managers includes 27 primary codes, 6 basic themes and 3 organizing themes. Also, general social policies were formed with 41 primary codes, 10 basic themes and 4 organizing themes and finally social capital with 25 primary codes, 6 basic themes and 2 organizing themes.         The aim of this research was to present the model of structural equations of the influence of institutional factors on the implementation of redistributive policies with the mediating role of production boom. The current research was quantitative in terms of applied purpose, and in terms of method and nature of data. The data collection tool was three standard questionnaires. The statistical population of this research consists of all the employees of Iran's specialized state-owned commercial parent company, which were 4823 people in 1402. From the aforementioned statistical population, a sample size of 355 people was determined based on the table of Krejcie and Morgan, who were selected randomly, and the questionnaire was distributed among them, and the 355 questionnaires obtained were analyzed using PLS software. What is certain is that many efforts have been made in the field of administrative health in Iran. However, administrative health policies have not been very successful with regard to the injuries suffered. The main purpose of this article is to identify the harms of administrative health policies in the areas of planning and formulating policies, implementing and monitoring the implementation of administrative health policies, and designing its conceptual model. Therefore, for the first time in Iran, this research has investigated the damage components of administrative health policies by using the existing theoretical foundations. The statistical population of this survey consists of 390 employees and academics in the fields of political science, law, management, and economics, in five provinces of the country (Tehran, Golestan, East Azerbaijan, Qom, and Hormozgan); which were selected by multi-stage cluster sampling method.            The purpose of this study was to investigate the effect of perceptions of organizational policies on amotivation while investigating the role of mediator of anxiety and depression as well as the effect of amotivation the eudaimonic Wellbeing of employees. The purpose of this study is descriptive and survey method The statistical population in this study was 189 employees of General Administration of Youth and Sports Organization of Fars province who were selected by convenience sampling method. A standard 28-item questionnaire (To measure the perceptual of organizational policies from the Cassemary and Carlson Questionnaire (1997); to measure anxiety on the Fitzpatrick et al. Scale (2017); to measure depression on the Bass et al scale (2018 and to measure the the eudaimonic Wellbeing of Waterman scale (2011)) was used to collect the data. To analyze the data, partial least squares and Smart PLS-2 software were used. To assess the validity of the convergent validity, for the fitting reliability, Cronbach's alpha was used and its coefficient for all research structures was more than 0.7. The results show that perception of organizational policies has a positive and significant effect on anxiety, depression and amotivation. Anxiety and depression also have a positive and significant effect on the level of amotivation of the staff. But the results of the research showed a negative and significant relationship between the amotivation and the eudaimonic Wellbeing of the employees. The higher the level of government involvement in the economy, is twofold, because these countries have irregular financial markets and changes in government policies can cause macroeconomic variables and the financial markets of these countries to face many problems. In recent years, the biggest impact, whether official or unofficial, on the capital market has been due to economic policies and related uncertainties. In this regard, in this study, the impact of economic policy uncertainty on the Iranian stock market during the period 1370 to 1399 has been investigated.         Abstract This paper aims to answer the question of whether expansionary fiscal policy (increasing government spending and tax cuts) on economic growth in Iran is in linear or non-linear effects ? On this purpose, the performance of each of these programs using both linear and threshold vector autoregressive model and the data years 1338 to 1391 is investigated. In this connection, when using the threshold model, the studied period observationsbased on positive or negative output gap was divided into two regimes. Impulse response functions results from the linear model indicate that reduced tax revenues and increased government spending as fiscal stimulus have led to increasing economic growth, but the impact of government spending is greater than tax revenues. Increasing government  spending is  most effective in threshold model, also. In addition, comparison of Impulse response functions from linear and  threshold model show that response of GDP  to tax revenues in linear model and positive output gap are almost identical. However, the effect  of  increasing government spending on GDP in linear model is very different from high regime. GDP response to tax revenues and government spending in lower regime is also different from the linear model.         Abstract This paper investigates monetary policies effects on property pricing for the case of Iran over the period 1369-1392.  For this objective, we apply Co-integration technique and vector error correction model (VECM). We obtain Data set from Iran’s central bank time series database. The results of this study showed that there is a short-run and long run relationship from bank credit and a long-run relationship from liquidity and inflation to physical property prices. In addition, there is a short-run and long run relationship from inflation and a long-run relationship from liquidity and banks short-run profit rate to financial property prices.         Abstract One of the factors that can affect the improvement of competitive advantage in the steel industry is the explanation of effective policies to accelerate the attraction of investment. This research has been done with a mixed approach of qualitative and quantitative. In the qualitative part, the investment policy factors were extracted by content analysis method and selected by the expert panel of experts by fuzzy Delphi method. In the quantitative part, the model was formed with a comprehensive interpretive-structural modeling approach. Data were obtained in the qualitative part using semi-structured interviews and in the quantitative part through the pairwise comparison questionnaire. The research population consisted of experts including senior managers of the steel industry and 20 people were selected by purposive non-probabilistic sampling method and snowball technique. The results of the qualitative section showed that the factors of investment policy for competitiveness are in 14 categories, which based on the findings of comprehensive interpretive-structural modeling, the factors of "government rules and regulations", "establishment of standards in industry", "competitive strategy" "Industry", "industry financial structure", and "investment policy" can increase a higher level of competitive advantage for the steel industry, which highlights the importance of macro policies. On the other hand, investment policies for "knowledge management", "research and development", "marketing capabilities", and "risk management" are subject to macro-factors of investment policies that lead to competitive advantage.         The main purpose of this study is to investigate the relationship between executive financial expertise and financial policy (Including profit payments policy, financial leverage and cash flow) in listed companies in Tehran Stock Exchange Organization. The purpose of this research is in terms of correlation method and the post-event type method. Statistical sample of the study consists of 110 companies listed in Tehran Stock Exchange Organization during 2009 to 2018. This research has been used to test the hypotheses proposed by the hybrid data method and the least-squares approach. The results show that there is an inverse and significant relationship between CEO financial expertise and Profit Payment Policy. In other words, the sharing of profits in the companies whose CEO benefits from financial expertise is less. Otherwise, results of this investigation show that the relation between CEO financial expertise and cash holding is direct and significant. In this sense, managers with financial expertise hold more cash. Other findings show that there is an inverse relationship between CEO financial expertise and financial leverage but it is not significant. The result indicates that financial leverage has no significant differences with managers of global financial experts and other companies. Manuscript profile

        AbstractThe aim of the present study was to investigate the relationship between policy uncertainty and cryptocurrencies with the financial accounting approach of cryptocurrency assets. The political uncertainty index was calculated based on the approach of Becker et al. (2016) in terms of monetary, financial and exchange rate policy dimensions for the countries of Iran, China, the United States and the United Kingdom, and its relationship with the cryptocurrencies market ,Bitcoin, was evaluated. In this study, an attempt was made to evaluate this relationship using the financial accounting approach of cryptocurrencies assets, the most important of which is Bitcoin. The time period of this study was 2012-2021 based on the frequency of monthly data. The results obtained from this estimation of the general method of movement model indicated that the index of political uncertainty in China, America, England and Iran had a positive relationship with the monthly yield of cryptocurrencies and only the number of interruptions of the variable's influence was different. . Therefore, investors in the cryptocurrencies market can have a higher expected return by accepting the risk caused by political uncertainty and predicting the state of macroeconomic variables.         Abstract Today, the value of using generational accounting is expanding in the countries of the world. In order to achieve social and intergenerational justice, it is considered important to use generational accounting and update the budget and tax policies. The purpose of this research is to explain the relationship between budget strategies and social justice by considering generational accounting in Iran. In the first stage, relevant English and Farsi articles were selected using the CASP Critical Assessment Skills program. Then, using them, the main variables were identified, i.e., generational accounting as an independent variable, intergenerational justice as a dependent variable, and budget policies as a mediating variable and their components. In the following, these variables and their related components were given to 15 experts through a fuzzy Delphi questionnaire to confirm their reliability. Then, in order to validate the final model of the research, a 5-choice questionnaire with approved components was designed and distributed to 235 experts, accountants and experts through the Persa site, and the correlation coefficient and regression of the hypotheses using It was analyzed by spss software. The findings showed that there is a positive and significant relationship between generational accounting, budget commitments and policies, budget strategies and intergenerational justice with social justice.         This research has investigated the impact of the support policies of the 9th to 12th governments on the problems of poverty and economic misery in Gilan province.         Abstract This research examines the effect of auditors conservatism on Earnings Quality despite the uncertainty of economic policies in listed companies in Tehran Stock Exchange. .Conservatism of auditors was calculated and evaluated using the model of Chong et al. (2003). (Auditor Conservatism based on Basu's model (1997) and the use of the ranking of the audit institutions in accordance with the classification guidelines of the audit institutions and entities subject to Article 10 of the Trusteeship Audit Institutions Code of the Stock Exchange). Jones' modified model (1995) used to measure the earnings quality. In this regard, 150 companies from listed companies were selected for systematic elimination during 2013-2019. The research regression model was tested and tested using static effects approach using panel data .         AbstractSocial capital has been discussed by researchers as a new topic and its relationship with other variables has been of interest to researchers. As an emerging form of economic capital, social capital leads to mutual trust and beneficial partnerships in business environment and thereby driving economic behaviors toward collective well-being. In this study, the relationship between social capital and corporate payment policy in Tehran Stock Exchange has been investigated using 104 sample companies in the period 2016-2020. In order to investigate this issue, four hypotheses were formulated and tested using multivariate regression models. The results show that the relationship between social capital (Relationship with other companies and relationship with the government) with corporate payout policies is statistically positive and significant. For the analysis, a supply function was estimated using Iran’s pooled data of the firms of the agricultureal processing industries for the period of 2001 to 2010. Government support policies was separated into two parts, energy subsidies and bank facilities. Results showed a 10 percent increase in energy subsidy would increase the supply of agricultural processing product (SAPP) by 1.2 percent and a 10% increase in bank facilities would increase SAPP by 3.4 percent.         New communication technologies have realized the idea of a global village. technical innovations have created new conditions in the media sphere, contributed to the growth of the media, and changed the view of information exchange, regulation, and government policy in this area. These changes have forced planners and decision makers to create an efficient and appropriate model for managing and organizing this space. The free flow of information has also challenged the power of governments and made the media policy-making process particularly important. This study seeks to answer the question: what are the basic components of the media policies of the IR-Iran in the field of press and social networks? What is the system's media policy towards the free flow of information? hence, the theoretical approach of the network community was used. To conduct this qualitative research, various data were collected and analyzed using library and documentary sources. In this regard, citing Article 110 of the Constitution, and using the environmental scanning method, the leadership statements were examined. Extracted themes were coded by thematic analysis method, which resulted in extracting the basic themes of media policies and categorizing them into comprehensive themes (Political, economic, social and moral). The findings indicate 13 main components of the media policy of the IR-Iran in the field of press and social networks.         Introduction: Economic uncertainty, which means difficulty in predicting the economic environment, comes from various factors such as political instability, change and uncertainty of government policies, natural disasters and market fluctuations, which can affect the surplus efficiency of companies. Also, people's health is also considered as another important factor affecting the surplus efficiency of companies. Methods: Accordingly; the main purpose of this research is to investigate the effect of uncertainty of economic policies and people's health on the surplus efficiency of companies in different quantiles in the period of 1385 to 1401. Quantile regression is a statistical method that was first introduced by Koenker and Bassett (1978). One of the advantages of this model is to identify the shape of the distribution of the dependent variable of the model at different levels of the independent variable. Results: The estimation of the research model using the quantile regression method indicates that the transmission of the oil price to the surplus stock market, in addition to the direct route, also takes place indirectly through the exchange rate channel. So that in the higher quantiles, i.e. when the stock market is booming, the change in oil price return on the stock market is only indirect and through the exchange rate channel, and the decrease in oil prices (oil revenues) is the same as in the two sanctions periods, it strengthens the stock market through the increase of the exchange rate. In addition, it was observed that the increase in air pollution, which is a measure of people's health, causes people to invest less in stocks due to lower income and increased health risks; When the stock supply remains relatively constant and the demand decreases, the stock price and yield also decrease, and accordingly, air pollution at its higher levels can lead to a decrease in the excess yield of firms. Conclusion: Based on the findings of the research, it is concluded that in examining the factors affecting the surplus efficiency of companies, the two factors of economic policy uncertainty and people's health should be considered, so that the increase in economic policy uncertainty leads to a decrease in surplus efficiency and Also, the increase in air pollution and the decrease in people's health also lead to a decrease in the surplus efficiency of companies.         From a public welfare perspective, public policy is the concept of studying and reviewing the social and welfare services of the state. These services are non-political and mainly include housing, social security, social work, and education. The main goal of social policy is to reduce inequality and improve human well-being, including health, nutrition, employment, and other public services. With this definition, the present paper addresses the impact of public policy in terms of general welfare on the social policies of the Iranian government, with emphasis on the presidency of Hassan Rouhani. This research is applied research whose task is not scientific discovery and its main objective is to test and investigate the possibility of using existing knowledge in order to be able to solve specific policy issues from the perspective of general welfare and to assist agents to carry out their duties. The results of this study, which were conducted using the Delphi method, show that Kendall's agreement coefficient is higher than 0.4 and considering the lower level of significance level from 0.05, it can be said that Kendall's consensus coefficient is significant and At 95% confidence level, the consensus among experts has existed.         The purpose of this study is to identify the internal and external factors affecting the professional competence of high school graduates in Bushehr Province. The research method was applied in terms of purpose and qualitative in terms of data type. The statistical population of the study consisted of educational experts and university officials. Among them, 24 people were selected through purposive sampling method and the saturation principle. In this research, semi-structured interview and library method were used to collect data. Interview with experts indicates that the interview was valid, and in order to calculate the reliability, inter-coder reliability method was used, indicating that the interview was valid and reliable. Content analysis was used to analyze the research data. The results showed that the components of individual characteristics, curriculum, management, information technology were among internal factors, and components of healthy society, media, and parenting policies were among the external factors affecting the professional competency of the educational assistants in high schools of Bushehr province.         The aim of study is to validate the model of the relationship between the organizational structure and the level of implementation of the cultural policies of the municipalities of Kerman province in order to promote Islamic culture. The statistical population includes the managers and experts of the municipalities of Kerman province in the number of 1553 people. The sample size in this section is based on Cohen's table of 166 people who were randomly selected according to the size of the classes. In this research, SPSS version 26 and SMART PLS version 3.3 software were used to check the validity of the model. The presented results indicate a positive and significant effect of organizational structure on the implementation of cultural policies (p<0.05, β=0.617). Based on the coefficient of determination (R2), 38% of the changes in the implementation of cultural policies are explained by the organizational structure. Also, the results show the variable effect of the implementation of cultural policies on the promotion of Islamic culture (p=0.001, β=0.489) and the variable effect of the organizational structure on the promotion of Islamic culture (p=0.001, β=0.465) at the 5% level. It is significant and positive path coefficients show that these structures have had an increasing (direct) effect on each other. Based on the coefficient of determination (R2), 24 and 22 percent of the changes in the promotion of Islamic culture are explained by the organizational structure and the implementation of cultural policies, respectively.         In the 20th century, many cultural and social changes were made in Iraq and Iran in the direction of modernization and development. Modernization and reformations that were discussed in two countries intensified during the reign of Malek Faisal bin Hossein (1300-1312) and Reza Shah (1304-1320). The current research examines and compares the cultural reforms in Iraq and Iran during the reign of King Faisal and Reza Shah, and also to evaluate the level of those reforms and their commonalities and differences in two countries. This research results show that the most important shared aspects of modernization in Iraq and Iran were first the reforms in the field of education at the primary level and then paying attention to the necessity of social active language. The most important difference was based on preserving the religious and indigenous aspects of cultural fields such as education, associations and clothing in Iraq, while in Iran the religious and indigenous aspects of cultural fields were severely weakened and marginalized under the influence of Western modernism and antiquarianism.
