In this regard, this article has tried to formulate and propose a strategic map for the growth and development of the new city of Pardis with a resource-based perspective and strategic thinking in analyzing resources and barriers, explaining the position and competitive advantage, and evaluating the strategic suitability of resources. The method of the article is descriptive-analytical, and due to its strategic nature, it has practical achievements. Theoretical data was prepared by documentary method and experimental data was prepared by survey method, and Meta-SWOT model and PESTEL analysis were used in information processing and strategic map formulation. The results show that the internal resources of the new city of Pardis do not have the same importance in its growth and development; This city has several capabilities that are valuable, inimitable, irreplaceable and strategically appropriate in its growth and development compared to other internal resources; These factors are the existence of Iran's first international science and technology park, the beginning of the construction of the Tehran-Perdis metro line, Qutb Industries Tech, Khormadasht and Siahseng industrial zones, tourism capabilities and very quick investment.         One of the important tools to better present activities towards the specified goals is strategic planning. In fact, strategic planning can be used as an answer to the issues and problems that may occur in the tourism industry. In the core of tourism, such as all business activities, a "tourism strategy" should be drawn. The Meta-SWOT model is a program consisting of one title window and seven shell windows, which aims to guide decision-makers in a coherent and integrated process as well as create a ranked list of strategic priorities. Whereas decision-makers may change their assessments during a planning activity, this tool allows unlimited revisions of institutions. The present study aimed at developing tourism in Karbala city has introduced the Meta-SWOT strategic model in the field of urban tourism for the first time. The study used a descriptive - analytical method. The method of collecting data and analyzing the required information is documented and scrolling. Meta-SWOT analytical method was used to formulate a development strategy and describe the goals, resources, capabilities and environmental factors. The results showed that the most important factor in the development of tourism in the city of Karbala was the Integrated Management, the development of urban infrastructure, the existence of a suitable budget for the municipality of Karbala, the construction and equipping of suitable spaces and security and satisfaction, the holding of special religious rituals and ceremonies during the month of Muharram. Research has not done so far to investigate the relationship between Balanced Scorecard and individual employee performance, which is considered to be the main innovation in this research. This research is applied in terms of purpose, and in terms of collecting data, a descriptive survey is a survey and correlation. The statistical population of this research is the executives, administrators and staff of the Judiciary Information and Statistics Center. The questionnaire with a Likert range of 46 questions was used to measure the variables of the research. The questionnaire was distributed among 100 executives and staff of the Judiciary Center for Statistics and Information Technology.         Background: Strategic human resource planning is a process to establish human resource goals and develop human resource strategies to achieve goals and policies through mobilization, development and maintenance of human resources and includes internal and external influencing factors.                                                        Objective: In this regard, the present study was conducted with the aim of designing and developing a strategic human resource planning model in the Export Development Bank of Iran using multi-fuzzy multi-criteria decision making method.  Method: The method was applied in terms of purpose and was of heuristic and mixed approach including SWOT matrix and multi-fuzzy multi-criteria decision making methods. The statistical population of this study was 1620 managers and experts who were selected as a sample size using the stratified method with proportional division and Cochran's formula. Two researcher-made questionnaires with validity and reliability higher than 0.7 based on a 5-point Likert scale were used to collect data. Data analysis in the inferential section was used to determine the final weight of indicators and strategies by Soara method and to prioritize strategies by fuzzy Cooper method.          Findings: The analysis of the findings indicates that the strategic human resource planning model suitable for the bank includes three main processes: 1- Determining strategies 2- Implementing strategies and 3- Evaluating and feedbacking strategies. Other findings also showed that among the 19 strategies identified, the strategy of the need to re-engineer the processes of recruitment and supply of human resources in proportion to future needs with a final value of 0.0662 is a priority among other strategies and change the current passive position to strategy. Offensive is necessary as a strategic action.                                                                                      Conclusion: The results showed that the strategy of the need to re-engineer the processes of recruitment and supply of human resources in proportion to future needs has been identified as the best strategy for developing strategic human resource planning in the Export Development Bank of Iran.   Manuscript profile

        The purpose of this study was to develop a strategic planning based on organizational intelligence in a higher education institute. In terms of purpose, the research is applied and in terms of data collection, it is a kind of descriptive research and in terms of relationship between research variables is causal. Albrecht organizational intelligence questionnaire and Bryson strategic planning questionnaire were used for data collection. Statistical population includes the staff of Higher Education Institute of Humanities, which was determined by Cochran formula at 95% confidence level, 117 sample size. The reliability of the questionnaire was determined using Cronbach's alpha of 93%. The results of data analysis showed that there is a significant positive correlation between organizational intelligence and strategic planning and the main hypothesis of the study was accepted. The results of correlation coefficient showed that all variables of organizational intelligence had a positive and significant relationship with all aspects of strategic planning. Manuscript profile

Historical tourism, which incorporates the old and ancient texture of cities, has a significant impact on the spatial and functional structure of a city. The methodology of this research is descriptive - analytical based on documentary and field studies using the SWOT model and then the proposed strategies are calculated using quantitative matrix method (QSPM). The results of the research show that invasive strategy (SO)‌(utilizing maximum strengths and opportunities) with a score of 3.42 in the first priority and competitive strategy (ST) (avoidance of threats and the use of opportunities) with The 2.63 points were identified as the most important strategies for the development of the historical context of the city in the second priority.         Introduction and Aim: Today, urban prosperity is considered as one of the ways to achieve a better quality of life, participation and social cohesion, environmental sustainability and in addition economic development and productivity. The purpose of this study is to present a strategic-operational development plan of District 5 of Karaj (planning target area) with an urban prosperity approach.Methodology: This research based on the method, is descriptive-analytical and in terms of aim is applied. In the first step, in order to identify the target area of planning, the quantitative data obtained from different sources using software have been converted into 27 indicators in the form of 5 dimensions of urban prosperity. The WASPAS decision-making model has been used to level the areas of Karaj city. In the following, by completing the questionnaire, field observation and studying the relevant documents, the internal evaluation of the region has been done. In the second step (strategic planning) using AIDA technique, proposed policies and projects to achieve urban prosperity in District 5 of Karaj are presented.Findings: District 5 of Karaj city (with a final score of 0.235) is in the worst situation in terms of urban prosperity dimensions and was selected as a problematic area and planning target. Also, the findings of the technique (AIDA) show that one of the most important obstacles to the failure of urban prosperity in this area is the lack of citizen participation and lack of accountability. Increasing citizen participation and social learning in this area is the key to achieving urban prosperity. Equality and participation is only one of the five dimensions of urban prosperity, but without it, development in the other four dimensions cannot be achieved. In fact, without social capital and the participation of the people, other projects will be meaningless and unsuccessful.Results: The dimensions of viability, equality, participation and productivity in the 5th district of Karaj are worse than other dimensions. Method: The goal of this research is the applicability and method of data collection is survey and control of the experiment. The Study populations are municipality staff in Dogonbadan City of GACHSARAN that is 129 people. The city's geographical position 50 ° 20 'east longitude and 30 degrees 20 minutes north latitude, the average altitude is 709 meters above sea level.The method of data collection was done in two stages, the first stage semi-structured interview method use for identified strengths, weaknesses, opportunities and threats and second stage questionnaire were survey. The sample size was determined 97 by Morgan Table. Then, SWOT method use to analyze strengths and weaknesses and the opportunities and threats. Result: The result of this research showed in two table of   internal and external factors and 36 strategies were presented that can help urban agriculture development. Conclusion: The results showed that the organization cannot responded to opportunities and threats, previous strategies is inappropriate for urban agriculture development. University site selection is a part of comprehensive planning for higher education institutions in order to improve the spatial - location quality, capacity and facilities for the development of universities and to ensure their site selection based on the objectives and priorities.  Accordingly, this study seeks to deal with the importance of spatial development of higher education in the strategic planning of urban management. This research is applied in terms of purpose and it is descriptive in terms of the methodology. The statistical sample of the study included all students studying in public and Islamic Azad universities among whom a number of 500 people were selected as the research sample. 471 questionnaires were returned to the researcher. Two methods of library and field (24 item questionnaire of Likert spectrum) were used to collect data in this study, is used. Based on existing literature study, components of human resources, political- security conditions, cultural conditions, economic conditions, characteristics of ethnicity, urban infrastructure, technological infrastructure and geographical position was examined as the main components identified in this research. Provides.Methods: This research is a quantitative and qualitative research and it is descriptive and exploratory in terms of purpose. In addition to collecting information related to library and text studies, semi-structured interviews with experts were also used. From the thematic analysis, through the fuzzy feedback fuzziness, the identified factors are presented in the model. Then the validity of the model is evaluated and the effect of the four factors on the dependent variable is measured. Gap analysis is performed to identify injuries. Results: In the qualitative part using semi-structured interview and studying different texts by theme analysis method 33 subcategories were identified and classified into four behavioral, communication, knowledge and institutional categories and in the quantitative part to fuzzify the perspective of triangular fuzzy numbers ( 9-degree) spectrum was used and then a questionnaire was developed based on the presented model and distributed to a population of 133 (sample 98). The fit of the research model was positive and greater than zero and the value of GOF was 0.611 indicating the quality of the model. . Thereafter, four hypotheses did not rule out the significant impact of the four knowledge, behavioral, communication and institutional damages with strategic planning with a probability of 0.95. Finally, the analysis of the existing and desirable gap was made by distributing other questionnaires to the target population.Conclusion: According to the results of the research, there was a significant gap between the status quo and desirable four factors. Of the 33 indices identified, 7 were out of favor and no injuries were identified. Given the gap between the status quo and other factors, strategic planning disadvantages have been identified and related strategies have been proposed.  Manuscript profile

A city in the customary neighborhoods of the 11th district of Tehran provides grounds for planners and urban managers to decide on the reduction of problems and deprivation in urban neighborhoods, which ultimately led to strategic planning of development in the neighborhood of the Amirieh planning target. Method: The present study is aimed at applying the applied approach in the analytical-prescriptive approach. After explaining the concept of poverty, urban poverty, poverty districts and its features by library method, using the data of the statistical blocks of 2011, calculating 27 indicators in the form of Four dimensions of economic, social, cultural and physical aspects have been used to recognize and analyze the dispersion of urban poverty in the customary districts of Tehran's 11th district. Finally, planning the future development of the neighborhood aims at planning using the Aida technique. Findings and Results: The findings of Mahallat leveling according to the Topsis technique indicate that neighborhoods (Palestine, Crescent, Khoramshahr, Jamalzadeh, Eskandari, Amiriyah) as neighborhoods with poor urban and very undesirable neighborhoods (Sheikh Hadi, Razi Park, Azerbaijan, Golestan , Special, Abbasi) were considered desirable neighborhoods. The results of the research indicate that the emirate problem area has more unfavorable conditions in terms of economic, social, cultural and physical dimensions than others due to the advantages of neighborhood dating and authenticity, as well as the disadvantages of settling in the context of urban wear and tear and specific strategies and policies for development.         Background and Aim: Watershed management projects are designed and implemented to protect primary resources (i.e., water, soil, and vegetation) and sustain production by maintaining soil fertility and agricultural sustainability, so understanding the problems of the watershed is an undeniable necessity for future planning and implementation of natural resources management. Effective management of the country's natural resources and control of their degradation based on explanation and adoption of a coherent structure and framework to properly identify watershed problems and determine the appropriate strategy to determine the implementation of measures as an emerging approach to watershed management is essential. Therefore, in the present study, a model approach of combining pressure-state-response and strategic planning approaches in comprehensive management and problem-oriented watershed management was used.Method: In this study, the PSR conceptual model was used to identify the problem of the Mikhsaz watershed. Appropriate criteria for identifying problems were evaluated in four categories of climatic factors: hydrology, human and. In this regard, the indicators and criteria affecting the river basin were summarized after examining the autocorrelation and alignment between the criteria. Due to the different sources of information, all data were standardized for criteria with positive and negative effects on the health of the region, respectively. The main problems in different parts of the watershed were identified based on the value of each of the factors affecting the class. Qualitative and quantitative strategic analysis has also been used to determine the optimal strategy. In the next stage, the analysis of internal and external factors, after identifying strengths, weaknesses, opportunities and threats, internal and external tables were created and analyzed. Finally, Quantitative Strategic Planning (QSPM) analysis was prepared. Finally, strategies for managing the Makhsaz watershed were presented.Results: The results showed that the main problem of the Mikhsaz watershed is related to the limitation of soil depth, which is exacerbated by changes land-use and increased specific erosion and, increases flood damage. Therefore, with with should be omitted the intervention of human factors, especially land-use change has led to problems. Among the considered criteria, soil depth, land use changes, and special erosion, respectively, had the worst situation with scores of 0.40, 0.51, and 0.53, respectively, which caused disturbances in the performance of the watershed. Focusing on the main and determining problems is of special importance. ST is also a good strategy. Achieving maximum utilization of internal strengths and advantages to deal with and minimize external threats and damage.         Background and Aim: Groundwater is one of the main sources of sustainable development in human societies, and due to the supply of water needed by the drinking, agriculture, and industry sectors, their pollution will have destructive effects. In addition, the fuel transmission network is of great importance due to the storage and transportation of petroleum products. The importance of this system increases in various aspects during events such as earthquakes. Pollution of underground water sources due to leakage from the fuel transmission system is one of the secondary effects of the earthquake and leaves an adverse effect on the environment and human health. This research is focused on evaluating the vulnerability of groundwater due to the failure of the urban fuel transmission network against the occurrence of an earthquake, which was conducted in the form of case studies on the fuel transmission network of Tehran city and the Tehran-Karaj plain aquifer. Method: In this research, a unified model for seismic damage analysis and risk assessment under conditions of uncertainty in the fuel transmission network of Tehran city has been defined and implemented. In this model, the consequences of damage to the fuel transmission network under three earthquake scenarios (magnitude 5, 6, 7 on the Richter scale) have been evaluated on the pollution of underground water in Tehran. In addition, strategic strategies have been presented in order to reduce the effects of groundwater pollution caused by earthquakes. The proposed model uses a multi-layer perception artificial neural network (ANN). Also, the DRASTIC model has been used to evaluate groundwater pollution based on fuel leakage from the damaged fuel transmission network. In these studies, strategic planning has been done based on the use of robust decision-making techniques and the degree of robustness in order to reduce the probable effects of groundwater pollution by using the theory of minimum-maximum regret. Results The results of this research showed that the developed artificial neural network model has a high ability to assess damage(failure-leakage) in the pipeline of the fuel transmission network so that the root-mean-square error (RMSE) and the correlation coefficient R are equal to 0.029 and 0.98 respectively. Based on the results, the amount of damage to the pipeline in the first scenario (Mw=5) is equal to 15 leaks and 2 failures, in the second scenario (Mw=6), it is equal to 25 leaks and 7 failures and in the third scenario (Mw=7) the number of leaks was 27 and 9 failures. According to the results obtained from aquifer pollution under three earthquake scenarios, it is clear that in the scenario of an earthquake with Mw=5, 30% of the aquifer has medium pollution potential and 55% of the potential of low pollution, in the scenario of an earthquake with Mw=6, 45% The aquifer has medium pollution potential and 18% has low pollution potential, and in the earthquake scenario with Mw=7, 55% of the aquifer has medium pollution potential and 22% has low pollution potential. In line with the strategic planning of aquifer pollution reduction, different strategies were evaluated against different scenarios with the minimum-maximum regret criterion. Finally, three strategies were presented to reduce the pollution of underground water resources. According to the results, the use of the strategy (insulation of the environment around the pipeline) led to a 70% reduction in groundwater pollution, and the use of the strategy (implementation of an intelligent seismic system to cut off the fluid flow in the event of an earthquake), which was known as a robust strategy, led to aquifer pollution has been reduced by 75%. Conclusion: Based on obtained results from the performance evaluation of the model developed in this research, it was found that the presented model had an acceptable performance in predicting the seismic vulnerability of the fuel transmission pipeline and assessing the pollution of the aquifer. This model has the ability to be implemented in different urban areas and to evaluate the performance of the fuel transmission system under different earthquake scenarios, as well as to evaluate groundwater pollution. Also, based on the results of the strategic management of groundwater pollution control, implementing an intelligent seismic system to cut off the fluid flow in the event of an earthquake can be used as a comprehensive solution to reduce environmental damage to groundwater resources specifically in the seismic regions.         In recent years, with the increase of environmental concerns, application of scientific and practical tools in this field has been welcomed. Universities are the most appropriate place to develop environmental activities and strive to prioritize environmental practices more responsibly. The present study examines and selects green management development strategies in the University of Guilan as one of the leading universities in green management in higher education. According to the University of Guilan situation, 14 and 17 items were examined respectively as internal factors (strengths and weaknesses) and external factors (opportunities and threats) in the green management of the university through hierarchical analysis. One of the most important weaknesses is lack of infrastructure and fundamental facilities, which have led to high consumption of energy, materials and paper due to the deterioration of buildings and equipment, lack of energy control facilities, and etc. Evaluation of internal and external factors, integration and drawing of space matrix, showed that the green management of University of Guilan is in a situation where aggressive strategies take precedence over other strategies. Offensive strategies were quantitatively evaluated and ranked based on the strategic planning matrix. The results showed that the strategies of supporting green research projects, public culture and incentive policies are the most effective and best strategies for the development of green management at the University of Guilan, respectively. So the consequences of neglecting the management of these wastes have threatened the environment and human health. This research is done in 1394 and is a case study in Dr. Shariati hospital of Tehran. The aim was to assess the current situation of hospital wastes management system and propose practical strategies and suggestions for improving the management system of hospital wastes. Material and Methods: To determine the current status, after observing the place and controlling wastes management condition during 3 months a questionnaire was distributed through SWOT method and Likert scoring scale within 30 persons and its results were used to complete internal and external factors Matrix and tables of SPACE and Freeman methods. Results: The analyses showed scoring of external and internal factors are 2/34 and 2/61 respectively. In order to determine each external and internal factors weight more accurately, the hierarchy structure and paired comparison was established using AHP method and Expert Choice software. To set the position of the hospital, SPACE method was used and the hospital rank was in SO position. At the end, Freeman method was used to prioritize the strategies from stake holders’ point of views and “accurate wastes management” became first by +75 score. Considering their weaknesses so far, despite their efficiency in some locations and under certain circumstances, natural disasters are still a fundamental challenge in the way of sustainable development. The purpose of this research is to analyse disaster management models to be used as a theoretical tool in analyzing the current condition and to achieve the desired condition. Material and Methodogy: To achieve the goals, qualitative approach and combinations of the concepts of thematic analysis, classification and typology are used. In this regard, first, the models of disaster management from 1941 to 2016 are collected. In the next stage the themes of each model are extracted and categorized in three phases. In the first phase which is descriptive coding, available elements in each model are extracted as code and the basic themes are recognized. Then, in the phase of interpretive coding, basic themes are classified in three categories which are called organizing themes. The final phase is determination of global or overarching theme which is consisted of all the other mentioned themes. Findings: Basic themes which were obtained during the interpretive coding are the themes of operations management, risk management and hazard assessment. Based on thematic analysis, it can be concluded that disaster management has three main elements. Therefore, comprehensive model of disaster management should include these three elements and their sub basic themes that is called the ideal or criterion type.  Discussion and Conclusion: Results showed that in some models, one dimension is emphasized. Even in two-dimensional models, one dimension has advantage over the other one. While the proposed typology showed that, considering the ideal type, the comprehensive model should include all the three mentioned elements.         Background and Objective: Nowadays, with the advances of sciences and technologies, production and management of solid waste have been  significantly  transformed.   Regarding the fact that in the present age, strategic management is considered as an effective step in attaining organizational successes and also realization of organizational objectives in long-term plans; therefore, in the preset study, the strategic planning management of solid waste in Zahedan City is investigated and presented.  Method: In order to present the strategic planning management of the waste of Zahedan City, the Strengths, Weaknesses, Opportunities and Threats (SWOT) and Quantitative Strategic Planning Matrix (QSPM) were employed. In addition, the professional ideas of elites and experts were used. Findings: The findings of the present study indicate that the most strategy with the highest score for realization of the organization's objective and achieving sustainable development in Zahedan City, the government's cooperation and support for allocation of credits is necessary. Providing the situation of attracting and participating private sectors, necessity of education and public acculturation, codifying production approaches and software sections and the lack of executing regulations and laws regarding management of the waste are among the effective strategies in improving solid waste management in Zahedan. Discussion and Conclusion: Strategic priorities obtained from the study can take a significant step in the path of sustainable development for the realization of ecological objectives of management of the waste in Zahedan. Then the expectation or vision for the football in education system was determined. The samples used in the first part by non-probabilistic and purposeful sampling method were 30 senior and middle managers of Isfahan Resistance Cultural and Sports Club. In order to collect the required information and confirm the indicators of the researcher-made questionnaire, the validity of which has been verified by experts, it was analyzed by Delphi method and a theoretical agreement was reached by performing three rounds. Because of the problematic space and lack of context, urban planning cannot lead to the realization of urban development plans and can only organize the problems formed in the existing spatial context. Studies show that strategic plans cannot be achieved in the spatial context of Iranian cities and achieve their goals. Data collection tools are in several forms: observation, questionnaire, interview, and receipt. The statistical population of the study is the residents of the Koshtargah neighborhood. In this research, the sampling method is non-probabilistic and available sampling and Cochran's formula has been used for sampling, which has a sample size of 372 people. The validity of the questionnaire was confirmed by experts and the reliability was confirmed by Cronbach's alpha test with a value of 0.724. Data analysis was performed quantitatively using the statistical method of one-sample t-test and policy-making using SWOT model and QSPM matrix. The results of this study indicate that the social, economic and physical dimensions of social vitality are not significantly different from the average level and this indicates the average level of vitality in the Koshtargah neighborhood. Promoting social vitality as the main pillar of countries' development has various effects in individual and collective areas and the experiences of other countries show the positive impact of this issue on social welfare and social development. It can be boldly said that social vitality has become one of the most important developmental parameters today that plays a major role in the psychological and social excellence of society. Undoubtedly, our country is one of the developing countries and in this way it needs efficient and dynamic human resources. However, today, due to the uncontrolled migration of people from rural to urban areas and, by its nature, increasing urban population and inefficient urban management, they are facing a phenomenon called informal settlements. They suffer from poor living conditions, so that the people of these neighborhoods are employed as laborers to make a living and have no choice but to spend their free time. Therefore, promoting social vitality can be considered as one of the main tools to reduce social harms in settlements. The main purpose of this study is policy-making to promote social vitality in the Koshtargah neighborhood located in the city of Urmia, which is one of the informal settlements. In this regard, the main question of the research entitled is "What policies to promote social vitality in the Koshtargah neighborhood can be effective?"MethodologyThe study area in this study is the Koshtargah neighborhood located in the city of Urmia. Also, based on the results of the one-sample t-test, in the social dimension indicators evaluated, the status of three indicators of recreation and leisure, feeling of deprivation, and social welfare is lower than the average level and the three indicators of participation and sociability, local ceremonies and health are better than average. is. In the economic dimension indicators, the job satisfaction index is better than the average situation; The housing quality index is lower than the average, and the income satisfaction index is also moderate. Finally, in relation to physical indicators, the local level of security and landscape index is lower than the average level, the environmental pollution index is better than the average level, the public transportation access index is close to the average level, and finally the diversity and vitality indicators. And the sense of place, the fair distribution of uses, and the barren green space are mediocre. Based on the general results of the test, the social, economic, and physical dimensions are also moderate, so that this indicates the average level of vitality in the Koshtargah neighborhood. By combining the results of the per capita situation of this neighborhood and the results of the tests, it can be concluded that the situation of vitality is at a low level, which requires the development of special planning in order to policy the promotion of vitality in this neighborhood. In this regard, using the current situation of the neighborhood and using the SWOT model and QSPM matrix, policies to promote vitality in this neighborhood have been presented. according to the results of the internal and external matrix, social vitality in the Koshtargah neighborhood is strategically conservative in terms of strategic location in the area (WO), which requires taking advantage of opportunities to compensate for weaknesses. In this regard, according to the results of the QSPM matrix, two strategies: "Cooperation of government agencies with influential people to recreate the physical environment of the neighborhood and eliminate the sense of deprivation" and "Creating a business corridor by eliminating and relocating annoying uses in the neighborhood." They have gained the most points, which are necessary to promote social vitality in this neighborhood.ConclusionsToday, social vitality is considered as one of the important elements in the index of development of urban communities and has favorable effects on individual and social characteristics such as mental, psychological, and physical states on residents. On the other hand, with the expansion of urban communities in developing countries, the phenomenon of marginalization has become more prevalent among city managers, which for various reasons has mushroom-like growth in different parts of the city and the number of these communities is increasing day by day. These settlements suffer from a high sense of deprivation due to lack of access to essential services in a neighborhood. Therefore, adopting correct policy-making and principled planning in order to promote vitality in these settlements is of great importance, which requires special attention of urban management to these urban areas. According to the presented strategies, in the policy section, based on three types of policies, subjectivist, objectivist, and purposeful, policies for promoting social vitality have been presented, which include promoting social capital and dynamism in the neighborhood. And the sustainable development of tourism in the city of Kerman depends on the adoption of which strategy?Methodology:      This research is methodical in terms of method and applied in terms of purpose. (From the perspective of 50 officials and tourists) has been done. Method of collecting documentary information by referring and taking notes from library documents and also in field studies by sampling method (Cochran method), direct observation, interview, taking photos, videos and for analyzing information from Qspm and soft strategic technique SPSS and EXCEL software are used. The statistical population studied in this article consists of experts and officials of devices and institutions related to urban tourism, of which 50 people have been selected as a sample. Then, according to the analysis of the four factors of strengths, weaknesses, threats and opportunities, a questionnaire containing 20 five-choice questionnaires was obtained. The questions based on the Likert scale consisted of 5 options: very high - high - medium - low and very low. In order to analyze the information and present a strategic model for the development of urban tourism, the Qspm analytical method and Meta-SWOT software have been used. And then by consulting experts and officials and giving weight to each of these issues and then calculating and analyzing them, priorities were identified and to eliminate or reduce weaknesses and threats and strengthen and improve strengths and opportunities. In connection with the development of urban tourism, finally, appropriate strategies have been presented.Results and discussion:        To analyze the data obtained from completing the questionnaires, one of the models for assessing and analyzing the situation in order to measure the potential, which is the strategic planning model known as SWOT, has been used. This model is one of the strategic tools to match the strengths and weaknesses within the system with the opportunities and threats outside the system. This analytical model involves the systematic identification of factors with which the strategy should be best adapted. The rationale for this approach is that an effective strategy should minimize the strengths and opportunities of the system and the weaknesses and threats. Its most common application is to provide a logical framework for systematically guiding system discussions, various strategies, and ultimately strategy selection. In the present study, while identifying the weaknesses and threats that endanger the tourism industry of Kerman and can affect urban development, the capabilities and opportunities in the tourism industry of Kerman are also tried. To be clearly stated and reviewed, and effective strategies and strategies in this field were extracted from expert opinions. In this regard, after collecting these weaknesses and strengths related to tourism and urban tourism in Kerman and providing them to experts for review and scoring, entered the software and analyzed model and while presenting We have achieved appropriate solutions in this regard, which can also be effective in urban development, by providing a comprehensive and specific strategy.Conclusion:        In terms of tourism in Kerman, the factor of numerous historical places and monuments in the city of Kerman with a weight of 0.037 and the factor of infrastructure development and profitability for both tourists and indigenous people with a weight of 0.040 is the greatest strength and opportunity in Kerman for Urban tourism is considered and the factor of unwillingness to invest in the tourism sector of Kerman with a weight of 0.039 and the factor of seasonal tourism of Kerman with a weight of 0.060 are the biggest weakness and threat to tourism in Kerman.Preliminary results of the internal factors evaluation matrix showed that the location and proximity of Kerman city near the most important desert tourism hub of the province, namely Lot desert and Shahdad clots as the most important internal strength and inefficient and inefficient management in urban tourism as the most important weakness of the city. Kerman and in the evaluation matrix of external factors, the location of Kerman city as a tourism hub in the east of the country was mentioned as the most important foreign advantage and in the opposite point, the main external threatening factor was the lack of government support. In addition, the results of the final analysis of the internal and external factors evaluation matrices indicated that according to the average final scores obtained for internal factors with a score of 2.713 and for external factors with a score of 2.98, the strategic tourism strategy The city of Kerman is a market penetration strategy and a product development strategy. Finally, based on the evaluation of the average scores of competitive strategies in the quantitative strategic planning matrix, the strategy of attention and emphasis on the development of cultural, natural and ecotourism because of the comparative advantages for the development of this type of tourism as the most important strategy for sustainable tourism development. A city in Kerman is proposed for the sustainable development of urban tourism. In addition, the results of field studies in the city of Kerman, as a sample of studies, showed that the SWOT method, as a valuable and efficient strategic method, has been able to integrate the bottlenecks and opportunities of urban tourism in an integrated way and in the form of development paradigm.         Background and Aim: Policymakers and strategic planners around the world, especially in Europe and the United States, have noted that enhancing entrepreneurial capacity is essential to achieving higher levels of economic growth and innovation. It is believed that an entrepreneurial culture based on knowledge, practice and innovation may deal with the problems caused by the current global economic crisis. In fact, it can be said that a developing country like ours constantly needs to upgrade its entrepreneurial capacity to help its economic growth and development. The aim of this study was to evaluate the entrepreneurial capacities of the strategic plan of Islamic Azad University, Sanandaj Branch with Delphi fuzzy approach.Methodology: This research is applied in terms of purpose and analytical-survey-Delphi in terms of data collection. To evaluate the entrepreneurial capacities of the strategic plan of the Islamic Azad University of Sanandaj, the Delphi technique consisting of 18 experts in the field of entrepreneurship management and strategic management of the Islamic Azad University of Sanandaj was used.Results: The results of fuzzy Delphi research showed that the degree of acceptance of all hypotheses is between 0.5-0. Therefore, it can be said that they do not have the necessary utility. In other words, the degree of reliability of all dimensions is less than 0.5, so the nullity-based hypotheses of utility are rejected because the dimensionality hypothesis is in a state of weak possibility for acceptance.         The aim of the current research is to analyze the dimensions of the requirements of strategic planning of human resources, to examine its relationship with the positioning strategies of sports services in the sports complexes of Kerman. The research method of descriptive statistics and inferential statistics was used and the statistical population included the employees of sports complexes in Kerman, taking into account the possibility of unusability of some completed questionnaires, a total of 400 questionnaires were distributed, and finally 385 questionnaires were used as the basis for statistical analysis. Two researcher-made questionnaires were used to collect data. Validity assessment was done using face validity and approval by management experts. The questionnaire of requirements for strategic planning of manpower equal to (85%) and positioning strategies of sports services has been calculated equal to (86.1%). Data analysis was carried out quantitatively and qualitatively with SPSS version 23 and PLS Smart version 23 software, in the current research, the significance level is 0.05, based on the research findings, it can be concluded that the effect Positive and meaningful requirements of strategic planning of human resources on positioning strategies of sports services. Also, the coefficient of determination shows that 13% of the changes in the positioning strategies of sports services are explained by the strategic planning requirements of human resources.         The role of privacy and its place in the social structure is one of the characteristics of Iranian house architecture, which can attract the attention of researchers and designers by knowing what happened during historical periods. The purpose of this article is to explain the place of privacy in the spatial configuration of Dezful houses in the Pahlavi period and it tries to answer the question: what is the place of privacy in the micro-spaces of Pahlavi houses in Dezful? And it is based on the assumption that privacy has been considered in these micro-spaces. The present research was conducted using a combined method, based on quantitative data extracted from A-Graph software and their analysis using logical reasoning method. 10 houses from among the houses of Dezful in the Pahlavi period were selected as Study samples and in a purposeful way according to the originality of the samples, and three indicators of space syntax, including "mean depth, relative asymmetry, and integration" were investigated in these houses. The results of this research indicate that the micro-spaces related to Dezful houses in the Pahlavi period can be classified into three levels of micro-spaces with "high, medium and low" privacy and the juxtaposition of these three levels has created a spatial hierarchy in the configuration of Pahlavi period houses in Dezful.         The purpose of this research was to study the future of the management of sports organizations in Iran in the horizon of 2035. The method of this research was mixed and its design was of alignment type. In the qualitative study, the theme analysis method was used, and in the quantitative study, the prospective research method was used. The participants of this study were experts who were selected based on the purposeful sampling method and based on the theoretical saturation of 17 people. A semi-structured interview was used in the qualitative part and a questionnaire was used in the quantitative part. In order to check the quality and validation of the qualitative results in the current research, the evaluation criteria of Lincoln and Gaba Cronbach's alpha was used to calculate the reliability coefficient. In the qualitative part, coding was used for data analysis, and in the quantitative part, cross effects analysis and mutual effects analysis were used. The findings showed that the future of sports organization management is affected by 36 factors, and among them, 7 driving forces are called multifaceted organizations, team building, system thinking, quick decision-making, flexible and Dynamic, new division of work with a new management model, changing the traditional arrangement of sports organizations and teamwork skills in extra-organizational dimensions are the possible future alternatives of sports organization management, which lead to the production of two scenarios of group thinking and grouping. PLS software was used for statistical analysis. ‎Results: The results show that significance coefficients of z are more ‎than 1.761 for independent variables, and for moderators variables ‎including “strategic principles training” is calculated 2.62, ‎for“strategic creativity and flexibility” is calculated 3.14 that is ‎confirmed, and all other hypotheses are confirmed as wellConclusion: The statistical results showed that variables of resource ‎allocation, organizational leadership, and employee participation are ‎effective on proper strategy implementation.           Background: Today's complexity and turbulent business environment has forced organizations to meet the environmental changes to increase their abilities and capabilities. Goal: This research studied the  relationship between perceived quality of work life and its eight dimensions and organizational entrepreneurship, in one of the institutions of policy-making in the field of entrepreneurship. Method: Research design was a descriptive-survey in the kind of correlation. For data analysis, Pearson correlation and stepwise multiple regression were used. Results: The results indicate that a significant positive correlation between the quality of working life and entrepreneurship exist. Also the relation between the payment of fair wages and benefits, providing opportunities for sustainable  growth and security, rule of law, overall living space, consolidating and developing individual capabilities and organizational entrepreneurship is significant. But aspects of workplace health and safety and social relations have not a significant relationship with organizational entrepreneurship Conclusion: Providing opportunities for sustainable growth and security and fair wages and benefits paid to corporate entrepreneurship were the best predictors.         The purpose of this research is to identify possible and superior marketing strategies of Arad Rastin Adib Dana Company and to test the effect of superior strategies on its profitability based on the Quantitative Strategic Planning Matrix (QSPM) approach. For this purpose, the SWOT matrix of internal and external factors related to the process of formulating marketing strategies of Arad Rastin Adib Dana Company was prepared. Based on the obtained scores, it was determined that the strengths of this company have gained more total scores than the weaknesses. Also, the evaluation of the matrix of external factors showed that the total scores of the factors related to the opportunities of Arad Rastin Adib Dana Company were higher than the total scores of its threats. Finally, based on the matrix of internal and external factors, the superior marketing strategies of Arad Rastin Adib Dana company with an aggressive nature and the growth and development of sales activity for this company have been identified and based on Walker et al.'s model (2003) in the form of 4 types of market penetration strategies, Market development, product development and diversification were arranged and suggested.         This research explains the strategic objectives of the balanced scorecard in Semnan Province Regional Electric Company using network analysis process and Fuzzy Delphi method; it is an applied research from the purpose aspect and is descriptive-survey according to the implementation method. Data collection tools consist of the specialized interviews and three questionnaire, including the screening questionnaire of the primary indices based on Fuzzy Delphi technique, the expert questionnaire in order to prioritize the main criteria for selecting the implementation method of the project using the network analysis technique and DEMATEL questionnaire for final screening and classification of the main criteria for selecting the project. In the process of conducting the research, first Delphi technique was used to identify the most important indices and then the network analysis process method with a fuzzy approach was used to determine and prioritize the indices. The statistical universe of this research included the managers, the executives and experts of balanced evaluation implementation in Electricity Company of Semnan province; 15 individuals were identified as the sample members through snowball sampling method. Among the main results of this investigation, it can pointed to identify and explain 23 strategic goals in the four aspects of the balanced scorecard, sub-criterion prioritization of each approach and the final prioritization of the indices in Semnan Province Regional Electric Company that is a part of the innovation in this investigation. The present study has been carried out by purpose of design an intelligent model for corporate control strategies with emphasis on the interaction of the parent company with subsidiaries in Holding TAPIKO. This research is applied in terms of purpose and in terms of method, descriptive-follow-up research. Research data includes documentation received from literature and indexed articles in Scopus and Science Direct, as well as semi -structured interviews. First, using qualitative content analysis methods of interviews and articles were coded in maxqda2020 software, 28 sub -categories in the form of 8 short -term profitability categories, long -term profitability, distinctive capability, market trends, fitness, company size, power size, power Politically identified. The following comments were used to identify the coefficients of the importance of components and write fuzzy rules, and were designed using MATLAB software and fuzzy inference system (FIS), which included 31 fuzzy rules. Previous studies have shown two critical stances about traditional strategic planning process: a) approaches that emphasis on the rejection of the current environmental identification process and environmental analysis process, and b) the methods that are based on the efficiency improvement. To the best or the authors’ knowledge, the application of functional analysis in the context of scenario planning promises a new framework for the strategic planning process. Methodologically speaking, this study is a developing research; hence, it aims to improve the procedure methods of strategic planning. The sample included all employees and managers in the province's tax affairs. Therefore, based on the current literature and views of experts and specialists, 47 variables were identified as barriers to implementing the strategy. Using Kolmogorov Smirnov test, we determined the distribution of the questionnaire data. The data analysis revealed 35 major obstacles from 47 primary obstacles.         Achieving company to desired goals significantly depends on strategic planning of the company. Strategic planning provides a framework for managing future vision. On the other hand, there is a strong correlation between strategic planning and the marginal product of the company. Due to the importance of food industry in employment, value added and investment, it seems necessary to review the profitability and factors affecting the existence of strategic planning managers to achieve the goals of this industry. In this study, first, the factors affecting the existence of strategic planning were analyzed using a Probit model and propensity score matching approach. Then, the effect of strategic planning on profitability has been evaluated by estimating average treatment on the treated group. Required data were collected through interviews with 33 marketing managers of Mashhad food industry. A simple random sampling method was used to select the sample size. The results of the Probit model showed that attitude to staff reception, attitude to team participation and job stability of managers have a positive and significant effect on the probability of strategic planning. After matching, the difference in the mean between treatment and control groups was decreased for attitude to staff reception, attitude to team participation, job stability of managers and knowledge of managers about the importance of strategic planning. The results of estimating average treatment on treated group showed that the profitability among the treated group units was 2.5 times greater than those in the control group. Manuscript profile

        روش تدریس مبتنی بر فعالیت کلاسی که از فراگیران زبان میخواهد که فعالیتهای کلاسی را انجام  دهند که مشابه نیازهای زبانی در دنیای واقعی آنهاست٬ فراگیران را ملزم به طرح ریزی در مراحل مختلف یادگیری می کند. از آنجائی  که در آموزش فعالیت-محورمی توان انواع مختلف فعالیت کلاسی را بکار گرفت٬ تحقیق حاضر٬ تأثیر نوع فعالیتها وساختار متفاوت مشارکت ضمن طرح ریزی پیش از فعالیت را بر میزان صحت نوشتار فراگیران مورد بررسی قرار داده است. جهت نیل به این هدف٬ محقق 120 نفرازدانشجویان سطح متوسط زبان انگلیسی را بطور اتفاقی در سه گروه آزمایشی و یک گروه کنترل قرار داد. در حالیکه گروههای آزمایشی تحت شرایط متفاوت طرح ریزی قبل از فعالیت  (یعنی: طرح ریزی فردی٬ دونفره وگروهی) قرار گرفتند٬ گروه کنترل بدون زمانی برای طرح ریزی٬ فعالیتهای کلاسی را انجام  دادند. طی دوره آموزش٬ فراگیران مدل انجام شده فعالیت مشابه را دریافت کردند٬ دو نوع فعالیت کلاسی (یعنی: فعالیت ازنوع توصیفی ونوع تصمیم گیری) به آنها ارائه شد وتوسط دانشجویان تکمیل گردید. تحلیل داده های جمع آوری شده ازطریق روش آماری ANOVA نشان داد که نوع فعالیت کلاسی وشرایط طرح ریزی پیش از فعالیت بر میزان صحت نوشتارشرکت کنندگان درتحقیق به گونه ای تأثیر گذاشت که درهمه گروههای آزمایشی٬ میزان صحت بالاتری درحین انجام فعالیت تصمیم گیری مشاهده شد. این امر تضمین کننده کارآیی این شیوه آموزشی در کاهش مشکل ریشه دار فراگیران زبان انگلیسی در دست یابی به میزان صحت گرامری بالاترحین پرداختن به یک فعالیت خاص می باشد.         متعاقب مطالعاتی که تاثیرمثبت طراحی قبل از فعالیت درسی را بر عملکرد نوشتار زبان آموزان گزارش کرده اند، تحقیق حاضر بر آن است که تاثیرات احتمالی جلب توجه زبان آموزان را به سوی معنا و صورت زبانی نوشتاردر قالب زمان های یک دقیقه ای و پنج دقیقه ای بسنجد.  48  زبان آموز سطح متوسط مهارت زبانی به صورت تصادفی انتخاب و به شش گروه تقسیم و هر کدام یک فعالیت نوشتاری روایی را تحت شرایط طراحی صورت محور،  معنا محور و هدایت نشده در زمان های یک دقیقه ای و پنج دقیقه ای انجام دادند. عملکرد آنها از طریق آزمون های میزان صحت و سرعت اندازه گیری و نتایج آن با استفاده از آزمون تحلیل واریانس بررسی گردید. مقایسه هایی که در شرایط طراحی یک دقیقه ای انجام گرفت نشان داد طراحی صورت محور منجر به نتایج بهتری نسبت به دو گروه دیگر از نقطه نظر سرعت و صحت می شود و نتایج مشابه ای تحت شرایط پنج دقیقه ای بدست آمد. نتایج همچنین نشان داد شرایط طراحی پنج دقیقه ای باعث افزایش بیشتر سرعت نوشتار نسبت به صحت نوشتار میشود که این بر خلاف شرایط نوشتار یک دقیقه ای می باشد.  Manuscript profile

        با در نظر داشتن مزایای ایجاد آمادگی پیش از انجام تکالیف نوشتاری در مرحله پیش نوشتاری آموزش مهارت نوشتاری زبان انگلیسی، تحقیق حاضر سعی بر آن داشت تا تأثیر فعالیتهای مختلف برنامه ریزی استراتژیکی پیش از تمرین، اعم از برنامه ریزی هایی با تأکید بر قواعد دستور ربانی و محتوایی را بر روی انگیزش و صحت دستوری مهارت نوشتاری زبان آموزان پیش متوسط ایرانی بررسی کند. برای نیل به این هدف  شصت نفر از دانش آموز پیش متوسط از بین دانش آموزان آموزشگاه آوای دانش اهر بصورت تصادفی انتخاب شدند. به منظور سنجش اثربخشی انواع مختلف برنامه ریزی استراتژیکی، دانش آموزان منتخب قبل و بعد از اعمال فعالیتهای مختلف از طریق پرسشنامه و آزمون نوشتاری که به صورت انشا نویسی برگزار شد، مورد آزمون قرار گرفتند. دانش آموزان منتخب در سه گروه بیست نفری قرار داده شدند و طی دوازده هفته، فعالیتهای خاصی را قبل از انجام تکالیف نوشتاری دریافت نمودند. در حالی که گروه کنترل بدون برنامه ریزی به انجام تکالیف پرداخت. نمرات به دست آمده توسط نرم افزار  ANCOVA  مورد ارزیابی قرار گرفت. نتایج بدست آمده حاکی از آن است که دانش آموزانی که برنامه ریزی استراتژیکی پیش از تمرین از نوع فعالیت هایی با تأکید بر قواعد دستور زبانی داشته اند، از پیشرفت قابل ملاحظه ای در صحت دستور زبانی مهارت نوشتاری برخوردارند. یافته های این تحقیق برای مدرسان، زبان آموزان و همچنین برنامه ریزان و طراحان کتب درسی زبان انگلیسی در راستای بهبود مهارت نوشتاری این زبان خارجی مثمر ثمر می باشد.   Manuscript profile

        In the information era, information technology development has made it possible for managers to study environment with more confidence. But the role of information systems in strategic planning process and compiling and fulfilling strategies is not clear. This essay analyses the effect of marketing information systems on the efficiency of marketing strategic planning process and its elements in Iranian banks. In the conceptual model of this research, goal setting, situational analysis, regulating goals and strategies and resource allocation are considered as the basic elements of marketing strategic planning process, and time, contents and form of information are the outputs of marketing information systems. The case study of this research for presenting quantitative results includes the country’s banks (except Central Bank). The results obtained from the views of senior managers or the experts of the banks’ R&D departments, which were collected through the use of the questionnaire designed merely for this purpose indicate that the outputs of marketing information systems have great effects on the efficiency of marketing strategies planning. The results of linear trend analyses show that the variables of information contents explain the changes of the elements of strategic planning process the most, and the form of information explain it the least. Among the elements of strategic planning process, situational analysis and resource allocation are affected by the outputs of marketing information systems the most while its effect on goal setting, regulating goals and compiling strategies is the least.         This study aimed to test the conceptual model for predicting  the for human resource productivity of higher education based on the variables of effective leadership and strategic planning. The research community samples were universities of western Azerbaijan faculty members consisted of 310 people randomly stratified (112 from state universities, 114 from Islamic Azad Medical, 84 from medical sciences univrsities). The research method was descriptive and multivariate with three effective leadership tools Saatchi and colleagues, strategic planning based on University of New Jersey model  and Shah & Schaniz models (2008), and Human Resources Productivity Questionnaire based on the Acheive Model by Hers And Goldsmith  that the content validity (construction) and content reliability (Cronbach's alpha) were reported suitable. Analysis was done using AMOS software and structural equation model. Results have shown meaningful positive relationship between effective leadership and strategic planning with the scientific Human Resources Productivity.Additionally, effective leadership has the most direct positive impact on strategic planning and improving the Human Resources Productivity of scientific research and strategic planning is less effective on improving the Productivity.         It is important to evaluate the feasibility of urban plans before implementing them. The feasibility of urban plans is one of the major challenges of urban planning in Iran. Urban research shows that "urban development" in the world today goes through complex processes and its main passage goes through the maze of "political economy" and through various ideological approaches. This theory deals with issues of inevitable planning in relation to the power of government, financial resources, and the protection of people or citizens. Because urban planning has been a tool in the hands of the government since the beginning to organize cities with an authoritarian nature, and today, in competition with the private sector, its authority has been reduced day by day. Meanwhile, the people, ie the inhabitants of the cities with the urban society, often observe the domination of capital over the cities, and their protest reaches nowhere. This research has used a descriptive method, an initial survey, and structured interviews with experts in urban development projects to identify feasibility criteria and indicators to assess the feasibility of strategic planning. Political and environmental factors are also in the next ranks with factor loads of 0.93 and 0.88. Therefore, it can be said that the physical factor has had the greatest impact on the feasibility of strategic plans. Also, the economic factor with a factor load of 0.34 had the least impact.         Equal allocation of urban resources and services throughout the city and based on urban community needs is one of the main concerns of urban planners. This article is aimed at strategic planning of urban services distribution from the perspective of spatial justice throughout Ahvaz metropolis.  The research method was "descriptive-analytical" in nature and TOPSIS multi-criteria decision making technique and SWOT-AHP hybrid model were used in this study. The results obtained based on TOPSIS model revealed that urban services are mostly allocated to districts four, three, and one and that these districts were in a better condition compared to others. On the other hand, the results based on the hybrid model indicated that SO with a final value of 0.265 was the most effective strategy among strengths, weaknesses, opportunities, and threats and the dominant strategy in the area understudy was an offensive one. .         The rapid growth of the population and at the same time the increase of physical and non-physical abnormalities in today's cities, together with the inefficiency of traditional urban development plans to address these problems, has led planners to seek new approaches in urban planning. One of the new approaches is urban strategic planning. The present research studies various urban development indicators with a strategic planning approach in Bushehr to identify suitable strategies to achieve sustainable urban development. This research is applied in terms of purpose and descriptive-analytical in terms of research method. The method of collecting data is library and field. The survey method is through interviews and completing a questionnaire from 30 experts and specialists in the field of urban planning. Finally, Swat Technique (SWOT) was used to explore urban development strategies and use the quantitative Strategic Planning Matrix (QSPM) technique to prioritize urban development strategies. The obtained findings show that the final score of internal factors is 2.839 and the final score of external factors is 2.895 which among the four positions of offensive, conservative, defensive and competitive, these indicators are in a competitive position. Finally, using the model of quantitative matrix planning technique, 9 strategies for the development of Bushehr were proposed and ranked. These strategies are: integrated management, smart growth strategy, recycling of barren lands and military lands, reorganization of worn-out structures, enhancement of urban services, utilization of foreign tourism capabilities, utilization of transferring rights approach, reduction of interference and manipulation unplanned in the marine ecosystem, and finally increasing the citizens’ participation. Enjoy their journey. Kermanshah province is one of the national and international tourist attraction centers in Iran. Due to its tourist attractions, it has been hosting a large number of domestic and foreign tourists every year. The tourism industry in Kermanshah province succeeded in using it due to lack of suitable strategies. It is not a desirable potential and it is necessary to provide a solution for developing this industry in Kermanshah province. The present research aims to rank the tourism development strategies of Kermanshah province. The research method is applied in terms of purpose and in terms of collecting survey information. The research sample also includes a sample of 23 experts from the central cultural heritage and tourism departments of the province. The research data were collected using a questionnaire and the SWOT model was used to determine the strategies. The dea-fuzzy method has also been used to rank the strategies.         Urban tourism, accompanied by the future urban population growth, is a huge capacity to improve quality of life and simultaneously a serious challenge with regard to threats such as natural disasters. In recent decades, approaches to dealing with natural disasters to enhance the capacity of society have given rise to a new concept called urban resilience for better preparedness. To assess the resilience of Urmia's central fabrics against natural hazards, this study sought to provide a reliable conceptual framework for analyzing and assessing it in four social, economic, institutional and physical dimensions. The required data were collected using the fieldwork, desk-based research method and questionnaire, interview and observation tools. The collected data were analyzed quantitatively using SPSS, ARCGIS, VIKOR model, and descriptive and inferential statistics. The statistical community of research consisted of the citizens of the central part of Urmia. The sample size was determined 380 using the Cochran formula and was systematically distributed. Findings showed that the highest and lowest averages were relating to the economic) 3.3(and institutional (2.64) dimensions. As the average value of all dimensions was below the theoretical average (4), we can say that the historical fabrics of Urmia is not in a good status in terms of resilience indicators. The results of the VIKOR model revealed that neighborhood 7 was the most resilient to natural hazards. Moreover, in terms of physical resilience (AHP), more than 80% of the central texture's area had a low level of resilience and was vulnerable to probable natural hazards. Manuscript profile

This study has been compiled to plan sustainable tourism with emphasis on reducing poverty in Bisheh village, which is one of the areas with tourism potential in Khorramabad, which also uses the concepts of rural tourism. In cognition, documentary study methods and survey methods such as questionnaires have been used. The present study is descriptive-analytical. In the questionnaire, indigenous people, officials, and tourists were asked for their opinions, and due to the low number of the statistical population, the theoretical saturation method was used to obtain the appropriate number of each sample. Strategic planning methods such as the QSPM matrix and SWOT table were used in the analysis. Also, based on the model resulting from the three types of tourism proposed in the study, six categories of tourist attractions, economic, socio-cultural, educational, environmental, and government by identifying, analyzing, and providing solutions mapped the path to achieve the goals. In the end, the research results showed that Bisheh village and Qamar villages can be connected through green infrastructure (green roads) and create a tourism complex and attract more tourists to the area, using the natural potentials and handicrafts of the village. This thesis seeks a descriptive and analytical method for strategic spatial planning, analysis, and the study of natural and human capabilities and the location of leisure complexes to facilitate tourism services in Tehran's 22nd area. Two methods were used for office studies and field study to obtain the information. The statistical community includes tourism experts in organizations related to the city of Tehran. For data analysis, SWOT analysis model, fuzzy interference techniques, and graded analysis model (AHP) with the help of Excel and GIS software were used. The results showed that according to the analysis of GIS, the most important places for the construction of leisure complexes based on the criteria of urban facilities, health, transportation, socio-economic and constructions, must be taken into account mainly in the north and west parts of the region. In this regard, the most important internal strengths and weaknesses are 0.430 and -0.504, respectively and the most important external opportunities and threats are 0.448 and -0.525.         In recent years, tourism has emerged as a smoke-free industry and has become a substantial source of income for many countries in world trade. It is also an important element in improving and regulating the trade balance and balance of payments. Therefore, strategic planning for the development of this industry has become crucial in most countries. The purpose of this study is to identify effective drivers in the strategic planning of tourism development in Tabriz. The research method used in this study is both applied and descriptive-analytical. The statistical population of the study includes approximately 2000 people, which comprises managers, officials, urban experts, and academic elites of Tabriz. The sample size was estimated at 340 based on the modified Cochran model. The research data was analyzed using the partial least squares model in Warp-PLS software. The findings indicate that the most important drivers of tourism development with a focus on historical-cultural tourism are related to legal-political, economic-marketing, and managerial drives, respectively. The coefficients extracted based on the structural model of the research for each driver are 0.71, 0.65, and 0.53. Among the sub-variables, the most influential ones are related to measures such as correcting negative perceptions and eliminating Iranophobia to increase motivation for traveling to Iran, enhancing international tourism cooperation, removing barriers such as bureaucratic regulations and accommodation issues, providing proper information and advertising in target markets, building institutional interaction and trust between public and private bodies, using participation, establishing accommodation facilities that comply with international standards, and providing facilities based on the nationality and culture of tourists through an appropriate needs assessment of their preferences.         هدف از انجام پژوهش حاضر، عارضهیابی و رتبهبندی عوامل مؤثر در شکست مدیریت استراتژیک در شرکتهای سایز بزرگ است. پژوهش از حیث هدف کاربردی و از نوع توصیفی – پیمایشی میباشد. جامعه آماری پژوهش شامل کلیه متخصصان و خبرگان شرکت مخابرات هستند که تعدادشان 191 نفربوده و به روش تمام شماری، تعداد 191 نفر نیز به عنوان نمونه انتخاب شدند. ابزار گردآوری اطلاعات پرسشنامه محقق ساخته میباشد که پایایی آن به روش آلفای کرونباخ و روایی آن به روش روایی صوری مورد تایید قرار گرفت. به منظور تجزیه و تحلیل داده ها در بخش آمار توصیفی از نرم افزار آماری SPSS23 و در بخش آمار استنباطی از روش مدلسازی معادلات ساختاری با استفاده از نرم افزار آماری Lisrel8.80 اقدام شده است. یافتههای تحقیق نشان داد که عواملی از قبیل: تغییر سریع شرایط و عدم توانائی در مدیریت تغییر، عدم توازن بین کسبوکار جاری و استراتژی گروههای غیررسمی، عدمتشخیص صحیح گلوگاه، فقدان شایستگیهای کلیدی، دلبستگی به استراتژی گذشته، ارتباط نامناسب برنامه با چشم انداز، عدم وجود قوانین و سازکارهای شناسایی و حل مشکلات اجرایی و آموزش و هدایت ناکافی از مهمترین عوامل موثر بر شکست مدیریت استراتژیک در شرکت مخابرات هستند و در بین عوامل شناخته شده بیشترین میزان تاثیر مربوط به عدم تشخیص صحیح گلوگاه به میزان 0/47 میباشد. بر این اساس تقویت مهارتهای مدیران و برنامه ریزان استراتژیک سازمان در تشخیص گلوگاه ها و موانع سازمان ضروری میباشد. Accordingly, the purpose of this paper is to determine the position of Piranshahr city in terms of strategic planning indices and prioritizing the city development strategies. The research is descriptive and analytical. The sample population in this study consisted of three groups: urban managers, urban elites and citizens the sample size was identified 382 people for the citizens group according to the Cochran formula. In the group of managers 50 people and in the elite group 50 were selected as samples. Positioning of city was by using SWOT model and Prioritization of city developing strategies was performed by the SWOT model and prioritizing the city development strategies using a combination of Multi Criteria Decision-Making method and Kohonen neural network in MATLAB and EXCEL softwares. The results showed that the city of Piranshahr is in a competitive position strategically. Also the output of Kohonen neural network identified strategy of developing of foreign exchanges and strengthening of Tamarchin boundry market in order to shaping a sustainable economy based on internal - foreign trade as the best city development strategy. Therefore, attention and explanation of this issue is one of the most important issues which is necessary considering the development of physical, spatial and demographic development, as well as the complexity and complexity of the problems and challenges of Tehran. This paper is aimed at strategic planning of integrated urban management in Tehran metropolitan area based on the strategic planning model of Meta-SWOT. The present study is descriptive-analytic, and in terms of target targeting. The data collection method has been a library and survey. The results of this study indicated that among the resources and internal capabilities of the modification of urban management laws, the integration of all actors in the field of urban management and general management in the city had the highest score. Also, the results of external environmental factors that indicate that the unidentified components of the integrated attitude in urban management, the lack of separation of political leadership from specialized management and the lack or weakness of the mechanisms for strengthening organizational communication indicates the impact of environmental factors. Between the new trend in tourism is that ecotourism,0.7 of total revenue from overseas trips and the annual growth rate of this activity is between 10 and 30 percent, while the annual growth rate of tourism in general, about 0.4 year. So the nature of tourism is now a small part of the total is allocated to international tourism, this sector of the tourism industry has high growth rates. Among the provinces, many ecotourism attractions in Ardebil province (about 42 hot and cold mineral springs, 24 dams, 11 habitats and 35 special natural attractions, etc.), which can be a factor for sustainable development in the region. Therefore, from three different statistical samples of exporting producers, experts and exporters, semi-structured interviews were conducted to identify the opportunities, threats, strengths and weaknesses of export production in Kurdistan province. Then, using the SWOT model and the QSPM tool, and examined the status of the province and prioritized strategies. The findings of this research on the divergence of views of various statistical samples and the need to consider the combined strategies of development of export production in Kurdistan province. In addition, the most threatened exports of this province are political issues, economic fluctuations and financial-administrative problems. Among other considerations are the importance of the natural opportunities of export production in Kurdistan province, which the government does not play in their creation, and the importance factor of the social capital of the province as strengths. According to the belief of many experts, planning and successful implementation of strategies requires the participation of all levels of the organization so that without their cooperation achieving this goal will face with numerous challenges. On the other hand, strategic flexibility and change-oriented organizational citizenship behavior are among the factors that play a significant role in strategy implementation. Accordingly, the purpose of this paper is to examine the effect of participative strategic planning, change-oriented organizational citizenship behavior, and strategic flexibility on the implementation of strategy in the small and medium sized industries. The research is a survey and the statistic sample is 243 employees and executives working in companies based in Kerman industrial areas and questionnaire was used for data collection. For data analysis, structural equation modeling method and AMOS software were used. Findings indicate that the participative strategic planning has a significant positive impact on strategic flexibility, change-oriented organizational citizenship behavior and strategy implementation. After formulating strategies, it is important to determine the priority of using strategies, which can be used with multi-indicator decision-making models. One of the actions that increases the impact of strategic planning is to prioritize the use of strategies. Multiple criteria decision-making models are used in a variety of contexts such as risk assessment, supply chain management, strategic planning, production environments, raw material selection, weapon systems assessment, and so on. The main purpose of this paper is to compare the results of the QSPM matrix and the SAW and TOPSIS techniques to prioritize the strategies for theSharq Sazeh Kavir company. The population includes board of directors and Sharq Sazeh Kavir Company employees, CEOs of construction and contracting company of Yazd and civil engineering faculty of Yazd University, Managers and Deputy Director- General of Roads and Urban Development of Yazd province. Data needed for this study is extracted from available expert opinions. To carry out this research, strategic planning for the East Structural Company was initially carried out and the strategy was determined by the SWOT matrix. Then defensive strategies recognized suitable for Sharq Sazeh Kavir by using SPACE matrix and then these strategies were ranked by using QSPM Matrix. In the next sectionall identified strategies were ranked using SAW and TOPSIS techniques. Comparing the results of the QSPM matrix and the SAW and TOPSIS technique, shows the similarity of all three methods in ranking the defensive strategies, as well as the difference between SAW and TOPSIS techniques in ranking all strategies. The statistical population  consisted of managers of industrial companies active in the city of Semnan. Survey data have been collected through questionnaire who have been selected using judgment method and Cronbach alpha is used to verify the overall qualification of survey.The results of data  indicate  that operational, structural ‚ human ‚ communication and strategic barriers affect the implementation of strategic plans in industrial companies. Moreover, human barriers have the most, and communication obstacles have the least impact on strategic planning implementation in above companies.         The purpose of this study was to develop strategies for the Iranian Fencing Federation based on the AHP-SCORE approach. The present research is purpose-based, applied; Based on strategy, it is a combination (qualitative-quantitative) and based on implementation path, it is based on strategic studies. Using library studies, review of upstream documents and opinions of the Strategic Council of the Fencing Federation, key areas of performance for the Fencing Federation were identified. Using library methods and the views of the Strategic Council, the internal and external environment of the federation was analyzed separately for key areas. Then, for each of the key areas of performance, the quality expectations or goals of the federation in each area were identified and prioritized.         Natural resources management as a complex ecosystem with diverse stakeholders faces many challenges. Due to the varying and often contradictory interests, livelihood dependence of local communities and changes in ecologic, social,economic and political conditions, re-establishment of management approaches seems inevitable. The purpose of this study was to develop management strategies to improve and enhance the natural resources management using strategic planning framework. Both descriptive and analytical approaches, library survey,interview and questionnaire were used for collection and analyzing data. Stakeholders including administrative-political experts, technical experts of the natural resources office, representatives of local communities and NGOs, experts of research center and university professors participated in this research. Following development of a mission statement and internal (IFE) and external factor evaluation (EFE), Internal-External matrix showed that the natural resources management of the county was located in the defensive position. Regarding that,the SWOT matrix was developed to identify appropriate strategies mainly considering weaknesses and threats (WT) which resulted in formulating six strategies for management of natural resources. Evaluation of the strategies attractiveness using quantitative strategic planning matrix (QSPM) indicated that “institutionalizing the participation of stakeholders in decision-making and planning” and “Carrying out programs, plans and projects according to the instructions of the General Administration'' (i.e.business as usual) are of the highest and lowest priority respectively. Based on the results, the current management approach of the county’s natural resources is not accepted by stakeholders and change towards benefit from participation of stakeholders, especially local communities, improvement of the internal features of natural resources and strengthening interorganizational communications is required.         The main goal of this research is SWOT Analysis of Explain the strategic position of education in Kurdistan city. The research method is combined exploratory studies. First, the qualitative part has been implemented in this study and then quantitative section has been done. Then an interview was conducted with 16 managers and administrative assistant in the qualitative part of the study. As a result, a questionnaire was prepared from the results of the analysis of the interviews and reports. The research populations were employees of department’s Education Kurdistan. The research sample according Cochran formula was consisted of 164 employees. Content validity was used to determine the validity of the study and Cronbach’s alpha was used to determine the reliability research (98/0=α). Data from the questionnaires were analyzed through descriptive Statistics, One-sample t test, Friedman test, Internal and external factors evaluation matrix. The results showed that the main priorities of SWOT analysis was being expertise staffing among teachers (The strength), Lack of funds to increase the motivation of teachers and paid overtime (weakness), being educational software and technologies with the jobs and rank staffing (Opportunities) and lack of knowledge and technology in the country (threats).The results showed the Kurdistan education offices are located in positions of SO. The present research has been done to design the strategic thinking pattern by a combined method (quantitative and qualitative) in order to design a strategic thinking model for managers of the applied Sciences university. It is applied in terms of purpose.The statistical society of this research contains twenty people chosen among Experts and scholars in skill- based and applied teaching working at the universities and industrial centers.In this study, Delphi’s technique is used and the collected information resources contain experiences, interviews with scholars, and the review of researches done on the subject of strategic thinking in and out of Iran. Based on it, eighty two thinking indicators were recognized which decreased to sixty one indicators during four stages of Delphi’s technique finally.The result of analyses and the use of SPSS software to analyze the date and getting a conceptual pattern is related to the study of manager strategic thinking on four parameters- individual, organizational, witnessed and systematic view, 11 components and 61 concepts.          The present study was conducted to investigate "Strategic planning relationship with entrepreneurial marketing in Saderat Bank OF North Tehran (SBNT). The present study is based on the nature of the method of collecting descriptive information of correlation type, and is objective in terms of purpose. The statistical population consisted of all personnel employed in (SBNT). with 1200people in five domains and six major branches, with 350women and 850men.   To determine the sample size of employees, the Krejcy and Morgan tables were used. Sample size was determined by 291 people. The data gathering tool was two strategic planning questionnaires based on the Barson model (1999), Fior et al. (2013) entrepreneurship marketing inventory. Both questionnaires are standard and have adequate content validity. Reliability was obtained by using Cronbach's alpha for strategic planning questionnaire (0.72) and entrepreneurial marketing questionnaire (0.87). Data analysis using SPSS software showed that there was a significant correlation between strategic planning with four components of consciousness (0.69), consumer-oriented innovation (0.82), value creation (0.51), risk management (0.90). "Risk Management" and "Opportunity of Consciousness" of the entrepreneurial marketing components in the (SBNT) with (t =4.0105 & Sig. = 0.012; t = 2.023 &Sig=0.037).
