Strategic Planning for the Development of Ecotourism in Rural Settlements Using the SWOT and QSPM Models (Case Study: Dalekhani District of Ramsar County)

Abstract :

Ecotourism, as a model of sustainable tourism characterized by a focus on nature-based experiences, environmental education, and sustainability, refers to travel to natural areas. As an alternative tourism practice, it seeks strategies to leverage tourism experiences with an environmental focus and respect for local communities. This research emphasizes ecotourism as an important tool for sustainable development, aiming to identify and analyze the strengths and weaknesses, as well as the opportunities and threats affecting the spatial development of ecotourism. It also seeks to clarify the relationships and analyze the impacts of ecotourism on the sustainable development of rural settlements, specifically to improve the current situation and spatial development in the Dalekhani region of Ramsar County, Mazandaran Province.

This study is part of applied research of a mixed type, and during the data collection phase, it utilized two methods: documentary (library) and field studies. In the documentary method, available sources, domestic and international scientific-research articles, and statistical data from relevant authorities and the Dalekhani district were used. For data analysis, Excel and SPSS software were employed, and the ARCGIS software was used to create a map of the study area. The SWOT model and the quantitative Strategic Planning Matrix (QSPM) were used to analyze strategies and select the best strategy for the SWOT analysis.

Based on the results obtained from the statistical data and SWOT model analysis, the spatial development status of ecotourism activities in the rural settlements of the Dalekhani region of Ramsar County is in a defensive position (WT). Therefore, according to the results obtained from the quantitative planning matrix, addressing issues related to environmental degradation and exploitation of agricultural, pasture, and forest lands is of greater importance and priority from the perspective of the statistical community. This indicates that spatial planning and the use of appropriate strategies for the development of ecotourism in the study area have not yet been realized.
