In order to develop any strategy, it is essential to first identify opportunities, threats, weak and strong points.Assessment of technology level provides the possibility of concentrating on weak and strong points.Technology assessment, through investigation of technologic capability level, identifies weak and strongfields at the specified technology, and creates the required field for decision making in regard with expansionof technologic capabilities. The results of technology assessment have a direct effect on decision makingprocess in the field of technology transfer or expansion of internal research capabilities. After specifying theweak points, action can be taken to identify ways for strengthening these points through more advancedtechnologies, and at higher levels. This paper presents a model for assessment of technologic capability level. This model was tested on tenautomotive parts manufacturers under the superintendence of SAPCO. After studying different models ofTechnology Capability Assessment and the efficiency of each, a number of these models were selected asbasis and foundation of assessment models. However, considering that sheer use of these models and theirproposed indexes did not have any effective application in Iran, localized and applicable indexes wereprepared, and then, using questionnaire, capability level of automotive parts manufacturers was assessed.Using this model, capability level of manufacturers was investigated in four fields of hardware, info ware, human ware, and organization ware Manuscript profile

As financial markets become more complex in today's world, terms such as financial capability and financial knowledge (literacy) have recently become widely used in the literature and everyday conversation. However, there are still challenges in explaining the meanings of each word, its dimensions and elements, and how to measure it, and many consider the two words to be the same. In addition, most of the research conducted so far has focused on the term financial literacy and identifying the factors affecting it, and the concept of financial capability (ability) has not been specifically addressed. Therefore, the purpose of this study, while explaining the conceptual differences between the two words, is to provide a structural model regarding the factors affecting the financial ability of individuals from the perspective of experts through a phenomenological approach. This research is based on a library and interpretive method of qualitative research that has examined the views of 12 Iranian financial experts. The results showed that the proposed model of factors affecting the financial ability of individuals including 3 main themes of ability, mental framework and communication, 4 categories of skills, attitudes and general and financial motivations as well as 39 factors are influential. Marketing capability is seen as a competitive advantage for the company and reflects a company's specific ability to identify target markets and adopt strategies that maintain a relationship with loyal customers. Board Diversity and board structure is the factors that affect the marketing capability of the company. Therefore, using the data of companies active in food sector in the period 1389-1399, the effect of diversity and board structure on the marketing capability has been studied. Based on the research results, the board structure and diversity have a positive and significant effect on the marketing capability of the studied companies. Because the more non-executive members (or female board members) to the total number of board members, the better the company's performance and marketing capabilities will be. Also, the board of director's size, the firm's assets growth and the firm's age have a positive and significant effect on the marketing capability of companies. The variables of environmental forgiveness (industry growth) and the variables of turmoil (revenue fluctuations in the firm and industry) also had a positive, negative and significant effect on the marketing capability of the company, respectively. In addition, the interactive effects of the board structure with the turbulence and environmental forgiveness on the firm's marketing capability were negative and positive, respectively. In other words, the structure and board diversity can have a greater effect on the marketing capability of the company when the company's revenue fluctuations are low and environmental forgiveness and industry growth rate are higher. Immediate monitoring of the patient has always been very important. Achieving this knowledge, which can be integrated to monitor damaged tissue, is very important. In previous methods, the tissue was monitored using a sensor. In this article, not only is a tissue monitored using a sensor, but also the monitoring and evaluation of the effect of other tissues on tumor tissue is evaluated. The smart grid discussed in this article is designed to monitor the condition of a patient with a breast tumor. The structure of the smart grid, given the weight of the communication paths between the nodes and the ability of the nodes, shows us a strong network to assess the patient's condition. As the patient's condition changes, the nodes and weights of the communication pathways change, indicating that there is important information in the network and helping specialists to better assess the condition of the disease. Network monitoring is such that the evaluator node continuously evaluates the tumor node, by changing the status of the tumor node, the status of other nodes and communication paths between them changes, the result of changes in the network by the node The evaluator is evaluated. The simulation results show that this network has the necessary intelligence to assess the patient's condition in adverse conditions. Manuscript profile

Background and Objective Recently, the use of GIS in urban planning has been developed with the rapid expansion of cities and the dramatic increase in the amount of information that must be processed for urban management. This study investigates the best landfill site for Zahedan city using the performance of decision support tools, Network analysis process (ANP) and Weighted linear combination (WLC) for weighting criteria, and map standardization methods based on Boolean and Fuzzy logic in the form of multi-criteria decision-making. Indeed, based on the variables' impacts in locating the waste landfill in Zahedan city, using multi-criteria decision-making methods (MCDM) to weigh and prioritize and evaluate the effective factors are considered to identify the optimal location regarding the ecological potential of the region. The proposed model indicates the priorities of creating different types of decision-making during the evaluation analysis of the development capabilities of the study area.Materials and Methods Developing a multi-criteria evaluation method in a GIS environment to determine and estimate the capability of desirable landfills in Zahedan city is considered. Thus, by preparing a questionnaire by the Delphi method, 18 sub-criteria in two groups of criteria: 1. ecological criteria (Slope, altitude, soil, erosion, fault, precipitation, wind, direction, surface water, groundwater, vegetation, land use, and geology); 2. Socio-economic criteria (Distance from city, village, mine, airport, and road) is determined, and regarding expert's perceptions and using Network Analysis Process (ANP) in super decision software, weights of each criterion were calculated; and in the next step, the layers of criteria were evaluated in a database based on ArcGIS and stored as benchmark maps; and finally using the WLC method were considered to combine all layers to extract the map of a suitable landfill site in Zahedan city. Results and Discussion By fuzzifying 18 layers (criteria) with fuzzy logic and also applying constraints with Boolean logic, 18-layer maps are prepared and by merging layers with one of the common methods of weight linear composition in Multi-criteria decision, the final landfill location map has been explored. In terms of the spatial distribution of suitable landfills in Zahedan city, according to 5 categories of classification, it was found that the highest level of the region is categorized as the low capable class (99.76%) and suitable areas for landfilling in total is around 0.231, also no part of the Zahedan city has a very high or high capability for using as the landfill location, while around the city of Nusratabad, areas with very high and high capability are observed. It was also found that mainly lands with both low and medium capability, are located in the suburban areas of Zahedan and Nusratabad, with 22 units for the city of Zahedan and 35 units for the city of Nusratabad. Conclusion Reviewing the research literature shows the strengths of using a multi-criteria decision-making method to locate landfills, enabling the use of a robust set of interactive tools to regulate compensability between criteria, which allows a quick assessment of the relationship between the criteria. Other strengths of this method include the ability to integrate homogeneous data sets such as qualitative and quantitative criteria using specialized knowledge, the flexibility to select specific criteria for different study areas or various issues, to implement one or more decision-making groups, the flexibility to change the level of criterion importance and different choices for acceptable levels of decision-making risks. By comparing the final outputs related to other areas, it can be concluded that the final results are close and the method is suitable for landfill locations everywhere. Therefore, it is suggested that for other areas, the evaluation of land capability should be examined with the proposed method in this research. However, since the location of landfills by different criteria and the influence of public opinion depends on scientific analysis, we assume that this method has significant potential to support the decision-making complexities of real-world applications. In the present study, the effects of defects in the honeycomb structure on the capability of the energy absorption are investigated using the finite element method in ABAQUS software. By simulation using quasi-static analysis, the effects of the geometric dimensions of the defect and different geometries of honeycomb cells on the energy absorption of the structure have been investigated. In the analysis, for each case three percent of defects, including 0, 10 and 30% were studied. The results show that the honeycomb structure with A-type cell geometry is completely destroyed, which can be due to the asymmetry of the structural cells. In the other two models, the structure retains its overall shape and by systematic modification of the cells, they have the ability to absorb energy during the collision. Also, the results show that the defects in these structures have a significant effect on their energy absorption capacity in which by increasing the defects, the energy absorption capacity decreases. This research attempts to select the suitable areas for tourism development using a Geographic Information System (GIS) and Ecological capability evaluation. It regulates the relationship between socio-economic impacts and land use changes to monitor the sustainable development and determines the potential or types of use that land can naturally have. In this research, in order to identify the environmental potential of Shahrood County for tourism, GIS as the best suitable technique for land evaluation and site feasibility was used along with Index Overlaying (IO). Thus by identifying the ecological resources of the region, in a scale of 1:250000, map layer information was dispatched to the ArcGIS to overlay. This research was done in 6 stages. After preparing the slope, aspect and elevation layers, they were overlaid in ArcGIS and the landform layer was produced. Then, the overlaying of landform, land use, soil, vegetation and wildlife layers resulted in the final environmental units. After that, the ecological models of extensive and intensive tourism in Iran were used for comparison and analysis. According to the results, the study area has high potential for tourism. The suitable area for intensive outdoor recreation encompassed 68.8% of the area associated with class 1 and 19.1% with class 2; and extensive outdoor recreation included 93.2% class 1 and 5.3% class 2. In addition to this, 13.6% of study area was allocated to conservation because no part of this area is suitable for tourism activities. In the end, appropriate activities for each zone are recommended. Manuscript profile

Abstract Walking and enhancing walkability in the neighborhood areas may lead to increase security and social relations, accesses, neighborhood identity, the sense of community, neighborhood quality and to reduce environmental quality such as noise and air pollution. This study was to answer the question thathow the walking capability is in the city of Rasht in Guilan. In terms of practical goal, descriptive_ analytical essence, and data collection the current study is on the basis of library research and field work. For this purpose, first walking capability indicators of old and new communities were investigated. Each was compared by standard rules then optimal strategies to improve the walkability of aforementioned areas were presented. Residents of 5 new and 5 old neighborhoods that have a population of 124382 thousands were selected as a statistical society. By using Cochran formula a sample of 366 residents out of population were reselected. In this regard, because of the proximity of the number of new (61722 people) and old communities (62660 people), 183 questionnaires in new and 183 questionnaire in old neighborhoods were completed. In order to understand the gap between studied indices of residents of new and old neighborhoods, due to the nature of interval data, an independent T-Test was used. T-Test results determine that in many of the components between the two communities (respondents) there is a significant difference. In general it can be claimed that according to the field studies, as well as respondents new neighborhood in most cases than the old ones have better conditions in terms of walking capability. The human relationship with the earth, over time, is always changing. This, in turn, has had a decisive impact on the use of urban lands. Therefore, in order to control urban growth, it is very important that, by identifying the ecological potential of the environment, the process of future development of the city be directed and managed in order to minimize the negative environmental impacts of natural resources of the city. With this view, after the implementation of the evaluation indicators through the system model, it has been tried to provide appropriate solutions for predicting future development of the city with an emphasis on environmental aspects. Therefore, while assessing the ecological capability of urban development in Sari using a system model, the zones in the form of very suitable and relatively suitable land parcels of urban development along with inappropriate land were identified. A very suitable class for urban development system model covered an area of about 433.143 square kilometers, equivalent to 11.22 percent, and a relatively suitable land had a surface of 126.29 square kilometers, equivalent to 34.3 percent of the city of Sari. Finally, it was concluded that 3,103 km2, which is 84.84% of the total 3662.151 sq. km of the area of Sari, cannot be developed for the creation of urban elements and other uses due to the indicators defined in the systemic model (Makhdoom). Undoubtedly, in order to preserve the ecosystems and environment, following this task seems necessary for the authorities to develop urban areas in future. Manuscript profile

Increasing the speed of the patient monitoring network depends on our observation, thinking and understanding of the patient. Various factors of the network make us more aware of the disease. has it. The cycle of controlling and monitoring the patient includes observation, orientation, decision and action, this cycle is a set of consecutive actions, which changes with the change of network arrangement, orientation, decision and action. In this article, we design the structure of the smart network according to the weight of the nodes, the communication paths in such a way that the cycle of control and monitoring (analysis, decision and action) performs well. We model the control and monitoring cycle with the proposed method of fuzzy hierarchical analysis process (FAHP). This model adjusts the decision-making criteria by recognizing the identification priorities in such a way that the speed of network detection increases with the least time. It is also a suitable tool for modeling the monitoring cycle and the results of the smart network. The simulation results show that this network has the necessary intelligence to assess the patient's condition in adverse conditions, has the power to continuously analyze and evaluate the patient, and also has the power to make timely decisions in different situations. These results show that according to the network arrangement and fuzzy hierarchical analysis, the speed rate of the network has improved by 10% compared to other networks. Manuscript profile

This paper Analytically investigates the effects of system and controller parameters and operating conditions on the dynamic and transient behavior of wind turbines (WTs) with doubly-fed induction generators (DFIGs) under voltage dips and wind speed fluctuations. Also, it deals with the design considerations regarding rotor and speed controllers. The poorly damped electrical and mechanical modes of the system are identified, and the effects of system parameters, and speed/rotor controllers on these modes are investigated by modal and sensitivity analyses. The results of theoretical studies are verified by time domain simulations. It is found that the dynamic behavior of the DFIG-based WT under voltage dips is strongly affected by the stator dynamics. Further, it is shown that the closed loop bandwidth of the rotor current control, rotor current damping, DFIG power factor and the rotor back-emf voltages have high impact on the stator modes and consequently on the DFIG dynamic behavior. Moreover, it is shown that the dynamic behavior of DFIG-based WT under wind speed fluctuation is significantly dependent on the bandwidth and damping of speed control loop. Manuscript profile

The purpose of this study is to investigate the Amartya Sen capability approach to the role of education in five economic, social and cultural development programs of the Islamic Republic of Iran. According to Amartya Sen, the measure of development is not just goals such as increasing GDP or industrialization; He believes that the value of indicators such as technological advancement and social modernization depends on human capabilities. Empowering individuals requires opportunities such as economic freedom, political freedom, and social facilities, including adequate health care and education. It is as a result of such an approach that the free human factor can make economic and political development possible. Any disruption to individuals' access to freedom and justice will prevent them from growing and empowering themselves. This attitude is contrary to current policy; Policies that limit human development to rich countries only. The main question of the research is to what extent the macro educational policies in the development programs of the country are in line with increasing the capabilities of individuals? Based on this hypothesis, a review of the educational goals of the five economic, social and cultural development programs of the Islamic Republic of Iran shows a gradual and conscious increase in attention to education as a capability in the country's macro-policies over the past four decades. In this research, it is descriptive-analytical and library and documentary sources have been used to collect its data. The findings of the research indicate that although the role of education as a capability in the goals of the first and second economic, social and cultural development programs of the Islamic Republic of Iran It is not outstanding, but in the third, fourth and fifth development plans, effective steps are taken to use education as an essential capability for empowering people.
