Rural tourism has recently been identified as one of the key programs to support domestic marketing efforts, consequently rural tourism focuses on participating in a nonurban lifestyle which can be a variant of ecotourism. Hospitality of the villagers is a factor which can improve the tourism of the same village. Since agriculture is getting much more mechanized, less manual labor is required. As a result, economic pressure on some villages ends up to exodus of the young people to metropolitan areas. Rural tourism consists of leisure activities carried out in rural areas and includes different types of tourism activities as ecotourism. It allows the creation of alternative resources of income in the non-agricultural sector for rural dwellers. The additional income which is gained from rural tourism can contribute to the revival of lost folk art and handicrafts. It is an ideal and natural method of rural and urban economical exchange. Moreover, the nature of tourism is especially well-suited to small-scale rural enterprises. Many remote areas are ideal locations for nature-based activities like hunting, fishing or ecotourism activities such as hiking and rafting.  In addition to outgrowth of the direct sales to visitors, many indirect advantages are acquired through tourism; the quality of life can be influenced by financing the facilities as well. Metropolitan residents are also attracted to special events intended to tourists in villages. Many potential industries prefer locations that provide high quality services and recreational resources. Becoming a permanent residence happens if the community appears to be pleasant to visitors. Hence, this paper aims not merely to examine the effects of tourism on the development of the rural areas, rather tries to present appropriate strategies to make progress on developing these regions, and finally it adopts the optimum developing pattern. In order to achieve the preconceived goals, the field work and library study are done. Common and official questionnaires are the two kinds which are taken from these 2 different residents and the data are analyzed by taking advantages of SPSS and EXEL software. The statistical test (Factor Analysis and Alpha) have proved the validity and reliability of the research. Examining the hypothesis of the research done by statistical test of kendel, Gama and Person, indicate the view points of people about the effect of tourism on 16 indicators of economical, social, cultural and environmental. Within the results 65 percent of common people conceive that the social and cultural elements are the most important ones contrary to 75 percent of officials who thinks that the environmental elements are the most effective and significant factors to extend tourism. SWOT analysis indicates that there are 16 points of strength counter the 20 shortcoming in this village. Shortcomings such as limitations of the case study highlights the necessity of the adequate policies in order to  dispel the weaknesses and threats by taking advantages of saving graces and opportunities of the same village. Results point out that the environmental and ecological attractions have the priority in the development of tourism as well. Manuscript profile

Today, by a day-to-day increase in the population, the need to provide more foodstuffs for the human societies becomes more noticeable, which then causes an extra overload on natural resources. Therefore, recognizing the capabilities of natural fields and resources seems a necessary concern in producing special crops. Saffron as the most precious agricultural and medicinal product in the world, is one of the plants that according to its resistance against dryness, needing less amount of water, lack of putrefying and such effects as creating jobs and high income for the country especially in Khoräsän Razavi province has made the farmers in rural areas head toward it, since the natural potentials of the fields of Käshmar are really suitable for this plant. In this study, it is proved that the role of saffron in rural development of Käshmar township is essential and important; and it follows by suggesting the necessary strategies for a systematic planting of this product and creating a regular system for trade and export, which finally causes an increase in creating jobs, and enhancing the life style in the rural areas of the region. This also can bring about the stable rural development which is important in fixing the population in rural communities and preventing the emigration to the cities.   Manuscript profile

Housing is considered as one of the most important elements of human settlements, especially in rural areas. However, providing suitable housing is one of the major challenges in rural areas due to the low financial power of villagers and the vulnerability of housing to natural disasters. For this purpose, the policy makers in the form of development programs specify credits for the retrofitting of houses to be provided to the residents of the villages through executive bodies. In Iran, the highest documents in the field of development policies of different regions and especially villages are related to 5-year economic, social and cultural development plans. In this regard, evaluating the extent and manner of the impact of these development plans in rural areas can determine the role of government policy in the development of villages. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the architecture of the houses in the villages of Astara county, with an emphasis on the fourth and fifth development plans. The research method in the present research is qualitative with a descriptive-analytical nature, in order to collect and analyze information, was used the qualitative method of "ethnography" (observation, interview, photography and note-taking). The statistical population of the research is the houses of the villages of Astara county, and the sample size is estimated to be 384 houses based on the Cochran method. Also, the sample size includes 192 new and newly built houses (houses that have received facilities) and 192 old houses. It is worth mentioning that the maximum balance has been tried to be observed in the spatial distribution of housing samples in the villages of Astara county. The findings of the research show that the housing credits are available to most of the villagers and have made the houses in the villages of Astara county more stable and durable. However, among the other effects of these credits, we can mention the reduction of the level of biological activities in the residential unit, the reduction of the number of rooms and the level of the infrastructure of the houses, the change in the type of plan and also the reduction of the use of local technologies in the construction of houses. On the other hand, the results indicate the urbanization of villages and the reduction of identity in their bodies, as well as the reduction of cultural values and conformity with the old and traditional pattern of the field and the studied area in the new designs of residential units. On the other hand, the cultural changes in some villages have caused that in the cyclical course of time alternative cultural values have threatened the identity of the houses and reduced the sense of belonging to a place in the villages from a physical-spatial point of view. Therefore, it is necessary to pay basic attention to the prevailing cultural background in the new construction designs in the studied villages, and the new designs pay attention to the qualitative elements (culture, values, community, etc.) in addition to the quantitative indicators, and not be only imitate the urban dwellings. Housing, a pivotal structural element shaping urban environments, serves as a reflection of governmental attitudes in policy and planning. The extensive experience gained over decades through diverse policies, including government programs and urban-rural development projects in Iran, emphasizes its central role. This study aims to propose an effective policy for enhancing housing quality. The theoretical segment synthesizes principles from participatory planning, sustainable development, and the boom-axis. Employing a qualitative approach, the research utilizes the Grounded Theory (GRANDAD THEORY) for data collection and analysis. Fifteen in-depth interviews with knowledgeable elites on the subject constitute the primary data source, conducted through exploratory and descriptive phases. Subsequent to each interview, coding of the data ensued, employing the continuous comparison method across open, axial, and selective coding stages. The analysis revealed an optimal model for housing quality improvement with eight key components: effective policy design mechanisms, development plans, financial frameworks, institutional-legal structures, transparent regulatory mechanisms, educational initiatives targeting academic and popular elites, cultural mechanisms, and mechanisms for restructuring the housing framework. The establishment of a model to enhance housing quality is contingent upon the dynamic interaction with these identified mechanisms. Manuscript profile

Recognizing and surveying facilities and abilities and determining the levels of development in rural areas are the first steps in planning and developing process. To this end, this study aims to assess the levels of development in Ardabil villages by utilizing multi-criteria decision making methods. This research is based on the functional goal and descriptive analysis nature. Statistical population includes 10 villages in Ardabil. The required information includes 76 variables in 7 criteria that were taken from General Population and Housing Census and statistical yearbook 2011. Vikor’s multi-criteria decision making method, Electra and Taxonomy are used to assess the rate of development. Furthermore, we tested the assumptions by using Kendall tau rank correlation in SPSS software. The results of the decision making techniques based on average ranks revealed that villages were not in a balanced situation in terms of developmental criteria, so that out of 10 Ardabil villages 6 of them were developed, 2 of them were semi-developed and 4 of them were not developed. Also, the findings of Kendall tau test showed that there was no significant relationship between two population variables and adjacency of the villages to the county and the obtained average rank. These two components had no effect on rural development, but there was a significant relationship between the employment variable and the average rank in each village which brings the employment percentage with a positive effect on levels of development. Based on the results, some strategies are presented to make and perform the plans in order to have an integrated and balanced development in the county. Manuscript profile

AbstractThe role of small towns in development of rural areas is known to everyone. Urban functions manifest in areas such as services, exchange of factors of production and complementary role in rural development. In this regard, planners pay special attention to problems, such as spatial decentralization, reduced regional disparities, urban-rural dichotomy in developing countries, to adopt strategies to overcome these problems. The studied area is Rudbar County, Gilan province. The data used in the study included demographic indicators such as the number of households and the growth rate during 1966 to 2011. Using quantitative models, entropy and elasticity, this study evaluates the role of seven cities including Rudbar, Manjil, Lowshan, Jirandeh, Bareh Sar and Tutkabon in development of the surrounding villages. The results of data analysis show that Bareh Sar has a favorable effect on balanced distribution of population and rural settlements, leading to balanced urban hierarchy and spatial distribution. Tutkabon and Manjil are partly able to balance the urban hierarchy. However, Rostamabad, Rudbar, Lowshan and Jirandeh cause population density. It was found that population density is higher in cities due to the available economic and social services.. LQ of Roudbar County is >1 for agriculture and industry and export of manufactured products, while <1 for services, indicating a dependence on other towns. Based on the concentration index, levels of villages in Lowshan, Manjil, Rostamabad and Bareh Sar are regular, while the villages in Jirandeh and Tutkabon are irregular. In addition to administrative and political relationships which result in dependence of villages to cities, people of these towns are referred to other towns of the county for economic, social and cultural relations.Key words: urban function, rural development, Rudbar, entropy model, elasticity model Manuscript profile

Today, development as a process is the most important issue of countries, especially developing countries, the most important goal of sustainable development is to meet the needs and improve the quality of human life. The present study aims to examine the level of development of health and education indicators in the rural of the west coast of Guilan. For this purpose, information related to 4 health indicators and 6 educational indicators of the three census periods of 2006, 2011 and 2017 were received from the Guilan Provincial website. Then, using the Rural Development Index, Combined Result Index and paired t-statistics, the development of health and education indicators in 8 parts of the coastal area over time were determined. The results showed that the amount of RDI calculated based on the frequency of indicators and also the frequency ratio to the number of rural in each section, has a spatial difference. However, the ranking of the CRI index, despite minor changes in its value, does not show changes in the level of development over three periods. This is also true in the CRI index obtained from the ratio of frequency to the number of rural. The results showed that the development rank in this area is D and C, which indicates the low level of development of the west coastal area of Guilan province in terms of health and education indicators. Introduction: Food insecurity is a serious issue, especially in the villages of less developed and developing countries. Food insecurity depends on consumption behavior and its underlying factors.Research Aim: The purpose of this research is to investigate and evaluate the food insecurity of households in rural areas. The statistical population of the current research is eight villages of Zanjan city, these eight villages have 3047 households, and using the Cochran formula, the number of samples needed to complete the questionnaire (342) households was calculated and the questionnaires were completed using a systematic method. The method of collecting information in the form of library and field (questionnaire and observation) and the method of analyzing information quantitatively (descriptive statistics of mean and frequency distribution, standard deviation) and inferential statistics (Pearson correlation coefficient, Yeoman-Whitney test, Heckman model, Johnkheer test and Kruskal test) Wallis) and to calculate the amount of food insecurity, the method (food insecurity scale) has been usedResearch Area: The geographical scope of this research is Zanjan township. Results: The results of Friedman's test show that in non-food strategies to deal with food insecurity, the highest average with a value of 4.62 is related to the strategy of borrowing money to buy food, and in food strategies to deal with food insecurity, the highest average rating is related to the use of cheap food with a value of 95. It is 4.Conclusion: In the studied area, since the level of food insecurity and poverty is low, it can be expected that the level of social capital is appropriate and in times of need, rural households can use it to meet their food needs; Therefore, social acceptance, that is, the possibility of meeting needs through collective action by people using the opportunity to participate in social affairs, can be one of the main reasons for the high use of the strategy of borrowing money. Introduction: Nowadays, topographic studies play a crucial role in rural development. Utilizing environmental indices allows the identification of existing flaws in the ongoing rural development plans and projects within the county, preventing their repetition in subsequent policymaking. Considering the settlements' positions within three levels (plain, foothill, and mountain) and natural factors (altitude, slope, direction), the most significant impact on development can be attributed to the environmental factor associated with the altitude level of rural habitats in Shaft County.Research Aim:  The aim is to assess and examine the relationships between natural elements and sustainable development within the studied area and answer the question: Considering geographical factors (altitude and slope), which villages in Shaft County are situated within the unstable range? Descriptive and spatial data were integrated for this purpose.Methodology: This study, characterized as descriptive-applied research, encompassed stages involving the identification of study resources, data analysis, and the creation of tables and maps to assess and examine the relationships between geographical factors (altitude and slope) and sustainable development within the studied area, covering all sampled villages as part of the research population. Based on this, information layers were referenced to the base map, converted into shapefiles, and subsequently underwent a process of merging, clipping, overlaying, and other data mining directives for analysis and integration. Consequently, a model representing the information within the studied layers was generated in the form of a map.Studied Areas: The rural under study belong to Shaft County within Giulan Province. Results: The findings indicate a weak developmental rank related to villages such as Zardkam, Vali Sara, Khorfakel, Vaneh Baneh, Kuchek Koomsar, Dakleh Sara, Moharraman, Mashallah Kal, Aqanur Setan, Lesom, Safidkhani, Tanz, Babarakab, Imamzadeh Ibrahim, and Talghan. In the foothill and mountainous villages (with specific altitude and slope conditions), proper measures haven't been implemented, and the villages are utilizing only the minimum of their capacities for the sustainability of the studied area. This situation solely stems from non-strategic management. Conclusion: The geographical position and natural conditions of each settled rurals within the districts, based on altitude, represent one of the most essential factors required for the development of Shaft County's rurals to plan for providing access to services aimed at increasing the developmental level within the county's district segments. For instance, communication routes, one of the primary environmental factors in rural development, have largely taken shape based on the topography of scattered rurals across Shaft County. However, in each of the four districts, they exist at an unacceptable qualitative and quantitative level in terms of sustainably utilizing the capacities of the county's rurals. Manuscript profile

The tool for collecting information at the level of the studied settlements is a questionnaire, which has been used after checking and confirming its validity and reliability. The studied settlements include fourteen tourist destination villages in Pirasher Birjand and seven Shahid villages. Results: According to the findings, the livability status of the tourist destination villages in Birjand Pirasher has a significant difference with the control villages, and the overall livability index was higher in the tourist destination villages. Also, there is a significant difference between the four dimensions of livability (social, environmental, physical and economic). This study aimed to examine key factors affecting rural female facilitators’ role in participatory rural development in Tehran Province. Since the researchers intended to have a better insight into the facilitators’ role and employ inquiry as a learning forum for bringing about changes for all participants, they preferred to use a case study based upon an appreciative inquiry method. The study divided the factors affecting the facilitators’ role into two main categories: driving factors and preventing factors. The former are: two-way communication, election of rural eligible facilitators, participation, sense of responsibility, and the latter are: cultural and tribal fanaticism, lack of permanent female extension workers and frequent management changes. Appreciative inquiry as a positive mode of action research could facilitate the process of education and communication for all stakeholders. We suggested that there should be a shift from the extension as a knowledge transfer to facilitation as people’s own knowledge creation. This study showed that appreciative inquiry could facilitate the process of change and gender-awareness. This research method could also facilitate mutual communication between the rural facilitators and extension workers. Manuscript profile

Undoubtedly, the most important population problem in rural areas of all developing countries, including Iran, is population evacuation of rural settlements. With the assumption that the level of development depends on the permanence of the population of rural settlements, the present research investigates the comparative aspects of development between two groups of stable and unstable villages. The research method is descriptive-analytical with a comparative approach. The research tool is 380 household questionnaires in 41 sample villages in Mashhad city. Information was collected by documentary and survey methods. Sampling has been done by stratified method and the questionnaire contains questions that try to quantify the different dimensions of development in two groups of stable and unstable population villages in three dimensions and 62 indicators. Data analysis was done using inferential two-sample t and Yeoman-Whitney tests. The 20-year population balance of Mashhad city (65-85) shows that 74% of the rural settlements of the city with a negative population balance are immigrant-first and only 26% of the settlements with a positive population balance are receptive to immigration. A comparative study shows a higher level of development in the three economic, social and environmental dimensions in the population stable villages with 14.5, 21.4, 11.1 respectively compared to the demographically unstable villages with 13.3, 20.9, 9.1 respectively and in total the degree of development in the villages Stable population with 23.6 is higher than unstable population with 19.5. The results of this research can be used in development planning. Currently, most of the rural areas and settlements of the city are on the margins, this is the necessity of planning in order to reduce spatial imbalances in the rural areas of the city (between stable and unstable population villages) and efforts to improve the level of development in different dimensions in It reflects the low-population villages. most of the rural areas and settlements of the city are on the margins, this is the necessity of planning in order to reduce spatial imbalances in the rural areas of the city (between stable and unstable population villages) most of the rural areas and settlements of the Manuscript profile
