Abstract :

ICT have been national strategic for government since the beginning of 21 century. Ithas special situation in national, diplomacy planning and development planning. Today,communication is bias's of social activity. Therefore, social investments have increased inthe developing countries. Then, developed countries have control over economic, cultureand world diplomacy. Today, global activities of countries depend on theircommunication infrastructures. The communication development mean's development inall part of society, Therefore, because of the natural characteristics and other limitation ofthe rural communities the use of ICT is essential.
