        The present study is a descriptive-analytical study aimed at mapping probable states in the future of the banking system of Iran. In the process of doing this research, at first, eight main actors, including government, parliament, judiciary, central bank, governmental banks, private banks, microcredit customers and large-scale customers of banks, were interviewed. There were two influential actors in creating the future scenarios of the banking system (government and large-scale customers of banks i.e. financial resources applicants). The major options for each decision to create the future were examined. Thereafter, possible options and priorities were determined.         Context: This study is done with investigate purpose the role of Think Tank on Refah Bank Policy of problem detection . In fact, the nature of public policy and organizational process as one of the most important tools of public administration, provides a framework for decisionmaking and problem detection. Purpose: Independent variables Think Tank and the dependent variable were analyzed Problem detection with the component (understanding the organization and the environment, creating and proposals possible, evaluate options and the final selection, implementation and follow-up) from the logical processes of problem-solving doctor Danesh Fard. Method: This research result is applied and the target is descriptive - survey. The study population was composed of 400 members of the think tank. But based on simple random sampling only 60 members were chosen. Data gathered by a questionnaire which its validity was confirmed by professors and experts. Its reliability was calculated using Cronbach's alpha coefficient 0.819. Data were analyzed using SPSS software. Kolmogorov-Smirnov test for normality of the data and for the relationship between the variables of one-sample t-test and Friedman test was used to rank the components. Finding: According to Friedman's test solutions is expanding in terms of Experts and the second priority is the implementation of the evaluation. The analysis results showed that the detection of the policy think tank and its dimensions in Tehran, Refah bank has Significant Impact. Methodology: The research method is applied in terms of purpose, descriptive survey in terms of method, and qualitative and quantitative (mixed) in terms of data type. The statistical population of Islamic Azad University, and sampling was done until reaching information saturation with 15 people. The quantitative statistical population included 252 152 people were selected based on simple random sampling. The data collection tool included a semi-structured interview and a researcher-made questionnaire. The content validity of the questionnaire was confirmed by experts and the reliability of the questionnaires was confirmed with Cronbach's alpha coefficient higher than 0.7.Findings: The results showed that the policy implementation model of the entrepreneurial university based on science and technology policies includes three dimensions of support, requirements, and interactions with 20 components and 96 indicators.Conclusion: The results of the research can be useful in the implementation of the policy of the Entrepreneurial University and provide a suitable field for other researches. Any policy reform in the field of frameworks and management processes related to the water issues, requires the adoption of a multidisciplinary and interdisciplinary approach in different systems. In this case’s literature, water governance responds to a comprehensive multidimensional approach to water management; which is operational based on the purpose, with a macro-theoretical framework and using the combined research method; firstly the qualitative method of content analysis by coding and forming a network of themes from upstream laws and semi-structured interviews, secondly the quantitative method of Dematel based on the pairwise comparison technique, structurally examines the factors affecting water governance. The results obtained by different dimensions, including management and policy, law, social and cultural, economic, political and environmental, determined that the efficiency of water laws (law dimension), the need to have macro policy-makings (policy-making and management dimension) and the role of political institutions in water sector (political dimension) have the most influential on other factors and it is concluded that the main policies in the current system of Iran’s water governance should be re-formulated based on them.         The present study is qualitative and uses grounded theory aiming to provide a model for implementing anti-corruption policies in Iran's administrative system. Or this purpose, 14 experts are interviewed. The result of these interviews is a set of basic themes that are gathered through the open coding process and categories are extracted from them; then, in the axial coding step, the link between these categories as: causative conditions, axial phenomenon, underlying factors, interventional conditions, strategies and consequences of coping with administrative corruption is determined in the form of axial coding paradigm. Further, in the selected coding stage, the theorems are presented. The results show that the causal conditions affecting the implementation of anti-corruption policies are divided into twelve cases. Identified interventions are divided into ten general categories. The identified underlying factors are: social, economic, political, and administrative. The strategies are proposed. Finally, the identified consequences are: respect for the client and increasing public satisfaction with government services, improving administrative health and reducing corruption, protecting and safeguarding people's rights, increasing accountability and public confidence, reducing public service costs and improving their quality, meritocracy, accountability and promotion of the satisfaction of government agents.         Objective:The purpose of this study is to provide a model of optimal organizational culture policy in health and treatment organizations. Method:The 16 experts of Baqiyatallah University of Medical Sciences selected by Judicial sampling method  and participated in the research. The data from the interviews were coded and the results were validated by experts. Findings:The main results of the research are the model of optimal organizational culture in health and treatment organizations. This model is based on three levels: "fundamental beliefs", " values" and "manifestations and artifacts". According to the findings, "God-centeredness, devotion to work, originality of immaterial motives, human totality and health-centeredness" as fundamental beliefs in "servant, conscientiousness, patient-centeredness, responsibility, discipline, speed in Service delivery, spirituality, learning, creativity and innovation, self-sacrifice and generosity have been "manifested" as cultural values. "Environmental health, enthusiastic body language, religious behaviors in the workplace, psychological support, professional behavior" as well as cultural "manifestations and artifacts" are the result of the process of "existentialization" of the underlying layers of culture. Results: The model obtained from this research draws managers' attention to deep cultural changes instead of superficial structural changes.         Context: For nearly three decades the human resources that are attracted to the government will be at the service of the government. Understanding the priorities of the HRD policy model will greatly contribute to the success of government education and development programs. Purpose: The purpose of this study was to prioritize the HR policies based on the analysis of the gap between importance and performance from the perspective of target population. Methodology: Quantitative data were collected through a questionnaire by stratified random sampling and Cochran formula. The research is a cross-sectional descriptive survey and analyzed by SPSS 22 software and dependent t-test. Findings: Out of fifteen general policies analyzed, five policies at the first level of importance, seven policies at the second priority, and three policies at the third priority. On the other hand, by incorporating the influence coefficient of each policy, redesigning the system of training of government employees using the rational decision mechanism becomes more important. Conclusion: The necessity of redesigning the system of training of government employees by using rational decision-making mechanism based on human resources development approach can be considered as the most important macro policies.  Manuscript profile

        Background: The field of politics and its related issues are changing and expanding, how to govern according to the ideal governance criteria has become more important and is being considered in various fields including legislation, public policymaking and related sciences. Objective: The present research was conducted with the aim of providing a strategic plan for the governance of local affairs in the Islamic Republic of Iran and improving its model. Methods: The present research method is of mixed type. Both qualitative and quantitative methods are used in mixed research. Thematic analysis strategy was used in the qualitative part of this research. In the quantitative part, SWAT analysis was used to select the optimal strategy. In the qualitative part of the research, the statistical population is university professors who are familiar with the subject of local governance, as well as representatives of the Islamic Council, representatives of city and village Islamic councils, mayors, governors and governors. The sampling method is based on snowball until theoretical saturation. The statistical population in the quantitative phase of the research is all experts and professors in the field of local governance, members of parliament, city council and officials of the Ministry of Interior, which does not have an exact figure. Findings: Based on the findings of the research, the dimensions of the strategic planning of local governance in the Islamic Republic of Iran include local policy making, law-based local governance, fair distribution of resources in the country, clear accountability, participatory management, decentralization and decentralized planning, building trust and social harmony, strengthening infrastructures. Cultural and social are providing the context for local investment and cultural interactions that lead to the consequences of national power, economic growth and gaining international credit. Based on SWAT analysis and prioritization, among the proposed strategies, SO strategies are chosen as the best strategy for governing local affairs in the Islamic Republic of Iran. The emphasis of the strategies of the SO team is to make the most of the opportunities that are available to it by providing implementation solutions while using the strengths. Conclusion: The formation of local governments and local organizations is in the administrative-management structure of governments.         Background: Policy capacity is one of the most basic concepts in the study of public policy that addresses gaps and factors related to why policies are not implemented. In this article, the problems and shortcomings for the non-implementation of these policies in the field of women's political participation at the elite level (1997-2020) explained. Then, based on the model, at three levels of conceptual-analytical, operational and political that each of these three competencies include resources or capabilities at three different levels of individual, organizational and systemic, were examined.Objective: To introduce the policy capacity as a new concept in the literature of political participation in Iran, upon which the boundaries and gaps between laws and practice can be examined.Method:This research has been done using “Q method” for classifying and scoring propositions and "critical discourse analysis". Findings:The results show that "individual" and "organizational" attitudes in the "analytical" dimension are the most important factors influencing women's political participation. Conclusion: discussion of the policy capacity based on its specific discourse space, which in the present study is women's political participation, should highlight other definitions and factors, such as cultural and ideological conditions that have a direct impact on the implementation of policies. In this research, the process and dimensions of the smart city, as well as governance models, were studied and analyzed by theme analysis. The present research was conducted using a qualitative method by conducting semi-structured interviews with 16 academic and urban management experts. The results showed that in order to establish a smart city, it is necessary to apply three types of governance with cooperation and coordination based on the conditions and duties of different institutions; For this purpose, 9 main strategies for each governance were identified at the three levels of system, organization, and individual, which have been analyzed in this study. Considering the wide level of information and communication technology programs in the smart city, providing continuous strategies in mega-cities can lead to increasing the effectiveness of the duties of the government, private sector and civil society.         Background: The tax reform of the country is one of the important high-level documents of public administration that should be evaluated from the perspective of policy making. Purpose The purpose of this study was to study the pathology of drafting and implementing a tax reform from a policy making perspective. Method: With respect to the adopted approach, seven main variables influencing the success of the tax reform policy were extracted from theoretical literature in three areas of policy making, institution, and micro. In order to put these factors into operation, in addition to studying the literature, five semi-structured interviews were conducted with five academic experts from the field of public policy. Based on their analysis, 69 components were extracted for the aforementioned variables. In order to evaluate the components, a survey method was utilized based on a written questionnaire among 15 experts in tax policy and financial policy making. Results: Most of the weaknesses in the tax reform bill in terms of policy were in the field of policy making in which there was not adequate responsiveness toward factors related to policy features and important components of policy formation. Furthermore, the factors related to the micro-field were also less appealing to the drafters and implementers. In this bill, the components of target population feedback were largely neglected, and there was not considerable attention to macro-environmental factors. But the positive points of the bill were merely institutional or organizational terms, which are as follows: determining the exact inter-organizational relationships in policy implementation, attention to the components of the layers and levels involved and effective factors on the policy makers' desired responses.         In today's era, when the media is one of the main factors of education, cultural identity, control and behavior change, it is necessary to know about the state of media literacy of different classes, especially students, in order to strengthen and promote media literacy and management and policy making. The main goal is to analyze the effectiveness of the field of study and investigate the media literacy status (medical, engineering and humanities students of Razi University of Kermanshah Medical Sciences). For this purpose, 5 hypotheses were formulated; the statistical population includes all students of medical, engineering and humanitarian sciences of the University of Medical Sciences and Razi University of Kermanshah in the academic year 2008-2009, which were 7142 people. The sample size was calculated by Cochran's formula, 365 people. Therefore, we completed 365 questionnaires using survey and stratified probability sampling method. The most important results are: - Most of the students of this research have average media literacy. - There is a significant relationship between students' field of study and the level of media literacy. - There is no significant relationship between students' field of study and the level of media literacy skills. - There is a significant relationship between students' field of study and the level of skill in media language. It is possible to increase the ability of analysis and interpretation and critical thinking in planning and policy-making, just as humanities students have received more non-media education in this field and have relatively more background and media literacy.         Introduction: The purpose of the current research is to identify the needs of the management structure of medical centers-hospitals in order to compensate for the damages caused by the fight against Covid-19. Methods: This study is applied in terms of purpose and qualitative in terms of research method, and by using semi-structured interviews with 19 experts who were selected through purposive sampling, effective policies on the management structure of medical centers were identified and were categorized. The data of this section were categorized and analyzed using the three-step open, central and selective coding method. The validity of the categories and themes obtained using experts' confirmation and the reliability using the open test method were found to be 83%. Results: Experimentation and data analysis of the obtained data led to the formation of 179 subcategories, 43 categories and 8 main themes. During this research, 8 factors of social support of the organization, motivational measures, behavioral measures, financial and welfare measures, open communication, systems Management, organizational policies and human resource policies were selected as the main themes of the research. Conclusion: Based on the results of qualitative data coding, the democratic style of management and the increase of welfare services were selected as the key categories of the management structure of medical centers due to frequent repetition among the codes received, and based on the number of repetitions of the received codes, the themes of welfare services with The coefficient of 0.172, human resources policies with the coefficient of 0.152 and motivational solutions with the coefficient of 0.148 took the first to third ranks, respectively. Identifying the components and presenting a cultural policy model in the higher education system were the objectives of the study.Method: This study used a qualitative method and systematic review with an applied purpose. A comprehensive systematic review of articles was conducted from the research of various databases using three keywords (culture, cultural policy, higher education) and related references between 2008 and 1399. A total of 40 sources were analyzed. The criteria for selecting documents were the alignment of the title, abstract and content with cultural policy in higher education.Findings: Based on the research findings of cultural policy-making, the higher education system consists of three stages (formulation, implementation and evaluation) which are clearly intertwined. Problem-solving, problem-solving and legitimacy are some of the sub-components of policy-making. The implementation of cultural programs includes the following managerial and legal components. Finally, they form the general and professional indicators of the evaluation of cultural activities in the higher education system.Conclusion: If there is no good cultural policy in higher education, there is a possibility that others will make cultural policy for us that can create challenges and changes in our higher education system. In each stage, there are some barriers that identifying and giving solutions for eliminating them and improving existed condition can be useful. The purpose of this study is identifying barriers and solutions of cultural policy making in higher education institutions to provide identification, anticipation, feedback, improvement and excellence. Methodology: This study used qualitative method and systematic review with functional purpose. A comprehensive systematic review was undertaken drawn from different data bases researches and related citations between 1387 till 1399. A total sample of 40 references was analyzed. The criteria for choosing documents were, aligning topic, abstract, and content with cultural policy making in higher education. Findings: Findings of research showed that cultural policy making barriers can be put in three categories with their subcategories: Barriers of policy formulation( theoretical and study barriers, weakness in problem finding, methodology and lack of data bases); policy implementation barriers(barriers resulting from executors, financial barriers, legal barriers, barriers related with human resources, barriers related with management foundations and environmental barriers) and activity evaluation barriers(barriers related with data, hardware barriers, software barriers and barriers related with understanding and consciousness).         Introduction and purpose: In the last two decades, despite the emphasis on the importance of higher education institutions cultural policy making, less attention has been paid to appropriateness of policy formulation, efficiency of programs implementation, and effectiveness of cultural activities. This study was done with the purpose of identifying cultural policy making evaluation indicators of higher education institutions. Designing cultural policy making evaluation conceptual model was another purpose of the study. Method: This research was done with qualitative method and reviewing previous researches. Articles were selected through studies related to cultural policy making evaluation between 1997 and 2020. Through 191 searched articles, finally 50 articles were chosen and investigated systematically. Findings: Based on reviewing researches and related articles, cultural policy making evaluation indicators in higher education system were classified in three main categories: evaluation of policy formulation, evaluation of program implementation, evaluation of activities and outcomes. Sub-categories were classified as: problem finding, formulating solutions and legitimization. Conclusion: Identifying evaluation indicators of cultural policy making in higher education system, weak and strength points in formulation, implementation and evaluation stages were realized. In addition to being a guideline for policy makers, the necessary context for reformatory actions, amendation and promotion of quality in higher education cultural policy making were brought together. The statistical population includes the students and graduates that are available of Cultural Management and Planning; between 1386 to 1391, subject at Islamic Azad University, Olum ‐Tahghighat Tehran Branch Iran Findings: Findings form this research demonstrates the fact that the extent of knowledge, the type of proficiency and skill, as well as the demand of the cultural associations and organizations are highly influential in employment in the cultural and the managerial professions. 48/4 percent of the employees have stated that in their workplace, Cultural Management subject belongs to the category of employing professions; in addi 􀆟on, 51/6 percent have declared a nega􀆟ve response to the same ques 􀆟on.         The origins of participation of elites have been studied in the political and social realms, but the scope of culture is in a vacuum. Therefore, the factors influencing the participation of elites in cultural policy were studied from a social psychological point of view. The statistical population of the study was elite elite specialists, elite education experts and graduate students of elite centers. One hundred and fourthy experts, senior experts and graduates of Sampad were selected through available sampling method. The "Exploration Interview" and the "Cultural Elite Census List" tool were used to collect information. Exploratory Factor Analysis were used to analyze data. The results are sequentially structured into three parts: a) bases, b) strategies, and c) policies. "Fundamentals of Cultural Elite Partnership" included three components in the context of "social acceptance": (1) cultural think tanks, (2) cultural elitism, (3) elite isolation. There were also two strategies for participation: (a) "elite qualities" and (b) "administrative cultural system." The strategy of "elite attributes" embraced four policies: (1) national elite commitment, (2) professional elite expertise, (3) cultural elite qualities, (4) exploitation of cultural elites.         In Iran, the highest documents in the field of development policies of different regions and especially villages are related to 5-year economic, social and cultural development plans. In this regard, evaluating the impact of these development programs in realizing the development of rural areas can determine the role of government policy in the development of villages. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the social and cultural development of the villages of Astara County, with an emphasis on the fourth, fifth and sixthdevelopment plans. The research method in the present research is mixed (quantitative-qualitative) with practical purpose and analytical-exploratory nature. The statistical population of the research also includes managers, officials and experts on rural issues in Gilan province and Astara county, and using Cohen's formula at the 95% confidence level, 70 people have been determined as the sample size. Also, in line with data analysis were used one-sample t-tests and two-sample t-tests in SPSS software. The findings of the research show that during the fourth and fifth plans, the rural literacy rate increased from 1.74 to 14.72 percent, the number of villages with health and treatment centers per 10,000 rural population increased from -1.05 to 6.86. Secondary schools have increased from 2 to 4 and the number of villages with libraries has also increased from -2 to 2 percent. Also, at the end of the 6th plan, we see slight changes in the investigated indicators compared to the 5th plan. In general, the effectiveness of the investigated development programs, especially the fifth program, can be evaluated positively in the socio-cultural development of the villages of Astara.         The purpose of this research was to specify a structural model in order to estimate the impact of policymaking factors (financial policy and energy policy) on institutional components related to the risk management in agricultural and rural areas of Rostov on Don. At the first stage, we explored and ranked a risk profile in agriculture based on the Rostov situation including climate, production, socio-economic, agricultural market, labor market and land regulation. At the next stage, the main strategies were identified in order to manage related risks and increase economic resilience. The data used in this paper were collected through a structured questionnaire from 75 subject matter specialists in the field of economics and agricultural economics from Southern Federal University (Rostov on Don) and Saratov State Agrarian University along with a number of governmental experts. Two confirmatory models of policy making and institutions fitted the data or supported by the obtained sample data. Resulted from the structural model showed that two factors of “financial policy” and “energy policy” explains 48 and 38 percent of variance in “institutional technology” and “institutional building” respectively.  Manuscript profile

        Abstract This research was done with the aim of designing and explaining the pattern of formation of evidence-based policies in the field of attracting and retaining professional employees. This research is applied in terms of purpose, exploratory in terms of approach, and mixed (qualitative-quantitative) in terms of data analysis. In the qualitative phase of the research, a group of experts, including university professors and experienced consultants in the field of human resources management, as well as senior managers of human resources in Iran's aviation industry, were considered as the statistical population. In this phase, 11 experts were selected using the purposeful sampling method. The main tool of data collection in the qualitative phase of the research was in-depth and semi-structured interviews with experts. In the qualitative phase of the research, the data obtained from the interviews were analyzed based on the theme analysis method. In the quantitative phase, all senior managers of Iran's aviation industry were considered as the population, and among them, 108 people were selected as a statistical sample based on simple random sampling. In the quantitative phase of the research, a closed and researcher-made questionnaire consisting of 27 items was used as the main tool for data collection. The validity and reliability of this questionnaire was checked and confirmed in different ways. In the quantitative phase of the research, SPSS and Lisrel software were used to perform descriptive and inferential analyses. Finally, the research results led to the design of a multi-pronged model for the formation of evidence-based policies in the field of recruiting and retaining professional employees. The purpose of this quantitative and applied study has been done using a combination of descriptive-analytical and exploratory methods, is a study and analyze the situation of Shad city and identify its determinants in small urban spaces Which has been done as a case study in Ravansar city which is part of Kermanshah province. The statistical population of the study includes 7122 heads of households and among them with Using sample size calculation methods, 364 people were estimated as a statistical sample and the samples were selected completely randomly. The main research tool for collecting field data is a researcher-made questionnaire whose validity and reliability have been confirmed. The results showed that among the three indicators of a happy city (Social, physical and economic indicators) The average of social index with the value of 3.124 was significantly higher than the average of base (number 3) and The average of two physical and economic indicators respectively with values of 2.608 and 2.587, Have been significantly lower than the baseline mean. The results of the survey showed the general condition of the city happy the average calculated with the value of 2.788 Has been significantly below average. Regarding the determinants of a happy city, the results showed Due to the four identified key factors, 61.956% of the variance of the dependent variable has been explained. These factors and the percentage of variance of their specific value in order of importance are: Physical stability (21.041), Socio-cultural sustainability (16.4), Economic Stability (13.151) and Environmental sustainability (11.356). The importance of happiness and symbols among citizens is such that in most societies, more joy and happiness than life is a major goal and indicator.In expressing the importance of happiness in the development of urban spaces, it is sufficient to mention that the main goal of governments is to provide more happiness to citizens and to provide vitality and happiness of citizens is one of the ultimate goals of sustainable urban development and one of the central concepts of sustainable development since 2000. Questionnaire technique has been used in the field studies section. The statistical population of the study includes 7122 heads of households in Ravansar. Due to the large size of the statistical population and the difficulty of conducting the census, 364 people have been estimated as a statistical sample using the Cochran's formula. The main research tool for collecting field data is a researcher-made questionnaire that has been used to evaluate its (formal) validity from the opinions of urban planning experts as well as university professors. To evaluate the reliability of the questionnaires, the pre-test method and completing 30 questionnaires were used and the Cronbach's alpha coefficient for the main parts of the questionnaire was more than 0.7. The questionnaire is designed in three main parts. In fact, integrated and efficient urban management is a major factor and the main link in the realization of a happy city in the study area and other similar urban spaces. Therefore, it is suggested that for the development and sustainability of a happy city and other new urban concepts, special attention and focus be paid to the issue of integrated and efficient urban management. One of the foremost capabilities of permaculture is its realization in various types of open and closed spaces, public and private, semi-public and semi-private urban and rural according to the concept of sustainable development, which means combining economic, social and environmental goals to maximize the welfare of the present human being without harming the ability of the next generations to meet their needs (QECD, 2001:11).      The concept of permaculture design is the realization of ecological engineering programs "with emphasis on providing healthy food needs of citizens in their living environment and "culture based on environment or canvas" is available in the local settlement. The basis for this eco-ideological approach or "ideology-ecology" provided the basis for this view, which is entirely derived from the geographical perspective of agricultural production without the occurrence of environmental damages and by preserving moral values in both urban and rural spaces. Also, this approach can lead to the promotion of cultural and social exchanges of citizens at the urban level. It can be said that permaculture is in fact a combination of sustainable agriculture and a culture of living in an environmentally friendly way that can be viewed in all aspects of human habitation, from agriculture to ecological construction in cities to appropriate technology that combines an agricultural system and principles of social design. The concept of permaculture is considered one of the major approaches to the realization of sustainable development in urban and rural areas and an exit approach for third world societies from the environmental crises of their polluted cities, the permaculture movement is part of the biofilk or "nature-friendly city" movement, except that in this approach, the emphasis is on cultivating fruitful food species, recycling waste, reducing and saving the consumption of water and soil resources.Methodology:      Given the fact that this article is a review article using valid scientific databases, a summary of preliminary and original studies in the field of urban permaculture based on newer articles and global resources has been discussed in this regard; by using new findings in the field of urban planning science based on nature-friendly city view, we present the realization of this issue to review valid articles. International books and opinions of global experts in this field and the summation and classification of the mentioned data in the form of strategy executive approaches are discussed in accordance with the conditions of the environment.Results and discussion:       Permaculture is defined as an "excellent" form of organic gardening and as a design system for flexible living and land use based on global ethics and environmental design principles in cities and villages, based on the type of plant species planting within towns and villages, the edge spaces, their proximity and outside are divided into the following six areas:  Zero zone within important urban centers, zone one of the closest areas of residential areas and garden zone of salad plants, medicinal plants, soft and delicate fruits (strawberries, strawberries), greenhouse plants, amplified area and vermicompost reservoirs. Permaculture 2nd zone edge range is dedicated to cultivation of perennial plants, fruit bushes and trees, vegetables, large reservoirs of compost, pumpkin and sweet potatoes with less care level. The third zone is dedicated to the cultivation of crops and fruit orchards for domestic and commercial purposes while the fourth zone is considered a quasi-savvy area, which outside the settlements and forage cultivation areas, groves, forests and wetlands, etc. Zone 5 includes wildlife, which is a genetic reservoir of wild species. The first three zones are completely related to human settlement lands and there are solutions for self-reliance of food, creating fun and fruitful green spaces and educating nature-friendly citizens, so the permaculture approach from reaching the stages of compost production at home and preventing waste destruction and utilization of non-drinking water and rainwater gray water to creating gardens in private and semi-public spaces and even public and social farms and farm schools and farm universities to "farm property" or farms in commercial centers can take effective steps towards social self-confidence, optimal consumption, environmental protection, nutrition improvement, cultural promotion of society with the lowest cost and highest productivity and in line with nature and based on health and prosperity brings.Conclusion:    The most important results of the realization of urban permaculture strategy can be considered on the basis of the studies conducted by researchers in this field as follows:- Permaculture economic strategy is based on "productive city"; self-employment and economic self-sufficiency of urban neighborhoods, the ability to produce enough food for all people in their areas of life, without the need for external resources reduce the costs of providing food for families, especially low-income classes, and save the cost of providing healthy and fresh fruits and vegetables.- The environmental strategy of this approach is based on the multiple plants and even animal species and is based on biodiversity, biological control of pests, production of compost, conservation of nature, improvement of air and water pollutants, etc. And the ultimate realization becomes a "healthy city".- The social strategy of the city in this approach leads to the promotion of social exchanges in common areas and the exchange of experiences, unity and empathy, appropriate social education of different generations, social mobilization in the direction of healthy life and an intelligent and inclusive society, and by creating sustainable settlements in order to revitalize urban spaces, an effective and feasible step is possible. The findings of the research show that the strongest component of the desired institutional capacity is the readability and transparency of laws and regulations, with an average of 3.37, and the lowest average belongs to the component of inter-institutional capacity, which indicates the weakness of the institutional capacity in Tehran metropolis. The problem of this research comes from this: in the current method, policies are formulated without the presence and participation of urban and regional agents and experts, and management is tied to autocratic management, traditional planning (with a top-down approach). The actors of the private sector and specialized associations, non-governmental organizations do not have a place and role in the political decisions of Tehran's urban management, and the continuation of this situation will have no consequences except for the aggravation of the gaps. Therefore, in this research, in addition to identifying key factors and variables affecting the institutional capacity of urban management and creating changes in the formulation of urban policies, paying attention to upstream documents and the participation of actors, it has the attention of all civil institutions in synergy and interaction in the policy-making process and reducing interference. The response scale was completed and weighted in the form of Likert in 5 degrees. The sampling method in this study was simple random sampling and the sample size was determined to be 100 people with a measurement error of ten percent.Results and discussion:       In the background variables which in this research are sex, age and education, using frequency distribution tables, the results are as follows; The distribution of respondents according to gender is 45 women, 55 men and the average age is 37.5 years. The percentage of respondents' education is 28.6% bachelor's degree, 36% master's degree and 35.4% doctorate respectively. The respondents' answers were presented in the form of a 5-point Likert scale (very dissatisfied, dissatisfied, relatively satisfied, satisfied and very satisfied). The overall assessment of institutional capacity indicates that 2.06% of institutional capacity variables are very satisfied, 8.19% are satisfied, 24.03% are relatively satisfied, 44.78% are dissatisfied and 20.94% are very dissatisfied. The findings of the research in Table 3 show that the components of readability and transparency of laws and regulations, legality, intra-institutional interaction among the components have the highest average, respectively. Also, the inter-institutional capacity component has the least importance with an average of 3.35. Regarding the significance of the test, it can be said that the components are significant at the 95% level.Conclusion:      Tehran metropolis does not have a specific, defined and formal system for managing the institutional capacity of urban management; But this system is managed and transmitted by relying on the structures, methods and common norms of urban and rural governance. The current research is descriptive-inferential in nature and academic research (developmental-applied) in terms of its purpose, and it examines these effects with the focus of community-oriented policy on reducing the occurrence of urban crimes in the peripheral settlements of Yasouj city. The findings of this research show a direct relationship with a high percentage between crime planning and crime factors such as: poverty, illiteracy, unemployment, inefficient management, ethnic differences and their reduction through community-oriented empowerment with an emphasis on social engineering, awareness raising, foundation building and rail laying by the authorities.         Making a high-quality space requires an integrated logical organizing approach. Here, fruitful use of the capacities of digital technology and data becomes so significant. Moreover, communication between urban patterns and architecture is another significant feature of integrated urban policy making. Considering the issue, this mixed applied study was done to identify effective pattern processes using digital technology and to introduce a model of them. At the first stage, using thematic analysis method, different researches were explored to identify the components, criteria, and indicators of the patterns. Moreover, a questionnaire was designed by using the mutual effects of the indicators. Then, the questionnaire was answered by five available experts. At the second stage of thematic analysis, AHP method and expert choice were used. The prioritized results and sub-criteria of all indices were analyzed by the experts based on Likert scale. Then, to implement these components through the criteria and indices, by applying logical conclusions and Salingaros’ new presented complementary patterns for the solution of urban challenges, we identified effective patterns processes and tested the proposed structure for District 1 of Mashhad as a case. The major innovation of this study is using a specific method that resulted in the realization of complementary patterns and the explanation of pattern processes of space organization regarding socio-cultural components and space creativity using digital technology, 10 criteria, and 16 indices. Moreover, it depicted clearly the usability of effective patterns by the use of 21 palpable pattern relationships. The result is the expansion, adaptation, and strengthening of the language of patterns that are used in urban architecture. It also makes high quality link structures that would help the integration and improvement of urban architecture and structure. Accordingly, the important role of modern spatial developments in designing and developing urban policies are confirmed.         The aim of this study was to explain the pattern of the policy-making process in the Iranian education system. The research method was exploratory and the type of research was descriptive-survey and the data were collected through interviews and fieldwork. The statistical population was managers, experts and professors in the field of education policy-making. In the qualitative section with targeted sampling approach, 14 people for interviews and in the quantitative section to collect the required data, 120 experts and managers Headquarters and provincial education and education policy-making centers were selected by sampling method using Cochran's formula. Data collection tools were used in the qualitative part including semi-structured interviews and in the quantitative part a researcher-made questionnaire with a five-point Likert scale was used. Cronbach's alpha, content validity and concurrency were used to determine the reliability and validity of the measurement tool. For qualitative data, content analysis method was used and for quantitative data, descriptive indicators, Friedman test, Smart PLS and SPSS24 software were used. A number of academic experts and government managers were purposefully sampled and the initial research model was formed by identifying categories, concepts and codes. In the second part, 292 questionnaires (classification sampling) were distributed among the staff of Qazvin province by evaluating the content validity and opinions of experts in order to apply the model in government organizations. This research is going to clarify the theoretical approach of policy makers in the field of family through a content analysis of the law. As a result, the patterns of the relationship of the family and the society are to be studied within the framework of family functions and the desired patterns of family both affirmatively and figuratively. A study of family laws and emphasis on empowering and elevating it shows that from the perspective of policy makers, the educational function (children’s socialization) has been more important than the other functions of the family (such as personality establishment, economic functioning, and reproduction) and that a favorable family is a stable and efficient one where the members are playing their gender roles. According to imprtance of subject, the present study has been written with the aim of evaluating the planning and policy-making of historical-cultural tourism development in Tabriz metropolis. The research method in the present study is applied in terms of purpose, survey in terms of implementation method and cross-sectional in terms of time. The statistical population of the study also includes managers, officials and experts in the field of tourism of Tabriz, whose sample size is estimated based on the Delphi method of 100 people. Also, in order to analyze the data, has been used the technique of least squares in Warp-PLS software and sample t-test in SPSS software. Findings indicate that the lack of development of historical-cultural tourism in the city of Tabriz is due to inadequacies at the micro and macro levels.         The purpose of this study is to Present a management model with a sociological perspective for public universities of Iran (Top universities) in 2018. The presented research was a quantitative descriptive-correlational study. The research population was the faculty members of level-one universities in Iran. Using proportionate stratified random sampling, 182 people were selected as the sample. The measurement instrument was a researcher-made questionnaire with 56 items. Cronbach's alpha, combined reliability, RHO_A reliability, and shared reliability were used to evaluate the reliability of the measuring instrument. The mean-variance was used to evaluate the content validity from the point of view of professors in the field of higher education and to evaluate the construct validity. Data were analyzed in SPSS and LISREL software by structural equation modeling. Based on the results obtained in the first-order factor analysis, 7 components with 38 indicators were approved, and in the second-order factor analysis, the components of quality evaluation, policy-making, management and leadership patterns, financial mechanisms, autonomy, government planning, and oversight, Had a sufficient factor to predict.         This research aims to explore the impact of the social order on the Rashti voters’ attitudes towards the policymaking of the Islamic Parliament. The statistical population of this study consists of all people who have the right to vote in Rasht, of which 400 people were selected as the sample size. The sampling method is also a multi-stage cluster.One of the paramount findings of this study was that the attitudes towards the social order have a direct and positive impact on the attitudes towards the policymaking of the electoral institution of the Islamic Parliament. This indicates that the more people feel that the policies are developed with respect to the economic, cultural, social and political conditions, the more positive their attitudes will be towards those policies.         This paper aims to increase capitals in the social fields for the institutions having a pivotal role in policy making processes. In order to narrow down the topic, the electoral institution of the Islamic Parliament as the most important legislative institution was selected. The method of this research was a survey and a research- made questionnaire was used to collect the data. All the voters who were eligible to vote constituted the population out of which 400 individuals were selected as the sample of the study based on a multistage cluster sampling. One of the paramount findings of this study was that the ‘attitudes towards social field’ had a direct and positive impact on the attitudes towards the policymaking of the electoral institution of the Islamic Parliament. Meanwhile, the four dimensions of the social field (including economic capita, social capita, cultural capita, and symbolic capita) had direct and positive impacts on the voters’ attitudes towards the policymaking of the Islamic Parliament. It is worth noting that there was no correlation between education and the voters’ attitudes whereas there was a negative correlation between age and voters’ attitudes towards the policy making of the electoral institutions. The problem of water governance is so hidden in unrealistic views that it is difficult to understand its true depth. This paper aims to investigate the factors of inefficiency of water resources policy in Iran and seeks to find appropriate answers to two questions: "On what basis has the country's water resources policy been formed over the past four decades?" and “what are the main reasons for the ineffectiveness of this policy? This paper is qualitative and utilizes inferential methodology. Its theoretical foundations consist of policy research ideas and their impact on the policymaking arena.         The purpose of this research was to provide an effective implementation model of the privatization policy. This research is categorized as a mixed-method study according to its practical purpose and the method employed for the data collection and analysis. To present this model, an algorithm was designed, based on which the work steps were carried out. Initially, the related literature and similar studies were reviewed and the effective implementation factors were identified. Then, eight experts who were involved in drafting and implementing the privatization policy in the recent years were selected and interviewed. The interview data was analyzed using an interpretive method and the key factors contributing to the effectiveness of the privatization policy were identified. The factors obtained from the literature review and interviews were examined and integrated to formulate the initial model. In the quantitative part, from among the statistical population of 150 people, including experts who were involved in privatization, 120 experts were selected. Next, the factors and initial model obtained from the qualitative section were analyzed for validation. For this purpose, first, hierarchical clustering was done to cluster the factors, and based on the initial model, a questionnaire was developed. After ensuring the validity and reliability of the questionnaire, the data was collected. Since the data was not normal based on K-S test, the binomial test was used and the questions were answered, and the initial model was confirmed. The validity of the model was checked using confirmatory factor analysis and was confirmed. This model is proposed based on the analysis of the activities conducted in alignment with the Iran’s privatization policy during the period from 1380 to 1398, following the establishment of privatization organization.         The requirement to achieve national development is to improve the level of capabilities of rural communities in the economic sector. In this regard, it is considered necessary to evaluate the existing policies for the economic development of rural communities. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the economic development of the villages of Astara County, with an emphasis on the fourth and fifth development plans. The research method in the present research is mixed (quantitative-qualitative) with practical purpose and analytical-exploratory nature. The statistical population of the research also includes managers, officials and experts on rural issues in Gilan province and Astara county, and using Cohen's formula at the 95% confidence level, 70 people have been determined as the sample size. Also, in line with data analysis were used one-sample t-tests and linear and logarithmic regression in SPSS software. The findings of the research show that the level of employment during the fourth and fifth development plans in the villages of Astara County had an upward trend, although with a slow slope. Also, commercial-industrial centers under the support of the Cultural Heritage and Tourism Organization have experienced a growth of 26.56 percent during the fourth plan and a significant growth of 155.7 percent during the fifth development plan. Rural food industries also increased by 87.5 percent during the fourth period of development, which shows a growing trend during the fifth development plan as well, but with a lower slope. On the other hand, the examination of 5 major policies during each of the 4th and 5th plans shows that the influence of the 5th plan on the economic development of the villages of Astara was much greater.         Artificial Intelligence is one of emerging technologies in current era, which try to simulate the human intelligence in order to embed it in machines and systems. The paper aims to identify the characteristics of research and development types in artificial intelligence. The research is conducted by mixed (qualitative/quantitative) approach. In qualitative part, Theoretical foundations and literature of research and development in artificial intelligence are reviewed systematically and extract the main characteristics by content analysis method. Then, in order to determine the examples and details of each feature, an interview was conducted with 10 university experts and managers who are familiar with the process of research and development in artificial intelligence. In quantitative part, in order to validate the qualitative findings, a questionnaire based on seven point scale fuzzy likert is provided and experts' opinions were collected about the counted characteristics. The gathered data from qustionaired was screened and finalized in two rounds, according to the fuzzy Delphi process. The findings of this research included 8 distinct characteristics for the five types of pure science research, basic research, applied research, exploratory development and advanced development in artificial intelligence. These characteristics include: research field search, research objective, expected output, performance criteria, time horizon, techniques and methods, qualifications and skills of researchers, and the size of the research effort.         مThe present article investigates the extent of North Khorasan province's rural areas and the distribution of rural services, analysis of the correlation between variables in the analysis of planning failure of North Khorasan Province planning system. This paper has an applied purpose and has been done by descriptive-analytical method. In this paper, Vikor method, standard deviation ellipse method for service ranking, for cluster analysis and facility concentration, Moran method and multivariate correlation method were used to analyze the relationship between variables. Case studies of North Khorasan Province villages that are aggregated at the rural scale and the indices used to classify the villages are: employment, agriculture, housing quality, ownership, literacy, population, education, network, health facilities, Tourism, Technology and Communications, Facilities and Equipment, each with different subfields. The results showed that the districts located near the center of the province are among the most favored ones and the districts located far from the center of the province are classified as unaffected. Also, multivariate correlation analysis shows that there is an inverse relationship between proximity to the center of the province, so that the greater the distance from the center of the province, the less is the occupancy of the villages. On the relationship between population and enjoying level, it indicates direct and positive correlation. The more the village population grows, the more the rural population enjoying occurs. The aim of this study is to first introduce a model for human resource development policy-making and then to identify the most important and effective actors in the successful implementation of policy-making and provide a clearer model based on the policy-making process model by leveling and determining the relationship of components. Methodology:The present paper is qualitative in terms of practical purpose, qualitative in terms of data nature, and survey and cross-sectional in terms of data collection method. To achieve theoretical saturation, a semi-structured interview was conducted with 18 experts, and this data was analyzed by thematic method. The method of sampling was unlikely and purposeful judgment. Findings: In this study, seven main actors have been identified to implement the model and at the configuration of components, redesigning the staff education system with human resource development approach is at the level of one of the other findings of the research is to identify the seven main actors. This research is a qualitative research using the data theory of the foundation and the paradigm model of Strauss and Corbin. Scope of study: Sina Bank and contributors were knowledgeable about management. In-depth interviews were conducted using purposive sampling using the snowball technique.In this study, the data reached a theoretical saturation stage after conducting fifteen interviews. However, five more interviews were conducted to ensure adequacy. The Lincoln and Guba criteria were used to determine validity and the process audit method and internal agreement were used to determine reliability. Data analysis was performed in three stages of open coding, axial coding and selective coding and then based on data-based theory, a paradigmatic model was explained. Accordingly, "individual factors and organizational factors" as causal conditions of immortality of managers, "individual and organizational capacity building" as the main category of research, "organizational factors and environmental factors" as intervening conditions and "politics" "Organizational setting" were identified as the underlying conditions from the perspective of the research participants.         Policy circle consisting of design, implementation and evaluation is a sort of rough road which many can’t go through. As a result, there have been a lot of undone laws and legislations in Iran. The research considering this matter, aims to design a social policy implementation model. For this purpose, by using exploratory approach and based on Grounded Theory between theories and field work, we have presented a special schema. In order to design the model, as well as reviewing the most crucial theories, we exerted semi-structured interviews with 15 top informants in social policy making. 265 codes were extracted while coding in MAXQDA16. The revised secondary codes result 17 axial codes. The results show that the most important problem in welfare policy implementation is the lack of powerful and influential authority in the social welfare system which has been intensified by merger of Welfare Ministry. In order to achieve this goal, in the first step, factors and variables were extracted based on theoretical foundations and various internal and external studies through the content content analysis approach. In the second step, the Delphi questionnaire was designed based on the factors and variables identified in the first step, and distributed among experts, and based on the results, the conceptual research model was designed. In the third step, the analysis was performed using confirmatory factor analysis and through smart PLS software.         The aim of the present research was to identify and rank policy making dimensions for improving staff training in case of Tax office of Mazandaran Province. In terms of purpose, the study was applied with a mixed-methods approach and exploratory design. In the quantitative phase descriptive survey method of inquiry was employed. The population, in the qualitative phase, consisted of managers and experts at the provincial Tax Office of Mazandaran totaling to 20 people. In the quantitative phase the population included 1075 individuals. In the qualitative phase purposive sampling was utilized considering the saturation law which yielded a sample of 10 individuals and in the quantitative phase, following Cochran’s formula, 283 individuals were recruited by using random stratified sampling. To collect the data, a researcher –made questionnaire with 40 items was used. Face and content validity of the instrument were confirmed by experts. Also, the reliability of it was calculated to be over 0.70 using Cronbach’s alpha. In order to analyze the data, exploratory and confirmatory factor analyses using SPSS 21 and PLS were run. The results indicated that policy making has five dimensions of forethought, strategic vision, knowledge management, planning, and organization structure. Dimension of strategic vision with 0.863 factor loading and organization structure with 0.435 factor loading obtained the highest and lowest ranks respectively. Manuscript profile

        Due to the dynamism of cultural phenomenon, policy makers'' complete familiarity with the criteria and indicators considered in the evaluation of cultural policy making is an innovative strategy to be able to respond to social needs and challenging issues. The evaluation of cultural policy lacks a local model. The present study was conducted with the aim of designing a model for evaluating cultural policy making in higher education institutions. This study followed with mixed method research (qualitative – quantitative). In qualitative sector, meta-synthesis of research findings (from 2002 t0 2019) was used. Semi-structured interviews with 19 experts selected through purposive sampling were done for purification, verification and validating of indicators. At final, three criteria including; 1) appropriateness in accompany with (2 factors, 5 criteria, 10 indicators); 2) efficiency (3 factors, 7 criteria, 16 indicators); and effectiveness (3 factors, 7 criteria, 16 indicators) were identified as a model for evaluation of cultural policy making in higher education institutions. In quantitative stage, the descriptive – analytical method was used for testing model. The statistical population was including 3163 faculty members of which with using Morgan table, 341 people in relative sample class method for each of three universities (Tehran, Allameh Tabatabai, and Al-Zahra), and 241, 59, 41 people were chosen respectively. A researcher made questionnaire resulted from qualitative section in Likert spectrum was developed for getting needed information. Validity (face, content, construct validity) was used for investigating quality and accuracy of questionnaire. Cronbach Alpha (0/94) was used for measuring reliability. At final, validity and reliability were confirmed. The results of second - order confirmatory factor analysis showed that the eight factors have a sufficient factor load to predict the cultural policy making evaluation model for higher education institutions. In order to test the model and check the data, 313 questionnaires were analyzed. The results of the second-order factor analysis showed that the eight factors have sufficient factor loading to predict the pattern of cultural policy evaluation of higher education institutions. So, 3 standards, along with 8 factors, 19 criteria and 42 indicators can form localized model for evaluation of cultural policy making and gather useful results for identification, amendment, improvement and promotion. Also the Iran has been affected by some of these changes such as population growth, urban residence development, and globalization and some outcomes of these important changes have led to generation gaps. Thus, considering the gaps between generations in Iran and the policy making and management of it is highly important. Cultural policy making is among the most effective strategies to deal with the problem. Therefore, the researcher in this study has tried to propose some resolutions regarding the primary and secondary social growth contradiction theory posed by Berger and Lockman along with investigating the gap between generations in Iran within the framework of Cyclic Policy Making Model of Jones. The research method is descriptive-analytic and data collection through a library study. The findings of the study indicate that the manner of interaction among religion, government and family has a determining impact on decreasing or increasing the generation gap. This research aims to provide a creative model in the field of problem solving and definition of cultural issues based on TRIZ. The present article has been done by Delphi qualitative method and thus after compiling the initial model, this model was modified and completed in three Delphi rounds with six experts and then reviewed and approved by experts during a focus group meeting. The final model puts several TRIZ tools together in a logical way and, with a step-by-step process, makes the policy-maker more aware of the problem. The steps of this process model are: (1) the initial definition of the problem (what it is) (2) the perception of the problem as a system (3) the analysis of the actors and stakeholders associated with the problem (4) the collection of existing data on the problem (5) the exact definition of the problem (Why) (6) Select the problem level and determine its properties with the help of a five-level matrix (7) Complete the nine-window matrix (8) Define the problem.         One of the most important issues in a country is the role of political structure in cultural policy making. State policy is the setting, formulation and presentation of rules and standards that meet the general requirements of the state for the actions and collective interests of the nation. What has been examined in this research is the role of Iran's political structure in cultural policy-making. In this study, the sociological libraries of secondary education in education were examined.         Cultural policies are the most important policies in public authority settings. Therefore based on a definition posed by UNESCO (Stockholm Conference, 1998) culture and cultural politics are not considered as peripheral but are the main concerns in sustainable development of the countries. Thus to measure and evaluate the success or failure of policy in the field of culture we need to have a realistic look at pathology policies to be achieved; So our aim is to investigate the relationship between culture and politics and damage to cultural policy in Islamic Republic of Iran by using descriptive – analytical method and analysis of the data gathered using the library method. The findings suggest that many problems exist in field of cultural policy in the sectors related to theoretical studies and formation, implementation and evaluation.         The present research was conducted with the aim of presenting a policy model in the field of dealing with educational crises in public universities of Tehran province. This research was applied in terms of purpose and also, in terms of data type, it was mixed (qualitative-quantitative) of the exploratory type, which was systematic in the qualitative part of the data and descriptive-survey in the quantitative part. The statistical community in the qualitative part included academic and organizational experts and in the quantitative part all faculty members of the public universities of Tehran province. The sample size in the qualitative part was 18 interviewees according to the principle of saturation and the purposeful sampling method and in the quantitative part 312 people based on the calculation of the sample size in structural equations among 8719 faculty members of the public universities of Tehran province and the sampling method Staged clusters were randomly selected. The data collection tool was semi-structured interviews in the qualitative part and a researcher-made questionnaire with 96 items taken from the qualitative part in the quantitative part. The method of data analysis in the qualitative part of thematic analysis and in the quantitative part included descriptive and inferential statistics (one-sample t-test and structural equation modeling). As a result, 96 primary concepts (open code) and 21 main concepts (central code) were obtained, which in the form of a paradigm model includes 6 selected codes: causal factors (4 components and 16 indicators), contextual factors (3 components and 20 indicators), strategic factors (5 components and 15 indicators), intervening factors (3 components and 12 indicators), main phenomenon (2 components and 19 indicators) and consequences (4 components and 14 indicators) were presented.
