Abstract :
Due to the importance of privatization government has paid a lot of attention to it, but despite the many efforts made in recent years,, privatization has become a stable problem in the policy making. It has never reached an acceptable result. The present research seeks to identify the obstacles to the effective implementation of the privatization in the industrial sector and to determine the rank of these obstacles. It is a mixed research method , that in the qualitative part of the in-depth semi-structured interview method was used and the obstacles were identified and in the quantitative part these obstacles were validated and classified In this research, the factors of inappropriate business environment, lack of trust and participation of people (private sector) in government policies, non-participation of managers in the privatization process, continuation of government intervention after handover, inappropriate and non-competitive pricing, lack of sufficient support for privatized companies, lack of belief in Privatization in the policy-making layers, failure to verify eligibility, politicization of managers, weakening of the position of the privatization organization, non-participation of government institutions and ministries were identified as obstacles to the effective implementation of privatization.The data of this research was collected for the period of 1380-1398.
