        english test 92.2 از زمانهای گذشته تا به امروز صحبت از فناوری و تاثیر آن بر زندگی وجود داشته تا جایی که امروز دیگر زندگی بدون فناوری آن کیفیت مورد نظر را نخواهد داشت. از آنجا که انسان در تطبیق زندگی خود با تکنولوژی به سرعت رو به جلو حرکت می‌کند اما در برخی موارد استفاده از فناوری صحبت از اختلال یا تخریب کیفیت مثبت زندگی شده است. بهبود همه جانبه کیفیت زندگی از مسائل اصلی در جوامع پیشرفته امروزی است. با توجه به پیشرفتهای چشمگیر و قابلیتهای فناوری اطلاعات و ارتباطات، یکی از روشهای کمک کننده در مسیر بهبود کیفیت زندگی همان استفاده از این تکنولوژی است. در کل فناوری اطلاعات و ارتباطات مجموعه‌ای از سخت‌افزار و نرم‌افزار به همراه فکر است که گردش و بهره‌برداري از اطلاعات را امکانپذیر می‌سازد. این مفهوم از تعامل بخشهای رایانه، اطلاعات و ارتباطات مخابراتی به وجود می‌آید. امروزه فناوري اطلاعات و ارتباطات رشد گسترده‌ای بین کشورهاي مختلف داشته و مزایاي فراوانی در بهبود کیفیت زندگی ایجاد کرده است. از این رو براي جذب منافع حاصل از فناوري اطلاعات و ارتباطات، باید این فناوري اجرا و به صورت کارآمد استفاده شود. این امر بسیار مهم است که اگر کشورهای در حال رشد شکاف دیجیتالی در کشور یا میان کشورهای دیگر را به خوبی شناسایی نکرده یا به آن بی‌توجهی کنند به راحتی با عقب‌ماندگی رو به رو خواهند شد. این موضوع جایگاه فناوري اطلاعات و ارتباطات را در رشد و پیشرفت کشورها نشان می‌دهد و ضرورت دسترسی و استفاده از فناوري اطلاعات و ارتباطات را به خوبی مشخص می‌سازد. For this object, It is designed Questionnaire that it is contained 47questions and 201 statement. Then, account questionnaire reliability and validity and gathered data of 410samples (Include: 60Managers, 180 Faculty and 170 University staff). This Data is Analyzed by StatisticalMethods Such as; One Samples t Test, Paired Samples t Test, ANOVA, Factor Analysis and Regression.Conclusions showed that each Five Categories variables are important in use of ICT in UniversityManagement. However, for Institutionalization ICT in University Management, First need to exactlyidentified approaches then identified variables That Will Have an Influence on this approach, and betterexplain it changes. In finally step, this variables Involved in planning for development of ICT inUniversities.Finally, In Terms of analysis, provided a Conceptual Framework for Institutionalizing use of ICT inUniversity Management.         Governments have decided to take an action to reduce the occurrence of corruption in agencies due to the high frequency of such phenomenon. State bids are known to be one of the most precarious economical practices that trigger widespread governmental corruption. Creating E-procurement systems in an electronic government platform has been presents by many countries as a solution. Their experience shows that designing and creating of such systems through reduction of human interferences and leverage of security and supervision on web-based communication networks can substantially reduce the corruption and in turn increase the transparency and accountability of governments in commercial transactions and economical activities of administrative entities. In this paper the effect of bidshas been discussed as one of the main causes of corruption. Also, by looking at E-procurement systems in other countries, a system has been proposed that can be adapted to the needs of the administrative entities of Iran so as to reduce the occurrence of corruption in government practices.         Information and Communication Technology (ICT) plays an important role in sharing information and greater participation in exchanges and buying and selling of investors' shares. Because the use of information and communication technology in financial markets, reducing marketing costs and increasing the participation of shareholders and investors and reduces information asymmetry. Therefore, the main purpose of this dissertation is to investigate the impact of ICT on capital market uncertainty in Iran. In this dissertation, GARCH method has been used to estimate the capital market uncertainty index. The results of ARDL model estimation using quarterly data in the period 2011: 1 to 2020: 4 (1390: 1399: 4) in the short and long term showed that the effect of the ratio of online or online transactions to the total volume of transactions to The title of ICT Index on capital market uncertainty in the long run and short term is different. This factor increases the excitement in the market and increases the uncertainty in the capital market in the short run. While continuing to increase trading in the long run, it increases market confidence and increases the expectation of profitability from the market and reduces capital market uncertainty. Other results of the model showed that inflation, economic growth and exchange rate have a significant effect on the performance uncertainty of the total stock exchange index as an indicator of capital market uncertainty. The results also show that the errors are sinusoidal adjusted and diverged, and it takes about 7.5 seasons on average to completely neutralize the imbalance in capital market uncertainty Manuscript profile

        As we know two provinces, Lorestan and Ilam, are as derived provinces in Iran despite their natural resources .on the other hand , today is the world of information technology and communication .according to these conditions, the question is , what is the effect of new economical achievements on the employment of these two provinces ? this essay has attempted to answer this question .therefore, the purpose of the essay is identifying, considering, comparing and estimating information technology effect on the employment in the industry of Lorestan and Ilam between 1385 and 1386(It is necessary to mention that one of the basic problem in this study I the lack of statistics and information, along with statistics dispersion. Thus,whit great effort only the information of these two years has been collected).this study has been done in a descriptive , analytic and deductive manner .Using econometrics model and panel data has analyzed and compared information technology effect or communication on the employment and demand labor in Lorestan and Ilam .the result shows that information technology has little effect on the job creation in these two provinces ,especially Ilam . The important reason is due the labors knowledge in the industry of these provinces and the lack of necessary infrastructure .generally all the given hypotheses in the study are not accepted. Therefore, information technology and communication don’t have similar effect on the job creation in these two provinces, Thus according to the great effects of knowledge of economics in economics, there is a need invest purposefully in order to achieve goals in these two provinces.         During the last two decades, the importance of information andcommunication technology (ICT) in increasing countries theeconomic growth and productivity in different countries  form of inter-country data has been more considered. Most of these studies have considered the positive impact  of ICT on   economic growth and productivity.Hence, regarding the multiple economic functions  ofICT, the goal of this paper is to study ( the Uhansson-Usilius convergence growth  test ),  using Panal Data method while illustrating in the long-run production in Mena's Countries during 2000-2009 concerning the role of ICT; and also the long term relation between production and communication in Iran using data gathered during 1347-1386. Moreover, through Granger causality test, the existence of causality between ICT and production in mentioned countries and also Iran have been investigated. The results of estimated model in Mena's countries show that all estimated coefficients have the considered signs and are statisticallysignificant. In sample Mena's countries, the production elasticity of ICT, capital, labor and human capital have been respectively estimated approximately 0.0559, 0.2747, 0.467, 0.153. Also, in (R2) there is a one way causality from ICT to production at the significant level of s per cent. The results of estimated model of Iran also show that the related coefficients related to the expendituers of ICT capacity, capital, labor and human capital in long term are respectively 0.07689, 0.4045, 0.1646, 0.14288 and similar to Mena's countries there is a one way causality from ICT to production Manuscript profile

        Introduction and purpose of the Research: The present research was conducted with the aim of relationship between organizational intelligence and information and communication technology with the effectiveness of primary school principals in Amol city. Methods: The research method was descriptive - correlational and the statistical population included: primary school administrators in Amol city, the number was 227 in 1396. The sample size was determined using Morgan table of 140 people. The cluster sampling was done. Data were collected using organizational intelligence questionnaire (Alberhet) with Cronbach's alpha coefficient (0/740), information and communication technology (Mahmoodi) (0/718), effectiveness (Hasanzadeh) 0/756, validity and reliability of which was confirmed. Data analysis was performed with spps18 software. Findings: The results showed that there is a positive and significant relationship between organizational intelligence and the effectiveness of managers. Also, the relationship between information and communication technology with the effectiveness of managers, the relationship between information technology and communication with organizational intelligence has been confirmed. Analysis also showed a positive and significant relationship between organizational intelligence and information technology with the effectiveness of managers. Conclusions: Finally, given the three assumptions of research and the fact that life in the current world requires education based on knowledge, research and innovation, the use of new communication technologies helps us in this and improves the quality of our learning to complete ourselves and The environment is around. The main purpose of this study was to investigate the relationship between organizational intelligence and information and communication technology with the effectiveness of primary school principals in Amol city.         Introduction:  This article is related to the rapid development of urbanization and the role of ICT development on it. Meanwhile, people's relationships with urban space are changing. The spatial effects of ICT on the urban form is one of the most important elements in the provision of urban infrastructure. The concept of Smart City is presented as a winning urban strategy to improve life quality in urban space. Research aim: This study aims at theoretical explanation of the landuse situation in Smart cities. Also, by analyzing of existing literature, it seeks to understand the hierarchy and how the criteria of smart city affect the priorities of landuse in planning policies. Method: the research method is based on descriptive-analytic approach and Then through the AHP model the landuse priorities and the sensitivity of the factors are determined. Resualts: The research findings show that based on the six main criteria of the Smart City, each of which is related to its equation on urban landuse category, and the 18 sub-criteria related to them, the fowllowing land uses is prioritized respectively according to Smart City indicators: the infrastructures and services, residential and mixed, educational, green spaces, administrative and Industrial. Conclusion: The results show that ICT have a significant impact on urban activities that changes people's decision about choosing a place and how it is accessed. Therefore, if smart targets are considered, prioritization and planning of landuse will be different from the city that does not pursue these goals.   Manuscript profile

Due to the contemporary phenomena of globalization and information and communication, the importance of paying attention to the issue of urban competitiveness is evident. Competitiveness has different components. The purpose of the present research is to focus on the spatial components of urban competitiveness in order to provide it to urban managers. After determining the hypotheses using the structural equation model, with the partial least squares approach, the fitting of the model is performed by Smart PLS software to realization the hypotheses. To analyze the collected data from 110 people as a statistical population, descriptive statistics and then inferential statistics are presented first. The whole research hypothesis is confirmed.         One of the primary and most important goals of the agricultural knowledge and information system is to focus on the welfare of stakeholders. This study investigates the factors affecting the agricultural knowledge and information system from the perspective of extension experts in Kohgiluyeh and Boyer-Ahmad Provinces. In terms of the purpose of applied research and based on the nature of the research data, it is descriptive-survey research. The study's statistical population was the extension experts of Kohgiluyeh and Boyer-Ahmad Agricultural Jihad Organization, which according to the report of this organization, is 260. Krejcie and Morgan's table was used to determine the sample size. Based on this table, the sample size was estimated at 152 people. The data collection tool was a questionnaire whose validity was confirmed by a panel of experts, and its reliability was estimated using Cronbach's alpha coefficient for different parts of the questionnaire. Data were analysed by SPSS21 and Smart PLS software and various statistical tests. The results showed that leadership and management with a standard operating load of 0.621, manpower with a standard operating load of 0.569, planning with a high standard load of 0.365, Structural factors with a standard factor load of 0.353 have the most significant impact on the agricultural knowledge and information system of Kohgiluyeh and Boyer-Ahmad provinces, respectively.         Background and Purpose: Effective protection of the environment and optimal use of natural resources is one of the most important pillars of sustainable development. Green productivity is a strategy to increase environmental productivity and performance in order to social and economic development. The Information and Communication Technology (ICT) revolution has severely affected all countries in terms of economic, social, political, cultural aspects as well as security, employment, health, the environment, and many other macro variables; so that, the technology has become the main driving force of the world's economy and sustainable development in today's world. According to the importance and the impact of Foreign Direct Investment and Information and Communication Technology on green productivity, this paper uses the Johansen-Joselius coherent test of the relationship between Foreign Direct Investment and Information and Communication Technology and the Green Productivity Index in Iran. Materials and Methods: The effect of Information and Communication Technology and Foreign Direct Investment on green productivity has been investigated in Iran using the Johansen-Joselius coherent test during the period of 1980-2013. Findings: According to the research findings, the Information and Communication Technology and Foreign Direct Investment have a positive and significant and a negative and significant effect of on the Green Productivity Index in Iran, respectively. Also, the vector error correction model shows that the adjustment process is slowing towards the equilibrium. Discussion and Conclusion: According to the obtained results, and considering the negative and significant effect of Foreign Direct Investment on green productivity, which could be as a result of increased pollution, it is suggested that is possible to provide a ground to improve green productivity by adopting policies to reduce the destructive effects of Foreign Direct Investment, including the replacement of green energy. It is also recommended that environmental regulations and standards be imposed upon the entry of Foreign Direct Investment which could be done with less environmental pollution. The effect of Information and Communication Technology index on Green Productivity Index is positive and significant in Iran. Therefore, it can be surely said that the use of Information and Communication Technology, as a solution for green productivity institutionalization is essential for implementing the continuous and effective process of green productivity improvement. It is also suggested to determine criteria, for the development and implementation of the green productivity concept, that fully cover the qualitative patterns of economic growth and development. Method: In this study, it is attempted to assess the impact of information and communication technology on Urban Sustainable Development process in Iran, using provincial data through Panel Data technique. The hypothesis was tested separately for developed and less developed provinces of Iran. The main purpose of this research is to identify and prioritize risks that threaten the feasibility of information those projects, outsourced by Iranian government agencies successfully. The target population of this study is one-level organizations in Tehran. At the first stage by reviewing relevant literature and reviewing related research provided a list of 76 factors that could potentially hamper the success of information technology projects. Then, according to the opinion of 12 expert executives, 22 agents who are more important in government IT outsourcing projects had been selected.The questionnaires were sent to 51 IT experts and managers of the target organizations and their contracting companies. Research findings showed that employer-related and environmental hazards are the most important. Also, 11 factors identified as potentially serious risks for successful outsourcing of IT projects were identified and ranked according to their impact and importance. Manuscript profile

        The present study was aimed at investigating the instructional, financial, administrative, and information technology problems of the distance learning centers as far as the viewpoints of the teachers and the students of Esfahan high schools were concerned. The research population included 4021 male/female students and 402 high school teachers during the academic year 2008-2009 (1387-1388). The population included 300 students and 110 teachers as the research subjects selected through multi-phase cluster random sampling. The study was a descriptive survey.To achieve the purposes of the study, two researcher-made Likert-scale questionnaires were administered to the subjects. The face validity and the content validity of the instruments were well established at the experts’ discretion. To examine their reliability, the Cronbach Alpha was used the resulting coefficients were quite satisfactory (for teachers’ α=0.88 and for students’ α=0.87).The data analysis included the application of the Analysis of Variance (ANOVA), the student t-test and the Independent t-test. The research findings revealed that as far as the students’ viewpoints were concerned, all types of the problems were greater than the average at the confidential level of probability (P≤0.05) whereas the teachers believed that only the instructional problems and information technology were greater than the average. The findings also revealed that from the viewpoints of the students, there were significant differences in the amount of information technology problems in terms of gender differences. Moreover, a significant difference was found in assessing the amount of problems from the viewpoints of the teachers and students. Manuscript profile

        The main purpose of the present study was to determine the structural relationships between a number of primary teachers’ cognitive variables and ICT integration in teaching–learning process. These variables comprise “teachers’ constructivist teaching beliefs”, “teachers’ technological, pedagogical, and content knowledge (TPACK)”, and “teachers’ attitudes towards ICT use in education”. The population in this study included all primary teachers in Abadan city (N=784). Using a simple random sampling technique 220 teachers were selected as research sample. A survey instrument, comprised of 4 scales related to four constructs of the study (TPACK scale 17 items, constructivist teaching beliefs 9 items, ICT attitude 8 items, and ICT use scale 9 items) was used to collect data for analysis. The data analyses used correlational analysis and structural equation modeling (SEM) to examine the research hypotheses and hypothesized model. Path modeling was also used to explore the direct and indirect effects of the teacher’s cognitive variables on ICT integration in teaching- learning process. Results showed that ICT integration positively and significantly correlates with teacher’s cognitive variables. The results of a path analysis model showed that ICT integration could be directly and indirectly predicted by teacher’s cognitive variables (constructivist teaching beliefs, ICT attitudes in education, technological, pedagogical, and content knowledge).It was also revealed that attitude toward ICT use in education is the most powerful predictor of ICT integration in teaching–learning process. Additionally, the proposed model had an adequate fit to observed relationships between teacher’s cognitive variables and ICT use in teaching–learning process. The research model can serve as a base model for future studies. Finally, Implications for educational administrators, policy makers and further research were discussed. Manuscript profile

Sample size was 69, 35 of whom were from Hooshmand school of Shahid Dr. Sadeghi (experimental group) and 34 students from Hadaf school (control group), which were selected by the usage of convenient sampling. This study was performed through the quasi-experimental pre and post design and the control group. In contrast, the control group received no training.         This study investigated factors influencing the development of perceived responsive curricula in smart schools. All smart school teachers in Tehran in the academic year 1390 1388 were considered as study population. In this descriptive correlation study, 360 teacher were selected through multistage clustering sampling. Three researcher- made questionnaires (factors influencing responsible perceived curricula, component of the perceived responsive curricula, motivating students in smart schools) were used. Content validity was obtained. Cronbach's alpha coefficient was 0/93, 0/89 and 0/87 respectively. Pearson correlation and structural equations model is used for data analysis. Findings indicate that among the seven studied variables attention to individual differences (0/307), attention to mastery learning (0/263), and attention to research-centeredness (0/219) had the highest total effect on the perceived responsive curriculum. Based on the findings of the study Chi-Square, GFI, AGFI, P-Value and RMSEA are 115/422, 0/963, 0/921, 0/000, and 0/055 respectively.         The present study was conducted to examine the digital divide in access to and use of information and communication tools and capabilities among high school students in terms of gender, type of school, grade and socio-economic status. The research design was causal-comparative and the statistical population of the study consisted of all high school students, who were attending high school during the academic year 2018-19 in Sanandaj, Iran. Samples of 300 students (160 boys and 140 girls) were selected from that population randomly, using a multi-stage cluster sampling technique. Data were collected by ICT Familiarity Scale and Socio-Economic Status Questionnaire. The collected data were analyzed by descriptive statistics and analysis of variance (ANOVA) tests. The results showed a significant difference in the level of access to ICT at home in terms of the type of school, grade and socio-economic status, but there was no significant gender difference. Also, there was a significant difference in the level of access to ICT at school in terms of the type of school and socio-economic status, but that was not significant in terms of gender and grade. In addition, there was a significant difference in use of ICT (at home and school) in terms of the type of school, grade and socio-economic status. However, there was no significant gender difference in use of ICT among students. In general, the results of this study showed the digital divide in the access and use of ICT in high schools and educational policymakers can use this evidence to make policies that promote educational justice.         The main purpose of this study was to identify the knowledge required by math teachers for virtual teaching in the third grade of elementary school (case study: teachers in region one). The research method was descriptive-survey and applied in terms of purpose. The study population consisted of 190 third grade elementary teachers in mathematics in district one of Tehran (non-governmental and governmental). Using random sampling method and based on Morgan table, the statistical sample size of this study was 124. In order to measure the variables, a researcher-made questionnaire was used by considering the indicators of teaching methods with 5 items, interaction and communication with 5 items, information and communication technologies. To evaluate the face validity, a questionnaire was provided to university professors and other available experts. In the second stage, the validity test was used to assess the content validity of experts in terms of the degree of coordination of the content of the measurement tool with the research purpose. After evaluating the validity, the internal consistency method (Cronbach's alpha method) was used to evaluate the reliability of the questionnaire. Inferential statistics including one-group t-test, chi-square and Friedman tests and SPSS 24 software were used to analyze the data. Findings showed that the real mean of all research variables was higher than the assumed mean (3) and this means that all variables of this research in the study population are agreed upon by teachers. Among these, assessment methods have the highest average (more important), followed by how to interact and communicate with students, information and communication technologies and teaching methods are the priority of teachers.         Introduction With the characteristics of knowledge, information and communication technology creates spillover effects in production and causes economic complexity. This technology has advantages such as reducing costs, overcoming geographical boundaries, increasing the flow of information, ensuring transactions due to quick access to information and increasing competitiveness. Method The statistical data used in this research is from the World Bank and the MIT University website during the years 2000-2020, and Eviews software was used to estimate the proposed model. In this research, the vector auto regressive model is used, and according to the Schwartz Bayesian criterion, the optimal interval is determined. To perform the cointegration test, Johansen's cointegration test is used. In the inference related to a vector auto regressive model, attention is paid to shock response functions and variance decomposition. A shock response separates the components of the endogenous variables into shocks with mutations to specific variables. We examine the impact of this shock over a 10-year plan. Results The time series data of this study are all stationary and based on the Schwartz-Bayesian criterion, the optimal interval is one. The results of the Johansen test indicate the existence of a long-term relationship between the research variables and the estimate shows the positive impact of Internet users and the import of ICT goods on economic complexity in the long term. The F statistic in the estimation of the research model based on vector auto regressive is significant and 87% of the economic complexity changes are explained by the model variables. The impact of the ICT product import shock on economic complexity is positive in all years and this impact is positive for Internet users in all years except the second to third year. Also, the effect of variance analysis of economic complexity shows that the import of ICT goods and Internet users has a positive role in explaining the changes of economic complexity and the share of import of the desired goods is higher. Discussion This research states that if the economy can transfer a large amount of knowledge and skills to Internet users in the form of large networks of people, and also the necessary platforms are provided through ICT products, which are important in this field, a diverse set of Knowledge goods are produced and a more complex economy is obtained.              Background: One of the main strategies to develop entrepreneurial small and medium businesses in the agricultural sector is the use of information and communication technology. For this reason, identifying factors influencing the development of ICT in entrepreneurial businesses is more important.      Purpose: The main purpose of this study was to investigate the influence of entrepreneurial orientation on the performance of small and medium businesses by the mediation process of knowledge creation.      Methodology: The statistical population of the study consisted of managers of agricultural small and medium enterprises in Zanjan province out of which 96 managers determined as sample using Cochran Formula and proportionate stratified sampling technique. The data were collected by a questionnaire developed for the study and were analyzed by SPSS and LISREL software. The validity of the questionnaire was approved by a panel of experts. In order to measure the reliability of the questionnaire, Cronbach Alpha coefficients were calculated (0.93). To identify the components of factors affecting information and communication technology development in entrepreneurial businesses, exploratory factor analysis (EFA) was applied. Additionally, in order to investigate the fitting indexes surpasses model, confirmatory factor analysis (CFA) and structural equations modeling were used.      Results: The results showed that factors affecting information and communication technology development are formed in five factors including: infrastructure, support, psychological, educational skill and technical consulting that explained about 68.39 percent of variations. Conclusions: The one important conclusion of this study was that information and communication technology has fundamental role in entrepreneurial business development in the agricultural sector.  Manuscript profile

In industries, in order to uselimited resources more and more efficiently, so that by increasing its competitive power,it can be successful in competing with global markets and international arenas. Therefore,the purpose of this research is to investigate the impact of information and communicationtechnology on the productivity of all production factors.capital productivity and laborproductivity in factory industries of Zanjan and Qazvin provinces This research in termsof its practical purpose and its time period includes the years 2006-2016. The statisticalpopulation also includes factory industries with 10 workers and above in the two provincesof Zanjan and Qazvin. The relevant data is based on the latest published information ofthe four-digit isic codes of the industries. Factories with 10 or more workers in twoprovinces have been collected from the Iranian Statistics Center. The research hypotheseswere tested through panel data using the Cobb-Douglas production function and estimatedby Ols method by Eviews econometrics software. The results of this study show that Fawadoes not have a significant effect on capital productivity and labor productivity in twoprovinces, but it shows a negative and significant effect on the total productivity ofproduction factors in two provinces. Therefore, in order to increase the level of productionand improve productivity, different industries should include in their long-term plan bypreparing the necessary infrastructure for the introduction of technology suitable for theconditions and structure of the industry and providing new courses to prepare thespecialized workforce with new technologies. Data gathering instrument was a researcher-made questionnaire with the reliability of 0.8582.  It had 46 indicators. Data collected were analyzed through software SPSS. Statistical techniques such as chi-square test , analysis of variance test , Duncan test and T tow sampling were employed. Findings show of the cognitive sterategies, the rehearsal, elaboration and organizing strategies have significant and very significant role respectively.  Elaboration  strategy has the greatest role in achievement motive.  Among the metacognitive sterategies, planning, control, and regulation strategies have significant and very significant role respectively in learners’ achievement motive.There is no significant difference between the roles of cognitive and metacognitive.   Manuscript profile

        This research was done to analyze the relationship between the amount of Information and communication technology use with gender ,age and experience level of faculty members of Islamic Azad University (3rd region) in 2009(1389 AD).The research method is based on applied and descriptive survey of co-relational research. The statistical population are 2160 faculty members of Islamic Azad University. A sample of 327  (165 female ,162 male) are selected through cluster-random sampling method. A researcher-made questionnaire was designed to gather data. The questionnaire validity results showed that the α correlation for each variable is higher than 0.87. The methods for data analysis in this research were two-sample independent t-test (5 t- test),Pearson correlation coefficient, linear variance analysis test. The results show that the use of computer and software, the Internet and on-line services , use of information and communication technology in educational practices in females is higher than males while application of information and communication technology  in research practices in males is higher than females.         This study reviews the teachers and experts’ viewpoints on students’required information and communication technology (ICT) skills foreffectiveness of middle school curriculum courses. Using Morgan’stable, out of 11010 teachers, 317 were selected and of 130 experts 37were selected. All the research population belonged to the nineteendistricts in Tehran. The research tool was a researcher-madequestionnaire using the World Foundation ICDL questionnaire. Thereliability was confirmed according to Cronbach's alpha (93%). Datawas analyzed by Chi-Square, one-way ANOVA, Tukey, LSD andMann Whitney. The study shows that from teachers and ICT expertsviewpoints, four ICT modules: Web browsing and e-mail, Using theComputer and Managing Files, Power point and Word processor havepriority importance of education. It seemed that the movement towards the organizations which are highly flexible and speedy in response to changing and unsustainable environment is the new and critical solution. Achievement of such targets resulted in the light of organizational agility as a new concept.         The present research, studies the role of hidden curriculum in disciplinary behavior of students from the viewpoint of girls guidance school principals and teachers of Khalkhal city during the academic year (1388-1389). The aim of the present research is publicity of detecting factors that are transmitted to students through the program for hidden curriculum to the students. Search method, regarding the object is applied and regarding its type it is descriptive-correlation. In case of validity of questionnaires expert opinions were used and the questionnaire's reliability resulted from Chronbakh α is %91 Statistical universe consists of 140 people and in research process 120 reliable questionnaires were studied as statistical samples using enumeration. Researcher- made questionnaire was completed by answerers to study the effects of hidden curriculum components, which contains school's physical structure, school's social atmosphere, existing organizational structure and relations in the school, encouragements and punishments, and information and communication technology. Statistical population was included 900 teachers and principals of schools of Sari township from which using Morgan table 270 persons were selected as sample size.               The purpose of the present research is to provide a conceptual framework for institutionalization ICT in primary education. Therefore, regarding the review of literature, the main factors in ICT in primary educational system were recognized and classified into six components such as: systems, equality, proficiency, practice, access, and vision. Each component has indexes.       In order to test these components and answer the research questions, a questionnaire containing 134 questions was designed. After being sure of reliability and validity of questionnaire, the data were gathered. The sample size was 373 people which include 124 faculty members, 110 ICT specialists, and 136 primary education managers.       Analyzing data through statistical method such as: one sample T test, factor analysis, and Cronbach Alpha test.       The results showed that all six components were regarded as ICT components in primary educational system. Based on research framework for institutionalization ICT in primary educational system has been presented, in which all components are highly important and the primary educational leaders and managers should take advantage of this framework to develop and improve ICT in the educational system.         This article has investigated the effect of information and communication technology (ICT) on the production and total factor productivity by using the analysis of the panel data. To perform this, the analysis was done through the application of the statistical data received from the industrial firms related to Iran's StatisticsCenter using a panel data model to the firm level, based on the latest published information (2006-2007). The study has been conducted with two approaches. In the first one, the effects of information and communication technology on the production through estimating the expanded function of Cobb Douglas, regarding the largeness of the agency and the type of the industry have been noted. Six measuring characteristics related to the amount of implementing information and communication technology in Iranian Industry, within the scope of agencies, have been taken into account. In the second approach, the extended production function of Cobb Douglas has been estimated for the two groups of agencies. The groups included those which applied computers in doing the tasks and those which did not. Then, the amounts of the productivity of total production factors were compared. Accordingly, the effect of ICT on production in the first approach, and its effect on total factor productivity in the second one have been considered. The results indicate that most ICT characteristics confirm the positive effects of the information and communication technology on the productivity to the firm level. Also, the results of the second approach validate the undeniable impact of the so-called technologies on the total factor productivity.   Manuscript profile

In this study, the ICT industry in the Tehran Stock Exchange was surveyed to check its informational efficiency. The data and documents related to the profitability of companies in this industry for 6 years were studied quantitatively. A total of eight companies with the nature of ICT were selected. To understand the informational efficiency, runs test have been used with two approaches: runs with change relative to the average. The results showed that the ICT industry in Tehran stock exchange has not even a weak level of informational efficiency.         The purpose of this research is to study the effect of information and communication technology (electronics city) on the skeletal structure of the city from the viewpoint of Tabriz Municipality District 1 staff. The research method is of survey type, and collecting data was carried out through a questionnaire. The validity of measurement tools was categorized by factorial analysis technique in 11 factors, and the reliability of the studied components was measured by Cronbach's Alpha. Analyzing the findings showed that information and communication technology has a significant influence on transportation, facilities of city planning principles, developing planning activities, locating offices, spatial planning, spatial development, selecting locations, wireless and mobile communications, spatial effect of distance work, and planning and selecting domicile. Also, the rate of information and communication technology effect has been declared by female staff more than male staff. There is a meaningful converse correlation between age, jab experience records of the staff and the rate of information and communication technology effect on the skeletal structure of the city. Finally, information technology is of great importance in increasing the speed and accuracy of different activities of organizations and in raising their productivity.         Today, information and communication technology has extensive effects on economic and social variables at the micro and macro level, among which what is most important is its impact on economic growth and the issue of employment and unemployment. The purpose of this research is to investigate the impact of selected indicators of information and communication technology (FAVA) on the economic growth and unemployment of MENA countries. For this purpose, this research is specified and estimated based on the econometric model in the framework of panel data using fixed effects (FE) and the FGLS model for the years 2000 to 2019. The findings show that the variables of Internet penetration rate and mobile phone SIM card subscription rate have a significant positive effect on the economic growth and increase in the real per capita income of MENA countries, and on the other hand, they have a negative and significant effect on the unemployment rate of these countries; The fixed internet (and fixed telephone) subscription rate variable does not have a significant effect on the economic growth and unemployment rate of these countries. Also, according to the results, economic growth has a negative and significant effect on the unemployment rate, and Okan's law is true in these countries. Although the coefficient of calculation in this research is less than the value of Okan's calculation and this indicates the importance that the growth of GDP in MENA countries is less job-creating, which can be due to the fact that the economic growth of these countries is due to oil and natural resources. knew Therefore, it is necessary to increase the penetration rate of the Internet among the citizens of the MENA region, international institutions (World Bank, United Nations, etc.) should support the weak countries of the MENA region by granting free and low-interest loans in order to expand ICT.         The purpose of this study was to investigate the role of information and communication services offices (urban and rural communication and information technology) in economic development among users of Qazvin province. The method of this study is survey and quantitative, for which a questionnaire was used to collect information. The sample included 400 users of the urban and rural communication and information technology (Qazvin province) who have been selected by multi-stage cluster sampling. Research findings show that the villagers believe that the urban and rural offices of information and communication can have positive effects on different economic aspects. Also, the research findings indicate that there is a positive correlation between economic development and performance of the offices of information and communication services in urban and rural areas of Qazvin province (r = 0.46). In Qazvin province, there are correlations between economic development and variables of user awareness of the performance of ICT offices (r = 0.421), the use of sample individuals from ICT offices (r = 0.359), the access level of these individuals to the ICT offices (r = 0.58).         The impact of the development of information and communication technology on the labor market and social security has been the focus of international labor and social security organizations. This study examines the impact of ICT on Social Security Resources in the context of Iran’s economy during the period 1999 to 2019, using the Stochastic Dynamic General Equilibrium (DSGE) model, focused on duality of labor market (formal and informal).  The results of the study show that the development of information and communication technology affects social security resources by changing the structure of employment. A survey on the variables response to the positive impulse of ICT shows that the further increase in job opportunities in the informal sector provides more access to jobs in this sector and increasing in the participation rate, the number of informal workers increases. The finding show increasing in informal employment causes an increase in the lost resources of social security. Based on the results, it is suggested that policymakers and insurance funds develop flexible programs in order to expand insurance coverage and support informal workers with the participation of employers and the government.         Todays, quick and increasing development of information and communication technology and its usability in different fields of organization, creates a new approach which is called electronic human resource management. Human resource considered as a growth and survival pillar of the organization and has a basic role in organization effectiveness. Therefore, this investigation aims to evaluate the role of electronic human resource management on organizational effectiveness in educational organization of Golestan province. The investigation was descriptive-survey. Statistical population of research was managers, assistant directors and educational experts of educational organization department and townships of Golestan in educational year of 2015-16 which was 643. Sampling method was stratified random based on organizational post. By using Cochran formula, and after drop out, 226 persons participate in the investigation as sample. Data gathering instruments were researcher made questionnaires which their validity was confirmed by experts and their reliability was obtained 0.97 by Alpha Cronbach coefficient. In order to data analysis in inferential statistics level, a statistical software SPSS proportional to data assessment and statistical assumption, one sample t test was used. Results revealed that electronic human resource management was affected organizational effectiveness, and using informational and communicational technology in planning, employment, training and development, performance evaluation and human resource maintenance will promote organizational effectiveness in Golestan province educational organization.         The aim of this study was to determine the factors influencing the application of information and communications technology and the contribution of each factor among the faculty members of Ardabil University. The research method was descriptive-correlational type. The statistical population included all faculty members in Ardabil Universities in 2015. According to the Morgan table, a sample of 225 subjects was selected through stratified random sampling method. Data collection was done using an ICT questionnaire. Its validity was confirmed by specialists and the reliability of the instrument was calculated 0.94 by using Cronbach's Alpha Coefficient. Data was analyzed by using SPSS software. The results of exploratory factor analysis indicated 9 factors that explain %63.563 percent of the variance of information and communication technology. Regarding the background and literature of the research, the factors were named as technical and environmental factor, economic factor, educational factor, skill and expertise factor, individual factor, software factor, human and managerial factor, attitude factor, and factor of ability to use and learn English. The most important factors according to the faculty members participating in the research included the technical and environmental ones with the highest level of contribution in explaining the variables with a value of 30.671.         The study aimed to assess the level of internet skills of high school teachers and its impact on their professional skills. Method of research was descriptive survey. The statistical population was all teachers of secondary school (10250 people) which among them, 412 people were chosen based on Kerjecie and Morgan table by using multistage cluster sampling method. In order to collect data, a multiple choice test with 10 questions used to assess Internet skills of teachers (difficulty index=0/46) and a questionnaire with 20 questions to assess professional skills of teachers (=0/85) was used. Data were analyzed by using two independent t tests and ANOVA with SPSS software. Results showed that, Internet and professional skills of teachers were moderate. Also, ANOVA and Schefe post hoc test showed that teachers with high level of Internet skill, had high professional skills. Professional skills of teachers in educational technology (%73/19), instructional design (%63/35), teaching method (%57/77) and academic evaluation (%59/70) was the maximum amount of skills respectively.         The purpose of this research was to study the relationship between the use of information and communication technology (ICT) in teaching and perceived educational justice and trust. The research methodology followed a descriptive correlational approach. The statistical population included all second grade students of smart schools in Isfahan during 2015–2016 (N=15,000). According to Krejcie and Morgan table, 372 individuals were randomly selected using multi-stage cluster sampling. The instruments of the research were three questionnaires: A researcher made questionnaire focusing on ICT in teaching, including 15 items (α=0.89); a questionnaire focusing on the role of ICT (computer and Internet) in ensuring educational justice, with 40 items (α=0.92); and a researcher made questionnaire focusing on educational trust, with 20 items (α=0.94). The data was analyzed using descriptive statistics (mean and percent) and inferential statistics (Pearson’s correlation coefficient, the Kolmogorov–Smirnov test, one-sample t test, and multi-variable regression) through SPSS 20. The results revealed that the situation of ICT in teaching was above average, the situation of educational justice was slightly below average, and the situation of educational trust was also above average. Moreover, the results of the correlation coefficient revealed that there were positive and significant relationships between the use of ICT in teaching with educational justice and trust (P<0/05). The results of the multiple regressions revealed that the use of ICT in teaching and its dimensions can predict the level of educational justice and trust. Manuscript profile

        The present study was conducted to determine the relationship between skills and competencies of the application of Information and Communications Technology and psychological empowerment. This study was applied in terms of the purpose and correlational in terms of the method. The population was all employees with associate degree and higher in Administration of Cultural Heritage, Handicrafts and Tourism in Isfahan, the number of whom was 165 in 2014. Among these subjects, 103 subjects were selected as the sample by stratified sampling using Cochran formula. To collect data, a researcher-made questionnaire of skills and qualifications of the application of Information Technology and Communications with reliability 0.85 and Spritzer psychological empowerment questionnaire (1996) with reliability 0.81 were used. Data analysis was performed with the help of inferential statistical methods including Pearson correlation coefficient and multivariate analysis of variance through software SPSS. The results showed that there was a significant relationship between skills and qualifications of the application of Information and Communications Technology and psychological empowerment of employees (P<0.01, r=0.269). Also, a significant relationship was found between general skills and psychological empowerment (P<0.05, r=0.247), between specialized skills and psychological empowerment (P<0.05, r=0.195), between cognitive competencies and psychological empowerment (P<0.01, r=0.283), between functional competencies and psychological empowerment (P<0.05, r=0.253). But, no significant relationship was found between emotional competencies and psychological empowerment (P<0.05, r=0.052). Manuscript profile

        The aim of the present research was to study the relationship between application of information and communication technology and university staff empowerment. The study was applied, and in terms of method, was descriptive, correlational. The statistical population was all employees in the staff field of Islamic Azad University of central organization, Science and Research Branch of Tehran and Tehran Center Branch that included 225 persons in academic year of 2012-2013. Among them, 143 people were selected as the sample population based on Cochran formula, by stratified sampling method. The research measuring instrument consisted of two questionnaires: 15 questions for information and communication technology and 35 questions for empowerment, prepared based on five point Likert scale. The reliabilities of the questionnaires were calculated based on Cronbach alpha and were obtained 0.925 for information and communication technology and the 0.928 for empowerment questionnaire. Data analyzed using descriptive and inferential statistical techniques such as Pearson and Spearman correlation coefficients by SPSS software. The results showed that there was a significant correlation between the application of information and communication technology and components of empowering employees (improving employee performance, independence and freedom of action, feeling of decision- making responsibility, occupational diversity, self-controlling and professional ability, willingness and development of staff).Among the dimensions of empowerment, the component of improving employee performance had the most correlation, and the component of self-controlling had the least correlation with information and communication technology.         The purpose of this article was to measure guidance and high-school students' satisfaction and success of distance- education schools in developing the culture of using ICT tools and the effectiveness of distance education in students'     self-learning. This was an evaluation study. The statistical population was all distance-education schools in Iran at 2012. A total of 42 schools were assessed in 6 provinces and 875 questionnaires were completed. Three questionnaires at Likert Scale were used. One scale consisted of 26 items to measure students' attitudes towards distance education, another scale consisted of 9 items to measure students' attitudes towards self–instructional learning and, finally, another consisted of 21 items measuring employees' attitudes towards school success in promoting the culture of information and communication technology. Cronbach coefficient for the tools was 0.63 to 0.96. The face validity of questionnaires was desirable according to two of the most experienced professors in distance-learning. Results showed that distance education had been more successful in deprived provinces. Educational satisfaction was favorable in both groups of students but the high school students' satisfaction was higher than guidance students'. Promotion of the use of educational technology was less than acceptable rate. The degree of failure was different in different areas due to their amount of access to facilities. Studying at distance- learning schools had a positive effect on students' self-learning. Manuscript profile

The research method was descriptive survey. Statistical population was all secondary school managers of Mazandaran province. Based on Krejcie and Morgan, sample size determined 238 individuals (149 female and 89 male), who were selected through stratified random sampling method. Information gathering tool was educational justice questionnaire with 40 questions which were answered by the managers. The questionnaire involved the effect of information and communication technology on educational justice in four dimensions: availability broad development, individual learning flexibility, environmental learning flexibility and feedback presentation. Content validity of the questionnaire was confirmed by specialists’ perspective, and the reliability, using Chronbach's Alpha Coefficient, was calculated 0.82. The collected data was analyzed using one sample t test. The research results showed that ICT was influential on educational justice via availability broad development, individual learning flexibility, environmental learning flexibility and immediate feedback presentation.         The aim of this study was to investigate the viewpoints of teachers on barriers to applying information and communications technology in the process of teaching and learning. With respect to the purpose, this research was applied, and its method of performing was descriptive-survey. By means of simple random sampling method, and using the Cochrane formula, 240 people were selected as the sample. The data collecting tool was the researcher-made questionnaire consisting of 42 questions. The opinions of education experts were used to determine the validity. Via Cronbach Alpha and using the SPSS software, the reliability of the questionnaire has equaled 0.86. In order to analyze the questions of the research and indentify barriers, exploratory factor analysis method has been used. The research results indicated that the barriers to applying ICT in teaching and learning process involve six factors: Physical infrastructure weakness, managerial infrastructure weakness, weakness of support services for teachers, lack of teachers’ cognitive preparation, lack of training for teachers to teach the new model of teaching, and lack of technical lesson planning and teachers’ cultural readiness.         This research reviewed the relationship between information and communication technology and cultural engineering at Islamic Azad University. The method of the research was descriptive- correlational. The statistical population of the study was managers and employees of Islamic Azad University, Sari Branch in 2013, among which a sample of 22 managers and 120 employees were selected through stratified random method. The data collecting tools were two researcher made questionnaires including information and communication technology questionnaire and cultural engineering questionnaire. Pearson correlation coefficient and regression were used for data analysis. Results showed that there were the highest correlation between information and communication technology and core values of cultural engineering (0.68), cultural engineering strategy components (0.67) and the cultural engineering leadership (0.64) and there were the lowest correlation between information and communication technology and success standards in cultural engineering (0.51). In general, Findings revealed a relationship between information and communication technology and cultural engineering at university.         The purpose of this research was to study the relationship between the use of Information and Communication Technology (ICT) and the adaptive performance with mediating role of psychological empowerment among employees of Shahid Chamran University. The study was applied in terms of purpose and based on method was descriptive, and correlational in terms of its nature. The statistical population included all staff of Shahid Chamran University. According to Krejcie and Morgan table, 252 individuals were selected using simple random sampling method. Data were collected through three standard questionnaires including: information and communication technology, psychological empowerment and adaptive performance questionnaire. SPSS18 and lisrel8.5 software's were used to analyses the data. Hypotheses were analyzed by structural equation modeling. The results of the hypothesis test showed that there was a positive and significant relationship between the use of ICT and psychological empowerment. There was positive and significant relationship between the use of ICT and adaptive performance. There was a positive and significant relationship between the use of psychological empowerment and adaptive performance.         The purpose of this research was to identify and explain the preventing factors in the use of ICT in universities from the graduate students’ perspective at the University of Sistan and Baluchestan. This research adopted a descriptive cross-sectional study particularly using structural equation modeling. The statistical population comprised all graduate students of the University of Sistan and Baluchestan in 2013. A sample of 350 students was selected through simple random sampling method using Krejcie-Morgan table. The data gathering tool was a questionnaire designed by the researchers, the validity of which was confirmed by specialists and experts and its reliability was estimated by Chronbach's Alpha coefficient (0.85). The data collected from the questionnaires were analyzed using Exploratory and Confirmatory Factor Analysis. The major results of the study indicated that from students’ prospective of the University of Sistan and Baluchistan, Seven general factors including economic, personal, educational, technical, subjective norm, environmental and attitudinal factors were explained. Also, among the factors identified, the subjective norm and economic factors with the respective factorial load of 0.81 and 0.44 had the maximum and minimum impact on preventive impact in the use of Information and Communication Technology.         The present study aimed to study the relationship between teachers' ICT literacy and the academic achievement of fifth grade students in Tehran. The research was descriptive in nature and correlational method was used as the design of the study and data collection method. The statistical population of the study included all teachers of fifth grade in Tehran primary schools who were 2669 in 2014-15 academic year. Based on Krejcie and Morgan table and by using simple random sampling method a sample of 338 was chosen. In order of data collection a researcher made questionnaire was used. The content and face validity of the questionnaires was evaluated and confirmed by researchers. Reliability of the survey was explored and the calculated Cronbach Alpha was 0.949 and 0.903 for ICT Literacy scale and Academic Achievement questionnaire respectively. For data analyzing Kolmogorov–Smirnov test, Pearson correlation coefficient and stepwise multiple Regression tests were used. The findings of the study indicated that there was a significant correlation between teachers ICT literacy, and students’ academic achievement.         In the present era, having access to information and using it effectively is considered as a fundamental principle in the social and professional life of everyone from different groups of society. In this case, information literacy is a means of communication in the world. The aim of this study was to investigate the relationship between instruction of information literacy and academic performance of M.A. students in Islamic Azad University, Roodehen branch. The research method was descriptive and correlational. The statistical population was all M.A. students of pedagogy, consulting and psychology generally (N=688). 242 subjects were determined as sample through Krejcie and Morgan table and selected randomly by using stratified sampling method based on field of study. To collect data, a researcher made questionnaire was used.Content validity of the questionnaire was confirmed by professors and professional experts. The reliability was estimated 0.79 using Cronbach's alpha. To study and analyze the data, descriptive and inferential statistics such as Pearson correlation coefficient, two-way ANOVA and multiple regressions were used. The results of the survey showed a significant relationship between instruction of informational literacy (to find, to use and to be motivated) and M.A. students’ academic performance and %10.5 of the improvement in students' academic performance was due to their instruction of informational literacy. The method used within this research is an applied method in terms of its purpose and in terms of its implementation, it is a combination or a mixed type. The statistical population under study were the science textbook and the teacher’s guidebook. The components and indicators were both extracted from the junior high school science textbook and the teacher’s guidebook.         The research aims to identify the challenges and opportunities of ICT application in smart school, the main purpose of which is to present a series of changes in smart school .The research population of smart schools was selected from different regions of Tehran in the first and second grade. This research has been conducted in the framework of a qualitative approach using educational ethnographic research method and data collection, observation in researched smart schools and semi-structured interviews. In order to obtain the desired data, there are 19 selected members and 3 members of the site and 2 selected members. The data were analyzed by data analysis using the thematic analysis of the categories used to describe and explain the phenomenon under review, which is in accordance with the laws and regulations of the ICTs. The two main categories are each subdivided into 12 subcategories: 3 sub-categories of opportunities,4and5sub-categories of challenges. Opportunities include: managing and supervising smart schools, producing appropriate online evaluation models. The Challenge-Hashamel: Documentation, Complexity, Weaknesses are the Elements of Smart Schooling.         The purpose of this study was to analyze the effect of information technology on the educational and research performance of faculty members of the University of Science and Technology and the Faculty of basic sciences at the Medical Sciences of Mazandaran University of Medical Sciences. The present study was a descriptive-analytical survey. The statistical population included 80 faculty members of the two universities all of who were selectedas the study sample. In order to collect data, three questionnaires of information technology (Bazargan, 2012), educational performance and research performance (Aghatabar et al,2020) were used, the reliability of which were 0.86, 0.84 and 0.82, respectively. The face and content validities were confirmed by experts. The descriptive statistics, regression analysis and t-test in SPSS 22 software were used for data analysis. The results showed that the use of information technology in both universities was moderate. The educational performance of faculty members in both universities was satisfactory. Research performance in the Faculty of Medical Sciences of Mazandaran University of Medical Sciences was relatively desirable and in Mazandaran University of Science and Technology was less desirable. Among the components of information technology, only the component of Internet use predicted the educational performance of faculty members. Manuscript profile

Data collection tools were standard questionnaires of Mahmoudi (2013), Patterson (1970) job performance and Zhang and Sharifi (2002) organizational agility questionnaires. The validity of these questionnaires was confirmed by experts, reliability was calculated through Cronbach's alpha coefficient. The value for information and communication technology was 0.96, job performance was 0.84 and organizational agility was 0.90%. Spss and Pls software were used to analyze the data. The results showed that there is a relationship between information and communication technology and job performance with the mediating role of organizational agility. There is a relationship between ICT and professors 'job performance. There is a relationship between organizational agility and professors' job performance. The statistical population of this research is the previous available researches in the field of knowledge management and the criterion of statistical sample size is theoretical adequacy. after designing a research question, a systematic search was examined during the years (2000 to 2020).         The present study aimed to investigate the causal relationships between the structural Components for the development of the Iranian higher education system with a future study approach. In terms of purpose, this research is an applicable one that was prepared with a mixed method with the exploratory design. In the qualitative part, the statistical population of the study consisted of experts of the futures study panel, and in the quantitative part, included faculty members and staff of Islamic Azad universities in Region 3 of the country, 20 people and 5878people, respectively. In the qualitative part of the purposive sampling method, 15 people and in the quantitative part with the combined cluster and stratified sampling method and based on the Cochran''s formula, 361 people were selected as the sample. A researcher-made questionnaire was adopted to collect data. The face and content validity of the instrument(0.881) as well as the combined reliability(0.932) and Cronbach''s alpha(0.922) coefficient were approved by experts. Exploratory and confirmatory factor analysis tests were used to analyze the data.         This study aimed to assess the blind usage of ICT and special information media for meeting the information needs. Regarding the purpose, this research was applied and regarding the data collection, it was analytic which conducted in 2012. The statistical sample size determined based on the Krejcie & Morgan table was 384. The data was collected using a researcher made questionnaire with 0.85 reliability coefficient. For data analysis, descriptive statistics such as mean, standard deviation, percent and inferential statistics including the Friedman test and Binomial test were used. Results of the study of certain information media showed that item "listening" had the highest usage and items "Podcast" and "Vodcast" had no application. Most of the blind people's use of special information resource was "listening" and the lowest use of information resources of the blind people was "talking". More than half of the blind people used lower than the average size of Information Technology (electronic and internet resources). The most frequently used of the tool and technology for the blind people was "computer" and least used was "blog design and blogging". From the viewpoint of the blind people, the most resources required for training and guiding were the use of special software; guidance of librarians and talking books and the minimum of needed resource was "self-training".         Information and communication Technology (ICT) has the potential to enhance access, quality and effectiveness in education. The purpose of this research was to examine challenges in applying information and communication technology in teaching and learning processes from the viewpoints of faculty members and post graduate students at Isfahan University and Isfahan Technical University. In this research, the challenges were studied in the framework of Organizational Elements Model (input, process, individual and organizational outcomes). The method of the study was descriptive and a classified sampling method suitable for the population was used. The statistical sample included 110 faculty members and 131 postgraduate students. The main instrument for collecting data was the researcher- made questionnaire including 62 close ended questions. The reliability of the questionnaire was estimated through Cronbach Alfa coefficient (a = 0/88), and the validity was confirmed by the related experts. Statistically, research findings (at the level of P <0/05) indicated that individual and organizational outcomes were not challenging while input and process (above average level) were challenging from both faculty members and post graduate students viewpoints. The results also showed that there were differences between faculty members’ viewpoints and post graduate students regarding input challenges and the application of ICT in teaching learning processes.  Manuscript profile

        The purpose of this research was to investigate the effect of information and communication technology on self-efficacy and social adjustment of female students of Islamic Azad University, Sari University in Sari. The present study was applied in terms of purpose and in terms of collecting descriptive information of correlation type. The statistical population consisted of 400 female students of Islamic Azad University of Sari, Faculty of Humanities. A simple random sampling method was used and 205 people were selected as the sample using Krejcy & Morgan table. The methods for collecting library and field information were. The data gathering tool for information technology was a standard questionnaire by Moghimi et al. (2012) with a reliability of 0.79 for self-efficacy of Jink and Morgan (1999) and 0.81 for social self-efficacy (Pique and Visman (1999) questionnaire for reliability). 0.87 was used. Validity of the questionnaires was confirmed by experts and experts. Data analysis was performed using descriptive statistics (frequency distribution tables, columnar and mean, standard deviations) and inferential (Kolmogorov-Smirnov test and t-test) by SPSS software. The research findings showed that ICT has a positive and significant effect on students' adaptation. Information and communication technology has had a positive and significant effect on student self-efficacy. Self-efficacy has a positive and significant effect on students' adaptation. Data was collected by three questionnaires: effectiveness questionnaire, Torrance creativity questionnaire, and a researcher made information and communication technology questionnaire. Validity of instruments was reviewed by internal consistency method, and its reliability was calculated through Cronbach Alpha, which was 0.85 for effectiveness questionnaire, 0.70 for creativity questionnaire and 0.91 for information and communication technology questionnaire. The most important results of the study showed that there was a significant difference between effectiveness of teachers who used internet and those who did not use it.         This study was done to evaluate education system of teacher training in the age of information and communication technology (ICT) based on the analysis of its philosophical and social bases from the teachers and students perspectives in academic year of 2010-11. The present study is descriptive one and of a survey type. Its statistical population includes all teachers in the educational system and student- teachers studying in Islamic Azad University and other training centers of educational system. Based on Morgan table, 349 people were selected as the statistical sample through random stratified sampling method. A researcher made questionnaire which included items based on philosophical and social concepts in educational system of teacher training was used as instrument for data collection. The collected data were analyzed using U Mann Whitney and two independent group t test. Results showed that there is a significant difference regarding the philosophical bases of educational system teacher training between student teachers and teachers.         The purpose of present research was to compare and rank the amount of  familiarity of faculty members and university students with ICDL skills in the Islamic Azad Universities of Mazandaran province. The research was a survey- descriptive and the statistical population included 2150 faculty members and 68091 students of the very large Islamic Azad branches. The statistical sample was determined by the Krejcie and Morgan table, and 327 faculty members along with 384 students were examined as a sample. To select the sample, the multi-stage clustering random sampling method was used. A researcher-made questionnaire was used for gathering the data. The  Mann- Whitney U test was used to compare the amount of familiarity with information and communication technology and ICDL skills between two groups of faculty members and students. Freedman test was used to rank them. The results showed that there was a difference between the faculty members and students in all subgroups of ICDL skills, and faculty members had more familiarity with ICDL skills than the students.         This goal of the present research was to study the effect of ICT on self-efficacy and motivation of first-year girl high school student in mathematics in Izeh. The research method was quasi –experimental one. Fourty (40) first-year girl high- school students were selected through multi-stage cluster random sampling method and were randomly divided into control and experimental groups. The instruments used for data-gathering were Matthias Jerusalem and Schwarzer Ralph self-efficacy questionnaire, Valrand motivational questionnaire for pretest and post-test, and follow-up one. The experimental group was taught mathematics electronically through multimedia-software for 9 weeks, and the control group was taught traditionally, through teacher- based instruction. Both groups were tested in terms of self-efficacy and academic motivation after the training. Re-test was performed two months after the training. By the use of repeated measures, the results showed that there was a significant difference between two groups based on their academic motivation and self-efficacy. The experimental group had better performance in both tests than control group. The results also revealed positive impact of multi-media on self-efficacy and academic motivation. Manuscript profile

        The present research is a quasi–experimental one with the aim of determining the effect of information and communication technology- based (ICT-based) teaching method in creating sustained learning in experimental science course of third grade secondary school students in Ramsar in 2010. The statistical population included all the third grade secondary school female students about 395 people. Considering the statistical samples available, 50 subjects were selected and divided into experimental and control groups based on random sampling method. To evaluate the comparative effectiveness of ICT-based teaching method and traditional one on students’ sustained learning, a retest was administered in two phases. The first phase was done one month after the initial administration, and the second one was done after three months. To perform ICT-based teaching methods, classes were arranged with two students, each class was given a computer which was connected to the others and to the main computer (that of the teacher) in a network. To control the users and for the purpose of class management," Net School Support" software was used and the subject matters were presented in three different ways: a) electronic content produced by the teacher, b) connection to internet, and c) the use of educational software's. Analysis of the obtained data was done with SPSS software, and the statistical method used t test two independent groups. The results of the research confirmed the effect of ICT-based teaching method in creating sustained learning in experimental sciences course in third grade secondary school students. The research instruments were SMS addiction and social anxiety questionnaires. Both descriptive and inferential statistical methods were used to analyze the data. The results showed that the students were addicted to SMS and suffered from social anxiety. There was significant relationship between SMS addiction and social anxiety among students.         The purpose of the research was to study the relationship between digital divide and computer anxiety in university students. The research method was a descriptive-correlation one. Statistical sample included 373 university students at both B.A. and M.A. levels in Sari Islamic Azad University selected from human science, technical, engineering and medical science majors. Sampling was done in a random-classified way. Two questionnaires were used for gathering the data, one for measuring digital divide and the other was used to assess the amount of computer anxiety. Data analysis was done through SPSS software along with statistical methods such as Pearson correlation coefficient, two independent groups t-test, Variance analysis, Duncan’s Post Hoc test, and Regression. Results showed that there was a significant reverse relationship between computer anxiety and the availability of information and communication technology, skill in using internet and computer, the amount of using internet and computer and attitude toward internet. Digital divide was different among various groups of students depending on their gender and major, but no difference was observed based on their age and educational level. The indexes of effective use of ICT in universities and educational centers which had been recognized in previous researches were considered as the variables of research. In this study, the relationship among indexes of using ICT in the society under investigation (Islamic Azad University Tabriz Branch) was investigated. Data collection was done through two researcher-made questionnaires whose validity and reliability were examined through content validity and retest method respectively. The final analysis of the data was performed by means of MATLAB software. Final results showed the importance of creativity index in applying ICT. This index (creativity) was recognized with high influence ratio from others. Also, the results showed that creativity and participatory style had the highest influence ration among other investigated indexes. In this descriptive- survey research, a sample of 235 were randomly selected among 750 populations for collecting data. Research data collected by using self- developed questionnaire.         The aim of this paper was to examine the relationship between environmental education and e-readiness of owners and managers of agricultural enterprises in Kermanshah and Ilam provinces. This paper was an applied one in terms of its goal, and a descriptive-correlative in terms of its method. Participants of this study were 202 owners and managers of agricultural SMEs of Kermanshah and Ilam provinces who have been selected based on stratified sampling method. For gathering data, the researcher-made questionnaire and a modified version of digital Literacy of Washington University was used. The validity was obtained by the ideas of professors of extension and rural development of Razi University. Reliability was assessed by calculating the cronbach alpha. It can also be observed that acceptable values were obtained in all cases. In order to analyze the data, one sample t test, Pearson correlation and multiple regressions was used.         The aim of this study was to examine the relationship between the amounts of using ICT by teachers with their performance in teaching- learning process. The research method from data gathering point of view was descriptive (correlational) one, and in terms of purpose was an applied one. The statistical population included all 12571 teachers' busy teaching in girl high schools in Tehran. 375 subjects were chosen as the sample based on Cochran's formula and through random sampling method. Two researcher-made questionnaires were used for data gathering. The data were analyzed by descriptive and inferential statistics including K-S, Pearson correlation coefficient, regression and ANOVA using SPSS software. The results showed that there was significant relationship between the amount of using ICT by teachers with their performance in teaching-learning process, and 60/6 of dependent variable (teacher's performance) can be explained by the use of applied soft ware, the use of data base, and the use of internet.         The aim of the present research was studying the effect of combining problem-based learning with information and communication technology on the development of content knowledge and pedagogical skills of student-teachers of teacher training center. All student-teachers of Shahid Bahonar Teacher Training Center of Hamadan province in 2011 were selected as population of the research, and of them, two groups of primary education major were chosen as the sample. The methodology of the present research was quasi-experimental, and the pretest-posttest design with control group was employed. In the control group, a program was generated by the teacher-trainer using Power Point software, and through that program, the student-teachers were taught how to teach mathematical concepts using problem solving and discovery learning methods. In the experimental group, after collecting information and devising their plan based on problem solving and discovery learning methods, the student-teachers were required to teach mathematical concepts in Power Point environment. In fact, the issue they were dealing with was how to design a dynamic program by means of which their students were enabled to discover concepts. The procedure of carrying out the research lasted for two weeks. So, after performing the research, both groups were given theory and practice tests in the fields of content knowledge and pedagogical skills. The analysis of the results of two tests (theory and practice) by means of independent-sample t test showed that knowledge and skill performance of student-teachers who had combined problem-based learning with ICT in order to solve the problem was better than the group who had merely employed the ICT.         Social capacity making refers to a set of assets within a community which can include the resources needed to accomplish particular tasks or awareness, expertise, and leadership for an event. The objective of this paper is to analyze the role of information and communication technology on social capacity making in rural areas of Meshkin Shahr. This study was developmental and also, descriptive and analytical research in terms of the purpose and nature. Population of this study included all villages with Rural Information and Communication (ICT) offices of Meshkin Shahr. For estimation of sample size, Cochran sampling method was used with 95% confidence level. In this research, data collection method was used to answer the research questions in both documentary (secondary data) and survey (primary data) and the tools used in the survey method were questionnaire and interview. Validity of the questionnaire was confirmed by experts. Guidance study in the same area as the population was done with 30 questionnaires and the reliability of the various sections of the questionnaire was 0.71-0.84 by data obtained and using the special Cronbach Alpha formula in SPSSsoftware. Finally, the results of the research showed that there is a significant relationship between all variables of research and enjoying the information and communication technology services, except for the variables of social cohesion and social services.         Nowadays, rapid environmental, organizational and technological changes create a complex competitive environment for organizations and, on the other hand, by promoting productivity for sustainable development, the people's society is promoted qualitatively. In this regard, we are currently investigating and providing information technology in the field of sustainable development of rural areas of Zanjan. The type of research is applied in terms of purpose and in terms of the nature and methodology of descriptive-analytic. The population of the study is rural households with ICT offices in seven provinces of Zanjan province. In 1394, Zanjan province has 226 villages with offices for information and communication technology. In order to study accurately, 10% of the villages that included 22 villages were studied as the study village. In order to select 22 of the studied villages, 226 villages with ICT offices were divided into 3 groups according to the percentage of family households. Then, according to the number of households in each class, the share of each family and village was determined. In this study, data collection method was used as a library and field questionnaire. Data were analyzed using descriptive statistics (mean and standard deviation) and statistics statistics (SWAT). Research findings show that the final score of weaknesses and weaknesses and the final score of opportunities and threats for the strategic development of information and communication technology represent the choice of strategic competition.         Many countries of the world consider the development of information and communication technology as one of the most important development infrastructures, including the impact on organizational agility through information collection and management. In this research, the aim is to analyze the impact of external variables of information communication and technology on organizational agility in Khuzestan University of Agricultural Sciences and Natural Resources. The research was applied in terms of type and purpose and descriptive-correlational in terms of obtaining data. The statistical population consisted of 100 faculty members of Khuzestan University of Agricultural Sciences and Natural Resources. With the help of Krejcie and Morgan table and simple random sampling method, a sample of 80 people was determined. To achieve the results, data were collected using a researcher-made questionnaire (ICT Questionnaire and Organizational Agility Questionnaire). The validity of the questionnaire was done using the opinions of university faculty members outside the target community and the reliability of the questionnaire was confirmed using Cronbach's alpha coefficients (α = 0.96), which was distributed among the sample and the results were analyzed. Data were analyzed using SPSS and LISREL software. According to the research findings, the effect of management variables, rules and regulations and software technology is equal to 3.76, 2.71 and 5.63, respectively. The results showed that among the effective variables, management variables, rules and regulations and software technology have a greater impact on organizational agility in the university.         Information and communication technologies (ICTs) are increasingly influencing human beings and are changing our attitudes towards these technologies. The purpose of this article is to understand the factors influencing the use of ICTs in agricultural extension through a descriptive research method. The populations were 320 individuals of agricultural Extension Workers (EWs) of Isfahan province that 200 people selected as a research sample. The reliability of self-completion questionnaire according to pilot test and calculating Cronbach’s alpha for four part of the instrument was 82.6-87.8. The results revealed that the EWs have a positive attitude toward using ICT. They mostly viewed it as a useful tool for extension, which can potentially save money and time and extension. On the ranking of principal areas of applying ICTs by EWs “typing letters/report”, “prepare and protect file on process basic agricultural and rural information”, had most usage. The main result of the study revealed that the EWs approximately use ICT quite a bit. Also, the EWs with high school diploma degree used ICT less than the EWs with MSc degree and the EWs with 5 years and less experience had higher ICT application than the EWs with 15-16 year experience.         The benefits of Information and Communication Technologies (ICTs) for agricultural extension purposes and activities are obvious. The main objective of this article is to identify encouraging and discouraging factors in application of ICTs in agricultural extension in Isfahan province of Iran. This study investigated areas of ICTs application by Extension Workers (EWs), too. The research design was a descriptive method. The population includes 320 Isfahan province EWs that 200 person were choose by census and stratified sampling methods. In our contribution we focused on finding. Face and content validity of the questionnaire was established using a panel of experts consisting of faculty members in the Departments of Agricultural Education and Extension, Tarbiat Modares University and extension officers in the Isfahan Province Agricultural Jihad Organization. Cronbach's Alpha to estimate the reliability of the instrument was among 82.6 - 87.8.         Objective: The purpose of this study is meta-synthesis the communication skills (verbal, non-verbal and interpersonal) and information (software, hardware, network, communication technology) of librarians to improve public library services.Methodology: To achieve the purpose of the research, the combined method, which includes the simultaneous use of meta- Synthesis technique and content analysis, Delphi technique, structural validity and modeling has been used. The statistical population consisted of 327 librarians in Khuzestan province in 1398. By proportional attribution sampling method, 175 people were selected and 129 concepts in the field of information skills and 95 concepts in the field of communication skills were selected and then these concepts were implemented by implementing three stages of Delphi technique with reliability. 0.97 and validity (0.90) has been obtainedResults: The descriptive findings of the study showed that the means of communication skills and information skills are equal to 0.98 and 0.86, respectively, at the desired and relatively desirable levels. In this study, the role of three variables of gender, age group, educational status among librarians was discussed and it was found that among these factors, "information and communication skills" among different libraries and educational status, respectively, according to the level of significance /042 and 0.34.Conclusion: The situation of information and communication skills of librarians in public libraries of Ahvaz province is at a relatively good level. Courses and workshops should be held for better knowledge of information and communication skills and the ability to learn to work with information and communication software to improve librarians' skills. Methodology: This is an applied research according to its objective, and has a survey-descriptive (non-experimental) research method regarding data gathering method (research plan). The tool considered for collecting information is questionnaire. The statistical community of this study is Cultural Managers which totally include 287 managers. Stratified Random Sampling method was used in selecting the sample and 73 of abovementioned individuals were chosen as the sample size. Findings: In general, findings of the research indicate that the use of ICT is effective on the improvement of managing cultural services, increase in efficiency of cultural managers in course of the client-centric principle, decrease in cost and increase in speed of providing cultural products and services. Findings: Results show no significant relationship between Organizational Intelligence and Information Technology in level (P<0/05). But results show there is a significant relationship between components of inclination for change and union and compatibility with Information Technology in level (P<0/05). Conclusion: To have the desirable level of inclination for change and union and compatibility between librarians is one of the basic components of Information Technology in libraries. The aim of this research is to investigate the present state of information and communication technology usage on the basis of managers and librarians’ attitude in the Organization of Libraries of Astan Quds Razavi. Findings: The research findings showed thatfactors affecting high usage of ICTs are ICT training, allocation of budget, and ICT infrastructure; ICT is used well in acquisition and organization departments of the organization; ICT usage causes increased quality of acquiring and organizing information resources and services.         Various research shows different results of the impact of Information and Communication Technology on countries' economic growth. The reason for this is the use of different variables as well as different calculation methods. In this article, we examine the impact of Information and Communication Technology on economic growth in Iran between the ages of 1989 and 2019. This research is conducted by Auto Regressive Distributed Lag Model (ARDL) on the production function, which uses ICT investment as an explanatory variable. Unlike most studies based on recent 10 years data, this study examines 30 years data. Estimates of this study show that the impact of Information and Communication Technology on economic growth is positive and significant and nearly 0.12%, but it is insignificant to the impact of Labor Force and Energy Consumption on economic growth. The impact of the Labor Force was 1.17% and Energy Consumption of nearly 1%, and it also found that Capital Stock has a positive and non-significant effect on economic growth in recent years.         This study examines the challenges and presents operational strategies for implementing the effects of information and communication technology and institutional requirements and its realization in Iran. For this purpose, a framework hasbeen selected including four main dimensions: context (institutional regime and economic structure), human capital, information & communication technology, and the dimension of innovation and entrepreneurship. The research method was library studies, documentation and content analysis techniques. An examination the current situation shows that despite the various rules and regulations in development plans, there is still a long way to go before a comprehensive & coherent legal framework for moving towards a knowledge-based economy. The development human capital and information and communication technology have a more acceptable situation in the current legal framework compared to the previous two pillars. Also, using the competitiveness method of the World Economic Forum, structural reforms have been prioritized to establish a knowledge-based economy.         Today, the rapid development of technology, has introduced smart all organizations and communities. The concept of smart tourism is an integration of the information and communication technologies with tourism industry for respond to the needs and wants of tourists, before, during and after the trip, which can increase the level of competitiveness of the destination (s). The main purpose of this article is to identify and ranking the factors affecting smart tourism in Iran. The research method use of descriptive- survey, functional goal, available sampling method and a researcher-made online questionnaire. The statistical population is of domestic and foreign tourists to the city of Isfahan and sample size is 384. The collection data are analysis using SPSS 22 and Smart PLS 2.0 software.The result showed that the positive and significant effect causal conditions on the central phenomenon of smart tourism, The central phenomenon of smart tourism on strategies, strategies on consequences, intervening factors and contextual factors on strategies.         One of the main factors behind the growth of various countries is the development of financial markets, which has facilitated and accelerated the role of information and communication technology (ICT) in recent years for countries. The purpose of this study is to investigate the effect of stock exchanges on economic growth with the moderation of ICT in developed and developing countries during the period 2011-2016. Data and information about the sample countries are gathered from the reports the global innovation index. The method of fitting the models in the present study is the panel data method using Eviews software. The results showed that ICT affects the relationship between volume of stock exchanges and economic growth only in developed countries, which is due to the development of these types of technologies in developed countries.         The aim of this study was to Investigate the mediating role of technological environment on the relationship between technological infrastructure and human resource empowerment in sport organizations. The present study was descriptive and is applied in terms of purpose. The method of the present study was a survey that was conducted in the field. Spritzer and Mishra (1997) Human Resources Empowerment Questionnaire, Kasab et al. (2017) Technological Environment Questionnaire and Kasab et al. (2017) Technological Infrastructure Questionnaire were used to collect data. The statistical population of the present study included all employees of the information technology sector, senior employees, managers and deputies of the General Departments of Sport and Youth(N=640). Based on Morgan's sample size table, 242 people were identified as the research sample, After obtaining the necessary permissions and destributing the questionnaires 192 questionnaires were analyzed. The results of the present study showed that technological infrastructure does not have a significant effect on the empowerment of human resources in sport organizations (effect =0.199, T =1.558, significance level =0.089). The results also showed that technological infrastructure has a significant effect on the technological environment in sport organizations (effect =0.904, t =385.856, significance level =0.001). The results also showed that the technological environment has a significant effect on the empowerment of human resources in sport organizations (effect =0.736, t =6.241, significance level =0.001). Considering the lack of impact of technological infrastructure on human resources empowerment and on the other hand, the impact of technological infrastructure on the technological environment as well as the impact of the technological environment on human resource empowerment in sport organizations, it can be stated that the technological environment plays a mediating role in the relationship between technological infrastructures on human resource empowerment in sport organizations. Nevertheless, existing digital gap between rural and urban areas is an important concern in communicational technologies developing. Because this gap stops benefit of developing policies and increases gap between rural and urban areas. To achieve equal and comprehensive growth, it is necessary to assessment availability of information and communication facilities and recognition weakness point to do necessary policies for improving. Ranking of rural regions based on access to the facilities would be suitable for this aim. This paper has two aims. First, survey effect of information and communication technology on development of agricultural sector and second, ranking rural areas based on access to information and communication technology facilities by using TOPSIS and Hierarchical Additive Weighting Method. To achieve first aim, an ICT indicator was estimated, and then surveys its effect on agricultural growth function.         Abstract This study evaluates the effects of information and communication technology (ICT) on creativity and entrepreneurship among Payam-e-Noor students.  In this causal-comparative study, the population included all undergraduate students of Payam-eNoorUniversity of West Azerbaijan province in the academic year of 2009-2010 who were selected through stratified random sampling method (543 females and 362 males). Research tools included the entrepreneurship questionnaire and creativity questionnaire. Data were analyzed at two levels of descriptive (mean, median, standard deviation ...) and inferential (ANOVA multivariate). The results of ANOVA showed significant effect of ICT in general (simultaneously) and separately for men and women on creativity and entrepreneurship at the level of 0.01.         Abstract: Life today requires full knowledge and the acquisition of skills in using information and communication technology tools in a way that life, and subsequently competition, will be so difficult without such a tool and will lead to missing lots of opportunities in people's everyday life in a society. This research aims to study the role of electronic instruction in updating the information and communication technology (ICT) knowledge and skills among the employees of the ministry of education in Babolsar. This study makes use of the descriptive method and is conducted in a field study type.The target population in this research includes all the employees of the ministry of education in Babolsar totally 1015, out of which 285 were used as samples. A researcher-made questionnaire whose validity was confirmed by related professors and whose reliability was calculated to be 0.97 through Cronbach alpha formula was used to collect data. SPSS software program was used for data analysis and the descriptive and inferential statistical methods were used.
