Presenting the outsourcing model of information and communication technology projects in municipalities with the approach of structural equations (Case study of Information and Communication Technology Organization of Shiraz Municipality)

Abstract :
The purpose of the current research is to present the outsourcing model of information and communication technology (ICT) projects in Shiraz municipality with a mixed (qualitative-quantitative) approach. The qualitative phase of the research was conducted with the Foundation's data method through in-depth semi-structured interviews with 15 experts in the field of outsourcing and information and communication technology. In the qualitative part of the research model, including 6 main categories and 27 sub-categories and 147 concepts were presented. The statistical population of the research in the quantitative part is all the experts, managers and employees of Shiraz municipality, which was estimated by random sampling method and based on Morgan's table, the minimum sample size is 384 people. To collect data in the quantitative part, a researcher-made questionnaire based on the research model including 147 items in the form of a 5-point Likert scale was used. The results of the quantitative part showed that the causal conditions had an effect on the central category and the intervening conditions, the contextual conditions and the central category had an effect on the strategies; Also, strategies affect the consequences of outsourcing information and communication technology projects in Shiraz municipality. The results show that the model presented in this research is a suitable model in the field of concepts and categories affecting the outsourcing of information and communication technology projects in Shiraz municipality.
