        Abstract Objective: Economic complexity has led to the inefficiency of organizations, and they seek to strengthen their core competencies in order to achieve this goal by delegating some of their tasks in the form of outsourcing. The purpose of this study is to design a system of outsourcing of services, including the principles, processes and various activities of outsourcing services in Imam Khomeini Relief Committee in Fars province. Method: This research is cross-sectional in terms of practical purpose, type, case study, and time. The qualitative and quantitative analysis method is mixed and quantified in a way that has been proposed based on literature review and data extraction and with observation and in-depth interviews of the focus group of relief committee experts, processes specific to the relief committee and the characteristics of each stage of The process is approved in the proposed model and converted to the final and localized model. Findings: Findings in the form of providing a comprehensive system for outsourcing services in Imam Khomeini Relief Committee (RA) in a process with six steps, including preparing the outsourcing plan, identifying comparable services, identifying the index and selection of service providers, assignment of outstanding services, reorganization of the department after transfer and monitoring, monitoring and control of assigned services and the whole system, from the input stage, process, output and feedback in the form of A standard model of outsourcing is appropriate for this institution, along with the indicators of each stage.         The anticipated activities as a good way to deal with complexity and uncertainty in decision-making and ensure success in the field of outsourcing is considered. The aim of this study was to Presenting the Educational and Research Activities Outsourcing Model in Organizations Governmental in Tehran/Iran. To this end, all employees and managers include 468 staffs were participated in present study, among them 211 were selected by Cochran formula and based on ratio multilevel cluster sampling. Data were collected by self questionnaires that the questions of getting a standard questionnaire. Data analysis was done using structural equation modeling by software Smart PLS 2 in two parts, the measurement model and structural section. In the first part, technical characteristics of the questionnaires including reliability, validity, convergent and divergent validity were evaluated. In the second part, software significant coefficients were used to evaluate the hypothesis. The findings of the study indicated that factors such as organizational, managerial, technical and structural factors and actors associated with the contractor in the process of outsourcing success training activities and research organizations are involved and influential.   Manuscript profile

        Background: outsourcing is among the economic development device aiming to transfer non-strategic activities to other organizations. Aim: The aim was to review the effect of outsourcing venues and equipment's on organizational agility and staff empowerment in the Ministry of Youth and Sports. Methods: The research method was descriptive and correlational with an approach of structural equation modeling. The sampling method random sampling and the data collection device were outsourcing questionnaire (researcher made), and organizational agility (Sharifi and Zhang, 1999), and in empowerment (Spritzer, 1997) with the final coefficients of 0/81, 0/87 and 0/91 accordingly. The statistician sample was 202 managers, experts and staff in staff section in the Ministry of Youth and Sports according to Morgan table. Findings: The outsourcing questionnaire divergent, convergent, and differential narration was done by exploratory and confirmatory factor analysis. Pierson correlation coefficients and structural equation modeling were used because of the normal data distribution. The rate of outsourcing efficiency related to organizational agility of 0/343 and in relation to staff empowerment of 0/625 was obtained. The intensity of outsourcing effect on organizational agility and staff empowerment was calculated 0/54 and 0/87 accordingly in structural equation analysis. Conclusion: The Ministry of Youth and sports managers can improve organizational performance in accordance using outsourcing and reduce concerns related to stadium construction, repair, and management along with reducing staff costs by assignment of equipment and administration of stadiums and Improve development in its activity field in accordance to the 44 article of constitution bases on 1404 outlook.         Background: Outsourcing Services is one of the modern methods of management in organizations. In our country, it is ongoing by emulate the advanced management system and in the form of privatization regulations. But the plan distracted from the way by acceleration and have problems followed. Therefore, in order to amend or revise the methods, there are need to investigate factors. Objective: This study aimed to investigate the factors affecting the outsourcing of IT services and communications in Karaj Municipality had performed to show the role of outsourcing in upgrading this field and services. Methods: Indicators based on the literature and experts of the field were identified. The distributed data were collected by questionnaires among 150 IT experts and were tested by structural equation modeling construct validity. The obtained data were analyzed using single-sample t-test and software Spss and Lisrel. Findings: According to reckon indicators, the two main factors in the performance of IT systems and support services were classified. All the features of these two parts have had significant and positive impacts. In the IT system performance, green IT and data quality and in providing supportive services part, quality of services level had the greatest effect on outsourcing ICT services. Conclusion: outsourcing in IT services is faced with problems that regarding the founded factors as well as their influence priorities on improving these practices have great influence.         Today, outsourcing is known as one of the effective strategies in the business world. The purpose of this research is to design the outsourcing model of marketing activities of sports clubs. The research community in the qualitative section includes 23 experts in the field of sports marketing who were selected by the theoretical saturation method. Through semi-structured interviews with public administration and sports management experts, the researcher identified the components and designed the outsourcing model of marketing activities of sports clubs using qualitative analysis and Delphi methods. 175 people were selected as a statistical sample by using the sample size table of Karjesi and Morgan. In its qualitative part, a comprehensive model was designed for outsourcing the marketing activities of sports clubs. In the quantitative part, the relationship between the elements and components of the present model was subjected to a quantitative test with the structural equation modeling method and Smart PLS software. Based on the findings of this research, the outsourcing of sports club marketing activities, in order of importance, included marketing speed, management control, key capability control, preliminary planning, environmental effects, marketing enhancement, club performance, service quality enhancement, cost reduction, and strategic analysis. .         Introduction: hospital services' outsourcing is a key strategy towards is improvement the quality of services. The aim of study was determine the quality of services in outsourced and non-outsourced clinical laboratory of educational hospitals in Ahvaz, 2016. Methods: This is a cross-sectional study. In this study 643 patients were selected randomly. Data were gathered by SERQUAL questionnaire. This tool included 22 questions and 5 dimensions including tangibility, reliability, responsiveness, assurance, empathy about services quality. Results: services quality in outsourced clinical laboratory centers was significantly higher than non-outsourced clinical laboratory centers (P=0.001). The mean of waiting time to receive services and sampling time of patient was 37.29±28.08 and 4.48±1.6 min respectively. The mean of waiting time in outsourced clinical laboratory was significantly lower than non-outsourced clinical laboratory (P=0.001). Conclusion: the results showed that outsourcing strategy had positive relationship with services quality of clinical laboratory units. Also, waiting time to receive services in outsourced clinical laboratory centers was lower than non-outsourced clinical laboratory centers. Manuscript profile

        Outsourcing in the field of information technology in organizations is a necessity so that organizations can focus on their core tasks. Research method: Descriptive inferential, and in terms of data type, a little, In terms of the purpose of the application. The statistical population includes employees of one of the private banks that has been fieldworked. The sample size was determined using purposeful sampling method of 93 people. The data gathering tool was a researcher-made questionnaire and also job satisfaction questionnaire (JFS). The reliability of the questionnaire was obtained using Cronbach's alpha coefficient of 8.02, The reliability of the job satisfaction questionnaire is confirmed by standardization. Findings: it shows that is the way of selecting companies and foreign contractors through the existing guidelines the perfect way to outsource IT projects. Of the 13 services offered for outsourcing, programming has the highest amount of outsourcing and ecommerce has the smallest amount of outsourcing. Conclusion: Outsourcing eliminates the most important organizational defect and It has made the organization's main focus on its main missions Which ultimately leads to improved quality of service delivery.         Introduction and purpose: The establishing integrated management city's subject is emphasized in third and fourth economic, social and cultural development program of Islamic Republic of Iran by outsourcing some governmental incumbencies. But this subject has not done yet. The purpose of this thesis is to study the effective factor on organizational preparation of Shiraz Municipality for acceptance of some governmental incumbencies. For accomplishing this, first, the incumbencies categorized to four groups as "urbanism and housing processes", "environment and hygiene processes", "social, arts and cultural process", and "water, electricity, gas and telecommunication processes". Methods: A valid and reliable questionnaire made for gathering information and measuring evaluator variables. Then, completing questionnaires asked from all managers and supervisors of Shiraz Municipality. Results: The resulted hypothesis of the thesis shows that there is a significant relationship (with a =0.01) between "organization chart, managers preparation and cultural organization" and "organizational preparation of Shiraz Municipality for acceptance of some governmental incumbencies". It also shows that Shiraz Municipality has maximum preparation for doing urban and housing processes and minimum preparation for doing water, electricity, gas and communication processes.         The current research has been done with the aim of investigating the process of outsourcing decisions and providing a model for decision-making regarding the outsourcing of agricultural extension services. This research is of a qualitative type and has been done using the grounded theory method. Data collection has been done using semi-structured in-depth interview. The statistical population of the research included academic experts, agricultural Jihad experts and non-governmental sector experts, 30 people were selected and examined using the purposeful sampling method and snowball technique. The process of collecting information continued until the level of theoretical saturation and the threshold of usefulness of available information. Based on the core classified codes (20 categories), the major issues of outsourcing include: development and expansion of IT, weakness and inefficiency of government promotion, strengthening of the non-governmental/private sector, demand-oriented production work, expansion of the pluralist promotion system, knowledge management of users and farmers, investing in agriculture, implementing incentive-support policies, decentralizing extension activities, strengthening interactions between farmers, scientific centers and research centers, identifying supply capacities, reforming the management structure, getting feedback from the types of services provided and using it in planning , risk management, commercialization of agriculture, organizational agility of promotion, coverage level of services in rural areas, productivity and food security, efficiency of the potentials and capacity of the non-governmental sector, readiness for competitiveness in the global market have been compiled.         Background and Objective: In a context where substantial volumes of hospital waste are generated and disposed of daily, the ineffective sanitary disposal of such waste can lead to environmental risks and higher operational expenses. However, hospitals frequently overlook objective criteria when evaluating and selecting waste disposal firms, relying instead on subjective judgment and past experiences. This research proposes a decision-making framework that presents a hybrid model combining multi-criteria decision-making and linear programming. The primary objective of this study is to propose a safe and efficient method for outsourcing disposing of or recycling hospital waste. Material and Methodology: This study presents a framework for decision-making in hospital waste disposal, addressing both single and multiple outsourcing scenarios. Firstly, the literature is reviewed to identify the criteria for evaluating waste disposal firms. The DEMATEL method is employed to explore the cause-and-effect relationships among these criteria, selecting the most significant ones and visualizing their causal relationships in a network format. The analytic network process (ANP) method is then utilized to evaluate and choose the most suitable waste disposal firm in a single outsourcing scenario. Additionally, to mitigate the risks associated with single outsourcing, a linear programming model is introduced for multiple outsourcing. This mathematical model determines the optimal allocation of waste quantities to various waste disposal firms, aiming to maximize the overall amount of waste disposed of by these firms. Fidings: The framework introduced in this study was put into practice to assess and choose hospital waste disposal firms in Tehran. Through a comprehensive literature review, 10 evaluation criteria were identified. Among these, the six most influential criteria were selected using the DEMATEL method, and their causal relationships were depicted in a network. The ANP was employed to assign weights to the evaluation criteria and the candidate firms. The evaluation criteria, in descending order of importance, include qualified human resources, recycling and disposal capacity, experience, cost, collection and transportation infrastructure, and waste disposal and recycling technology. Furthermore, a linear programming model was solved using Lingo software to optimize the allocation of waste among the candidate firms. Discussion & Conclusion: The decision-making model presented in this article offers advantages to both hospital officials and urban pollution control officials in the context of outsourcing sanitary waste disposal. The outcomes obtained from implementing the proposed framework demonstrate that decision-making based on this model not only benefits hospitals in selecting a suitable firm but also helps to mitigate conflicts of interest and disagreements between hospitals, sanitary waste disposal firms, and urban pollution control officials.         AbstractRisk management is essential to get success in IT projects. The main purpose of this research is to identify and prioritize risks that threaten the feasibility of information those projects, outsourced by Iranian government agencies successfully. The target population of this study is one-level organizations in Tehran. At the first stage by reviewing relevant literature and reviewing related research provided a list of 76 factors that could potentially hamper the success of information technology projects. Then, according to the opinion of 12 expert executives, 22 agents who are more important in government IT outsourcing projects had been selected.The questionnaires were sent to 51 IT experts and managers of the target organizations and their contracting companies. Research findings showed that employer-related and environmental hazards are the most important. Also, 11 factors identified as potentially serious risks for successful outsourcing of IT projects were identified and ranked according to their impact and importance. Manuscript profile

        Organizations outsource some of their services to achieve benefits such as reducing costs and focusing on their core activities. Despite the important strategic advantages of outsourcing in the service sector, there are many problems. Many researchers have done research focused on service receiver to solve these problems. This research seeks to explain the model of partnership quality in outsourcing services with the grounded theory approach from both sides of outsourcing contract in Isfahan Gas Company. Data were collected through semi-structured interviews. Through purposeful sampling method, 35 managers, employees and 17 contractors were interviewed for data collection. Data analysis was performed in three stages of open, axial and selective coding and the qualitative model of the research was extracted. The concepts and categories extracted in the last step are presented in the form of pivotal phenomena, causal factors, contextual conditions, intervention conditions, strategies and outcomes. The result shows the extraction of more than 105 codes of interviews as well as the identification of 24 concepts and 15 subcategories and 6 main categories presented in the paradigm model. According to the results of this study, the most important operational strategies are empowerment, standardization and technology improvement to achieve partnership quality in services outsourcing.         The aim of this research was to identify the predictors of human resource outsourcing in Iran's agricultural sector using a Meta-Synthesis Approach. The research method is developmental and mixed research (qualitative-quantitative) and based on the method of data collection, documentation and correlation.The research population in the first stage included all the research in the field of outsourcing from 2000 to 2020, and in the second stage, there were 750 managers and experts of the Agricultural Research and Training Organization. The sample size was obtained by simple random sampling method and according to Cochran's formula. The data collection tool was a researcher-made questionnaire, whose reliability was 0/93 through Cronbach's alpha Was obtained. After refining the articles, finally, 44 scientific articles that directly addressed the issue of human resources outsourcing entered the analysis stage in MAXQDA software. After the integration stage, 44 distinct codes were identified and among the identified codes, cost reduction strategy codes with 8 references, formulation of supplier selection criteria with 6 references, creation of internal organizational capacity with 4 references, organizational culture with 4 references, monitoring, evaluation suppliers with 4 references, knowledge management with 3 references, reforming the employment system, training and improving human resources with 3 references, re-engineering human resources processes with an emphasis on improving quality with 3 references, improving productivity with 3 references, networking (collaboration external organizations) with 3 references, upstream policies and documents with 2 references and senior management support with 1 reference respectively had the highest number of references in research texts.         This study presents a deep analysis of the benefits that senior managers, relate them to the BPO and that how these benefits affect the willingness of managers to increase the levels of BPO. The method of research was quantitative experimental. The statistical society is consisting of senior managers and experts in the dairy food industry in 1390 that were 50 and due to the small statistical community, all of it was studied. So the sample is also 50. To collect the data, we use the integration of the two standard questionnaires of outsourcing benefits and business process outsourcing from the Germany country. The data analysis method was partial least squares (PLS). This research presents the BPO benefits, which have been empirically and theoretically expressed, in a structural equation model (SEM). The quantitative analysis, show the interesting results. One of the remarkable results is that the cost programming has the higher value than the real cost savings, in one of the BPO benefits. Because of the complexity of reverse logistics system (RL) and also focus on the core business, then the organizations are acted to RL outsource. Therefore, the mistake in the assessment of the most important factors in RL decision leads to failure of RL outsources. The present study was paid to identify and evaluate the most important factors of reverse logistics outsourcing strategic in Dena industry manufacturing company in 2013. In this research, the analysis of strengths, weaknesses, opportunities, and threats (SWOT) was used to identify strategic factors of RL outsourcing. On the other hand, in order to measure the important qualitative factors SWOT analysis was applied of the developed grey analytical hierarchy process (GAHP). However, application of grey data in the assessment of linguistic variables, in fact, was a way to deal with uncertainty. The model validate was examined in a case study which was indicated the high reliability of the hybrid model.         Due to the growing trend of use of the outsourcing approach in organizations, Gas Company of Chaharmahal and Bakhtiari province, keep pace with developments in the outsourcing of Iran, implementing the most of their capital projects as the treaty. But according to the tenure of parts of operation service is still undertaking company and planning for outsourcing during the coming years in the agenda is located, in order to correctly use of outsourcing approach and improvement of Performance Company’s project, correct evaluation of risks before the outsourcing seems necessary in this organization. The purpose of this study provided a useful framework for identifying risks in the company's outsourcing projects and prioritizing them uses FMEA technique. Therefore, investigating the studies conducted, major risks and their effective factors were identified and classified considering the parameters of quality, cost and delivery time. Then, using of FMEA technique and based on the priority level of acquired risk severity, occurrence and detection, attempting to quantify and prioritize identified factors and providing corrective actions to control and reduce the risks. In this study, using a questionnaire survey and interviews with seven of the top executives of companies that are directly related to the issue is performed. The issues of economic recession as well as the bankruptcy of different industries, the railway industry in particular, have forced the organizations to make themselves ready for the critical days trying to remove the economic barriers by their own.         Outsourcing, as one of the tools for developing organizations and improving productivity in the form of downsizing, has attracted the attention of managers and officials of organizations and has been implemented in different ways. Geographic information. The current research is a mixed qualitative and quantitative type. It is descriptive-correlation in terms of type and applied in terms of purpose, which was conducted in the form of a survey. In the qualitative part, geographic information system (GIS) software was used to map the distribution of sports places. In the qualitative part, the statistical population is 30 sports complexes (indoor and outdoor) from the sports places of Semnan city. Also, to check the relationships between the research variables, 224 people voluntarily answered the researcher-made questionnaire, whose validity and reliability had already been checked. Structural modeling and measurement of multiple relationships between variables (smart pls software) were used to investigate and determine the extent of relationships between variables. The results of the survey showed that the distribution of sports spaces in the north and center of Semnan city is more than other parts, the per capita sports space of Semnan city in Semnan province ranks first and the area of sports spaces ranks second after Shahroud. Taekwondo, football and gymnastics are the sports priorities in Semnan city, and in total, the relationships between the variables showed that causal conditions and background conditions are effective on the outsourcing of sports facilities. It is suggested to the trustees of sports organizations to prevent parallel work with an inter-organizational division of work, so that in this way, sports organizations in a dynamic, complex and fast world can outsource sports venues to experienced people. to prevent the negative results of outsourcing and on the other hand to cause better financial performance of outsourcing.         The purpose of this study was to identify and prioritize the components of outsourcing in education in Lorestan province. The research method was a consecutive (qualitative-quantitative) mixed approach. The research approach was one of combined type under which in qualitative part theme analysis method and in quantitative part descriptive survey method was applied. The sampling method was simple random in the qualitative stratified part and in the quantitative part in order to create the same conditions for the statistical population to be included in the sample. Statistical society had the number of 152 persons (University professors have authored in the field of outsourcing, staff experts, principals of vocational schools that have outsourced students' skills, and principals of non-governmental schools) and in qualitative part semi- structured interview to theoretically saturation of the dates was continued with 14 Experts (University Professors). Also in quantitative part data collection was done in whole numbers with the help of outsourcing questionnaire and due to the coronavirus epidemic was done virtually (final coefficient of 78%). 38 basic components and 5 structuring components were prioritized after several reviews and analysis of the collected data through interview, inclusive theme, respectively: financial department, education, equipment’s, human resources and internal processes identification based on Friedman test. The result is that outsourcing, while providing the required educational facilities and equipment and providing support and technological needs, has been effective in attracting specialized personnel and creating entrepreneurial fields and can reduce costs in education in Lorestan province.         The realities are based on the community. The political regime requires a transition from the three stages of externalization, objectification, and internalization to becoming reality. In political history of Iran, the familiarity of Iranians with the European political systems, especially after the Constitutional Revolution, was the beginning of the idea of ​​reforming and changing the political system among the Iranian elites. After the victory of constitutionalism in Iran and its subsequent developments, the "Republican rapture" erupted at an amazing pace. Most researches have interpreted this incident, a group political tool against the governing board, and have been less concerned with explaining and analyzing it than an epistemological view. From this point of view, although the Iranian intellectual elites erred their mental acts about different forms of government, especially the republic, and later the Republic as a political regime was blamed for a group of political actors but could not go beyond the stage of extermination. The present study uses an analytical-descriptive method and the application of the Burger model to answer this question, what were the reasons for the failure of Republicanism?         The aim of the present research is to study the obstacles in the way of implementing the general policies of article 44 of the Constitution in the public organizations of Zanjan Province. The statistical population of this research consists of the executives and employees of the general departments of Zanjan Province in 2010. By employing Cochran’s formula, 300 have been selected as sample. The research methodology is of survey and descriptive type. In order to gather the required information, 2 questionnaires with 44 closed items in Likert’s 5-degree spectrum and 2 open questions have been used. The reliability of this tool has been confirmed by Cronbach’s Alpha coefficient as %92, and its content validity has been approved by experts. From among 300 questionnairs, 275 have been returned. So the return data is %91.6. For data analysis, t-student test and Friedman priority test have been used. The findings indicate that the most important obstacles in the way of implementing the general policies of Constitution (privatization) are laws and regulations, policies, reaction of employees to privatization, economic and social problems resulting from the privatization process, and programming the privatization process.   Manuscript profile

        The need for an outsourcing development of sports marketing activities in academic sport Abstract The present study was designed and implemented to assess the development of outsourcing of sports marketing activities in university sports. The present research is a mixed research carried out in qualitative and quantitative methods. The statistical population of the present study in the qualitative section included all experts familiar with the field of university sports and marketing across the country in public, free, Payam-e-Noor and applied science universities. These included some academic experts, instructors from academic teams, faculty members familiar with the field of research, as well as physical education directors from the country's universities. It is estimated that there were about 190 of them. In the qualitative part, the sampling method was targeted. For this purpose, 12 elites and experts were selected as the research sample in the qualitative section. According to Morgan's sample size chart, 123 people were used as a sample in the quantitative research section. In a small section, in order to determine the research samples, the available sampling method was used. Thus, after broadcasting and collecting questionnaires, 108 questionnaires were analyzed.The data gathering tool was a questionnaire and interview. In the quantitative analysis section, Structural Equation Method with Python approach is used. The qualitative research results showed that 41 characteristics were extracted through interviews, and these characteristics were classified into 6 categories including strategic considerations, technical infrastructure, management processes, academic quality of academic sport, facilitation of law and motivational characteristics. The results of the research showed that among the needs related to the development of outsourcing of sports marketing activities in academic sport, management processes with the impact of 95.2% of the most important needs have been identified. Also, the results of this study showed that the need for technical infrastructure with the impact of 0.938 and also the need for strategic considerations with the impact of 0.931 of the important needs of outsourcing the development of sports marketing activities in academic sport.     Manuscript profile

        The present study aims to explore the effect of factors beyond financial and accounting variables on sales outsourcing in ZamZam Company. The purpose of study is to investigate the level of compatibility and allegiance of product's outsourcing pattern under a chaotic situation. The data were collected by a questionnaire which was distributed after assessing its reliability and validity (each with a value of higher than 0.70). The sample under study included all managers and employees working in Zamzam Company, Tehran Province, Iran, who were basically involved in sales outsourcing. The results of data analysis showed that variables such as nonlinearity, self-similarity, strange attractors, butterfly effect, dynamic adaptation, and fractal affect product sales outsourcing in the company under study. In addition, hemostasis and bifurcation were found to have no affect product sales outsourcing and there was no significant correlation between these variables.         Abstract The aim of this study was to investigate the characteristics of the accounting process for outsourcing decisions in cloud accounting. Cloud accounting information systems provide extensive and comprehensive network access per use; Compared to traditional accounting systems, they provide better opportunities for scale, better access to the software and hardware in question, greater control, and the potential for better collaboration with supply chain partners. The main outsourcing mechanism allows business groups to split into smaller processes and cross organizational or geographical boundaries, making processes more outsourced and improving flexibility in organizing process delivery, reducing Costs and focus on the core processes of the company. The statistical population of the study includes 384 members of the Accounting and Auditing Association in 2021. The content method, convergent and divergent, was used to assess the validity of the questionnaire, and the structural equation method by LISREL software was used to test the accuracy of the theoretical model of the research and to calculate the impact coefficients. The results showed that process repetition, expert workforce, information intensity and customer contact need have a positive and significant effect on cloud accounting users, and uncertainty has a negative and significant effect on cloud accounting users.         Purpose: Organizations today operate in an uncertain, complex, and rapidly changing environment that necessitates the development of capabilities and capacities for competitive advantage. The aim of this research is to present a model for the development of technological startups to enhance the dynamics of extra-organizational navigation mechanisms. Methodology: The research adopts an exploratory objective and a mixed-method approach (qualitative-quantitative). The qualitative research population consists of experts and top managers of industrial companies listed on the stock exchange, with 20 purposively selected participants, and sampling continued until theoretical saturation was achieved.Within the quantitative segment, the sample comprises 500 individuals drawn from the academic faculty, senior executives, middle managers, and industry experts associated with firms listed on the Tehran Stock Exchange. The sample size of 217 individuals was determined using Cochran's formula for the period spanning 2012 to 2022. Findings: The results indicate that constraints on financial resources (research and development budgets) and risk-sharing, the transition towards the digital economy synchronized with regional and global developments, market penetration processes, increasing competitiveness, and the formation of an economic scale for product development, as well as social and cultural transformations such as the emergence of an educated middle class, underscore the necessity of strategic thinking in organizations commensurate with changes in the operating environment as key factors in the development of startups. Moreover, contextual and intervening factors include 10 and 5 categories, respectively, comprising macroeconomic conditions and constraints in attracting foreign investment, and the inherent complexity of innovation and commercialization, especially in advanced technology domains. Furthermore, strategies encompassing 16 components, including adopting an agile startup approach and risk-taking and crisis management. Additionally, consequential categories include creating value for businesses following a market-oriented approach through resource integration and product development. In the quantitative section, the conceptual research model was tested, and the research hypothesis was confirmed. Originality/Scientific Contribution: The research findings can contribute to enhancing competition among companies listed on the stock exchange, and it is expected that the establishment of extra-organizational navigation mechanisms will effectively assist in the implementation of the board of directors' tasks and compliance with legal requirements.
