        Introduction: Since ancient times, the wetlands had an alternative environment that caused residents to gather around them, and these wetlands were a source of work and livelihood for the people of the region, and this led to an increase in tourism. Shadgan Wetland is one of the most important wetlands in the country, and with the development of the oil field around it, changes in the environment, tourism and even the life of the people of this region emerged. Materials and Methods: This research was conducted with the aim of designing a livelihood system compatible and sustainable with Shadgan wetland environment with the approach of oil field development. In terms of research classification according to the purpose, it is an applied research, the method of data collection is descriptive-non-experimental, and among the types of descriptive research methods, it is classified as a case study. The statistical population includes 10 experts of Maron Oil and Gas Exploitation Company, among whom the expert questionnaire was distributed. Based on the studies, the main research criteria include social, environmental, legal and economic factors. Results and Discussion: Data analysis has been done using ANP-DEMATEL approach. Based on the results of the research, it was proven that the "environmental factors" criterion with a final weight of 0.574 is the first priority among the criteria and has the most interaction with other criteria, legal factors with an influence of 6.719 are the most influential and social factors with an influence of 099. 7/ is the most effective criterion, the sub-criterion "lack of executive plan and specialized guidelines for environmental management in oil fields" with a final weight of 0.1605 is the first priority among the sub-criteria.         The main objective of this research is to analyze the criteria for improving electronic learning services based on cloud computing using the Diemel technique. The statistical population of the study is the managers and experts of the field of information technology in universities. The tool is a questionnaire. 21 questionnaires were distributed among experts of the field of information technology of universities. Finally, 21 questionnaires were collected and to answer the research questions and information analyzes Dimetel method was used. By analyzing the research criteria using Dimetal's technique, it was found that among 11 criteria, the criteria of organizational factors with the highest total of lines among other criteria in the way of choosing the components of e-learning improvement has the most impact on other elements and The most weight factor in the whole system. In other words, the most important criterion has the greatest impact on the whole system. And the educational content with the least sum of the line has the least impact on other elements.         Background: Strategic human resource planning is a process to establish human resource goals and develop human resource strategies to achieve goals and policies through mobilization, development and maintenance of human resources and includes internal and external influencing factors.                                                        Objective: In this regard, the present study was conducted with the aim of designing and developing a strategic human resource planning model in the Export Development Bank of Iran using multi-fuzzy multi-criteria decision making method.  Method: The method was applied in terms of purpose and was of heuristic and mixed approach including SWOT matrix and multi-fuzzy multi-criteria decision making methods. The statistical population of this study was 1620 managers and experts who were selected as a sample size using the stratified method with proportional division and Cochran's formula. Two researcher-made questionnaires with validity and reliability higher than 0.7 based on a 5-point Likert scale were used to collect data. Data analysis in the inferential section was used to determine the final weight of indicators and strategies by Soara method and to prioritize strategies by fuzzy Cooper method.          Findings: The analysis of the findings indicates that the strategic human resource planning model suitable for the bank includes three main processes: 1- Determining strategies 2- Implementing strategies and 3- Evaluating and feedbacking strategies. Other findings also showed that among the 19 strategies identified, the strategy of the need to re-engineer the processes of recruitment and supply of human resources in proportion to future needs with a final value of 0.0662 is a priority among other strategies and change the current passive position to strategy. Offensive is necessary as a strategic action.                                                                                      Conclusion: The results showed that the strategy of the need to re-engineer the processes of recruitment and supply of human resources in proportion to future needs has been identified as the best strategy for developing strategic human resource planning in the Export Development Bank of Iran.   Manuscript profile

        The goal of the asset allocation strategy is to select a portfolio from the set of available assets that, in addition to minimizing the portfolio risk, also meets the minimum level of portfolio return for investment.Dynamic allocation of assets and identification of regime change as soon as possible can continue the return of the investment portfolio with acceptable credit and taking advantage of the new trend. In this research, the performance of equal weight strategy, equal risk share strategy, and minimum variance strategy was evaluated in recession and boom periods according to Sharpe and Trainor criteria. Finally, with the help of ELECTRE multi-criteria decision-making method, asset allocation strategies were ranked during recession and prosperity. To do this important, weekly data of 25 indexes of different industries of Tehran Stock Exchange was collected from the website of Tehran Stock Exchange Technology Management Company and the website of Stock Exchange. The results showed that the equal weight asset allocation strategy has a better performance and a higher rank according to the Sharpe and Trainor criteria during recession and prosperity.         One of the most important challenges in the stock market for investors is selecting Portfolio. This study by considering the financial ratios as evaluating indicators tries to determine appropriate model for investment decisions in stocks. In this study, the combination of respectively models, linear regression, multi attribute decision making and linear programming were used to forecast the future of financial ratio trends, ranking companies and asset allocation. In the first step of study, after selecting 17 financial ratios and indicators as variables of the hybrid model, their values from the first quarter of 2007 to the first quarter of 2015 was calculated for companies included in the sample. Then by using the moving average with exogenous inputs and Auto Regressive Moving Average with exogenous input, these variables were predicted for the studied period (second quarter 2015). In the next step, we used Shannon entropy to determine the weight of indexes and the grey relational analysis for ranking companies. Finally, by using a linear programming model, a model was developed to select the optimal portfolio. According to this model, a portfolio of stocks formed and by using the Sharp ratio, its performance was compared with the overall index and the top 50 index. The results showed that the hybrid model has had a better performance than the overall index and the top 50 index, in the period of the study. Manuscript profile

        Introduction: Awareness of patient satisfaction from service quality is vital to advance performance improvement strategies. The main goals to evaluate the quality of services in the health and treatment system are service performance, service identification, service performance improvement evaluation and finally providing favorable service to customers. Methods: In this research, seven key aspects were identified to assess the quality of health care system. Then, they weighted by the best-worst fuzzy developed method. In the following by using a researcher-made questionnaire, the openions of referrals to selected departments of the treatment center have been reviewed as a statistical sample of service quality. Finally, the complex of treatment centers, hospital departments, and quality dimensions were analyzed and ranked by Fuzzy Vikor Method, Friedman statistical tests and Analysis of variance. Results: Development of comprehensive satisfaction assessment model could include desirable range of criteria affecting the satisfaction of the referrers to health centers. In addition, using developed multi-criteria fuzzy hybrid decision making has been able to consider the uncertainty of the assessment process for the qualitative criteria considered by the evaluators. Key findings of the research suggest that the final weights in order of priority are: pivotal patient (0.198), time (0.188), effectiveness (0.178), responsiveness (0.123), warranty (0.112), financial (0.108), and health communication (0.9). Conclusion: Health centers by focusing on priority-based performance improvement programs can offer a better level of service quality and can achieve higher customer satisfaction.         Introduction: Physicians' personal branding is one of the new areas in the medical-health system that promotes business growth and productivity. In addition, in the field of treatment and health, it also improves public health and public trust in the system. Given the importance of this issue, the present study has taken a step in this direction to identify the effective indicators in creating personal branding of physicians and to prioritize them. Methods: The present study is an applied, descriptive survey. The statistical population of the present study is the specialized physicians of Bandar Abbas city and to collect data, ten specialized physicians have been selected as research experts with the snowballs technique. To analyze the data, the fuzzy Delphi method has been used to identify the effective indicators in creating the personal brand of specialist physicians and the multi-criteria decision making method (SWARA) has been used to gain weight and prioritize these indicators. Results: First, by examining the theoretical foundations of the research, 25 effective indicators for creating a personal brand were identified. Then, according to experts’ opinion answers, among the available indicators, 14 effective indicators in creating a personal brand of specialized physicians were identified. Finally, the identified indicators were confirmed and prioritized using the SWARA technique. According to the results, these indicators along with their average rank (a lower average rank indicates more importance) are experience and expertise (1.8), social responsibilities (2.6), adherence to professional ethics (3.5), credibility (4), reliability (5.1), personality traits (6.6), generosity and generosity (6.7), communication ( 8.3), authenticity (8.5), presence in social media (9.6), attire (11.4), individual performance (11.9), having personal goals (12.30) and having a personal vision (12.70) Conclusion: According to the results, the indicators that have the greatest impact in creating the personal branding of specialist doctors are related to indicators related to professional, social or cultural issues such as expertise, compliance with professional ethics, trust and credibility, social responsibilities, communication and indicators that are related to personal and individual issues such as individual performance, having a vision and personal goals, although they are influential, but have a lower priority. The end of the research indicated that susceptible places for the establishment of field hospitals in the Nasrabad area were identified. In this research, criteria such as elevation, gradient, access to roads, land cover, distance from the position of forces and artillery enemy style, visibility, access to suitable helicopter landing sites and distance from the waterways are considered.         Background and Objective: Increased rate of chemicals production and their consumption in various industrial processes are consiederd as characteristics of an industrial community. Improper management and incorrect use of them will cause accidents and harmful damage to human health and the environment. Method: In this paper, considering the safety and health risks and the environmental aspects associated with storage, preservation and working with chemicals produced in sugar factory, these chemicals were identified by Walking & Talking Through method. Then, the multi-criteria decision-making methods such as AHP, TOPSIS and Eigenvector technique were used for analyzing the risks of the identified chemicals. Finally, the chemicals were divided into three categories in terms of risk by determining the median in SPSS. Findings: The results of calculating the risk of the chemicals used in sugar factory show that ethyl alcohol with weight of 0.646, ammonia with weight of 0.566 and caustic soda with weight of 0.558 are the most important chemicals affecting the safety, health and environment of the factory and the surrounding area. Accordingly, the strategies to control and reduce the risks of chemicals were identified. Discussion and Conclusion: In this study, introducing a multi-criteria method for calculating the risk factor, the highest number of features inducing the risk of a substance to the personnel is used in the calculation.                           Manuscript profile

        Background and Objective: Urban parks have a significant role in reducing air pollution and improving the quality of life of the people living in urban areas. Planning and site selection of urban parks can significantly change a man-made environment to an ideal human society and enhance the quality of life and identity of the inhabitants by promoting the visual beauty and reducing the adverse effects of industrial development. The aim of this study was to evaluate and locate neighborhood parks using the principles of multi-criteria decision making (MCDM) in Ardabil city. Method: The used method was functional in terms of its objective and descriptive analysis in terms of its nature. The studied criteria consisted 12 components grouped for the spatial distribution of neighborhood parks. In this study, CRITIC techniques and pair-wise comparison were used to weight the criteria. Subsequently, the Vikor multi-criteria decision-making method was used in IDRISI to develope an appropriate model for the spatial distribution of green spaces in Ardabil. The obtained results were presented in the form of a graded map of desirability of place. Findings: The results show that priority pixels introduced in the model output have optimum conditions in terms of the defined criteria. Discussion and Conclusion: This model can be used as a decision support system in the spatial distribution of the existing neighborhood parks.   Manuscript profile

Since nowadays, man does not take a responsible approach towards nature and environment, the assessment of ecological potential as a strategy for rational use of land is necessary. Method: In this study, considering the region ecological potential for tourism, implementation of planning model for this usage and zoning the regions which have potential for tourism is carried out. From the viewpoint of the goal, this research is functional and considering study style, it is descriptive and analytic (cross –sectional). As a result, to give weight to the criteria, ANP-DEMATEL interactive multi criteria decision making model was used and to standardize the criteria, fuzzy logic was used. Then by applying weighted linear combination (WLO) layers were combined together and a distribution map were extracted for the areas that have potential for tourism. Findings: The results showed 73.1 % of the region is suitable for ecotourism development and only 11.4 % of the region doesn't have the potential which is located in sloping areas. Discussion and Conclusion:  Finally, we can conclude that ANP-DEMATEL integration of hybrid models with fuzzy logic ensures superior performance on the location of recreational areas and effective solution to help provide assessment team to decide this. In this study, potentials and barriers of physical development of the Ruodbar city using Remote Sensing and GIS be evaluated. Method: Firstly, in the ArcGIS software environment, using the AHP-FUZZY combination method the use of slope, gradient, land use, power lines, river, road and rail, fault and rural points are used to locate the urban sprawl. The output was extracted in the form of a map of AHP and fuzzy overlay into five groups with very good, good, moderate, weak and very weak potential. In order to expand the city's physical development by using a visual interpretation on Google Earth images for 2016, 2009, 2004 for 12 years, a map was drawn out as the result. Finally, the results obtained from the Geographic Information and Visual Interpretation System were compared. Findings: The findings of the AHP-FUZZY compilation show that 95.6% of the study area has very weak potential, 1. 52% has a weak potential, 1.17% has a moderate potential, 1.21% has good potential and 0.69% has a very good potential. And the findings from the visual interpretation method over the course of 12 years show that the development of the city is just Mehr Housing (a project done government). Discussion and Conclusion: Based on the findings of the AHP-FUZZY Compilation and Metrology Measurement, we concluded that most of the constructions have been implemented in unpredictable places in the city of Roodbar, which is influenced by natural and inevitable factors, including steep slope, abundant faults, permanent existence of Sefidrood river, and land use, most of which are gardens and forests and agricultural land and has prevented its physical development. The present research aims to prioritize flood and sedimentation potential in the sub-basins of the Bonekooh watershed using TOPSIS, SAW, ELECTRE and VIKOR methods. Material and Methodology: In this present study, we used area estimation indices, drainage density, gravel coefficient, basin average height, basin average slope, curve number, sediment yield, cover percentage, sediment delivery ratio, runoff height and concentration time as an important indicators affecting water permeability, runoff production and, consequently, the potential for flooding and sedimentation. Then, using the Analytic Hierarchy Process (AHP) method, the weight of each index is met. Following the formation of decision matrix with 18 options (sub-basins) and 11 criteria (evaluation index), Technique for order Preference by Similarity to ideal Solution (TOPSIS), Simple Additive Weighting (SAW), Elimination Et Choice Translation Reality (ELECTRE) and Vise Kriterijumska Optimizacija Kompromisno Resenje (VIKOR) techniques were used to prioritize sub-basins. Borda and Copland methods were used to combine the rank of proposed techniques. The residual sum of squares (RSS) method was used to determine the closest method to the final result. Also, in order to validate the models, we estimated the percentage change and the intensity of the changes. Findings: The results showed that the highest runoff height index (0.18) and the gravel coefficient had the lowest weight (0.028), according to experts. Prioritization results showed that in SAW, TOPSIS and VIKOR methods, sub-zones 9, 4, and 2 ranked first to third priorities respectively and are in a more critical situation, but in the ELECTRE approach sub-basins 9, 4, 2 and 7, respectively, have the first to third priorities. Considering the results of the combined ranking of the proposed techniques, sub-basins 9, 4 and 2 are in first to third priority, respectively, and have a more critical situation than the rest of the sub-basins. Also, zones with flood and sedimentation potential in the area showed that 32% of the area in high and very high risk. The results of the sum squared error showed that the VIKOR method had the least error and the ELECTRE method had the most error than the final ranking. Also, the TOPSIS and VIKOR methods with the lowest percentage of change (59.72%) were ranked first and the ELECTRE method with the highest percentage change (65.27%) is the last rank. The lowest intensity was also observed in the VIKOR method (4.59) and the highest intensity variation was observed in ELECTRE method (5.61). Discussion and Conclusion: Therefore, it can be said that multi-criteria decision-making techniques are a practical and appropriate approach for better decision-making based on mathematical sciences and optimization. Also, the results showed that the highest potential in relation to the development of industrial groups in the Alborz province is related to food and agriculture industries.Discussion and Conclusion: Based on the results of the study, using efficient fuzzy decision-making models to address the defects of other decision-making methods. Analysis of the results shows that in many parts of the province of Alborz, there is no development of industries. The statistical population of this study includes experts familiar with knowledge-based and start-up companies and informed about the concepts of acquisition and merger, of which 10 experts were identified and considered as the statistical sample of the research. The data collection tool is an expert questionnaire and pairwise comparisons.Results: According to the studies, 5 components include creativity and innovation, Technology, Professionalism, Empowerment and organizational behavior have been identified as the main dimensions in the design of this model.         An important and core issue for the managers of banking sector is to evaluate and rank the branches of a bank. In this study, a typical multi-criteria ranking problem for the Tose’e Ta’avon bank branches in Khuzestan province of Iran as a case study is defined and solved. For this aim, first a set of important criteria for evaluating banking sector are selected from the literature and experts of the field. Then, for coping with the uncertain nature of the real-life problems, the data of the bank branches in the selected criteria for the past years are obtained and represented as interval values. A decision framework consisting of two phases are proposed to rank the given bank branches. In the first phase the criteria are weighted by the methods such experts’ opinions, interval Shannon’s entropy, and linear combination of these two methods. In the second phase, the classical PROMETHEE approach is extended to its interval form and applied to rank the bank branches. By implementing the proposed solution methodology on the case study, several rankings are obtained and their similarities are compared to each other. In the meantime, choosing a sustainable supplier is a strategic key to success in managing the sustainable supply chain of organizations. Choosing the best supplier according to different and sometimes conflicting criteria complicates the problem that using multi-criteria decision making methods is one of the best ways to solve these problems. On the other hand, the choice of supplier is strongly dependent on the opinion of decision makers, and due to the incompleteness of available information, we face a kind of uncertainty. Material and Methodology:  In this paper, the issue of choosing a sustainable supplier in Cement Company is examined. To do this, the combined SWARA and CoCoSo fuzzy approach was used to weight the criteria and rank the suppliers. In the first stage, after collecting the criteria for selecting a sustainable supplier based on the research literature, the criteria were weighted using experts and the F-SWARA method. Findings: The weighting results showed that the economic dimension (0.555) had the highest importance and the environmental (0.296) and social dimensions (0.146) were in the second and third places. Among the criteria, product price (0.284), environmental standards (0.154) and product quality (0.140) gained the highest weight, respectively. Supplier ratings were then calculated using the new F-CoCoSo method, and supplier ratings were obtained for final decision. Discussion and Conclusion: According to the criteria of a sustainable supply chain in this study, managers and owners of various industries and businesses according to the findings of this study can choose the right supplier who lives from all three economic dimensions. Analysis Method: In this paper, the mental storm process is used to identify important threats. The multi-criteria entropy decision-making technique has been used to calculate the probability of occurrence index, severity and sensitivity of each threatening factor, and using the TOPSIS model, identifying threats Prioritized.         Background and Objective Recently, the use of GIS in urban planning has been developed with the rapid expansion of cities and the dramatic increase in the amount of information that must be processed for urban management. This study investigates the best landfill site for Zahedan city using the performance of decision support tools, Network analysis process (ANP) and Weighted linear combination (WLC) for weighting criteria, and map standardization methods based on Boolean and Fuzzy logic in the form of multi-criteria decision-making. Indeed, based on the variables' impacts in locating the waste landfill in Zahedan city, using multi-criteria decision-making methods (MCDM) to weigh and prioritize and evaluate the effective factors are considered to identify the optimal location regarding the ecological potential of the region. The proposed model indicates the priorities of creating different types of decision-making during the evaluation analysis of the development capabilities of the study area.Materials and Methods Developing a multi-criteria evaluation method in a GIS environment to determine and estimate the capability of desirable landfills in Zahedan city is considered. Thus, by preparing a questionnaire by the Delphi method, 18 sub-criteria in two groups of criteria: 1. ecological criteria (Slope, altitude, soil, erosion, fault, precipitation, wind, direction, surface water, groundwater, vegetation, land use, and geology); 2. Socio-economic criteria (Distance from city, village, mine, airport, and road) is determined, and regarding expert's perceptions and using Network Analysis Process (ANP) in super decision software, weights of each criterion were calculated; and in the next step, the layers of criteria were evaluated in a database based on ArcGIS and stored as benchmark maps; and finally using the WLC method were considered to combine all layers to extract the map of a suitable landfill site in Zahedan city.Results and Discussion By fuzzifying 18 layers (criteria) with fuzzy logic and also applying constraints with Boolean logic, 18-layer maps are prepared and by merging layers with one of the common methods of weight linear composition in Multi-criteria decision, the final landfill location map has been explored. In terms of the spatial distribution of suitable landfills in Zahedan city, according to 5 categories of classification, it was found that the highest level of the region is categorized as the low capable class (99.76%) and suitable areas for landfilling in total is around 0.231, also no part of the Zahedan city has a very high or high capability for using as the landfill location, while around the city of Nusratabad, areas with very high and high capability are observed. It was also found that mainly lands with both low and medium capability, are located in the suburban areas of Zahedan and Nusratabad, with 22 units for the city of Zahedan and 35 units for the city of Nusratabad.Conclusion Reviewing the research literature shows the strengths of using a multi-criteria decision-making method to locate landfills, enabling the use of a robust set of interactive tools to regulate compensability between criteria, which allows a quick assessment of the relationship between the criteria. Other strengths of this method include the ability to integrate homogeneous data sets such as qualitative and quantitative criteria using specialized knowledge, the flexibility to select specific criteria for different study areas or various issues, to implement one or more decision-making groups, the flexibility to change the level of criterion importance and different choices for acceptable levels of decision-making risks. By comparing the final outputs related to other areas, it can be concluded that the final results are close and the method is suitable for landfill locations everywhere. Therefore, it is suggested that for other areas, the evaluation of land capability should be examined with the proposed method in this research. However, since the location of landfills by different criteria and the influence of public opinion depends on scientific analysis, we assume that this method has significant potential to support the decision-making complexities of real-world applications.         Crisis management in flood has a distinctive relationship with urban planning and management subjects. Yearly, floods cause a lot of damage to public and private property as well as loss of life. Inspecting the strengths and weaknesses of crisis management is strongly felt during floods. This research aims to recognize and rank all kinds of crises and organizational strengths and weaknesses. Sadra city, an area that is very prone to floods, has been selected as a case study. Initially, data was collected via interviews, literature review, and distributing questionnaires among 150 crisis management specialists. After that, the SWARA method was used to analyze data, which is one of the most optimum multi-criteria decision-making methods. According to the attained results, 10 strong points and 13 weak points were recognized during the flood crisis. Among these points, the flooding of roads, the blocking of access roads, and the water supply network cut-off were the most significant types of crises, respectively. Likewise, separate and selective maps of the city and quick and easy access to addresses and parts with different uses in any section of the city with a score of 0.1718, the newness of water and sewerage, electricity, gas, and telecommunications networks in the city with a score of 0.1418 and the absence of urban decay in the city or unprincipled and non-technical suburbs were identified as the most important strengths with a score of 0.1183. Besides, according to the respondents, the most important weakness is the rain in a short period with a high volume of runoff with a coefficient of 0.1992, which causes severe damage to tables and urban facilities, and residential houses.Extended AbstractIntroduction:  In the last few years has proved that Iran to be disaster-prone country. Annual damage to public and private property and also loss of life due to the occurrence of these events is entered. Nonetheless, it is observed that crisis management is not conducted completely in Iran. Therefore, the purpose of this research is to identify and rank all kinds of crisis and weaknesses and strengths of organization. Factors affecting the organizational communication in crisis management were identified. The occurrence of these incidents in our country has taken many victims and caused major damages to the economic and social structure of the country. Past experiences in Iran show that dealing with natural disasters and their complications is a big challenge for the authorities.  The reason for choosing the city of Sadra as a case study was the existence of many crises caused by the flood. Sadra city, as one of the new cities in Fars's province, faces the dangers and problems of the natural environment today. Therefore, it is essential to know the effective factors in reducing flood damage. The most important question of the research is that how and through what process can a suitable to investigate of Influential Factors in Urban Crisis Management During Floods? This research aims to recognize and rank all kinds of crises and organizational strengths and weaknesses. Sadra city, an area that is very prone to floods, has been selected as a case study.Methodology:In terms of purpose, this research is in the field of applied research, and in terms of research method, according to the subject and purpose, it is descriptive-analytical. The method of collecting information in this research is based on library-document studies and field studies. Data was collected through interview, a literature review and a questionnaire survey distributed among 150 crisis management experts. Data analysis was performed using statistical tests and SWARA method.Results and discussion:The results showed that the flooding of roads was the most important crisis in the occurrence of floods in Sadra. The purpose of this research was to fill this research gap by identifying and ranking the strengths and weaknesses of organizations and experts of the crisis management headquarters during the flood crisis in Sadra city in Fars province. In order to achieve the objectives of the research, the desired information was obtained through interviews with experts and available documents. Finally, 10 strengths and 13 weaknesses were identified. The results showed that the top three factors in the strengths of flood crisis management in Sadra city include "the availability of all the city's segregation and classification maps and quick and easy access to addresses and parts with different uses in any part of the city" and "the newness of network facilities" "water and sewage-electricity-gas-communications in the city" and "absence of worn-out fabric in the city or unprincipled and non-technical settlements" had scores of 0.1718, 0.1408 and 0.1183, respectively. In addition to this, the results showed that three important weaknesses in crisis management include "rainfall in a short period of time with a high volume of runoff, which causes serious damage to the tables and urban facilities" and "the passage of all runoff after passing through the city's roads to the point of the city boundary line and leaving the city only from two points (Tang Jalab and Dukohak Road) which are the main access roads to the city" and "non-construction of flood dams or calm ponds or delays in the upstream points and the entry of runoff into the city during heavy rains causing stones to flow There is a lot of sand on the surface of the roads and clogging of the canals, as well as causing damage. Another goal of this research was to identify factors affecting organizational communication in crisis management. These identified factors included timely information, correct information, complete information, appropriate information, fast information, communication channels and feedback.Conclusion:It is one of the new cities of Iran and Fars province, which is located 18 kilometers northwest of Shiraz. Due to the occurrence of floods in Sadra city, it is necessary to identify and evaluate effective factors in flood control. By reviewing previous studies, it was observed that limited studies have been conducted in the field of crisis management during floods in Sadra city. The purpose of this research was to fill this research gap by identifying and ranking the strengths and weaknesses of organizations and experts of the crisis management headquarters during the flood crisis in Sadra city in Fars province. One of the goals of this research was to identify the factors affecting organizational communication in crisis management. These identified factors included timely information, correct information, complete information, appropriate information, fast information, communication channels and feedback. The meaning of timely information is that the decision maker gets the necessary information at the time of need. In fact, it should express the latest information about a phenomenon in a timely manner. Facilitate timely access to information to make decisions about how to prevent crises. Appropriate information means that the information can respond to what is requested by the recipient. In general, access to appropriate information is effective in identifying the early signs of a crisis and has helped crisis managers in emergency situations. Correct information means that there are no mistakes or errors in the information and that it provides accurate information to the decision makers. This correct information prevents the recurrence of past crises.         Given the importance and attractiveness of the mixed product parallel lines balancing problem and the importance of the human factor in the development process and also very few studies in relation to several simultaneous objectives that is a new approach in the field of parallel assembly lines, this paper presents a two-objective combined integer mathematical model for balancing mixed-model parallel assembly lines. Because of the complexity of the problem is in the class of NP-hard problems, the mathematical model can’t be solved for the actual dimensions of the industry. Genetic algorithm was used to solve this problem, coding and designing is done with MATLAB. The proposed model is evaluated by data set provided in this area. Results reflect the good performance of the model and improved objectives.         Due to increasing environmental regulations and restrictions, and increasing social awareness, in order to meet sustainable development goals, government oversight of environmental and social issues in organizations has become stricter. Therefore the aim of this study is criteria identification and sustainable iron ore supplier ranking of Isfahan Steel Company using a new multi-criteria decision-making method, named MARCOS. This research is applicative which performed by qualitative- quantitative method. The statistical population of this study was the raw material purchasing experts, which ten experts were selected by purposive sampling. In the qualitative part, the criteria were identified by thematic analysis. Then, AHP method has been used to calculate the weight of criteria and finally, using MARCOS method, ranking and evaluation of seven major suppliers of iron ore with emphasis on sustainability principles has been done by MATLAB 2019a software. Based on the results, fifteen criteria have been identified in three sectors: economic, social and environmental, which after calculating the weight of the criteria, quality, delivery, and social responsibility, and reliability, adherence to laws, pollution control and distance were more important. It should be noted that the criteria identified in this study were in good agreement with available literatures.         AbstractThe present study was carried out in order to evaluate and rank the indicators of urban transport sustainability using descriptive-analytical methodology and Delphi methods, best-worst and best priority. In order to achieve the indicators of sustainable transportation in three economic, social and environmental dimensions, the criteria were ranked based on library studies, and the opinion of experts, so as to finalize the criteria of great importance on the research issue to enter the Delphi method, and be used as the evaluation criteria to save time and the number of trips. The final criteria were entered into the weighting and ranking process using the best-worst method and the best priority method. The results of the two methods of best-worst and best priority were compared using statistical methods.Considering that the ranking of the criteria was the same in both methods and the Spearman correlation coefficient was +1, so there is a strong correlation between the criteria.Also, the Pearson correlation coefficient between weights was 0.989 and the significance level was zero, which demonstrate a strong relationship between variables.         The multitude of projects and the complexity of making decisions about them, as well as planning and allocating the organization's limited resources to the selected projects, are the main challenges that many project-oriented organizations face. Considering all organizational aspects in obtaining projects is the most key point in the success of project-oriented organizations. For this reason, choosing a portfolio of projects in a way that can meet the goals and strategy of the organization, in addition to considering the organizational limitations, is very vital. For this reason, in this research, while emphasizing the implementation of the portfolio management process in organizations, a two-stage model is presented for evaluating and prioritizing projects to form an optimal portfolio. By examining the life cycle of projects, first, 12 influential indicators in the evaluation of projects are extracted with the help of previous research, and after the confirmation of 8 important indicators by experts, they are analyzed with the help of fuzzyDematel technique, and the weight of each indicator is determined. In the next step, the proposed projects are evaluated and prioritized using the fuzzy TOPSIS technique. Finally, taking into account the capabilities, assets and limitations of the organization, the optimal portfolio of projects is formed and approved by the decision makers. By implementing the above model in a construction company active in public and private projects, it was found that the analysis of relationships between indicators helps a lot to choose the optimal portfolio and prepares the ground for achieving the set goals. The detrimental effects of over-population concentration in specific urban areas along with a lack of preventive planning and the lack of preparedness to deal with events such as earthquakes is a very serious and important threat to citizens and the continuation of urban life. In this study, District 8 of Tabriz was selected as a case study. The research method is descriptive-analytical, and the purpose of this study is to evaluate and model for predicting seismic vulnerability based on physical-spatial indices of Tabriz considering the quality criteria and providing a suitable model and pattern for construction in Tabriz. For this purpose, out of 9 criteria, building density, population density, quality of buildings (accessibility), access to pedestrian networks, access to essentials, access to open and green spaces, land use, size of fragments, and distance. Dangerous centers have been used. Necessary statistical data is collected, then layers are prepared for seismic zoning and layering is done according to zoning standards. The final analysis was performed using the combination of AHP and Fuzzy TOPSIS methods in GIS (proposed method). Finally, the risk level of the study area was obtained from Tabriz city. The results show that the northern areas have the highest risk areas and the southern areas have the least rate, and finally, it is concluded that the proposed model for risk zoning is applicable. In this research, a framework for ranking 20 branches of Tose’e Ta'avon bank in Iran (Khuzestan province) using decision-making methods has been considered as a case study. Essential criteria are selected through experts and research literature. Then, according to the uncertainty in some indicators and the elimination of defects related to the investigation at a certain point, the data is determined in the form of interval values. The weighting of the criteria using experts' opinions, interval Shannon entropy, and the linear combination of the two, and considering the final matrix extracted from three 4-month intervals (geometric mean of 3 matrices) using three approaches, namely PROMETHEE II, EDAS, and TOPSIS with interval values, the ranking of bank branches has been used for a case study.         روند جهانی شدن و پیشرفت های تکنولوژیکی سریع باعث تغییرات سریع در بازارهای می شود. در بازارهای چالش برانگیز آینده نیاز به آگاهی و آمادگی برای پاسخ سریع است. هدف از این مطالعه ارزیابی و اولویت دادن استراتژی های سازمانی فروش و توزیع شرکت کاله در گیلان است. به منظور تحلیل نقاط قوت، ضعف، فرصت ها و تهدیدات سازمان، از ماتریس SOWT استفاده شد. ماتریس چهار استراتژی مبتنی بر عوامل داخلی و خارجی را توسعه داد. از آن زمان استراتژی های طراحی شده با استفاده از روش تصمیم گیری چند معیاره (toppsis) اولویت بندی شدند. جمع آوری داده ها از طریق مطالعه اسناد، پرونده ها، مصاحبه ها و دو پرسشنامه توزیع شده انجام شد. بر این اساس، دو استراتژی که اولویت بندی استراتژی ها را نسبت به مقادیر زیادی می سنجند عبارتند از: اولا سازمان باید محصولات با کیفیت بالا را با اجرای کامل فرایند و محصولات زنجیره ای سرد حفظ کند تا محصولات با کیفیت بهتر نسبت به محصولات رقبا فراهم شود. اولویت دوم سازمان بازاریابی مینیاتوری مویرگی و تمرکز بر عملکرد کانال های توزیع و تمایز در زمان تحویل با اجرای این استراتژی تعداد مشتریان جدید و حجم مشتریان قبلی را افزایش می دهد.         Use of underground dams can be beneficial for optimal expansion and utilization of water and also for underground water storage. Considering the prevailing conditions in the region of Andika in Khuzestan Province, building underground dams may be an appropriate strategy to offset water shortage during the dry months of the year because construction of such dams in this region entails low costs and the dams will have acceptable efficiency. Many criteria and factors with different degrees of importance are involved in locating underground damsites. Therefore, synchronization of the geographic information system (because of its high capability in analyzing spatial data) and analytic hierarchy process was used to study and apply the role played by each of the mentioned factors (while considering the degrees of their influence in selecting the suitable sites), and the desired results were obtained. The present research used a decision tree that included the reservoir and economic criteria each with its own subcriteria. For the reservoir factor the four subcriteria of slope, hydraulic conductivity, effective porosity, and permeability of dam foundations and for the economic factor the two subcriteria of damsite and its distance from the water use location were considered. Twenty seven sites were initially selected to determine dam axes at the desired sites. The positions of the selected sites were then considered on the map and the spatial priorities of 15 sites were introduced. Finally, the storage volume of each proposed priority was calculated.         The purpose of this study is to select the optimal marketing strategy in the hotel industry in Zabol. In this research, indicators have been extracted by surveying ten experts and strategists in the hotel industry. Research options include three strategies of cost leadership, focus, and differentiation based on the Porter model. After determining the indicators based on the model presented in Holi research, they have been weighted by Shannon entropy Multi-Criteria Decision Making method and then the options have been ranked by TOPSIS multi-criteria decision making method. The results of weighting the indicators show that the indicators of managerial capability, human resource assets, new market capabilities, customer relationship capability and finally reputation assets are of the highest to lowest importance, respectively. The results of ranking the options indicate that the cost leadership strategy is in the first rank and then the focus strategy and the differentiation strategy are in the second and third ranks, respectively.  Manuscript profile

        Recognizing and surveying facilities and abilities and determining the levels of development in rural areas are the first steps in planning and developing process. To this end, this study aims to assess the levels of development in Ardabil villages by utilizing multi-criteria decision making methods. This research is based on the functional goal and descriptive analysis nature. Statistical population includes 10 villages in Ardabil. The required information includes 76 variables in 7 criteria that were taken from General Population and Housing Census and statistical yearbook 2011. Vikor’s multi-criteria decision making method, Electra and Taxonomy are used to assess the rate of development. Furthermore, we tested the assumptions by using Kendall tau rank correlation in SPSS software. The results of the decision making techniques based on average ranks revealed that villages were not in a balanced situation in terms of developmental criteria, so that out of 10 Ardabil villages 6 of them were developed, 2 of them were semi-developed and 4 of them were not developed. Also, the findings of Kendall tau test showed that there was no significant relationship between two population variables and adjacency of the villages to the county and the obtained average rank. These two components had no effect on rural development, but there was a significant relationship between the employment variable and the average rank in each village which brings the employment percentage with a positive effect on levels of development. Based on the results, some strategies are presented to make and perform the plans in order to have an integrated and balanced development in the county. Manuscript profile

The main purpose of this study is to identify & explain the problems of Ardabil city within the framework of criteria that are related to neighborhood planning.The survey research method was utilized in order to assess the aspects & components of neighborhood planning including physical, social, cultural, economic, environmental, access to urban services and proper urban governance factors. The spatial cluster sampling method was used to select 10 neighborhoods out of the five districts of Ardabil city (2 neighborhoods from each district) as sample neighborhoods & a number of 400 questionnaires were distributed according to their population within the selected neighborhoods by means of the random sampling method.The Excel, Spss software and T-test statistical method & multi-criteria decision making models have been used to analyze the data.The results statistical test indicated that there are different conditions in the neighborhoods of Ardabil city in terms of the aspects & components of neighborhood planning.Furthermore, the results of multi-criteria decision making models indicate that neighborhood number 5 in the 4th district of Ardabil Municipality is more problematic and there are fewer problems in neighborhood number 2 in the 1st district of Ardabil Municipality.         Proportionate distribution of facilities, equipment, and Proficient human forces who are directly involved in the health of society is of great importance. The present descriptive-analytical study aimed to rank the Counties of Ardabil province with respect to the health care development indicators. Access to health carefacilities and their distribution across the Countieswere determined by employing 26 health indicators, applying TOPSIS and VIKORdecision making models,and unifying the results by Borda and Copeland techniques, mean-rank, and integration. The findings revealed the gap and inequality among the Counties of the province and a marked difference in access tohealth care facilities and infrastructures. The results of the integration method revealed that among the Counties of the province, just the county of Ardabil, the center of the province, had very favorable conditions. The Counties of Khalkhal and Meshginshahr had favorable conditions. The most deprived county in terms of access to health care facilities was Sarein and the other Counties were classified as deprived or somewhat deprived areas. The findings indicate that it is possible to change the spatial inequalities of development towards balanced growth by decentralization of facilities from the center of the province and proper distribution of facilities and equipment with a justice-oriented approach and also the distribution of health care equipment in proportion to the population of Counties. Also, paying attention to the social welfare of citizens is one of the effective components in ensuring public participation and obtaining collective satisfaction. Therefore, one of the examples of this issue can be seen in setting up stores and shopping centers. Purpose: The purpose of this study is to locate hypermarkets with an emphasis on spatial and local indicators for use in planning the construction of new stores to cover the shortage hypermarkets in Rasht.Research Methodology: The current research method is descriptive-analytical and geographical information systems and network analysis process have been used to investigate the issue.Geographical territory of the research: The geographical territory of this research is the metropolis of Rasht.Findings and Discussion: The findings of the research and problem solving revealed that according to the defined local and spatial criteria, the current hypermarket stores in the metropolis of Rasht are not located in the suitable places. In other words, today the main world opportunities and challenges are embedded in cities and the rapid growth of urbanization accompanied by industrial activities led to inefficiency of urban infrastructures and an intensive increase of environmental destruction. In the current situation, assessing environmental sustainability is one of the most important tools in the process of planning for sustainable development. This assessment is a type of ecological assessment which would be carried out in different levels in sequential way to present a framework for analyzing and assessing the impacts of plans, strategies and polices on environment in a comprehensive method by offering some recommendations to mitigate environmental pressures. So, providing an appropriate milieu for assessment and measuring environmental sustainability is inevitable in the process of urban development and planning.  In this paper by a short review on environmental sustainable literature and measuring methods we tried to present a background and appropriate method for selecting the indicators and assessing the level of sustainability in the different parts of Bandar Turkman city. The main research question is: what is the level of environmental sustainability in the different parts of Bandar Turkman?  The findings were assessed using multi-criteria methods and in the structure of linear assignment model. Research Methodology   Discovering the main components and indicators of environmental sustainability in a comprehensive and organized way for evaluation and assessing sustainability in urban areas is multi-criteria techniques in the structure of integrated satiability assessment. Such technique helps the users to understand the results of integrated assessment like evaluating policy aims and applying these results in a system and proposed decision making for sustainable development.  There are various tools in the field of multi-criteria decision making models which could help planners and policy makers to solve decision difficulties with respect to different and contradict opinions. These models are TOPSIS, SAW, LINMAP, AHP, ANP, ELECTRE, Linear Assignment, PROMETHEE I & II, Compromise Programming and other methods.  In the present paper linear assignment was applied which is a concordance subset. Coordinate subset is the third subset of compensatory models in MADM which their output would be a set of ranks so that provide necessary coordination in a most proper way. This subset includes ELECTRE and linear assignment methods. The data and information of the research were collected by reviewing different documental proofs in the related offices. Also a field survey was conducted to gather main research data and information by completing questionnaires in five different zones of the city in classified random sampling. The number of samples (380) was obtained using Cochran method and the head of households were interviewed. The statistical society of different areas was chosen by cluster sampling and based on each zones population. Results   The obtained results of using Shannon Entropy for finding out the indicator's weights are shown.   In this study zones are showed with  Aj and i= 1,2,3,4,5   indicators with xj and j= 1,2,…,26 in tables 1 and 2.  Results of Shannon entropy method used to determine the weights of indicators. Also ranking of the zones was done regarding 26 indicators. The stages of linear assignment algorithm and the ranking results of five zones were analyzed based on rank and case limitations. The following table shows the results obtained from the model for five zones. In overall, zone 5 placed in first priority and zones of 1, 4, 3 and 2 have the next priority respectively by their environmental sustainability. Conclusion   Environmental sustainability assessment can be as important tool in the process of urban sustainable development to direct development trend towards sustainability and consequently desalinate an optimum perspective of urban environment. Accordingly since many models and techniques were applied in different levels to measure and assess sustainability, however have not been able to reach an appropriate framework for measurement and assessment in urban areas. So, in this context and with regard to the literature review, different indicators were selected which finally the integrated approach and multi-criteria assessment based on linear assignment technique were applied for the present research.  Also, the view of different experts was considered to determine the value and importance of criteria, the given weights were incorporated in decision matrix and the final weights of indicators were calculated using Shannon entropy. The result from model application revealed that zone 5(Isteghlal) gained the first priority and zone 1 (Farmandari), 4 (back of eastern rail way), 3 (back of western rail way), and 2 (city center) were placed in the next priorities respectively regarding their environmental sustainability. Also the results from field survey in the different zones of the city of Bandar Turkman showed that the model of linear assignment has the capacity to determine the level of sustainability in different parts of the city and then prioritize these zones. So that direct observation showed that the results from model application correspond with existing conditions in the ground.   Manuscript profile

        تغذیه  هم به­عنوان ورودی و هم نتیجه توسعه پایدار شناخته می­شود،  جایی که تولید کشاورزی نیز نقش غیرقابل انکاری ایفا می­کند. استان البرز به عنوان یکی از استان‌های بزرگ ایران، با مشکلات متعددی مواجه می­باشد که طی سال‌های گذشته بر امنیت غذایی آن تأثیر منفی گذاشته است،.به­طوری که اجرای کشاورزی حساس به تغذیه برای رفع این مشکلات ضروری تلقی می­شود. پژوهش حاضر به بررسی مداخلات مؤثر بر اجرای تولید محصولات کشاورزی حساس به تغذیه در استان البرز بر اساس تحلیل تصمیم‌گیری چندمعیاره (MCDM) برای اولویت‌بندی این مداخلات و همچنین شناسایی بهترین استراتژی اجرایی برای پیگیری در منطقه پرداخته است. به منظور دستیابی به این اهداف، با استفاده از فرآیند شبکه تحلیلی (ANP)بر اساس مطالعات کتابخانه­ای و اسنادی و مصاحبه با کارشناسان و مراجع، ساختار مدل ANP تدوین شده و مقایسه­های زوجی صورت گرفته است. نتایج نشان می‌دهد که مهم‌ترین عامل مداخله گر، در ابتدا "تولید درآمد برای تغذیه" و پس از آن "جابجایی، ذخیره‌سازی و فرآوری حساس به تغذیه پس از برداشت" ، می­باشد. تصمیم­گیران و مسئولان این استان، باید در اجرای کشاورزی حساس به تغذیه، به این جنبه­ها توجه بیشتری داشته باشند. همچنین، استراتژی پیاده­سازی بلندمدت (6 تا 20 سال) جایگزین بهتری برای هدف­گذاری و برنامه­ریزی تصمیم­گیران و مقامات است.         In this article, which was conducted based on a case study in Iran's New Energy Organization (SANA), an attempt was made to develop sustainable development management strategies and consider the involvement of many positive and negative factors in choosing a wind turbine for a wind farm in the country. Use appropriate MADM methods. In this regard, after calculating the important factors in the evaluation of a wind turbine technology according to the principles of sustainable development management, AHP was used to weight the criteria and sub-criteria and TOPSIS was used to select the best option. In order to obtain the AHP hierarchy, the descriptive-field method was used, and the desired data was collected in line with the design of the model and different levels of the AHP tree, and the weighting process was carried out based on this. Several interviews were conducted to achieve criteria and sub-criteria. Also, a researcher-made questionnaire in this field was prepared and distributed among the people involved in the wind turbine industry, and finally, the agreed criteria and sub-criteria were calculated. Based on the conducted field studies, effective criteria in sustainable development management by choosing the right wind turbine for a wind farm in five general areas including: "Technical specifications and coordinates", "Technology manufacturer (provider) specifications", "Opportunity fields", "Generators" "Cost" and "Risks and Risk Factors" as well as 31 sub-criteria were identified and categorized. According to researchers, intellectual capital is the most important factor in creating value-added in companies and their performance. Therefore, measuring intellectual capital is of particular importance in measuring corporate performance. In this research, a multi-criteria model has been provided for evaluating intellectual capital Based on the judgmental sampling method and the availability of information, the sample consisted of 81 companies include: banks, automobiles and related parts, chemicals, investment and pharmaceuticals, and used financial and non-financial information. The research method used is mixed and value (qualitative) judgments is used in modeling; to test hypotheses, quantitative and qualitative methods. . Further evaluations of the proposed model show that given to the results of Friedman test on the questionnaire of experts’ survey, including 22 researchers familiar with the field of intellectual capital, they have more advantage for the proposed model than other indicators, and in the following, Spearman test shows a significant positive relationship among the results of the proposed model and the profitability of corporates across the industries(except investment) , which is consistent with most research conducted in this area. Corporates active in the industries under study can utilize the results of this model for annual assessment of their intellectual capital, and take action for annual planning and evaluating management performance in terms of achieving the goals and aligning it with the corporate overall strategy in the field of intellectual capital through examining the model’s components.         Financial risk evaluation of companies is crucial to identify potential financial risks, provide a decision basis for senior chief financial officer, and prevent and reduce risk losses. In evaluating the financial risk of companies, the basic issue is related to uncertainty and inaccuracy. In this research, in order to evaluate the financial risks of companies in the Tehran Stock Exchange, we use group decision-making methods. The Pythagorean fuzzy set (PFS), which is depicted by degrees of membership and non-membership, is a new and more effective tool for dealing with ambiguity. In this paper, a new Pythagorean fuzzy score function is presented to solve the comparison problem. In addition, we present composite weights that reflect both subjective and objective preferences. Then, the weight of the criteria and the correlation between the pair of criteria by D-CRITIC, and the prioritization of financial risk of companies by the EDAS method (Evaluation Based on Distance from Average Solution) based on the new score function are calculated. This method is very useful when we have conflicting criteria. For this purpose, in the first stage, seven indicators of relationship marketing indicators which have the greatest impact on the ranking and performance evaluation of brokerage firms from the viewpoints of the experts, from among the indices derived from the theories and models of relationship marketing including customer confidence in the organization, customer commitment, empathy with the customers, financial interests, competence of the organization, conflict management, communication and financial interests was determined by questionnaire.  The study population will consist of two parts: Active Brokerage firms in Stock Exchange and the customers of these brokerage firms in the cities of Tehran and Isfahan who have used the services offered by the brokerage firms at least twice. The data were collected from a sample of 873 customers of brokerages and 2 experts of capital market. To analyze the research data, the main influencing criteria on relationship marketing were evaluated in the form of questionnaire. Finally, the ranking algorithm was designed using Fuzzy AHP and Fuzzy TOPSIS and ranking was conducted. The need for the flexibility and speed of the industry with regard to the existing competitive conditions and the move to agility is the most obvious reality. In this research, using the DNAP and VIKOR methodology, ranking of important indicators in supply chain agility in automotive parts industry in Qazvin has been studied. The statistical population consists of experienced experts and experts with a sample size of 30 people. The data collection method is internal documents and library and library references, the tool is used as a questionnaire. the results indicate that purchasing power and market demand are among the highest priorities in relation to other factors.         Innovation capability plays an important role in a business continuity and provides the ability for effective competition of organizations in the unstable environment of the present society.Since banks are one of the most important service organizations, they need remarkable innovation. This will attract new customers among the other competitors .So, innovation assessment would help them effectively.This study aims to provide a fuzzy hybrid expert model for assessment of banks innovation. In this regard, innovation influencing factors were identified. After all the activities are done, , the factors that are affecting the Banks innovation are recognized by experts. Then, these factors are weighted by using Best-Worst multi-criteria decision making method and experts opinion. Then, by using fuzzy MULTIMOORA method, 6 branches of Ansar Bank assessed as a case study. The results of this survey indicate that strategic factors, internal factors and the customer are the most important factors affecting innovation in the banking field and also the bank perspective is identified as the most important sub-criteria.         The purpose of this paper is to identify the components of selecting suppliers in the resilient supply network of Iran's oil and gas projects with the fuzzy Delphi technique, weighting and prioritizing each one with the fuzzy best-worst technique and evaluating and ranking the options. (suppliers) regarding the level of resilience in the supply network of Iran's oil and gas projects with Mapak and Covaliflex techniques and summarizing the results with Borda technique. The aspect of innovation and novelty of the current research is the use of fuzzy logic, consideration of supplier resilience and its combination with multi-indicator decision-making techniques in introducing the local model of supplier selection in Iran's oil and gas industry. The population and the statistical sample of the present study are 23 senior managers in the field of logistics in Iran's oil and gas industries. The results of component screening with fuzzy Delphi showed that indigenous patterns were identified in six criteria and thirty-seven sub-criteria. The results of weighting the dimensions of selecting resilient suppliers with the fuzzy best-worst technique showed that the criterion of flexibility (resilience) is the most important criterion, and price and cost (economic criterion), the second rank, and agility. Supplier services, supplier characteristics and capacity, and quality and technology were ranked third to sixth respectively. Also, the sub-criteria of each criterion were weighted and ranked.         The purpose of this research is to identify and classify the factors affecting the resilient supply chain strategies in medical centers using Dimetal Gray and ANP techniques. The research was conducted qualitatively and quantitatively, and the factors and sub-factors were extracted through interviews with experts and the foundation's data method. Then, 23 experts determined the influence of factors and sub-factors on each other based on pairwise comparisons, and their importance was determined by the method of network analysis based on Dimetal Gray. The findings of the qualitative part with the foundation's data method, which includes causal, contextual, interventional and phenomenon-oriented factors, showed that the most important factors affecting the strategies "supply chain support system", "management of goods suppliers", "methods of supply chain management", and "risk management" and were ranked by Markus Gray technique. Dimtel's findings showed that "risk management" factors are the most effective and "supply chain management methods" are the most effective. To obtain the weight of the factor using ANP with the help of DEMATEL in this research, based on the general relationship matrix that shows the effectiveness and effectiveness of the factor, A8 (continuous environmental monitoring) as the best strategy for resilient supply chain in medical centers. it's been chosen.
