Abstract :
Comprehensiveness and integration in the policy-making system of worn-out urban structures is one of the most important needs of stakeholders and one of the necessities of preparing and implementing urban regeneration programs. In traditional approaches so far, most of the policy-making institutions have paid attention to the physical dimension of worn-out tissues and in modern approaches, simultaneous attention to four economic, physical, socio-cultural and environmental dimensions has been emphasized and balancing between these dimensions can be Ensure sustainable local growth in longtime. Each of the target neighborhoods of urban regeneration has unique features and challenges in terms of history, topography, development process, dominant social groups living in it, settlement pattern, functions, type of buildings and materials, etc.Governance and Policy-making systems should explain the policies and outlines of the regeneration measures, and at the implementation level, a specific model of activity should be designed based on neighborhood-centered requirements of the target areas. In this study, the capital of Iran, the metropolis of Tehran in comparison with other metropolises of Iran was studied, due to its importance and characteristics, the extent of worn-out tissues and high population density in it, the diversity of burnout types, the type of institutional structure and its extensive experiences in urban regeneration projects.In research design, first, the target trends and articles were identified based on scientometric methods. By studying the international research (more than 400 articles) and focusing on the articles that were done about the metropolis of Tehran (60 articles), the dimensions and key indicators were identified. Based on 4 dimensions of sustainable development, thirteen district urban regeneration for priority classification of regeneration policy was extracted from articles. The classification was designed in regeneration policy. The policy dimentions priorities were analysis based on MCDM approach and GAHP and DEMATEL techniques. The Significance were compared in two ways. In both methods, economic, physical, socio-cultural and environmental dimensions were important, sequentialy, and the combination of these 4 dimensions, which included 9 combined dimensions, were prioritized based on the importance and weight gained.
