        Background and purpose: The implementation of the policy of the Entrepreneurial University is one of the important concerns of the country's higher education system, and it has also been emphasized in the science and technology policies announced by the Supreme Leader. Methodology: The research method is applied in terms of purpose, descriptive survey in terms of method, and qualitative and quantitative (mixed) in terms of data type. The statistical population of Islamic Azad University, and sampling was done until reaching information saturation with 15 people. The quantitative statistical population included 252 152 people were selected based on simple random sampling. The data collection tool included a semi-structured interview and a researcher-made questionnaire. The content validity of the questionnaire was confirmed by experts and the reliability of the questionnaires was confirmed with Cronbach's alpha coefficient higher than 0.7.Findings: The results showed that the policy implementation model of the entrepreneurial university based on science and technology policies includes three dimensions of support, requirements, and interactions with 20 components and 96 indicators.Conclusion: The results of the research can be useful in the implementation of the policy of the Entrepreneurial University and provide a suitable field for other researches.         Purpose:purpose of this study is to identify and prioritize obstacles to the implementation of government policies in the headquarters of the Iranian Oil Ministry.Method:research is a descriptive-survey based on applied-exploratory purpose and method of collecting data.statistical population consisted of all employees and managers of the Ministry of Oil. The sample size was 260 .They were selected by random sampling method using Krejsi and Morgan tables. To assess the validity and reliability of the measurement tool, content validity and alpha Cronbach have been used,respectively.It is a library and field information collection.Data analysis was performed by Kolmogorov-Smirnov test,kmo index and Bartlet test,exploratory factor analysis and hierarchical analysis process.Results:findings of this study indicate that among barriers to implementing government policies, management barriers with weight of 0.276, human barriers with weight of 0.185, barriers to weighting 140.1, environmental barriers with weight 0.85, policy nature with 765 / 0 Weight and system barriers with a weight of 541 have priority.Conclusion:results indicate that many policies are incompletely implemented or not implemented at all.         The present study is qualitative and uses grounded theory aiming to provide a model for implementing anti-corruption policies in Iran's administrative system. Or this purpose, 14 experts are interviewed. The result of these interviews is a set of basic themes that are gathered through the open coding process and categories are extracted from them; then, in the axial coding step, the link between these categories as: causative conditions, axial phenomenon, underlying factors, interventional conditions, strategies and consequences of coping with administrative corruption is determined in the form of axial coding paradigm. Further, in the selected coding stage, the theorems are presented. The results show that the causal conditions affecting the implementation of anti-corruption policies are divided into twelve cases. Identified interventions are divided into ten general categories. The identified underlying factors are: social, economic, political, and administrative. The strategies are proposed. Finally, the identified consequences are: respect for the client and increasing public satisfaction with government services, improving administrative health and reducing corruption, protecting and safeguarding people's rights, increasing accountability and public confidence, reducing public service costs and improving their quality, meritocracy, accountability and promotion of the satisfaction of government agents.         The purpose of this study was to identify the internal and external factors associated with the implementation of the organization's policies. It was an applied-descriptive study conducted through a survey method using a questionnaire. For the purpose of this study, after reviewing the literature and theoretical foundations, we tried to identify the most important internal and external factors affecting optimal policy implementation. Therefore, seven factors and their indices were selected based on frequency and importance. In the form of seven hypotheses, the relationship between these factors and optimized policy implementation was evaluated. The statistical population included 120 employees of the Department of Natural Resources and Watershed Management of Khorasan Razavi province. The sample size was calculated using the Morgan formula to be 92 people. Regarding the fact that the policy implementation had an abnormal distribution, the nonparametric single t-test was used to test the hypotheses. The results indicated a positive and significant relationship between all internal and external organizational factors identified by optimal policy implementation in the organization.         Background: In public management, the good governance principles is a new paradigm that emphasis on public managers role in providing high quality services and offering them to citizens and different groups. Goal: The main aim of present research implementation pathology of administrative integrity policies with the good governance approach to present the solutions for implementing the administrative integrity policies. Methods: This is a descriptive-applied study and used the explorative, survey, content analysis, combined and experimental methods. The statistical society of research included 408 persons among managers and personnel of Jahad Keshavarzi Organization of Markazi Province that based on Cochran’s formula, 198 persons selected as research sample among them by stratified simple randomly sampling method. The author’s made questionnaire used as data gathering tool that its validity verified by experts and by confirmative agent analysis and its reliability verified by calculating the Cronbach’s alpha coefficient (0.89). Findings: The research findings show that in dimensions of provisions quality, the law reign, responsiveness and transparency respectively, the most distance exist between current situation and the ideal situation. Although different acts are conducted to implement these policies, but also there aren’t desirable outputs and outcomes. Objective: This paper is prepared in order to determine the dimensions of the implementation of Air Pollution Control Policies in Iran. Methods: In order to explore these dimensions, initially by deep studying of theoretic literature and famous models of policy implementation, indicators and components were determined and then ,because of exploratory nature of research questions, after interviewing with experts and 2 independent study, other indicators and components were exploited by means of “thematic analysis” method. Finding: Data analysis in coding process was resulted in appearance of 85 base themes, 19 organizer themes and 6 inclusive themes. Conclusion: The dimensions of implementation of air pollution control policies in Iran includes: “policy making”, “Planning and resources mobility”, “management and implementation network”, “supervision and evaluating” “Stakeholders and target groups”, and “context”.         Talking about making policies, we expect a domain of outcomes including bureaucratic and sovereign decisions. The outcomes are indeed the result of mechanisms and instruments that must be utilized to implement a policy. Implementation of policies usually suffers from 2types of deficiencies: deficiencies caused by inefficient executives and those caused by insufficient infrastructures. what comes before these deficiencies is the lack of an optimum methodology for implementing the policies; because, the executive can claim not having a clear plan of action, and the problem of insufficient infrastructures usually cannot be solved in a short while. The present article, being centered on the discussion of performance and performance studies, aims to propose a model for implementation cultural policies, by means of which the operational literature and ideas are developed with a cultural approach, of the objectives. Complete and accurate implementation of the plan of action is the only way of realizing the policies. On the other hand, improper implementation can abandon all hopes for solving the problem. Every instrument can be applied to a certain problem; and since the policy makers can have an extensive domain of action, knowing the proper instruments is the key to final realization of the policies.         Background: Development and implementation of safety and health policy is one of the necessities of the organization to reduce accidents and occupational diseases. Policy means the decisions and politics and the purpose of implementing the policy are the activities that it performs directly.Objective: Numerous factors lead to the failure to implement occupational safety and health policies. In this study, these factors have been identified and ranked.Methods: This research is applied and strategic in terms of survey. The research population consisted of 15 HSE managers in Kerman province who were selected through non-random and purposeful sampling. Data collection tools are interviews and questionnaires and FMEA technique and integrated approach of AHP and fuzzy TOPSIS have been used to analyze the data.Findings: Based on the findings, important factors influencing the failure to implement safety and health policies are: Lack of proper organizational structure and lack of funding for implementation.Conclusion: According to the research findings, it is necessary that organizations pay more attention to creating and strengthening the structure of safety and health units and monitor the implementation of safety and health policies by estimating and allocating the necessary budget.         Background, Objective: Automotive Industry is under the dispute for many years. The public claims that it has transferred to the private sector, but everything is under public instructions. This study seeks to identify influential factors on implementation, to provide policy recommendations.Method: The approach of the research is qualitative. Applying Thematic analysis method, semi-structured interviews were conducted with 12 experts from experts and pundits. Data with MAXQDA software were investigated and content were obtained. Since the study results return to initiate a thematic network and prepare some policy recommendations so the object is applicable-development. Results: The data resulted in 436 basic themes , 20 organizing themes and 5 global themes including macro, institutional, institutional-organizational, intervening and moderate variables.Conclusion: From expert point of view, effective factors on policy implementation are divided into five factors. The result of these parameters in different directions and in different ways, is the complexity and the ambiguous situation and challenges. The result of this study shows that success in policy implementation requires the provision of a suitable platform for the activity of the private sector contributing and enabling.         Objective: In order to properly perform their duties to society, governments are required to implement policies that, if not implemented properly, could lead to a reduction in the level of welfare, backwardness of the country, and public dissatisfaction .The purpose of this study is to identify the implementation of public policy in the Central Bank Deputy Supervisor using the meta-combination identification method.Research Method: Since reviewing and summarizing the findings of previous studies is an important step in drawing a comprehensive picture of them, their meta-combination has been considered. In the first step, by comprehensive search of sources, 150 sources were obtained, from which in a 3-stage refinement, 35 articles very related to the qualitative research method were selected. Concepts were extracted from the articles and by re-reading the concepts, the categories were extracted.Findings: Data analysis eventually led to the enumeration of 8 dimensions and 59 categories and the formation of a theoretical model.Results: The results show that policy barriers, implementation barriers, support and financial barriers, implementation barriers, managerial barriers, environmental barriers, structural and organizational barriers and regulatory barriers are among the barriers affecting the implementation of public policies in Deputy Supervisor of the Central Bank Manuscript profile

        Background:  The key factor of organizations' success is complex, quiet and hidden, but extremely powerful, which can be a source of movement and dynamism or an obstacle in the way of progress. This powerful phenomenon is called organizational culture. The current research was conducted with the aim of determining the impact of public policy implementation on organizational culture at the level of the Ministry of Economy and Finance.Method: This research is an applied research in terms of purpose and a descriptive-survey research in terms of research method. The overall statistical population of the research was 725 employees of the Ministry of Economic Affairs and Finance.Then, based on the Cochran table and based on the simple random sampling method, the number of 251 people was determined as the statistical sample of the research. Library studies were used to collect information in the theoretical foundations section and field data were used to collect data. The main data collection tool is the public policy implementation questionnaire (Abasi et al., 2015) and the organizational culture questionnaire (Denison, 2001). Its validity was checked in form, content and structure. Reliability was also calculated using Cronbach's alpha. The obtained data were analyzed using structural equation model and Smart PLS version 2 software.Findings: The results showed that the implementation of general public policy has an impact on organizational culture at the level of the Ministry of Economy and Finance with an impact factor of 0.695 and a significant value of 9.070.         Objective: The purpose of this study is to Diagnosing the implementation of administrative system training policies in improving employee performance in the Ministry of Oil.Methods: The type of research is developmental in terms of purpose and practical in terms of results, and quantitative in terms of data type. Using Cochran's formula, the sample size was determined to be 154 people who were selected using simple random sampling method. Data collection tools included a researcher-made questionnaire. The content validity of the questionnaire was confirmed by experts. In the descriptive statistics section, ..were used. In the inferential statistics section, Kolmogorov-Smirnov test was used and Bartlett tests were used to evaluate the adequacy of sampling were used.Findings: the damages of implementing the educational policies of the administrative system include behavioral damages with 12 indicators, structural damages with 11 indicators and contextual damages with 13 indicators. The results of quantitative analysis also confirmed the significance of factor loads of all indicators and their confirmation at 95% confidence level.Conclusion: commitment of executives in the training policies of the administrative system by informing the benefits for the organization can be useful. Purpose: This research was conducted with the aim of investigating the challenges of citizens' participation in the implementation of the policy, focusing on the protection and exploitation of the forests in the north of the country. Method: in the quantitative section was the opinions of 11 people from the directors of the General Department of Natural Resources and Watershed Management of Mazandaran, Gilan and Golestan provinces.         Background:Proper and desirable implementation of entrepreneurship policies as a driver of innovation and economic growth plays a key role in economic development and the emergence of knowledge-based economies. The implementation phase is one of the most important and challenging stages of the policy process. This stage is the starting point for realizing the goals. Several factors can play a role in the implementation of a policy. The researchers, in their turn, described the factors influencing the successful implementation of a script, pgnoring attention to these factors con challenge the implementation of the policies. Purpose: The objective of this research is to achieve the most important barriers in the implementation of development programs in the field of entrepreneurship. Method: This study was conducted in terms of practical purpose, collecting qualitative data and using a deep interview technique with 14 experts and development program executives. The purposeful sampling method and the criterion for determining the sample size is the theoretical saturation obtained in the 12th theoretical saturation, Also for data analysis, open and axial coding was used.         One of the most important issues in the Iranian National Tax ‎Administration is the failure to achieve ‎acceptable performance ‎and defined goals in implementation of policies. In this ‎research, the effective barriers of tax policies implementation ‎with the focus of direct tax law were identified based on ‎combined top-down and bottom-up approaches in policy ‎implementation. After first identifying the barriers to tax policy ‎implementation by examining the theoretical foundations and ‎prior research as well as interviewing experts (Tax experts), the ‎Delphi questionnaire was designed. Then, according to a ‎survey of ‎‏12‏‎ academic and tax experts, ‎‏47‏‎ barriers to ‎implementing tax policies were categorized into ‎‏10‏‎ dimensions. ‎Finally, based on the data collected from managers and experts ‎of the Tehran Tax Affairs Organization, a confirmatory factor ‎analysis was performed that confirmed the extracted structure ‎of the research.‎ The results of the present study can help managers and policy makers of the Tax Administration to implementation of tax policies.         Policy implementation is seen as an integrated set of interaction processes between goal setting and action to achieve goals, and they believe that implementation should not be separate from formulation and the biggest problem in policy implementation is ignoring specific arrangements at the stage. There are many factors that can help in the implementation of policies, among which we can mention the evolution, requirements, quality dimensions and principles of total quality management. To collect data from six researcher-made questionnaires, the evolution of quality , Quality requirements and principles of total quality management and quality dimensions, insurance lines of the Social Security Organization based on the 5-point Likert scale have been used. The statistical population of this study is two groups of experts and all employees of the General Department of Social Security of Kerman province. SPSS and AMOS software were used to analyze the data. The results showed quality evolution, quality requirements and principles of total quality management and quality dimensions.         The main purpose of this study is to provide a model for evaluating the policies of the Social Security Organization with a network governance approach. To select a suitable sample from the community of experts and university professors by non-random sampling method of selective type to 16 people and for the community of senior, middle and executive managers of the Social Security Organization in Tehran province by multi-stage random sampling method Based on Morgan table, 89 questionnaires were collected. In order to achieve the desired model based on the network governance approach, four factors of network design, network formation, network management and network participation are identified and based on administrative, judicial and political evaluation, 18 questions are considered for each index. Data are analyzed by SPSS and LISREL software through heuristic factor analysis and path analysis. The results showed that the policy evaluation indicators are part of the judicial approach in the network formation index in network governance are approved and can be an appropriate criterion for measuring the network governance indicators defined for evaluation. Introduce the policies of the Social Security Organization. In terms of ranking, the highest priority is given to the political sub-criterion in terms of network participation, and finally the judicial sub-criterion of network design is in the last rank.         The aim of the research is to investigate the impact of Jihadi management style on the implementation of the policies of the Martyr Foundation and Veteran Affairs in the southern provinces of the country. The research method is descriptive-correlation and qualitative-quantitative. The statistical population of the research included 1400 and the sample size was 308 according to Morgan's table and was selected by stratified random method. The findings show that in the dimensions of the jihadi management model, the components of insight-oriented, legalism, planning and staff work, applying mutual commitment, interpersonal role and standardization of rules and regulations are among the highest average and components. Idealism, participatory management, control and leadership of line units, human component, empowerment and rehabilitation, self-confidence, self-reliance and the component of using all capacities have the lowest average.According to the final model, the leadership style of Jihadi management has a positive and direct effect on the implementation of the foundation's policies with a path coefficient of 72%.         Policy circle consisting of design, implementation and evaluation is a sort of rough road which many can’t go through. As a result, there have been a lot of undone laws and legislations in Iran. The research considering this matter, aims to design a social policy implementation model. For this purpose, by using exploratory approach and based on Grounded Theory between theories and field work, we have presented a special schema. In order to design the model, as well as reviewing the most crucial theories, we exerted semi-structured interviews with 15 top informants in social policy making. 265 codes were extracted while coding in MAXQDA16. The revised secondary codes result 17 axial codes. The results show that the most important problem in welfare policy implementation is the lack of powerful and influential authority in the social welfare system which has been intensified by merger of Welfare Ministry. Moreover, the Supreme Welfare and Social Security Council hasn’t succeeded in alleviating the dispersion of national welfare policies and numerous institutions due to being marginal. monitoring and evaluation system by using the Supreme Welfare and Social Security Council’s capacity and utilizing an integrated welfare information system can help to step beyond this Undesirable situation Manuscript profile

        Educational policy is a type of public policy that can be done both at the school level and at the middle and macro levels of the educational system. However, schools are mainly implementers of educational policies. The current research has examined the infrastructures for the implementation of educational policies in schools. This study was based on a qualitative approach and thematic analysis method, by studying the attitudes and perceptions of experts, middle and operational managers. Based on the inclusion criteria, the perception of 14 people has been investigated using a semi-structured interview. The sampling method was purposeful snowball type. In order to verify the trustworthiness and accuracy of the research information, the reliability criterion was used with the review method by 10 participants and the review of 2 non-participating experts in the research. Data analysis was done by thematic analysis method of Esterberg. From data analysis, 142 codes, 5 themes and 36 sub-themes were obtained. Based on the themes extracted from the research, the infrastructures for implementing educational policies in schools are school administration, students and parents, resources and infrastructure, school planning, school interaction with local institutions. Schools are not only implementers of educational policies, but for the implementation of educational policies, they need appropriate infrastructure inside and outside the school. Manuscript profile
