Performance Measurement Model in the Implementation of Urban Development Policies with a Focus on Smartization (Case Study: Tehran Municipality)

Abstract :
The main objective of this research was to design a performance measurement model for the implementation of urban development policies with a focus on smartization. To achieve this goal, a sequential exploratory mixed-method approach was adopted. In the qualitative phase, content analysis and semi-structured interviews with 16 experts were conducted to identify the dimensions, components, and indicators of the performance measurement model for urban development policies with a focus on smartization. In this phase, three main categories, thirteen subcategories, and sixty-four indicators were extracted. In the quantitative phase, structural equation modeling (SEM) was used to validate the model. A questionnaire based on the indicators identified in the qualitative phase was designed and distributed among 120 managers of Tehran Municipality to examine the relationships between the indicators and categories. The quantitative data were analyzed using Smart PLS version 3. The results revealed that the performance measurement model for the implementation of urban development policies with a focus on smartization consists of three main sections: The first section includes the evaluation of drivers for the implementation of urban development policies, encompassing the goals and standards of smartization-based urban development policies, related resources and tools, executors and executive organizations, data and information management, and smart city infrastructure and technologies. The second section involves the evaluation of the outcomes of urban development policy implementation, including smart urban governance, smart urban economy, smart urban transportation, and smart urban participation and collaboration. Finally, the third section evaluates the impacts of urban development policy implementation, focusing on comprehensive urban development, environmental sustainability, and the improvement of citizens' quality of life. The quantitative analyses also confirmed the significance of the relationships between the indicators and components proposed in the model. The findings of this research can be applied to measure the performance of urban development policies with a focus on smartization and play a significant role in improving and optimizing these policies.
