        Based on the data collected, there is a complete knowledge of the past and current developments of the CSR, but this information lacks the perception of its future potential. The purpose of this research is to investigate the future role of CSR in governmental and non-governmental organizations. In this regard, the following questions are designed: 1. How will CSR be important in future in governmental and non-governmental organizations? 2. What general (general) CSR policies affect the future CSR? 3. Which stakeholders will be involved in the dissemination of CSR in future government and non-governmental organizations? In order to clarify the future of CSR, the use of the Delphi technique, which is based on the prediction of the outcome of the consensus, is being addressed and applied in this research. To assess regional and partial differences, the Delphi panel covers more than 112 experts and experts that cover all areas of Tehran's metropolis.         The purpose of this study is to design, explain and present a Permission Based Marketing model in the field of banking among the employees of Bank Mellat branches.In this research, the combined method strategy has been used to answer the research questions. In this research, by means of Delphi method, the opinions of experts in this field have been collected and summarized. According to the purpose, the research is one of the applied and developmental researches and in terms of implementation method, it is a descriptive survey. First, the initial conceptual model extracted from the subject and background literature by the meta-integration method has been refined by organizational experts using the Delphi method. Data collection tool was an open questionnaire and purposive sampling method was judgmental. In the quantitative part, the Delphi process was performed in three rounds, and the criterion for stopping the rounds was reaching the Kendall agreement coefficient to an acceptable level.The findings show that Permission Based Marketing indicators in Bank Mellat can be grouped into six categories: advertising effectiveness, information technology, marketing capability, customer satisfaction, continuity of customer relationship and customer attitude, which are more important in terms of attitude Customer, advertising effectiveness, customer relationship continuity, customer satisfaction, information technology and marketing capabilities.The results showed that the bank's commitment to the customer is one of the main reasons for permission based marketing,Keywords: Foresight, Permission Based Marketing, Delphi Technique, Banking scope Manuscript profile

        Today, the term "strategic foresight" is widely used to describe the activities and processes that help decision-makers to guide the companies' future action plan. This study was undertaken to identify and prioritize the Components of strategic foresight capabilities, crisis management and human resource agility in the blood transfusion organization using Delphi and AHP techniques during 1393.The study population consists of the managers, officials and experts in Isfahan Blood Transfusion Center and 3 accident-prone provinces with at least 10 years of experience which includes 160 people. The study utilized Delphi Technique to identify the components of strategic foresight capabilities, crisis management and human resource agility in Isfahan Blood Transfusion Center and AHP method to prioritize these components. Based on the obtained results from the Delphi method 5 components for strategic foresight capabilities, 5 components for HR Agility and 6 components for crisis management were identified that each of which has also the components which are prioritized and weighted using AHP method.         Trend analysis is an important part of futures studies that has been done by various methods. These methods of analysis is usually performed under continuity condition. If the changes occur outside the field of study that led to the discontinuation of the process, there will not be possible to predict based on statistical models. In other words, the gap caused by environmental changes are a cause of discontinuity therefor parameters of quantitative models that are designed to extrapolate trends, lose their effectiveness. In this paper, the issue of the discontinuity of financial market trend with regard to the environmental changes is studied and the semi-quantitative method to identify the breaks in the financial trends is provided. To do this, the Delphi method to identify the possibility of environmental changes and their impact on the trends is used.         This study presents practical solutions to increase the efficiency of Tehran internal road commoditytransportation companies with the aim of recognizing effective elements. To reach this goal, theeffective factors were identified by Delphi techniques, and transportation experts were polled aboutthese factors . According to the collected information, the sample groups were extended to a researchstatistical society which involves Tehran internal road commodity transportation managers. Theresults show that the most important factors are the company’s internal environment and operationalenvironment.         We have found many links between the built environment and children's physical activities, but we have yet to find conclusive evidence that aspects of the built environment promote obesity. For example, certain development patterns, such as a lack of sidewalks, long distances to schools, and the need to cross busy streets, discourage walking and biking to school. Eliminating such barriers can increase rates of active commuting. But researchers cannot yet prove that more active commuting would reduce rates of obesity. It note that recent changes in the nutrition environment, including greater reliance on convenience foods and fast foods, a lack of access to fruits and vegetables, and expansion in portion sizes, are also widely believed to contribute to the epidemic of childhood obesity. But again, conclusive evidence that changes in the nutrition environment will reduce rates of obesity yet does not exist. Research into the link between the built environment and childhood obesity is still in its infancy. Analysts do not know whether changes in the built environment have increased rates of obesity or whether improvements to the built environment will decrease them. Nevertheless, the policy implications are clear. Finally, environment can have a sustainable effect in children activities. The attempt of this research is to identify the effective variables of friendly places by kids. Prioritization according to the importance of variables is the main goal of the research. The Delphi technique has been used to collect the opinions of experts about the priorities of criteria. The research method was qualitative, and the data were collected conducting a questionnaire. Firstly, by using literature review, several factors that are strongly related to design field (Child- friendly place, Child- friendly City (CFC), and Friendly places) have been identified. The questionnaires was sent to 25 experts, out of them 18 key experts answered to the research. Their responses were analyzed for the purpose of identifying. Following revisions as a result of the comments received from the first round, the participants were asked to repeat the assessment in the second round. A t-test was used to determine whether or not the experts’ opinions on the first and second round were similar. The results of the research showed that the final set of variables grouped into 5 categories: (1) physical factors; (2) safe access factors; (3) location factors; (4) ecological factors; and (5) personal factors. Physical factors consisted of functional distance, scale, variety of functions, quality of environment, density of neighborhood, texture and color of material, and so on. Safe access factors were distance (km/hr), to home, school, play space, parks and center of neighborhood. Contextual factors consisted of neighborhood, services and safety. Location factors were proximity with home, school, play space, parks. Personal factors consisted of age, gender, education, economic place and sense of safety. We used Shannon’s entropy to determine the importance weights of variables. Physical factors were the most important attribute and personal factors were the least important one. The physical factors of residential neighborhood have a significant role in increasing loveable place for children.     Manuscript profile

        Sukuk is one of the new tools growing in Islamic financing. This study aimed to identify the dimensions of sukuk risks using Fuzzy Delphi (FD) technique and by creating a conceptual model of DEMATEL to investigate the type of relationship and penetration power and dependence of Sukuk risk factors. The new aspect of this article is identifying the dimensions of Sukuk risk based on FD and innovation of the present study, in identifying the risk components and designing an interpretive structural model in creating a conceptual model and investigating the relationships between the research components using DEMATEL. The statistical population consisted of 15 financial experts. The identified factors are credit risks, interest rates, prices, liquidity, base assets and sharia. Analysis of penetration power and dependence of risk dimensions shows that credit risks, interest rates and liquidity are the most influential and sharia risks are the most effective dimensions and have the most interaction with other risk dimensions.         Introduction: Cultural competence, which is the ability to respond to cultural diversity within health care systems. The aim of this article was to identify the factors affecting the cultural competence of physicians and nurses of government organizations in the health sector of Iran. Methods: To analyze the research literature, the Meta-synthesis method was used, then using the opinions of 10 organizational experts with a questionnaire, the two-stage Delphi method was used to finalize the model. Results: In the first phase, with a systematic review of 198 documents, which after refinement reached 32 and by reviewing these studies, we obtained 7 effective indicators and 26 sub-indicators affecting cultural competence, which in a questionnaire of 10 experts In the first round, the Kendall coefficient is ./512  It was obtained by removing a factor that had less credibility from the experts' point of view, as well as correcting 3 other factors, and finally in the second round of Delphi, the number ./704 It was found that it indicates the high validity of these indicators. Conclusion: Indicators of cultural diversity, cultural attitude, cultural desire, cultural humility, humanistic competence, educational readiness and organizational support are the seven final indicators. The application of the extracted model of cultural competence in public health can be a tool for Assessing and prioritizing the cultural competence of medical staff in the public sector of Iran and its results should be the basis for taking managerial measures for organizational reform and improvement.         Introduction: Today, the important asset of organizations and their competitive advantage is capable and quality human resources. Despite, the risks of human resources have not been addressed especially in the health sector, and there is a significant research and practical gap in this area. Therefore, the present study aims to identify the risks of human capital in the health sector and provide a comprehensive model of this Risks. Methods: For this purpose, in the first step, the dimensions and indicators of the human resources risk model were extracted from the theoretical literature using the systematic review method. The Delphi technique is then used to validate the final model of human resource risks in the healthcare sector. Results: In the first phase and systematic review of scientific documents, 1050 documents were obtained in the initial search, which were found after refining 67 related documents. Which by examining these documents, 271 risks of human resources were identified. After eliminating duplicates and merging similar these, the number of human resources risks was reduced to 139 risks, which was validated in the second phase by Delphi method. After 2 rounds of Delphi, 4 main themes, 14 sub-themes 1, 4 sub-themes 2 and 134 concepts (risks) related to human resource risks in the field of health were identified and validated. Conclusion: According to the identification and validation of human resources risks in the healthcare, the critical risks include human capital risks, operational risk of human resources, risk of attitude on the human resources unit and individual risks of employees of the human resources unit. The comprehensive model of human resource risks in the field of health that is presented in this study can be a tool for assessing and prioritizing of human resource risks in the organizations under this section and its results can be the basis for human resource risk management action in these organizations.         Introduction and purpose of the research: Policy-making is a process that consists of several repetitive stages that can be separated from each other. This study was conducted with the aim of identifying the phases and steps and presenting a cultural policy model in Iranian cultural organizations.Research method: This research is applied and of qualitative type that both library and qualitative methods have been used. The statistical population in the qualitative section includes 15 cultural experts. In this section, data collection tools, semi-structured interviews, standard and researcher-made questionnaires were determined. Validity was assessed by obtaining expert opinions using fuzzy Delphi technique and reliability was assessed by feedback from participants.Findings: After reviewing the Policy-making models, the phases and steps of the policy were extracted from the theoretical literature and through the fuzzy Delphi technique, the phases and steps of the policy process were approved and a process model was designed.Conclusion: The main achievement of this research is the identification of 6 main phases and 25 steps in the proposed model of cultural policy in which the relationships between different stages and steps are shown in detail.         Introduction and purpose: Cultural competence is the ability of the treatment staff to work successfully with patients from different cultural backgrounds. This article was done with the aim of identifying the dimensions of cultural competence in government organizations in the health and medical sector.Research method: meta-combination was used to review the research literature, and then using the opinions of 10 academic experts through questionnaire and Delphi method to confirm the model.Findings: In the initial stage, with a systematic review of 234 documents, which finally reached 45 after refining, 4 indicators and 13 sub-indices of cultural competence were extracted. It was achieved and by removing two factors that had little validity and also modifying 5 other factors, finally in the second round of Delphi, it was 735/. It was taken out, which shows the high validity of these dimensions.Conclusion: the indicators of cultural awareness, cultural knowledge, cultural sensitivity and cultural skill are the four final indicators, applying the extracted model in the public health and treatment sector will be able to be a tool for analyzing and prioritizing cultural competence in the public sector and The results should be the basis of management measures to increase the productivity of the organization.Keywords: cultural competence, government healthcare sector, Delphi technique, hybrid method.         Public-private partnership is one of the new financing tools in developed and developing countries. The purpose of this paper is to identify and evaluate risks and allocation of vital risks in water and wastewater industry projects in various stages of Guilan province and within each stage. In this study, to extract critical risks of executives with direct responsibility in the contracts concluded by B.O.T was used for public-private partnerships. By systematically removing 37 samples were identified for the study. Delphi technique with the priority risk 17 times and more than 3 extracted from the sample questionnaires were distributed. Information collected at each stage and different stages of public–private partnership (feasibility, procurement, construction, operation and transfer) were analyzed by nonparametric statistical methods. The results showed that the risk of the importance of public-private partnerships the top three in various stages of Guilan water and sewage industry there is a significant relationship.         An impressive growth has recently been witnessed in the Islamic Financial System. Nowadays, not only is Islamic Finance emphasized by the Islamic countries but the approach has also been adopted in other countries. The present research was conducted to identify and rate financing criteria through assets securitization in Bank Keshavarzi. The research, from the objective point of view, is a functional one and, from subject and research questions points of view, is a descriptive-survey type. The data collection tools, including questionnaires, are based on paired comparisons, through which the data were rated according to an hourly scale. The sample population, selected using snowball sampling method, consists of financial experts who identified 26 indices with Delphi technique. The rating was conducted using Analytical Hierarchy Technique. The results demonstrate that, based on experts' feedback, in the study of paired comparison matrix of assets securitization elements, selection of Special Purpose Vehicle (SPV) by the bank; regarding the assets to be securitized, government claims; in securitization process, the rate determination; in review of securities offering impacts on the financial structure of the originator, assets productivity; and to review securitization consequences for promotion of financial and banking health indices,  the liquidity risks are prioritized. Moreover, with regards to inconsistency rate, there is complete consistency among the paired comparisons of the models.  Manuscript profile

        The main objective of this study was to investigate the pathology of chemistry curriculum at the high school by using the Delphi technique. The present research was a descriptive study. The statistical population was consisted of the groups of representative and chemical science teachers of Isfahan, with 300 subjects. 167 cases were selected by the random sampling method appropriate to the volume (according to the six different districts of the city in Isfahan) and by the aid of Cochran formula. The questionnaire had 23 closed questions and answers on a five-item Likert scale. The data resulted from the questionnaire was analyzed by mono-variable T-test, Freidman test and multilateral variance analysis. The results showed that the process of organizing, subjects laboratory areas, contents of chemical textbooks, executive problems and teacher’s teaching techniques were identified as the most difficult items containing an average ranking of 3.86 as the highest and executive problems and the process of organizing with 2.50 as the worst damage. The results showed that high school chemistry book contains many problems that affected a glance linguistic course and the authorities are bound to a major revision in this regard. Manuscript profile

In this research, the studies of adaptability for universal samples are considered as the basis for exploring the multi-functional architectural strategies. The approaches include three physical layers of the building structure, facilities and facade, which have been evaluated by using Delphi method on the heritage of industrial architecture in city of Tehran as a statistical population. The non-parametric statistical tests of Cochran's Q test and Friedman's test, were applied to analyze data; the theoretical sampling method for both statistical population (Tehran's industrial architectural heritage) and (relevant experts) was adopted. According to the expert’s ideas, the strategies of two-layered structure and facade in the target buildings were confirmed; according to the data analysis, ‘Argo Factory’ had the highest Degrees of Freedom (df) regarding the structure layer, and in relation to the facade, the ‘Iranian Artists Forum’ with the highest average test rank, showed the highest conformity of the facade and the structure. However, regarding the facilities, no compliance of the facility was found. The industrial architectural heritage of Tehran includes some buildings that reused for another purpose as: Argo Factory (changed to Argo Contemporary Art Museum & Cultural Centre), Iranshahr Barracks (Iranian Artists Forum), Beryank Hosiery Factory (Haftchenar's Museum of Wildlife and Natural Monuments) and Qasr Prison (Qasr Garden Museum/ Museum of the Qasr Prison). The target buildings were ranked according to the data acquired by calculating mean rank for the strategies were applied for each layer. According to the results, two characteristics were found in the industrial buildings that can highly affect the adaptive reuse of the heritage of industrial architecture, 1. the concentration of the structure at the lowest points and limited spaces with more free spaces compared to its counterparts, and 2. the adaptation of the building facade to the structure.Extended AbstractIntroduction:The physical and spatial development of Tehran city has caused the relocation of industrial buildings from sub-urban areas to enclosed dense urban places. This issue has resulted in the closure of the industrial architectural heritage despite having useful structural cycles and architectural values. Economically, this untimely destruction of industrial buildings and closing of the plant, while they could still be in their useful life cycle by repairing at a lower cost, caused unrecoverable damages to the economy of developing countries. Under the light of new urban spaces, the process of industrialization has changed the appearance, landscape, and entity of cities, as the industrial urban spaces could historically link to the past life of cities.The industrial architectural heritage, as an implication for the historical achievements of the territory in the modern age, is required to be recognized and preserved. Protecting the existing values ​​of these lands, which are mainly considered as their contemporary heritage of them, requires a comprehensive assessment for finding their physical elements while finding a new application for them for revitalizing them. Therefore, the multi-functionality and adaptability of these spaces, before and after the renovation, should be considered, which is critical for verifying their application to adaptive reuse. In this regard, several measures have been taken in Iran with the cooperation of some institutions to promote economic and social stability and give new applications to these buildings for revitalizing these abundant spaces. These are examples of adaptability in Iran and the kind of experiences which form the foundation of this research. So, this study aims to investigate the successful universal experiences of multi-functional and adaptive architectures to compare their strategies with similar experiences in the industrial heritage of Tehran city.This research was mainly focused on the following actions: 1. Reusing the buildings that are selected for this purpose and revitalizing the abundant spaces, 2. A better selection of buildings, and improving their new function, and 3. reducing the cost of renovation and revitalizing these buildings. Thereby, the relationship between multi-functional architectural features as an independent variable and adaptive reuse of industrial buildings as a dependent variable has been studied.Methodology:An exploratory research method has been used for this study, in which the survey passed through five phases by adapting the indicators for the target society. In this research, the previous studies and experiences on adaptability in the world were applied as examples for adopting multi-functional architectural strategies, which included three physical layers of the building 'structure', 'facilities', and 'façade'. The gathering data was evaluated by applying the Delphi method to the industrial architectural heritage of Tehran city as a statistical population. To get this, the relevant graph of each layer was sketched for each target building consequently.In the graph of the structure, in addition to the load-bearing constructions, other parts with a high risk of destruction, due to the long life of the target structures, were presented, together with the graph of facilities including restrooms, kitchens, and spaces with access to vertical shafts. Finally, the part of facades presented in the graph, including non-opening and hard parts, such as bricks and masonry components that were either irreplaceable or their replacement brought the risk of destroying the adjacent parts.After accomplishing the first step of Delphi, by using diagrams and analyzing the data acquired, a questionnaire was presented to the interviewee who was experts in the field of architecture, academic professors, architecture Ph.D. researchers, and skillfully experienced architects in the relevant field; following this, the gathering data were examined for next evaluation to determine the positive and negative opinions. Then, in case of disagreements on layers, the questionnaire was presented to the experts again together with the results of 'distribution frequency', based on the dichotomous variables and rank cases, according to the previous results of Friedman's testData analysis was performed by applying the Friedman and Cochran Q tests and a theoretical-based method was applied for the sampling of the statistical population of industrial architectural heritage of Tehran and the relevant experts. The industrial architectural heritage of Tehran city in this study included: 1 Argo Factory (Argo Contemporary Art Museum & Cultural Centre), Iranshahr Barracks (Iranian Artists Forum), Beryank Hosiery Factory (Haftchenar's Museum of Wildlife and Natural Monuments) and Qasr Prison (Qasr Garden Museum/ Museum of the Qasr Prison) which were ranked according to the mean rank calculated for each layer. Results & Discussion:According to the positive opinions of the experts, the introduced strategies for two layers of structure and facade of target buildings were reviewed and confirmed; Based on the data acquired for the structure layer, 'Argo Factory' showed the highest Degrees of Freedom (df) for spaces and for the facade layer, the 'House of Artists' had the highest average rank for facade-structure conformity. However, in the facilities layer, the adaptability between the building facade and the structure was not confirmed.According to the results, the concentration of the structure in the lowest points with more free spaces was confirmed together with the adaptation of the facade to the structure as two characteristics in industrial buildings that were noticeable in the process of adaptive reuse of target buildings.Conclusion:For industrial buildings, Degrees of Freedom (df) for spaces are highly required due to their specific function, which can provide more future functions. Specifically, regarding the two industrial plants of 'Argo Factory' and 'Beryank Hosiery Factory' more free spaces are required due to the large scale of facilities and activities, similar to 'The House of Artists' and 'Qasr Garden Museum', which are facing a larger scale of population than other their counterparts. The present study aimed to identify barriers to GSC implementation by FD, weight and prioritize them through the FBWM and evaluation, ranking of Abeyek Cement Industries, Isfahan and Tehran regarding the performance of using the GSC with MAPPAC technique. The present study is a field research in terms of applied purpose and in terms of data collection. The present article is exploratory because it seeks to identify barriers to the implementation of green supply chain in the country's cement industry.The present statistical sample and population consisted of 12 logistics senior managers in cement companies. Results of screening by a FD indicated that a native model had five dimensions and thirty four indices. According to results of weighting barriers to GSC implementation dimensions by the FBWM, the support & covering was the most important dimension of the GSC, then the Technological was put in the second place, dimensions the economic, knowledge and environmental were ranked third to fiveth respectively.The cement companies were then evaluated by the proposed model through MAPPAC technique. The present research has been conducted in terms of applied purpose and in terms of exploratory implementation, In the style of a library, documentary and survey between 15 persons, it by internal specialists and experts in the field of medical equipment of the country, after reviewing the research literature, 22 effective indicators were extracted by experts to evaluate the level of technology capabilities of the country's medical equipment.Then fuzzy Delphi method was used to identify and select decision variables that 5 indicators of creativity and innovation, technology development, engineering, manufacturing and production and competitiveness to assess the level of medical equipment technology capabilities of the country were identified, respectively. The results of this study show that creativity and innovation and technology development are the most important factors in the level of technology capabilities of medical equipment in the country.Then the fuzzy Delphi method was used to identify and select decision variables. The aim of this study was to evaluate the entrepreneurial capacities of the strategic plan of Islamic Azad University, Sanandaj Branch with Delphi fuzzy approach.Methodology: This research is applied in terms of purpose and analytical-survey-Delphi in terms of data collection. To evaluate the entrepreneurial capacities of the strategic plan of the Islamic Azad University of Sanandaj, the Delphi technique consisting of 18 experts in the field of entrepreneurship management and strategic management of the Islamic Azad University of Sanandaj was used.Results: The results of fuzzy Delphi research showed that the degree of acceptance of all hypotheses is between 0.5-0.         Background: This study aimed to identify the factors that affected organizational innovation among the Islamic Azad University libraries, and it tried to present a novel plan of organizational innovation. It also sought to develop the corpus of existing knowledge about the principles and relationships of organizational innovation indexes. In terms of the purpose, the present investigation was considered a fundamental study. Methodology: Since the current study sought to solve the problem of how to make organizational innovation among university libraries, the research method followed here was the applied method. Further, in terms of research design and data collection procedure, this study was a descriptive (non-experimental) one in which “Study” and “Delphi” methods were used for collecting the data. The population of the study included 20 academic experts (university professors in the field of management and science of Information) from which purposeful snowball sampling was done; and their viewpoints were elicited via the Delphi-Fuzzy method and were analyzed. Findings: The findings indicated that the highest degree of the experts’ agreement in the third poll was in terms of knowledge and specialty in individual dimension, communication system in group dimension, knowledge management in organizational dimension, infrastructure and technological complexities in environmental dimension, and thinking investment in humanistic and educational dimension. Also, among the studied dimensions, the highest degree of agreement was related to the group dimension, and the lowest was related to the humanistic and educational dimension. Conclusion: On the basis of the analysis output, all dimensions and components remained in the model, and the finalized model of the study included 5 dimensions and 11 components. The suggested model in this study seems to be capable of providing the background to make organizational innovation among the libraries of the Islamic Azad University branches and help them elicit improvement plans and measures and evaluate their position in the process of organizational innovation while making pathology of organizational innovation among the libraries of the Islamic Azad University.         The purpose of this mixed-methods deductive-inductive research was to identify and prioritize components of service compensation in relation to productivity of faculty staff at state comprehensive universities in Iran using the Fuzzy Delphi Approach. The research population consisted of faculty members from Uremia, Tabriz, Mohaghegh Ardebili, and Zanjan universities out of whom a random sample of 30 were selected based on snowball sampling. Initially, qualitative review of existing exploratory literature and interviews with experts were conducted to identify the components of faculty staff Service Compensation which were further assessed and prioritized through applied research and Fuzzy Delphi approach. The findings from the survey revealed a set of 27 components of Service Compensation, and the Fuzzy Delphi analysis underscored the significant priority of tenure, salary, promotions, work autonomy, pay structure, working conditions in the department, and quality of administration and management.   Manuscript profile

        The present positivist applied study sought to identify the factors and components affecting the performance management system at governmental organizations at two stages. Initially, the factors and components affecting organizational performance management were identified based on views of 21 administrative system and university experts that were analyzed through the Delphi technique in three rounds. The results of Delphi analysis revealed 29 factors which were further classified via exploratory factor analysis into five major groups of factors within a questionnaire that could explains 79.5% of the total variance. The construct and content validity of the researcher-made questionnaire was then verified via factor analysis and its reliability was estimated through Cronbach's alpha, indicating a coefficient of 0.846. In the second phase, the validated questionnaire was employed to collect the research data from a sample of 108 governmental organizations selected randomly based on Morgan and Krejci Table. The gleaned research data were subsequently analyzed through SPSS and Amos software and employing confirmatory factor analysis, fitness indexes, assumptions, analysis of variance and Bonferron's post hoc test. The results indicated that five general factors impacting effective performance management of governmental organizations included human resources, customer service, leadership, organizational transformation, and culture and values, respectively.         The purpose of the present study is to present a multi-index fuzzy multi-index combinational model for identifying dimensions and indicators of behavioral behavior of senior managers of Mashkan banks in Tehran's branches using Delphi technique and weighting and prioritizing dimensions and indicators using the Fuzzy Analytical Hierarchy Process. The statistical population consists of 20 senior managers of Mashkan Bank with at least 10 years of executive and managerial experience. In order to have appropriate tools for assessing the importance of the dimensions and dimensions of political behavior, after studying the articles and researches of past researchers about the dimensions and indices of effective and with a fuzzy Delphi technique were extracted. Using the triangular fuzzy spectrum of the clock, the pairwise matrix of the key factors was evaluated by the experts. Then, using Chang's fuzzy hierarchical process technique, we investigated the dimensions of the research.         اهمیت بخش کشاورزی به عنوان بخش اصلی اقتصاد افغانستان موجب شده است که رشد این بخش همواره به­عنوان هدف سیاست­گذاری­ها و برنامه­ریزی­های کلان ملی و بین­المللی برای توسعه این کشور باشد. با این وجود، علیرغم حمایت­های گسترده ملی و بین­­المللی این بخش نه تنها نتوانسته از رشد پایدار و قابل توجهی برخوردار گردد، بلکه این کشور را با مشکلاتی از جمله گسترش فقر، کاهش امنیت غذایی، گسترش کشت مواد مخدر رو به رو ساخته است. بنابراین، هدف از این مطالعه تعیین و تدوین استراتژی های جامع و مناسب برای توسعه بخش کشاورزی افغانستان به منظور دستیابی به اهداف اسناد بالادستی توسعه پایدار اقتصادی است. برای این منظور، پس از تعیین چشم­انداز و مأموریت­های بخش کشاورزی افغانستان، بر اساس روش دلفی و ابزار پرسشنامه و با در نظر گرفتن کلیه مؤلفه­ها و عوامل مختلف محیط­های داخلی و خارجی، از چارچوب تحلیلی SWOT برای تعیین استراتژی­های مناسب استفاده شده است. در نهایت، جایگاه استراتژیک بخش کشاورزی توسط ماتریس SPACE تعیین گردید و با کاربرد رویکرد QSPM، استراتژی­های تعیین شده براساس اهمیت و اولویت مرتب شده اند. نتایج نشان می­دهد که استراتژی­های محافظه­کارانه شامل  تغییر جهت و بازنگری (بررسی سیاست­های اجرایی بخش کشاورزی افغانستان) بیش از سایر استراتژی­ها ضروری است. این امر بر لزوم تمرکز بر سیاست­های حمایتی و ارزیابی و بازنگری سیاست­ها و برنامه­های اجرایی  به منظور غلبه بر ضعف­های گسترده ساختاری و زیرساختی بخش کشاورزی افغانستان با بهره­گیری از فرصت­های متعددخارجی تاکید دارد.         دلفی یک روش قدرتمند است که به دنبال پاسخ به سوالات مناسب است. هدف از این مقاله ارائه یک بازبینی کلی از روش دلفی به عنوان یک روش تحقیق است. این مقاله با بررسی 41 مورد مطالعات مجله آموزش کشاورزی در سالهای 1981 تا 2013 و 2 مطالعه مجله علم و صنعت کشاورزی، شایستگی علمی روش دلفی را مورد بررسی قرار می‌‌ دهد. نتایج نشان داد که اجماع کلی در مورد استفاده از شاخص ها در دورهای (راندهای) مختلف روش دلفی وجود ندارد، اما توجه به فراوانی استفاده از این شاخص ها در مطالعات مختلف، تعداد کارشناسان پانل بین 10 تا 20 نفر، استفاده از روش نمونه گیری هدفمند برای انتخاب اعضای پانل، استفاده از دلفی با سه دور(راند)، طراحی یک سوال در دور (راند) اول، استفاده از شاخص های انحراف معیار و میانگین برای گذر از دور (راند) دوم به دور سوم و سطح اجماع 70 درصد در حال حاضر برای دستیابی به اجماع متخصص در دور سوم پیشنهاد شد.         Background and purpose: cultural competence enables the service provider to perform optimally in a multicultural environment and empowers the government organization in terms of flexibility and adaptability. This article was conducted with the aim of identifying the consequences of cultural competence in the public health sector.Research method: First, meta-synthesis method was used to analyze the research literature, then in the second step, using the opinions of 12 university experts through a semi-structured questionnaire and a two-step Delphi method was used to finalize the model.Findings: First, with a systematic review of 311 scientific sources, which reached 29 after refinement, 3 indicators and 8 sub-indices affecting cultural competence were extracted, then in a questionnaire of 12 experts in the first round, the Kendall coefficient was 625/. It was achieved and by making corrections in the second step, the approved result was 731/. Was obtained.Discussion and conclusion: indicators of cultural security, desirable quality of work life, organizational trust, feeling of respect, self-empowerment, promotion of public culture, reduction of cultural costs, promotion of cultural health, are eight final sub-indices. The application of this article in the public healthcare sector can be a tool for evaluating cultural competence and its findings can be the basis for conducting management measures for organizational improvement and reform.         This study is about Environmental Risks Analysis of Helleh protected area of boushehrwith using AHP method. Helleh protected area with extension about 48940.82 hectares, is located at geographic coordinates of ً24، ´38، 50)  ( till ( ً23،´ 56، 50)eastern longitude and ( ً24، ´03، 29) till ( ً50، ´16، 29)northern latitude. In this study at the first Delphi method was applied for hazard identification in area. Also according to the field studies, interview with natives and studying the database of helleh, the couple of risks were added to the factors that were identified with Delphi method. Finally 26 risks were identified in two groups that are including natural events and environmental risks. At the next stage, analytical hierarchy process was applied for analysis and priority of identified risks. In this study, the risks were assessed by using of three criteria like severity, probability and vulnerability. With building of raeesali delvari dam on top of the helleh protected area almost 232300 m3 from fresh water of helleh wetland was layed off and only the salinity water of DalakiRiver is streaming to the wetland. This can cause threaten the wetland, fauna and flora of wetland. So the Raeesali delvari dam with weight 0.116 is in preference 1. The rest of risks are in preference 2 till 26. Some ways that have suggested for control the risks are including laying off water pumping from the wetland and regarding to the hunting season, multiplicity and type of legal hunting.         Among the very important topics that are currently being considered in most researches is the discussion of financial disorder and the results that come from it. For this reason, it is very important to determine the factors affecting the level of financial disorder in companies, because a comprehensive index has not been provided to measure financial disorder, and in the present study, by considering different indicators of financial disorder through methods such as the multi-criteria decision making index, a comprehensive index has also been presented. It was paid to measure financial irregularities. In this regard, the companies admitted to the Tehran Stock Exchange in 2010 to 2019 were examined based on a sample of 167 companies. For this purpose, a questionnaire was prepared in line with the opinions of experts to measure financial irregularity and was distributed among experts. Multi-criteria decision-making method was used to give weight to each of the considered criteria. Also, in order to measure the relationships of the hidden variable, which in this research is financial irregularity, confirmatory factor analysis was used; The obtained results show that the proposed model is a suitable indicator for financial disorder.         Corporate financing has always been one of the main concerns of managers and in this area, choosing the optimal financing tool is vital. This study has determined the optimal financing tools for companies by emphasizing the matching of supply and demand side conditions in different stages of the company's life cycle using Delphi and DEMATEL techniques plus ANP and AHP processes. The results show that there are a total of 28 tools for financing companies and 6 indicators for selecting the appropriate financing tools. Also based on matching: "expected return (justifiability)", "risk level" and "time horizon" are given priority, respectively. In addition, among the various financing instruments, in the "start-up" phase, business angels, crowdfunding, and direct government assistance take precedence. In the "early stage" stage, after the tools of the previous stage, venture capital and short-term banking resources take precedence. In the "development" phase, after the tools of the previous stages, short-term banking facilities, asset-based financing, hybrid instruments (excluding mezzanine) and the stock market of start-ups are preferred. Finally, in the "stabilization" stage, after the tools of the previous stages, long-term banking facilities, mezzanine, bond-based methods and initial public offering of shares take precedence.         Nowadays most organizations seek for excellence indicators to implement and gain promotion of quality level of services and products and ultimately, value creation for stakeholders. Hence, excellence indicators are considered as an operational framework in the context of improvement of organizations performance. The objective of this study is specifying the excellence indicators of strategic knowledge management. Thus having used the literature review, fuzzy Delphi approach has been applied to refine and select desired indicators of strategic knowledge management. The used methodology is consisted of four stages and has been refined by Cheng and Lin approach. The population of the study includes 30 industrial and academic experts. In order to analyze the indicators, the initial 52 indicators derived from literature review and five models of excellence model has been selected and by means of fuzzy Delphi method the experts’ ideas and open question in questionnaires has been refined. The result was 80 verified indicators.  As a result, by using the indexes extracted, there will be an Excellence route for the organizations and can be achieved as soon as possible in the organization's achievements.         Literature review reveals that strategic orientations have an impact on firm performance. Researchers believe that studying each orientation separately cannot present a suitable image of this relationship. The purpose of this research to study the impact of market, brand and entrepreneurial orientations on firm performance by considering the moderating impact of environmental variables in food industry of Iran. Research method is descriptive of survey type. The firms that are a member of securities and exchange organization and a member of food industries association were selected and ultimately 103 executives of these companies completed the questionnaires and the data was analyzed by using structural equation modeling and Smart PLS software. The results show that the Entrepreneurial and Brand orientations have a direct impact on firm’s performance and Market orientation has indirect impacts through Entrepreneurial orientation on firm performance. Competition intensity and demand uncertainty have a positive moderating effect on Entrepreneurial orientation and firm’s performance. Demand uncertainty moderating the relationship between brand orientation and firm’s performance.         One of the factors influencing the reflection of election candidates' programs is the mass media, which act by influencing the opinions and thoughts of people, gaining their trust and belief, and creating public cooperation and harmony. The current research has been conducted with the aim of the performance of the radio and television of Ilam province in reflecting the programs of the candidates of the Islamic Council with an emphasis on the northern area of the province. The method of this study is a descriptive survey. The data collection tool was a questionnaire made by the researcher and the statistical population of the Delphi department included 30 specialists in the form of targeted sampling and in the survey section of citizens 21 years and above in the cities of the northern region in 1401, based on the Sample Power software, 380 people were selected by multi-stage cluster sampling. The obtained data were tested through SPSS software and one-sample t-test. The results show that the average score of the influence of radio and television in reflecting the programs of the candidates is 37.79, increasing the participation rate of the people is 20.91, choosing the right person is equal to 10.97, clarifying and informing the people is 14.10, reflecting the characteristics The personality of the candidate is 01/14 and in demanding from the previous elected officials is 19/13.         One of the essential indicators for the survival of a political system is political loyalty, which dependsonseveral influential factors, including the economic status and welfare of the people, trust in officials, the legitimacy of the system, reference groups.The aim of the current research is to investigate the effect of reference groups on politica l loyalty.The method studied in this research is descriptive, analytical and based on the Delphi technique.The statistical population studied included 10 people from the governorate, university professors and political activists.The data collection tool was a researcher-made questionnaire that was developed by the panel members.The obtained results were analyzed using SPSS data analysis software.To analyze the findings, the percentage of frequency and averages, the score level of each index and the level of Kendall's correlation coefficient test were used, which in the third round with Kendall's test value (0.0) 87) and a significance level of 0.025, acceptable results were obtained. It can be concluded that among the confirmed and final indicators in the third round, according to the level of points and their average ranks, more important indicators can be prioritized in political loyalty. Insuch a way that peer social relations index with an agreement level of 45 and an average rank of 45.45 had the highest percentage of importance, in the social and cultural modernity section, literacy index with an agreement level of 45 and an average rank of 10.15 was the second most important index ofthe research.
