Different parameters affect interpreting a text such as the text itself, author and audience and….hf the situation (environment) is emphasized then we encounter contextualism. Context consists of textual context and situational. Textual context is about the focused text and the situational context is the atmosphere in which the language is used. Textual context affects the ultimate meaning of the text in two ways: first is affecting the pre-understanding of the reader (e.g his/her expectations) the other is resembling , or associating some elements of the textual context with other elements of the text read and consequently affecting their meaning. Situational context is interpreting basedon parameters of the possible world, time, location, audience , narrator and the subject. We can observe the application of textual context in Quran by Quran and the application of the situational context in interpreting Quran based on the reason of revelation. In this paper, first the concept of context and its types and different kinds of contextualism is reviewed, later on its application in various historyschools, open scientific research and its application in interpreting law texts considering its application in interpreting religious texts is discussed. forecasting price movements is a challenging issue. So different statistical arbitrage strategies are devised to trade in exchanges. Some of these strategies are market neutral. Market neutral strategies are neutral to market movements and make profits in any situation. These strategies use long and short positions at the same time and this makes them unusable in exchanges like Tehran stock exchange that only long position is available. Purpose of this paper is devising a market neutral statistical arbitrage strategy which can be used in Tehran stock exchange. In devising this strategy we use principal component analysis to estimate market movements and calculate stocks idiosyncratic movements. To forecasting stocks idiosyncratic movements, which have mean reverting properties, we use Ornstein-uhlenbeck model. The strategy made 35% average annual return by considering transaction cost which is more than Tehran exchange index in the study period. results show this method is a good framework for devising statistical arbitrage strategies. Introduction: whistleblowing is a powerful tool for preventing organizational wrongdoings. Many factors influence on employees' intention to report organizational wrongdoings. Personality and situational variables are the most influential factors. The purpose of this study is to investigate the relationship between situational variables (characteristics of wrongdoing, the status of wrongdoer) and individual variables (attitude towards whistleblowing, internal locus of control, and moral identity) with the employees' intention to blow the whistle. Method: This is a descriptive-analytical cross-sectional study that was conducted on 242 employees of the Central department of Mashhad University of Medical Sciences. A questionnaire that is made based on previous studies was used to collect the data. Analysis of the data processed using the Partial Least Square (PLS) with Smart PLS software. Results: The amount of standardized coefficients between independent variables and whistleblowing intention were statistically significant (P <0.005), meaning that the internal locus of control, the existence of moral identity, attitude toward whistleblowing, characteristics of wrongdoing and wrongdoer's status have positive and significant effects on individual's decision to report the wrongdoings. Conclusion: Given that individuals with internal locus of control, positive attitude about whist blowing and high morality cannot be able to ignore the organizational wrongdoings, and the status of wrongdoer and characteristics of wrongdoing have significant effects on employees' willingness to whistleblowing, it is better for organizations to use employees with these characteristics at more sensitive or critical places, and make some arrangements such as providing reporting channels in order to facilitate this behavior. In the first, Rawlsintroduces fundamental concepts such as social contract, originalposition, and reflective equilibrium; these concepts have moralphilosophicalcontent. In the second, represented in his politicalliberalism and justice as fairness, Rawls introduces concepts likepluralism, well ordered society, public reason, and overlappingconsensus. The social contract tradition has a particular significance in the history ofpolitical philosophy. The classic theoreticians of social contract, such asLock, Rousseau, and Kant, have considered the political authority asinevitable in order to prevail over life difficulties in disordered (social)situation.John Rawls takes a new approach to social contract in his theory ofjustice. He assumes that contracting parties would choose the principles ofjustice which intend to determine the moral principles. Such principles, inturn, constitute the social institutions of society. In Rawls’ view, contracting parties are assumed to be in a hypothetical situation calledoriginal position. These persons as free, equal, reasonable and rationalcitizens, are in veil of ignorance; that is, they are not aware of anycharacters as gender, social status, religious orientation, and even theirconception of the good. In this situation, Rawls suggests a technique, called “reflective equilibrium”, which orchestrates our principles ofjustice and considered judgments. In original position, contracting partieschoose the two principles of justice, i.e. the principles of liberty andequality. The concept of original position is an interpretation of Kant’sview on the principle of freewill and categorical imperative. Describingthis situation enables one to reveal his essential nature as a free andautonomous human being.Rawls, thus, dose not use social contract to legitimate political authority;but, using original position, he presents a concept of human nature whichthe liberals, always, talk about it: a liberated human who is freed of anysocial, political and traditional stress. Much has been said in discussions concerning literary criticism fromthe position of the writer and the reader deciding the type of theexisting readings and claims in criticisms. But the problem is that theidentity of the writers and readers of various texts are not preciselydefinite and determined in a way we could be able to establish ourcritic claims. How could we deal with such a problem and what mightbe the solution to it? The concepts such as “the real individual”,“typical individual” and the broader concept of “the logic of situation”have been applied here to find a solution to this problem and all thesediscussions have become an introduction to Roland Barth's “the deathof the writer” theory. And here Roland Barth's viewpoints can bechallenged. A study of Barth's theory according to the concept of “thelogic of situation” can lead us to results contradictory with those ofBarth's. In fact, the work done here in this article is that the theory of 'the death of the writer' has been applied to that theory itself; that is, theconsequences of Barth's theory have been studied independent from hisown intentions. J. Rawls is the most prominent political philosopher in 20th century. Hehas two periods in his works and thoughts. Kant has influenced him onfirst period which is evolved in A Theory of Justice. Kant claims thathuman being is autonomous, thus every person based on his reasonmakes choices. The person ought to act only based on his principleswhich are made choice by himself. In Kant, person’s decision fallowingthe desire, rather fallowing the reason which is a clear example ofheteronomous. Rawls, in A Theory of Justice, introduces the initialposition in which any person is ignorance of his interests. The principleof justice is determined via this position. The person who is in Rawlsinitial position and veil of ignorance is similar with Kantianautonomous person. The main problem of thesestructures is to local scour of around the nose structure. One of the effective methods of flow patternimprovement around the structures is creating slot in structure. In this study, has been created rectangular slot(with fixed dimensions) in three different positions in bank attached triangular vane, this means that the slot isparallel to the chord in first vane, parallel to the base in second vane and parallel to the vertical side of triangularvane in third vane. The research aim is to determine the slot optimal location, with defined dimensions.Experiments were conducted in the single-vane posture and under different hydraulic conditions (clear watercondition). Results showed that the first vane (slot is parallel to the chord) had the best performance to reductionof volume, Length and width of scouring. Also, the maximum scour depth in this vane was 35% and 13% lessthan two other vanes that slot is parallel to the base and parallel to the vertical side, respectively. Manuscript profile

To follow this purpose, a sample of 12 mutual funds for the years of 2011-2015 has been chosen. At first step, active management skills including market timing & security selection based on Treynor-Mazuy & Henriksson –Merton models for individual funds and then for all of the funds, using panel model, was applied. The results show that there is no statistically significant market timing ability and security selection among any of these cases. Although a Positive statistically significant size and book to market ratio effect, respectively, in one and three mutual funds is observed. As a result of panel model, there is a negative statistically significant size effect and security selection, a positive statistically significant beta and book to market ratio, and there is no market timing ability in both Treynor-Mazuy & Henriksson –Merton models. In contrast to traditional models, combined models show better results.     Manuscript profile

The proposed model-free discrete control is robust against all uncertainties associated with the robot manipulator and actuators including model’s uncertainty and external disturbances. The most gradient descent algorithms have used a known cost function based on the tracking error for adaptation whereas the proposed algorithm has proposed a cost function based on the uncertainty estimation error. Then, the uncertainty estimation error is calculated from the joint position error and its derivative using the closed-loop system. Most control algorithms require all state variable feedback to ensuring stability for the robot manipulators. Practical implementation of this control method is easy because it has a decentralized structure and measures only from the joint position. The simulation results confirm the correct operation of this method and we will prove the stability of the control system. Manuscript profile

This paper presents a circularly polarized (CP) printed crossed-dipole antenna for Global Positioning System (GPS) receptions in the L1 (1575 MHz) band. Its structure consists of two orthogonally printed dipoles, two integrated baluns to feed the dipoles, and a feed network connected to the baluns. The feeding network comprises a Branch-Line Coupler with two quadrature outputs. Accordingly, providing two orthogonal dipoles with a 90-degree phase difference leads to right-handed circular polarization (RHCP), a must for GPS applications. Four Torang-shaped parasitic elements have been used in the upper part of the dipole arms to improve the circular polarization of the antenna. Based on the practical results obtained with the technique, the antenna's Axial Ratio (AR) bandwidth is increased by about 21%. At the same time, the purity of the circular polarization can also be seen. The experimental results show that the proposed GPS antenna has an impedance bandwidth of 46.28% (from 1.327 to 2.126 GHz), an axial ratio bandwidth of 41.36% (from 1.329 to 2.022 GHz), and a maximum gain of 6.40 dB. The dimensions of the proposed antenna are compact, and this antenna has a stable radiation pattern. In the last step, the proposed GPS antenna is fabricated and tested in the antenna laboratory.          With the increasing number of mobile network users and the consequent shrinkage of cells to increase network capacity, it can be predicted that position updating procedures and calling a large part of the signaling traffic and radio bandwidth in these networks Will allocate. Therefore, position management methods that explain the two categories of position updating and calling will be important and critical issues in such networks. To improve PBS performance, in this project, a new position management method called MPBS (Mobility Pattern Based Scheme) It is suggested that it also include time information in the user profile. The current position of the user can be determined by his mobility and the current time of the system. The results of using the proposed position management, during the simulation show that the signal load traffic is significantly lightened while reducing the simultaneous call delay. Finds. Background and Objective The morphometric parameters of the catchment are very suitable indicators for the analysis of geomorphological processes. Erosion studies and sediment production are among the most important research carried out by geoscientists, especially geomorphologists, to implement soil and water conservation programs, reduce erosion, change the hydraulic flow of rivers, and prevent the reduction of reservoir dam lake capacity. To measure the geometric (geometric) characteristics of a river, the term morphometry or river shaping is used. In fact, morphometrics is the quantitative analysis of the geomorphic features of landforms in an area. Morphometric analysis is one of the effective methods for prioritizing sub-basins that can indicate the status of the drainage network of the basin. Investigation of morphometric features of the Piveh Gene watershed is based on morphometric and geomorphometric indices. Considering the importance of studying morphometric characteristics in watershed studies and examining the degree of erosion in this study, the aim is to analyze the morphometric features with the type of landform and predict the amount of erosion through landforms.Materials and Methods In the present study, for morphometric analysis, ArcGIS software, a digital elevation model (DEM) with an accuracy of 20 meters, prepared from 1:50,000 digital topographic maps of the National Mapping Organization and Aster satellite images were used. Has been. To extract the number of waterways, ArcView software, a digital terrestrial model (DEM), has been used. For the slope parameter and the slope direction and height of the study area, we used a topographic map and a digital elevation model of the earth. In order to prepare the drainage density parameter, the existing elevation waterways were extracted from the digital elevation model using the module (Spectral indices) in Archydro and the digital elevation model of the Aster satellite. A threshold of 25-50 cells was selected for drainage network extraction and the drainage network was plotted. In the last step, waterways were classified by astral method and morphometric parameters were extracted. To separate the landforms of the region, a digital model of height with a resolution of 20 meters was used and then the type of landforms were identified based on TPI or topographic position index and according to equation TPIi = Z0 – Σ n-1 Zn/n (Z0 Model point height under evaluation, Zn The height of the grid, n The total number of surrounding points considered in the evaluation) comparing the height of each cell in a digital model TPI, Height is adjacent to the average height of the cells. Finally, the average height decreases from the height value in the center. Results and Discussion Morphometric parameters studied in this paper include the number of streams (Nu), the rank of streams (U), the length of streams (L), bifurcation coefficient (Rb), roughness coefficient (Bb), drainage density (Dd), frequency of streams  (F), shape factor (Rf), roundness coefficient (Rc) and rectangle coefficient are equivalent (Re). The results showed that according to the number of waterways (184 waterways), the existence of first, second, and third-degree waterways, the length of waterways, the high ratio of waterway lengths to the area of the basin, and the high unevenness coefficient of the erodible area And requires optimal planning and management. Also, landform studies in the study area showed that with the help of morphometric features, they determined the susceptibility of landforms to erosion in the area. So that after preparing the landforms using the topographic position index (TPI) and considering erosion-sensitive areas through morphometric features, erosion-sensitive landforms in the study area were identified. By comparing the landform map and the erosion zoning map of the study area, it was found that Class 2 landforms (U-shaped valley) and Class 4 landforms (high drains) have the highest erosion. The results showed that with increasing the drainage density, the amount of erosion increases. Conclusion After mapping the landforms using the topographic position index (TPI) and considering erosion-sensitive areas through morphometric features, erosion-sensitive landforms in the study area were identified. So that the increase in the number of waterways and their length in the watershed indicates an increase in erosion. Then, the topographic position index (TPI), which distinguishes between hollow and bulge, was considered as one of the geomorphometric indicators. The lower and upper limits of the index (TPI) for the study area were calculated as -39.21 and 33.51, respectively. Areas with negative TPI indicate low topography (concavities and pits) while areas with positive TPI indicate high topography (convex or ridges). The presence of dimples and holes (in areas with low TPI) increases the latency of surface currents in the area and causes water infiltration, which in turn can have a significant impact on the storage of precipitation and surface runoff. Have. The results of studies of morphometric parameters indicate that the erodibility conditions of the region are more favorable and the situation is critical. Analysis of classified data showed that the area and length of the canal are effective in erosion. By comparing the landforms map and the waterways map of the study area, it was found that the 4th floor landforms (U-shaped valleys) and the 3rd-floor landforms (high drainages) have the highest erodibility. Also, with an increasing degree of unevenness, the amount of erosion in the area increases, which in landforms located at high altitudes, such as ridges (Class 8 and 10 landforms), the highest amount and, consequently, the highest sensitivity of these landforms are determined. Class 3 locations have the highest drainage density. Due to its natural features, morphometric and physiographic features, the study area is round, which makes the time of short concentration and literal peak larger and more prone to flooding. By examining other morphological components, we came to the conclusion that the study area is prone to erosion. Manuscript profile

Realtime Localization System is one of the several technologies in order to track the objects and target location. In this paper, a novel positioning system is represented, which is based on Ultra-Wideband technology. The proposed system is used to utilized the TDOA algorithm. In this method, the distance between the source and the target node is estimated by measuring the time of sending and receiving the message. Furthermore, we use a Zigbee protocol to implement a communication link between different nodes in this system. The software libraries are implemented independently. The result shows that our positioning system provides an accuracy of 20cm in terms of ranging. In addition, the data rate of the Zigbee link is 72byte per second. This amount of error can be greatly reduced by interpolating and calibrating custom environments. This accuracy is an acceptable and negligible error due to the error of 10 to 100 meters in expensive modules with GPS technology. Manuscript profile

Electro-hydraulic servo systems are one of the most important control systems used in many fields such as industrial automation, numerical control machines, the oil and gas industry. Due to the non-linear behavior of hydraulic system components and the presence of various uncertainties in their operation, the modeling and control of these systems face problems. In this paper, a fuzzy adaptive controller based on sliding mode control is proposed to control the position of an electrohydraulic servo system and overcome the uncertainties. The proposed robust controller results in minimal dependence on the system model. The system's stability in the presence of uncertainties has been proved by applying the Lyapunov theory and considering the time-varying nature of the uncertainties. Besides, to approximate the maximum band and the range of uncertainties, an adaptation law has been proposed for its estimation. The simulation results show the reasonable and stable performance of the proposed adaptive fuzzy controller compared to other control methods. Manuscript profile

One of the literary techniques used by poets and writers is irony. Irony refers to a speech or situation which results in discordance between the audience and the speaker. In such a case, the speaker says something or acts in a certain manner while the understanding of the audience differs from what the speaker intended. In irony, we find two elements: first, the element of innocence, and, second, the element of humor. Innocence, or unknowing trust, mostly relates to the victim of the irony who usually puts his/her trust in the ironist, and falls victim to the deception or pretense of the ironist. The element of humor is the other essential feature of irony. In ironic stories, the characters of the story are juxtaposed in a manner to create a humorous effect. The present article investigated the function of situational and dramatic irony in Masnavi. Molavi, drawing on situational and dramatic irony, has attempted to put the audience in a situation where they, while being aware of the ironic nature of the situation, are surprised, and, therefore, gain a better understanding of the rich concepts. Ironic speech has enabled Molavi to adopt an approach in the climax of the story which is unexpected by the audience, thus dealing them the final blow, and he takes great advantage of such an opportunity to present his rich irfanic [=of true knowledge] and didactic concepts.   Manuscript profile

It can be claimed that Critical Aesthetics is the most important achievement gained from the Frankfort School. As critical Aestheticians believe, noble art should be able to free itself from homogeneity and similarity induced by dominant governments. It should, also, be able to actualize free meaning creation in a world where the origin of meaning is being devastated. In the present article, the art of Shamloo was investigated descriptively and analytically, from the stated perspective. The process followed was extracting case examples from the original text and analyzing them according to the theory. Since his poems are in close relationship with local texture of society, the study necessitates accessing sociological perspectives, as well. In this article, Shamloo’s versatile views toward prevalent semantic norms and the deficiencies of the modern society in this regard are categorized under different headings. His most frequent semantic norm breaking occurs in the domain of conventional ideological beliefs, binary contradictions, and the manifestation of the modern society. Here, Shamloo’s explicit objections target the values dominating the modern society. This way, his coherent thought construct is pictured behind his poems to help the reader to discover the ideology of his work and picture the poet’s world view. Manuscript profile

Abstract: The right to transfer the place is one of the facilities of the law taxes and the tax on the transfer of the "right to transfer the place" is one of the most important tax sources. According to the Tax Law: " the assignment of a place is the right to acquire or profession or the right to occupy the place or the rights arising from the commercial position of the place." The tax system considered the transfer of premises for commercial, administrative and industrial use to be subject to this type of tax, but the Court of Administrative Justice, in violation of this approach, included the said tax only in commercial use. In this research, which has been done by descriptive-analytical method, the question has been answered whether places with non-commercial uses are also subject to tax on this resource or not? According to the definition of the right to transfer the place in the tax law and with reference to Article (2) of the Commercial Law and the Law of Landlord-Tenant Relations approved in 1977 and the principle of tax justice, the research achievement is that Due to the good reputation of the business and the commercial position of the place, it may also include places with industrial and office use. In addition, the scope of this right is wider than the right of business or profession or trade. Manuscript profile

Citrus fruits contain numerous beneficial bioactive compounds including vitamin C, phenolic compounds, flavonoids, carotenoids, and sugars which have high nutritional and antioxidant value. Some factors such as the canopy position of the fruit and fruit size affect the quality and quantity of these compounds. The aim of this study was to investigate the effect of canopy position and fruit size on morphophysiological and biochemical properties of Thomson orange fruit. In the first experiment, fruits with medium and uniform size were harvested from inside and outside canopy positions of the tree. In the second experiment, after harvest the fruits were grouped into three sizes of small, medium, and large. Traits such as weight, volume, length, and width of fruit, skin color, skin thickness, extract content, dry matter percentage, TA, TSS, TSS/TA, total chlorophyll and total carotenoids, antioxidant capacity, phenolic acid content, vitamin C, total sugars, and reducing sugars were evaluated on the peel and pulp of fruit along with a panel test. Results revealed that fruit volume, peel thickness, TSS/TA, a* value, CCI value, peel antioxidant capacity, and peel total sugars were higher in the fruits from the external canopy position while TA, L*, C*, h°, and b* in the fruits from internal canopies were significantly higher. Fruit size had a significant effect on physical parameters of fruit, CCI, h°, juice, and dry matter while it did not affect the quality and chemical traits of fruit. The results of this study showed that orange fruit with a position outside the crown and a large size has a significant increase in extract content, actual volume, average fruit diameter, aroma, taste, and sweetness compared to the position inside the crown with a small size. In this paper, we present the new positioning algorithm of ad-hoc network nodes based on the exchange of radio signals among nodes. The proposed algorithm is independent of GPS data. In conventional positioning methods, the location of nodes in a network is estimated in two steps. In the first step, each node calculates its local location and neighbors based on the Multi-dimensional scaling (MDS) method. In the second step, the local location of the nodes transforms into a unique global location. In these methods, the location of the positioned nodes is used as a rotation reference for the next nodes though this calculated location is not accurate.  Also, the Dijkstra method is not exact either and produces errors which transmitted to the next nodes. Therefore, the positioning error is very high in the final nodes positioned. In the proposed algorithm, using the optimal algorithm, the estimated locations in the conventional method use as initial estimates, and these errors reduce so that the whole network reaches a stable state. The simulation results show that the proposed algorithm can solve the error propagation problem compared to the MDS algorithm and achieved the appropriate accuracy and stability with the least increase of overhead and low computational complexity load by mobility of the existing nodes. As an important branch of the Internet of Vehicles (IoV), vehicle positioning has drawn extensive attention. Traditional positioning systems based on a global positioning system incur long delays, and may fail due to obstructions. In this article, we propose an auxiliary positioning architecture, whose core is to estimate the direction of arrival (DOA) of signals from landmarks, such as wireless access points, utilizing a sensor array in the vehicle. Due to space limitations, the array may be placed in an arbitrary geometry and may suffer from mutual coupling effects, and it is possible that the effect of mutual coupling between the array elements greatly reduces the independence of the elements of the array, and this effect involves the interaction of each element with its nearby objects. Mutual coupling in antenna arrays can critically degrade the performance of signal processing algorithms. In this paper, a new and accurate form of mutual impedance matrix (MIM) is used to compensate for the effect of mutual coupling in uniform linear arrays (ULA) by a new method based on solving the boundary value problem for all array elements. By using the MIM in the DOA estimation algorithms, these algorithms will be robust to the mutual coupling effect. The simulation results confirm the performance improvement of the proposed DOA estimation algorithm. The proposed architecture can obtain robust self-localization with existing vehicular ad hoc networks, and it can collaborate with other positioning systems to provide a safe driving environment. Due to its unique location and importance, Aras Free Zone has several aspects, including the natural environment, population, higher education, added value in various sectors, investments, and customs. Based on these capacities, it serves as the center and beating heart of Azerbaijan. The purpose of this research is to evaluate the geo-economics of the South Caucasus region in terms of tourism using the SWOT model. This descriptive-survey research has an applied nature and is cross-sectional in terms of time. The statistical population consists of experts and specialists in tourism and political geography related to the issues of the Aras Free Zone and the South Caucasus. Fifty individuals were selected in a targeted manner for this study. The SWOT method was used for analysis during the year 1400. Results showed that one of the weaknesses of the study is the strained political relations between Iran and Azerbaijan in the region. On the other hand, the communication role of the South Caucasus region between Iran and various European countries is a significant geo-economic advantage, making it a critical communication and transit bridge between Iran and Europe. The possibility of establishing a communication route between the eastern and western seas presents both a threat factor and an opportunity for its communication role between Iran and various European countries. In the seismic design of structures, determination of the number and position of braced frames, according to the architectural scheme of projects, is usually encountered with obstacles. This has made it difficult in some cases to choose the best location and number of braced bays and especially in dual frames, has led to differences in the design forces of their adjacent members (columns). One of the seismic design requirements of lateral resisting system is to control the columns adjacent to braced bays for load combinations of intensified seismic load, which is a function of over-strength factor of the structure. This research aims to present and introduce the best structural model regarding the number and position of braced frames in a structural system, such as steel moment resisting frame and eccentric braces dual system. Though the intensified seismic load function is controlled in models which columns are connected to the braces in 2 directions, and seismic loads are applied in those 2 directions, the number of damaged hinges (Exceeding CP) is significantly increased in comparison with the models with straggly braces. Since the increase in axial force of these columns reduces their moment capacity (despite controlling the amplified seismic load provision), columns in dual systems that resist flexure, would be damaged and exceed the collapse threshold much sooner than other columns. Therefore, it is suggested that, like the publication 360, the control of these columns in an amplified earthquake should not be based solely on axial force, but on the interaction of forces. Turkey is one of the developing and emerging countries that has been economically and politically successful among the countries of the region. The geographical location of this country in its proximity to Europe and the Middle East, has led to a mutual impact on both regions.Turkey's growth and development path has been such that it has sought to achieve European political, economic, behavioral and value standards, and has always applied to join the European Union over the years.Today, however,we see that Turkey has chosen a different path and, with less attention to European standards, is trying to present itself as an active player in the Middle East and North Africa. The present Study seeks the reason for this change in Turkey's approach between 2000 and 2020 and tests the hypothesis by descriptive-analytical method that the policy of Turkish leaders is based on the existence of great and influential powers in the European Union,Turkey could have been a second-rate player in Europe at best, but these capabilities of Turkey in the Middle East could make it one of the most important and influential players in the first level of the region, and therefore in a strategic choice,Turkey has chosen the second path. now wadays the subject of currency exchange rates plays an important role in international trade. Therefore, one of the major concerns of policymakers is to decide how exchange rates can be determined in an attempt to provide stability in the foreign exchange market of Iran for decreasing costs and risk of investment and making    security in economy. For achieving the goal, the identification of different sectors of FOREX can help policymakers in Iran's central bank to design an appropriate market and different instruments for controlling the currency market and making better security for businessmen in a real economy. Meanwhile, entering the marginal FOREX market in Iran and fraud activities cause reaction of regulator and Sharia's scholars who forbid this market without scientific research when marginal FOREX is only one part of the FOREX. Therefore, this research tried to recognize different parts of the FOREX market and to understand operational structure of this market especially the marginal market. Simultaneously, it studied this waste market in order to find and show advantages and disadvantages for policymakers and scholars. Also, this research tried to show jurisprudential assessment for finding Sharia's problems from Shia approach. Finally we understand that marginal FOREXjust developed speculative activities but researchers can focus on other market fields in order to design hedging instruments something like future and forward contracts. Natural resources management as a complex ecosystem with diverse stakeholders faces many challenges. Due to the varying and often contradictory interests, livelihood dependence of local communities and changes in ecologic, social, economic and political conditions, re-establishment of management approaches seems inevitable. The purpose of this study was to develop management strategies to improve and enhance the natural resources management using strategic planning framework. Both descriptive and analytical approaches, library survey, interview and questionnaire were used for collection and analyzing data. Stakeholders including administrative-political experts, technical experts of the natural resources office, representatives of local communities and NGOs, experts of research center and university professors participated in this research. Following development of a mission statement and internal (IFE) and external factor evaluation (EFE), Internal-External matrix showed that the natural resources management of the county was located in the defensive position. Regarding that, the SWOT matrix was developed to identify appropriate strategies mainly considering weaknesses and threats (WT) which resulted in formulating six strategies for management of natural resources. Evaluation of the strategies attractiveness using quantitative strategic planning matrix (QSPM) indicated that “institutionalizing the participation of stakeholders in decision-making and planning” and “Carrying out programs, plans and projects according to the instructions of the General Administration'' (i.e.business as usual) are of the highest and lowest priority respectively. Based on the results, the current management approach of the county’s natural resources is not accepted by stakeholders and change towards benefit from participation of stakeholders, especially local communities, improvement of the internal features of natural resources and strengthening interorganizational communications is required.
