Strategy mapping is the most important task in building a BalancedScorecard system. Strategy mapping is the process for visually making cause and effectrelationships between all possible strategic objectives in an organization. The process forbuilding and constructing a strategy map is a human centric activity which could be consideredas the combination and integration of all knowledge and preferences of the managerial boards.From the view point of strategic decision making in an organization, the process for building astrategy map, could be viewed in a general body of a unified group decision making context. Ifwe see the strategy map, as a structural modeling framework for making the cause and effectrelationships among the strategic objectives, it is possible to deploy Decision Making Trial andEvaluation Laboratory (DEMATEL) as a framework for structural modeling approach subject tothe problem. The DEMATEL method gathers collective knowledge to capture the causalrelationships between strategic criteria. The model is especially practical and useful forvisualizing the structure of complicated causal relationships with matrices or digraphs. In thisprocess, the integrated structure can be offered for the macro level balanced scorecard and inaddition to the mathematic modeling of cause and effect relationships, a decision supportsystem could be presented in the execution frame that may increase the efficiency of thebalanced scorecard management system.         Forecasts of cash flows are considered by investors, creditors,firm employees and rating institutions. Investors regard cash flows as the input of their investment models allowing them to make decisions about returns resulted from the divided profit and capital. Creditors are interested in the decisions of paying the firm obligations exchanging with them and the employees are concerned with cash flows in terms of job security and persistence of activities of firm that they are working there. Persistence of activity and the firm ability in timely payment of debts are also highly important for rating institutions. The main purpose of the present study is the investigation of forecasting cash flows among 97 firms from the listed firms of Tehran Stock Exchange from the beginning of 1388 to the end of 1392.To investigate the research hypotheses, it was used from panel data regression model. The results showed that the costs of sold goods and the public and administrative costs have significant impacts on forecasting cash flows, however, sales, change in the payable accounts, change in the receivable accounts, change in inventory, tax and cash flows of the last year have not significant impacts on forecasting cash flows.         In this article, a model has been provided in order to help to develop the selection andevaluation process of research and development projects in multi-projects organizations. Thisresearch is multi-criteria method for evaluation of R&D projects based on the integration of twodifferent management methodologies. Concepts of balanced scorecard (BSC) and dataenvelopment analysis (DEA) which each is a useful tool in measurements and analysis oforganization work, has been taken and combined in DEA-BSC model.This approach is based on data envelopment analysis, development of weight restriction,balanced scorecard and is following to secure three regular organization goals which areeffectiveness, efficiency, and balance (in use of inputs and outputs).In this article, two techniques of BSC in work index design part, and DAE technique inevaluation of decision making units part according to design indexes has been studies.At the end, DEA-BSC technique for evaluation of 25 projects in automobile part makingindustry has been used.         Measuring the performance of a production system has been an important task in management forpurposes of control, planning, etc. The Balanced Scorecard allows us to do just that. BSC is widelyused in government and industry because of the clear representation of the relationship and logicbetween the key performance indicators(KPI) of 4 perspectives - financial, customer, internal process,and learning and growth. in the other hand , Traditional studies in data envelopment analysis (DEA)view systems as a whole when measuring the efficiency, ignoring the operation of individualprocesses within a system. We present and demonstrate a multi-criteria approach for evaluating everyprojects in different stages. Our approach integrates the balanced scorecard (BSC) and dataenvelopment analysis (DEA) and develops an extended DEA model. The input and output measuresfor the integrated DEA–BSC model are grouped in “cards” which are associated with " B S C ".         Background: The research devoted to evaluate the performance of an organization based on a balanced scorecard approach.Purpose: Evaluate the performance of Planning and Development Department of Khuzestan Steel Company in 1393 based on a balanced scorecard approach.Methodology: This study is applied and descriptive methods. The population of this research includes managers, employees and customers of Department. Using previous research as well as the strategies, indicators compiled by the previous and interviews with experts the indexes of four perspectives were formulated. To measure the financial perspective and some indexes of internal processes the documents related to this perspective were used. Three questionnaires were developed to extract the realization of other indexes. For analysis of ratio data the fulfillment percentage of indexes and for interval scale indexes single-sample t-test were used.Findings: The surveyed population has achieved most objectives, that is, 95% financially, 49% concerning customers, 75% in questionnaire indexes and 57.8% in non-questionnaire indexes of Internal Processes, and 65% for Growth & Learning.Result: the Planning and Development Department of Khuzestan Steel Company failed to archive all objectives but its performance in desired situation. Objective: The goal of this research is evaluation of Innovation strategy effect and its guidelines on performance according to balanced scorecard quadruple dimensions in Esfahan Electricity Power Distribution Company as a main  electricity power distribution company in country. Methods: The nature of this research is descriptive and its method is survey. The research statistical population is 150 people of Esfahan Electricity Power Distribution Company’s managers, chairmen, and experts which were chosen by random sampling method and 100 people were chosen by Cochran's C test as a sample size. The data collection tool is survey which its reliability was confirmed by Cronbach’s Alpha. Multiple Regression Analysis and SPSS software are used for data analysis.         One of the most complicated decision making problems for managers in supply chain is the evaluation of supply chain performance which can be done in different ways. Though several studies have been developed on supply chain performance evaluation based on balanced scorecard (BSC), a few studies focused on relationships among four perspectives of BSC. This paper focuses on these relationships, especially on relationships with feedback structures. For this purpose, after identification of the BSC’s more important factors in evaluation of the suppliers, DEMATEL technique is employed to determine feedback relationships among these factors and to attain to the critical factors from the influential and to be influenced point of view. Next, these factors are used as the inputs and outputs of data envelopment analysis (DEA) weak disposability model in presence of undesirable factors to evaluate the suppliers and determine their efficiency scores. Finally, the efficient units were ranked based on the Anderson-Peterson (AP) super efficiency model. The proposed procedure is applied as a framework to evaluate the suppliers of Pars Khazar Company. By utilizing different methods of performance evaluation, organizations can evaluate the effectiveness and efficiency of processes that are in accord with strategic objectives. In addition, the performance evaluation instruments can help organizations with resource allocation and appropriate distribution of these resources. So far, many performance evaluation methods have been introduced which among them, traditional approaches only focus on the financial aspects and do not concern the non-financial. One of the most important positions of using balanced score cards is banks as the importance part of economy of Iran. The present study at first collects performance evaluation indices of e-banking of Pasargad bank based on review of literature. Then, based on survey of experts of Pasargad bank of Tehran city in the form of questionnaire, 37 indices are selected as final index. By the opinion of experts of Pasargad bank, the indices are classified and final indices are placed in balanced score cards aspects. Outsourcing in a hospital is a transfer of part of the activities that lead to hospital productivity.The purpose of this study was to design a model for evaluating the outsourced service performance of Shahid Dr. Labafinejad Hospital using a balanced scorecard. Methods: The method of this study was descriptive-survey and applied to the target. The statistical sample was used to determine the criteria of the outsourced service performance evaluation model of all managers (25 people), supervisors of different departments of the hospital (55 people) and experts in quality improvement and procurement services (30 people) in Shahid Dr. Labafinejad Hospital and To determine the weight and importance of the outsourced performance evaluation model, 10 hospital managers.The research tool was a researcher-made questionnaire. Data were analyzed using Factor Verification and Fuzzy AHP Approach. Results: According to findings from Factor Verification Assessment for the Oversea Exercise Evaluation Model of Shahid Dr Labafinejad Hospital, using BSC, thirteen criteria were determined. Also, according to Fuzzy AHP analysis, in the model for evaluating the outsourcing service of Shahid Dr. Labafinejad Hospital, dimensional priority is dimensional internal business processes (0.370), financial dimension (0.293), dimensional customer (0.229), and dimensional growth and learning (0.108). Conclusion: The proposed model for the Shahid Dr. Labafinejad Hospital and other educational hospitals in the country can be implemented and provides an opportunity to evaluate the outsourced service performance using the BSC model. The importance of this subject is better understood by considering   guidelines on customers’ satisfaction and customer relation management system strategies. One of the most important challenges to modern organizations is the implementation of   strategies which are regulated by thought and systematic methods. Organizations which have used performance evaluation system- particularly balanced score card- prove to be strategically successful.  It is believed that CRM’s score card is one of the strongest tools in collecting customer relation management system strategy. This card converts CRM plans to key factors which predict success of CRM. This research aimed at collecting data on customer relation management system strategy based on balanced score card as an organization concentrates on four approaches (financial, customer, domestic process and learning and growth).         Purpose: Resilience as a strategy in crisis management of organizations, for this purpose, while using the lessons of Islam and Quranic teachings, as well as obtaining the opinion of experts, by extracting the map of resilience strategy from the perspective of Islam and also prioritizing Criteria, using the balanced scorecard approach and fuzzy DEMATEL technique, provide the grounds for growth and stability of the organization in crisis situations.Research Method: This research has been done with a qualitative approach, in terms of applied purpose and in terms of analytical-explanatory nature. In this research, 20 experts from the academic, industrial and academic community of the Quranic field have been used to collect their opinions on the dimensions extracted from the literature and the Delphi method.Methods: The resilience strategy map was extracted in crisis management and criteria prioritization was performed using a balanced scorecard and fuzz DEMATEL technique.Results: In the process of extracting resilience map from the Islamic point of view, having strategy and preparedness were recognized as the most effective factors for organizations 'readiness in crises.         Background and Objectives: Functional evaluation models are the basis for measuring and improving management systems. The purpose of this research was to meet the needs of dry milk factory in Pegah Shahr E Kord to assess the performance of the HSE system in terms of compliance considering the company's strategies. Methodology and Materials: In this research, with close investigation on standards and models in the field of performance of the HSE management system, the functional evaluation model of this factory was designed in the framework of a Balanced Scorecard Card (BSC). In this model, four layers of Financial, Customer, Internal business processes and Learning- growth were identified and classified with 14 function evaluation criteria and 43 sub-indicators. Results: The results of the balanced scorecard model showed that the highest and lowest scores among the studied layers were internal processes with an average of 69.28 and learning-growth with an average of 56.66 respectively. Also, the overall average score of the company in all four layers calculated 64.2 out of 100 which, according to a standard score, the scores over 60, reflects the relatively good Function of the organization in the field of HSE management. Conclusion: According to the results, Value Indicators presentable for Customers, Audit and Improvement of HSE Performance Indicators, Policy Development and Strategic goals, organization and provision of resources for HSE management, risk management for HSE, system planning and designing in order to establish the principles of HSE in the organization, are the most important strengths and information sources, also human capital and presentable value to society and government are the most important improvable parts of the HSE system in studied organization.         Objective: The purpose of this research was to design a strategic map and operational model of Iran Judo Federation's strategies using the balanced scorecard method.Methodology: The research method is descriptive and practical in terms of purpose. The research data was collected in a survey and in a mixed way. The statistical population in the quantitative part was 70 people, including officials of the federation and judo boards and managers of the country's first-level judo clubs, and in the qualitative part, 12 people were judo experts. Due to the limitation of members, the statistical sample was equal to the population. The research tool was a questionnaire to determine the landscape of strategies. For data analysis, frequency percentage and chi-chi-square test were used in the quantitative part, and experts' opinions, logical induction method and strategic council meetings were used in the qualitative part.Results: The findings showed that there are four aspects of finance and development, customer, internal processes and growth and learning. 36 strategic goals, 37 criteria and 39 actions and initiatives were formulated. It can be said that with measures such as the increase of talent centers and participating clubs in basic development, the increase of talent coaches, the increase of qualitative targeted courses and the development of comparative studies and statistics, the most important international measures for the development of judo in terms of growth and learning. It will facilitate the realization of the strategies of the processes and will help the officials to achieve the foundation and considered development and professionalization of judo sport, stabilization and continuity of judo honors at the Asian and global levels.Conclusion: Due to the relationship between strategies and strategic goals, measures and actions and initiatives of the Judo Federation in different perspectives, this model has the ability to create a basis for the achievement of the country's long-term judo goals Manuscript profile

        Achieving strategic goals is a prerequisite for reaching out to the prospect. Since prioritization is important in all strategic systems, the priorities in the first phase must be cleared in order to exclude some goals in favor of others, and then in the second stage, the obstacles to the progress of these goals are examined and then Solutions to address these barriers. The purpose of this study was to identify and prioritize strategic objectives based on balanced scorecard funds in the Isfahan oil and gas pipeline company and provide solutions to remove barriers to their implementation. In the first stage, the goals were weighed and prioritized by multi-criteria AHP decision-making methods. The results showed that among the indicators of performance evaluation, the landscape of internal processes in the first priority and customer landscape, growth and learning, and finance are in the next order, respectively. The results of the ranking of different units of the company using the Topsis method indicate that the Repairs Unit has the first rank, and then the line repair and mechanical repair department respectively ranked second and third respectively.         Much has been written about various approaches which pay attention to supply chain from specific angles. One of the new approaches is an integration of Lean, Agile, Resilient, and Green (LARG) that benefiting from the advantages of different approaches and avoiding their disadvantages. This study aims to present a model for analyzing LARG supply chain using Axiomatic Design (AD) and Sustainable Balanced Scorecard (SBSC) in a Hesitant Fuzzy (HF) environment in automaker industry. The study process consisted of two stages: designing stage and evaluating stage. In the first stage, the Functional Requirements (FR) and chain Design Parameters (DP) identified in the LARG supply chain based on the Delphi technique and literature review. In the second stage an integration of information axiom, the Best-Worst Method (BWM), SBSC and hesitant fuzzy logic was used to analyze supply chain in Iran automaker industry. The results showed all 21 indicators are met in both independence and information axioms. Among LARG supply chain criteria, customer requirements, and timely delivery of the car to the customer is the most important and the use of multi-purpose labor and up-to-date machinery is the least important. Among sustainable balanced scorecard perspectives, growth and learning perspectives are the most important and internal processes perspective is the least important. The model with integrating LARG supply chain using AD and SBSC in a hesitant fuzzy environment has caused the designed model to have many capabilities compared to the existing models.         Senior managers of organizations are always looking for a solution to ensure the selection and implementation of more appropriate strategies, among which the Sustainable Balanced Scorecard (SBSC) is a comprehensive performance control with a set of financial sets. And non-financial, it provides a comprehensive view of performance, such as the environment and social responsibility. The aim is to use a combination of models to identify key influential indicators and performance affectivity to evaluate detergents in stable balanced scorecard scores according to a set of indicators and determine the dependencies between them, by a group of decision-makers. Data analysis and analysis using integrated techniques to determine the degree of preference of functional components over each other, including the new approach of stable balanced scorecard and due to the multifaceted relationship between options and indicators of multi-criteria decision-making methods (DANP) are used. The advantage of this approach is the attention to the relatively complex interdependence of factors affecting performance. For the main dimensions and criteria for evaluating the sustainable performance of the studied industry, it was found that environmental and social factors are the most influential and the factors of internal and economic processes are the most influential, as well as economic criteria (0.239), internal processes (0.21), social (0.188), learning growth (0.183), and environmental (0.178) are important in the strategies of this industry, respectively.         This study aims to present a holistic approach regarding an evaluation of knowledge management (KM) practices on organizational performance of the subsidiary firms of Iran National Petrochemical Company (INPC). In this study balanced scorecard approach (BSC) has been employed and the research hypotheses were raised based on the four perspectives of this approach, namely customer, growth and learning, internal processes, and financial. By literature, critical success factors (CSFs) of KM and organizational performance along with their items were identified in the framework of BSC’s perspectives. Based on these constructs and their items an instrument was designed and distributed among managers and employees of the surveyed organizations. Reliability of the instrument was calculated by Chronbach’s alpha for the two sections of the instrument i.e. KM practices and organizational performance. Also, using factor analysis the construct validity of the questionnaire was approved. Finally, based on the hypotheses of the study and using structural equation modeling the impacts of KM practices on organizational performance were investigated. The results revealed that KM practices positively and significantly (though weak) impact overall organizational performance.This impact is significant only regarding growth and learning dimension and on the other dimensions is insignificant. Also, as the customer and financial constructs were loaded on one factor based on the entity of their indicators we considered these two constructs as stakeholders construct.   Manuscript profile

It has been revealed in the review of relevant literature that despite the satisfying levels achieved in the conceptual and theoretical dimension of Balanced Scorecard, the method has some deficiencies in terms of implementation on a quantitative basis and that there remain some problems to be resolved. In the scope of the study, BSC approach was integrated with fuzzy ANP technique so as to determine the performance level of Isfahan Petrochemical Company on the basis of its vision and strategies. The reason for combining these methods is a reciprocal relation between effective indexes in BSC that fuzzy ANP solves this problem.         In today's world due to the advantages of the supply chain for organizations, the majority of organizations have joined the supply chain. On the other hand, Performance Assessment is an essential element for the development of modern organizations. Because of joining the organizations to supply chain, organizations performance linked together along the supply chain and the measure of an organization's performance rate alone doesn’t indicate the performance of the supply chain. For this reason, in this study, we tried to review the previous literature and present a Comprehensive conceptual model of supply chain performance indicators in the balanced scorecard model. Then, BY using fuzzy analytic hierarchy process, the measured weights Model of Balanced Scorecard in the food industry were calculated. After getting feedback from some professionals in the supply chain and doing the calculation, it has been found that the customer perspective is most important and internal process, financial and learning and growth perspective in the supply chain performance importance, respectively.         This article aims to help the construction companies to move towards achieving their long-term goals and excellence in operations in all strategic and operational aspects using optimal and efficient strategic management system. The statistical population consisted of Behsaz Kashaneh Tehran Construction Company. After developing SWOT strategies and strategic objectives, Balanced Scorecards were designed in four perspectives including financial, customer, internal processes, and learning and growth. In this regard, AHP was employed for weighting due to the different importance of these perspectives. Fuzzy QFD model was employed in the process of drawing a strategic map in four mentioned strategic perspectives. Finally, balanced scorecard was designed in four mentioned perspectives and for each of strategic objectives. Company performance was then measured based of the figures. The results show that not only correct design and application of Balanced Scorecards by AHP increase the performance in growth and learning (97%), and internal processes (87%) but also such cause-and-effect relationship permeates through the customers' indicators (83/8%) and financial perspective (113%).         In a production collection, nowadays the Performance Measurement of an organization has an important role in achieving to their efficiency and effectiveness on order to competing in current dynamic environment. In this view, the key indicators of the integrated dynamic performance measurement in a competitive environment are considered as a necessary and unavoidable case. In this paper, considering the affective indicators of dynamic Performance to approach BSC in industry, we focus on the problem that how we can provide a mathematical and hierarchical affective model so that it has sufficient answers in the conditions of uncertainty in the fuzzy technics of AHP and TOPSIS; its aim is to recognizing and prioritize the effective indicators related to dynamic performance evaluation on the base of BSC with approach F.MADM in order to prioritize a set of dynamic indicators to increasing competitive power in industry. In order to determine the indicators, hierarchical tree of deceiving compiled during the sessions with the organization's experts. The statistical sample of the research includes experts and directors of the strategic area. Since these indicators used to prioritizing the decision tree indicators are considered as vocal variables, collecting the data is performed by questionnaire in a fuzzy way; so the multiple attribute decision making is fuzzy. The paper is an applied one and in the form of descriptive-measurable researches and it has a field importance; the solving approach of problems is in the type of mathematical modeling and the hierarchy of decision making of some group indicators is fuzzy. The results of analyzing the prioritizing of the factors and their grading by the two technics show that the indicator of expense, delivery time and quality can help to programmers a director of the organization in order to make long-term decisions for competition. There are also positive and strong coordination between the results of the validity of the answers of the two technics for dynamic performance evaluation of six alternatives.         The purpose of this study is to offer a comprehensive framework to formulate and screen useful strategies of an organization. First, the five competitive forces of Porter were studied. Then, initial strategies were formulated by SWOT analysis. These strategies were divided in four perspectives of the balanced scorecard. Then, QFD was used which generic strategies were as “HOWs / Criteria” in that and initial strategies were as "WHATs / Alternatives" in that too. Finally, the initial strategies based on generic strategies were screened by using fuzzy screening technique. The statistic population in this study was 22 experts and statistic sample was also 22. To gather the data, 7 questionnaires were used. This method was conducted in Cinere Cosmetics and Health Producer Organization. Finding strategies with the greatest benefit that satisfy generic strategies was one of the main results of this study. The result of this study indicated that this method can be used as a comprehensive framework for formulating strategies in the organization, and generic strategies as criteria which can be used for screening initial strategies.         The current paper aimed at utilizing the Balanced Scorecard (BSC) framework in evaluating the Customs Department in West Azerbaijan, Kermanshah and Kurdistan provinces of Iran. The BSC evaluates organization in terms of financial performance, customer satisfaction, internal process, and growth and organization learning. Financial performance was measured by examining revenues, expenditures, and the ratio of customs revenues to total local revenues for the period (2007-2011). Regarding the customer perspective, a random sample of (384) customers of clearance customs was selected. The customers were asked to fill out a survey that measured their level of satisfaction about the Customs Department in regards to providing services and procedures. In addition, a random sample consisted of (280) of the employees of Customs Department in these provinces was chosen to fill out the survey regarding their assessment of the internal process and growth and organization learning perspectives of the BSC. The findings reported that the financial performance of Customs Department was negative for the whole study period (2007-2011) in terms of the number of Rials collected, revenues minus expenditures, and customs revenues as a share of total local revenues. Clearance customs customers reported a suitable satisfaction level toward the customs services and procedures. Analysis showed that customs employees had a suitable level of satisfaction toward both internal process and growth and organization learning of the BSC’s dimensions. The analysis revealed that West Azerbaijan province was better than Kermanshah and Kurdistan provinces in all perspectives of BSC.  Manuscript profile

        In today’s competitive environment in manufacturing and services process, the organizations are confronted with the need to have indicators and patterns for assessing the performance. The balanced scorecard is a successful instrument in implementing the strategic plans of the organization. The present paper aims to evaluate the performance and rank the branches of Tejarat bank in Yazd province based on their efficiency. The balanced scorecard is an appropriate device for designing and measuring the performance in terms of four perspectives including financial, customer, internal process and growth and innovation. This study also intends to use a combining model of BSC and fuzzy data envelopment analysis to evaluate the performance of the branches. This is a descriptive study using field study along with the library, observation and sometimes interview to gather the required information. The findings reveal that among the twenty-six examined branches, 11 branches are efficient. Additionally, the cross efficiency ranking has been used to rank the branches. Finally, the sensitivity analyses demonstrate that ATM has the highest impact on the efficiency of the units followed by the position and the number of employees. On the other hand, the total bank deposits have the least impact on the efficiency of the banks. Manuscript profile

        An enterprise resource planning system (ERP) is the information backbone of a company that integrates and automates all business operations. Implementation of these systems is expensive and difficult and takes many time and resources. Besides, selection of suitable ERP system to the realization of all strategies and goals is a vital issue. This paper presents an approach to select a suitable ERP system using fuzzy AHP with respect to BSC in Behpakhsh Company. Firstly, vision and strategy of the company with respect to BSC is surveyed. A request for proposal was prepared according to the company’s vision, strategies, and KPIs. Then, pair-wise questionnaires are designed and distributed among experts of Behpakhsh Company based on the criteria and indices related to ERP system selection extracted from ERP literature. Finally, covering the highest weight, package one selected as a most suitable ERP system.         The purpose of this study was to rank the indices of BSC (financial, customer, growth, learning, and internal processes) through using the Fuzzy Hierarchy Process (FAHP) approach in order to reduce the subjective and selective approach of individuals in performance evaluation. The research methodology is applied in terms of its purpose and the researchers have applied a descriptive approach in which the required data has collected by employing the questionnaire and survey. The statistical population of this research includes managers and heads of departments in Yazd Electric Distribution Company. Sampling was done using the purposeful method. The results show that the customer’s criteria and growth and learning have the highest weight among the criteria, respectively.         This research explains the strategic objectives of the balanced scorecard in Semnan Province Regional Electric Company using network analysis process and Fuzzy Delphi method; it is an applied research from the purpose aspect and is descriptive-survey according to the implementation method. Data collection tools consist of the specialized interviews and three questionnaire, including the screening questionnaire of the primary indices based on Fuzzy Delphi technique, the expert questionnaire in order to prioritize the main criteria for selecting the implementation method of the project using the network analysis technique and DEMATEL questionnaire for final screening and classification of the main criteria for selecting the project. In the process of conducting the research, first Delphi technique was used to identify the most important indices and then the network analysis process method with a fuzzy approach was used to determine and prioritize the indices. The statistical universe of this research included the managers, the executives and experts of balanced evaluation implementation in Electricity Company of Semnan province; 15 individuals were identified as the sample members through snowball sampling method. Among the main results of this investigation, it can pointed to identify and explain 23 strategic goals in the four aspects of the balanced scorecard, sub-criterion prioritization of each approach and the final prioritization of the indices in Semnan Province Regional Electric Company that is a part of the innovation in this investigation.         Today, the most important factor in the success of organizations is human resources, and talent management is important for the optimal use of human resources capabilities. Especially in knowledge-based companies, where manpower is the most valuable asset of these companies. The purpose of this paper was to simulate and evaluate a model for talent management in knowledge-based companies using the system dynamics method and balanced scorecard. The model variables are extracted by studying the references related to the subject of previous research and by using the performance evaluation indicators of the balanced scorecard in 4 dimensions of finance, customer, growth and learning and, internal processes and design in the form of a dynamic model. After designing the model and confirming it by experts, the model was quantified and then evaluated by dynamic model validation tests, and finally, the scenarios were developed and simulated. The results of the scenario test showed that increasing the amount of substitution and training in the first scenario by increasing the number of talented people in the organization will increase organizational performance and increase competency management and career development in the second scenario By using talent in the organization as well as increasing the variable of the service compensation system and organizational justice in the third scenario, by maintaining talent, it will increase organizational performance.         Improving the productivity and enhancing the organizations’ effectiveness has always been one of the main objectives of the organizations and strategic planning is the main tool in achieving this goal. Therefore, the effect of strategic plans in energy consumption management in this paper is investigated through with Balanced Score Card (financial perspective, customer perspective, learning and growth, and internal processes) approach. In order to meet this aim, population of experts in the field of energy management were investigated which their total number was 320, and 145 were selected as the sample size using Cochran formula. Data was collected via a questionnaire and its reliability was determined through Cronbach’s alpha which obtained coefficients were acceptable and reliability of the questionnaire has been confirmed. Inferential statistics were used to analyze the data and to examine the research hypotheses; SPSS software was of help to meet this aim. The results showed that the dimensions of the strategic plan with Balanced Score Card approach affect energy consumption management by different extents.         Considering the importance of efficiency in advancing communities and the place that today's organizations have embraced, the use of performance evaluation has become an inevitable necessity. Therefore, we are trying to investigate the effectiveness of organizations by combining the two DEA-BSC systems and neural networks in this study. In this regard, first, the performance indicators were determined by using the Balanced Scorecard technique in four dimensions of customer, internal processes, learning and growth and financial, then using the data envelopment analysis method and non-radial SBM model and GAMS software, the organization's efficiency we calculated. In the next step, with the help of the indicators derived from the DEA-BSC method and using the combination of two systems of data envelopment analysis and neural network and using the MATLAB software, the efficiency was re-calculated. In the last step, we compared the two methods of DEA-BSC and ANN-DEA. The results of the comparison of the two methods indicated the compatibility of the two models in discussing the efficiency and superiority of the ANN-DEA method in terms of the short response time and the determination of the efficiency and the possibility of using Its trained algorithm to measure the performance of organizational units in the future.         Focusing only on organizations' performance aspects (and not focusing on features, intrinsic differences aspects and external factors that affect organizations' performance), is one of the major deficiencies in current performance evaluation and ranking systems which also receive little attentions in previous studies. So, we tried in this study to develop and modify Balanced Scored Cards (B.S.C) and design a customized pattern for ranking municipality dependent organizations. We consider performance and classification indexes in the pattern together (but in two separate layers). In this study, we used Delphi Technique for designing phase and experts' opinions review who include managers in all municipality organizations and dependent companies (14 organizations and 6 dependent companies). Suggested weights by participants to four aspects of the pattern were tested by analytical hierarchy process pairwise comparisons (AHP) and compatibility rate for weights is 0.019 which shows compatibility in pairwise comparisons.         In recent years, Iran has witnessed transferring of some economic parts to private sector. One of the industries that treaded into privatization field in the last few years, is the insurance industry. Privatization began in 2009 by transferring ownership of public insurance companies based on the act passed to define method of executing general policies of principle 44 of constitution and on this basis, Alborz Insurance Company, Asia Insurance Company and Dana Insurance Company one after the other transferred their stocks to private sector. This research aims at studying condition of these companies after privatization to assess the outcomes of such transfer. For this purpose, first, based on balanced scorecard, performance assessment indicators of insurance companies were identified and divided into two qualitative and quantitative groups from the viewpoints of finance, market, customer, internal processes, growth and learning. Next, from Asia and Alborz Insurance Companies, data pertaining to two period of times before and after privatization were collected and from Dana Insurance Company, data pertaining to one period of time before and after privatization were collected. Data were next analyzed using TOPSIS technique. Analysis of quantitative data showed that performance of Alborz Insurance Company proved to be better prior to privatization, while Dana and Asia Insurance Companies showed an improvement in performance after privatization.   Manuscript profile

Despite the vitality of strategic management, however, recent research findings underscore the absence of systematic procedures for organizational strategic implementation. Organizational strategy map is a common and functional strategic management element that helps to clarify strategies and reinforce effective implementation of strategic objectives by illustrating key factors defining success and the interaction among them. Hence, this study aimed to develop a strategy map and analyze the performance of Iran-Khodro Company in Mazandaran to help it successfully execute strategies and allocate resources to accomplish its mission. To this end, having reviewed the existing literature and specified the company's strategic goals, we weighed them and explored their causal relationship using FDANP. Further, a number of guidelines were offered based on the IPA analysis to help the management allocate resources and accomplish their goals.         The utilization of data envelopment analysis models for assessing and ranking organizational performance is on the rise. One of the important challenges of this model is the diminishing of the decision-making unit’s precision when dealing with a multitude of inputs and outputs. Hence, the aim of the present research was to develop a comprehensive performance evaluation model while enhancing the resolution of decision-making units. To this end, a balanced scorecard was used to identify comprehensive indicators. At the same time, for the first time, two objective and subjective approaches based on factor analysis and fuzzy inference system were used simultaneously to reduce indicators and improve the resolution of decision-making units. This study used an explanatory-descriptive method and was conducted as an applied-developmental research. The statistical population for identifying performance evaluation indicators and developing fuzzy inference rules included the experts of higher education institutions of Semnan city. Moreover, twenty-four higher education institutions of Semnan city were selected for model testing. The researcher made two questionnaires for the data collection. The validity of the questionnaires was confirmed by content and construct validity, respectively. Also, the reliability of the questionnaires was confirmed by Cronbach's alpha value and composite reliability of more than 0.7 respectively. The main accomplishment of the research can be designing a unified model with objective and subjective approaches to improve the resolution of decision units. In this regard, 26 indicators were identified and reduced to 8 structures by factor analysis. Also, the structures were scored by relying on the designed fuzzy inference system. The results demonstrated a significant improvement in the resolution of decision-making units when utilizing the proposed model, in contrast to conventional models which are mostly based on objective and subjective methods. As a result, the number of effective units in the proposed model effectively reduced to 10. Additionally, the results of the Kruskal-Wallis test and the calculation of the standard deviation of the efficiency scores revealed that the proposed model with an average rating of 48.29 and a dispersion of 0.221 has a lower efficiency rating and a greater dispersion as compered to other models.         The complexities of the environment in competitive arenas among military organizations and the increasing expectations of countries and governments have revealed the necessity of knowing the strengths and weaknesses of military organizations and the continuous improvement of key components. Therefore, one of the basic concerns of these organizations, and in particular the strategic navy of the army, which has started world-class operations, is to improve the productivity of major logistics centers. Considering the importance of logistics processes in the strategic navy of the army, the purpose of this research was to provide a framework to measure the efficiency of these centers. This research was applied in terms of purpose and descriptive in terms of implementation method. The data was collected in two steps. In the first step, using interviews and questionnaires with a fuzzy Delphi approach, the components of logistics efficiency of Nedaja have been identified in two phases. In the second step, the weights of the criteria were determined using a questionnaire and information analysis with the Shannon entropy method. Moreover, the performance of four major logistics centers of the Navy was investigated during the first quarter of 1401, using the Promethee method. The results showed that the fourth logistics center was the most productive center in the mentioned time frame. Utilizing the Sustainable Development Approach, the present study introduces a new model of Sustainability Balance Score Card (SBSC) plus Multi Attribute Decision Making to assess the management system operations in energy consumption in gas companies in Fars. The study integrated the concept of Sustainable Development to the parallel Balance Score Card in order find out the structural network of relations using DEMATEL approach and finally prioritize management system selection employing a FAHP analysis. The results of DEMATEL approach showed that various aspects of Sustainability and Internal Processes were of higher priority compared to Stockholders’ Training and Growth. The results of FAHP analysis indicated that among all attributes under scrutiny, four sets of SBSC were of paramount importance: Average Workforce Training (Training and Growth facet), Customer Satisfaction (Stockholders facet), Responsibility Retention (Social branch of Sustainability facet), Productivity (Economical branch of Sustainability facet), Employee Safety and Health (Environmental branch of Sustainability facet) and Energy Consumption (internal processes facet).         Evaluation is one of the most extensive discussions influenced by a wide range of disciplines and experts, and numerous models and frameworks have been proposed in this field. This study, by using balanced scorecard model and MADM fuzzy techniques, evaluates private banks listed in the stock exchange. The analysis is in a way that first by using the balanced scorecard the full functioning of the banks in four perspectives is estimated and through the matrix of paired comparisons the weight of each criterion and sub criterion is determined. Finally, by using these criteria and techniques of MADM, Fuzzy Topsis has been used to prioritize the banks. The results show that in the final ranking of the banks using Breda method, Which results from the merger of the three methods TOPSIS, SAW, and VIKOR, Parsian Bank ranked first, Sina Bank second ..., and Tourism Bank ranked tenth. In the evaluation of the financial criteria, the fiscal prospect (0.375) and client prospect (0.338) had the highest weights.         In the current era, the amazing changes in the management knowledge necessitate the existence of measurement systems so much so that the absence of a measurement system in the different dimensions of an organization such measurement of the use facilities and resources, personnel, goals and strategies is considered one of the signs of organization illness. There are different techniques for performance measurement, each of which has strong and weak points. In the present paper, a model for measuring the performance of the bank branches by combining “balance score card” with “fuzzy data envelopment analysis”. The statistical population includes all the branches of Sepah Bank of Tabriz totaling 42. The efficiency measurement indices have been specified through the use of balanced scorecard and with regard to the research literature. For data collection, a researcher – devised questionnaire was used after its validity and reliability had been confirmed. Data envelopment analysis was applied for data analysis.         نیاز به پیشرفت ازجمله عوامل مؤثر در توسعه است و تلاش برای تأمین این نیازها موجب می‌شود که سازمان به سمت توسعه سوق یابد. در این میان سنجش عملکرد سازمان‌ها، یکی از قوی‌ترین ابزارهای مدیریتی است که می‌توان به کمک آن، اطلاعات مورد نیاز از وضعیت سازمان را به دست آورد. در این مقاله مدل ارزیابی عملکرد مبتنی بر کارت امتیازی متوازن که شامل چهار وجه (مالی، مشتری، فرایندهای کسب و کار داخلی و یادگیری و رشد) می‌باشد به همراه تحلیل شبکه ای (ANP) و منطق فازی (Fuzzy)، مورد استفاده قرار می‌گیرد. در این خصوص برای ارزیابی عملکرد، در مرحله اول چشم انداز، استراتژی‌های گروه صنعتی ماموت و شاخص‌های مرتبط با هر کدام از مناظر کارت امتیازی متوازن مشخص می‌گردد. در مرحله دوم با استفاده از نظر نخبگان وزن شاخص‌ها، وجوه کارت امتیازی متوازن و استراتژی‌ها بر اساس تحلیل شبکه ای و به صورت فازی تعیین می‌گردد. در مرحله سوم بر اساس نظر نخبگان این گروه به هر شاخص امتیاز داده می‌شود، و در مرحله آخر بر اساس وزن‌های محاسبه شده و امتیازات شاخص‌ها، شاخص‌ها اولویت بندی می‌شوند و عملکرد سازمانی گروه صنعتی ماموت اندازه گیری می‌شود. مدل پیشنهادی برای ارزیابی عملکرد سازمانی گروه صنعتی ماموت در سال 1392 به کار گرفته شد و عملکرد این واحد 75 درصد محاسبه و ارزیابی گردید.  Manuscript profile

Therefore, many organizations have put their strategies in line with the use of knowledge management in order to improve marketing capabilities.. This study is applied in terms of purpose and from the point of view of the mixed approach (qualitative-quantitative) which was carried out using the foundational data theory. The data of the qualitative stage were collected through interviews with 15 experts in the field of marketing, who were selected through the purposeful sampling method, and analyzed with Max.QD.E software.Quantitatively, a questionnaire of 113 questions based on the categories resulting from the qualitative section was created and validated by the researcher to evaluate the proposed model by 200 employees of Khuzestan steel industry who were selected by random sampling and based on G*power software. And it has been analyzed by PLS software. The results obtained from the qualitative analysisIt led to the final model of marketing capabilities, which has 11 main categories which are knowledge management, analysis of competitors, customer and product in the role of "contextual factors" of the market in the role of "environmental conditions", advertising, brand, distribution network, management strategies, technological strategies and training in the role of "strategies and strategies" and marketing capacities in the role of "main category" and company performance in the role"Consequence" has been identified. In order to identify supply chain risks, sources, articles and books in the field of supply chain and supply chain risk were reviewed and studied. And finally, a list of risks related to the supply chain was prepared. Then the risks in Tarabgin Company were categorized based on the five dimensions of the balanced scorecard. In this step, the FMEA method was used to score the risks. In the next step of the research, The prioritization of the dimensions of the balanced scorecard was based on the innovative method that was formed based on three indicators of FMEA, i.e. intensity, occurrence and diagnosis, and the multi-indicator decision-making method of AHP, and the ranking of the dimensions of the balanced scorecard was obtained, and then again from the three The FMEA index was used and this time with the help of the TOPSIS decision-making method, the risks that were placed in each category were ranked.         Objective: Performance assessment of Tehran Municipality Cultural and Artistic Organization libraries using Balanced Scorecard Methods: The population of this study are included whole of staffs and managers and also users in the Tehran municipality Cultural and artistic Organization libraries and also 214 the users and 165 permanent staffs and 96 people through the managers. The data are collected through a researcher semi-structure questionnaire which is done by Ms. Nabizade and it’s titled “Evaluation of performance the general office Information in National library I.R. of Iran respect to Balanced Scorecard” then the data analysis and interpretation and it is used one way T-test for testing the questions. Results: The results show that the operation of the Tehran municipality Cultural and artistic Organization libraries through three perspectives which are the customer and the internal process and financial balanced through one other perspectives which are the growth and learning imbalanced. Conclusion: Performance is balanced in the three perspectives of "internal processes", "customer satisfaction" and "financial" and in the perspective of "growth and learning" is unbalanced. Methodology:  At first, performance measurement indicators of Iranian special libraries within four perspectives of balanced scorecard prepared (Resource, infrastructure, Use, Efficiency, Potentials and development) as a checklist by literature review.         The aim of the research was to develop a strategic plan and map of the Federation of Automobile Racing and Motorcycling with a balanced scorecard approach. The research method was descriptive and carried out in the form of strategic studies. This research is practical in terms of its purpose and the research data was collected by survey method and quantitatively and qualitatively. The statistical population in the qualitative section included 18 experts in motor racing and motorcycling, and the statistical population in the quantitative section included managers of the motor racing and motorcycling federation and provincial boards, club managers and national team coaches, equal to 75 people. Due to the limited number of members, the statistical population was equal to the sample. The research tool was a researcher-made questionnaire. For data analysis, frequency percentage and chi-square were used in the quantitative part, and experts' opinions, logical induction method and strategic council meetings were used in the qualitative part. The findings showed that the automobile racing and motorcycling federation has four perspectives of finance and development, customer, internal processes and learning and growth, and 42 strategic goals. It can be concluded that the realization of goals such as the increase of professional and talented trainers and the increase of scientific conferences as well as cultural and moral development, the achievement of goals such as the increase of motorcycling and car racing incomes, the maximum participation of the private sector, will facilitate the increase and continuity of positions and honors.         Improving efficiency is one of the most important indicators to evaluate the Organization performance and the most basic and the first step to improve efficiency is measure and evaluate it. So far, little researches has been conducted on the hospitals performance evaluation using the combined of balanced scorecard (BSC) and data envelopment analysis (DEA). But in the researches has found by the researcher; 1. Simple performance of units has calculated using DEA classic models, which have two limitations: a) self-evaluation; and b) a lack of recognition between efficient DMUs; The new VFB-DEA cross efficiency model used in this research eliminates these limitations and makes the evaluation results more reasonable. 2. Conditions of uncertainty are not considered if some performance indicators require human judgment, to overcome this problem, the development of the VFB-DEA cross efficiency   model in fuzzy environment is done by the researchers. This research attempts by using fuzzy data envelopment analysis (FDEA) and BSC to evaluate the public hospitals performance in Mashhad during 2014. In this regard, the indicators used to evaluate the performance of health care in situations in past studies and with health experts, three indicators of Staff satisfaction, capita Education and the cost of medicine and supplies, and three indicators of patient satisfaction and the average length of stay and percentage of bed occupancy, in four perspectives of the balanced scorecards elected as input indicators and output indicators. Then, using a new model VFB-DEA in fuzzy environment, mentioned units were evaluated. The results show in the VFB-DEA model thehospital2is ranked first and the hospital 1 and 6 are the most inefficient hospitals. Given the uncertainty and determination of input and output indicators based on a balanced scorecard, the proposed model is more accurate than the past models and enables managers to make better and more accurate decisions to improve the efficiency of organizations. In this study, the researcher believes that the assessment of bank branches based solely on financial measures such as profit or loss and cannot use resources and accurate result and a good result. In this study by using of experts' opinion, criteria were identified. In this study paired comparisons between agents and using network analysis process, the weight of these criteria were determined. In addition VIKOR technique as a new method of multi-criteria decision-making to rank the Ansar bank branches in Qom province has been introduced.           Abstract The purpose of this research was an analysis of relationship between transformational leadership style in managers Ostandari Khorasan Razavi and entrepreneurship capabilities in personnel.  The research type was descriptive - correlative method. The statistical population consisted of 79 personnel of which through simple random sampling method 32 members were chosen as the sample. The research instrument was 1).transformational leadership style questionnaire with 22 items and 2).entrepreneurship questionnaire with 47 items which by use of Cronbach alpha coefficient, reliability coefficients were obtained equal to 0.93 for entrepreneurship questionnaire and 0.91 for transformational leadership style questionnaire. Collected data was analyzed at level of inferential statistics (correlation coefficient, multivariate variance and regression). Research findings revealed that mean of entrepreneurship dimensions is bigger than average. The research findings showed that there is a positive and significant relationship between transformational leadership style and need for achievement and ambiguity tolerance. Also there are a positive and significant relationship between independency and All components of entrepreneurship. Manuscript profile
