Providing superior quality and keeping peoples satisfied are rapidly becoming the ways construction companies differentiate themselves from competitors. Many companies are, however, frustrated in their efforts to improve quality and customer satisfaction through the implementation of total quality management (TQM).Total quality management (TQM) was first introduced as a business management approach in the post-World War II era when Deming and others successfully reinvented the Japanese economy. Beginning in the early 1980s, American business leaders looked to the philosophy, principles, and TQM tools to improve the economy. More recently, education leaders have begun to recognize the potential for TQM applied to educational organizations especially in university. Quality management provides a connection between outcomes and the process by which outcomes are achieved. If, as many people realize, the cause of failures in education is a problem in design, quality management may be regarded as an ideal systemic process for managing change in public education. There has been some reluctance to apply quality practices to education, yet central to Deming’s methods and management philosophy is an insistence that anything can be made or done better. Americans have steadfastly held the belief that education is the fortification against poverty and social unrest. There exists, however, a subtle pessimistic attitude that people are doing the best they can with what they have. The message appears to be that education can only be successful with certain students. Deming (1992, 6) writes that with its “underuse, misuse, and abuse of skill and knowledge...the United States may be the most underdeveloped nation in the world.” Improvement with all levels of students must be viewed as not only possible but also essential. The highest level of quality principles is in learning. This is where it impacts the classroom. To achieve the desired results, educators must question their core teaching and learning processes and methods. The main aim of this study is to find required skills of urban planner to enter to work and assess status of achieving these skills be using total quality management method. Firstly, skills requirements were found by using literature reviews and with depth interviews from faculty members of Islamic Azad University of Mashhad. The next step was to evaluate TQM to understand how much it can response to skills. It was evaluated by questionnaire, which was produced by American Federal Institute (1990) with 8 criteria and a total of 48 items. To obtain TQM accountability response to help with these skills. The method of paper is practical and descriptive and number of sample is 76 of faculty members of Islamic Azad University of Mashhad. To analysis questionnaires a single-sample of T-Test method was used. Findings show that status of TQM is lower than standard average and there is also a vague understanding of the eighth principles of TQM items in faculty members. It is suggested to boost this status, it is necessary to increase level of participation of experienced, motivated and activated professors and assistant professors to have interaction between management and department of education. Quality is a topic which the most attentions are allocated to it by business companies. This topic which can be studied from different aspects is considered as primary precedence of organizational strategies. According to using different quality control systems in the country and favorites of many manufacturing and service companies for establishing such systems and obtaining valid quality certification in order to enhance quality level of production and receiving a great share of market, considerable attention is allocated to this topic in our country. Hence, the most application is allocated to system of international standards quality assurance - ISO 9000. In this paper, efficiency of establishing this international standard in the companies which are listed on the stock exchange has been evaluated. So, companies which are holder of this standard certification were determined, a counterpart was chosen for each company in order to comparison. Then, we studied effect of establishing this management system on 3 indexes as sales growth, margin, earning per share. The obtained data from paired observations showed that obtaining ISO 9000 certification just could have effect on sales growth level. It does not have any significant effect on margin and EPS. Abstract Today, attaining Total Quality Management (TQM) for viability and sustained competitveness on national and international areas is must. Continued training of employees is a major tool in achieving TQM. The principal aim of this study is to analyze the effect of TQM training on bringing a change in the organizational culture and behavioral patterns of Telecommunication employees in chaharmahal and Bakhtiyari. The design of this study was quasi experimental. For this purpose, using a randomized simple technique, some 25 and treatment of the experimental goup with 22 three-hour long sessions on TQM and another non-registered group of 25 specialists matched with the first group were selected as the control group. Then were measured for behavioral pstterns by Soosman and Depe's(1989) Organizational Culture lnventory and the researcher developed inventory, both the experimental and control groups were measured using the same inventories. Upon initial administration, the reliability of the inventories using Cronbach's Alpha coefficient was 0.81 for organizational culture and 0.84 . Professors confirmed the validity of the inventories. The results of analysis of covariance showed that treatment with TQM training for the experimental group in the post-test scores of organizational culture and behavioral patterns were improved (P < 0.01 ). In a repeated follow-up within six months, it was established that there still a significant difference between the mean score for the experimental group and that for the contro group. Thus, a significant leve yielded both for the organizational culture and the employee's behavioral patterns (P < 0.01 ). Thus, it can be concluded that the effect of training on organizational culture and behavioral patterns in the experimental group was positive. Manuscript profile

Nowadays, Iranian designers, contractors, and government agents encounter with a lot of problems in their construction projects. The main reasons of the occurring problems can be incorrect designing, the perplexity of technology, variety of expertise needed, plenty of activities and number of stakeholders engaged. For these reasons, the project is not usually completed in due time and in the amount of the predicted cost scope. Value engineering (VE) is a problem-solving method (PSM) based on the systematic job plan and creativity. VE aims at reviewing the project and identifying the opportunity of saving project cost and time. Regretfully, in the same cases, VE is not adjusted with needs, specifications, and limits of project construction and that cannot remove the problems. This paper can use concepts and techniques of total quality management (TQM) for developed VE structure and increase its effect on the construction project. To create a new model, first, VE, TQM, and problem of construction project were reviewed. Next, using other accomplished researchers in this field of study, development potentials of VE was identified. Finally, a new model was issued based on the studies. Manuscript profile

Due to the population growth and their agricultural needs, access to water is considered a serious crisis. The objective of this paper is to simulate groundwater resources in Nobandegan plain, Fars, as a case study, to obtain the path and intensity of groundwater flow, and to determine the distribution and origin of groundwater quality pollutants using GMS software. First, groundwater flow hydraulics in the plain has been simulated, calibrated and validated. Then, having the intensity and direction of groundwater flow in the plain and its interaction with adjacent aquifers, the distribution of qualitative pollutants has been investigated and simulated. Finally, combining groundwater quality and quantity information, possible origin of pollutants in the plain has been investigated and determined. Maximum values for groundwater hardness and salinity in the plain were 1272 (mg / l.CaCO3) and 3178 (µ mho / cm), respectively, which are relatively high and indicate low groundwater quality in the plain. However, pollutant levels decreased in the central areas of the plain where the aquifer thickness increases and some dilution takes place. Groundwater quality is saline in terms of salinity and very hard in terms of hardness. Investigating land use over the plain shows that the possible origins of groundwater pollution are dense agricultural activities in the northern areas, and location of Nobandegan city and villages there. Pollutants concentration in central plain decreased, apparently due to the lack of any city, village, or agricultural activity, in addition to aquifer thickness increase there. Manuscript profile

The purpose of this study was to investigate the mediating role of total quality management in the impact of supply chain management on organizational effectiveness in employees of Setareh Yazd Wire and Cable Company. This research was one of a series of correlation studies that were conducted with the modeling approach of structural equations of partial least squares. Due to the small statistical population, the counting method was used for research samples and all 90 employees of the company were selected as a statistical sample. The research measurement tools were the Sustainable Supply Chain Management Questionnaire by Lane et al. (2014), Spinval Integrated Quality Management Questionnaire (2015), and Organizational Effectiveness Questionnaire based on Parsons quadruple function model. Structural equation modeling with partial least squares approach was used to analyze the data. The results showed that supply chain management can directly affect the effectiveness and overall quality management of employees. The results of Sobel test (9/18) also confirmed the mediating role of total quality management. The result of the VAF test meant that the TQM variable could explain 0.42 of the effects of supply chain management on organizational effectiveness. According to this result, the managers of Setareh Yazd Wire and Cable Company are suggested to influence the overall quality management by creating strategies in supply chain management so that they can finally increase the organizational effectiveness of their employees. Manuscript profile
