        Background and Aim: Manpower in any organization is considered as a capital based on four dimensions of physiological, intellectual, social and emotional; The purpose of this study is the pathology of human resource management system policy based on international and global competencies in the National Company of Southern Oilfields.                                        Method: which was done in two parts: qualitative-quantitative and descriptive-exploratory. The statistical sample of the study in the qualitative section as members of the Delphi panel of executives and university professors to 32 people who were selected in a non-random method and in the quantitative section of human resources deputy managers in the National Company of Southern Oilfields to 10 people. In the qualitative stage, the indicators and competency components of the human resource management system were designed by Delphi method. In the quantitative stage, data analysis was performed using three significance analysis techniques - performance, fuzzy dimtel and fuzzy network analysis process.                                                                                                                                         Findings: Based on the findings obtained in the qualitative section, the competencies of the human resource management system in six dimensions of the human resource supply system (7 indicators), human resource service compensation system (6 indicators), human resource performance management system (12 indicators) ), Human resources training and development system (10 indicators), human resources maintenance system (7 indicators) and human resources labor relations system (10 indicators) were designed.                                     Conclusion: Also, the results of the quantitative stage indicate that 25 sub-factors were identified as damages of human resource management systems in the National Company of Southern Oilfields.                                   Manuscript profile

        Introduction: The support and participation of the managers of an organization is necessary to implement an effective crisis management. The preparation of the situation is done by clarifying the aims and objectives of the crisis management plan based on the philosophy and values of the organization, which is more evident in health centers. The purpose of this study was to identify the role of shared leadership competencies in crisis management (Case study: Farabi Hospital). Methods: This research is applied in terms of purpose and descriptive and survey method. The statistical population of the present study includes all managers, deputies and staff of Farabi Hospital, whose number is 820, so the required sample size was determined 262 people based on Cochran's formula. A questionnaire was used to examine the research variables. The reliability of the questionnaires was confirmed by Cronbach's alpha coefficient and the content validity of the questionnaires was confirmed by a group of university professors and their construct validity was confirmed by confirmatory factor analysis. The research hypotheses were tested by structural equation modeling. Results: Characteristics and skills are directly (coefficient 0.48) and indirectly involved in crisis management through task-oriented leadership (coefficient 0.80), people-oriented leadership (coefficient 0.26) and organizational leadership (coefficient 0.14). It was also found that task-oriented leadership, people-oriented leadership and organizational leadership with direct coefficients of 0.89, 0.33 and 0.79, respectively, are directly involved in crisis management. Conclusion: Based on the research findings, characteristics and skills can play a role in crisis management of Farabi Hospital. Manuscript profile

        Present study conducted with the aim of explaining the distinctive Professional competencies performance of managers in greenhouse production units in Southern Khorasan. The research method was applied in terms of purpose, and descriptive-correlational in terms of collecting data. The study was conducted through the survey method. The statistical population of the study was 141 greenhouse owners from greenhouse cucumber production Units who were selected through the census method due to the limited statistical population. The instrument used for collecting data in this study was a questionnaire. At the time of research, 117 active greenhouses and information were collected and the statistical analysis was using of the discriminant analysis. The results of the analysis showed that out of the 23 independent variables examined, only 8 variables including observing the technical principles of growing operation, observing ethical beliefs, observing managerial competencies, observing the basic/generic competencies, the method of preparing the planting bed, the number of extension-training courses, the method of preparing the terrace and the planting operation, and the experience in greenhouse cultivation could maximally differ between successful and unsuccessful managers of greenhouse cucumber production Units in order of priority based on focal correlation coefficient.Explaining the Distinctive Professional Competencies Performance of Greenhouse Managers Production units in Southern Khorasan Province Manuscript profile

But recent research shows that the value of the investment aspects and influenced by various factors, including the role of financial advisor. This study aimed to investigate the role of the financial advisor in the perceived value of investment necessary competencies investors Stock Exchange of Hamadan. This kind of study is one of few studies, surveys, applied and quantitative and cross-sectional. The study population active investors in the Stock Exchange of Hamedan have been an infinite number randomly and without replacement sample of 387 members selected from among them. Data collection instrument was a questionnaire and field data collection. In order to analyze the data structure based on partial least squares path modeling methods were used. The results showed that the competencies necessary financial advisor significant impact on the perceived value of investments of investors.         The purpose of this research is to systematically study the components of professional competence of faculty members in the universities. The research methodology is content analysis. For this purpose, by using thematic analysis techniques, the dimensions and components of the professional competence of Iranian university professors were extracted from the scientific articles published in the journals. The studied population was all related research articles indexed in the ISC database, finally 29 articles were selected and analyzed. To check the validity of the research, the method of negotiation with peers was used, and to confirm its reliability, the method of checking the coding and the agreement of at least two researcher coders was used. In this order, after identifying and determining the articles, the two researchers simultaneously and separately extracted and named the desired codes. And then they confirmed the similar cases and reported the disputed materials with negotiation and agreement. After the completion of the report, the third person, while reviewing the complete process and especially its coding, confirmed it. The rate of coding agreement between two researchers was used using non-parametric statistics, and the Phi coefficient was reported as 0.89. Scientometric techniques and thematic analysis were used to analyze the data. Analyzes were done in Excel and MAXQDA10. Scientific findings show that with the passage of time, the number of researches conducted on this issue has increased. A large number of articles have been published in the "Teaching Research" magazine, with the organizational name "Islamic Azad University" they have done more research on this issue, most of the research done with a few articles and the professional records of the professors of "universities" "Comprehensive" has been done. It has been done from other universities. The findings of the theme analysis indicated that there was a difference between the competencies of the professors of different universities. All universities share "individual/personal competences", knowledge competences, "educational competences" and "communication competences", while some universities have a series of specialized competences in addition to these competences. Comprehensive universities have the scope of "professional competences" of professors, and Farhangian, comprehensive scientific-work and industrial universities have reported the lowest number of professional competences.          The aim of the study was to investigate bilan de compétences (identification of competencies) effectiveness on self-knowledge and social self-efficacy in personnel of Iran Khodro Company. This study was a semi-experimental research wich employed pretest and posttest with control group design. The research sample consisted of 62 workers of montage line, 32 individuals in experimental group and 30 individuals in control group from personnel of Iran Khodro factory that were selected by random sampling method. The research tools included Self-knowledge Scale (Gaudron, Bernaud & Lemoine, 2001), Social Self-efficacy Scale (Smith & Betz, 2000) and Bilan de Compétences (France’s Labour Law, 1991). After administering both scales at the pretest stage, the intervention program was applied and following the program the same scales were applied again at the posttest stage. Data were analyzed by covariance analysis. The research results indicated that self-knowledge and it`s subscales as well as social self-efficacy had significant increases in the posttest (P < 0.01). According to the results, despite socio-cultural and economic differences among countries bilan de compétences is also effective in Iran. It is, therefore, recommended that organizations and industrial centers use this program to increase their personnel self-knowledge and social self-efficacy.  Manuscript profile

        The main purpose of the present study has been to investigate the effect of Informal Learning through social interactions within the higher education and vocational contexts on the development of key job Competencies. The present survey has utilized researcher-constructed questionnaires and interviews as data collection instruments. The population comprised 150 participants of higher education graduates and workers in the industry section of Mazandaran province with an experience ranging from 2 to6. The data analysis was done using SPSS resulting in both descriptive and inferential analyses. The results implied that there is a significant difference between the role of higher education and vocational context in the development of job qualifications, suggesting a greater role for higher education. In university, Personal competencies and Social -communication skills and in job context personal competencies and Professional competencies are more developed. From among the learning indices of Informal Learning, the indices of speech learning in university and behavior learning in job context have been the most frequent. With regard to the higher frequency of no replies compared to yes ones, it can be concluded that neither of the qualifications seem satisfactory in the two contexts. Manuscript profile

        This is a descriptive and casual correlation study.The main purpose of this research was to study the relationship between faculty members&rsquo; self-efficacy and competencies with their teaching quality in branches of zone 1 of Islamic Azad University. The population of this research was 2181 faculty members. 436 faculty members were selected through random stratified cluster sampling. Data collection tools were a researcher-made 27-items questionnaire for assessing teaching quality (chronbach alpha= 0.861), A researcher made 13-items questionnaire for assessing their competencies (chronbach alpha=0.866), and Schwartzer et al. questionnaire for assessing faculty members&rsquo; self-efficacy. Multiple regression and Structural equation modeling were used to specify the portion of mentioned factors in teaching quality. Results showed that faculty members&rsquo; self-efficacy (0.31) and their competencies (0.33) had a significant positive relationship with teaching quality. In addition, there was a significant positive relationship (0.36) between self-efficacy and competencies.         Objective: Considering that football, as a popular sport, is based on the supporter&#039;s axis, the importance of supporter&#039;s cultural competence has become an important issue despite the presence of multicultural environments. In order to understand it, the present study aims to analyze the lived experience of fans in football. Fan cultural competencies have become an important issue due to the fan-centric nature of football as a popular sport on the one hand and the importance of competencies in multicultural environments. To understand it, the present study intends to analyze the lived experience of fans in the sport of football. Accordingly, the purpose of phenomenological research is the lived experience of fans in football in the field of understanding the cultural competencies of fans. Methodology: The phenomenological research method is descriptive and based on the collage model. The research community was members of the Sepahan Isfahan Sports Fans Association and the club&#039;s cultural directors of these, 20 research samples were saturated. The purposive sampling method was standard dependent and inconsistent. The data collection tool was a semi-structured interview. The validity of the data was verified through external auditors, in-depth descriptions, return to interviewees, and two coders. Results: After implementing information and coding the data, the research findings were classified into three categories including cognitive, emotional and behavioral competencies. Cognitive competencies include advocacy literacy development, awareness gap control, avoidance of social and cultural bias, strengthening positive cultural memory and attitudes, and behavioral competencies including cultural self-efficacy, cultural monitoring, role modeling and social and cultural responsibility, and emotional competencies including emotional capital development, strengthens self-will, reproduces the culture of youth and strengthens women&#039;s culture. Conclusion: The cultural competences of the fans will be one of the main prerequisites of sports with the breadth and cultural diversity resulting from multicultural environments. The growing trend of cultural and sports clubs&#039; fan centers trying to turn ordinary people into professional fans increases the need to pay attention to these skills. There is a capacity of sports enthusiasts to accept the fan club as a value-added feature for the sports club.         Teacher's personality traits and competencies can play a role in the quality and efficiency of his / her educational performance.The purpose of this study was to identify the personality competencies of teachers and the relationship of these competencies with their educational efficiency.The research method was mixed (quantitative and qualitative) and the statistical population was educational psychologists, principals, and teachers of secondary schools in Hamadan (65 specialists, 384 principals, and 2415 teachers). In order to identify the personality competencies of teachers, 40 people were selected as the sample for the interview through the available method. Also, 13 principals and 60 teachers were selected through cluster sampling method. They answered NEO-PI (Costa &amp;McCare, 1983) and the researcher-made questionnaires. After analyzing the content of the interviews and identifying the personality competencies, the research questionnaires were completed by the participants. Data were analyzed by Pearson correlation method using SPSS-25 software.The result of the content analysis of the interviews was the extraction of the characteristics of energeticness, tolerance, communication skills, empathy, management, eagerness for new experiences, adjustment, responsibility, and positive ethical-behavioral characteristics. Also, Pearson correlation showed that there is a positive relationship between teachers' personality competencies and their educational efficiency (P &lt; 0.01; r = 0.54) and the component of communication skills has the highest correlation with teachers' educational efficiency (r = 0.64).The higher the characteristics of energeticness, tolerance, communication skills, empathy, management, eagerness for new experiences, adjustment, responsibility, and positive moral-behavioral characteristics in teachers, the higher their educational efficiency.         This study is to identify the competencies of the undergraduate course in Petroleum Engineering at the fourth generation university. A qualitative phenomenological method is used. The research population was the professors of Ahvaz Petroleum College in the academic year 1399-1400.The sample was determined in a purposeful way based on theoretical saturation. The researcher reached information saturation in the fifth person. The data collection tool was a semi-structured in-depth interview. They were coded and analyzed by content analysis method and the competencies of the curriculum of Petroleum Engineering in the form of 4 themes, As a feature of the fourth generation university, including: ability to transfer learning in the workplace, with 4 competencies (application of specialized knowledge in practical situations, skill in using specialized software, to reporting oil projects and in industrial units); Localization with 2 competencies (considering localization processes and the ability to design educational projects), innovation and creativity with 3 competencies (to update specialized knowledge, skills based on job fields and acquire new information in the oil industry) and the internationalization focusing on local and regional conditions with 3 competencies (participate in research-scientific processes, in industrial projects, as well as conversational and specialized English language skills) were identified.         In the world full of changes, having competent human resources and awareness of their competencies can guarantee the long-term organizations success. Knowledge-based organizations need knowledge workers with special professional competencies. The aim of this study was to comparison of the knowledge workers professional competencies in separation of knowledge-based organizations duties, which in terms of purpose, is applied and in terms of data type, is quantitative. The nature of research, is descriptive and has been done by using survey technique. The statistical population of study was the 328 knowledge workers of the knowledge-based organizations of selected provinces (Tehran, Qazvin, Qom and Alborz), and 177 people were determined by using Morgan table with simple random sampling. The data collection tool was a researcher-made questionnaire whose content validity was evaluated by CVR index and reliability was confirmed by Cronbach's alpha coefficient. Data analysis was performed using SPSS software in two sections of descriptive and inferential statistics and emphasized one-way ANOVA and post hoc test. The results show that the organizational knowledge updating, professional knowledge acquisition, social, managerial, negotiation and marketing skills, intellectual and modeling ability, business counseling, research spirit and entrepreneurship spirit are the most important competencies of knowledge workers. The organizational knowledge updating for each knowledge-based organizations duties has a significant difference.         This research has been carried out to present a model for selecting rectors in Islamic Azad university branches regarding the important managerial competencies and based on fuzzy Logic. The primary research framework has been compiled through the study of theoretical bases and implemented research. In order to present the model and identify the components of the optimal managerial competencies and gathering tha data, questionnaires were used. The statistical population include 209 people, using Morgan&rsquo;n table and adjasted formula 100 people were chosen as the sample size, out of which 71 managers returned the questionnaires. The method of sampling was ratio stratified random sampling. The data were analyzed through paired comparisons based on AHP. So according to the final data from questionnaires the components of the optimal managerial competencies in Islamic Azad university branches were identified. All studied competencies are necessary, but have different shares. In the selection process 13 important competencies were considered. The results showed the importance of strategic orientation, occupational credibility, communications, human resources and financial management that verifies more than 70% of required management competencies in branches.         The aim of this research was to determine the role of teachersʼ professional competencies predicting mathematical achievement of students in regular and special schools. To this end, a sample consisting of 363 boy students of high schools in Rafsanjan (210 from regular schools and 153 from special schools) were selected. To measure the academic achievement of the students, their math scores were used and to determine the professional competencies of math teachers, a questionnaire was used. After exploratory factor analysis of the questionnaire, three factors including competencies of cognitive, affective and skill were identified. The Cronbach&rsquo;s alpha coefficients for the fundamental factors were found to be 0.88, 0.87 and 0.83, respectively. The results of the convergent and discriminant validities showed that the questionnaire had sufficiently good validity. Then, math teachers&rsquo; professional competencies from the students' point of view were prioritized. The results showed that between competencies of cognitive, affective and skill of math teachers and mathematical achievement of the students there was a positive relationship and that its amount in special schools was more than regular schools. It was found that skill competencies of teachers in regular schools and affective competencies of teachers in special schools can be predictors of the studentsʼ mathematical achievement. Finally, the importances of professional competencies in the process of training, attraction and performance appraisal of math teachers were emphasized. Manuscript profile

        The present research was accomplished to present a model for the exclusive competency among the university faculty members. The research is of applied nature using the descriptive-survey method. To determine the nature of the exclusive competency among the university faculty members, the research used inductive content analysis by using 390 coded samples. Coding and stratifying of the samples were carried out in three phases, 69 main criteria having 12 components and 3 dimensions were defined and based on three-phased Delphi technique, 34 informed scientific and executive professors were selected. The criteria were evaluated by these samples and finally, 61 criteria, 6 elements and 2 dimensions with either slight or complete changes were determined. A questionnaire was extracted from the results and distributed among the university faculty members as well as managers and experts in the university education and a total of 108 analyzable questionnaires were obtained. The final research model was quantitatively assessed through confirmatory factor analysis and redundancy tests. The goodness-of-fit criterion for the final model was 0.683, which is regarded as a good value. In the final model, group, organizational and individual dimensions had factor loadings ​​of 0.942, 0.880 and 0.820, respectively, and all three coefficients were statistically significant.         Management based on competency is a coherent and coordinated approach to managing human capitalsin the long run which is devised on the basis of a common set of competencies associated with the large-scale strategies of the country. The present study seeks to assess the merit-based management in the public and private organizations and institutions of East and West Azerbaijan Provinces. The statistical population includes the top and middle managers, and the staff of public and private institutions, from among whom a sample of 426 was chosen. In order to analyze the data, the researchers used T-test with independent samples. The results of data analysis and the study of merit-based management layers revealed that at the significance level of 5%, the layers of merit-based management (core competencies, performance competencies, and tasks competencies) are of higher rate inprivate organizations than in public organizations. Therefore, the difference of the means of the two groups was significant. In all the hypotheses, H0 was rejected and H1, the difference in the mean of the two groups was accepted. Thus, it can be concluded that there is a significant difference between merit-based management in public and private organizations, and that meritocracy, awareness of the goals, organizational mission, organizational commitment, and expertise are greater in private organizations than in public organizations. Accurate expert estimates show that 60% of the income and 90% of the profit of some large companies result from such innovations. The importance of human resource as a factor of competitive superiority is so great that the contribution of the invisible assets (of which the human resource is one of the most important components) in the stock markets of the organizations is following a progressive and steady route. The present article is an academic research project which tries to show the important role of the man power in the educational environments and to determine the valuable indices in evaluating the university personnel, and ultimately, after presenting a framework of elevation indices for each vice-chancellor and other personnel, and by using the best methed for evaluating the human factors (360 degree method), it states the strong and weak points of each member of the personnel. Determining the framework for evaluation indices is the most important stage of this project which requires defining the comprehensive and all-embracing factors for evaluatig the personnel in such a way that no personality trait escapes notice.         This research was conducted in order to investigate the effect of short time skill training on the behavioral Competencies of kindergarten teachers in Minoudasht. The research method used in this study is descriptive and correlational in terms of its applied purpose, quantitative in terms of data type, and in terms of data collection method. The statistical population of this research includes all kindergarten teachers who participated in short time skill training courses in Minoudasht in 2022, and the number of trained teachers was about 132 people. Due to the limited statistical population, the entire population was used for the sample size, and then using a researcher-made questionnaire in three dimensions and 21 items based on a five-point Likert scale, and extracted items were questioned.         The purpose of this study was to analyze the effective factors in creating a competency model for principals for entrepreneurial schools. Its statistical population included school principals. The sample size was selected with Sample power 320 software. From the methodological point of view, the method used is quantitative, which has been done using two approaches of factor analysis. The research tool was a researcher-made questionnaire that was designed and validated by the researcher based on the collective opinion of experts in the field and was selected. To obtain the validity of this questionnaire, in addition to content validity, the validity of the structure was obtained using the first stage confirmatory factor analysis. To determine the reliability of different sections, Cronbach's alpha coefficient was used, which was 0.86, which indicates the appropriateness of the research tool. SPSS23 and Smart PLS 2 software were used for statistical analysis of data. In order to identify the effective factors in creating a competency model for principals for entrepreneurial schools, type R factor analysis was used. The research results indicate that the fitted model of the research includes 13 components and factors (mission, vision, values, goals, communication network, organizational culture, personality traits, technical skills, human skills, perceptual skills, specialized competencies, Behavioral competencies (performance management) are effective in creating a model of principal competence for entrepreneurial schools.         Coaching as a method of management development and a strategy for improving performance has been growing recently among managers of organizations. One of the most important research needs in this field is to identify factors affecting the success of coaching, in a practical and evaluable model in order to commit to manpower by using coaching skills and achieve individual and organizational performance. However, there is no research or literature on which of the factors of coaching competencies contributes the most to the improvement of individual and organizational performance for these organizations, especially academic centers. In the present study, in order to respond to this challenge, comprehensively and systematically identify all the criteria that are effective in the field of coaching competencies through documentary study and with the help of Fuzzy Delphi method and the opinion of 10 experts and using the approach Interpretive Structural Modeling was used to regulate and direct the complexity of the relationships between criteria and by developing an integrated model for the effectiveness of criteria.         The purpose of this study is to present an entrepreneurship curriculum model to promote and acquire entrepreneurial skills of students (case study of secondary schools in Alborz province). The present study was applied in terms of purpose and mixed (qualitative-quantitative) in terms of method. The population in the qualitative section, included experts in the field of entrepreneurship in Alborz province in the academic year 2016-2017 out of whom 14 people were selected via purposive sampling. The population of the quantitative section also included all secondary school teachers in the planning and entrepreneurship course of Alborz province in the same academic year (n= 266). Based on Morgan and Georgian&rsquo;s table 154 people were selected by simple random sampling. The research tool was semi-structured interviews in the qualitative part and a researcher-made questionnaire based on the findings of the qualitative part in the quantitative part. MAXQDA18 was used to analyze the qualitative data and structural equation modeling with Smart Pls3 was used in the quantitative part. The results showed that there are 56 sub-themes and 5 main themes for the entrepreneurship curriculum. The results of exploratory factor analysis also showed that the first factor, ie creation of entrepreneurial knowledge explains 6.54 of the total variance, the second factor (entrepreneurial attitude) 7.65%, the third factor (entrepreneurial skills) 12.76% and the fourth factor (entrepreneurial ability) 14.65% explained the total variance of entrepreneurship. The statistical population in the domestic part of the study included the opinions and views of experts and specialists in valid written and printed documents such as books and articles, as well as experts, professors, specialists in the field of educational sciences and senior directors of education up to theoretical saturation which comprised of 17 individuals.         In the spiritual teachings of Shiism in Islam, the infallibles in the status of perfect human beings have been a model for the believers and are the source of evangelism and guidance of seekers of eternal divine truths in Islamic culture. This article seeks a model of cultural competencies in the life and culture of the infallibles, especially Alavi and Razavi culture in dealing with other people in cultural relations, so that by better understanding cultural competencies, this model for believers seeking knowledge and truth to the extent Use their power and capacity. According to the purpose of the research, the research question is: What is the model (dimensions and components) of cultural competencies from the perspective of Islam (Quran and Infallibles) with emphasis on Alawite and Razavi culture? In this regard, and to answer this question, qualitative content analysis method was used using thematic analysis method using the Delphi technique to confirm its validity and reliability. After careful study of texts (scientific documents and verses and narrations), the resulting concepts were extracted and a code was assigned to each. Then, similar concepts were identified and by combining them, sub-themes were compiled. Finally, it was approved by a group of experts and technicians in three stages, and the final model was extracted and approved.         This research was conducted with the aim of investigating the mock-based curriculum model and validating it in the development of students' professional competencies. The method of the current research is qualitative and quantitative in terms of the purpose of applied research and in terms of cross-sectional time, which was carried out using a mixed exploratory method. The statistical population of this research includes the students of Golestan Azad University in 1400. Two tools, questionnaire and semi-structured interview were used to collect data. In the mixed method design, the researcher first conceptualizes using qualitative research and then collects and analyzes qualitative data. Confirmatory factor analysis was used to validate the questionnaire and Cronbach's alpha index was used to determine reliability. Inductive qualitative content analysis was used to analyze the qualitative data of the research. In this data analysis plan, axial coding was done in two stages of open coding. Descriptive statistics were used to analyze the data and inferential statistics were used to investigate the research questions with the help of SPSS23 and PLS software. Also, exploratory and confirmatory factor analysis has been used to investigate the research questions. The findings of the research showed that the goals, teaching-learning methods and evaluation of the Mock-based curriculum have a significant and significant effect on professional competencies. While the content of the Mock-based curriculum has no significant effect on the students' professional competencies.
