The present study was conducted to investigate the barriers to the use of information and communication technology in military organizations in order to create learning opportunities. The statistical population of this study was experts and staffs of smart military organizations in Tehran (14 military organizations in 6 districts of Tehran) in the number of 95-96. Due to the number of statistical population (30 persons), experts of these organizations were selected by snowball method. The data collection tool was a researcher-made questionnaire based on research literature and expert opinion. Questionnaire 1 contains 35 questions to screen the barriers to using ICT in intelligent military organizations in order to create learning opportunities based on the fuzzy Delphi technique (based on the opinion of 30 experts). The researcher, after using the questionnaire tools derived from expert interviews and research background, concluded that among the structural, managerial, technological and technical barriers, according to the experts' viewpoint, the most important managerial barriers (0.221 weight) and technical barriers were the most important. The least important (0.121 weight) was the recommendation made to military commanders.
