        In this research, we will analyze the comparative review of development plans with a sustainable approach and look for the emergence of new solutions and development models that are in sync with short-term and long-term goals and help communities and the environment. This method should be used to formulate how to realize the sustainability of the rural environment with an aesthetic approach and to identify the process and related components. The statistical population of this systematic study includes all published research articles in the field of environmental sustainability and development plans of rural areas, resulting from quantitative and qualitative studies. It has been objective reality. The review of previous research shows the weakness of the existing frameworks in relation to the realization of the rural identity based on the aesthetic approach. The purpose of this research is how to realize rural identity with a systematic review approach. The current research is fundamental in terms of its purpose, and with the approach of a systematic review of the literature related to the components of rural identity, landscape and aesthetics between the years 2000 and 2022, using 3 specific keywords and a clear and pre-designed strategy, from 5 databases. Information was collected. After screening and qualitative assessment, the final analysis was done on 37 articles. On the other hand, the meta-analysis method requires the identification of the relationship between the components, which depends on the knowledge of the components. The realization of environmental sustainability in rural development plans requires economic, social and environmental coordination that preserves natural resources, reduces pollution and ensures the quality of life of local people.              New approaches on informal settlements show that there is a reduction in technical and physical aspects as well as increase in environmental, social and human aspects , Gradually and impressed from theoretical perspectives such as enabling and revision on the governments' role in providing housing and services. On this basis, settlements by low-income people is built regarded as a part of the capital city society which must be proceeded to manage and regularize such settlements via participatory planning with emphasis on their participation to understand priorities and practices.         Although it has been talked about participation so much in Urban Planning literature and Informal settlements plans; but effective solutions for building motivation of public involvement in process of preparation and implementation of plans are yet ambiguous and insufficient. As a result, most of developing countries are not able to apply participation in their plans; and as a consequence, physical and intellectual capitals are thrown away.      This research struggles to identify the obstacles of citizens’ participation in Squatter Settlements upgrading Plans upon psycho-sociological theories and assess suitable solutions in framework of these theories.         Introduction: The implementation of the health care reform plan and the increase in workload on the same number of nurses can undoubtedly lead to dissatisfaction and Followed by job burnout and Leaving nurses Job. Therefore, this study was conducted with the aim of comparing the desire to quit serving, burnout and job satisfaction of nurses working in hospitals affiliated to Tehran University of Medical Sciences before and after the implementation of health system development plan. Methods: This Descriptive-comparative study was performed on 362 nurses working in hospitals affiliated to Tehran University of Medical Sciences in 1395. The data gathering tool was a questionnaire that included demographic characteristics, Spector's Job Satisfaction Questionnaire, Maslach Job Burnout, and need desire to quit serving. Results: The job satisfaction of nurses before and after the implementation of the plan (3.12+0.3917) and (2.98+0.3279), burnout (4.62+0.765) and (4.61+0.8374) And the desire to quit serving of nurses (3.26+1.141) & (2.778+1.252). The results of paired t-test showed a significant difference in job satisfaction and desire to quit serving of nurses before and after the implementation of the plan (p=0.0001). The Paired t-test did not show a significant difference in burnout before and after the implementation of the plan (p = 0.848). Conclusion: The results indicate that after implementing the health system reform plan, job satisfaction of nurses decreased, the desire to quit serving nurses has increased and nursing job burnout has been fixed.         Introduction & Objective: The purpose of this study is to investigate the "role of Tehran metropolis in optimizing cultural communication diplomacy" by adopting an interdisciplinary approach that includes theoretical approaches in the theoretical framework of the fields: public and strategic diplomacy; The theory of public diplomacy - cultural diplomacy and communication - is the trail in soft power, strategic communications, the network city of the future information city, paradiplomacy and urban diplomacy.Research Method: This exploratory research is applied in terms of purpose, correlation analysis in terms of analysis and survey and cross-sectional research in terms of data collection method. In this study, descriptive-statistical methods such as frequency distribution tables and graphs, agreement tables and statistical inferential methods such as Kolmogorov-Smirnov, Shapiro-Wilk distribution fitting test, significant tests for differences in means such as analysis of variance, analysis of variance and analysis of variance and variance were analyzed. Wallis, Tukey's variance test, U Mann-Whitney test were used.Findings: The nature of communication and communication measures in Tehran is not in line with the nature of modern strategic communication of public diplomacy and cultural diplomacy.         The present study aims at "comparative study of Iran-South Korea development programs over the past four decades with an emphasis on economic-political development using a comparative-historical research method. The theoretical framework is based on the views of Amartya Sen and Shils. The results of the research indicate that in the development of South Korea, attention to development infrastructure, the importance of education and training of the workforce, attention to the proper relationship between the government and the private sector, the reform of the monetary and financial system in accordance with development, the strategy of encouragement and export development has been a priority. On the other hand, in Iran, the timing of the process of restoring stability and peace to the political arena is always a major obstacle to economic growth. The changes in political and ideological management, such as the definition and management of the economic system, such as the leap from the private economy to the state, have imposed massive fluctuations on the economy. For this reason, comparing the two countries studied, it can be concluded that Iran did not succeed in the process of economic-political development. In Iran, despite certain conditions, especially after the Islamic Revolution, events such as the Iran-Iraq war; foreign pressures; the imposition of economic sanctions; the reduction of relations with foreign markets; and so on, appeared as barriers to development and caused Iran's failure in her developmental programs, while South Korea has been successful according to the accurate plans.         Maintaining and promoting unity plays a crucial role in the direction and operation of the full capacity of social system during a process of development. However, most of the communities undergoing development process face a lot of challenges, each one posing a serious threat to integration and community cohesion. The critical question is that what causes challenge social cohesion in the development process and how to maintain cohesion in the development process. Using thematic analysis, national development plans, reports compiled by international organizations in different periods as well as theoretical discussions on development were analyzed, and by identifying the main themes and the relationships between them, a dynamic model of maintaining cohesion during a process of development was drawn. The main themes of promoting dynamic cohesion in the society during development process were identified and formulated through the paradigmatic model of Strauss under four main categories of revising strategy of development planning, controlling consequences in development process, redefining elements related to agents of development and ultimately contextual items.          Governments try to formulate five-year plans with a transformational and developmental approach,according to the time, the situation of the country and the discourse of their party. One of the key sectors indevelopment programs is the social sector and its welfare services, which contribute to the growth andexcellence of society. Social development is possible by improving the quality of life, ensuring human rights,paying attention to citizen participation and civic institutions, justice and social protection, as well as payingattention to the talents and abilities of the people. In this research, the social sector (services and social welfare)of the fifth and sixth development plans has been studied by discourse analysis method. The method of analysis isdone through the method of Laclau and Moffe discourse analysis.          The institution of the family is affected by development programs; large-scale problems arise for thefamily if government interventions in family-related matters are not regulated. Attention and support of thecommunity Strengthening the family institution can be an effective factor in the success of the country'sdevelopment programs in all areas. The aim of this article is "sociological analysis of the factors affecting theimplementation of the sixth five-year development plans in the field of family institution." The research methodof the present study is a survey and the data collection tool is a questionnaire. The statistical population hasbeen experts in the field of development programs and the family. Using targeted sampling method and snowballand then the quota of 384 people was selected as a statistical sample. The data collection tool was a researchermade questionnaire and the data were analyzed based on descriptive and inferential statistics and using SPSS22software, Lisrel structural equation modeling software. In the findings section, according to Pearson test, it wasshown that there is a significant relationship between political, managerial, organizational, legal and technicalfactors with the realization of family plans.         This article aims to reveal “quality of life social dimensions” position in different development plans of the country after the Islamic revolution. Quality of life social dimensions includes, “social and economic security”, “social solidarity”, “social integration”, “social empowerment”, and “social continuity”. Main objective of the article is to compare development plans of the country from the quality of life social dimensions’ view point. Content analysis method is used in the article taking into account the concept or notion analysis unit existing in the texts of the country’s (First to sixth) Economic, Social and Cultural Development Plan. Main findings of the research are: Social and economic security dimension has enjoyed the most presence in the Sixth Development Plan while it enjoyed lowest attention in the Second Development Plan. Social solidarity dimensionobtained the most attention in the Forth Development Plan and the least attention in the first and second plans (the presence of the dimension in the third to sixth plans was almost similar). Social empowerment dimension has rendered most presence in the Forth Development Plan and gained the least attention in the Second Development Plan than other plans (third to sixth plans provided more capacity for the dimension). Social continuity dimension has enjoyed more attention in the fifth and forth plans respectively while it gained the least attention in the first and second plans (the dimension played similar role in the third and sixth plans). These programs are compiled based on the constitution, the country's 20-year vision document and general policies announced by the Supreme Leader. Due to the important and valuable position of women in society, in all programs, there are provisions dedicated to women's issues in all cultural, social and economic dimensions. Although some of these provisions are useful, they are not enough for this area. The Seventh Development Plan Bill is not an exception to this rule and, despite the good points raised in it, it also faces shortcomings. In this article, the method of categorical content analysis has been used, and the previous development programs have been reviewed, and it has been tried to analyze the materials and clauses mentioned in chapter 16 of the seventh development program, which is dedicated to women, family and the population. To improve and complete the mentioned materials, provide tips, criticisms and suggestions. In this program, we have positive and better points regarding the status of women and family than in previous development programs, still the general evaluation of the proposed rulings in the field of women, family and the young people of the population shows the lack of comprehensiveness in problem analysis and the lack of discourse consensus in it has the field of women and family.         In Iran, the highest documents in the field of development policies of different regions and especially villages are related to 5-year economic, social and cultural development plans. In this regard, evaluating the impact of these development programs in realizing the development of rural areas can determine the role of government policy in the development of villages. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the social and cultural development of the villages of Astara County, with an emphasis on the fourth, fifth and sixthdevelopment plans. The research method in the present research is mixed (quantitative-qualitative) with practical purpose and analytical-exploratory nature. The statistical population of the research also includes managers, officials and experts on rural issues in Gilan province and Astara county, and using Cohen's formula at the 95% confidence level, 70 people have been determined as the sample size. Also, in line with data analysis were used one-sample t-tests and two-sample t-tests in SPSS software. The findings of the research show that during the fourth and fifth plans, the rural literacy rate increased from 1.74 to 14.72 percent, the number of villages with health and treatment centers per 10,000 rural population increased from -1.05 to 6.86. Secondary schools have increased from 2 to 4 and the number of villages with libraries has also increased from -2 to 2 percent. Also, at the end of the 6th plan, we see slight changes in the investigated indicators compared to the 5th plan. In general, the effectiveness of the investigated development programs, especially the fifth program, can be evaluated positively in the socio-cultural development of the villages of Astara.         Introduction and purpose: Today, paying attention to sustainable development is one of the most important issues in organizations. The components of sustainable development of each organization are unique and require their identification. The present research was conducted in order to investigate sustainable development indicators and develop a sustainable development model in line with the general policies of the 6th development program related to organizational intelligence in Bank Mellat branches in Tehran province.Methodology: This was an interpretative-inductive study with a mixed exploratory method. In the qualitative part, the interview tool and thematic analysis method were used, and in the quantitative part, the questionnaire and confirmatory factor analysis method were used.The statistical population of the research in the qualitative part was university experts and in the field of smart banking, and in the quantitative part the employees of Mellat Bank. A semi-structured interview and a researcher-made questionnaire were used to collect data, which were extracted from the qualitative part of the research. For data analysis, interview technique and thematic analysis method were used in the qualitative part, and statistical tests and measurement model were used in the quantitative part.Findings: The results showed that sustainable development includes 3 components: financial sustainability, social sustainability and environmental sustainability. In prioritizing the components, social sustainability was given first priority.Conclusion: The results of the present study introduced the three main components for sustainable development in line with the general policies of the 6th Development Plan in Bank Mellat branches in Tehran province. These three main components are financial, social and environmental sustainability. Among these components, social sustainability was given first priority. Also, among the components of financial stability, improving the provision of financial services took the first place. In the ranking of the components of social sustainability, the reduction of cyber attacks stood first, and in the indicators of environmental sustainability, achieving a high standard was given the first priority.         In this paper, the effect of social identity on urban development projects documents has been considered. Creating social identity through human and natural symbols in cities One of the important issues in urban management is considered as one of the necessities of sustainable development. The methodology of the research in this study is based on the purpose of the study and the method of study according to the method and nature of descriptive-analytical and field studies. The statistical population of this research is urban managers and experts related to social identity of the city. The research validity of factor analysis and elite opinion has been used and the reliability has been calculated by Krone Bach's alpha test. The Krone-Bach Alpha coefficient calculated for this questionnaire is at an acceptable level of 0.472. In the descriptive statistics section, the demographic characteristics and the inferential analysis section, according to the output of the Kolmogorov-Smirnov test, a single-variable T-test for the hypothesis has been used because of the normality of confirming or rejecting the research hypotheses. It should be noted that analyzes were performed using SPSS software. Findings of the research indicate that social identity has no significant effect on the documents of the urban development programs, and according to the average obtained, which is higher than the average observed, indicates that the social identity status is higher than the average effective. The statistical population of this study consists of professionals who have sufficient information and deep understanding of the case study through Nonprobability Sampling and snowball sampling method, 100 people were identified and studied. The question of the research is due to the increasing use the interdisciplinary specially in higher education of our country ''How is the Interdisciplinary reflection on the Supreme Council of the Cultural Revolution (SCCR)?'' To answer this question, while using qualitative research method, the descriptive - analytical study method was the way. In this study, after giving a description of the Interdisciplinary in higher education and familiarity with the SCCR, the selected Ratifications were analysis. After interpret analyses performed, the results showed that the first attention to Interdisciplinary is in the early of revolution (1358) as "Interdisciplinary services" in higher education. Another application of that is in the National Master Plan for Science and Education Ratification (1389), that has been applied in terms of "science, areas, orientation, issues, studies, and development of interdisciplinary" in higher education.Also used the content analysis in chosen ratification.           Abstract   The main purpose of this research is to study the structural obstacles in the higher education system in executing its development plans to suggest suitable strategies. To achieve this purpose, the opinions of three groups were studied including the senior managers in government, the figures and experts in the field of planning and management, and administrative managers and employees. The last two groups were selected using judgment-sampling method. The research method was "applied research" in terms of purpose and so it was "content analysis", "survey research", and "correlational research" in terms of data collecting method. In addition to the review of the related literature, the desired data was gathered by analyzing the interview transcription of the senior managers as well as questionnaires. Descriptive and inferential statistics were employed to analyze the data and draw conclusions. According the findings, the obstacles to executing the development plans in the higher education system originate from its functional structure. The obstacles include: the lack of conformity between the structure and the particulars of the development plans, between the structure and the environment in which the plans carried out, and between the structure and the plans goals, which all resulted from functional structure of higher education system and its limits. Finally three strategies are proposed to overcome the structural obstacles to executing the development plans in the higher education sector. In order of importance, these strategies include participative culture, systematic or synthetic management, and matrix structure. At the same time, the dimensions of this problem have been expanding, and one of its characteristics is the conflict between the drivers involved in organizing this phenomenon, which has increased its importance; Therefore, the aim of the research was to apply this concept to the geographical context of Tabriz metropolis, so that by identifying the parameters that affect the resilience of the region against the risk of earthquake, it can analyze the path of access to it. Based on the purpose, the current research is in the category of applied research, in terms of its nature and method, it is a descriptive-analytical research. The statistical population of the current research includes experts in the field of crisis management and urban resilience, based on the opinions of 35 experts who are available and familiar with crisis management and urban resilience, the final questionnaire is entered into the Micmac software and the SWAT method is used to identify the key points of knowing the factors in It is used to achieve social resilience in the identified susceptible areas of Tabriz metropolis. The results of the research showed that knowledge and social awareness, education and skills, and ability and access to services are the most important drivers for creating resilient communities in Tabriz. It is very important to use the power of awareness in the direction of active participation to deal with natural disasters such as earthquakes and increase resilience. Why, if people have enough knowledge and skills and are empowered, we can hope that when an earthquake occurs, they will be able to save their lives and those of their loved ones by reacting and behaving appropriately, and will suffer less physical, financial and emotional damage.Extended AbstractIntroduction:      Tabriz city is located in the danger zone of high earthquakes, such as the uncoordinated and unprincipled growth of these cities, especially in the last few decades, construction in the boundaries of faults and prone areas, tectonic instabilities, the design and implementation of buildings and facilities and vital arteries disproportionate to the intensity of earthquakes. These cities have increased their vulnerability to earthquakes. The northern fault of Tabriz city, which is known as one of the most dangerous faults of Tabriz city, which passes through the north of Tabriz city and an area of Tabriz city, has caused the high risk of this region compared to the southern regions. This fault is one of the most fundamental tectonic structures in the northeast of Lake Urmia. Although several studies have been done on the earthquakes of Tabriz city in the past, but considering the population of Tabriz city which is more than 160,000 people and the industrial position of this city in the country of Iran, which has caused its rapid growth and development, the earthquake risk of this region should be investigated. It seems necessary in order to obtain more accurate results. Clarifying that today's changes will affect tomorrow's events is a reflection of future-research activities; Therefore, by knowing these developments and planning not to be surprised by the terrible storm of the earthquake crisis, it is possible to take the lever of management and control of the future and instead of facing a fixed future based on past trends, in order to achieve a desirable future with The resilience approach took a step forward. Research materials and methods: Based on the purpose, the current research is in the category of applied research, in terms of its nature and method, it is a descriptive-analytical research.Methodology:      is based on the resilience approach against the earthquake crisis with a future-research, analytical-exploratory approach, which will be done by using a combination of quantitative and qualitative models. In this study, to collect primary information for documentary studies (library through reading books, theses, doctoral dissertations) and field observation and interviews with experts; Elites and subject matter experts will be used. The statistical population of the current research includes experts in the field of crisis management and urban resilience, in this regard, there is no explicit rule about the number of experts, and depending on the purpose of Delphi, the scope, the time of data collection, and the availability of resources, the number The participants are usually estimated to be between 15 and 50 people, and in the current research, 35 experts who are available and familiar with crisis management and urban resilience will be used. It is used to identify the key factors affecting the resilience of Tabriz metropolis. In this step, the factors extracted in the previous step are placed in a table two by two and are given to the panel members to value the effective factors based on specific numbers. Finally, the final questionnaire is entered into the Micmac software and based on The given scores are analyzed and key factors are extracted; And the SWAT method is used to identify the key points of knowing the factors in order to achieve social resilience in the identified susceptible areas of Tabriz metropolis. In the current research, after collecting the effective factors against the earthquake risk of Tabriz city using the environmental survey method and studying various sources, these factors were given to the members of the Delphi panel (consisting of 35 experts in the relevant field) in the form of a questionnaire in two rounds. Thus, in the first round, they were asked to determine the importance of each of the variables in the subject of the current research based on the Likert scale (5 degrees) and they were also asked to add their desired variables to the list in addition to the existing variables. do After examining the answers given in the first round of the Delphi panel, finally 87 variables were identified in 14 dimensions. In the second round of the Delphi panel, in order to finally confirm the variables for the analysis and continuation of the research, the factors confirmed in the first round in the form of a questionnaire They have been given to the relevant experts to re-score them. The results of the questionnaires in the second round were such that all the factors in the second round have been approved to continue the work by the experts of the Delphi panel. The factors and factors of the research have been mentionedResults and discussion:       The results of the research showed that knowledge and social awareness, education and skills, ability and access to services are the most important drivers for creating resilient communities in Tabriz. Therefore, it is very important to adopt community-oriented crisis management solutions, empower citizens and use the power of awareness in order to actively participate in dealing with natural disasters such as earthquakes and increasing resilience. Why, if people have enough awareness and skills and are empowered, we can hope that when an earthquake occurs, they will be able to save their lives and those of their loved ones by reacting and behaving appropriately, and will suffer less physical, financial, and emotional damage. On the other hand, it should be kept in mind that the failure of modernization policies in the form of large-scale plans and re-reading the role of local communities in planning, along with the emergence of participatory paradigms in planning, necessitates the need to pay attention to individual and local measures. The emphasis of international assemblies on creating resilient communities and emphasizing the role of the local government in realizing this issue marks the beginning of a movement from the bottom up.         Housing is considered as one of the most important elements of human settlements, especially in rural areas. However, providing suitable housing is one of the major challenges in rural areas due to the low financial power of villagers and the vulnerability of housing to natural disasters. For this purpose, the policy makers in the form of development programs specify credits for the retrofitting of houses to be provided to the residents of the villages through executive bodies. In Iran, the highest documents in the field of development policies of different regions and especially villages are related to 5-year economic, social and cultural development plans. In this regard, evaluating the extent and manner of the impact of these development plans in rural areas can determine the role of government policy in the development of villages. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the architecture of the houses in the villages of Astara county, with an emphasis on the fourth and fifth development plans. The research method in the present research is qualitative with a descriptive-analytical nature, in order to collect and analyze information, was used the qualitative method of "ethnography" (observation, interview, photography and note-taking). The statistical population of the research is the houses of the villages of Astara county, and the sample size is estimated to be 384 houses based on the Cochran method. Also, the sample size includes 192 new and newly built houses (houses that have received facilities) and 192 old houses. It is worth mentioning that the maximum balance has been tried to be observed in the spatial distribution of housing samples in the villages of Astara county. The findings of the research show that the housing credits are available to most of the villagers and have made the houses in the villages of Astara county more stable and durable. However, among the other effects of these credits, we can mention the reduction of the level of biological activities in the residential unit, the reduction of the number of rooms and the level of the infrastructure of the houses, the change in the type of plan and also the reduction of the use of local technologies in the construction of houses. Therefore, this research seeks to study the policies, attitudes and practices of the country's development plan for its pathology in the housing sector, and in particular the housing of low-income groups. The results of the research indicate that in the fifth development plan, with the change of government, we see the policy shift from the axial supply to the demand side. In the early years of this program, the most important approach to low-income housing was the failed Mehr Housing Project, which was abandoned by changing the government due to the problems of this project in providing housing for low-income groups. But no substitute program for housing in low income groups was provided, only to review the comprehensive housing plan and add five new programs. During the fifth development plan, housing inflation has risen and the housing market is in recession. Housing market approaches have practically failed to help finance low-income groups. In this regard, the main purpose of this study is to investigate the effective factors of non-implementation of urban development plans in the city of Lamzan. In order to achieve the above goal of the research, first by using library documentary sources, concepts related to feasibility and land use are examined and then by completing a questionnaire based on the criteria and characteristics of the theoretical literature of the research among 120 experts and Specialists in the field of research and using the fuzzy AHP technique to prioritize the obstacles to the non-implementation of urban development plans in the city of Lamzan. The results show that the obstacles and problems of urban management, issues and problems of plan approval and issues and problems of the project preparation process, had the greatest impact on the non-feasibility of development plans for the city of Lamzan. Among the sub-factors related to the factor of urban management problems, the sub-factor is the weakness of the managerial body and the lack of integrated urban management with a final score of 0.223 in the first rank and the sub-criterion of improving external and internal communication with a final score of 0.124 is in the sixth and last rank. One critical method in recognizing the success rate of urban development projects is to evaluate them in line with the principles of sustainable development. Addressing this issue is considered as an tool in measuring the success and feasibility of the proposals of the comprehensive plan and helps the planners to better understand the problems when preparing and compiling comprehensive plans. We aim to evaluate the feasibility of the main and effective proposals in the comprehensive plan of Noorabad Mamasani city using the application of futurology approach. The study is practical and has been conducted in terms of exploratory method at the exploratory level and based on the future research approach. Driving forces have been prioritized according to the experts' opinion, using future research software (Micmac) based on the degree of importance and uncertainty. Wizard scenario software was used to write possible scenarios. Ten factors were identified in the column of direct influence, which played the greatest role in the realization of the master plan of Noorabad city. In the case of the obtained scenarios, the unfavorable situation prevails over the favorable role. Out of 100%, about 20% of the cases were optimistic, 22% static and 58% pessimistic. The discourse on how justice is manifested in the world, grounded in civilization, has been a perennial subject among theorists. This research delves into elucidating a comprehensive definition of the Iranian paradigm for a just city, with a specific focus on its realization within the framework of the Farahzad Urban Development Plan in Tehran. The novel paradigm is rooted in three dimensions of justice—law, ethics, and civilization—emphasizing four fundamental aspects: substantive, formal, distributive, and structural justice. The research adopts an applied-developmental approach in terms of purpose and a descriptive-analytical methodology. Data collection involves both documentary research and field investigations, incorporating interviews and questionnaires. The study's statistical population comprises residents, experts, and city officials, and the results are analyzed using SPSS software with a combination of descriptive and inferential statistics. The Bogardos method reveals a significant social distance and an unfavorable universality range among diverse social groups in Farahzad. The sample test and Pearson correlation analysis highlight a non-realization of just city components in the current Farahzad situation from citizens' perspectives. Conversely, an assessment of the approved plan, "Organizing Farahzad Urban Center," underscores its desirability in terms of law and ethics but identifies unfavorable socialist dimensions according to expert evaluations. Significantly, the results demonstrate a meaningful relationship between structural justice and distributive justice in the pursuit of justice-oriented dimensions based on essential and formal aspects.         Housing, a pivotal structural element shaping urban environments, serves as a reflection of governmental attitudes in policy and planning. The extensive experience gained over decades through diverse policies, including government programs and urban-rural development projects in Iran, emphasizes its central role. This study aims to propose an effective policy for enhancing housing quality. The theoretical segment synthesizes principles from participatory planning, sustainable development, and the boom-axis. Employing a qualitative approach, the research utilizes the Grounded Theory (GRANDAD THEORY) for data collection and analysis. Fifteen in-depth interviews with knowledgeable elites on the subject constitute the primary data source, conducted through exploratory and descriptive phases. Subsequent to each interview, coding of the data ensued, employing the continuous comparison method across open, axial, and selective coding stages. The analysis revealed an optimal model for housing quality improvement with eight key components: effective policy design mechanisms, development plans, financial frameworks, institutional-legal structures, transparent regulatory mechanisms, educational initiatives targeting academic and popular elites, cultural mechanisms, and mechanisms for restructuring the housing framework.         One of the key determinants for the success of urban development plans and programs lies in the coordination among organizations and actors involved in urban development. Centralization or the proliferation of managing organizations and institutions in a city can lead to confusion, resource wastage, and the failure to formulate and execute urban development plans. This article employs a descriptive-analytical method to scrutinize the role of activists in urban development projects, particularly in organizing and enhancing physical-spatial development in Region 3 of Zanjan. The data were collected through a combination of field and library studies, with a statistical population selected through the snowball sampling method, totaling 30 individuals. For data analysis, the study utilizes factor analysis tests, structural equation models, and multi-subject-multiplayer models with the assistance of SPSS, Smart PLS, and Mactor software. The findings highlight that indicators such as "favorable urban development pattern" (coefficient: 0.824), "Pollution" (coefficient: 0.833), "Tourism Development" (coefficient: 0.837), and "Strengthening security" (coefficient: 0.829) exhibit the highest relationship and correlation with the preparation and implementation of urban development plans. Furthermore, activists have the most substantial impact on social structure (impact factor: 0.801) and environmental structure (coefficient: 0.592). Notably, the municipality establishes a direct relationship with the Department of Roads and Urban Development and consulting engineers in formulating and executing urban plans, while local institutions and citizens receive relatively less attention.   Manuscript profile

        The purpose of this study is investigating the food security among the Iranian's urban households and effective factors involved for the period of 1983 to 2011. For this purpose, time series pattern used for evaluating the effective factors. The results showed that during the period the food security of urban households had an increasing trend. Despite the enhancement of food security among urban households, 5.1 percent of the urban population received less than necessary calorie level in 2011. The effect of the percentage of urban population on urban households' food security index has been negative, although not significant at an appropriate level. The lag variable of aggregate food security index changes on growth of aggregate food security index in the next year will be negative, so that increasing in one unit growth of food security index in one year; its growth will be decreased by 0.008 units in the next year. Despite all the efforts that have been made in preparing the plans and arranging their contents, many of these plans have failed to achieve their goals, especially the development of tourism. The purpose of this study was to investigate the role of urban development plans in tourism development in the city of Lamzan. The research method was a  combination of exploratory types. The selected area of ​​Lamzan city located at the center of Mehran is one of the subordinates of Bandar Lengeh in Hormozgan province. To identify the most important effective criteria, some obstacles of tourism development were identified through interviews with 20 experts and urban planners. The identified criteria are (a) obstacles and problems of urban management, (b) Issues and problems of project approval, (c) problems of the project preparation process. The criteria were provided to the statistical population consisting of 120 senior city managers and faculty members in the form of a fuzzy Delphi questionnaire. The results of the analysis of variances showed that urban development plans have an impact on tourism development in Lamzan. After data collection, standardization and averaging of the mentioned parameters were done using Excel software and the SPSS software.         Most of researches on rural immigration to cities have mainly focused on identifying reasons and factors for taking place this emigration until new solutions and strategies can be presented for rural development planning. Therefore, this study has focused on exploring various factors affecting the rural immigration to Sardasht city. The study was a quantitative and descriptive-analytic in terms of nature but in terms of data collection method it has used a kind of surveying methodology. Data collection tool was a questionnaire that validated by face validity method as well as the questionnaire's reliability tested by using a Cronbach's Alpha technique. Statistical society of the study was emigrants of 10 villages of Sardasht that have been settled in cities and their population was 600 people. Using Cochran formula, 120 of them were selected from the whole society randomly. According to the results of this study, factors affecting emigration of rural immigrants in Sardasht city can be divided into ten factors that these factors, in total, determine more than 74% of effective factors in emigration: economic and supportive (23%), imbalance between rural and urban facilities (10%), communication and information (8%), cultural (8%), geographical (5%), income (4%), infrastructure (4%), weather and climate (3%), social (3%), and personal factors (2%).         In this research, with the purpose of applied-development and with descriptive-analytical methodology, efforts have been made to analyze the challenges and deficiencies in the design of urban development from the viewpoint of strategic planning approach in Ahwaz metropolis. Therefore, two main questions of the research are evaluated as the priority of the challenges of the strategic planning stages in the Ahwaz metropolitan area and how these steps affect the realization of the strategic approach in urban planning in Ahvaz metropolitan area. The sample population of the research is 60 experts and experts related to the research topic. A questionnaire was used to collect data using a targeted Delphi method. The results show that firstly, based on the results of the fuzzy model, the structural phase of the design of the projects according to the identified challenges has the highest priority for improving the conditions among the eight strategic stages of the strategic approach in the metropolitan area of Ahvaz. Secondly, according to the results of the model of structural equations of AMOS, the policy making stage has a significant effect on the implementation of strategic planning approach in the process of urban development planning in Ahvaz metropolis.         Failure to pay attention to the city planning system has led to a weakness in tourism status in various urban development plans. The purpose of this study is to investigate the attractions and potentials justifying the status of tourism in the study system of urban development plans of Kermanshah province from a touristic perspective. Qualitative research methodology is the "basic theory" method and purposeful sampling (snowball). Through interviewing, identifying attractions and determining their range and eventually creating a tourism portfolio attraction portfolio matrix from urban development plans of Kermanshah province. The results indicate that, in the conceptual classification of attractions in urban development plans The province, the historical and cultural concept with the 10 most natural and ecotourism concepts, was ranked third in 7th place. The concept of architecture, physical, economic, religious, with 3 items in one class and the concept of facilities with 2 cases and the concept of treatment with one case at the lowest rate were taken.         Organizing and creating a suitable space with different functions for optimal access of citizens is the common goal of most urban development projects. However, improper implementation of development plans has caused structural and functional turmoil in the physical fabric, and in particular, the use of a large part of the land within the area, and the negative impact of the horizontal expansion of cities.This article seeks to analyze the effects of urban development plans on the structural-functional transformations of urban space in Region 3 of Zanjan with a descriptive-analytical method. Data collection was done by field and library studies. The statistical population 384 people were selected by Cochran method. Probit test, one-sample t-test, multiple linear regression test and Todim model were used to analyze the data using SPSS, Excel and GIS software.Findings showed that some land uses were less than expected and some more than the capacity of the city was distributed and the desired limit was not observed. According to the regression test, the correlation between structural-functional changes and urban development plans is 0.908. And the implementation of urban development plans according to R2 statistics explains about 82% of the structural-functional changes in Zanjan. Finally, the combination of quantitative and qualitative indicators with the Todim model showed that the implementation of urban development projects in the area of "Ghods Town, Black Alley, Safa Street" with the highest coefficient (1) is desirable and satisfactory and in the "lower square With a coefficient of (0.001) was weak and undesirable.         In the contemporary era, regionalism as aligned or Alternative to globalization, is one of the selective approaches of States. Iran, which is an international country and a regional power by geographical and historical circumstances, was able to improve its regional position from the beginning of the last decade of the twentieth century, with the end of the Soviet occupation of Afghanistan and the independence of the Central Asian and South Caucasus republics; But despite Iran's privileged geographical location, Iran's cultural and civilizational affinities with these countries and the formulation of six five-year development plans, during the past three decades, I.R. of Iran could not act as regional pole country and benefit from its regional capacities in relation to those countries. In the present study, the main question is "What is the position of the transnational region in Iran's five-year development plans?" and with using the method of document review and content analysis, the materials and clauses of the six development plans were reviewed. Findings of the article show that, in development plans, the meaning of the region is not clear; the amount of attention to the region in the programs varies widely and the main component of the region, its territory and its constituent countries, differs from one to another. As a practical result, suggested that "Iranian Civilization Area" as the geographical-cultural region surrounded Iran, be defined as the target region of Iran and a specific example of the transnational region in the country's macro-planning and policies.         This study examines the reasons for non-realization of developmental budgets of Tehran Province within the first four years of the Fourth Development Plan (87-84) via a case study on: Tehran Province Housing and Urbanizing, Mines Industries Organization, Road and Transportation, Renovating Schools Office. The purpose of this research is to identify the problems on the way of non-realization of developmental budgets atTehran Province and identification of obstacles in this regard. Reviewing issues regarding the implementation of the budget funding, identifying the barriers to the realization of developmental budget, identifying obstacles at the operating cost process and attracting the officials' attention to the organizational and administrative capacities to support the implementation of the budget are the other concerns. Research methods used here is the survey method and data collection instrument is a questionnaire that its content validity is confirmed by the experts and its reliability is calculated through Cronbach alpha as 0.9657 in this study. Statistical community includes the Financial Department, Housing and Urbanizing, Mines Industries Organization, Road and Transportation, Renovating Schools Office staff at Tehran Province. The sampling technique is based on the organizational conditions and depends on credit, budget, inventory departments staff and the headquarter managers totals to 53; One-way ANOVA and Spearman Correlation Coefficient Formule were applied. The findings of this research show that there is a significant correlation among the independent variables (delay in budget allocation, bureaucracy, predetermined schedules, inner-organizational structural problems, inappropriate evaluation of developmental budget) and non-realization of developmental budget or the delay in implementation of this budget. This research shows the operating cost process variable is the most influential factor in non-realization of developmental budget and/or delays in implementing this budget in the organizations under the study.         This article tried to estimate the foreign exchange need for import in the fourth development plan using an up to date input-output table, and compare the results with the actual values of the plan performance. The up to date tables were prepared in two stages, adjusting prices and the quantities. Results showed that because of unexpected of foreign exchange in the early years of the plan, at the time of preparing plan the allocated foreign exchange for imports was more than sufficient. Therefore, the present study investigates the discourse analysis of science and technology policy in the fifth development program with the discourse analysis method of Laclau and Mouffe. The studied population was all the articles, clauses and notes included in the law of the fifth development plan, which were studied as a whole. The findings show that the discourse of science and technology policy in the fifth plan law is surrounded by meanings such as "commercialization of knowledge and technology", "targeted material support" and "professional competence".         To feasibility development of Amygdalus communis cultivation,  land capability classification on the basis of Multiple Criteria Decision Making (MCDM) and Environmental Vulnerability Index (EVI) indices was studied in Khezrabad desert area (with 53˚, 55¢ - 54˚, 20' E and 31˚, 45¢- 32˚, 15¢ N), in Yazd province. In this study, the environmental vulnerability index was determined in each work unit; then the final maps of land potential with a 1:50000 scale resolutions were obtained by units with the same class, by Arc View3.2 software. The results showed that 22.43% of the whole studied area (17604 ha) was proper for almond cultivation. This part is located at mountainous and hilly areas. These areas have better ecological and biological conditions comparing to other parts of studied area. According to the results, EVI index was suitable ability for zoning of land capabilities for Amygdalus communis cultivation. The results could be apply for decreasing the risk of agricultural development projects and making balance between development projects and environment according to priorities and zonation of land capability of the area.
