        This study was designed and developed to provide a model for enhancing the professional competence of faculty members of Islamic Azad University of Science and Research of Tehran. The importance of the issue is due to the weakness in the professional characteristics of its members and other universities as reported by previous research. The statistical population includes all the faculty members of the Azad University of Science and Research Branch; this university was chosen to extend its criteria to other units if the features were identified. Due to the relative novelty of the subject, the researcher used a qualitative method. In this way, using Delphi technique, the indicators of professional competency model of the faculty were designed. The sample consisted of 10 faculty members who were randomly selected. The results showed that the designed model can be used in Islamic Azad University; this model was tested for use elsewhere by statistical indices and the findings confirmed the model.         Universities have interrelated and complicated roles nowadays. Hence, their quantitative growthcould not definitely be effective without consideration of scientific process changes as well as qualitystandards satisfaction.The study is trying to develop an appropriate model for Iran's higher education to enhance thereliance assessment factor. Our country's universities must focus on the creation of a modernassessment system, which could have lawful and legitimate scientific activities. The universitiesmust not only develop the quantitative aspect of higher education training system, but also theymust maintain the dynamic higher education system as a lawful tool, thus, there is a need to developadvance and utilize the quality of Iran's higher education assessment system.The data collection study system is descriptive -survey. Two data questionnaires have been analyzed.The statistical community of the first questionnaire includes the university faculties who are teaching atthe universities. It includes 18 types of recognized higher education assessment systems of theworld higher education, the concerned questionnaires were distributed among the theoreticians. Andthe obtained data were analyzed by SPSS software, consequently, 360° assessment system wasspecified based on 4,97 out of 5 scales For Iran's higher education assessment system. According tothe obtained data and written information of the first questionnaire, we composed an appropriate 360°assessment evaluation system, and it was distributed among 384 people, 73 chancellors, 58 trainingassistants, 153 faculties, and 100 higher education specialists. The model consisted of buildingblocks of philosophy and objectives (90%), fundamentals of theory (76%), executive stages(100%) both anew engineering and assessment system (92%).         One of the important and determining sectors of each society is its higher education system. The highereducation of each country is the factor which creates expert workforce and resolves the various problems ofthe country in a scientific way. In our society these factors and other various factors cause the everincreasingdemand for continuation of higher education at the university and entry to this system and create agap between the number of applicants and the existing facilities, encourage creation of new capacities(mostly with planning) because there is a delay between the beginning of capacity-creation and its fruition.At time of delivery of newly-created capacities, again there is not a harmony between the demand andcapacity. Sometimes this causes the existing capacities not to be filled and completed.In this research we have tried to model the structure of capacity-creation for applicants of entering theIranian higher-education system and execute it in the framework of systemic thought and dynamic systemtools in VENSIM software.Accordingly at first the main variables defining this system to a considerable extent are identified andrealized and their relations are codified according to casual loop diagrams. Then its technical structure iscompleted through design of the main model according to Flow & Stock diagram and assimilated in thesoftware. Through execution of model and analysis of its results the status of the higher education system infuture, derived from today's policies and planning, will be specified.         Background and Aim: The purpose of this article is to provide a model for examining the impact of Iran's higher education policies on political development indicators.Method: The statistical population of the study includes managers and faculty members of universities and higher education institutions located in Tehran, their number is 1029 people. According to Cochran's formula, 280 managers and faculty members of universities and higher education institutions in Tehran were selected as a statistical sample of the study.Results: Examination of the data showed that; The internationalization of education has a significant impact on Iran's political development. Also, the effect of commercialization of academic ideas on Iran's political development is significant at the level of (0.01). Also, the relationship with industries and financial institutions, goals and mission of the university for development, social development of the university and flexible organizational structure have a significant impact on Iran's political development. However, the diversity, complexity of academic entrepreneurship theories have prevented the existence of a coherent model with pervasive structures. therefore, the aim of study "Designing a conceptual model of Academic entrepreneurship" has examined Academic entrepreneurship and extracted the dimensions and key components. This research is of qualitative type and has been done based on contextual theory (GTM) by content analysis method. The required data were collected through document analysis and library document analysis and open interview. By analyzing and coding the data in MaxQuda. an optimal combination of dimensions and key components and conceptual model of university entrepreneurship, tailored to the prevailing social conditions and university potentials were presented. According to research findings, university entrepreneurship consists five dimensions. In the first dimension are the requirements that meet the prerequisites of academic entrepreneurship. The second dimension is the enablers that must be strengthened for the growth and development of university entrepreneurship, the third dimension explains the university entrepreneurship activities (what is invested) and the fourth and fifth dimensions belong to internal and external influences and results.         The present research was designed and implemented with the aim of identifying the factors affecting the development of entrepreneurship education in Iran's higher education system. The current research was one of the qualitative researches that was conducted using interviews. The statistical population included experts who were knowledgeable about the subject of the research, and in order to select the research samples, the purposeful sampling method was used until theoretical saturation was reached. Finally, the number of 14 people was determined as the research sample. The data collection tool was a semi-structured interview. In order to analyze the data of the present research, coding was used in the form of open, central and selective coding. According to the coding of the interviews, it was determined that 38 codes were identified as effective factors on the development of entrepreneurship education in Iran's higher education system. After axial coding, it was determined that these factors were classified into six categories, including internal excellence, technical knowledge, motivational issues, management issues, educational transformation, and systemic issues. In other words, paying attention to identifying factors and focusing on providing these factors in Iran's higher education system can lead to the development of entrepreneurship education in Iran's higher education system.         The current research has been done with the aim of providing a model to investigate the performance of the higher education system. This research is applied in terms of purpose, survey-developmental in terms of approach, and qualitative in terms of type. The statistical population of this research was a group of experts, including university professors, senior managers of higher education, and experienced consultants in the field of higher education management, and based on the theoretical sampling method, 15 of them were selected as a statistical sample. The data collection tool in this research was in-depth and semi-structured interviews with experts. In this research, in order to ensure the validity and reliability of the interviews, two techniques were used, i.e. the use of structured processes of convergent interviews, and the presence of at least two people to conduct interviews separately but parallel to each other. Also, the method of data analysis in this research was the qualitative method of theme analysis. Finally, the results of the research led to the presentation of a model in the field of higher education system performance, including three dimensions of education, research and culture, and a total of fifteen components were assigned to these dimensions.         This study aims to conceptualize the curriculum inefficient (scraped) in Iran's higher education system. The paradigm of the study is qualitative and used grounded research method. The study population consisted of experts in curriculum and system of higher education, which by using of Targeted sampling, 21 experts were interviewed. Semi-structured interviews used to collect data that with this numbers the theoretical saturated sample achieved. Analysis of the data was carried in the paradigmatic model. A total of 103 open, 18 axials and 6 selected codes from conducted interviews in three stages obtained. The results of this study indicate that the most important causative, interveners, backgrounds factors, strategies, and outcomes are respectively: low motivated students, biased approach curriculum designers, centralized and Supply based policies, Lack of knowledge-based market, not issue-centered curriculum and inadequate budget allocation, rising unemployment rates, especially among graduates, inefficient human resources, brain drain and reduced distrust to higher education.         The present descriptive survey was an attempt to investigate the role of the university on human capital and to provide a model for improving the higher education system in Iran. To this end, 40 features have been extracted through studying the pertinent literature and reflecting on a variety of models, theories, frameworks, techniques and strategies proposed in Iran and some other countries of the world. These features have then been limited to 23 features from which the model has been formulated and developed based on their theoretical and practical perspectives. The population of this research project encompasses all faculty members at Islamic Azad University in Esfahan (region 4) from which 200 has been drawn by stratified random sampling. At first all university branches were taken as the population and from each faculty a random sample of academic staff were proportionally selected. The validity of the questionnaire has been achieved by giving it to the experts in the field to review and comment upon the content and the features and it was later modified by the researcher. The reliability of the questionnaire, using Cronbach alpha formula. The validity of the model underwent content-related process so that thirty specialists were chosen to judge and validate the proposed model. In the data analysis, the researcher carried out both the descriptive statistics (frequency distribution, mean, SD, variance and percentage) and the inferential statistics (factor analysis, ANOVA, one-variable t-test, independent t-test, and Freedman & Scheffe).         The Proposed of this Study was the quality assessment of educational science department curriculum of Kashan University. It was a descriptive-survey study. Statistical population was including the faculty members and students of educational sciences department. Data gathering tool was a researcher-made questionnaire. Questionnaire reliability was calculated by using Cronbach’s alpha coefficient as 0.934 for the students and 0.878 for the faculty members, respectively. The findings showed that the overall quality of undergraduate science curriculum training from the perspective of faculty members and students was at a relative favorable level. Based on the obtained data, assessment of criteria objectives, content, status of research activities, materials and equipment, the status of research groups and teaching space of faculty members and students were relatively good. Faculty members considered the situation favorable but they believed that the level of students was undesirable. Faculty members teaching methods and evaluation of the situation were ideally believed but the students were relatively good. Manuscript profile

        The purpose of this study is to identify and determine the related components to mobile learning within the Iranian higher education system. The research method was applied in terms of objective and by using a qualitative approach, has been used systematic review method for data collection. To achieve the purpose of the research, a regular and extensive review of the research background (between 2010-2021) was searched in internal scientific databases. After reviewing based on criteria such as; research topic, abstract, and content of documents, among 543 research, 32 items were selected and analyzed. In addition, the Critical Appraisal Skills Program (Glynn,2006) has been used to determine the validity, and the reliability was assessed by agreement between two raters (Researcher and specialist in the field of e-learning and mobile learning in higher education system) with a Cohen's kappa coefficient of (73%). Results from the systematic review extracted 17 concepts and 5 components. Findings showed which related components to the teacher (knowledge, attitude, and required skills), learner (knowledge, attitude, and required skills), classroom leadership (interaction, learning methods, teaching methods, evaluation, content), organization and management (resources Finance, information resources, organizational culture) and technology (software, hardware, and infrastructure) have been received more attention in these studies.         This applied descriptive mixed-methods research set out to propose a productivity-oriented model to enhance professional credentials of faculty members at Tehran Science and Research Branch of Islamic Azad University. The research population comprised all faculty members of the Science and Research Branch of the Azad University. Initially, the indicators of faculty members’ professional efficacy enhancement model were qualitatively specified via the Delphi technique. Having verified the content validity of the proposed questionnaire, it was subsequently piloted by distributing it among a larger sample and its reliability was confirmed through z test and Cronbach's alpha, respectively. The collected research data were analyzed using t and z tests, Structural Equational Modelling (SEM), Friedman, Kolmogorov-Smirnov, Bartlett, KMO and factor analysis. The findings revealed that the participants had identified 6 types of educational, technological, research and specialized services credentials like individual and value, organizational and perceptual competencies, all of which were confirmed in the final model. Moreover, the findings underscored the unsatisfactory level of these credentials in both the existing and desirable situations and the need to improve them. Manuscript profile

        entrepreneurship is considered as a platform for improving the performance and development of staff and students ' participation. The purpose of this study is to identify factors affecting Entrepreneurship development in the system of higher education with Meta synthesis approach. The research method is mixed. The qualitative part of Meta - synthesis approach to Sandelowski and Barroso and quantitative part of t - test was used. The statistical community is a qualitative part of 50 Persian articles and 50 English papers, and in the quantitative section, 37 students from the field of entrepreneurship for the experiment group and 30 of graduate students for the control group. Data collection in the qualitative Phase, articles and documents (previous research) and in the quantitative stage is a Questionnaire whose validity and reliability were confirmed, whose reliability is (0.89)during the meta synthesis phase in the qualitative part of the main themes ( entrepreneurship development incentives entrepreneurship development measures prerequisites of students, entrepreneurship culture, university infrastructure, independence in decision making , appropriate organizational structure effective educational content, goal setting , field familiarity with entrepreneurship.         Preparing the required contexts for the commercialization of knowledge, while harmonizing domestic universities with international missions, can play a momentous role in creating economic and social values. The present research aimed to offer a model of knowledge commercialization in the country's higher education system. The current study was applied in terms of its purpose and descriptive in terms of its method. The statistical population comprised 10,153 faculty members of the Islamic Azad University of Tehran. 371 people had been selected as samples using the relative stratified sampling method, based on Cochran's formula. A researcher-made questionnaire with 121 questions was used to collect data. The reliability of the questionnaire was evaluated by Cronbach's alpha coefficient of 0.802 and validity of the questionnaire were confirmed by experts. Regarding the normality of the data distribution, parametric tests and structural equations, and SPSS and Smart PLS software were used to analyze the data. While confirming the importance and desirability of all dimensions, the findings of the current research were prioritized as follows: In the dimensions section: the mental characteristics of knowledge creators with a coefficient of 0.939, the characteristics of created knowledge with a coefficient of 0.918, the characteristics of knowledge consumers with a coefficient of 0.917, knowledge type with a coefficient of 0.911, environmental factors with a coefficient of 0.891 and organizational structure with a coefficient of 0.884 were ranked from the first to the sixth priority, respectively. Likewise, regarding the results of the research, the dimensions of the mental characteristics of the knowledge creators, the component of specialized knowledge, and the indicator of belief in the goodness of knowledge had been placed as the first priority of each level, which should be considered in plans related to commercialization. The validity of model was also analyzed with the method of structural equations and 4 dimensions (understanding, adaptation, generalization, and control), which was confirmed by good fit and high average.         The present study has predicted the conceptual model of the curriculum based on reflective thinking in the undergraduate course of educational sciences. This study is applied in terms of purpose and contextual in terms of method. The statistical population included two groups of all curriculum experts including 20 individuals and relevant guest lecturers totaling to 165 individuals in Islamic Azad Universities of Mazandaran province. To determine the sample size, in the statistical population of curriculum planning specialists, all members were selected as the available sample. The number teachers in the sample was 116 through Cochrane’s formula and stratified random sampling. Thus, a total sample of 136 people was selected. The data collection tool was a researcher-made questionnaire prepared with a nominal scale and a range of four options. After verifying the validity of the questionnaire, the reliability was estimated to be 0.92 by using Cronbach's alpha. In order to analyze the collected data, descriptive indices (frequency and percentage) and inferential statistics (chi-square) were used.         The purpose of this study was to provide a model to identify the dimensions and quality process of educational services on the burnout of students in universities of Ardabil province. In order to achieve this goal, the mixed (exploratory) method was used. The statistical population of the study included professors of educational sciences and psychology and education directors of universities in Ardabil province. In the qualitative section, using purposive sampling, 19 people were interviewed and in the quantitative section, among 40,000 students of universities in Ardabil province, according to Morgan table, 264 people were selected by stratified random sampling. The data collection tool in the qualitative part was a semi-organized interview in which the participant feedback method was used to validate it and in the quantitative part, it included a researcher-made questionnaire whose Cronbach's alpha coefficient was 0.80. In order to analyze the research findings in the qualitative stage, the systematic analysis method, which is based on open, axial and selective coding, was used. In a quantitative stage, the structural equations model was analyzed using LISREL 8.5 and Expert Choice software. Findings in the qualitative stage showed that the quality of educational services on the burnout of students in universities of Ardabil province has two basic dimensions (quality of educational services, student burnout). The quality of educational services has a significant impact indirectly through facilities, accountability, comprehensiveness, empowerment, tangible factors, empathy, quality teaching and guarantee. Student burnout also has a significant impact indirectly through the variables of educational inefficiency, job satisfaction, educational pessimism, standardization, motivation, manpower, service delivery and emotional fatigue. Other findings also showed that in the quantitative stage model of the research, the relationships presented in the form of hypotheses derived from the analysis of qualitative findings were examined and confirmed.         The purpose of this research is to provide a model of calligraphy process in the higher education system of the country. Research method in terms of purpose, basic-applied; it is descriptive-survey in a mixed method (qualitative-quantitative) and according to the method of data collection or the nature and method of research. The faculty of the Faculty of Educational Sciences of governmental and non-governmental universities of Tehran province was considered 825, in the qualitative part 12 people were considered as a sample and in the quantitative part 262 people were considered according to Cochran's formula. In order to collect the information required for the research, two methods of documentary and field studies were used and data collection tools were used in the qualitative part of the semi-structured interview and in the quantitative part of the researcher-made questionnaire in the policy-making process in higher education. Open-axis-selective coding was used to analyze the collected data in the qualitative part and Smart PLS statistical software was used to analyze the quantitative part of the data for factor analysis. The research findings showed that the components of the policy-making process in the higher education system are: attention to educational and research functions, attention to monitoring and evaluation in policy formulation, access to educational opportunities, growth of moral values, equal distribution of social justice, Control of socio-cultural conflicts, attention to the growth of individuals, scientific support of elites, proper distribution of funds, cultural development, equipping educational facilities, improving structural relations, scientific development, economic development, controlling political and party issues in policy development, political development, consistency Policy with facts, use of capable policymakers, social development, government support and finally organizational support.         The purpose of this study was to provide a model of higher education system based on the process of developing human resources. The research method was the ground theory method and model structural equation model. The research community in a small section consisted of professors, experts, experts and managers of higher education system. The number of samples in a small section was selected using Cochran formula 382 experts and managers of higher education system. The research tool was a researcher-made questionnaire. The analysis of collected data was performed using descriptive and inferential methods using SPSS 16 and Smart Pls software. The results showed that twelve components in explaining the model of higher education system are based on the process of human resource development, including; Automatic, self-esteem, motivation, empowerment, organizational learning, organizational culture, knowledge management, technology, job satisfaction, community development, networking facilitating, and ultimately human capital development.         The general purpose of this study was to identify and rank the dimensions of the research-based higher education system in Islamic Azad universities of Mazandaran province. This research was applied in terms of purpose and descriptive in terms of method. The statistical population consisted of managers and deputies of units, managers and deputies of faculties, heads of departments and faculty members of Islamic Azad universities of Mazandaran province in the number of 700 people using stratified random sampling method. Based on Cochran's formula, 248 people were selected as a sample. A researcher-made questionnaire with research-based higher education with 123 questions was used to collect data. The face and content validity of the tool was confirmed by experts and its convergent validity was also confirmed. Their combined reliability and Cronbach's alpha value were also calculated above 0.7, which was confirmed. Exploratory factor analysis and confirmatory factor analysis were used to analyze the data. the results showed that; The research-based higher education system has two dimensions: "structural and administrative and educational and research". The structural and administrative dimension has ten dimensions and the educational and research dimension has thirteen dimensions, of which the structural and administrative dimension has the highest rank and the educational and research dimension has the lowest rank.
