Kamal al-din Muhammad Khazin was one of those elites who occupied a ministry position, because of his characteristics, abilities, individual skills, ideas and tendency to reform and successful experience in the bureaucratic system. He tried to resolve a part of political, economic and social crisis in Sultan Mas’ud reign (529-547 AH) by undertaking the reforms.         Background and purpose: Training elite and its use is the most important competitive advantage of countries. Therefore, Methodology: The aim of the research is developmental-applied and in terms of nature, it is mixed (qualitative-quantitative) with a combined exploratory-sequential design. The target community of the research was experts who were aware of the research topic. In order to conduct interviews in the qualitative part, from the purposeful snowball method to the theoretical saturation stage, 17 people were selected as a sample. In the quantitative part, a sample of 5 people was proposed to complete the questionnaires extracted from the qualitative part. became. From the method of thematic analysis based on the model of Braun & Clarke (2006), the policy indicators of training elite promotion in the educational system were identified and then modeling was done using structural-interpretive analysis (ISM).Findings: 116 primary concepts were identified in the form of 22 sub-themes and 10 main themes affecting the training elite the educational system. These factors are in the five levels of the structural-interpretive model consisting of indicators of strategic plans in the fifth level, Conclusion: According to eveloped. have been done, their effective implementation will achieve the best interests and future needs.         The purpose of this study is to study the ways of optimizing Tehran's urban management information system with the use of the popular elite in urban economy development with a qualitative approach (content analysis with inductive approach). Methodology of the present study is a qualitative methodology, using researcher made forms, forms, and tables, and inductive and Delphi categorical systems were used for data analysis. And finally, using the categories of the coding (open, axial and selective) to be achieved paradigmatic model.The findings show that the creation and development of cultural city, cultural citizenship, space and environment for creativity and information network between elite citizens and retired urban management elites and officials of this organization can increase interact and participate in these groups. Also, the development of elite citizenship education and the creation of a proper information system can serve as intervening variables to generate ideas and creativity between citizens and retired urban management elites with officials in urban affairs. In this regard, the study of the quality of playing of this role in contemporary history of Iran, especially after Mordad, 28, 1332 (August, 18, 1953) coup that was associated with an increase of power of the monarchy (Shah) until Islamic revolution is very important in order to help us recognize some effective factors in the process of progress or little progress in political development in Iran. The question of this article is that what role political elites play in political development of Iran in the years between 1332 and 1357 (1953 and 1979). The answer to this question in this article is that the political elites of Iran in the mentioned era played a preventive role in the course of political development through some actions such as creating pyramidal and hierarchical power, abusing power and corruption, preventing holding free elections and doing electoral fraud, suppressing press freedom and independence and also suppressing of political independent parties and groups.         This article has been taken from a research that its aims were to prepare capacity of elite on the Development of Process on the basis of Iran cultural diplomacy. Its methodology was descriptive of survey one. The population of the included academics, including professors, students, administrators and cultural managers. The selected academic and administrative were 4,500 people, who were enrolled in the school year and that this served 96-1395. 354 people were chosen according on Morgan table using stratified and simple random method. The researcher made questionnaire was designed by the deep study and theoretical development based on domestic and foreign research& it was developed in 84 items and confirmed& its validity and reliability (0.845) were confirmed.  It was calculated using descriptive and inferential statistics with Using the software SPSS, of the data analysis. Results showed that, with regard to the content of the questions And research and theoretical capacity of 3 components extracted including the operation of elite ideas, the space infrastructure Elite and elite based on the preparation of the country's cultural diplomacy in the capacity of an elite based on Iran diplomacy Cultural.         Immigration of cultural elites to developed countries has always been important issues in society of Iran. This research is designed to study the attitude of cultural elites for immigration to developed countries. The theoretical framework based on “Pull and Push” theory. This study tries to examine the theory in four aspects including economic, political, social and cultural dimensions of immigrant motivations. The methodology of the research is mixed of quantitative and qualitative methods. The statistical sample covered professors, PH.D and M.A students of universities of Tehran and 405 cases has been chosen as a sample size from universities. In addition, 30 cases are selected for deep interview for qualitative method as well. The finding shows attitude of cultural elites are related to all four aspects of immigrant motivations. The cases evaluated the developed countries for immigration has been evaluated appropriate and besides their country of origin has been evaluated inappropriate situation. It hints the theory of pull and push as a suitable explanation of immigrant elites. Many developing countries and Iran are facing a shortage of capital and financial resources and need to attract foreign direct investment to compensate for their lack of capital and financial resources. The purpose of this study is to identify the effective indicators of the economic factor in attracting foreign investment. The statistical population of the research includes parliamentarians, elites active in the field of financial economics and agriculture, and a group of professors who specialize in both academic fields and are related to foreign investors, and there are a total of 100 people. The results of the research show; Of the 21 indicators studied, all economic indicators are effective in attracting foreign investment, but the "degree of market economy" or the principle of free trade is the most important.         , the main goal of the current research is to investigate the causes and factors influencing the migration of rural elites in Cherdavel City located in Ilam province. The statistical population of the present study includes all the elites living in rural areas in the central part of Cherdavel City, and 30 people have been selected and studied as a statistical sample. The tool used in this research includes a researcher-made questionnaire whose content (form) and structural validity and reliability were verified using composite reliability. Data analysis was done through correlation analysis and pattern finding of structural equations using SPSS and Smart PLS software. The preliminary results of the evaluation of the model studied in this research showed that the model has acceptable fit indices. The results of the correlation test showed a significant and negative relationship between the independent variables (natural factors, cultural-social factors, economic factors, service-welfare factors, scientific-educational factors, and psychological factors) with the desire to migrate among the rural elites studied in Cherdavel City of There is the province of Ilam. Also, the modeling of structural equations showed that they had the most influence on the dependent variable, respectively, economic factors (γ = -0.727, t = 42.75), scientific-educational factors (γ = -0.35, 06 t = 9.), natural factors (γ = 0.169, t = 5.6). The purpose of this study was to investigate the heart structure and function of female athlete and non-athlete and comparison between them. Methodology: In this study, 30 females with a mean age 23.3 year into were divided in three group (handball N=11, karate N=9 and non-athletes N=10). In order to evaluate heart structure and function of subjects under resting condition echocardiography (Doppler Imaging) was used. One-way ANOVA was used to analyze the data. Result: Results indicated there is significant difference on left ventricular mass (LVM), left ventricular internal diameter in diastole (LVIDd), the ventricular internal wall thickness (SWT), left ventricular posterior wall thickness (LVPWd), ejection fraction (EF) and stroke volume (SV) during rest, between athlete and non-athlete, but no significant difference was found between athlete groups.         Perfectionism and self-esteem are two important components of personality that have received the attention center of the psychologists, and various investigations have attempted to study each of them separately. But a number of studies have sought to investigate simultaneously the two variables. The main objective of the present research is to study of relation between perfectionism and self-esteem in the subjects from the scientific and athletic elites and the non-elite individuals. For this reason, 200 elite subjects (100 scientific elites and 100 athletic elites) and 200 non-elite subjects (100 non-elite subjects in accordance with the scientific elites and 100 non-elite subjects in accordance with the athletic elites) in Tehran city were studied. Measurement of the above-mentioned variables was performed by the positive and negative perfectionism questionnaire of Short et al (1995) and self-esteem questionnaire of Nugent and Thomas (1993). The results showed that there are a positive significant relation in the two study groups between positive perfectionism and self-esteem and a negative significant relation between self-esteem and negative perfectionism. Also, the findings suggested this point that there was a significant difference between the perfectionism and self-esteem of elite and non-elite subjects. Manuscript profile

        Introduction: Marriage and the ease of doing it is one of the human needs, and this research was conducted with the aim of identifying the requirements for the realization of an easy marriage. Method: The study method is qualitative and based on the theme analysis approach. The studied population was elite women and female graduate students of Kermanshah province in 1402, and 12 of them were interviewed by theoretical and purposeful sampling, according to the principle of theoretical saturation. Collecting the required information was done with in-depth semi-structured interviews and their analysis was done with the Colaizzi's model. Findings: The analysis of information led to the emergence of three general topics of prerequisites, bases and necessary conditions (with 4 subcategories of marriage goals, religious and human values, resources and facilities, economic and social factors and conditions), technical factors and executive (with 4 sub-categories of supporting young people, guarantees, marriage parties and holding ceremonies) and works and results of easy marriage (with 2 sub-categories of primary works and results and secondary works and results)along with 90 sub-themes and 218 general concepts became. Conclusion:The examination of the requirements and solutions for the realization of easy marriage shows that the realization of this requires all-round cooperation and a jihad movement by public institutions and people, which is the basis for increasing the marriage rate on the one hand and strengthening the family foundation on the other hand.And it can be a useful model in various aspects of life, helping young people and families.         This research was conducted with the aim of identifying the antecedents and consequences of the transfer of city managers in Mashhad Municipality.The approach of this research is inductive and its main strategy is the method of lived experience (phenomenology). The existence of a researched basis and model in this category can definitely help in the development of concepts and examples related to the subject of research in urban management, especially municipalities. The findings of the research, as a concrete example in urban management, can consider the transfer of managers in cities as very vital and effective and introduce it as subject to the correct understanding of senior managers and the existence of a suitable strategy and a logical procedure in the transfer of managers. In this research, by conducting a semi-structured interview (Claizzy method) with 12 city managers and university experts, the materials were implemented and codes were extracted with the help of MAXQDA software. Further, by counting the important titles of antecedents and consequences, they are divided into two groups, positive and negative, and the effective factors of each category are determined and the characteristics of the categories are specified.         This research was conducted with the aim of policy-making and sociological analysis of elite migration in martial arts. It was a mixed-method study with an exploratory sequential design. In its qualitative section, the grounded theory approach based on the Strauss and Corbin model was used to comprehend the nature of migration among martial arts elites. The researcher also delved into the mental aspects of this reality, employing the pragmatism paradigm. The quantitative section utilized a survey method through the use of a questionnaire. Following interviews, codes, concepts, and themes were extracted, and the questionnaire was formulated based on these elements for use in the statistical population. The study population included professionals and athletes in martial arts, with 12 purposively selected individuals, and martial arts athletes in Tehran city, totaling 384 individuals who were conveniently selected. The research tools included semi-structured interviews and a researcher-designed questionnaire. The results indicated that the discovered components in the qualitative section fell into four categories (economic factors, social factors, political-administrative factors, and psychological factors). Factor analysis revealed that all four dimensions of social, political-administrative, economic, and psychological factors significantly influence sports elite migration, and this influence is respectively desirable and highly desirable. None of these relationships were weak; in other words, all significant components play a influential role in the migration of martial arts elites. However, economic factors with a factor loading of 0.71 had the highest impact, while social factors with a factor loading of 0.51 had the least impact. Manuscript profile

        Iran has experienced devastating earthquakes in recent decades, each with significant damage and different socio-political consequences. What has caused public concern, especially among policymakers and managers, is the possibility of a severe earthquake in Tehran. Paying attention to the location of this city and the dimensions of the consequences of such an earthquake reveals the importance and necessity of addressing it. Many researchers, policymakers, and aid agencies believe that natural disasters strengthen alliance between groups and moderate conflict, but because they face a shortage of basic resources after people's disasters, natural disasters can provoke conflict and conflict within the country. The current study examines one of the neglected aspects of the consequences of accidents, namely political vulnerability. In this study, the future research method and a combination of Delphi technique and scenario writing, along with a questionnaire and a matrix of cross-referenced effects have been used. It has been used and referred to experts and specialists in crisis management for future research. Identification of key factors and the extent of the impact and uncertainty of the identified indicators of the political consequences of the earthquake were determined through a questionnaire compiled by experts panel. This questionnaire, which was extracted and designed based on the conceptual model and using theoretical framework, divided the influential factors into 32 factors.         The aim of this study is to investigate the barriers to political development in Iran with emphasis on the lack of participation of academic elites (Case study: professors of Larestan universities). This work is a fundamental and applied research in terms of purpose. Regarding the data, this qualitative study was conducted by using the phenomenological method. In this research, information was collected through interviews. Using purposive sampling method and theoretical saturation technique, key informants (including 20 professors) were selected to identify barriers to political development. The tool used was a semi-structured interview. The data collected from the interviews were analyzed by content analysis method.Based on the results of content analysis in this piece of work, ten basic themes include: Cultural and educational failure, distortion of people's attitudes toward development, inadequate media information, employment and inefficient economic policies of governments, feelings of relative deprivation, weak capital Social, historical factors, weakness of civil society, and political factors were obtained.         The main goal of the present study was to analyze political sociological developments of the Qajar government from the point of view of Vilfredo Pareto's elite circulation theory. In this article, the following research questions are investigated: How can the political developments of the Qajar dynasty be analyzed from the point of view of Vilfredo Pareto's elite circulation theory? What was the role of the elites in creating the changes of the Qajar period? The research method was practical in terms of purpose, and in terms of data collection, it was qualitative in a documentary and library style, and data collection tools were slips and note-taking. Pareto introduces the circulation of elites in the history of societies as a necessary and natural factor in the direction of progress. The political sociological analysis of the political developments of the Qajar regime showed that the lack of circulation of elites in the society of the Qajar era caused the imbalance of the political system and the appropriate response to political and social developments, in addition to proving the inefficiency of the official elites, it paved the way for entering new elites in the political domain.         Background and purpose: The purpose of the present study was to outline the ideal policy situation of the Islamic Republic of Iran in the field of top talents and elites.Method: This research was conducted in terms of orientation following conceptualization and with a qualitative approach and theoretical coding derived from theme analysis. The research community included 30 articles and theses, which were selected from a total of 124 articles searched in reliable domestic scientific databases using a targeted approach in the period of 2017 to 2018.Findings: Based on the findings of the research, the dominant model governing the policy-making environment of elites in the country is "institutional model" and it is focused on certain governmental institutions such as leadership, parliament, presidency, courts, etc. Based on the findings of the research, an institutional and rational model has been proposed for the optimal policy of elites and top talents. The proposed research model is a combination of institutional and rational model, which seems to be able to respond to the inadequacies and limitations of individual models.Conclusion: The model of policy-making based on a rational basis can solve the challenges and problems of the past to a large extent, and secondly, by using the results of studies related to research, it can be fruitful for the growth and progress of this field as much as possible.         The aim of this paper is to clarify the constitutional position of great spiritual leaders who had comparative- historical nature in seventy years of Mashroteh either officially or unofficially. This has been done by using information gathered through the study of literature, texts, references, various documents and first and second hand sources whether written or non-written. Also this study is to investigate these elites’ effect on the political and social changes of that time and the role of ruling power. Through the social changes our society was despotic, underdeveloped and nomadic, where king was the only power and people were illiterate and popular, but Qajar kings required gaining the approval of religious scholars and clergymen (who were one of the most influential groups in the society after Safavids) in order to have political legitimacy. At that time political power was legitimated only with the support and approval of clergymen and despite the revolution against these functions, because of the lack of strong central government and the absence of a standing army they could not make fundamental and structural changes in Iran. This study employed a descriptive research method, utilizing a survey strategy, and is applied in nature, matching the research objectives. Data analysis was conducted using a descriptive-analyltical method, in particular, theme analysis. Data collection was done in two ways:  the library method and the field method, conducting semi-structured interviews with experts using snowball sampling technique as well as electronic questionnaires). In the data analysis, structural equation modeling analysis method and SPSS and Smart PLS software were used.The research context was Tehran and the statistical population of researchers included seven hundred people. However, due to the lack of knowledge about variance and the probability of success or failure of the variables and also the limited society, statistical formulas could not be used to estimate the sample size. Therefore, Morgan's sampling table was used. Based on the Morgan's table, the sample was 248 people. In this regard,339 electronic questionnaires were sent in cyberspace and 244 electronic questionnaires were received.After identifying the influential components and determining the extent and intensity of their impact, the researchers reached the six components along with a mediating variable of "e-government" and a moderating variable of "conflict of interest".The priority of effectiveness of the six components that were addressed in this research are as follows.1- Technological ecosystem creation policies, 2- Elite-oriented and merit-based administrative system policies, 3- Legal-political policies, 4- Learning organization strategy, structure, culture, knowledge, 5- Economic policies, and 6- Social policies- Cultural.         In this research has been tried to study the impact of economic and social components on the tendency of cultural elites to migrate to developed countries. Immigration of cultural elites to developed countries has always been important issues in society of Iran. This research is designed to study the attitude of cultural elites for immigration to developed countries. The theoretical framework based on “Pull and Push” theory. This study tries to examine the theory in four aspects including economic, political, social and cultural dimensions of immigrant motivations. The methodology of the research is mixed of quantitative and qualitative methods. The statistical sample covered professors, Ph.D and M.A students of universities of Tehran and 405 cases has been chosen as a sample size from universities. In addition, 30 cases are selected for deep interview for qualitative method as well. The finding shows attitude of cultural elites are related to all four aspects of immigrant motivations. The cases evaluated the developed countries for immigration has been evaluated appropriate and besides their country of origin has been evaluated inappropriate situation. It hints the theory of pull and push as a suitable explanation of immigrant elites.         The purpose of this research is to design a local school evaluation model based on the effective components of top schools and its accreditation. The exploratory research method (qualitative-quantitative) has been considered in the qualitative part with the Delphi technique approach and in the quantitative part descriptive-survey. The participants of the present research in the qualitative part are academic staff members - senior experts and experts of the education staff and experts of Tehran province, which was conducted based on the theoretical ghost law with 14 people, and in the quantitative part, principals of non-government schools (top schools) in Tehran, whose number was 540 people. 190 people were selected as a statistical sample. The data collection tool was semi-structured interview in the qualitative part and the researcher made a questionnaire in the quantitative part. The research questionnaire includes 6 main components and 21 sub-components and 89 items, which are set based on the five-option Likert scale. The method of data analysis was selected in the quantitative part of confirmatory factor analytical tests using AMOS software.         Cultural policy is one of the most important tasks of governments in changing society from tradition to modernity. These governments use force to modernize the culture, economy and society. In these governments, intellectual elites play an important role in cultural policy-making and determine the executive agenda of governments. After the establishment of the Pahlavi regime, cultural policy became one of the main programs of political elites in Iran and the intellectual elite provided them with new cultural ideas. The purpose of this study is to critique the cultural policies of the first Pahlavi period from the perspective of intellectual and political elites. Therefore, by studying their writings, an attempt is made to study the cultural characteristics of the Pahlavi regime in the political and cultural modernization of Iran. The results of the study show that Reza Shah's centralization policies were able to establish security in Iran and rule the central government in Iran instead of tribes and nomads. This centralism was the result of the efforts of intellectual elites who emphasized authoritarian nation-building in their writings. Authoritarian modernization in the first Pahlavi period intensified social and political divisions and confrontations between tradition and modernity in the coming decades in Iran.         The purpose of this study was to present a model for insurance development in Iranian sports. This research was mixed research (qualitative-quantitative). The statistical population of qualitative research included all the elites in the field of insurance in sports. Based on the selection of snowballs, 15 people were identified as the sample until they reached theoretical saturation. In a small part, the statistical population included all 69 sports insurance experts. The statistical sample was considered a whole number. The data collection tool in the qualitative part included a semi-structured interview and in the quantitative part included a researcher-made questionnaire. In order to analyze the research data in the qualitative part, open, axial and selective coding and in the quantitative part, the structural equation method was used. The results indicated that insurance development factors (causal, contextual, intervening, strategies, and consequences) had a significant effect on the main phenomenon of insurance in sports. The results of this study showed that the process of insurance development in sports requires attention to a series of causal, contextual, and intervening factors; Therefore, the final model presented in this research can be a complete guide for the development of insurance in Iranian sports.         AbstractResearch finding show that in the context of social interactions and actions, trust plays an important role in the development of human talents and abilities and their relationship with others. The purpose of this study was to explain the components of increasing the general trust of sports elites. Exploratory mixed research method and data in the field by studying the background and semi-structured interviews with 15 sports experts in the country were collected. After reaching the initial state of content design and validity questionnaire by experts in the field of social sciences and sports was confirmed. The reliability of the whole instrument was obtained through Cronbach's alpha coefficient (α = 0.814). The construct validity of the questionnaire was accepted through confirmatory factor analysis and then it was provided to 242 sports elites of the country using the available sampling method. LISREL software is used to analyze the research findings and present the research model. Finally, it was found that the factors affecting the formation of public trust in sports elites include trust-based behavior with 18.881, cooperative tendencies with 17.889, frankness and honesty with 13.356 and confidence with 13.455%, explaining 63.591 percent of the total variance. Therefore, considering the biodiversity in Iran, measuring public trust and the factors affecting it among all social groups, especially sports elites, it is necessary to identify strategies to strengthen trust and plan accordingly.         The current study aims to investigate the behavioral patterns of the political elite and their consequences on Iran’s political stability. A plethora of researchers have studied the significant role of the political elite and have examined their behavioral patterns within societies which portrays its importance in the field of political sociology. To this end, the school of elitism has been coined by scholars in political sociology in order to consider this field as vital in sociology in the generic sense of the word. With regard to the elite performance in Iran, a large number of researchers such as Zonis have theorized a variety of concepts which have led to the identification of the political elite behavioral patterns in Iran before Islamic Republic of Iran’s revolution. In line with Zonis’ viewpoints, many other theorists, also, hold that the behavioral pattern of the elite, specifically their political behavior, share features with Higley and Burton’s disperse or disconsensus theory. In their model, they argue that there are some features for the behavioral patterns of the elite which have led to the non-stability and lack of political development in the developing countries such as Iran as history have showed us. In particular, such behavioral patterns in Iran have rooted deeply in Iranian political, cultural, and social patterns in a way that Iranian political society has been afflicted with a non-developmental disease both before and after the Islamic Republic of Iran’s revolution. What was the role of the elites in creating the changes of the Qajar period? The research method was practical in terms of purpose, and in terms of data collection, it was qualitative in a documentary and library style, and aslo data collection tools were slips and note-taking. Pareto introduces the circulation of elites in the history of societies as a necessary and natural factor in the direction of progress. The political sociological analysis of the political developments of the Qajar regime showed that, lack of circulation of elites in the society of the Qajar era caused the imbalance of the political system and the inappropriate response to political and social developments, in addition to proving the inefficiency of the official elites, it stopped entering new elites in the political domain.         The purpose of the present study was to explain the ideal policy of the Islamic Republic of Iran in the field of top talents and elites. This research was conducted in terms of orientation following conceptualization and with a qualitative approach and theoretical coding derived from theme analysis. The research community included 30 articles and theses, which were selected from a total of 124 articles searched in reliable domestic scientific databases using a targeted approach in the period of 2017 to 2018. Based on the findings of the research, the dominant model governing the policy-making environment of elites in the country is "institutional model" and it is focused on certain governmental institutions such as leadership, parliament, presidency, courts, etc. Based on the findings of the research, an institutional and rational model has been proposed for the optimal policy of elites and top talents. The proposed research model is a combination of institutional and rational model, which seems to be able to respond to the inadequacies and limitations of individual models.         The current research was done with the goal of determining the social mobility procedure among economic elites in the past three decades. The method of this study was a type of descriptive research. The statistical populations of this study were the economic elites in Tehran (about one hundred thousand people) and according to Morgan table, the sample size was 384 people, which was chosen by systematic random selection. In this method, from every 260 people, one person was selected and answered the questioner. To collect the data, the researcher-made questioner was used, the validity of which is determined by content validity, structural validity, and reliability of instruments through Alpha Cronbach formula. In order to analyze the data, one-way ANOVA test, and path analysis method was used. The findings indicate that social mobility was different in the three 70-80-90 decades, regarding vertical, horizontal, and geographic mobility. It was determined that horizontal mobility and geographic mobility in the three 70-80-90 decades had a significant difference. Furthermore, the results showed that economic elites had the most social mobility in the 90 decade, and the least mobility in the 80 decade. Also economic elites in the 90 decade didn’t have the tendency to geographic mobility, because 97,9 percent of the economic elites announced that they didn’t have a tendency to leave the country. Furthermore, it was clear that based on the results, people did not have the tendency toward sufficient mobility. It was also clear in path analysis that the family factor was in the first priority by the sum of direct and indirect effects of 0,291, in the second priority economic knowledge by direct and indirect effects of 0,254, in the third priority media by direct and indirect effects of -0,164 with transition, in the fourth priority, social intelligence by the direct and indirect effects of 0,163 with reverse transition, in the fifth priority, sexual attitude by direct and indirect effects of -0,153 with reverse transition, in the sixth priority, vocal communication by direct and indirect effects of -0,098, in the seventh priority, creativity by direct and indirect effects of -0,90 with transition, and in the eighth priority politics by direct and indirect effects of -0,077 with reverse transition were located.
