Abstract :
Today, balanced development is emphasized as a key and important issue in all societies and political systems that have a heterogeneous cultural and social structure. In societies that have cultural-social, ethnic-tribal diversity and pluralism and an unbalanced economic-social structure, this issue is raised as a challenge in the path of balanced development in economic, cultural and political dimensions. Different development in the center and around an area of proportion and balance. Because unbalanced development can have different consequences. Solving this problem requires correct policy making, which depends on the correct action of intellectual and instrumental elites. Chaharmahal and Bakhtiari province is also facing the problem of unbalanced development in its different parts despite having diverse potentials for development. One of the obstacles to unbalanced development in this province is the tribalism of intellectual and instrumental elites. Therefore, in this research, we seek to answer the question of what effect does the tribalism of the intellectual-instrumental elites of Chaharmahal Bakhtiari province have on the dimensions of development in its cities. In this research, to explain, describe and analyze the research data that was collected in the form of documents, interviews and surveys, a combined research method was used in two qualitative and quantitative phases. The findings of the research show that there is a relationship between the tribalism of intellectual elites and a tool in the lack of balanced development of the province in general. In total, the results indicate that the role of tribalism components on the development dimensions of the province has been strong, according to the results in the environmental dimension, the coefficient of determination (0.139), in the economic dimension, the coefficient of determination (0.219), in the social dimension, the coefficient of determination (0.458), in the political dimension The coefficient of determination (0.176) and finally the coefficient of determination of the cultural dimension (0.244) show that the tribalism of the intellectual and instrumental elites have an effect on various dimensions of development and has confirmed the research hypotheses
