        In this research, we will analyze the comparative review of development plans with a sustainable approach and look for the emergence of new solutions and development models that are in sync with short-term and long-term goals and help communities and the environment. This method should be used to formulate how to realize the sustainability of the rural environment with an aesthetic approach and to identify the process and related components. The statistical population of this systematic study includes all published research articles in the field of environmental sustainability and development plans of rural areas, resulting from quantitative and qualitative studies. It has been objective reality. The review of previous research shows the weakness of the existing frameworks in relation to the realization of the rural identity based on the aesthetic approach. The purpose of this research is how to realize rural identity with a systematic review approach. The current research is fundamental in terms of its purpose, and with the approach of a systematic review of the literature related to the components of rural identity, landscape and aesthetics between the years 2000 and 2022, using 3 specific keywords and a clear and pre-designed strategy, from 5 databases. Information was collected. After screening and qualitative assessment, the final analysis was done on 37 articles. On the other hand, the meta-analysis method requires the identification of the relationship between the components, which depends on the knowledge of the components. The realization of environmental sustainability in rural development plans requires economic, social and environmental coordination that preserves natural resources, reduces pollution and ensures the quality of life of local people.         Detailed plan is the most guiding and systematic tool for implementation of a city master plan. Despite of its importance certain evaluation of its efficiency has rarely been done. In order to fulfill the objectives of a detailed plan, its success, strengths and weaknesses should be scientifically assessed. There is a gap between planning of a detailed plan and its execution, resulting from the missing link in the process of urban planning and the implementation of urban plans. Therefore, to achieve a dynamic continuous and flexible planning and minimize the gap, the evaluation of detailed plans before and during the process of its implementation is a necessary task for urban managers. This paper aims to assess the detailed plan of region 6 of Shiraz by using an integrated method. By studying comprehensive methods for evaluating urban plans and reviewing the literature related to the different methods and techniques, a combination of the two methods of "Plan Process Result" and "Plan/Policy Implementation Program" are selected for assessment the efficiency of   the mentioned case study. The next step was to introduce and select the suitable evaluation criteria according to the situation and the conditions of the detailed plan of region 6. The detailed plan of Shiraz was first prepared by one of the consulting urban planning firm in 1372 and revised in 1383. The main aim of this new plan with regard to region 6 was to enhance the importance of the region in the West of Shiraz. To do this, the objectives of improvements of physical, environmental, social and urban management based on public participation were considered To gather and analysis the data needed for the study, different techniques had been used such as content analysis of master and detailed plans related to the selected criteria, interview techniques and some field studies. Factor analysis and analyzing strengths, weaknesses, opportunities and threats (S.W.O.T) and also AHP method are used for examination of the procedures. The results of the study show that the conformity, internal and external consistency have gained high score in relation to other criteria such as connectivity, urban development direction, human and financial resources and  user participation which  the  two latter have got the lowest scores.  AHP method was selected for determining the weight of the criteria the scores are as below: conformity(./26), internal consistency (./38), connectivity (./.96), external consistency (./145), Urban development direction(./.43), human and financial resources and commitments ( ./.27) and public participation(./.41). To reduce the deficiency of detailed plans, it is recommended to use social plans for a better public participation in urban planning. Also a systematic approach and providing strategic plans instead of physical plant are useful. Increasing financial resources and paying attention to local organization are the most important tools for managing the implementation of detailed plans. The results In addition to examining the strengths and weaknesses of the preparation and implementation of the detailed plan, the process of urban detailed project evaluation suggests that it can be used in the evaluation of similar projects.   Manuscript profile

        This study evaluated the implementation or non-implementation of predicted project of range plan in Isfahan province. Accordingly, first, the list of range management plans was prepared. Next, the list of predicted projects for each plan was extracted. Afterwards, quantity and quality of information and barriers to project implementation were determined by using the field visits of rangelands, interviews with experts and exploiters of rangelands. The results showed that the predicted projects of Range plans have not completely implemented (average 37/58%). In the meantime, the projects of water container, livestock wells, aqueducts and fountains and pile had the best condition and dry farming, direct seeding had the worst condition. Also The revise of the Range Management Plan, failure to provide banking facilities for projects, weakness monitoring projects, problems with the proximity of range allotments, no exit surplus livestock, venture capital for projects, formulates problems in range, and the lack of consent of plan executors were the most important technical, social and economic barriers.         Management The last decade of the twentieth century has come to an end while human society has been heavily involved in environmental problems and its dangers. One of the most important environmental challenges of the last two decades is the loss of the country's rangelands. Rangelands are important because they constitute an important part of renewable resources and still depend on the lives of a significant number of humans and animals. The statistical population of this study is rangeland owners in Guilan province. The total number of rangelands in Guilan province that have rangeland management plans is equal to 6 rangelands. The sample is equal to 5 rangeland owners. The data collection tool in this research is a questionnaire and to test the research hypotheses, confirmatory factor analysis and structural equation modeling with partial least squares approach have been used. The result of the research indicates the positive and significant effect of economic, social, psychological, attitudinal and educational factors on the participation of rangeland owners in the implementation of rangeland management projects. Also, the effect of ranchers 'participation in the implementation of rangeland management projects on rangeland health, increasing livestock production and farmers' satisfaction was positive and significant. Livestock and rangeland balance is one of the most important factors in the destruction of rangelands in Guilan, and until this issue is resolved, all efforts and measures to manage, improve and rehabilitate rangelands are useless or very ineffective.         The present study aims at "comparative study of Iran-South Korea development programs over the past four decades with an emphasis on economic-political development using a comparative-historical research method. The theoretical framework is based on the views of Amartya Sen and Shils. The results of the research indicate that in the development of South Korea, attention to development infrastructure, the importance of education and training of the workforce, attention to the proper relationship between the government and the private sector, the reform of the monetary and financial system in accordance with development, the strategy of encouragement and export development has been a priority. On the other hand, in Iran, the timing of the process of restoring stability and peace to the political arena is always a major obstacle to economic growth. The changes in political and ideological management, such as the definition and management of the economic system, such as the leap from the private economy to the state, have imposed massive fluctuations on the economy. For this reason, comparing the two countries studied, it can be concluded that Iran did not succeed in the process of economic-political development. In Iran, despite certain conditions, especially after the Islamic Revolution, events such as the Iran-Iraq war; foreign pressures; the imposition of economic sanctions; the reduction of relations with foreign markets; and so on, appeared as barriers to development and caused Iran's failure in her developmental programs, while South Korea has been successful according to the accurate plans. Attention and support of thecommunity Strengthening the family institution can be an effective factor in the success of the country'sdevelopment programs in all areas. The aim of this article is "sociological analysis of the factors affecting theimplementation of the sixth five-year development plans in the field of family institution." The research methodof the present study is a survey and the data collection tool is a questionnaire. The statistical population hasbeen experts in the field of development programs and the family. Using targeted sampling method and snowballand then the quota of 384 people was selected as a statistical sample. The data collection tool was a researchermade questionnaire and the data were analyzed based on descriptive and inferential statistics and using SPSS22software, Lisrel structural equation modeling software. In the findings section, according to Pearson test, it wasshown that there is a significant relationship between political, managerial, organizational, legal and technicalfactors with the realization of family plans. Quality of life social dimensions includes, “social and economic security”, “social solidarity”, “social integration”, “social empowerment”, and “social continuity”. Main objective of the article is to compare development plans of the country from the quality of life social dimensions’ view point. Content analysis method is used in the article taking into account the concept or notion analysis unit existing in the texts of the country’s (First to sixth) Economic, Social and Cultural Development Plan. Main findings of the research are: Social and economic security dimension has enjoyed the most presence in the Sixth Development Plan while it enjoyed lowest attention in the Second Development Plan. Social solidarity dimensionobtained the most attention in the Forth Development Plan and the least attention in the first and second plans (the presence of the dimension in the third to sixth plans was almost similar). Social empowerment dimension has rendered most presence in the Forth Development Plan and gained the least attention in the Second Development Plan than other plans (third to sixth plans provided more capacity for the dimension). Social continuity dimension has enjoyed more attention in the fifth and forth plans respectively while it gained the least attention in the first and second plans (the dimension played similar role in the third and sixth plans).         In Iran, the highest documents in the field of development policies of different regions and especially villages are related to 5-year economic, social and cultural development plans. In this regard, evaluating the impact of these development programs in realizing the development of rural areas can determine the role of government policy in the development of villages. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the social and cultural development of the villages of Astara County, with an emphasis on the fourth, fifth and sixthdevelopment plans. The research method in the present research is mixed (quantitative-qualitative) with practical purpose and analytical-exploratory nature. The statistical population of the research also includes managers, officials and experts on rural issues in Gilan province and Astara county, and using Cohen's formula at the 95% confidence level, 70 people have been determined as the sample size. Also, in line with data analysis were used one-sample t-tests and two-sample t-tests in SPSS software. The findings of the research show that during the fourth and fifth plans, the rural literacy rate increased from 1.74 to 14.72 percent, the number of villages with health and treatment centers per 10,000 rural population increased from -1.05 to 6.86. Secondary schools have increased from 2 to 4 and the number of villages with libraries has also increased from -2 to 2 percent. Also, at the end of the 6th plan, we see slight changes in the investigated indicators compared to the 5th plan. In general, the effectiveness of the investigated development programs, especially the fifth program, can be evaluated positively in the socio-cultural development of the villages of Astara.         This research was done with the purpose of evaluation the socio-economical participation role of rural peoples in plans projects (Case study: Nesa Dehestan) through field study. Selection of case study sample was performed with clustering analysis and on the basis of criterias such as population, distance from main road and economical status. Thus Nesa and Velayatroud villages were selected according to these criterions. From these two villages 90 persons (52 persons from Velayatroud village and 38 persons from Nesa village) of family supervisors were chosen with Cochran sampling formula as research samples and answered to research questionnaires. Analysis of the resulted data from questionnaires was done with deduction and descriptive statistics (t and The Wilcoxon-Mann-Whitney test). It it was concluded that the awareness of participation importance and the amount of participation of Nesa village peoples are more than Velayatroud village peoples and on this basis growth, development and progress of plans projects of Nesa village proceeds from Velayatroud village.         In this paper, the effect of social identity on urban development projects documents has been considered. Creating social identity through human and natural symbols in cities One of the important issues in urban management is considered as one of the necessities of sustainable development. The methodology of the research in this study is based on the purpose of the study and the method of study according to the method and nature of descriptive-analytical and field studies. The statistical population of this research is urban managers and experts related to social identity of the city. The research validity of factor analysis and elite opinion has been used and the reliability has been calculated by Krone Bach's alpha test. The Krone-Bach Alpha coefficient calculated for this questionnaire is at an acceptable level of 0.472. In the descriptive statistics section, the demographic characteristics and the inferential analysis section, according to the output of the Kolmogorov-Smirnov test, a single-variable T-test for the hypothesis has been used because of the normality of confirming or rejecting the research hypotheses. It should be noted that analyzes were performed using SPSS software. Findings of the research indicate that social identity has no significant effect on the documents of the urban development programs, and according to the average obtained, which is higher than the average observed, indicates that the social identity status is higher than the average effective.         Introduction and research purpose: the present research was drawn up in five chapters under title of “role of municipality in the promotion of citizenship morality”. The most important issues which should be followed is this question: the municipality plans including (training, services, advertising, information and management methods) and its execution in the various regions and Tehran districts to what extent are effective in promotion of the level of the citizens morality? The factor of citizenship morality is given from the various items including (civil laws, tradition and religious factors).   For achieving these purposes and questions we fulfilled to identify the meaning of the citizenship morality in Iran and in the world and study of the theoretical principles research and we expressed ideas and the points of view of the scientists of the Different historical periods and the different doctrines.  Method: In order to execution of the research it has considered four hypotheses by using of field methods and questionnaire technique with 45 questions which is distributed among 384 persons in Tehran in municipality of District 17. Results:More than half of the people, who were studied on them, mentioned their satisfaction from municipality plans. The range of satisfaction from municipality educational planning is 66.5% which has the most range of satisfaction among the others planning; service methods 66.3% ; advertising methods and information 56.4%; management methods 59.9%.  Conclusion: These municipality planning promote the functions and effectiveness of the municipality and citizenship morality. In municipality of District 17, in men’s opinion the educational, advertising and management planning is more effective in compare with women’s opinion and in contrast, in women’s opinion the service methods is more effective in compare with men’s opinion.  Finally with the proposition of presentation of comprehensive prove for promotion of citizen morality and according to the various opinions and presented theories in the form of induction of citizenship morality a comprehensive plan shall be required.         Background and Objective: Since the adoption of the Rio Declaration in 1992 the concept of using a collaborative approach in various fields of development and environmental protection is accepted at the international level. This declaration announces collaborative approach as an important factor in environmental management and making decision in sustainable development. It makes authorities to apply this approach as much as possible. Method: According to academic and international references and citing the ongoing projects in the world in this field, the intervention mechanisms will be identified and checked. Also the method of applying methods, components and indexes in this approach will be expressed. Findings: The increasing rate of development programs lead to the environmental, economic and social warnings. In response to issues and crises from them, concepts and approaches were proposed which one of them was transfer development right. This can be possible, for the purpose of doing Obligations and exploitation of economic and reliable of pension funds and resources, by using the modern methods of design and Exploitation of systems and advanced tools. Actuarial knowledge by using the mathematical techniques, probability theory and statistical methods in finance problems which specifically applies to insurance and pension plans, can help these funds to achieve their goals. In this paper, we develop Actuarial knowledge through review of concepts, theories and actuarial models and its relationship with pension funds, state pension funds in Iran and the balance between sources and uses of them. For this purpose, with a case study in one of the country's pension funds, we review on the second layer of the defined benefit plans (DB), by using Actuarial calculations and based on the Actuarial model Employer- Sponsored Plans. Also, the statistical software is used to test the hypotheses of the study, based on a balance between resources and uses of the current pension funds in the country, according to Actuarial calculations and providing an appropriate strategy for strengthen these mentioned Funds. For solving this problem and reducing agency costs motivational strategies should be used for managers. One of these strategies is management compensation plans and another strategy is ownership of mangement in company.This paper investigate the relation between Free cash flows and Tobin’s Q ratio with Management compensation plans in companies listed in Tehran Stock Exchange.  The purpose of this research is to answer this question that whether management compensation plans and their ownership in company leads to improvement of a company’s performance? Answering these questions helps companies and shareholders to find that whether these plans can increase their value and wealth or not. In this research Free cash flows and Tobin’s Q ratio criteria are used for performance evaluation. For this purpose data of 112 companies listed in Tehran Stock Exchange from 2006 to 2011 was studied. Hypothesis testing analysis was conducted by the use of statistical methods of Pearson’s correlation analysis, regression and variance analysis. The findings show that there is a positive and significant relation between management compensation and both free cash flows and Tobin’s Q ratio. Therefore increase in management compensation leads to improvement of a company’s performance, but percentage of board of directors’share has no significant relation with none of Free cash flow and Tobin’s Q ratio. Generally, some of the plans and strategies have special importance for transportation ministry such as rail way transportation development, road network development, renovation of transportation fleet and comprehensive study plan of country transportation. As regards that any development has environmental impact, therefore environmental impact assessment (EIA) of each plan specially transportation one that is the target of this study, is necessary due to prevention of harmful effects and presenting mitigation plans for environment. This study has been done to conduct administrative and consultants of rail way plans, so determination of all actions in construction and operational phases is necessary. Also it is very important to determine main parameters about physical, biological and socio-economical environment.         The purpose of this study was to investigate personality traits, goals and plans of young people to change their personality traits with respect to gender differences. Within the framework of a causal-descriptive design, among 18 to 25-year-old students of Yazd University 160 people using the available sampling method as a sample group in the study. To collect data, the. The big five inventory-Trait change inventory (BFI-TGI) ( Big Five Inventory-Trait change Goal Inventory) (Costa & McCrae,1992) was used online. Data were analyzed by Spss22 using t-test and chi-square test methods.data analysis showed that the mean of agreeableness trait in the whole sample group was higher than other traits. The results of t-test to compare the personality traits of men and women showed a significant difference in agreement (P = 0.001) and openness to experience (P = 0.006). Also In relation to the goals of changing personality traits, the chi-square value indicated that there is a significant difference between men and women in their goals for changing the traits of agreement (P = 0.001), openness to experience (p = 0.001) and conscience (p = 0.006). The question of the research is due to the increasing use the interdisciplinary specially in higher education of our country ''How is the Interdisciplinary reflection on the Supreme Council of the Cultural Revolution (SCCR)?'' To answer this question, while using qualitative research method, the descriptive - analytical study method was the way. In this study, after giving a description of the Interdisciplinary in higher education and familiarity with the SCCR, the selected Ratifications were analysis. After interpret analyses performed, the results showed that the first attention to Interdisciplinary is in the early of revolution (1358) as "Interdisciplinary services" in higher education.         Based on the descriptive method, this research has been done to study about the effective factors making the university professors to arrange lesson plans based on the curriculum. The method of the research is descriptive method. 394 faculties of Mazandaran University of Medical Sciences are chosen as the Statistic population of this research. Based on the Kerjesy and Morgan's tables, 190 professors are selected by the random sampling. For collecting data, questionnaires have been used. Contextual and nominal reliability are taken in to consideration so as to arrange these questioners. Its perpetuity, also, has been assessed as 0/86 by Kranbakh’s Alpha. Descriptive statistic as well as deductive statistic such as t-test, variation analysis, Fredman, and kroskal valis is used to analyze the data. As revealed by the results, motivational, cognitive, and managerial factors are the important keys leading professors to make use of lesson plans.           Abstract   The main purpose of this research is to study the structural obstacles in the higher education system in executing its development plans to suggest suitable strategies. To achieve this purpose, the opinions of three groups were studied including the senior managers in government, the figures and experts in the field of planning and management, and administrative managers and employees. The last two groups were selected using judgment-sampling method. The research method was "applied research" in terms of purpose and so it was "content analysis", "survey research", and "correlational research" in terms of data collecting method. In addition to the review of the related literature, the desired data was gathered by analyzing the interview transcription of the senior managers as well as questionnaires. Descriptive and inferential statistics were employed to analyze the data and draw conclusions. According the findings, the obstacles to executing the development plans in the higher education system originate from its functional structure. The obstacles include: the lack of conformity between the structure and the particulars of the development plans, between the structure and the environment in which the plans carried out, and between the structure and the plans goals, which all resulted from functional structure of higher education system and its limits. Finally three strategies are proposed to overcome the structural obstacles to executing the development plans in the higher education sector. In order of importance, these strategies include participative culture, systematic or synthetic management, and matrix structure. At the same time, the dimensions of this problem have been expanding, and one of its characteristics is the conflict between the drivers involved in organizing this phenomenon, which has increased its importance; Therefore, the aim of the research was to apply this concept to the geographical context of Tabriz metropolis, so that by identifying the parameters that affect the resilience of the region against the risk of earthquake, it can analyze the path of access to it. Based on the purpose, the current research is in the category of applied research, in terms of its nature and method, it is a descriptive-analytical research. The statistical population of the current research includes experts in the field of crisis management and urban resilience, based on the opinions of 35 experts who are available and familiar with crisis management and urban resilience, the final questionnaire is entered into the Micmac software and the SWAT method is used to identify the key points of knowing the factors in It is used to achieve social resilience in the identified susceptible areas of Tabriz metropolis. The results of the research showed that knowledge and social awareness, education and skills, and ability and access to services are the most important drivers for creating resilient communities in Tabriz. It is very important to use the power of awareness in the direction of active participation to deal with natural disasters such as earthquakes and increase resilience. Why, if people have enough knowledge and skills and are empowered, we can hope that when an earthquake occurs, they will be able to save their lives and those of their loved ones by reacting and behaving appropriately, and will suffer less physical, financial and emotional damage.Extended AbstractIntroduction:      Tabriz city is located in the danger zone of high earthquakes, such as the uncoordinated and unprincipled growth of these cities, especially in the last few decades, construction in the boundaries of faults and prone areas, tectonic instabilities, the design and implementation of buildings and facilities and vital arteries disproportionate to the intensity of earthquakes. These cities have increased their vulnerability to earthquakes. The northern fault of Tabriz city, which is known as one of the most dangerous faults of Tabriz city, which passes through the north of Tabriz city and an area of Tabriz city, has caused the high risk of this region compared to the southern regions. This fault is one of the most fundamental tectonic structures in the northeast of Lake Urmia. Although several studies have been done on the earthquakes of Tabriz city in the past, but considering the population of Tabriz city which is more than 160,000 people and the industrial position of this city in the country of Iran, which has caused its rapid growth and development, the earthquake risk of this region should be investigated. It seems necessary in order to obtain more accurate results. Clarifying that today's changes will affect tomorrow's events is a reflection of future-research activities; Therefore, by knowing these developments and planning not to be surprised by the terrible storm of the earthquake crisis, it is possible to take the lever of management and control of the future and instead of facing a fixed future based on past trends, in order to achieve a desirable future with The resilience approach took a step forward. Research materials and methods: Based on the purpose, the current research is in the category of applied research, in terms of its nature and method, it is a descriptive-analytical research.Methodology:      is based on the resilience approach against the earthquake crisis with a future-research, analytical-exploratory approach, which will be done by using a combination of quantitative and qualitative models. In this study, to collect primary information for documentary studies (library through reading books, theses, doctoral dissertations) and field observation and interviews with experts; Elites and subject matter experts will be used. The statistical population of the current research includes experts in the field of crisis management and urban resilience, in this regard, there is no explicit rule about the number of experts, and depending on the purpose of Delphi, the scope, the time of data collection, and the availability of resources, the number The participants are usually estimated to be between 15 and 50 people, and in the current research, 35 experts who are available and familiar with crisis management and urban resilience will be used. It is used to identify the key factors affecting the resilience of Tabriz metropolis. In this step, the factors extracted in the previous step are placed in a table two by two and are given to the panel members to value the effective factors based on specific numbers. Finally, the final questionnaire is entered into the Micmac software and based on The given scores are analyzed and key factors are extracted; And the SWAT method is used to identify the key points of knowing the factors in order to achieve social resilience in the identified susceptible areas of Tabriz metropolis. In the current research, after collecting the effective factors against the earthquake risk of Tabriz city using the environmental survey method and studying various sources, these factors were given to the members of the Delphi panel (consisting of 35 experts in the relevant field) in the form of a questionnaire in two rounds. Thus, in the first round, they were asked to determine the importance of each of the variables in the subject of the current research based on the Likert scale (5 degrees) and they were also asked to add their desired variables to the list in addition to the existing variables. do After examining the answers given in the first round of the Delphi panel, finally 87 variables were identified in 14 dimensions. In the second round of the Delphi panel, in order to finally confirm the variables for the analysis and continuation of the research, the factors confirmed in the first round in the form of a questionnaire They have been given to the relevant experts to re-score them. The results of the questionnaires in the second round were such that all the factors in the second round have been approved to continue the work by the experts of the Delphi panel. On the other hand, it should be kept in mind that the failure of modernization policies in the form of large-scale plans and re-reading the role of local communities in planning, along with the emergence of participatory paradigms in planning, necessitates the need to pay attention to individual and local measures. The emphasis of international assemblies on creating resilient communities and emphasizing the role of the local government in realizing this issue marks the beginning of a movement from the bottom up. Unlike quantitative research, contextual theory does not begin with existing or deductive theory, but its primary purpose is to discover theory through data methodology because theory derived from data is closer to reality. Also, one of the most important advantages of data analysis in this theory is the definition of categories or the main causes based on raw data and the method of constant comparison between data in order to classify .Therefore (based on this theory), the present study first presents the desired data in the field of theoretical foundations, then through the method of hermeneutic phenomenology, the phenomenon of explaining the quality of the realization of strategic plans to finally be able to context Extract the appropriate (bed) for the implementation and realization of this phenomenon within the spatial context.Results and discussion:       This section tries to analyze the time and space text (derived from it) in which the need to use strategic plans and the time and space in which our cities are located, comparatively. The data were then presented in three situations of child, mother and spouse and three levels of primary, secondary and networked subjects. Then, to evaluate the quality of research data, the data type angle method was used. Therefore, the data obtained from the content analysis were presented to four Islamic / psychological specialists, and the data related to female care roles were compiled and a final model was obtained. Results: In relation to child status, 2 themes of support and respect networks were obtained. In the mother position, 5 themes of networks of support, love, guidance and education, respect and justice were obtained. Finally, the relationship with the marital status of 5 themes of support networks, health, respect, compatibility and love was obtained.  Conclusion: According to the results of this study, the care maps extracted from the biography of Hazrat Fatima indicate the important position and vast capacities of women. This research was conducted with the aim of "investigating the impact of market orientation on the financial performance of tourist hotels in Isfahan according to the mediating role of the meaningfulness of marketing plans and the novelty of marketing plans"; In terms of the method, it is a descriptive-survey of the correlation type with an applied nature and cross-sectional in terms of time. The statistical population of this research includes all the tourist hotels in Isfahan, which was selected as a statistical sample using the census method of 110 hotels. The measuring tool of the research was two standard questionnaires from reliable sources for the variables of market orientation, financial performance, meaningfulness and novelty of marketing programs, which was calculated to measure the validity of the questionnaires using the form and content method and to determine its reliability, Cronbach's alpha was calculated. Its value was estimated as 0.910. Data analysis was done using Spss26 and Amos24 software. The Kolmogorov-Smirnov test was used to check the normality of the data, and the structural equation method was used to test the hypotheses. The results of the research showed that in Isfahan tourist hotels, market orientation (customer orientation, competitor orientation, and functional integration) has an effect on hotel performance with the mediating role of strategic marketing plans. It was also determined by Baron and Kenny's method that the meaningfulness and novelty of marketing programs have an incomplete mediating role in the relationship between market orientation and hotel performance. In the other hand, in order to this problem that paying the loan is a long process and there is probability of human wrongs, so using a decision support systems which can analysis the information and confirm a fast deciding with law error percent  is essential. Utilization of these decision support systems causes suppleness and easy lending, and also these systems help experts to select the best project. In this research, first we should recognize the criteria which have effect on evaluation loan appliance plans and analysis them, then a model for evaluating of a plans will be proposed. We use proficiency of credits experts in the all stages of the model designing. We used FANP technique in evaluation section. This study tries to scrutinize true potentials of social development in large-scale plans and laws practiced in Iran to facilitate the feasibility of social development and delineate ontology and teleology of this concept.         Housing is considered as one of the most important elements of human settlements, especially in rural areas. However, providing suitable housing is one of the major challenges in rural areas due to the low financial power of villagers and the vulnerability of housing to natural disasters. For this purpose, the policy makers in the form of development programs specify credits for the retrofitting of houses to be provided to the residents of the villages through executive bodies. In Iran, the highest documents in the field of development policies of different regions and especially villages are related to 5-year economic, social and cultural development plans. In this regard, evaluating the extent and manner of the impact of these development plans in rural areas can determine the role of government policy in the development of villages. For this purpose, the current research was written with the aim of evaluating the impact of government policies on the architecture of the houses in the villages of Astara county, with an emphasis on the fourth and fifth development plans. The research method in the present research is qualitative with a descriptive-analytical nature, in order to collect and analyze information, was used the qualitative method of "ethnography" (observation, interview, photography and note-taking). The statistical population of the research is the houses of the villages of Astara county, and the sample size is estimated to be 384 houses based on the Cochran method. Also, the sample size includes 192 new and newly built houses (houses that have received facilities) and 192 old houses. It is worth mentioning that the maximum balance has been tried to be observed in the spatial distribution of housing samples in the villages of Astara county. The findings of the research show that the housing credits are available to most of the villagers and have made the houses in the villages of Astara county more stable and durable. However, among the other effects of these credits, we can mention the reduction of the level of biological activities in the residential unit, the reduction of the number of rooms and the level of the infrastructure of the houses, the change in the type of plan and also the reduction of the use of local technologies in the construction of houses. On the other hand, the results indicate the urbanization of villages and the reduction of identity in their bodies, as well as the reduction of cultural values and conformity with the old and traditional pattern of the field and the studied area in the new designs of residential units. On the other hand, the cultural changes in some villages have caused that in the cyclical course of time alternative cultural values have threatened the identity of the houses and reduced the sense of belonging to a place in the villages from a physical-spatial point of view. Therefore, it is necessary to pay basic attention to the prevailing cultural background in the new construction designs in the studied villages, and the new designs pay attention to the qualitative elements (culture, values, community, etc.) in addition to the quantitative indicators, and not be only imitate the urban dwellings. Therefore, this research seeks to study the policies, attitudes and practices of the country's development plan for its pathology in the housing sector, and in particular the housing of low-income groups. The results of the research indicate that in the fifth development plan, with the change of government, we see the policy shift from the axial supply to the demand side. In the early years of this program, the most important approach to low-income housing was the failed Mehr Housing Project, which was abandoned by changing the government due to the problems of this project in providing housing for low-income groups. But no substitute program for housing in low income groups was provided, only to review the comprehensive housing plan and add five new programs. During the fifth development plan, housing inflation has risen and the housing market is in recession. Housing market approaches have practically failed to help finance low-income groups. The sixth development plan was also designed with more goals than the fifth program. The program focuses on the issue of housing of low-income groups in four dimensions, in which policies and strategies are being considered to optimize the desirable urban depreciated texture. In betweenOne of the important goals of urban development projects is to provide basic services and human and urban infrastructure for the comprehensive development of human settlements. In this regard, the main purpose of this study is to investigate the effective factors of non-implementation of urban development plans in the city of Lamzan. In order to achieve the above goal of the research, first by using library documentary sources, concepts related to feasibility and land use are examined and then by completing a questionnaire based on the criteria and characteristics of the theoretical literature of the research among 120 experts and Specialists in the field of research and using the fuzzy AHP technique to prioritize the obstacles to the non-implementation of urban development plans in the city of Lamzan. The results show that the obstacles and problems of urban management, issues and problems of plan approval and issues and problems of the project preparation process, had the greatest impact on the non-feasibility of development plans for the city of Lamzan. Among the sub-factors related to the factor of urban management problems, the sub-factor is the weakness of the managerial body and the lack of integrated urban management with a final score of 0.223 in the first rank and the sub-criterion of improving external and internal communication with a final score of 0.124 is in the sixth and last rank. Among the sub-factors of problems and approval of the plan approval, the sub-factor of approval from above and the lack of influence of people's representatives in approving the plan with a final score of 0.226 in the first rank, lack of coordination and alignment with the final score of 0.178 in the fifth and last rank has taken.         Comprehensive urban plans, as pivital management tool on a city-wide scale, have faced problems in the previous decades, which have made it difficult to achieve their goals. One critical method in recognizing the success rate of urban development projects is to evaluate them in line with the principles of sustainable development. Addressing this issue is considered as an tool in measuring the success and feasibility of the proposals of the comprehensive plan and helps the planners to better understand the problems when preparing and compiling comprehensive plans. We aim to evaluate the feasibility of the main and effective proposals in the comprehensive plan of Noorabad Mamasani city using the application of futurology approach. The study is practical and has been conducted in terms of exploratory method at the exploratory level and based on the future research approach. Driving forces have been prioritized according to the experts' opinion, using future research software (Micmac) based on the degree of importance and uncertainty. Wizard scenario software was used to write possible scenarios. Ten factors were identified in the column of direct influence, which played the greatest role in the realization of the master plan of Noorabad city. In the case of the obtained scenarios, the unfavorable situation prevails over the favorable role. Out of 100%, about 20% of the cases were optimistic, 22% static and 58% pessimistic. Thus, in this research, using the evaluation approach and using a multivariate assessment and AHP hierarchical analysis tool and a dipole distance, we have evaluated the extent of realization of the proposed components of the Saveh Regional Design. Based on the research model, three socio-demographic, economic, and spatial components were identified as the main criteria for assessing the feasibility of the selection plan and evaluation indicators based on these three components. Since last decades Rio de Janeiro has been exposed to informal settlements. Almost these settlements have dispersed all over the city leading to the formation of spatial inequality. Therefore many plans with financial support have developed to remove the existing spatial inequality in last three decades. This research tried to analyze the variation of urban inequality gap between 1985 and 2015 and to answer this question that whether extensive plans can reduce urban spatial inequality or whether spatial gap among other regions have raised due to services costs. First, we revised plans of financial supports and then analyzed urban condition from several aspects. The research method is analytical – descriptive since Rio experience can be a model for urban planning in Iran as this type of research is an applied one. In this study, analysis of different aspects is based on numerical methods as the correlation coefficient, variation coefficient, Gini coefficient, and for showing the spatial inequality, GIS was used. It was concluded that financial supports have good influence on Favela’s infrastructure and may improve their levels. Favela’s population have increased but the variation of house price Gini coefficient reveal raise of inequality gap among Rio regions.         Housing, a pivotal structural element shaping urban environments, serves as a reflection of governmental attitudes in policy and planning. The extensive experience gained over decades through diverse policies, including government programs and urban-rural development projects in Iran, emphasizes its central role. This study aims to propose an effective policy for enhancing housing quality. The theoretical segment synthesizes principles from participatory planning, sustainable development, and the boom-axis. Employing a qualitative approach, the research utilizes the Grounded Theory (GRANDAD THEORY) for data collection and analysis. Fifteen in-depth interviews with knowledgeable elites on the subject constitute the primary data source, conducted through exploratory and descriptive phases. Subsequent to each interview, coding of the data ensued, employing the continuous comparison method across open, axial, and selective coding stages. The analysis revealed an optimal model for housing quality improvement with eight key components: effective policy design mechanisms, development plans, financial frameworks, institutional-legal structures, transparent regulatory mechanisms, educational initiatives targeting academic and popular elites, cultural mechanisms, and mechanisms for restructuring the housing framework.         One of the key determinants for the success of urban development plans and programs lies in the coordination among organizations and actors involved in urban development. Centralization or the proliferation of managing organizations and institutions in a city can lead to confusion, resource wastage, and the failure to formulate and execute urban development plans. This article employs a descriptive-analytical method to scrutinize the role of activists in urban development projects, particularly in organizing and enhancing physical-spatial development in Region 3 of Zanjan. The data were collected through a combination of field and library studies, with a statistical population selected through the snowball sampling method, totaling 30 individuals. For data analysis, the study utilizes factor analysis tests, structural equation models, and multi-subject-multiplayer models with the assistance of SPSS, Smart PLS, and Mactor software. The findings highlight that indicators such as "favorable urban development pattern" (coefficient: 0.824), "Pollution" (coefficient: 0.833), "Tourism Development" (coefficient: 0.837), and "Strengthening security" (coefficient: 0.829) exhibit the highest relationship and correlation with the preparation and implementation of urban development plans. Furthermore, activists have the most substantial impact on social structure (impact factor: 0.801) and environmental structure (coefficient: 0.592). Notably, the municipality establishes a direct relationship with the Department of Roads and Urban Development and consulting engineers in formulating and executing urban plans, while local institutions and citizens receive relatively less attention.   Manuscript profile

For this purpose, time series pattern used for evaluating the effective factors. The results showed that during the period the food security of urban households had an increasing trend. Despite the enhancement of food security among urban households, 5.1 percent of the urban population received less than necessary calorie level in 2011. The effect of the percentage of urban population on urban households' food security index has been negative, although not significant at an appropriate level. The lag variable of aggregate food security index changes on growth of aggregate food security index in the next year will be negative, so that increasing in one unit growth of food security index in one year; its growth will be decreased by 0.008 units in the next year.         Urban development plans are the most important tools for organizing cities. Despite all the efforts that have been made in preparing the plans and arranging their contents, many of these plans have failed to achieve their goals, especially the development of tourism. The purpose of this study was to investigate the role of urban development plans in tourism development in the city of Lamzan. The research method was a  combination of exploratory types. The selected area of ​​Lamzan city located at the center of Mehran is one of the subordinates of Bandar Lengeh in Hormozgan province. To identify the most important effective criteria, some obstacles of tourism development were identified through interviews with 20 experts and urban planners. The identified criteria are (a) obstacles and problems of urban management, (b) Issues and problems of project approval, (c) problems of the project preparation process. The criteria were provided to the statistical population consisting of 120 senior city managers and faculty members in the form of a fuzzy Delphi questionnaire. The results of the analysis of variances showed that urban development plans have an impact on tourism development in Lamzan. Also, the results of the t-test showed that urban management, the plan approval process, and the plan preparation process had an impact on the tourism development in Lamzan city.   Manuscript profile

         This research aims to investigate the degree of coordination of Khorramabad's urban development plans with climatic conditions in the direction of sustainable urban development. In the climatic study of Khorramabad taken from the statistics and data of the last 20 years (1376-1396), the climatic elements of this city, including temperature, rainfall, relative humidity, sunshine hours,  direction and wind speed of the synoptic station of this city, in the form of maximum and minimum parameters and the average were used. After data collection, standardization and averaging of the mentioned parameters were done using Excel software and the SPSS software. The findings of the research show that in Khorramabad, climate coordination has not been done on a regional scale to reduce optimal energy consumption to achieve sustainable development.         Most of theorists and researchers believe that villages have always enjoyed a special status in national development programs. In fact, they are an integral part of development programs in different countries. In this regard, rural improvement plans aimed at strengthening the social, economic and physical foundations of the villages of Iran at rural districts and villages level at penetration zone centered by rural district do classification of social and infrastructure services at rural district level. Finally, by preparing reconstruction plansof the central village, a model for the physical development of the villages at penetration zone with different instructions would be provide. Now, after more than two decades since the beginning of implementation of rural improvement and guiding plans in rural areas of the country and spending huge costs in the various stages of its preparation and implementation, we are witness many works in different fields, such as the transformation in village context, changes in the pattern of housing construction, inconsistency in the village passageways network, facilitating the commuting of the villagers, and so on. The objective of this study was to analyze the effects of the implementation of reconstruction plans in Workaneh village from the villagers' point of view. The research was descriptive analytical method which is for collecting data, field study and documentary methods were utilized. Accordingly, based on the population size (219 households), the sample size of studied households was 214 households through all calculation. To analyze the reliability of the research tool, the questionnaires were given to 30 heads of households, the results were examined and Cronbach alpha was calculated. The obtained result was 0.94% which was rather an acceptable figure. The findings indicated that rural improvement plans had a positive and significant relationship at level 99% in five indexes applied in this study including housing, health, land use, passageways network, economic and social indexes. However, there was no significant effect between the economic status of households and the effect of the mentioned indexes. Also, the results of the Chi-square test showed that there was a positive and significant relationship between the type of main occupation and the resulting variables from rural improvement plans, i.e., housing, health, land use, passageways network, economic and social indexes at level more than 99%.         This study aimed to evaluate the participation level of villagers in the processes of preparation, adoption and implementation of the rural guidanceplans. This study is an applied one guidance ed in a descriptive-analytical method. The population of this study consisted of 12 rural settlements in Dashtestan county in which, the participation of villagers in rural guidance plans was remarkably significant. In villages, the sample size was identified based on Cochran formula. The sample size included 257 households in two groups, one group included 136 households who had attended in the rural guidance plans and the other group included 121 households who had not participated in the plans. They were selected in simple random selection method and interviewed. In addition, 28 persons were also interviewed from the rural authorities. The results show that based on one-sample t-test, the villagers’ participation in preparation, adoption and implementation of rural guidance plans is in the moderate level and the mean of the villagers and officials’ attitudes towards participation were 2.63 and 2.73, respectively, which according to the results of t-tests of two independent samples, there is no significant difference between the views of these two groups. In addition, there was a significant relationship between the education and age of the individuals and the participation of villagers in the preparation, adoption and implementation of the rural guidance  plans, and the correlation order was in moderate level (reverse and direct). However, there is no significant relationship between the participation of people and their jobs.         Failure to pay attention to the city planning system has led to a weakness in tourism status in various urban development plans. The purpose of this study is to investigate the attractions and potentials justifying the status of tourism in the study system of urban development plans of Kermanshah province from a touristic perspective. Qualitative research methodology is the "basic theory" method and purposeful sampling (snowball). Through interviewing, identifying attractions and determining their range and eventually creating a tourism portfolio attraction portfolio matrix from urban development plans of Kermanshah province. The results indicate that, in the conceptual classification of attractions in urban development plans The province, the historical and cultural concept with the 10 most natural and ecotourism concepts, was ranked third in 7th place.         Employment is one of the priority components of rural life and its attention is essential due to its role in the development of these areas and the necessity of such an equitable distribution of employment opportunities in these areas. The purpose of this study was spatial analysis of employment plans in rural areas of Tarom city. The research was applied in terms of descriptive-analytic nature and its data were collected through documents. The statistical population included all rural areas of Tarom city and its sample size was 54 rural points. Also, considering the employment and activity of the projects, clusters of activity in economic groups were studied and documentary sources were used to study the relative advantage of Tarom. The results showed that most of the job creation schemes were in the livestock, industry and agriculture sectors, respectively, and the scope of the projects was proportional to the relative advantage of the rural areas under study, which are suitable for agricultural activities, industry development and tourism services. , have been. Also, most of the clusters of activity were in the agriculture sector, and although it had fewer loans and facilities than the livestock sector, it was able to achieve the clusters of activity in the first (production) and second (processing) clusters. The goal of this study is to analyze the structure of forming and the content of five years of municipality’s plans in Iran and other countries with same usage of these plans. The methodology of research is based on process-oriented evaluation and also studying application basis of these plans with each other. This study has used mentioned approaches and with review of main and supplementary approved plans, focuses on five year municipal plans of the Qom metropolis in Iran and integrated development plan of Johannesburg (IDP) in South Africa as a case study. The finding of this study indicated the qualitative distance between these two kinds of the planning system in Iran with an African country which has unique characters like urban poor’s. Integration of urban plans and urban management system, having a simultaneous view to quantity indexes and quality of plans with Performance management system are the most important advantages of Johannesburg to Qom metropolis in this area of medium-time planning. This paper deals with the economic and social evaluation of remodeling plans for traditional urban worn textures. The study area is the traditional and worn-out texture of the large Tehran market. The research method is evaluation and evaluation. According to the research subject, the participatory approach has been extracted by studying the theoretical foundations of effective criteria and indicators on remodeling and renovation of traditional urban worn textures. Then, these criteria were refined and categorized into a measurement model based on the aforementioned research possibilities and limitations, the status of the case sample and the goals of the approved plan and research. A questionnaire was used to examine and analyze the results. In this study, residents and authorities were asked to rate the factors and their factors, from very bad to very good, in order to evaluate the indicators. For this purpose, the questions were designed in a form consistent with this spectrum.         The comparison of missions and plans of organizations that are led by the same ministry and have similar objectives can result in optimizing their objectives and missions and preventing composition of similar programs and performance of overlapping activities. At the current study, thus, objectives, missions and plans of 'Regional Information Center of Science and Technology' (RICST), 'Iranian Information and Documentation Center' (IRANDOC) and 'Iranian Research Organization of Science and Technology; Office for Information Technology and Scientific Network' (IROST) have been studied and compared. To accomplish this research, "Multiple Case Study Method" has been used. Furthermore, "Survey", "Historical" and "Library" methods have employed to conduct "Multiple Case Study Method". Considering the fact that it is possible to use both quantitative and qualitative data in "Multiple Case Study Method", both types of mentioned data have been used at the present research. Besides, "comparative method" has been used to analyze data. The results of both quantitative and qualitative findings reveal that in spite of having corresponding objectives and missions with objectives and missions of Ministry of Science, Research and Technology, these three centers consider revising and updating their overlapping objectives and missions as a necessity.         Political and cultural aspects of international science and technology collaboration may be understood through exploring the concept of ‘science diplomacy’. Regardless of the mainstream conceptions of this term, it can be viewed from the perspective of dominance and resistance. From such a perspective, science diplomacy refers to attempts at exploiting scientific involvements to influence countries which deny other types of influence, on the one hand, and awareness of such attempts and resistance against them, on the other. The present study investigates aspects of such a conception of science diplomacy in national science and technology policy documents of different countries. The bulk of data in this research comprises the full text of macro science and technology plans of 34 countries in five continents. The qualitative content analysis of these documents reveals seven major themes: vague and wordy goal setting; over-focusing on science and technology import; purposeful priority setting in selecting collaborators; consideration of legal and organizational structures; cultural and political aims beyond mere science; inviting fellow national experts residing abroad; leadership in international science and technology trends; and independent priority setting in determining focal scientific areas. Awareness and consideration of these issues can bear significant messages for science and technology decision makers and administrators and may provide insights on the strengths and weaknesses of current national policies in this regard, especially in the context of growing international interactions Manuscript profile
