        Objective: Organizations for their development must have capabilities that can be used to create scarce, valuable and unimaginable resources. Intellectual capital management is a competitive advantage that is difficult to emulate. The purpose of this study is to identify and express the indicators affecting the management of intellectual capital with a knowledge model approach in the country's customs.Research Method: The research was conducted within the framework of a qualitative approach and using the foundation data method. Data collection tools were semi-structured interviews and in order to collect information, 20 experts and informants of the country's customs administration were interviewed using purposive sampling method. Data analysis was performed in three stages of open, axial and selective coding.Findings: In the form of a paradigm model including communication capital, human capital, structural capital as a central category and organizational learning, systemic attitude and information technology as causal conditions, partner organizations, foreign theorists, government And environmental conditions were considered as background factors, barriers and challenges, including organizational factors as knowledge-based strategies and policies, knowledge management, innovation, creativity, ideas and knowledge-based organization as consequences.Results: The significance of measurement models and structural equations is at the level of 99% confidence.         Customs plays an important role in International Commercial exchanges and it can be a promising or deterrent factor in business and creating revenues customs for the government. Therefore, purpose of this study is Identification and Classification of clearance barriers in Shahriyar customs office in Tehran City Using Analytical Hierarchy Process (AHP). This study which was conducted in 2018, is applied in terms of purpose and in terms of collecting data, it is descriptive-survey and exploratory research. By reviewing key articles and using experts' opinion, 4 main criteria and 19 sub-criteria were identified. A team of experts or a decision team was selected from top experts of the organization as well as customs experts. Initially, using the questionnaire and the opinion of the decision team, the main and the main obstacles affecting customs clearance were identified. Then, according to identified factors, AHP questionnaires were developed and paired comparisons were identified. The results of this study showed that the administrative and management systems are among the main obstacles. The weaknesses in the empowerment of trained and qualified personnel and applying them are among identified barriers from the point of view of experts. At the end. With ranking of all the main and secondary factors, suggestions were made to improve the status quo and help the decision makers. Manuscript profile

          The purpose of this research is to identify and prioritize factors affecting the development of Iran's transportation, customs and transit cooperation with other countries. This research is a mixed research method. The qualitative part of the research includes interviews with experts, so the intended statistical population was formed by experts familiar with the subject of the research. At first, the results of the qualitative part of the interview were coded with the data method of Foundation, Strauss and Corbin, and then the factors affecting the development of Iran's transport, customs and transit cooperation with other countries were identified and ranked. A closed questionnaire was used. The statistical population includes 12 experts in the qualitative section and 127 experts and customs managers in the quantitative section. Cronbach's alpha method was used for the reliability of the quantitative part of the questionnaire. In the next stage and step of the research, using the axial coding method and with analysis in the data theory of the foundation, the relationship between the classes produced in the open coding stage and the relationship of other classes with the central class are established in 6 headings, which are: 1. Conditions Ali, 2. central phenomenon, 3. strategies and measures, 4. intervening conditions, 5. contextual conditions, 6. consequences were obtained based on the paradigm model (Strauss and Corbin, 1998). Before that, considering these 6 classes and their relationship with each other, and with the opinion of professors and experts, the main and subcategories were identified from all the obtained indicators, and their priority and ranking were determined.          Customs, as one of the important organizations in the cycle trade of goods, is responsible forcontrolling and monitoring the entry and exit of goods. With the ever-increasing volume of trade, it is inevitableto carry out controls with maximum accuracy and speed, while facilitating and making socio-economicdevelopment more productive. The purpose of the research is to identify the effective factors on theorganizational learning model in the supervision of foreign trade in the Customs with the improvement offacilities and security indicators. The research is of qualitative type and Grounded Theory method was used fordata analysis. The data collected by in-depth interviews that were conducted with 14 Customs experts and otherrelated organizations using the snowball sampling method. Then, the data analyzed through open, axial andselective coding. Finally, the paradigm model of organizational learning in monitoring foreign trade consistingof causal conditions, background conditions, intervening factors, central phenomenon, strategies andconsequences was drawn. The main phenomenon of the designed model is the organizational learning process.The findings of the research showed that the causal factors include the integration of foreign trade information,national and transnational cooperation, training and empowerment of employees and culture building.Intervening factors include political conditions, integration of laws, environmental factors and managementintegration. Background factors include business unit window and risk management and strategies includeinformation-based monitoring, process re-engineering and intelligentization. This qualitative research article has been semi-structured using the method of fundamental theory and deep interview technique, which has studied the social consequences of tariffing on imported goods from the perspective of Iranian customs experts through purposive sampling.         The agricultural sector as a commercial sector in Iran has important advantages can help as an important economic sector for the development of non-oil exports. Despite having a relative advantage in the production of some agricultural products, this sector unfortunately does not have a significant contribution to the country's exports and foreign exchange earnings. According to the above problem, the purpose of this study was to identify the obstacles to the export of agricultural products. The approach of this study was qualitative and grounded theory methodology was used in this study. Data in this study were collected by using semi-structured interviews with 17 exporters of agricultural products in Hormozgan province. By analyzing the content of the interviews, 100 conceptual propositions related to the purpose of the research were extracted during open coding. These concepts were categorized into 22 subcategories during axial coding and then into 6 general categories during selective coding. According to this category, the most important obstacles to the export of agricultural products include Inefficiencies in the production stage of products, policy and legal obstacles, inefficient infrastructure and bureaucracy, hardware and software inefficiency of the customs system, insufficiency and high cost of the sea transportation system, and problems of sales management and transfer of export currency resulting from the restriction.         The purpose of extant research was to identify cultural identity relationship with the quality of teaching of Isfahan Islamic university's professors (Khorsgan). The method of research is correlation. Statistical society of all universities' professors were 1070 in 2015-2016. The volume sample with Cocoran method and stratified random sampling evaluated 283. The tool of collecting information was researcher-made cultural identity questionnaire with 30 questions that included components (belonging to the land, language, traditions and customs) and quality teaching questionnaire of Mrs. Akbari Monjez Moei with 40 questions. The validity of cultural identity questionnaire based on Cronbakh's Alpha Coefficient evaluated 92% and the validity of quality teaching questionnaire was 87%. Apparent and content validity of cultural identity questionnaire was also investigated. The analysis of two researches performed in two descriptive statistic and referential statistic levels. The results of research indicated that there is statistical significant relationship between average cultural score and professors' quality teaching. Also, the average scores of professors in cultural identity components and quality teaching components don't have statistical significant difference categorized by group, gender and teaching background. Also, there is statistical relationship between belonging to the land components with quality teaching and quality teaching components (personal features, managing classroom lesson, teaching and occupational development process). There is significant relationship between language with quality teaching and as well as, between tradition (customs) components and quality teaching and quality teaching components. Their companionship and solitude as the Islamic Sufi rituals, has an effective role in individual and social life of Islamic Sufis and their Seir and Suluk in order to accomplish the truth. So that the companionship, has provided an opportunity for displaying the outstanding characteristics of the Sufis like dedication and devotion, and solitude in addition to refining the condemned from them, have disposed their mind and spirit. Some Sufis were demanding God’s satisfaction through talking to people and leniency and some of them with commitment to solitude and withdrawing from other than Allah were searching to achieve to Allah without any intermediaries. In this paper the nature of companionship and solitude, besides Sufi, and studying the reasons of their distinctive approach toward companionship with the people or taking the hermitage in three different groups have been discussed; and the similarity and intrinsic links of Sufi’s companionship and solitude to reaching a common goal, despite their apparent differences have analyzed.         The current paper aimed at utilizing the Balanced Scorecard (BSC) framework in evaluating the Customs Department in West Azerbaijan, Kermanshah and Kurdistan provinces of Iran. The BSC evaluates organization in terms of financial performance, customer satisfaction, internal process, and growth and organization learning. Financial performance was measured by examining revenues, expenditures, and the ratio of customs revenues to total local revenues for the period (2007-2011). Regarding the customer perspective, a random sample of (384) customers of clearance customs was selected. The customers were asked to fill out a survey that measured their level of satisfaction about the Customs Department in regards to providing services and procedures. In addition, a random sample consisted of (280) of the employees of Customs Department in these provinces was chosen to fill out the survey regarding their assessment of the internal process and growth and organization learning perspectives of the BSC. The findings reported that the financial performance of Customs Department was negative for the whole study period (2007-2011) in terms of the number of Rials collected, revenues minus expenditures, and customs revenues as a share of total local revenues. Clearance customs customers reported a suitable satisfaction level toward the customs services and procedures. Analysis showed that customs employees had a suitable level of satisfaction toward both internal process and growth and organization learning of the BSC’s dimensions. The analysis revealed that West Azerbaijan province was better than Kermanshah and Kurdistan provinces in all perspectives of BSC.  Manuscript profile

Therefore, in this leading research, the purpose of this research is to present a comprehensive model of talent management for Customs Organization. In order to carry out this research, due to the need to extract custom and specialized characteristics of the Customs Organization, a qualitative research data base was also used after categorizing the existing theoretical bases and empirical background. We obtained 139 components by using snowball sampling method and analyzing them, using the Delphi-Fuzzy method for screening by experts. Targeted Approach 20 Experts Selected After 4 Fuzzy Steps, 54 Indicators Remain Adapted to Present Model and Classification of Dr. Mirzaei Ahrangani's Trilogy Pattern, which we presented in four layers by adding another dimension for better understanding. . The model was distributed to more than 400 customs staff at the Customs Administration through simple random sampling, with 367 returned samples evaluated and approved. Man's disobedience which mentioned in Sure Al-Nisa, Verse 128 and exegetical traditions states that if the man commits this disobedience his wife can compromise with him in all or part of her rights. This action is permissible, and her husband has to respect this compromise too.         The purpose of this research is to determine the final level of all factors affecting the development of Iran's transportation, customs and transit cooperation with other countries. The question of this research is how to level the effective factors of the main components of the subject, and the research question is how to recognize the specified levels on the development of Iran's transportation, customs and transit cooperation with other countries.In terms of method, this research is a mixed research.There is a method of collecting information in the qualitative part of the semi-structured interview and it is coded and analyzed according to the data theory of the foundation.It was used in the quantitative part of the closed questionnaire.The statistical population includes 12 experts in the qualitative section and 127 experts and customs managers in the quantitative section.Cronbach's alpha method was used for the reliability of the quantitative part of the questionnaire.Determining the roundness of the data analysis method including t-test and using structural equations was analyzed by SPSS and Smart PLS software.The findings showed that the main indicators of the research include: 1- internal organizational factors, 2- knowledge and technology, 3- international standards, 4- communications, 5- management, 6- gaining experience and training, 7- innovation, 8-Strategies 9-Legislation and policy,Their priority and ranking were identified and determined.         Nowadays, there are some fundamental issues in the Customs Administration due to the necessity of keeping up with the modern administrative and systematic practices of the world. These issues are more about attracting, nurturing and retaining talent, which has raised the importance of the talent management debate in this government agency. The purpose of this research is to present a comprehensive model of talent management for the Customs Administration. In order to do this research, due to the need to extract native and specialized characteristics of Customs Organization, to establish a proper framework, we first examined the existing empirical background. Then, after sorting the background, we obtained 139 indices that we selected using Delphi-fuzzy method for expert screening. By purposive sampling, 20 experts were selected. After 4 phases of de-fuzzing, 54 indices remained. The model was evaluated and validated in the Customs Administration through accessible sampling with 367 samples.         Today, the importance of the role of human capital as a vital and privileged factor for the survival and success of organizations has been increasingly considered.Organizations should be familiar with the techniques of this action in order to identify and attract capable HR.Competency identification is the common language for describing the needs of each job, and the competency model is an appropriate tool for identifying competencies.The purpose of this study is to present a model of HR competencies for customs organization in Futuristic approach. Identifying the factors Effective the Customs by studying processes by environmental scanning method (PESTEL technique) and identification of drivers is done by analyzing the data in Micmac software. Then, the future Customs scenarios was adjusted (CBI) and analyzed by data in Wizard scenario.To identify indicators of HR competency, while using the scenarios of Customs, the interview method was used and a questionnaire was used to assess the model. Data were analyzed using structural equation modeling and statistical tests in SPSS and PLS software. Identifying environmental factors affecting the organization, identifying drivers, uncertainties, and Customs future scenarios can improve long-term forecasting. Results show; Value, knowledge and skills have been identified as effective dimensions of the competency model and core values,professional, operational and managerial competencies have been identified as model areas (levels). Develop competency model with a futuristic approach as a practical solution can help customs managers define the skills and knowledge needed for jobs, evaluate and improve employee performance, align the talent management process with organizational strategy.         Using the correct organizational structure leads to a fundamental improvement in the organization's performance. Today, global competition has driven organizations to narrow and simplify, and many organizations have turned to process reengineering as a tool for radical changes in the way their processes are implemented. Due to the high volume of trade and the increasing speed of trade transactions, it is also necessary to change the customs. The present study was conducted with the aim of investigating the effect of reengineering the organizational structure on the productivity of the country's businesses, which is descriptive-survey research based on the nature and method of data collection. In order to collect data from the questionnaire and to test the conceptual model of the study, PLS was used, which is a variance-oriented structural equation modeling technique that provides the possibility of examining the theory and metrics simultaneously.         Abstract The world customs organization was established with customs committee taken from trade and tariff general agreement in 1947, changed to customs council in 1952 and finally to the world customs organization in 1994 as a global and international institute. This organization has 162 members at the time being and it is the only authorized reference for the customs affairs in the world.  Iran was accepted as the official member of this organization and despite of existing challenges in the political and economic parts originated from its infrastructure, in the way of achieving of interests and advantages of this organization could not achieve to its best goals and purposes. Due to elimination of physical borders, the international organizations affects in achieving the national interest and also the role of global trade in national economics and countries development is much highlighted. The present exploratory research with a combination of qualitative and quantitative models and with this approach has tracked the driving forces affecting the future of customs. For this purpose, Mega-trends were studied in six areas based on PESTEL and then In an interview with Customs experts, a list of effective factors was identified, which led to the design of a questionnaire with 30 factors. This questionnaire was weighted and completed through a panel of experts.
