However the definition of training requirements haspaid less attention to the content of the job and the capacities of the employee while majororganizational trainings have been prefabricated.This article proposes a mathematical model called qualification matrix which has been designedto evaluate the match between job and employee. First, the knowledge required for any job andevaluation of the knowledge the individuals possess, are determined, then the match between thetwo will be determined using the designed mathematical model. The results derived from this modelnot only make it possible to design a suitable training system to assign the right person to the rightjob, but using the same in other organizational systems such as determining the employees’ career,evaluating the performance, compensating for services, determining the qualifications to obtain thejob, and other human resources systems of the organization, will also be possible.In designing this mathematical model, the linear assignment technique has been used and a casestudy has been conducted on a portion of information elicited from a company rendering after-salesservices. 4 - Assignment of Receivables in Securitization Transactions (A comparative study on the law of France and Iran)
Jafar JamaliAssignment of receivables is the core of securitization transactions. For the purpose of securitization, receivables must be “transferable” and “eligible” for securitization. According to French Civil Code (and other European classic laws) assign MoreAssignment of receivables is the core of securitization transactions. For the purpose of securitization, receivables must be “transferable” and “eligible” for securitization. According to French Civil Code (and other European classic laws) assignment of receivables is effectual only when satisfies the legal terms and condition expressed in law. These legal systems require that an express notice must be given to debtor, or the assignment should be made with the consent of the debtor. These terms (especially an express notice to debtor) are not rationale and practical for securitization transactions. So, modern instruments and solutions designed and adopted to comply with the necessities of securitization. “Bordereau de Dailly” for “Mobilisation des créance” and “Bordereau de cession” for securitization transaction are main illustrations for those reforms. Fortunately, in the Iranian Civil Code the debtor consent or an express notice to him/her does not require. Despite this convenience, another problem exists for assignment of receivables: because of article 292 of Iranian Civil Code way of expression, one may understand that the effect of assignment and novation in our subject is the same. Some interpretations in the doctrine has cleared the subject and moved this confusing situation. But still it is necessary for Iranian legislator to meet the financial and money market needs; Iranian financial market needs securitization law. The research method was descriptive-correlational and historical data were extracted from financial reports and corporate reports, finally, the statistical analysis was carried out by Eviews software, version 9 and using the logistic model. In these molecules, there are only two forms MoreAnalysis of the molecular structure and relative stability for the cis-enol stable forms in trifluorobenzoylacetone and halogenated derivatives was performed by density functional theory (DFT), at level B3LYP / 6-311 ++ G **. In these molecules, there are only two forms of cis-enol that are capable of forming an intra-molecular O-H + O hydrogen bond, which are equilibrium. Our calculations show that the difference between these two forms in para-halotrifluorobenzoylacetone molecules is about 1.49-4.75 kcal/mole, indicating that both forms can exist in the sample. The hydrogen bond strength has also been calculated for the stable enilic forms of this molecule through the AIM software and compared with other parameters related to the hydrogen bond strength, including structural parameters and spectroscopy. According to the results obtained in para-halogenated trifluorobenzoylacetone molecules, the hydrogen bond strength in form-2 is greater than Form-4. Comparison of these results also shows that the chlorine, fluorine and bromine substituents in the para position of phenyl ring have no significant effect on the structure and intramolecular hydrogen bond strength, but can lead to the displacement the bands of the phenyl ring. This research has done by linguistic and deductive analysis approaches with theoretical sampling method from all available literature as total numbering. The data has analyzed by using thematic, coding and deductive classification system. Results has shown that kant is seeking essential and general knowledge for morality and achieving to this is only through wisdom and the motivation to do assignments. Theologians of justice believe that although wisdom can guide individual to know the musts, it’s necessary to do actions for their ends. By establishing the ratio between "must” and goals of moral education, influenced factors on individual’s practical conduct have been found. FAHP method is applied to determine the weight ofcriteria. After determining the weight of criteria, TOPSIS and VIKOR are applied as compromised methods to evaluate thecompanies. In the compromised method the distances of positive ideal solution and negative idea solution are consideredsimultaneously. On the other hand, the maximum distances of ideal solution are also considered. Finally, using the result ofTOPSIS and VIKOR and then taking advantage of the linear assignment method, and the results of calculations carried outpriorities final step after each stage is given. Regardless of the fact that the subject of women's witness is considered among the categories of assignments rather than right, this study has tried to do an exploration on women's right and its acceptable cases. By referring the legal sources and a careful thought, it becomes clear that Priestly women's witness in all cases of financial or nonfinancial matters with some details is accepted. It is not accepted in just a few cases due to the women's nobility and respect, Islam's attention to mitigation, compassion or other specific reasons such as preventing the promotion of obscene acts. The present issue, called the commonality of knower and ignorant in Islamic law, along with the issues of validity, has been presented concisely in Islamic texts, but regarding its content and concepts it was present extensively in Islamic texts and shrewdly discussed by Islamic lawyers and jurists, and by dividing the issue of commonalities of principles into true and apparent principles and studying the issue of ignorance about these principles, they started to exchange their views. In this article , investigating these opinions through the study of the effects of knowledge and ignorance in true and apparent principles and presenting logical and quoted reasons, we have shown that in real principles(which are gained through absolute reasons like frequent quotations and Quranic texts, or suspected reasons like quotations and appearance of Quran)God has made rules regarding good and evil deeds and they are not changeable and in fact they have been created observing the good and evil and the assigned knowledge and ignorance have no function in its creation. and all followers are obliged to obey them forever, like saying the prayers and avoiding alcoholic drinks. As for apparent principles, the current duty of followers is to follow the current principle until the true principle is discovered. The collected data were analyzed through conducting Pearson Product correlation and standard multiple regression analyses.The findings revealed that there was a negative significant relationship between the utility and intrinsic values of assignments and students’ academic procrastination. Moreover, the results of the standard multiple regression showed that intrinsic value was a significant predictor of academic procrastination. These findings can be utilized by teachers, counselors, and parents to enhance students’ learning and provide them with better educational guidance. Manuscript profile -

The research population in the qualitative section was the managers of the Social Security Organization and the data collection was performed using semi-structured interviews and purposive sampling with the participation of 20 senior and intermediate managers of the organization. For the data analysis, inductive content analysis method was used in three stages of open, axial and selective coding. In order to estimate the pattern and identify the current status of activities and processes in the Social Security Organization, a questionnaire from the analysis of qualitative interviews with 28 items was distributed among 245 managers of the Social Security Organization by simple random sampling. In the qualitative part of this research, the talent management model in four dimensions of recruitment (talent seeking) with 12 components, selection (talent search) with 7 components, development (talent development) with 10components and retention (talent recruitment) with 8 components, in total 37components, were obtained. The results of performing one-sample t-test on the obtained data showed that in the talent management cycle in the Social Security Organization, the talent-seeking dimension has attracted the lowest average while the talent-raising dimension has the highest average in the current situation. مجتبی موحدی مهدی همایونفر مهدی فدایی اشکیکی منصور صوفییکی از پیچیده ترین مسائل تصمیم گیری برای سرمایه گذاران بورس اوراق بهادار، ارزیابی عملکرد شرکت ها و در گام بعد رتبهبندی آنها می باشد که بر اساس رویکردهای مختلف قابل انجام است. در این مقاله، صنایع بورس اوراق بهادار تهران طی سالهای 1390 تا 9139 با استفاده از ترکیب روش ها Moreیکی از پیچیده ترین مسائل تصمیم گیری برای سرمایه گذاران بورس اوراق بهادار، ارزیابی عملکرد شرکت ها و در گام بعد رتبهبندی آنها می باشد که بر اساس رویکردهای مختلف قابل انجام است. در این مقاله، صنایع بورس اوراق بهادار تهران طی سالهای 1390 تا 9139 با استفاده از ترکیب روش های نگاشت شناختی فازی (FCM)، Electere III و تخصیص خطی (LA) مورد ارزیابی قرار گرفتند. بدین منظور ابتدا بر اساس بررسی ادبیات موضوع، 21 معیار به عنوان معیارهای اصلی در تحلیل عملکرد شرکت های حاضر در بورس اوراق بهادار انتخاب شدند. سپس از با استفاده از روش نگاشت شناسی فازی به عنوان ابزار تحلیل کیفی برای رتبه بندی معیارهای ارزیابی مالی بر اساس میزان جذب استفاده شد. با استفاده از FCM، پنج معیار به عنوان مهمترین معیار برای ارزیابی عملکرد تعیین شد. در مرحله بعد، کلیه صنایع موجود طی 10 سال از سال 1390 تا 1399 با استفاده از روش ELECTRE III به عنوان یک روش قدرتمند MCDA مورد ارزیابی قرار گرفتند. در نهایت از روش LA برای ادغام رتبه صنعت در دوره 10 ساله استفاده شد. نتایج حاکی از آن است که صنایع بیمه و بازنشستگی، صنایع چند رشته ای و صنایع غذایی (به جز شکر) در رتبه های اول تا سوم قرار دارند. In other words, today the main world opportunities and challenges are embedded in cities and the rapid growth of urbanization accompanied by industrial activities led to inefficiency of urban infrastructures and an intensive increase of environmental destruction. In the current situation, assessing environmental sustainability is one of the most important tools in the process of planning for sustainable development. This assessment is a type of ecological assessment which would be carried out in different levels in sequential way to present a framework for analyzing and assessing the impacts of plans, strategies and polices on environment in a comprehensive method by offering some recommendations to mitigate environmental pressures. So, providing an appropriate milieu for assessment and measuring environmental sustainability is inevitable in the process of urban development and planning. In this paper by a short review on environmental sustainable literature and measuring methods we tried to present a background and appropriate method for selecting the indicators and assessing the level of sustainability in the different parts of Bandar Turkman city. The main research question is: what is the level of environmental sustainability in the different parts of Bandar Turkman? The findings were assessed using multi-criteria methods and in the structure of linear assignment model. Research Methodology Discovering the main components and indicators of environmental sustainability in a comprehensive and organized way for evaluation and assessing sustainability in urban areas is multi-criteria techniques in the structure of integrated satiability assessment. Such technique helps the users to understand the results of integrated assessment like evaluating policy aims and applying these results in a system and proposed decision making for sustainable development. There are various tools in the field of multi-criteria decision making models which could help planners and policy makers to solve decision difficulties with respect to different and contradict opinions. These models are TOPSIS, SAW, LINMAP, AHP, ANP, ELECTRE, Linear Assignment, PROMETHEE I & II, Compromise Programming and other methods. In the present paper linear assignment was applied which is a concordance subset. Coordinate subset is the third subset of compensatory models in MADM which their output would be a set of ranks so that provide necessary coordination in a most proper way. This subset includes ELECTRE and linear assignment methods. The data and information of the research were collected by reviewing different documental proofs in the related offices. Also a field survey was conducted to gather main research data and information by completing questionnaires in five different zones of the city in classified random sampling. The number of samples (380) was obtained using Cochran method and the head of households were interviewed. The statistical society of different areas was chosen by cluster sampling and based on each zones population. Results The obtained results of using Shannon Entropy for finding out the indicator's weights are shown. In this study zones are showed with Aj and i= 1,2,3,4,5 indicators with xj and j= 1,2,…,26 in tables 1 and 2. Results of Shannon entropy method used to determine the weights of indicators. Also ranking of the zones was done regarding 26 indicators. The stages of linear assignment algorithm and the ranking results of five zones were analyzed based on rank and case limitations. The following table shows the results obtained from the model for five zones. In overall, zone 5 placed in first priority and zones of 1, 4, 3 and 2 have the next priority respectively by their environmental sustainability. Conclusion Environmental sustainability assessment can be as important tool in the process of urban sustainable development to direct development trend towards sustainability and consequently desalinate an optimum perspective of urban environment. Accordingly since many models and techniques were applied in different levels to measure and assess sustainability, however have not been able to reach an appropriate framework for measurement and assessment in urban areas. So, in this context and with regard to the literature review, different indicators were selected which finally the integrated approach and multi-criteria assessment based on linear assignment technique were applied for the present research. Also, the view of different experts was considered to determine the value and importance of criteria, the given weights were incorporated in decision matrix and the final weights of indicators were calculated using Shannon entropy. The result from model application revealed that zone 5(Isteghlal) gained the first priority and zone 1 (Farmandari), 4 (back of eastern rail way), 3 (back of western rail way), and 2 (city center) were placed in the next priorities respectively regarding their environmental sustainability. Also the results from field survey in the different zones of the city of Bandar Turkman showed that the model of linear assignment has the capacity to determine the level of sustainability in different parts of the city and then prioritize these zones. Based on this, in this research, we are going to examine what are the legal dimensions of the assignment of upstream oil contracts? And we will examine this by looking at the IPC contracts.Assignment in upstream oil and gas contracts means the selection of the contractor, and the conditions stipulated in these contracts are very important for the parties to the contract, especially the country that owns the reservoir. The approach of the countries to hand over the field to the companies to carry out oil operations is based on the license system, and based on the said license, all the oil produced from the field is considered to belong to the license holder. There are two major approaches in concluding oil contracts and assigning them, which are the direct negotiation approach and the approach of holding tenders/auctions. The principles of the upstream contract assignment can be considered to comply with environmental considerations, maintain the government's sovereignty and ownership of oil resources, and respect the rights and National interests in the course of upstream oil operations.
