One of the consequences of the global process of urban growth and development is the formation of poor neighborhoods in the margins of the cities and is one of the issues that has always been the subject of studying and planning international forums in many cities around the world. To address this, the empowerment approach in the 1980s, which considers informal communities not as a dilemma but as a social asset, is to replace empowerment with the culture of poverty. Therefore, the present research studies the success rate of organizing and empowering informal settlements in Zahedan city using quantitative and qualitative statistical methods and qualitative approaches of experts. This research is applied in terms of purpose and nature, which has been used in field studies by interviewing experts. The results of the research show that Zahedan's organization and empowerment plan in the unofficial context of the city according to the financial and municipal funds and citizen's economic capacity are not developed. Background and Objective: Today, the lack of water reserves on the ground, especially in dry climates including our country, has caused the purposeful reuse of wastewater to provide new water sources as a new solution. Currently, countries that are facing the problem of lack of water resources are investigating the feasibility of using wastewater under the title of unconventional waters. But unfortunately, very little research has been done in this regard. Materials and Methodology: In order to investigate the amount of changes in some elements and characteristics of the soil under irrigation with wastewater, for 3 years, an experiment was conducted as a randomized complete block design with three repetitions. Sampling was done from two depths of soil 0-30 and 30-60 cm, and the parameters of sodium, total calcium and magnesium, acidity and electrical conductivity of the soil in three study locations (without irrigation, irrigation with treated wastewater, and irrigation with water of river) was measured and analyzed. Findings: The effluent from Zahedan treatment plant has caused an acceptable increase in the amount of sodium, total calcium and magnesium, and soil acidity compared to the control area. But regarding the electrical conductivity, irrigation with sewage decreased this amount. Discussion and Conclusion: Effluent causes an effective and acceptable increase of some soil elements, which can be an effective help in soil regeneration and to be used as one of the water sources especially in dry areas that are facing a shortage of water resources.   Manuscript profile

Introduction: Composting is one of the best methods for solid wastes disposal, therefore, some efforts seem tobe essential for improving its process and its products quality. The aim of this study was to investigate the effectof sawdust admixture on composting process of municipal waste and some physicochemical parameters ofcompost such as temperature, pH, EC, heavy metals concentration and nutrient content. Methods: 4 piles were prepared and different amounts of sawdust were added (0, 16, 32 and 70%). Every daythe temperature was measured within each pile; pH and EC were measured weekly; and heavy metals andnutrient content were measured in final products. Results: The pile without sawdust showed fluctuation in thermophilic temperature, and the gradual decrease intemperature was started on day 33, whereas this decrease was started on day 18 for 16 and 32% treatments. ThepH value was shown to increase on day 21 and then slightly decreased to end of process. The pH value in finalproduct was maximum in 0% treatment (8.1) and it was minimum in 70% treatment (7.73). The EC valueshowed a slight increase in all treatments during the composting process. Treatments with sawdust showed a lowEC value in final products. 0% treatment gave a maximum amount (4.884) of EC and 32% treatment gave aminimum amount (4.235) of EC. The concentration of heavy metals and nutrients, except for Na and K,decreased with sawdust admixture. This was due to dilution effect of sawdust because of low metal content. Naconcentration increased with sawdust admixture due to high content of Na in sawdust and used water. Conclusion: Temperature fluctuation was controlled in composting piles and thermophilic temperature waspreserved in active composting phase with sawdust admixture. Also compost quality was improved and heavymetals content decreased; therefore, the negative effects of compost on human health decreased with addition ofsawdust Manuscript profile

Nowadays dealing with quality and quantity of urban solid wastes and recycling and separating materials as well as reusing organic wastes materials in order to generating compost and bio-compost are the most important issues in urban solid wastes management all around the world. With this in mind, quality enhancement of compost and bio-compost produced from urban solid wastes is one of major concern. In the context of a research, physicochemical characteristics of compost and bio-compost of Zahedan city are analyzed. Compost and bio-compost produced in summer and winter of 1385 are collected and utilized as samples. As the outcomes of this research illustrated, concentration of heavy metals such as cadmium, copper and zinc are not in proper levels and humidity percent of fertilizers are below the normal limit due to evaporation and high temperature of summer season. In contrast, concentration of nutrients such as nitrogen, phosphor and potassium are normal. In general, keeping compost and bio-compost in desired quality requires more protection especially in high temperature seasons Manuscript profile

Hafez’s satire is social and political, yet it is artistic, subtle, and flexible in interpretation. However, in most cases, it is innocent, noble, deep and elegant, rooted in a logical feeling and understanding, reflected in a regretful smile.  Hafez employs two general patterns in the structure of his satire: one, the frank social satire, directly criticizing a specific class or group; second, the mediated social satire in which he recklessly introduces himself to be representing a class, complaining about himself, thus reflecting what others are suffering from. Hafez has employed whatever possible method to fight satirically against injustice, corruption, and hypocrisy. Among his major ways of satire, irony, and witticism are: violating the signs and values of the sanctity of the ascetics and Sufis; changing the objects and the words by adoption and accountability; employing literary figures such as ambiguity, euphemism, simile, and antithesis; irony, kenning, and sometimes epigrams for the beloved in the form of questions and answers and repartee; satire in the form of an advice;  panegyric writing and responsibility seeking; employing public culture and colloquialism. On the whole, Hafez’s satire is sometimes deep and sarcastic and sometimes superficial and tender which are going to be analyzed and illustrated in this paper.  Manuscript profile

Background and Objective Recently, the use of GIS in urban planning has been developed with the rapid expansion of cities and the dramatic increase in the amount of information that must be processed for urban management. This study investigates the best landfill site for Zahedan city using the performance of decision support tools, Network analysis process (ANP) and Weighted linear combination (WLC) for weighting criteria, and map standardization methods based on Boolean and Fuzzy logic in the form of multi-criteria decision-making. Indeed, based on the variables' impacts in locating the waste landfill in Zahedan city, using multi-criteria decision-making methods (MCDM) to weigh and prioritize and evaluate the effective factors are considered to identify the optimal location regarding the ecological potential of the region. The proposed model indicates the priorities of creating different types of decision-making during the evaluation analysis of the development capabilities of the study area.Materials and Methods Developing a multi-criteria evaluation method in a GIS environment to determine and estimate the capability of desirable landfills in Zahedan city is considered. Thus, by preparing a questionnaire by the Delphi method, 18 sub-criteria in two groups of criteria: 1. ecological criteria (Slope, altitude, soil, erosion, fault, precipitation, wind, direction, surface water, groundwater, vegetation, land use, and geology); 2. Socio-economic criteria (Distance from city, village, mine, airport, and road) is determined, and regarding expert's perceptions and using Network Analysis Process (ANP) in super decision software, weights of each criterion were calculated; and in the next step, the layers of criteria were evaluated in a database based on ArcGIS and stored as benchmark maps; and finally using the WLC method were considered to combine all layers to extract the map of a suitable landfill site in Zahedan city. Results and Discussion By fuzzifying 18 layers (criteria) with fuzzy logic and also applying constraints with Boolean logic, 18-layer maps are prepared and by merging layers with one of the common methods of weight linear composition in Multi-criteria decision, the final landfill location map has been explored. In terms of the spatial distribution of suitable landfills in Zahedan city, according to 5 categories of classification, it was found that the highest level of the region is categorized as the low capable class (99.76%) and suitable areas for landfilling in total is around 0.231, also no part of the Zahedan city has a very high or high capability for using as the landfill location, while around the city of Nusratabad, areas with very high and high capability are observed. It was also found that mainly lands with both low and medium capability, are located in the suburban areas of Zahedan and Nusratabad, with 22 units for the city of Zahedan and 35 units for the city of Nusratabad. Conclusion Reviewing the research literature shows the strengths of using a multi-criteria decision-making method to locate landfills, enabling the use of a robust set of interactive tools to regulate compensability between criteria, which allows a quick assessment of the relationship between the criteria. Other strengths of this method include the ability to integrate homogeneous data sets such as qualitative and quantitative criteria using specialized knowledge, the flexibility to select specific criteria for different study areas or various issues, to implement one or more decision-making groups, the flexibility to change the level of criterion importance and different choices for acceptable levels of decision-making risks. By comparing the final outputs related to other areas, it can be concluded that the final results are close and the method is suitable for landfill locations everywhere. Therefore, it is suggested that for other areas, the evaluation of land capability should be examined with the proposed method in this research. However, since the location of landfills by different criteria and the influence of public opinion depends on scientific analysis, we assume that this method has significant potential to support the decision-making complexities of real-world applications. Tazkirat al-Awliya of Attar is one of the leading sources in the knowledge of the various mystics of the ages of the 1st. of Hijri until the time of the author (7th. century). In this book, the life of 97 elders of Sufism, each of which was related to a mystical mission, has been studied. The study of Mashayekh’s attitude is a way of understanding various mystical thoughts and can be a reliable document in the study of the mystic philosophy. In this paper, the components of ascetic mysticism and romantic mysticism are reviewed from the narratives and narrations of the Tazkirat al-Awliya. Attar has not made a specific classification of the intellectual tendencies, and has mentioned each one's respectful attitude. But the study of the contradictions of love and ascetic mysticism in their lives shows that the Awliya’s react to each other's ideas, and Shari’a, dignity, and wisdom are the main issues of the main conflict.  Adherence to the Shari'a is the principle in ascetic Awliyas where the elements of love mysticism is not seen. But in the words of the romantic Awliya, bypassing the ascetic mysticism, sometimes perform non-religious acts. Also, the compassion for the devil, the apostasy, the belief in Sama’e, the rejection of apparent dignity, has come to the mind of the romance, who is not in a state of inferiority. The common theme in the Awliya's words in the ascetic and romantic mysticisms is the anti-Semitic world in which all of them are considered. I consider Attar to be in the group of romance mysticism, and this trend has also been shown in Tazkirat. Manuscript profile

The main objective of the current study was studying the relationship betweenThe quality of work life, psychological empowerment and the interactive effect of demographic variables on staff productivity of Zahedan Municipality. The research population was 257 staff members of the central municipality of Districts 1, 2 and 3 of Zahedan. By using Krejcie and Morgan (1971) sample size determining tables, a sample size of 155 people was calculated. The sampling method was random stratified sampling. For collecting data, Walton (1973) quality of work life, Spreitzer (1996) psychological empowerment and Hersey and Goldsmith (1980) productivity questionnaires were used. The data of the questionnaires were analyzed in descriptive and inferential statistics level comprising Pearson correlation coefficient test, step by step regression, simultaneous regression, multivariate analysis of variance and through Spss 16.5 software. The findings indicate that there is a positive and significant correlation among all aspects of quality of work life and psychological empowerment with staff productivity. In the step by step regression, the dimension of growth opportunity and continuous security as well as the dimension of influence had the best capacity to predict productivity. Among the demographic variables, only gender interaction × work experience and age interaction × gender have led to the difference in the average scores of the staff in productivity. Earth's climate has always been changing throughout history, but with the beginning of the industrial revolution, the human role in climate change has increased. This is mainly due to the increase in the consumption of fossil fuels, urbanization, deforestation, desertification, etc., climate changes in human societies can lead to the migration of millions of people, the consequences of climate change The distribution of human population is not clear and unpredictable. The reflection of the displacement of the population appears in the cities and causes the formation of immigrant settlements in the peri-urban areas of big cities. The main goal of this research was to investigate the effects of climate change on the instability of Zahedan city. To achieve this goal, the average maximum and minimum data of temperature and relative humidity elements and total precipitation on a monthly scale related to Zahedan synoptic station in the 30-year statistical period from 1990 to 2020 were used. In this research, the non-parametric method of SENS test was used to evaluate the trend and spi was used for the standard precipitation index; Finally, 100 samples were used to test the questionnaire data. The results in the trend section showed that in the minimum, the most changes were related to the months of April, May, September, and October, and the maximum temperature changes occurred in the months of April, August, and October. In relative humidity, the biggest changes were in the form of a decrease in relative humidity in the month of November. The drought process based on the Standard Precipitation Index (SPI) started in 1997, in fact, from 1998 to 2020, except for 2015, when the situation was relatively wet, Zahedan experienced drought in the rest of the years. The city had excellent and suitable conditions during the review period of 1991 and 1995 only. The results of the research based on the data of the questionnaire about neighborhood sustainability show that the highest average value is 2.3 related to the environmental dimension and the lowest average value is 2.5 related to the physical dimension. The overall neighborhood stability average is 2.8. This figure shows the weak stability (instability) of the researched neighborhoods, it can be said that the stability of the neighborhoods in the studied neighborhoods is not in a good condition and the citizens are dissatisfied in this regard. Urban governance seeks to limit the role of the government to the extent of harmonizing and guarding the laws and to reduce its direct interference in decision-making, administration and implementation of affairs related to people's daily lives. The purpose of this research is to investigate the status of good governance indicators in the urban areas of Zahedan. The research method of the research is descriptive-analytical and library and field method (questionnaire tool) was used to collect the required information. The statistical population of the research consists of the citizens of Zahedan, including 592,968 people. The sample size was calculated by Cochran's formula of 360 people and the questionnaire was completed according to the population of each region by a simple random method at the level of the regions. In order to compare pairs of each of the indicators of good urban governance, after obtaining the opinions of 17 experts who have full knowledge of the city under study, using model A. H. Fuzzy foundation has been applied to the weighting of each index. To analyze the collected data, SPSS software, one-sample t-test and TOPSIS fuzzy model were used. The findings showed that the indicators of good urban governance in the areas of Zahedan city are in an unfavorable situation. Also, the results obtained from prioritizing the five regions of Zahedan city with the Fuzzy Topsis model in terms of good urban governance indicators show that region 1 with a weight of 0.818 ranks first. Region 4 is in the fifth and last place with a weight of 0.000. Region 2 with a weight of 0.722, Region 5 with a weight of 0.636 and Region 3 with a weight of 0.289 are in the second to fourth ranks respectively in terms of good urban governance indicators. In this regard, the present study investigated the climatic of the Zahedan snow days since 1976 over a period of 40 years. To achieve this goal, two databases were used. First databases; the present weather codes are related to the snow phenomenon, which was collected daily from the Meteorological Organization. The second database, relates to the daily data of sea level pressure and geopotential height in the troposphere from National Center for Environmental Prediction (NCEP). With Environmental to Circulation Technic and cluster analysis, weather patterns causing snow days, identified. The results of the analysis showed that, snowfall in Zahedan is concentrated in autumn and winter seasons (December, January, February and March). At sea level pressure, integration patterns of Siberian-Caspian high-pressure migrants with 32.5% and Siberian-Caucasian highs with 20%, play the most roles in snowfall event. Also in the middle troposphere, Turkmenistan's ridge and Blocks (cut-off high) account for 42.5% and the European omega block pattern accounts for 25% of the snowfall frequency. It seems that the simultaneous activity of atmospheric disturbances in the immigrant high pressure systems of the Siberian, European, Caucasian, Russian and Caspian, deep ridge polar latitudes and its extension to the lower latitudes, It will exacerbate showers and temperatures, cold weather and snowfall. Railway axes cross various shapes and geoforms on their trajectories, some of which are natural environments which can present risks for railway lines. Falling rocks are among the dangers that still threaten the country's railway fleet and cause damage every year. In this study, we first tried to map the risk assessment of rockfall in the Zahedan-Kerman railway (Nosrat Abad region) using geological, soil, vegetation, fault distance, channel distance, temperature, precipitation, slope and Prepared for the gradient, then the density of the OLI and Google Earth satellite images and the fracture densities in the study area were extracted using software ENVI 5.3, GEOMATICA and ARC GIS. The results of this study showed that the highest density of lineaments corresponds to the map of the zoning of the rockfall, in particular at 15 km in the median axis of the Nusratabad railway line. On the other hand, in the field surveys carried out with the workshop experts, the workshop manager and the technical director of the Sistan Train and the Baluchestan province, 4 stations were identified likely to fall in the mountainous area , of which 3 more likely The release phenomenon was selected, the last environmental examination as well as quantitative calculations on the triple stations showed that the mass of the second station with 521136/864 m3 was the most sensitive bulk volume and station 2 with 779278/883 m3 was the second largest base. And finally, the third row belongs to the last station with 898599/774 cubic meters of volume of eastern falling mass. Manuscript profile

Solar radiation is one of the key inputs for most hydrological models in estimating reference evapotranspiration. Furthermore providing and making the measurement tools for this parameter is very costly. In this research, ridation (Rs ) of zahedan meteological station in 1385 to 1389 were used. Some non- linear models such as neure systemwith algorithm BFGS, and neure system with conjugate Gradient training algorithms, and locallinear regression through gamma test were developed. Then , these non- linear models and two expereimental model including Angstrom - Prescott and Glory Mac Kalut were assessed for predicting radiation. For predicting none- linear method, maximum temperature parameters, average speed of wind, surface radiation, and Sunshine were used. Result of comparing measured amounts with models with measured amount by parameter show that the neure system with BFGS algorithm has RMSE= 1.95 , MAE= 1.47 and R2=93% which are the best operation in these models. After that, neure system model with conjugate Gradient training algorithms and local regression model are in secand rank in which RMSE, MAE and R2 are 2.53 , 1.77 , 88% and 2.89 , 1.89 , 82% respectively. Angstrom and MAC colt method have RNSE =  4.38 , MAE=3.21 , R2=33% and RMSE= 4.46, MAE= 3.07, R2=50% respectivety.  Manuscript profile

In recent decades, Iran's cities, such as other cities of the third world countries have encountered significant transformations and in a short-term period, they have reached the manifold of their primary widths. Zahedan, during its 100 year life, has developed in an unbalanced way and has faced a quick development. The 32.5 time development of its population and 34 time development of its width indicate this issue compared to the first census in such a way that the development of this city has been in the horizontal direction and the continuous development of urban constructions have caused the ugly development of the city. Accordingly, in the present study, the correlation between the population and the amount of development and urban sprawl is investigated in Zahedan city using Shannon's and Holden's Entropy Models and Floor Area Ratio (FAR). The findings of the research indicate that according to Holden's model, Zahedan has been suffering the ugly urban development (sprawl) during the period of conducting the study. The entropy coefficient scores indicate the sprawl of Zahedan. Regarding the development of the value gap due to horizontal development and urban sprawl, theSmart and Compact City model is considered as a desired one for future expansion of Zahedan. Sustainability is one of the new approaches defined in the system of urban studies that is fully in line with sustainable development. Indeed, the biodiversity approach focuses on the overall health of an urban system. Therefore, the purpose of this study is to analyze and explain the correlation pattern between dimensions and indicators of viability in Zahedan. The qualitative and quantitative methods as well as applied research, software such as LISREL, SPSS, and factor analysis were used to analyze the obtained data. The results of the Kayser-Meier and Walkin (KMO) criterion showed that with a significance level of less than 0.05, factor analysis is significant to identify the structure and factor model. The results of LISREL software show a good proportion of data biodiversity dimensions. The second-order factor analysis also showed, that all factor loadings are meaningful and support the indicators and components well. The results of the study showed a correlation matrix of viability, the viability of the highest correlation between the size of the urban environment and urban infrastructure facilities, and a correlation coefficient of 0.81. It can also be concluded that the correlation coefficient between the components is of a high significance level of 0.000.   Manuscript profile

This study examines the effect of a neighborhood-based approach in urban redevelopment, focusing on regions 4 and 5 in Zahedan. The research employs both qualitative and quantitative methodologies and uses the SPSS and Expert Choice software to analyze data. Results from the Expert Choice indicate that recreating worn-out urban fabric should prioritize a neighborhood-centered approach, with the social dimension, specifically the index of resident turnout, scoring the highest (0.112), followed by the economic front, particularly the Location Units with points index (0.157). To investigate the role of socio-economic dimensions in regenerating the worn-out urban fabric in Zahedan regions 4 and 5, stepwise multiple regression was used, revealing a significant relationship between the independent variables (economic and social dimensions) and dependent variable (recreation) at P=0.05. Additionally, the Chi-square test found a positive and significant relationship between socio-economic variables, the neighborhood-based approach, and recreation in the study areas (significant level of 0.000 for all variables).   Manuscript profile

Among senses that humans interact with their surrounding is the sense of sight that has the greatest role in enjoying natural environment. The natural environment has a condition that gives calm to the eye of each viewer. For satisfaction of citizens, it is necessary that urban managers consider visual elements in the design of parks. Zahedan as an emerging metropolitan in the South East area, has numerous parks, Mellat Park of Zahedan that is situated on the road of Zahedan to Khash can have  a function in the region. However, this park suffered from serious damage in the terms of aesthetic. This study for determining these damages examined two hypotheses: 1. visitors of Zahedan Mellat Park regarding public preferences, preferred area of designed spaces to other areas. 2. Different age groups in the Mellat Park have different evaluations for visual landscape. This paper is based on public preferences using a classification model quality (Q-Sort) visual assessment of the present situation in the parks based on the tastes of the citizens. According to this model, with regard to the types of landscape existing park space is divided into different area: 1- Area of designed spaces, 2- Area of games and 3- Area of with natural covering. The 495 photos were taken at two different times of the area and with regard to the objectives of the study and a total of 24 images for each area were elected. The images, according to the preferences, were ranked in five categories (very nice picture, nice, ordinary, ugly and too ugly). The results show preferences respectively from the most to the  least important priorities: area designed spaces 40%, natural area cover 38% and of the area games 22% with the preferences of visitors.   Manuscript profile

Viability refers to an urban system in which the social, physical, and mental health and quality of life of all its inhabitants are taken into consideration. On the other hand، the issue of citizen participation in the economic and social development of cities, has been considered in urban development studies and planning since several decades. Therefore, it will be a livable society that cares about the needs of the people of that society, respects their demands, and does not neglect the participation of citizens in the affairs of the city. The purpose of this article is to identify the relationship between social participation as one of the components of social capital and urban livability. To achieve this goal, a descriptive-analytical survey method has been used and to collect information, a researcher-made questionnaire has been applied. To analyze the research data, SPSS، GIS، super decision software has been used. The statistical population includes citizens of the five regions of Zahedan that 383 residents have been selected and studied by cluster sampling with systematic random sampling. The results of ranking the regions in livability indicators show that region 1 as a new region with a proportional distribution of land use and urban services، adequate access to educational and health services، security and urban environment is a relatively desirable region in Zahedan and region 3 with informal and turbulent housing texture is the most undesirable region in terms of social livability. The results of Pearson correlation coefficient test show high correlation between the components of social participation and the dimensions of social viability in the areas of Zahedan; this indicates that the more social participation among the citizens of Zahedan, the better the city is in terms of social viability. The present study aimed to investigate the effect of organizational agility on spiritual intelligence and empowerment of employees of executive organizations in Zahedan. Using survey method and using questionnaire technique, research data was collected from 371 employees of Zahedan city which were selected using Morgan and Kerji sampling table (1975) and proportional stratified sampling method. In order to validate the questionnaire, the qualitative content validity method was used and the internal consistency method was used to measure the reliability of the questionnaire using Cronbach's alpha method. Cronbach's alpha for organizational agility equaled 0.93, for the spiritual intelligence of employees was equal to 0.92 and for staff empowerment equal to 0.89. The findings of the research in bivariate analysis show that there is a significant effect between the variable and organizational agility components, namely, speed, competence, responsiveness and flexibility with two variables of employees' spiritual intelligence and employee empowerment at the error level of 0.01. Moreover, in the multivariate analysis section and in the regression analysis section, it has been shown that the two variables of organizational agility and spiritual intelligence of the employees were 53% (based on multiple correlation coefficient) and 30% (based on the actual determination coefficient) of variance and dispersion the dependent variables explain the empowerment of employees. In this regard, the organizational agility variable with a beta of 0/53 was more than the spiritual intelligence variable with a beta of 0/12 on the dependent variable. In the path analysis section, it has also been shown that the organizational agility variable of 0.35 per employee's empowerment has been directly influenced. Finally, the spiritual intelligence variable of the employees had a significant effect of 0.19 on empowerment of the employees, which was 0.12 directly and 0/07 was indirect. Manuscript profile
