One of the important tools to better present activities towards the specified goals is strategic planning. In fact, strategic planning can be used as an answer to the issues and problems that may occur in the tourism industry. In the core of tourism, such as all business activities, a "tourism strategy" should be drawn. The Meta-SWOT model is a program consisting of one title window and seven shell windows, which aims to guide decision-makers in a coherent and integrated process as well as create a ranked list of strategic priorities. Whereas decision-makers may change their assessments during a planning activity, this tool allows unlimited revisions of institutions. The present study aimed at developing tourism in Karbala city has introduced the Meta-SWOT strategic model in the field of urban tourism for the first time. The study used a descriptive - analytical method. The method of collecting data and analyzing the required information is documented and scrolling. Meta-SWOT analytical method was used to formulate a development strategy and describe the goals, resources, capabilities and environmental factors. The results showed that the most important factor in the development of tourism in the city of Karbala was the Integrated Management, the development of urban infrastructure, the existence of a suitable budget for the municipality of Karbala, the construction and equipping of suitable spaces and security and satisfaction, the holding of special religious rituals and ceremonies during the month of Muharram. Cultural tourism is among recent postmodern approaches in satisfying the cultural needs of today’s world. This study investigates the dynamics of urban tourism places that can affect the attraction of cultural tourists. Firstly, urban tourism places such as historical places were recognized by implementing an analytical approach, and a framework resulting from their constructing factors in the city was defined. Through analyzing the concepts and objectives of this research, the recognized places were identified as cultural tourism places in the city. Secondly, the researcher conducted an analytical approach to identify how these factors influence cultural tourist attraction using cultural tourists’ experiences to complete the framework and the resulting analytical model. Finally, to examine the research hypotheses in an urban area, Paris City was selected as a case study. Cultural tourism places in Paris were categorize into three distinct groups: 1) permanent historical heritage and cultural or natural places, 2) temporary historical heritage and cultural or natural places, and 3) constant emergence of new art instances in the city resulting from revisiting the role of culture and substituting marginal artists and producing real cultural scenes in different urban places. These three groups were assessed using cultural tourists’ experiences to shed light upon the effect of factors constructing cultural tourism placesas well as factors constructing experiences of cultural tourists. Based on the analyses, the results indicated that cultural tourists search for authentic experiences which come along with the presence of city’s everyday life; such pluralist experiences which are creative in their today’s origin that resulted from active participation of cultural tourists in urban places. Such places are defined as connected factors of urban cultural places separately or collectively. These places include historical, natural and contemporary cultural public realms, local public realms, unconventional urban public realms, and recreational business public realms. These joined temporary or permanent open, semi-open and sometimes-close symbolic physical characteristics along with symbolic cultural social actions; interactions with the presence of cultural tourists and formation of cultural meanings based on their understanding from the spirit of the atmosphere produce a symbolic framework. Surely, places containing cultural meanings, such as artistic, historical, national, mythical, scientific, literary, ethnical, social and recreational, present cultural tourists with authentic and pluralist experiences that derived from understandings the life style and cultural meanings of the hosting society in different ways and can play effective role in attracting cultural tourists. It’s worth mentioning that applying such places as a temporary or permanent localities in holding festival activities and events or presenting and introducing them in informal events to separate production and nonproduction for them in city’s everyday life experience, can lead to creation of different meanings and interpretations of such places that rooted in the identity of these places. Creation of such individual readings and having as many understandings as those who experienced the atmosphere in these cultural places can be more influential in forming a creative meanings in attracting cultural tourists. Other influential factors can be socio-economic factors that can be subject of future investigations. Manuscript profile

Due to the importance of accurate tourism demand estimation, the evaluation of estimating approaches is still ongoing. To address this challenge, the current study aimed to present a novel estimation statistical approach for modifying ARIMA to compare with two most prominent soft computing approaches, ANN and SVM. ARIMAadj is the modified ARIMA seasonal adjustment that declares a potential replacement to conventional ARIMA. Current study investigated the accuracy of seasonal adjustment on conventional ARIMA and compared its accuracy with ANN and SVM in estimating tourist demand of Asian countries to South Korea. The results show that the modified ARIMA outperform the soft computing approaches for tourism demand estimation accuracy of five out of six source Asian countries. Therefore, it could be concluded although there is no optimal approach to estimate tourist arrivals with certainty, the findings of this study show that the seasonal adjustment in ARIMA would be a worthwhile model to estimate tourism demand of Asian countries. Today, the development of tourism in various destinations is considered important and has many positive effects. Therefore, the countries that benefit from potential abilities in this field, are continuously trying to allocate a suitable share of the tourism markets by branding. The purpose of the research was to explain the evaluation of internal marketing and environmental citizenship behavior on the development of urban tourism with the role of mediator of urban branding. The research method is practical in terms of purpose and descriptive of correlation type according to the method of data collection. The statistical population of the research includes the citizens of Tehran province in 2023, which were divided into north, south, west, east and center regions. Using Cochran's formula, 384 people were selected as a sample and 420 questionnaires were distributed and 403 questionnaires were collected. The reliability of the questionnaire was measured by calculating Cronbach's alpha coefficient, which was 0.804. Data were analyzed using structural equation modeling and Smart PLS software. The findings indicate that internal marketing, urban marketing, city image and environmental citizenship behavior have been effective on urban branding. Also, urban branding has a significant impact on the development of urban tourism. In this research, urban branding has the greatest impact on the development of urban tourism with a score of (8.931) and environmental citizenship behavior has had the least impact on urban branding with a score of (3.570). Extended Abstract Introduction: Today, the tourism industry is considered as one of the most diverse and largest industries in the world, as it is the main source of foreign exchange income, creating social justice, employment, increasing welfare, cultural growth and a basis for the growth of the private sector and infrastructure development. Economists consider the tourism industry to be the third growing and dynamic economic phenomenon after the oil and automobile industry, Therefore, the development of tourism as a set of economic measures has a great effect on strengthening the foundations of societies, especially from an economic perspective. Today, the growth and promotion of tourism has been widely accepted and placed on the agenda of the government, especially in developing countries. Tourism development provides direct and indirect job opportunities and reduces the government budget deficit. At the same time, it increases the income from taxes for the implementation of economic activities. Tehran province, despite its very rich local, social, cultural, geographical and even economic capabilities, is neglected compared to many provinces of the country, especially the neighboring provinces, and has not been given the attention it should be. The field investigations and also the evidence show that, unfortunately, due to the lack of attention to the tourism industry in Tehran province, the per capita income of this province is almost insignificant. Also, due to the lack of proper management and planning of tourism in Tehran, Tehran is a destination for tourists, which does not bring any special tourism income for the province. This is despite the fact that if the government as well as the Tehran Governorate support tourism in Tehran province in a practical way and with all their power, many problems and problems and even social and economic problems such as unemployment will disappear due to this tourism in the province and Tehran feels a renewed spirit in its body. Methodology: The current research is applied based on its purpose and descriptive correlational according to its type, and based on the model, structural equation modeling method should be used. The statistical population of the research includes the citizens of Tehran province in 2023, which were divided into north, south, west, east and center regions. Using Cochran's formula, 384 people were selected as a sample and 415 questionnaires were distributed and 403 questionnaires were collected. The data collection method of this research was done in the library method and using books and articles, and a questionnaire was also used in the field method. Results and discussion: The demographic characteristics of the sample were reported. Also, Cronbach's alpha, composite reliability, average variance extracted (AVE), and coefficient of determination were used to measure the model, which are reported in table two. The average values of the extracted variance of all 7 model constructs are at the optimal level (more than 0.5). The amount of Cronbach's alpha and combined reliability for all the model structures is (more than 0.7), so the questionnaire has a good and acceptable reliability. The value of R2 for the endogenous constructs of the research confirms the appropriateness of the fit of the structural model. The results of the Q2 criterion for the endogenous structure indicate the appropriate predictive power of the model regarding the endogenous constructs of the research and indicate that the fitting model has appropriate and favorable predictive power. The final results of the confirmatory factor analysis are reported in Table 3. Factor loadings greater than 0.5 have good validity. In graphs 1 and 2, factor loading values and significant coefficients for the questions of each variable are given. In confirmatory factor analysis, the minimum value of acceptable factor loadings is 0.3, the average significance level is 0.4, and the values above 0.5 indicate a high correlation level and strong significance between the factor and observed variables. In the significance coefficients (T values), considering that all the numbers on the paths are higher than 1.96, it indicates the significance of the paths, the appropriateness of the structural model and the confirmation of all research hypotheses. Since the three values of 0.01, 0.25 and 0.36 are defined as weak, medium and strong values for GOF and on the other hand, the coefficient is in a favorable situation (0.651), so the results show that that the fit of the model in the statistical population of the research is appropriate. Conclusion: The purpose of this research is to explain the evaluation of internal marketing and environmental citizenship behavior on the development of urban tourism with the mediating role of urban branding. In this research, 5 hypotheses were tested and the results of the hypothesis analysis indicate that internal marketing, urban marketing, city image and environmental citizenship behavior have been effective on urban branding. Also, urban branding has a significant impact on the development of urban tourism. The t test for all hypotheses is greater than 1.96. Therefore, with 95% confidence, the relationship between the variables is significant. Manuscript profile

Historical contexts serve as significant carriers of ancient heritage, conveying cultural and civilizational messages across generations. The surroundings of the holy shrine in Mashhad boast valuable historical and religious landmarks such as historic houses, mosques, gardens, and caravanserais. However, due to their integration within aging urban fabric, these sites face challenges including visual degradation, structural integrity issues, accessibility constraints, and deficiencies in urban infrastructure. Despite the establishment of regeneration offices, efforts to preserve and maintain these sites have not been entirely successful. This research aims to assess the operational pathology of facilitation offices, particularly focusing on tourism, within the central fabric surrounding the holy shrine. The study employs a mixed-method approach, combining qualitative interviews conducted between 1401-1402 with 28 managers of facilitation offices. Findings highlight critical factors contributing to operational pathology, including the knowledge of urban regeneration experts and related entities (coefficient of importance = 0.184), urban management's perspective on tourism (coefficient = 0.110), financial resource inadequacies within regeneration organizations (coefficient = 0.099), expertise deficiencies among regeneration experts (coefficient = 0.095), reluctance to collaborate with other entities (coefficient = 0.086), and weaknesses in the evaluation system of regeneration organizations. These results prioritize key areas requiring intervention for enhancing the performance of neighborhood development offices in the vicinity of the holy shrine. Manuscript profile

Tourism towns, as a special type of human endeavor in recent years to integrate accommodation and leisure, have created a new need in the field of urban planning theory and practice. In the typology of planning, there is still no general consensus on the classification of this particular type, so in this paper we will try to examine the theories proposed in general and urban planning and tourism in particular, to a theoretical approach in relation to the theory of tourism town planning. On the other hand, by prioritizing physical and social issues in tourism towns, due to the relationship between urban body and community, using a research context of such cases in cities, efforts have been made to orient the general direction towards "physical social planning» of tourism towns. In order to establish the connection between the urban body and social relations in tourist settlements, the process of transforming the feeling of environment into social action in the physical environment has been studied. Finally, by extrapolating Amirkabir tourism town in Arak, the research findings regarding the relationship between the formed body and the sampled community were studied. In order to organize this research, which is of a fundamental type and has been done with the aim of explaining the executive solutions, the "descriptive-analytical" method has been used along with the collection of library information. Finally, the information collected was "comparatively" measured using the researcher's "participatory observation." Manuscript profile
