        The purpose of this research was to design and present the social justice development model in the national policy. The research method was qualitative and quantitative. Research information was collected through interviews. The statistical population of the research included an unlimited number of experts, professors and experts in the relevant field, and 18 people were selected until reaching theoretical saturation. The sampling method was in the form of a snowball, in which the interviewees were asked to introduce people who are knowledgeable about the research topic to conduct subsequent interviews. Primary data were collected through interviews. According to the methodological process, during three stages of open coding, central coding and selective coding, firstly, the codes related to the topic were identified from the large number of primary data types; Then, in the manner of continuous comparison, a concept was extracted from several codes, and in the same way, other codes were also converted into concepts until finally 96 concepts were obtained. In the next stage, some concepts were put in the form of a category so that 16 categories were obtained for this research. The findings of the research showed that 3 categories emerged as the central categories, which include: cultural factors, compatibility with elites, education. Other categories to be presented in the visual model were placed in five categories: causal conditions (3 categories), background or context (3 categories), intervening conditions (2 categories), strategies (2 categories), consequences (3 categories). Next, based on the indicators, components, concepts and categories of the proposed model, a questionnaire of 96 questions was compiled and based on the collected data, the relations of the proposed model were examined, and finally the results showed the significance of the relations and components of the model.         Social justice has always been one of the most critical citizenship rights. Although spatial justice offered new interpretations in urban planning, it has not been comprehensively defined in housing architecture. The purpose of this study is to obtain indigenous definitions and explain the indicators of measuring social justice in Iranian housing architecture. This research has been done to combine qualitative and quantitative methods with the Weighting model of variables with the help of SPSS software and hierarchical analysis. The theoretical approach was based on the indexing method. First, the library-documentary studies, by reviewing the texts and library documents, the different definitions of Eastern and Western philosophers from the concept of social justice have been studied, and related materials have been extracted from reliable sources. In the other part, the views of contemporary Iranian architects regarding the indigenous pattern of Iranian settlement were examined. Then, by a comparative study of spatial justice indicators and critical factors of housing patterns in Iran, the most important factors affecting the measurement of spatial justice in Iranian housing were obtained. Indicators of social justice in Iranian housing were classified into five categories: conceptual, physical, climatic, social-cultural and, visual aesthetics. Physical categories such as symmetry in the plan, geometric form of blocks, variability in the unit area and, the type of proximity of residential blocks have been studied. Conceptual categories were assessed with questions about spatial hierarchy, flexibility within residential units, resident participation, and space security. Environmental and climatic variables were assessed with questions related to light, ventilation and landscape, balcony, area and, variety of common spaces. Social and cultural indicators were assessed by factors such as the existence of shared service spaces, the social interactions in the open spaces of the complexes, privacy, prediction of units and spaces for the disabled, and for the visual factor items such as the variety of block form, use of decorations, Facade and, the effect of building height, uniformity and uniformity of blocks were evaluated. Finally, the criteria were validated through a questionnaire between professors and experts. The results showed: Units' access to sunlight, proper ventilation, and landscape, provision of spaces for the disabled, attention to spatial hierarchy, flexibility and participation of residents in the development of the residential complex and diversity of common spaces, space security, and diverse area are the most important factors in promoting spatial justice in residential architecture and the use of decorations on the facade in social housing received the lowest score. To conclude, while there are several expressions about social justice, we tried to put spatial justice on a scale, which is the scope of architects, with the help of criteria. These indicators can be effective in creating a conceptual model for creating future spaces. This is done to improve the quality of urban life of vulnerable citizens in social housing. In the hope that in addition to creating physical spaces as a shelter, we can further consider social justice, which has a direct impact on increasing citizens' satisfaction. Manuscript profile

        The purpose of this research is Presentation a Whistleblowing Quality Model based on SocialJustice Approach. In terms of orientation, the research is an applied research; In terms of research philosophy, the research method is a mixed type, that is, a combination of quantitative and qualitative methods. In terms of the logic of data collection, the research approach is inductive-deductive, and in terms of the goal, it is an exploratory research. In the qualitative part of the research, based on the content analysis approach, the indicators affecting the quality of Whistleblowing  based on the social justice approach were identified and extracted, and after coding and classifying the identified indicators in their respective dimensions and components, in the quantitative part, Using a survey of the statistical community including 15 experts in the field of auditing, after confirming the validity of the content by the Lawshe  method and screening and confirming the indicators identified by the fuzzy Delphi method, the Whistleblowing  quality model based on the social justice approach in 4 dimensions, 19 components And 49 indicators were presented. Also, using the paired comparisons questionnaire and hierarchical analysis and using the Expert Choice software, the approved dimensions and components were prioritized. The results of prioritization showed that informational, distributive, interpersonal and procedural dimensions of justice are the most important in the quality of Whistleblowing, and about the components, justification of informational decisions, equality, fair distribution of information, transparency and honesty and correctness and sufficient information is the most important component. According to the findings, women more than men and married citizens more than single citizens influenced on sustainable development, thereafter, through Structural Equation Modeling (SEM) and calculating measurement errors other variables of the study influenced on sustainable development respectively (social justice 81%, social indices 44%, spatial justice 36%, poverty alleviation 33%, economical capital 27/0 %, social participation 25%, economical development 16%, social commitment 15%, social trust 15%).         Political participation and the presence of the people in elections are one of the most important legitimizing factors for different political systems. Numerous factors can affect the participation of the electorate and affect its performance. One of these factors is social justice. Therefore, the research was conducted with the aim of influencing social justice on electoral participation. The research method was survey and the information was collected using the questionnaire. The statistical population included people over 15 years of age in the cities of Mazandaran province. The sampling method for multi-stage clusters and sample size is 384 according to Cochran's formula.The results show that the average electoral turnout is too moderate and equal to 2.34. There is a positive and direct relationship between social justice and electoral turnout with a correlation of 0.522. As social justice increases, so does electoral participation. We can also see a positive relationship between the components of social justice and electoral participation. Among the dimensions of social justice, the distributive justice dimension has the most correlation with electoral participation. The result is that in order to increase the electoral participation among the citizens of Mazandaran, special attention should be paid to social justice and its dimensions, and most importantly, distributive justice, and conditions should be provided for increasing distributive justice in society. Considering the role and importance of teachers in the education and community of students, the aim of this article is to investigate the social happiness of Teachers in Tehran and identify the social factors affecting it. The statistical population included teachers from the 20th and 21st regions of Tehran, using a Cochran formula, a sample of 370 of them were selected for study. The research method was a survey and a tool for collecting required data Instrument research has a formal validity. The results of regression analysis and the relationship between variables show that in fact, the underlying factors as well as effective social factors such as alienation, income, religion, dimensions of social capital, life satisfaction, occupation, economic and social status have a significant relationship with the social vitality of the subjects studied.         The purpose of this study was to investigate social justice and social and economic factors affecting sustainable development of Torbat-e Jam city. The statistical population consisted of all individuals aged 20-64 years in Torbat-e Jam city and sample size was calculated using Cochran formula of 500 persons. The sampling method was quota of this city and questionnaire was used for data collection. The findings show that women influence more sustainable development than married men and married citizens more than single men, then using structural equation modeling and taking into account measurement errors of other research variables (social justice 81%, Social indicators (44%), spatial justice (36%), poverty reduction (33%), economic capital (0.27%), social participation (25%), economic development (16%), social commitment (15%) and social trust (15%) all had an impact on sustainable development.         Social justice as one of the most important human ideals has long been considered by thinkers and experts and inequality or the feeling of inequality is the most important cause of injustice. Therefore, under the influence of theories and the will of nations to reduce Inequality and the realization of justice, especially in the modern world, various institutions and organizations have been created. The purpose of this study is to examine the performance of the Social Security Organization in the realization of social justice. The research method is survey and the statistical population is all insured persons of the General Department of Social Security West of Greater Tehran. A sample of 385 people was determined using the Cochran's formula and selected by simple cluster and random sampling. The information collected using SPSS software has been analyzed based on 12 services of the Social Security Organization. The most important obligations and services of the Social Security Organization are pension, disability pension, survivors' pension, unemployment insurance benefit, wage compensation. Sick days are maternity pay, medical allowances, marriage allowances and burial allowances. Data analysis shows that 6.2% of the respondents know that the performance of the Social Security Organization is very bad, 17.4% of the respondents are moderately bad, 34.4% of the respondents are mediocre, 27.4% are good and 14.5% are very good. Are considered moderate. Inferential findings confirm the fact that the impact of the role and position of social security (provision of insurance and medical services) on each of the indicators of social justice are: support system and redistribution (0.77), equal conditions for Access to opportunities and resources (0.71) and entitlement (0.64).         Any changes and fundamental ones in urban environment without attention to training of Human resource is not possible and Human Resource with be enabled by equal educational opportunities. City of Zahedan with a short period of living has not  grown equally in the recent decades which has led to non justice equality especially in the field of education among citizens and zones .The results of this study shows a big difference among citizens regarding to educational opportunities and zone number two is the best and one and three are deprived ones. Among under study indicators the most difference in educational opportunities among zones regarding the indicators of private educational canters and pre elementary is with coefficient of 1.82 and the least difference among indicators of kindergarten and pre elementary is with the coefficient of 0.72. overall, the difference coefficient for all indicators are in high level which shows a severe non equality  among educational centres in urban zone. Another result is that shows ,during recent decade, the trend of distribution of educational facilities in the city of Zahedan is going to no justice in the zone number two and severe non equality and so justice in zones which is a warning to urban authorities and educational planners.            Today's cities are considered as one of the greatest achievements of human culture and civilization in the present era. Looking at the category of urban management from the point of view of justice is one of the most fundamental pillars of urban governance. If social justice is a set of strategies, decisions, laws, behaviors, services, construction measures and social assistance and distribution of opportunities, by urban management (assuming the enjoyment and equal access of citizens), the necessity of realizing justice-oriented urban governance becomes clear. The purpose of the research is to design an urban management model based on justice in the municipalities of Isfahan province. Research method:  a combined method (quantitative and qualitative) was carried out based on the foundational data theory approach, first, a qualitative method was used to count the components of the initial model and a quantitative method was used to determine the validation of the obtained components for the localization and specialization of the model. Findings:  In the open coding phase, 179 primary concepts were extracted. In the axial coding stage, 32 subcategories were classified and finally in the selective coding stage with 5 main categories. The data obtained using the structural equation model and Smart PLS software( version 2 )was analyzed. Conclusion:  According to the presented model as well as the proposed strategies in this research, the social, economic, citizenship and spiritual behavioral consequences will be realized, which will have the greatest impact on the consequences of citizenship.     Manuscript profile

        Indicators of growing popularity of organic food products, such as the rapid growth of organic land cultivation and the continuous growth in demand for these products, are increasing. This study aimed to analysis of factors affecting the behavioral intention of organic crops technology from the perspective of agricultural experts. The statistical population of this study is experts of East Azarbaijan Agricultural Jihad Organization (N = 837). For this statistical population, sample size of 310 was determined using Krejcie and Morgan table and were randomly studied. The data collection tool was a questionnaire. Structural equation modeling technique was used for data analysis. According to field data, there was sufficient evidence to support the significant effect of “organic crops knowledge”, “perceived usefulness” and “perceived risk” on “attitude toward organic crops”. The significant effect of "social justice", "attitude toward organic crops" and "perceived ease of use" on "behavioral intentions of organic crops technology" was also confirmed. . Based on the results, the following recommendations are proposed: more government support, specialized training courses, specialized seminars and targeted debates (especially transgenic agriculture specialists), providing the necessary background for experts to receive courses at abroad, the formation of a committee combining the three sectors of research, education and extension. Seyyed Qutb and Rashid Reza were two Muslim thinkers who theorized about social issues and their adaptation to Islam. This research was conducted with the aim of comparative analysis of social justice and freedom from the point of view of these two thinkers. According to the findings of the research, some political concepts are linked with the concept of social justice in Seyyed Qutb's thought, the most prominent of which are freedom, equality and human rights. According to Seyyid Qutb, the rules of social justice, freedom and equality are important issues that Islam has established and obliged people to follow. Seyyed Qutb based his reform vision for the society on the basis of the realization of social justice and his main goal was that achieving the foundations of Islam, applying its legitimacy and implementing the foundations of Islam will lead to the realization of social justice. Using Cochran sampling formula, 384 people were studied by simple random sampling method using a questionnaire. The collected data were analyzed using SPSS statistical software and statistical tests such as Pearson correlation and multiple Were conducted. The research method was survey and the data collection tool was a standard Finnish questionnaire and a researcher-made questionnaire. The statistical population was the youth of Tabriz and Bukan, the method of systematic random sampling and the sample size were determined in two groups of 771 people. According to the findings, there was a significant positive relationship between perceived social justice and adherence to ethnic identity among Turkish and Kurdish youth in Tabriz and Bukan. The level of adherence to ethnic identity and the level of perceived social justice among the Kurdish youth of Bukan were significantly higher than the Turkish youth of Tabriz. This study investigates the relationship between social justice and social happiness and examines the impacts of social justice on Tehran city's young people’s social happiness in Tehran. Also, the Rout Vinhovens’ theory of life quality and Jamil Saba’s viewpoint about social justice were used. The unit of analysis is young people who live in Tehran. A questionnaire made after review of validity and reliability with cluster random sampling in five regions of Tehran and among the 385 young people. Oxford standard happiness inventory has been employed as one of the measurement scale of happiness. Results show that social happiness between variable of gender, marital status, place of birth, educational degree and age is different. Also, relationship between social happiness and social justice has been proven. Rather, they are conflated: the two ends, like the ends of a horseshoe, are much closer to each other.     In parallel with this analysis, we have claimed that in the center of the horseshoe, or to put it differently, in between the state economy and the economy of the market there is a key factor to the effect that professionalism in administration can best ensure the interaction between the social justice and economic development.   It has also been attempted to put forward the professionalizing concept of management and its establishment laws. In this regard, the selected pattern of the rate of being governmental or freedom of economic system, concerning variables such as political stability and development rate on the one hand, and the existence of bilateral trust in society and professionalism of management on the other hand, offers two matrices for selecting the pattern. According to the frame of the introduced variables which are identified according to this obligatory model, the government's interference in the economic affairs in Iran’s current condition shoud be developed. This study aimed to investigate the relationship between good governance and social justice in Ferdowsieh located in the Shahriyar using criteria such as participation, equality, effectiveness, accountability, and security as the independent variables among which the most influential one in creating social justice was identified in Ferdowsieh. The research method is descriptive and analytical as well as correlational and comparative. The necessary data were obtained using questionnaires. Statistical population of the study included the 30577 residents of city. Using Cochran, 384 questionnaires were distributed among the participants and the results were analyzed using SPSS statistical software. Pearson correlation test was used to reliability of the questions. The explanation of social justice through an independent variable (urban good governance) was investigated through multiple regression. The results show that urban good governance with a coefficient of 0.712 has a significant correlation with social justice in Ferdowsieh and also with increasing the amount of urban good governance from the viewpoints of the citizens, the social justice in the city will be increased in Ferdowsieh. 41.5 percent of realizing the city's social justice is caused by the independent variables of good governance; moreover the variable with the regression coefficient of 0.497 in Ferdowsieh has the greatest impact on social justice.     Manuscript profile

        In today world, with the communication technology and skills progression, the citizens’ expectations from the urban managers grow up. Because of this, the municipalities make efforts to recognize the citizens’ expectations and boost the service providing process quality and also to measure their satisfaction level. Seeking solutions to resolve the citizens’ problems and enhance urban management approaches have been proposed, one of which is known as “urban good governance”. The current research aims to measure Kiasar town dwelling citizens’ satisfaction with urban managers’ performance and the municipality .The research has been done by descriptive-analytical method and is of applied studies. The urban good governance measurement indicators have been extracted from documentary references and interviewing with the experts .The sample size has consisted of 250 subjects chosen out of 5000 Kiasari citizens .The study derived results indicated that urban good governance of Kiasar is in average status and even in social justice dimension, transparency, receptiveness and responsiveness to the citizens aren’t in appropriate condition. In addition, to analyze the relations between good urban governance, structural modeling and path analysis have been applied .The results displayed that among the extracted indicators, receptiveness and responsiveness with coefficient 0.197 have had the highest effect and the indicator known as participation with coefficient 0.743 has had the lowest impact on urban good governance in Kiasar town.         Social justice is one of the most important urban management and planning issues. Paying attention to the importance of equitable distribution of services and facilities in urban areas is one of the most important factors in reducing neighborhood inequalities and increasing the level of social welfare and sustainability of urban life. In this study, 12 areas of Babol city were ranked according to 5 criteria and 44 sub-indices in terms of urban services and facilities by multi-criteria decision making models. The research method is descriptive-analytical and has been developed to collect pesticides and minerals. According to the results of the regional rank 3 with the highest rate and region 12 with the lowest rank. Also, the distribution of indicators and variables in the areas of this city is not fair and harmonious, as service distance decreases with increasing distance from the city center.         In the history of man several phenomena have been considered as effective factor in formation and shaping of nations. Among the most important factors one can refer to territory, language, religion, history, ideology and common race. But the history is a witness to the fact that in many cases despite the existence of such factors, nations had formed which did not last long. If one assumes that the base of the formation of nations ere the existence of the above said factors, there are evidences in history which rejects the above hypothesis. The present article by a rejectionist approach and by an interpretive and history research method analysis of texts and indirect collection of data and documents, investigates the cases which the first hypothesis is being challenged, then it concludes that nation-building will be sustainable when the development of a nation is based on social justice and other effective factors like territory, language, religion, ideology. In other words the effective factors in nation- building will lead to sustainable nation-building when these factors are mixed with justice. The finding of the study substantiates the hypothesis that effective nation-building factors once mixed with social justice will lead to sustainable nation-building.         The purpose of this study was to design and validate a social development model with a mixed method in the neighborhoods of Zanjan. In the qualitative part, the data foundation method was used and in the quantitative part, the structural equation modeling method was used with emphasis on the partial least squares approach. The statistical population of the qualitative section was the experts of the scientific community and academic experts who have executive backgrounds at the decision-making levels and are called knowledgeable experts. In a small part, the descriptive-analytical research method was causal in a survey method, the statistical population of which was the residents of 25 neighborhoods of the city, whose number according to the documents of the Statistics Center of Iran in 1397 was 430871 people. The sampling method was cluster and purposeful in the neighborhoods. Using Cochran's formula, 384 people were selected as the sample size and a researcher-made questionnaire was distributed. The results of the qualitative section showed that the social development model includes 5 dimensions, 19 components and 52 indicators. After presenting the model, based on 5 dimensions extracted, hypothesized and the impact of the dimensions of social solidarity and harmony, social justice, quality of life, social security and ethics of social development on social development using structural equation modeling with Smart- Pls software was evaluated and the effect of each dimension was determined. In the qualitative part, the data-based method and in the quantitative part, a structural equation modeling method was used with an emphasis on partial least squares approach. The research population of the qualitative section consisted of knowledgeable experts, that is, experts of the scientific community and academicians who have executive backgrounds at the decision-making levels. Targeted sampling method was used to determine the samples of these experts. After interviewing 12 knowledgeable experts, theoretical saturation was obtained and the semi-structured in-depth interview process was completed. In the quantitative part, a causal type descriptive-analytical research method was used via a survey. the research population consisted of the residents of 25 neighborhoods of the city, whose number according to the Statistics Center of Iran in 1397 was 430871 people. Using Cochran's formula and a cluster and purposeful sampling technique, 384 people were selected as the sample.         Every city goes through ups and downs in order to achieve prosperity; Sometimes factors contribute to its flourishing, and sometimes some problems put this flourishing at risk. A clear understanding and use of these factors is important in planning and reforming policies and supporting some of the structures and mechanisms that influence prosperity; For this reason, it is necessary to know the factors that encourage and hinder prosperity in any city. The purpose of this study was to investigate and evaluate the effects of urban flourishing on urban viability in Saravan. This research is applied based on purpose and descriptive-analytical research based on its nature and method. Data collection was done through library resources and survey. The main research tool is a questionnaire. The statistical population size was 60014 people and the sample size was 384 people based on Cochran's formula. The results of one-sample t-test show that Saravan city is not in a good position in terms of urban prosperity indicators. Quality of life index with beta value of 0.314 had the highest and production ability index with beta coefficient of 0.126 had the least impact on the viability of Saravan city. Infrastructure index with beta coefficient of 0.254, equality and social justice index with beta coefficient of 0.212 and environmental sustainability index with beta coefficient of 0.158, respectively, in the second to fourth ranks of the most influential urban prosperity indices on They are located in the city of Saravan. Also, among the indicators of urban prosperity in Saravan, the infrastructure index with an average of 3.235 has the highest average and the environmental sustainability index with an average of 2.277 has the lowest average. The distribution of the ideal and proper services and the enjoyment of social welfare is not a new issue but it has been influenced by our past performance as the welfare of the future will be affected by our present performance This research has investigated the space distribution of public urban services within  the Kermanshah city.For this, 21 compilations have been used and the distribution of public urban services has been investigated within the 5 districts of Kermanshsh city.For determining the degree of development within the five districts of Kermanshah city the taxonomy technique was used .The result indicated that the central district of Kermanshah is the most developed urban district within this city.. In addition, GIS technique has been employed for identifying the performance radius of the public urban services; Also, the enjoying and unenjoying districts have been identified. The findings of the research indicate that the space distribution of public services within this city has been accomplished much inequitably and it requires further public services. Moreover, this investigation indicated that in relation with dwelling indicator, there is a significant relationship between the average price of lands and per capital income and rental payments . It means that , the  more the income and the rental payments within the concerned urban districts , the higher the price of lands. This factor has led to the formation of the enjoying and unenjoying districts . The cash subsidy is one of the ways to income transfer and its good distribution with support the low income groups. Regarding to this fact, the present research aimed to study the effects of this program on rural households' life as the main portion of the low income groups. This research is a descriptive – analytic one. The statistic so city is the head of the 919 households in azadloo countys villages which 270 samples among them were selected (based on cochruns table). The validity of the quastionaire has been accessed by a number of subject specialists and academicians, and its reliability has been measured by using Cronbach's alpha (was found 0.73). Data analysis was held by some statistic tests such as the Chi - Square test, Kramer V-test, Kendall W-test, Friedman test, MC. Nemar test, Wilcocson W-test, Mann – Whitney U-test, Single T-test, Kolmogorov – Smirnov test, Kroscall – Wallice test, Pierson Correlation Coefficient, Regression, Variance analysis and Contingency Tables in SPSS softeware. The results show that the cash subsidie has led to increase the size of the household (have more child) because of the more cash subsidies, and it has increased the satisfaction, saving, power of purchase and self-reliance.         Objective: Understanding the development of social justice and its related components has opened a new strategy beyond the perspective of libraries to enter them in an operational way. The purpose of this study is to provide a model for the role of public libraries in development of the social justice sense among the society.Methodology: The present study is applied in terms of purpose and is done by correlation method. The information is gathered by field study.  In this study, a combined qualitative and quantitative method was used. For this purpose, first Delphi method was used to collect qualitative data and then quantitative data were collected through a questionnaire. The Delphi questionnaire was used to collect data in the qualitative part and the questionnaire was used in the quantitative part. Experts' opinions were used to evaluate the validity of the questionnaire and Cronbach's alpha was used to evaluate the reliability, which was obtained 0.79 and confirmed. The statistical population in this study includes subject matter experts in the field of Information science and librarians of public libraries in Iran which are divided into five sections: north, south, west, east and center and by non-random method available 22 subjects were selected as the sample size. SPSS statistical software was used to measure the results of the questionnaires.Results: The results showed that the dimensions of the model included cognitive factors, motivational factors, professional and specialized factors, cultural factors, communication factors and management factors that have coefficients and values ​​of T (0.655, / 45, respectively). 5), (0.712, 7.48), (0.489, 3.38), (0.566, 4.78), (0.576, 4.85) and (0.492, 57.5) 3) There are positive and significant effects on the role of public libraries in the development of social justice.Conclusion:  According to the research findings, it can be said that attention to the development of public libraries can be considered as effective factors through cognitive factors, motivational factors, professional and specialized factors, cultural factors, communication factors and managerial factors.         The current research was carried out with the aim of the pathology of the realization of social justice based on this article. This research is based on the purpose of an applied-developmental study and based on the method of data collection, it is a non-experimental (descriptive) study of the cross-sectional survey type. Also, in this study, a mixed research method (qualitative-quantitative) was used. The community of participants of the qualitative part includes professors of public administration and managers of the Ministry of Welfare, who were selected by the purposeful sampling method and theoretical saturation was achieved with 11 interviews. The statistical population of the quantitative sector includes experienced experts of the Ministry of Welfare. Sampling in the quantitative part was also done with a simple random stratified method and 217 people participated in this study. Thematic analysis method and MaxQDA software were used to analyze the data in the qualitative part. The research findings showed that accountability and solving class gap are in the acceptable area. the other hand, equality use of services, cooperative system and equal social welfare, optimization of the tax system, accountability, and ultimately the realization of the social justice model are not in a suitable state.         The concept of freedom and social justice is one of the ideal concepts that have a special place in social life and people want to define it in the individual and social arena. It seems that the concept of entitlement is one of the elements of social justice that by learning in the society, people get their deserved rights. Freedom as a human right can be realized with justice. Therefore, the basis of social justice is the necessity of creating a civil society and determining the rules that are the understanding of people in the society as the attribute of rules, establishing, implementing and enforcing rules to regulate social relations to limit freedom to provide interests and interests of all. This study, with the descriptive-analytical research method based on library sources, seeks to formulate the relationship between social justice and freedom in various discourses and Nahj al-Balagheh and to explain the possibility of the realization of these two concepts in social life in these discourses. The way of approaching the discourses about the conflict between freedom and social justice is not the same. Some of them vote for the priority of freedom and some of them for social justice, but Nahj al-Balagheh considered interaction and presence of these concepts to be valid in the social arena. The purpose of this study is the evolution of social justice in the allocation of resources to national championship sports. The research method is descriptive-analytical-comparative survey. A total of 252 people, including the presidents, experts and executives of the country's sports federations, answered the standard questionnaire (Mahoni and Petrosco, 2007). Analysis of covariance (ANCOVA) was used to test the hypotheses and Friedman test to prioritize the principles of resource distribution in national championship sports. Confirmatory factor analysis using LISREL software was used to present the model.
