        The increasing complexity and uncertainty in the various processes of human societies have made it very difficult to identify influential future events by generalizations to the past. Instead of recognizing a state of the future, futures research studies alternative futures and offers future-oriented strategies for building the future. This study aimed to explain the future image of the management system of government organizations and the procedures to promote this system in the four layers of Litany, social, discourse, and metaphor based on the method of Causal Layered Analysis. Innovations in this approach make it possible to move from the present to the future by identifying the root causes of a phenomenon in four layers. Moreover, after identifying and explaining the factors affecting the future of a phenomenon, we are enabled to formulate strategies for taking measures and moving from the future to the present. After reviewing the research literature and forming a panel of experts in four stages with 12 experts, we identified the future image of the management system in four layers. Then, we presented five strategies at the level of metaphors, seven strategies at the level of discourses, 21 strategies at the level of systems, and 16 strategies at the level of Litany that can be used to develop and implement the necessary policies to improve the management of government organizations.         Background: Performance management in government organizations can be the basis of planning the country's administrative system and the social framework in this area can make the mission of providing quality services and excellence in this area more dynamic. Objective: To provide a performance management model with a social approach policy. Method: The research was developmental in terms of purpose and exploratory and confirmatory factor analysis in terms of mixed method (qualitative and quantitative). In the qualitative part of theoretical sampling, texts related to the social areas of the organization were used. The method of data collection in the qualitative part of the survey method was used with open, axial and selective coding approach and using the quantitative method of textualization of texts. In a small part, it was a survey method with a questionnaire distribution approach. In the qualitative phase of determining validity, the Lavache model was used. Results: In the quantitative phase, the face validity of the questionnaire was determined based on the opinions of experts and professors. Cronbach's alpha coefficient was used to determine the reliability and statistical analysis of the data was performed using SPSS 22 and smart-PLS software. Conclusion: The social performance management model of government organizations was presented in 10 dimensions, 39 components and 136 indicators.  Manuscript profile

Implementation of leading diversity management policies for sustainable human resource management Their work is also considered very constructive.Objective: The aim of this study was to design a conceptual model of diversity management in Iranian government organizations using data foundation theorizing method.Methods: In terms of research paradigms, this research is in the interpretive group and the interview technique and purposive sampling method have been used to collect data. The interviewees of this study were prominent experts and managers of government organizations. The research data were analyzed by open coding method and conceptual, main and macro categories were extracted and finally the diversity management model was presented, then quantification and use of structural equations were approved by Smart PLS software paradigm model.Findings: According to the results in the field of causal factors such as stereotypes, law enforcement, skills, organizational goals were identified. Factors were also identified and determined in other areas.Conclusion: According to the results, the conceptual model of diversity management in Iranian government organizations was identified in six areas.         Today, cities, especially megacities, are facing various problems that the traditional urban management has lost its efficiency. To solve the problems, achieving sustainable urban development requires an integrated urban management. The multiplicity of management and incoherence of the government organizations in charge of city affairs is one of the most important challenges of the management of the metropolis of Tehran. The aim of the present study is to investigate the feasibility of integrated management. The government organizations of Tehran metropolis, the approach is prospective, applied-developmental research, and its method is descriptive and analytical. Data collection is using library and field studies, and the statistical community consists of a group of urban managers and experts in urban studies in Tehran. The matrix based on statistical indicators with two rotations of data has 100% desirability and optimization, which indicates the high validity of the questionnaire and its answers, and what can be understood from the page coverage of the effective factors of the integrated management of government organizations in the metropolis of Tehran, the instability of the system Is. The results of the research show that the effective indicators of the integrated management of government organizations and the future performance of the city of Tehran are, respectively: the center of extra-organizational leadership, coordination and interaction between organizations, the participation of organizations and citizens, efficiency and effectiveness, and transparency and accountability.         Background and Objective: The category of occupational health and safety management, which is one of the most necessary and legal requirements of the workplace, includes a wide range of issues, standards, programs, instructions and sometimes strategic assignments, which can only be implemented through the systematic application of methods. Appropriate management will be possible. The purpose of this study is to design a feasibility model for the establishment of occupational safety and health management system in Iranian government organizations.Material and Methodology: This research is an applied research in terms of purpose and is in the category of applied developmental research. The statistical population of this study consists of two groups. The first group is 40 experts and the second group is all employees of government organizations in Kerman province with a volume of 77528 people. The sample size in this field was determined to be 384 people using Cochran's formula. The research instrument is two questionnaires: effective and determining factors in designing the model of occupational safety and health management system and predisposing factors in feasibility of establishing occupational safety and health management system, the validity and reliability of which by Kahouripour et al. In government organizations Iran has been evaluated and approved, so that the value of Cronbach's alpha for the variable of occupational safety and health management system is equal to 0.992 and for the variable of feasibility of the establishment of occupational safety and health management system is equal to 0.986. Data were analyzed using SPSS and Smart Pls software.Findings: Based on the research findings, the designed model regarding the feasibility of establishing an occupational safety and health management system in Iranian government organizations has been approved. Their components have a positive and significant effect on the feasibility of establishing an occupational safety and health management system.Disscotion & Conclusion: Considering the comprehensiveness of the research, the results of this research can be considered as a tool for empowering managers in the field of up-to-date knowledge of occupational safety and health management system and feasibility of its establishment in government organizations. Results: There is a positive and significant relationship,between transformational leadership, innovative work behavior and scouting behavior. Therefore,suggested that managers with a transformational leadership style, create a good atmosphere for increasing the scouting behavior in organization, and thus, increase the motivation of employees to innovative work behavior.         This research was conducted with a developmental-applied purpose and with a descriptive-analytical nature in order to identify, explain and measure the effective organizational characteristics in the formation and occurrence of political behaviors in government organizations in a combined (qualitative-quantitative) method. In the qualitative section, using Delphi method, 20 professors and scientific experts were selected as Delphi panels with a combined method of judgment- snowball and were surveyed with a researcher-made questionnaire that organizational components including performance appraisal system, payroll and reward system, Participation in decision making, policy making of managers, organizational justice, progress and promotion, resource scarcity, ambiguity in staff goals and strategy and tasks, organizational conflict and organizational structure were identified and explained. In the quantitative section, based on the results of the qualitative section, a researcher-made questionnaire was designed and distributed among 284 employees of the oil industry in Gachsaran region who were selected by simple random method. The data were analyzed using structural equation modeling and the results showed that the above ten organizational components are significantly related to the formation of political behavior.         AbstractThe present study by identifying and determining the drivers of complexity affecting the performance of complex government organizations, the researcher designed a paradigm model of complexity drivers and defines complex government organizations. To achieve this, it conducts research using a combination of qualitative and quantitative methods. The researcher uses open source, axial and selective data method to analyze the interview data. To validate the initial model, the quantitative method "Content Validity Evaluation of CVR" has been used. After validation, 123 focal variables were identified in the form (causal conditions of 14 categories, phenomena 13, action / interaction 21, consequences 14, intervening conditions 39 and context 22 categories) with these drivers paradigm model of complexity drivers in evaluating the performance of organizations The Iranian government complex was designed. Likewise, costly activities in performance procedures or in the whole company will be reduced to the minimum level as a result of BRP. BPR usage and its advantages are well identified and appreciated in the private sector. However, there is an information gap concerning implementation of BRP in public sector and government organization. Accordingly, the present study attempts to investigate the effect of public sector on the success of BPR performance and settling the predictable challenges including human and technical categories in the process of BPR performance in governmental organizations. Attempts are made to explore whether paying attention to special features of governmental organization have any effect on BPR performance in such organizations, as typically predicted by experts.         In this research the obligation of enjoining righteousness and forbidding evil in academic centers, and the effective social factors on university students’ tendency toward righteousness were identified. For surveying the relationship between identified variables and students' tendency toward righteousness, 420 students of province were selected as the statistical sample. They were selected randomly from the state, Azad and Payamnoor universities of Tabriz, Maraghe and Heris who were studying in different majors. The required information was gathered by a researcher –made questionnaire. After interviewing and gathering the data, the SPSS software was used for statistical analysis. The results of analysis show that, the students' tendency rate toward righteousness is slightly more than the average. Also, the tendency rate of Payamnoor students was more than students of Azad and state universities, and also, the tendency rate of students of human sciences was more than the students of technical-engineering and basic sciences. Moreover, the analysis show that, there is a relationship between the religious tendencies of students, their family, the performance of public organizations, the performance of executives, professors and university staff, friend or civil groups, lawful necessities, kind of university and educational field, dimensions of social-economic base of students' family, and tendency toward enjoining righteousness and forbidding evil.         Organizational stress, in addition to threatening employees’ health,adversely affects the quality and quantity of their performance. The aim ofthis study was to determine the relationship between the performance ofmanagers and employees’ stress in Kerman public organizations. The studywas a descriptive-correlation study performed after stratified randomsampling. A total of 300 questionnaires were distributed among theemployees. To determine the correlation, Spearman correlation test, toanalyze the data log–linear analysis, and to compare the variables chi-squaretest were used. Data analysis was performed through spss18. There was asignificant relationship between employees’ stress and the performance ofmanagers. Stress was significantly higher among female, married, olderemployees, those with educational level of bachelor and higher and thosewith less than 20 years job experience. Regarding the importance of humanresources in the development of societies and in order to achieve the goals ofhealth system and sustainable development, policy makers and humanresource managers could implement strategies to increase the efficiency ofresource managers and their ability to benefit from available resources moreefficiently.         The crafting of a common national spirit, referred to as nation-building, has been the prime objective of political systems throughout history. Nation-building is a process whereby citizens gradually arrive at a self-understanding of their common and unifying factors and take steps towards its evolution. During the process of nation-state building, political and social structures are formed to meet mutual needs. Through such interactions, efficient and development-oriented political, economic, and social structures, which form the basis for sustainable and genuine development, naturally emerge through interdependency. As a result, this research was conducted with a qualitative approach to reexamine the themes of nation-building on the path to sustainable development in Iran. The research method employed thematic analysis based on Clarke and Braun's (2006) model. The data collection instrument comprised semi-structured and in-depth interviews, which were analyzed using open and axial coding. The research population consisted of academic experts in the field of management, with data reaching saturation level after 12 interviewees. Validation was ensured through member checking and external audits. The results reveal that nation-building, as an overarching theme in the path to sustainable development in government organizations, consists of two themes: drivers and inhibitors of nation-building, comprising 83 components as major themes. This process aims to foster solidarity and cooperation between people and different organizations, with the goal of achieving sustainable development across social, economic, and environmental levels. It serves as a strategy to strengthen solidarity, unity, and national cooperation, ultimately reducing conflicts based on commonalities rooted in mutual national interests. Manuscript profile

        The purpose of this research is to provide a model of organizations affected by organizational morale attacks and the consequences of these attacks in Iran's government organizations. The current research is a descriptive exploratory type in terms of the fundamental-applied goal and in terms of the method of doing the work. A mixed method (qualitative and quantitative) was used to conduct the research. The statistical population of the qualitative stage included university experts in the field of public administration and for the quantitative stage, 338 people were selected by the cluster sampling method. The data collection tool in the first stage includes a semi-structured interview and two Delphi stages (closed questionnaire) and in the second stage is a 55-question questionnaire. Qualitative data analysis was done using foundation data method and MAXQDA software, and quantitative part data was done using structural . The results showed that in the qualitative part, 20 organizing themes and 4 comprehensive themes of the consequences of trauma and 8 organizing theme indicators and 2 inclusive themes of the characteristics of the affected organizations were identified. Also, in the quantitative part, the research model has been confirmed based on the result of the second-order factor analysis, and the R2 index about the characteristics of organizations affected by emotional shocks is equal to 0.633 and about the consequences of psychological shocks is equal to 0.617, which means The fit of the structural model is generally strong.         One of the important phenomena that threatens organizations today is emotional and psychological traumas that are created in organizations and lead to destructive consequences. The purpose of this research is to provide a model of morale in Iran's government organizations. The current research is developmental-applicative in terms of its purpose, and in terms of the method of doing the work, it is mixed of the exploratory type. The statistical population of the research in the qualitative stage included university experts in the field of public administration and the statistical population of the quantitative stage included all the employees of the Ministry of Industry, Mines and Trade. The results showed that in the qualitative part, there are 27 organizing themes and three comprehensive themes of the factors that cause morale in government organizations, 20 organizing themes and 4 inclusive themes of the consequences of morale attacks, and 8 indicators of the organizing theme and 2 inclusive themes of the characteristics of organizations.         The purpose of this research is to identify the drivers of the formation of anti-citizen behaviors in the employees of government organizations. Based on the purpose, the current research is applied and from the point of view of how to collect data, it is mixed research (qualitative-quantitative). The tool for collecting data in the qualitative part is the interview and in the quantitative part, a questionnaire. The research community in the qualitative part included university experts and government department managers, 15 people were selected based on the purposeful sampling method. In the quantitative part, the statistical population of the research consists of all the employees of the government offices of Ilam province, numbering 29,240 people (according to the Iranian Statistics Center), of which 379 people were selected as a sample using the simple random sampling method and using the Cochran formula. The data collection tool was a semi-structured interview in the qualitative part and a researcher-made questionnaire in the quantitative part. The qualitative part of this research was done using theme analysis. In the quantitative phase, the structural equation test was used for the confirmatory factor analysis of the questions. In this research, K.M.O statistics and Bartlett's test were used to determine the appropriateness of the data for factor analysis. The t-statistic was used to verify the obtained indicators. The results led to the identification of 10 themes in the form of three main concepts individual factors, organizational factors, and management factors. The model fit results showed that the model has good validity and fit. The results of Vicor's ranking showed that aggression, organizational injustice, and gossip are ranked first to third among the most important drivers of employees' anti-organizational citizenship behavior, respectively. Organizational resilience to crises has been one of the most important theoretical and practical concepts in the management and organizational literature in recent years. Today, despite the importance of resilience and its widespread use in various fields related to organizational resilience, there is a limited theoretical and practical understanding in its evaluation and measurement. The purpose of this study is to identify the dimensions and components of organizational resilience. The research method is qualitative-quantitative. This research is applied-developmental in terms of purpose and descriptive-survey in terms of data collection. The statistical population of the study includes government managers who have at least 10 years of experience. In order to sample in the qualitative part of the theoretical saturation method and in the quantitative part based on the number of extracted components, the number of samples was determined. The results indicate that resilience in government organizations of Kermanshah province includes components; Values are planning, organizing, coordinating, learning, agility and cost control.         The present study aims to identify the dimensions and components of organizational inactivity in government organizations in Gilan province. The research method is applied according to its purpose. Also, based on the research design and in terms of data collection, the present study is a descriptive (non-experimental) research and two methods of documentary study and fuzzy Delphi study have been used to collect information. The statistical population of this study includes 10 experts, pundits and academic experts (university professors in the field of management) who were purposefully sampled and their opinions were extracted and refined using fuzzy Delphi method. An analysis performed by fuzzy Delphi method to determine the dimensions and components of organizational inactivity in government organizations, and a total of 3 dimensions, 12 components and 84 indicators for organizational inactivity in government organizations have been identified and confirmed. Individual dimension consisting of two components, group dimension consisting of two components, organizational dimension consisting of three components, environmental dimension consisting of two components, human and educational dimension consisting of two components have been identified. Cheerfulness in government organizations plays an important role in promoting productivity and increasing employee motivation. Therefore, in order to create a lively atmosphere in government organizations, comprehensive measures must be taken to achieve better and faster organizational goals.          Objective: The purpose of this study is to identify the factors affecting justice in the process of attracting and hiring human resources in Iranian government organizations.Methodology: The research method is mixed (quantitative content analysis method - quantitative method)Results: Factors affecting justice in the recruitment and employment of human resources were divided into two general categories of external and internal factors. 4 cultural, economic, social and political dimensions were identified as external factors and 3 dimensions (management of ethics, values ​​and culture), individual and internal as internal factors and a total of 2 factors, 7 dimensions and 48 indicators were identified in the 3 mentioned processes.To assess the impact and prioritization of the components, a researcher-made questionnaire was distributed among 214 managers and senior human resources experts of government organizations. Data were analyzed using binomial test and Friedman test.Discussion: Political, social, cultural and economic factors have an effect on attracting justice-oriented, respectively.         The One of the topics in management, especially in the field of human resource management, is the concept of social wear management. Social wear is the negative behaviors of employees during their service in the organization and weakens the individual's abilities. This research was a general qualitative research. The study population consisted of experts, managers, deputy managers, experts of government organizations (technical and professional, municipal and social security) and faculty members of universities in East Azerbaijan province, 26 of whom by sample Targeted selections were selected. For data validity and validity, the method of reviewing participants and reviewing non-participating experts in the research was used. Data were analyzed by content analysis method and using Max QDE qualitative data analysis software in three stages including open, axial and selective coding. Based on the findings of this study, 55 open codes were extracted and these codes were divided into 14 components and finally turned into three dimensions. Findings indicate that value management, attitude and behavior management, employee empowerment, professional ethics development and tolerance and stress strategies play a key role in managing the social wear and tear associated with peer communication. Process management, authority and task management, career path management, and organizational culture management were recognized in social wear management related to the manager-employee relationship. The present study was applied in terms of purpose and descriptive-survey in terms of method. The statistical sample size was estimated to be 356 people using Cochran's formula and were selected by stratified random sampling. The data collection tool was a researcher-made questionnaire. The purpose of the present study is to provide a model of flexibility of human resources in the conditions of integration. The research method is practical in terms of its purpose. The present research is mixed. The participants of the research are human resources specialists and experts who worked in the ministries of sports and youth before and after the merger, and university experts including professors in the field of human resources who have been teaching and researching in this field for at least 10 years. give In the current research, among the types of mixed research methods, an exploratory design of categorization type was used. In this project, qualitative data was first obtained through structured interviews, and in the second step, we will examine the relationships between indicators and factors of the model using interpretive structural modeling, and then use the Mic-Mc matrix to examine the degree of dependence and influence of each factor.
