Therefore, the correct implementation of education policies to achieve the set goals is very important. . Objective: The aim of this study was to design a model for implementing the policies of the Ministry of Education using interpretive structural modeling . . Methods: This research is a mixed method, based on qualitative and quantitative research and inductive deductive research. The statistical population of the study is the experts of the Ministry of Education who were selected as sample members using purposive sampling method based on the principle of theoretical adequacy. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire whose validity and reliability were confirmed using CVR index and Kappa Cohen test and content validity and reliability of retest, respectively. Research data were analyzed using interpretive structural modeling . . This dissertation highlights the key factors behind the success of the country's universities. A study of the records shows that universities in countries with specific brand structure have a greater chance of attracting international students. Of course, the impact of those universities on education and research cannot be taken into account. With these considerations in mind, this paper examines the impact of government structure, brand and academic status on the attraction of international students. For this purpose, referring to the statistics and information of 23 countries that are more or less in the geographical area of ​​the Islamic Republic of Iran, which have some features in common with our country, ranking their universities (of course in terms of country statistics) and Using the partial least squares method, the general attraction model of international students is designed. Objective: The present research is aimed at providing a rational model in public policy of Islamic Azad University Education System. Methods: Methods In this study, is the Delphi method. In order to identify the components of the research, theoretical foundations of research and the components of the experts have been used. The research experts are the board of trustees of the Islamic Azad University who were selected by snowball method. Shannon entropy technique has been used to analyze the data to rank the components of the components. Findings: The research findings are 69 indicators, 13 components and 3 categories in the field of policy rationality.Economic rationality has been achieved with the highest importance and legal rationality with the least important factor.         Background and Aim: Undoubtedly, one of the consequences of the monetary activity of banks and credit institutions is the emergence of delinquent receivables, which has a significant impact on the economic system. In addition to reducing the profitability of banks, this slows down the circulation of liquidity in the economy, the lack of timely allocation of credit to productive demand in industry, mining, trade and agriculture, and ultimately the economic downturn. The purpose of this study is to introduce Sepah Bank model for collecting Sepah Bank overdue receivables. We are also looking for the dimensions of the components and indicators of the Sepah Bank arrears collection model and what are the relationships between these dimensions and components. Method: The statistical population of this study includes 323 employees of Sepah Bank. Using simple random sampling method and Morgan table, 181 people were selected as the sample size. The method of data collection is content analysis and Delphi technique. The research environment has been the first-hand sources of reputable databases in the period of 2009 to 1399 in the field of collection of overdue bank receivables. The number of samples in the qualitative section, including 20 experts for surveying, analysis and coding of the researcher, reached theoretical saturation. The sampling method was purposive. Confirmatory factor analysis techniques have been used for inferential data analysis. Finding: Environmental factors with a factor load of 0.707 and a T-statistic of 4.992 have a direct and significant effect on the pattern of arrears collection. Therefore, environmental factors have a positive and significant effect on the pattern of collection of arrears. Organizational factors with a factor load of 0.630 and a T-statistic of 3.120 have a direct and significant effect on the pattern of arrears collection. Results: Organizational factors have a positive and significant effect on the pattern of receipt of arrears. Legal factors with a factor load of 0.581 affect the pattern of receivables.         The expansion of information technology and the emergence of modern communication systems have caused the design, policy, and structure of organizations to undergo changes and reforms. Taking into account the change in the media value chain, the role of regulators in managing the situation also changed. New changes, especially the fading of communication and information technology management boundaries, have forced regulators to review the appropriate models. Considering that Satra operates as an active regulator in the field of surrounded audio and video media, it is necessary to review its performance identify its policies regarding licensing, and examine the challenges facing Satra and active platforms in this field. This research will be conducted with a qualitative method and using library-documentary studies and semi-structured interview techniques. During the implementation of the research, 4 comprehensive codes, 43 organizing codes, and 160 basic codes were counted and analyzed with Brown and Clark's thematic analysis approach. In this way, the most important results of the research can be declared as the necessary legal gap to prove the position of Satra as well as the supporting laws for follow-up in judicial reference.         Aim of Rsearch: The aim of the present research is assessment of the governmental executive policies adopted for providing low-income groups with housing in city of Mashhad. Using descriptive-analytical method and by ranking executive policies of the government on providing housing for low-income groups (i.e. policies related to developing new towns, regulation and empowerment of informal settlements, Mehr housing development project, and renovation and revitalization of urban distressed areas) these policies are assessed and evaluated. The tools employed for data collection include field investigation, questionnaire, interview, library method and documentary research. The questionnaire needed was so designed to determine, with the aid of Likert scale, the potentials of economic, social, institutional-managerial, and interactive-participatory development enhancing of each policy and also capability of such policies in improving housing indicators, and ultimately, make it possible to assess the rate of success and also ranking of the implemented policies. Research Findings:The potentials of economic, social, interactive-participatory and institutional-managerial development enhancing come first through fourth in ranking, respectively, and are numerically in the same level. And finally, capability of such plans in improving housing indicators are at the top of the ranking and have played the most significant role in providing housing for low-income groups in metropolitan city of Mashhad.         The purpose of this research was to specify a structural model in order to estimate the impact of policymaking factors (financial policy and energy policy) on institutional components related to the risk management in agricultural and rural areas of Rostov on Don. At the first stage, we explored and ranked a risk profile in agriculture based on the Rostov situation including climate, production, socio-economic, agricultural market, labor market and land regulation. At the next stage, the main strategies were identified in order to manage related risks and increase economic resilience. The data used in this paper were collected through a structured questionnaire from 75 subject matter specialists in the field of economics and agricultural economics from Southern Federal University (Rostov on Don) and Saratov State Agrarian University along with a number of governmental experts. Two confirmatory models of policy making and institutions fitted the data or supported by the obtained sample data.         Background and Objective: Separation of waste from the source is one of the basic strategies in household waste management. To achieve this goal, different policies are adopted by planners and city managers, and the rate of achievement of goals can also vary depending on the type of policy. To investigate the impact of policies on household waste management in the form of facilities, opportunities and incentives, the present study was conducted in August 2015 in District 8 of Tehran Municipality.Material and Methodology: For this research, 400 samples of Tehran citizens were selected by quota-random sampling method. Data were collected using a questionnaire and face validity and Cronbach's alpha coefficient were used to assess the validity and reliability of the questions. Data analysis was performed using Spss software version 16 and descriptive and inferential statistics.Findings: The results of testing the research hypotheses showed that the variable of facilities and opportunities for waste segregation is correlated with the behavior of waste segregation. But the economic incentive variable has no significant relationship with waste segregation and this hypothesis was rejected. Further investigation revealed that the tools of economic incentives through factors such as promoting the issue of waste segregation using sources such as writers, radio and television news, etc., as well as citizens' awareness of municipal policies and executive programs in the field of waste management (law Waste management, dry waste collection methods, how to communicate with the municipality, etc.) can be effective on waste segregation.Discussion and Conclusion: The findings suggest the complexity of identifying and determining the factors affecting the behavior of waste segregation and in general the need to consider a set of social factors in predicting environmental behavior. Emphasis on incentive tools and components alone can not affect waste segregation behavior or lead to citizen participation and cooperation. Lack of proper information to citizens regarding municipal programs such as the implementation of the waste segregation plan or lack of awareness about the waste management law are among the factors that have challenged the successful implementation of this plan.  Manuscript profile

In this regard, the cities of the evergreen province of Guilan in the north of the country with pristine nature, beautiful mountains and boiling springs are the ecotourism capital of Iran and a thousand colors of nature and annually receive millions of domestic and foreign tourists. However, statistics and information show that the cities of Guilan province, despite the unique diversity of climate and geography and various attractions, has not been able to find its proper place from a national and international level And barriers to tourism policy in urban environments of Guilan province has become one of the main problems in this field. Therefore, in the present study, an attempt has been made to explore the barriers of tourism policy in urban environments of Guilan province, from the point of view of some elites.Methodology:      The present research, in terms of purpose, is fundamental and applied and has an interpretive and analytical nature and in terms of method, is in the group of qualitative and quantitative research. Grounded theory method and FARAS model were used for data analysis. In this study, the systematic approach of Strauss and Corbin was used for the data theory of the foundation. Since contextualization theory was based on a purely inductive method; Therefore, instead of testing existing theories, the researcher formulates a theory himself. Therefore, the studied variables were identified and explored based on the theoretical framework and categories. In this study, sampling went to the stage of theoretical saturation; Non- probability sampling was purposive sampling. A total of 20 in-depth interviews were conducted. Interviews (between 60 and 90 minutes) were recorded and recorded and transcribed immediately.Results and discussion:       Qualitative findings showed that the semantic units of organizational incoherence and lack of proper governance as well as managerial instability and lack of long-term approach in the category of integrated tourism management among related organizations, semantic units lack of readiness and specialized capacity and knowledge and lack of link between universities. And tourism in the category of non-use of specialized forces, semantic unit of lack of quality of physical infrastructure in the semantic unit of inadequacy of physical infrastructure and infrastructure, semantic unit of lack of native pattern in the category of imitation of patterns incompatible with urban environments and semantic units of lack of illustration. Problems of branding and advertising in the category of inappropriate marketing and semantic units Lack of assignment of tourism development interests and finally weak competition-classification of services in the category of tourism service chain problems and finally semantic units of legal barriers and investment in the category of administrative system and policy problems Was placed. Furthermore, the results of FARAS model showed that barriers to integrated tourism management among organizations related to the weight of 0.490, problems of administrative system and policy with a weight of 0.488, imitation of patterns incompatible with urban environments with a weight of 0.477, problems of tourism services chain and inadequacy of infrastructure and physical infrastructure with a weight of 0.467, inappropriate marketing with a weight of 0.463, lack of specialized personnel with a weight of 0.458, the maximum and minimum Have taken on importance.Conclusion:      Concluding remarks of this study, the issue of good implementation of tourism policy in urban environments of Guilan province indicates aspects and complex factors on this phenomenon in the context of optimal and integrated management, which requires accurate analysis of barriers to tourism policy. An important achievement of this research is the obstacles that can help policymakers and managers to fill the gaps and policy barriers in the urban environments of Guilan And help increase their understanding to create the necessary conditions for the successful and competitive development of Gilan province as a tourist destination. According to the obtained results, integrated tourism management in related organizations is the most important and most important obstacle in tourism policy in the cities of this province.         The Covid-19 pandemic has become a health problem due to its high rate of transmission and rapid spread worldwide. Therefore, in recent years, many researchers have investigated and spatially analyzed the covid-19 disease with different factors in order to policy and better manage these conditions. Therefore, in this research, by choosing the city of Gerash in Fars province as an example of the southern cities of the country, the efficiency of the GWR model was measured to determine the high-risk areas of death due to corona disease in different age groups. In this research, the geographic weighted regression (GWR) model has been used to investigate the relationship between deaths caused by Corona in Gerash city and different age groups and spatial modeling for urban policy . The results showed that among the 10 age groups, one of them, that is, the age group of 61-70 years old, has a significant relationship with the number of deaths, and the highest degree of correlation can be seen in the west of Gerash city, followed by the highest degree of correlation, respectively. It is 0.97 to the north, 0.92 to the center and 0.88 to the south The specified places are economically weaker than other parts of the city, and the sections of society that are economically weaker are more vulnerable than other sections. Also, the practical results of the GWR model and its high power for modeling will help managers and planners to identify the critical points of pandemic conditions and use them for policy and better management.         The purpose of this article is to investigate the role of Sovereign policies in Iranian governmental organizations in a way that leads to fostering employee loyalty in various personal, professional and organizational areas.In the first part, in order to provide a comprehensive model, the qualitative meta-hybrid research method was used. A number of academic experts and government managers were purposefully sampled and the initial research model was formed by identifying categories, concepts and codes. In the second part, 292 questionnaires (classification sampling) were distributed among the staff of Qazvin province by evaluating the content validity and opinions of experts in order to apply the model in government organizations. Data analysis was performed using confirmatory factor analysis. Based on the results of creating a relationship between psychological concepts with dimensions, components and categories of personal, professional and organizational can play a significant role in improving employee loyalty to policy makers.         The purpose of this study is to Present a management model with a sociological perspective for public universities of Iran (Top universities) in 2018. The presented research was a quantitative descriptive-correlational study. The research population was the faculty members of level-one universities in Iran. Using proportionate stratified random sampling, 182 people were selected as the sample. The measurement instrument was a researcher-made questionnaire with 56 items. Cronbach's alpha, combined reliability, RHO_A reliability, and shared reliability were used to evaluate the reliability of the measuring instrument. The mean-variance was used to evaluate the content validity from the point of view of professors in the field of higher education and to evaluate the construct validity. Data were analyzed in SPSS and LISREL software by structural equation modeling. Based on the results obtained in the first-order factor analysis, 7 components with 38 indicators were approved, and in the second-order factor analysis, the components of quality evaluation, policy-making, management and leadership patterns, financial mechanisms, autonomy, government planning, and oversight, Had a sufficient factor to predict. The value of the GOF index (0.569) showed that the model designed for public universities' management is a good fit. Manuscript profile

        The significant reduction in the amount and quality of the water resources over a short period of time indicates the inefficiency of the water policies in Iran. Despite of rainfall, the water problem in Iran traces back to water policies and policymaking in this area. The problem of water governance is so hidden in unrealistic views that it is difficult to understand its true depth. This paper aims to investigate the factors of inefficiency of water resources policy in Iran and seeks to find appropriate answers to two questions: "On what basis has the country's water resources policy been formed over the past four decades?" and “what are the main reasons for the ineffectiveness of this policy? This paper is qualitative and utilizes inferential methodology. Its theoretical foundations consist of policy research ideas and their impact on the policymaking arena. Findings of the article show that Iran's water resources policy over the past four decades has been based on responding to short-term and cross-cutting needs with the aim of developing the agricultural sector and the main reason for the inefficiency of this policy should be sought in the lack of scientific approach in the process of water resources policymaking.         Education plays a fundamental role in institutionalizing sustainable development. This research, which is a descriptive survey, seeks to identify the factors involved in sustainable development decision-making and the degree of deviation and the optimal situation in education policy. To ensure the validity of the questionnaire, in the first stage, the ambiguous points were clarified consulting the experts and in the second stage, using SPSS and the results of confirmatory factor analysis, those questions whose factor loadings had an effect on the fit of the model, were keep in the measurement model. Also, regarding convergent validity, Smart PLS was performed and the value of factors was greater than 0.4 which indicates acceptable validity. To measure reliability, both Cronbach's alpha and combined reliability test (CR) were used and in both cases, the value was higher than 0.7, indicating acceptable reliability. A combination of sampling methods, including available, purposive, snowball, and theoretical samplings was used. The statistical population consisted of all education experts and policymakers and the sample size was 70. Ten of the participants were selected as a qualitative sample for in-depth interviews and 60 people were selected as a quantitative sample. Finally, based on the output of PLS, the ranking of responsibility, future orientation, system orientation, practical skills, and individual participation, respectively, were identified as the decision-making factors of sustainable development in education policy, and it was found that there is a gap about one unit between the current and the desired situation in this regard. Most of the service-education institutes were pioneers in the past, but they are no longer very famous. Many of the experts in the science of management and planning, such as Fred R. David and Hangar believe that the solution to organizational challenges should be found in concepts such as goals, policy, mission and strategic policies of an institute. Planning is a process that has specified inter-connected stages for producing a coherent output in the format of a system of decisions. According to this definition, temporary and non-continuous decisions and policy-makings to lead the organization through the present and future time are not considered planning. Most plannings, based on the rational approach, have the following format: ideals and goals-projects and procedures-required resources. In models such as Brisson's Model, Hill's, BCG Model, and GE Model…, first of all, the ideals and goals of the organization are explained; then, the necessary projects and procedures are specified; and finally, the required resources are provided. Changes in the environmental conditions, policies, approaches, perspectives, structures, systems, etc. are the factors that can affect the ideals and goals of planning and ultimately changes the program. Among the houses that are built in cities, the houses of Mehr housing project have a special position and are considered as houses on the outskirts. The aim of the present study is to describe and interpret the meaning of home among the residents of Mehr housing. For this purpose, by using the interpretive paradigm and qualitative method, the residents of Mehr housing are described from their homes. Data were collected through semi-structured interviews with 23 residents of Mehr Parand housing in Tehran and the data analysis process was performed by using Gibson and Brown thematic analysis technique. Field findings indicate the problematic meaning of home. The meaning that is constructed under four economic, social, cultural and civil problems and has reduced the meaning of house to a kind of mere shelter and without identity.         The aim of the current research is to Sociological explanation of the development policies of the government in the housing sector of the vulnerable sections of the urban and rural society of Ardabil province. The research is qualitative research and field theory type. Data analysis was done using Max QDA software. The findings show that the causal conditions of successful policy research in the field of social housing include cost-effective management, location based on social equality and public benefit, urban improvement along with civil participation, adaptation to the economic, social, political and climatic conditions of the region, compliance with scientific standards. The core category includes creating coordination with urban and rural development programs, paying attention to the culture, climate and economy of the regions, audience awareness, paying attention to cultural issues, building trust before implementation, the background and context including optimal land management and emphasis on productivity, massification technical improvement, creating a sense of belonging to the place. Intervening conditions include self-help and gradual construction, support for housing cooperatives, quality assurance system and building confidence. The strategies include control of the supply and demand gap, attention to cultural symbols and social signs, attention to cultural symbols and social signs, attention to the culture, climate and economy of the regions, rent price control and the consequences include market balance, depreciation reduction, promotion of improvement indicators. The potential of the city, the optimal and timely use of existing opportunities, urban management strategies and the use of creativity and innovation.Research aim: The main purpose of this research is to study and explain the pattern of realization of resistance economy in urban management with a cultural policy approach.Methodology: The present research is applied from the perspective of the purpose and is considered descriptive-analytical from the perspective of the research method. In this research, a model has been presented through documentary study and with the help of Delphi method and expert opinion. Data analysis was first performed using descriptive statistics.Study Areas: The study area in this study is District 14 of Tehran, which is located in the east of the city and between Piroozi St. in the north, Khavaran St. in the south, Basij Highway in the east and 17 Shahrivar St. in the west. Its area, including the area (in the east of the region) is 22.3 square kilometers. Its population is 377,104 according to the statistics of the year ninety-four. This area has 6 districts and 21 neighborhoods.Results: The proposed model included a cultural policy dimension consisting of 3 components and 51 indicators. Then, for statistical analysis of the data, factor analysis methods were used and the research model was tested by structural equation method. Conclusion: The results of the study showed that the obtained model will play an essential role in the realization of resistance economics in urban management through discourse, awareness and promotion of a culture of saving as components of cultural policy.         The purpose of this study is to provide a model of immortality of managers. This research is a qualitative research using the data theory of the foundation and the paradigm model of Strauss and Corbin. Scope of study: Sina Bank and contributors were knowledgeable about management. In-depth interviews were conducted using purposive sampling using the snowball technique.In this study, the data reached a theoretical saturation stage after conducting fifteen interviews. However, five more interviews were conducted to ensure adequacy. The Lincoln and Guba criteria were used to determine validity and the process audit method and internal agreement were used to determine reliability. Data analysis was performed in three stages of open coding, axial coding and selective coding and then based on data-based theory, a paradigmatic model was explained. Accordingly, "individual factors and organizational factors" as causal conditions of immortality of managers, "individual and organizational capacity building" as the main category of research, "organizational factors and environmental factors" as intervening conditions and "politics" "Organizational setting" were identified as the underlying conditions from the perspective of the research participants.         AbstractObjective: The advancement of postgraduate education and the substantial rise in the publication of papers in all fields of knowledge, particularly in the field of accounting, require closer attention to the current publication situation of scholarly papers. Studying the research trend through the topic analysis of papers published in domestic scholarly journals, which is an example of the scientific map of a field, is of outstanding importance for organizations, researchers, and science policymakers. Therefore, the present study is aimed at analyzing the papers published in the journals approved by the Ministry of Science, Research and Technology in the field of accounting from the first issue published after receiving scientific rank until the end of 2020 employing text mining techniques.Methods: Out of 4924 papers published in 20 accounting journals over three decades, 4201 papers whose English abstracts were available on the websites of journals and databases were selected as the sample and used for subject classification.To identify the most important words used in the papers, TF-IDF weighting algorithm was used, and the LDA topic modeling technique was implemented to extract topics. Moreover, the Python programming language was employed to apply text mining algorithms.Results: The research findings indicate that capital market (29%), financial accounting (20%), corporate governance (10%), financial reporting and corporate social responsibility (9%), management accounting (9%), auditing (8%), finance and investment (7%), public sector accounting (3%), accounting education and research (3%), banking and information systems (2%) are respectively the most important research areas in Iranian accounting journals.Reviewing the publication trend of papers in each of the popular research areas suggests that the topics of public sector accounting, auditing, financial reporting and corporate social responsibility, management accounting, banking and information systems, and accounting education and research follow a growing publication trend. In contrast, the topics of financial accounting, capital market, and finance and investment show a downward publication trend, and the topic of corporate governance continues a steady publication trend.Conclusion: The results reveal that some research areas such as accounting information systems, public sector accounting, and accounting education and research, compared to other research areas, have been given less attention since not many attempts have been made to publish papers in these areas; thus, it is suggested that scholars pay more careful attention to journals’ science and publishing policies. Intervening conditions include self-help and gradual construction, support of housing cooperatives, quality assurance system and building confidence. The strategies include controlling the gap between supply and demand, paying attention to cultural symbols and social signs, paying attention to the culture, climate and economy of the regions, controlling the rent price and the consequences including market balance, reducing depreciation, improving rural housing improvement indicators, creating a sense of belonging to the place with architectural styles.         The aim of this paper is to provide a model for Implementation cultural programs in vision plan of 1404. This model involves three general dimensions: "Policy-making", "institutional" and "Micro" that each of them respectively contain 3, 4 and 2 main components. In order to ensure the appropriateness and validity of the proposed theoretical model in according to modern conditions, "Delphi method" being used. In this regard, 20 cultural experts and program administrators using the "purposive sampling" were selected and their ideas through "questionnaire" in "two rounds" were collected. Questionnaires in the first and second rounds ordering 95 and 97 questions  of experts about "the effect of 9 Keyes component of the implementation of cultural programs" that its reliability through "content validity" and its reliability by using the "Internal consistency reliability" as "Cronbach's alpha coefficient" was established. Data using SPSS and LISREL software were processed and analyzed. The results showed a significant correlation between the presences of the three proposed model establishes that the proposed model suggests that acceptable internal consistency. In terms of priorities based on Friedman test, it was found that the dimension of "policy" is as more important than the dimension of "institutional" and "Micro".Prioritization is also confirmed the results of structural equation modeling. In the importance of the present discussion, it should be said that value, belief, norm, behavior and rationality play a fundamental role in examining the results of the public policy process in Iran. The question here is what is the place of psychological development in public policy making? The hypothesis states that psychological development by institutionalizing indicators such as value, belief, norm, behavior and rationality in Iran can lead to sustainable development of the country.
