Abstract :
Policy – making in education and training is a set of policies , procedures and measures that the government institution formulates and implements in order to empower and develop the knowledge and skills of students. The main goal of this research is to identify the dimensions and components of educational policy for skill enhancement in primary schools. The research method is applied from the point of view of the objective and based on the collection of qualitative information based on the system foundation data . by using the purposeful sampling method until reaching theoretical saturation , in depth semi-structured interviews were conducted with 14 experts from the Ministry of Education and training and educational management professors of Islamic azad university of Tehran branches in the academic year of 1400- 1401 and the data were the use of open ,axial and selective coding was analyzed and they were placed in the majority of 18 components
