Abstract :
The expansion of information technology and the emergence of modern communication systems have caused the design, policy, and structure of organizations to undergo changes and reforms. Taking into account the change in the media value chain, the role of regulators in managing the situation also changed. New changes, especially the fading of communication and information technology management boundaries, have forced regulators to review the appropriate models. Considering that Satra operates as an active regulator in the field of surrounded audio and video media, it is necessary to review its performance identify its policies regarding licensing, and examine the challenges facing Satra and active platforms in this field. This research will be conducted with a qualitative method and using library-documentary studies and semi-structured interview techniques. During the implementation of the research, 4 comprehensive codes, 43 organizing codes, and 160 basic codes were counted and analyzed with Brown and Clark's thematic analysis approach. In this way, the most important results of the research can be declared as the necessary legal gap to prove the position of Satra as well as the supporting laws for follow-up in judicial reference. Also, among the bold challenges between Satra and the platforms, one can point out the difference in boundaries and cultural and social dimensions considered by the parties in producing works and the technical weakness of the platforms in fulfilling the requirements to obtain different levels of licensing
