        The purpose of this study was aime to develop of meritocracy in educational organizations as an effective tool in policymaking.The research method was combination (quantitative, qualitative), application, field, descriptive, non-descriptive. For qualitative method and along with theoretical saturation is interviewed by the experts which based on qualitative method applications caused to initial questionnaire. The result of output initial questionnaire exploratory factor analysis calculated for adequacy of data, and finally, 11 extracted components were able to develop 87/88% merit variance. Extracted questionnaire of quantitative method, was available to experts of the applied higher education institute. After collecting and the using PLS, obtained merit designing with 11 components and the factor load extracted on the model. The desirability mode ranking was included crisis management, empowerment, leadership and teamwork, science and knowledge management, entrepreneurship and development thought, ethics, critical and creative thinking, statesmanship, forth wave management thinking, system thinking, learning organization thinking. Therefore, the dedicated model introduced for meritology of mentioned center managers and component ranking. Meanwhile, for the first time introduced two concept & tools of policymaking as effective components in meritocracy models as main policy tools that one was statesmanship and the other was fourth wave attitude.         Background: Stakeholder participation is considered as a cornerstone of contemporary policy-making and is one of the tools for democracy and sustainable development in organizations that this study has addressed.Objective: To develop and validate a stakeholder participation model in public policy-making in the Food and Drug Administration.Methods: In the qualitative part of the research, after interviewing 18 experts using the content analysis method, a conceptual model was developed. In the quantitative phase, the structural equation model was used for validation through SmartPLS software. The content validity of the questionnaires by experts, the construct validity by factor analysis and the reliability of the questionnaire by Cronbach's alpha test were calculated to be 0.70 and all were confirmed.Findings: In the qualitative section, 103 basic themes, 20 organizing themes and 5 comprehensive themes were extracted to model the model. The results showed that all the indicators identified in the model of stakeholder participation in public policy in the Food and Drug Administration, approval and the GOF value of the general model is 0.625, so the model has a good fit.Conclusion: By implementing the model, the participation of stakeholders in public policy making in the Food and Drug Administration can be increased and practical policies can be formulated and fully implemented.         The expansion of information technology and the emergence of modern communication systems have caused the design, policy, and structure of organizations to undergo changes and reforms. Taking into account the change in the media value chain, the role of regulators in managing the situation also changed. New changes, especially the fading of communication and information technology management boundaries, have forced regulators to review the appropriate models. Considering that Satra operates as an active regulator in the field of surrounded audio and video media, it is necessary to review its performance identify its policies regarding licensing, and examine the challenges facing Satra and active platforms in this field. This research will be conducted with a qualitative method and using library-documentary studies and semi-structured interview techniques. During the implementation of the research, 4 comprehensive codes, 43 organizing codes, and 160 basic codes were counted and analyzed with Brown and Clark's thematic analysis approach. In this way, the most important results of the research can be declared as the necessary legal gap to prove the position of Satra as well as the supporting laws for follow-up in judicial reference.         Introduction: This study was conducted to promote the rationality of public policy-making through stakeholder participation in the codification of public policies. Accordingly, the main issue of study is the pattern of factors affecting the stakeholder’s participation in the process of public policy codification in the Iranian Food and Drug Administration of the Ministry of Health and Medical Education. Methods: This study is qualitative-quantitative research. At first, the stakeholders of (IFDA) were identified through interviews. Then, 18 experts in public policymaking, managers, and experts working in the (IFDA) were interviewed by using the DEMATEL method, as a result of which the relationship between the stakeholders and the severity of their effects on each other was determined. Results: 16 stakeholders of (IFDA) were identified. The results show that in terms of effectiveness and impressibility (D-R) of the governing board with a value of 0.906 was the most influential beneficiary and final consumer with a value of -1.971 was the most impressible stakeholder and also, in terms of the importance of stakeholders (D + R), the Ministry of Health, with the value of 5.322 has the most importance and insurance organizations with the value of 3.216 have the least importance. Conclusion: By considering the important stakeholders such as the Ministry of Health and the governing board, as well as influential stakeholders such as the final consumer, and by considering the relationship and intensity of stakeholders with each other, the basis of policymakers to involve stakeholders in the policy-making of (IFDA) has been set.         Aim of Rsearch: The aim of the present research is assessment of the governmental executive policies adopted for providing low-income groups with housing in city of Mashhad. Method: This is an survey research. Using descriptive-analytical method and by ranking executive policies of the government on providing housing for low-income groups (i.e. policies related to developing new towns, regulation and empowerment of informal settlements, Mehr housing development project, and renovation and revitalization of urban distressed areas) these policies are assessed and evaluated. The tools employed for data collection include field investigation, questionnaire, interview, library method and documentary research. The questionnaire needed was so designed to determine, with the aid of Likert scale, the potentials of economic, social, institutional-managerial, and interactive-participatory development enhancing of each policy and also capability of such policies in improving housing indicators, and ultimately, make it possible to assess the rate of success and also ranking of the implemented policies. Research Findings:The potentials of economic, social, interactive-participatory and institutional-managerial development enhancing come first through fourth in ranking, respectively, and are numerically in the same level. And finally, capability of such plans in improving housing indicators are at the top of the ranking and have played the most significant role in providing housing for low-income groups in metropolitan city of Mashhad. Conclusion: The general ranking of the four housing policies implemented in the city of Mashhad for the target groups are as follows: First, the policy of developing new towns; then, renovation and revitalization of urban distressed areas; after that the policy of regulation and empowerment of informal settlements; and at last, the policy of Mehr housing development project.   Manuscript profile

        Purpose: This article was carried out with the purpose of policymaking and sociological explanation of individual-social socialization training of women heads of households under the cover of Tehran welfare organization in empowering and sustainable employment in 1401. Method: The research method is a correlational survey. Population and sample: The statistical population of female heads of households in Tehran covered by the country's welfare organization during the years 2015 to 2019 is 700 people, and 248 people were studied by proportional random method and using Cochran's formula. Instrument: The measuring instrument was researcher-made questionnaires. Validity and reliability: The validity of the instrument was calculated and confirmed through face validity and reliability with Cronbach's alpha. Findings: Pearson's correlation coefficient results indicated the existence of a direct relationship between individual-social socialization training and its components with women's empowerment and sustainable employment. The results of multiple regression and path analysis also showed: teaching awareness of the rights of others with the effect (0.49), social participation with the effect (0.423), dialogue and understanding training with the effect (0.246), responsibility training with The effect (0.206), teaching the obligation to obey the law with the effect (0.2), teaching adherence to obligations with the effect (0.106) and teaching respect for the rights of others with the effect (0.076) in total lead to empowerment. And the stable employment of female heads of the household is covered by the welfare organization of Tehran city, which has the greatest effect on the education of awareness of the rights of others and the education of social participation. In total, the effect of all factors explains 55% of women's empowerment and sustainable employment. Conclusion: In accordance with the welfare organization's policies, individual and social socialization training for women can be effective in their empowerment and sustainable employment.         The role of privacy and its place in the social structure is one of the characteristics of Iranian house architecture, which can attract the attention of researchers and designers by knowing what happened during historical periods. The purpose of this article is to explain the place of privacy in the spatial configuration of Dezful houses in the Pahlavi period and it tries to answer the question: what is the place of privacy in the micro-spaces of Pahlavi houses in Dezful? And it is based on the assumption that privacy has been considered in these micro-spaces. The present research was conducted using a combined method, based on quantitative data extracted from A-Graph software and their analysis using logical reasoning method. 10 houses from among the houses of Dezful in the Pahlavi period were selected as Study samples and in a purposeful way according to the originality of the samples, and three indicators of space syntax, including "mean depth, relative asymmetry, and integration" were investigated in these houses. The results of this research indicate that the micro-spaces related to Dezful houses in the Pahlavi period can be classified into three levels of micro-spaces with "high, medium and low" privacy and the juxtaposition of these three levels has created a spatial hierarchy in the configuration of Pahlavi period houses in Dezful.         Urban land use is one of the important tools to achieve macro social, economic and physical goals; Not only does it influence the city's investments and decisions, but it also plays an important role in social anomalies and urban security. The aim of this study was to investigate the role of urban land use planning in reducing social anomalies in Marand. The research is applied in terms of purpose and descriptive-survey in terms of nature and field implementation method. The statistical population of the study is 260 male prisoners in Marand prison. According to the laws and regulations governing prisons across the country, interviews were allowed with 40 people, and the sample size of this study is 40 male prisoners. Also, to achieve the desired results, a researcher-made questionnaire was used to collect data. The reliability of the questionnaire was calculated by Cronbach's alpha test as 0.857, which indicates the high reliability of the questionnaires. Data analysis was performed in two parts: descriptive statistics (mean, graph, frequency, etc.) and inferential statistics (one-sample t-test). Findings show that urban land use planning has an effective role in reducing social anomalies in Marand. Residential land use, educational land use, administrative and military land use, have an effective role in reducing social anomalies in Marand. Land use and green space, commercial land use, does not play an effective role in reducing social anomalies in Marand. Therefore, in order to prevent the aggravation of Marand urban crimes, it is suggested that special attention be paid to planning the fair distribution of urban land use space and by monitoring the spaces that are less taken care of and changing their use if necessary and also by taking care of the spaces. The research community included 30 articles and theses, which were selected from a total of 124 articles searched in reliable domestic scientific databases using a targeted approach in the period of 2017 to 2018.Findings: Based on the findings of the research, the dominant model governing the policy-making environment of elites in the country is "institutional model" and it is focused on certain governmental institutions such as leadership, parliament, presidency, courts, etc. Based on the findings of the research, an institutional and rational model has been proposed for the optimal policy of elites and top talents. The proposed research model is a combination of institutional and rational model, which seems to be able to respond to the inadequacies and limitations of individual models.Conclusion: The model of policy-making based on a rational basis can solve the challenges and problems of the past to a large extent, and secondly, by using the results of studies related to research, it can be fruitful for the growth and progress of this field as much as possible.         This research has been conducted with the aim of identifying and validating the intervening factors in human resource training policymaking in one of the country's banks. This research is a combination of qualitative grounded theory approach with semi-structured interview tools and quantitative survey approach using qualitative study questionnaire. The number of participants in this study in the qualitative stage of 14 experts with obvious cases sampling method was selected and in the quantitative stage, 300 employees and branch managers were one of the banks in the country by random cluster sampling method and were selected according to the northern, southern, central, western and eastern regions of the country. For data analysis in qualitative research, content analysis based on continuous comparison method of Strauss and Corbin, in qualifying qualitative findings, refer to experts and participants in the research and to validate the data in quantitative research, confirmatory factor analysis of the first and second order used . The results of open, axial and selective coding showed that the intervening factors can be classified into three themes: non-working considerations, executive problems and infrastructural problems, and 12 sub-themes. In the validation of qualitative findings, three sub-themes were eliminated and nine sub-themes were confirmed in the quantitative validation stage. The average adjusted coefficient of the model is 0.86 and the good of fitness the quantitative model is 0.52 and is very high. Manuscript profile

        After the revolution and from the very first days before the complete domination of the Faqahati Islamic discourse, new structures with different goals from the previous regime emerged in Iran. Therefore, this period of time can be considered as an important turning point in the process of public policy making in contemporary Iran.Our main question in this article is, what is the role of Faqahati Islam discourse in public policy making in the Islamic Republic of Iran? In this regard, other sub-questions have been raised. First of all, how and by what path has jurisprudential Islam become the dominant discourse in Iran after the revolution? Second, what sub-discourses exist under the Faqahati Islam discourse within the framework of the Islamic Republic?          The purpose of this study was Exploring typology of challenges to fulfill Cultural policy objectives in Islamic Republic of Iran. The research method was descriptive-survey. The statistical population consisted of all experts, with 396 individuals selected as sample size. Data gathering tool was researcher-made questionnaire with 40-item based on interviews with political and cultural expert. Cronbach's alpha was higher than 0.7 for all dimension; content validity was confirmed by CVR coefficient. To analyze the research data the AIC method was used as a cluster criterion evaluation. The results showed that with 13 stages of rotation three clusters (141 persons), (191 persons) and (64 persons) including 7 dimensions, lack of political consensus, lack of integrated management, political identity, political performance weakness, competing political strife, political insecurity and Political attitudes, became distinct. The first group considered the factors of political identity, the second group the weakness of political performance and the third group identified lack of political support as the most important obstacle to Realizing cultural policy objectives in the Islamic Republic of Iran. In the identity-seeking group, component of reinforcement of Western identity components in policy making, in the performance-seeking group, top-down cultural policy, and in the group of support-seeking, the tendency to resist through rituals was identified as the most important barrier to realizing cultural policy objectives.   Manuscript profile

        Scientific management in organizations requires the design of appropriate policy frameworks that can intelligently achieve the goals of the organization. Designing a policy framework to make decisions with minimal error and using smart data is inevitable. Lack of a proper or systematic model or lack of a system in place, lack of timely and appropriate decision-making, lack of evidence-based policymaking processes, move organizations away from sovereignty and drown in Current affairs are one of the reasons why organizations, especially the Ministry of Science, Research and Technology, need to design an appropriate model in this regard. The purpose of this study is to design an appropriate and effective policy framework in the Ministry of Science, Research and Technology. For this purpose, by using exploratory research approach and by using qualitative research method and Grounded Theory strategy of the Foundation and by purposeful sampling and interviewing 13 experts, the policy making framework in the Ministry of Science, Research and Technology based Business intelligence was designed. Based on the encodings performed, the first 193 initial codes of research were identified. Then 2 concepts (main category) and 27 categories (subcategory) were identified. Finally, by selective ranking and cumulative classification of the categories, 6 key components of the model were identified and the relationships between them were identified and the levels of use of these components were determined. Finally, the designed model with six components / codes or steps was evaluated and validated using scientific methods and its quality was confirmed and suggestions for future research were presented.   Manuscript profile
