        Introduction and research purpose: National Library is an Institute of Education (Science), Research and Services. The main mission of the National Library, according to the statute of the organization, includes collection, preservation, organization, dissemination of written and unwritten works as well as the research issues and services. In the present study, according to the practitioners and experts at the National Library, the efforts have been made to achieve the cultural development, while the current status of this organization is the evaluation and provision of a constructive exemplar to achieve the ideal outlook. Research methodology: The present study is applied as a practical research via the surveys, where the most significant tool of the present study is the written and verbal interviews with the practitioners and experts at the National Library. Statistical population: According to Cochran formulation, among thirty senior directors at the National Library, five directors were interviewed directly. Results: In respect to the purposes of the cultural development, initially the data were collected from the directors and experts at the National Library in order to achieve the criteria of the cultural development at the National Library and then the strategic cultural management is applied according to the strengths, weaknesses, opportunities, and threats. Conclusion: The identification of the deficient resources and the exchange and completion of the resources as well as digitalizing the resources are the major measures to achieve the cultural management. Any negligence on the organization, retention, and recruitment of the human resources based on relative selection and subjective preferences would make it difficult and unfeasible to achieve the cultural development.         In this research, in order to design a desirable model for the culturaldevelopment of the national media, and to determine the cultural developmentindicators, the experts and theorists' viewpoints and also the universal reports of theUN educational, scientific and cultural organizations (UNESCO) on culturaldevelopment as well as the reports from the Ministry of Culture and Islamic Guidanceare used. Based on all this, the effective dimensions, factors and indicators on culturaldevelopment are specified regarding the radio and television sector, and theimportance of each is determined by consulting the elites (professors in management,social science and communications fields). Finally the model is designed by 4dimensions, 13 factors and 42 indicators. Afterwards, in order to examine thepossibility to implement the desired model, a questionnaire is offered to headmanagers of the foresaid organization, and the present status of the national mediaaccording to each of the effective factors on the radio and television culturaldevelopment is determined. Then the deviation amount from both the ideal and thedesirable status is measured. The results show that the deviation amount from theideal status is between almost 47 to 62 percent, and the deviation amount from thedesirable status is between 27 to 54 percent. Manuscript profile

        The concept of cultural development is a kind of transformation that takes place through the irreversible concentration of cultural elements in a given society, and the community cares more effectively than the natural and social environment. As demonstrated by the failure of certain projects underway since the 1970s, development is not synonymous with economic growth alone. It is a means to achieve a more satisfactory intellectual, emotional, moral and spiritual existence. As such, development is inseparable from culture. The process of cultural development is the product of the historical, political, social, and family mechanisms that gradually develop and gradually change or disappear. This research is descriptive, in terms of applied purpose and in terms of depth, is a deep-seated research. The research method is "qualitative method" and is implemented with "Delphi technique". The statistical population of this research is experts and elites in cultural management and social sciences. The research instrument was a questionnaire and data were analyzed by SPSS. The indicators of cultural development management metropolis in Tehran metropolitan area are classified in eight main dimensions, 18 components and 60 items. The findings of this research briefly show that Tehran's metropolitan cultural development management focuses on factors such as cultural exchanges, tourism development, convergence of activities of organizations and cultural institutions, cultural education and applied research.         The purpose of this study was to investigate the role of social networks in increasing the cultural literacy of Faculty members (Islamic Azad University, Central Tehran Branch) with a cultural development. The research method is survey and a questionnaire is used to collect information. The sampling method is multi-stage cluster random sampling.The sample size is determined by using the Cochran's test 285 people. The validity of the questionnaire is confirmed by communication and social science experts.Cronbach's alpha coefficient for the independent variable (use of social networks) and the dependent variable of the research (Cultural literacy and its dimensions) indicate the high internal relation of the items and in other words the reliability of the research tool reliability.Analysis of data at the descriptive level using statistical characteristics such as frequency, frequency percentage, At the inferential level, it was done using SPSS software and also using Chi-square test and Spearman correlation coefficient.Findings of correlation analysis shows that use social networks have a positive effect on increasing the level of cultural literacy of university faculty members.The use of social networks also plays a role in increasing the level of cultural literacy (individual and social faculty members) Manuscript profile

Media advertising has brought about many changes in the lifestyle, consumer values and culture. In a study titled "The Sociological Review of Media Advertising (TV) and its Impact on Household Goods Consumption (Research in Tehran, 1394)," first, the study of available resources, including books, magazines and the Internet has been addressed. The purpose of this research is to investigate the effect of television advertising on the choice of household goods and increase the tendency to buy and use. Research method in this study, a survey method and a research tool were a Likert scale. The statistical population consisted of male and female employees of Central Organization of Islamic Azad University, and the sample size was 317 with Morgan table and 350 others were considered. The validity of the questionnaire was 967. Descriptive and inferential statistical tests were used to analyze the data. The results of this study showed that the research hypotheses were confirmed at a completely significant level. Today, cultural centers, despite the infrastructure, architecture and appropriate space, are less in line with their development goals and have gaps in the field of development planning that can be considered. The present study is developmental and applied in terms of purpose and is exploratory in terms of data collection method. In this research, with the help of data theory qualitative research method and with the help of library documentation tools and semi-structured interviews of 20 cultural center officials and cultural planning deputies of Tehran, a paradigm model has been tried to explain the space capacity and architecture of Tehran cultural centers. Present the direction of sustainable cultural development. In this study, 3 main streams with the title of events and conscious actions in the cultural center, cultural center as the source and origin of social power and physical structure-architecture of the cultural center and with central coding to the core of the discussion as the role and place of cultural centers in sustainable cultural development we arrived.         The purpose of this study is to compile and pathologically evaluate the cultural factors underlying the spread of divorce from the perspective of experts in developing countries (case study - women in region one of Tehran). The research is qualitative in terms of data and information and applied in terms of purpose and exploratory descriptive in terms of method with Delphi technique. The size of the statistical population and the statistical sample, including 30 experts and academics in the field of culture, was done purposefully. In this study, the Delphi technique (obtaining expert opinion), with the help of a questionnaire and interviews with experts, was conducted to obtain and compile the validity and content validity of cultural factors and components underlying the spread of women's divorce in District One of Tehran. Qualitative findings of the research with regard to the consensus of experts in the subset of each of the 11 factors and components (information and communication technology, media, education, cultural invasion, cultural conflict, lifestyle, urban life luxuries, migration, tourism, Religious beliefs, inequality), in the form of pathology of all cultural factors underlying the spread of women's divorce in the form of pathology approach (behavioral, structural, contextual), and the dimensions of systemic components (individual, family, government, society), formulated and It was finalized and provided the basis for the development of a researcher-made questionnaire for future quantitative and qualitative (mixed) research of researchers in this field.         The aim of this study was to investigate the sociological impact of gender inequality on cultural development (Case study: female students of Islamic Azad universities in Tehran). The theoretical framework of the research has been designed using the theories of theorists such as Ritzer, Bourdieu, Bloomberg, Chafts, Smith and Engels, Harrison and Grundona. The research method is quantitative like the survey research method. The statistical population of this study is female students of Islamic Azad universities in Tehran and the sample size is 382 people and the multi-stage cluster sampling method is proportional to the volume and simple random. Data collection tool was a researcher-made questionnaire in which the validity of face-to-face content and trust tools was calculated with Cronbach's alpha and obtained 0.81. The results of the research show that in general, cultural development in contemporary Iranian society is in an unfavorable situation. There is also a significant inverse relationship between the unequal distribution of cultural capital, symbolic capital, economic capital and social capital as dimensions of gender inequality and cultural development. Regression test showed that the research variables were able to predict about 38.3% of the total changes in the dependent variable (cultural development). So that among the dimensions of gender inequality, cultural capital with a regression coefficient of 0.600 - the highest regression effect and unequal distribution of economic capital with a regression coefficient - 0.108 - have the lowest regression effect on the dependent variable (cultural development). For determine the measure of validity of questions for questionnaire, was used from Cronbach's alpha tests. And for mostly variants the measure of alpha was more than 0.7. For test of relationship between variants were used form The correlation coefficient Pearson's and from t-test & regression analysis , Based on the results of the research, the average Cultural development among high school students in Malekan city are 145/70, which indicates that a high proportion of respondents adhere to civil values.         The purpose of this study was to investigate the role of social networks in increasing the cultural literacy of Faculty members (Islamic Azad University, Central Tehran Branch) with a cultural development. The research method is survey and a questionnaire is used to collect information. The sampling method is multi-stage cluster random sampling. The sample size is determined by using the Cochran's test 285 people. The validity of the questionnaire is confirmed by communication and social science experts. Cronbach's alpha coefficient for the independent variable (use of social networks) and the dependent variable of the research (Cultural literacy and its dimensions) indicate the high internal relation of the items and in other words the reliability of the research tool reliability. Analysis of data at the descriptive level using statistical characteristics such as frequency, frequency percentage, At the inferential level, it was done using SPSS software and also using Chi-square test and Spearman correlation coefficient. Findings of correlation analysis shows that use social networks have a positive effect on increasing the level of cultural literacy of university faculty members.         Today, the transition from abstract urban planning and its connection to the field of implementation through the necessary preparations in the field of organization, leadership; Monitoring and optimal allocation of urban resources with the aim of reducing tensions and cultural conflicts and educating participatory and local citizens has taken place in the macro-policies of urban management. In this research, the descriptive-analytical method of neighborhood-oriented policy indicators effective in social and cultural development was carried out through a field study based on setting up a questionnaire by referring to an expert community of 30 people. With the analysis done on 45 selection indicators in the framework of the content validity ratio (CVR) questionnaire, all indicators qualified to achieve the minimum value of CVR, i.e. 0.33. Based on this, the content validity index was calculated based on 45 indices, the minimum value of which was calculated as 0.67. Next, on the basis of this index, the CVI questionnaire, which was a 4-item Likert spectrum questionnaire designed to evaluate the items of relevance, clarity and simplicity, was evaluated and all the indicators qualified for the minimum CVI value, i.e. 0.67.         The present study was designed and implemented with the aim of investigating and analyzing the role of radio in the cultural development of Tehrani citizens. This research is of mixed type (qualitative-quantitative) and this article focuses on the quantitative part of the research. In the statistical analysis section, the opinions of 384 Tehrani citizens over 18 years of age were used. The measurement tool in the research was a researcher-made questionnaire, whose validity was confirmed using face validity and reliability using Cronbach's alpha coefficient. In this research, 9 indicators were extracted through the qualitative method, which are: attitude, tendency, and character, and cultural consumption, personal security of citizens, product, communication, achievement and human power. AHP technique was used to analyze and rank the identified factors. The results showed: the priority of responsibility and accountability over work conscience and social discipline, the priority of family orientation over religious ethics, were the most important duties of the studied sample in making radio programs for an effective role in cultural development. In the event that self-reliance is based on family orientation, multiplicity of provincial and extra-provincial programs over making programs in different languages, and national pride and patriotism over justice and right-seeking, in making television programs, it has had a lower priority from the eyes of the studied citizens. This research aims to achieve the role of globalization in the cultural development of Arak city using the theories of Ronald Robertson and Manuel Castells and using multiple research methods in the indexing of qualitative method and Delphi technique and then quantitative survey method. The questionnaire technique containing 26 items was used by combined sampling method and the results were extracted and analyzed using SPSS v22 software. The results of Pearson test with 99% confidence and error level less than 1% showed that there is a significant relationship between two important variables. This study showed that in the industrial metropolis of Arak, indicators such as: cultural pluralism, global rethinking and universality are in a better position than cultural harmony, enjoyment and innovation, as well as space and place in the dynamic currents of society and the city.         One of the most important and complex social developments in the last half century is the development of urbanization and one of the most essential factors associated with urban development is the issue of sustainable urban development. This form of development, while meeting current needs, ensures the continued empowerment of future generations of urban communities in various environmental, economic, social and cultural dimensions. One of the components that helps sustainable urban development in ensuring this ability is citizenship education. Therefore, the aim of this study is to investigate the relationship between citizenship education and sustainable urban development in the city of Ardabil. The theoretical framework and theoretical model was developed using theories of citizenship like that of Brian. S. Turner, Rousseau, Machiavelli, Asler and Starkey. The research population consisted of the citizens of Ardabil, of which, using Cochran's formula, 384 people were selected as the sample via a multi-stage clustering sampling technique. Pearson correlation test and structural equation modeling were used for inferential tests. The results showed that the proposed model of relationships between variables had an acceptable fit. There was also a positive and significant relationship between citizenship education and indicators of sustainable urban development. Significant level (p) of cultural and social indicators was 0.01, economic and environmental indicators was 0.05. For citizenship education to have a greater impact on sustainable urban development, it is necessary to first provide the education platform (comprehensiveness and dynamism of law, welfare and social security) in society, then remove the intervening conditions (institutional distrust, lack of cultural development and inefficiency of formal education) that hinder development.   Manuscript profile

        Since the formation of literacy movement for creating learning opportunity of adults till now significant improvement has been achieved in the direction of achieving considered aim. After 3 decades of activity of this organization regarding national experience and its interaction with international experiences there is the necessity of reviewing and engineering again in most of products and methods that are being used. This paper that has been done with analytic- descriptive method, has considered the role of literacy movement at cultural development of village of Guilan province. The required data of this research has been gained through documentation-field method. It was completed in order to determine the function of literacy movement at cultural development of Guilan province that based on census in 2006 it had more literate people. The independent variable is seemed literary research and dependent variable is cultural development of villages that for making relationship 15 items were determined and analyzed. The result of consideration shows that literacy movement during its activity could make people literate at villages and villagers after being literate their level of information and culture has been promoted , on the one hand in the view of doing religious duties, reading Quran, benefiting prophetic saying , it has had positive and significant changes. Also they have been more successful at verbal and auditory interaction and became interested in using books and simple journals. Methodology: the present study is an applied study which has been done in a descriptive - survey method.to collect data in this research and with the aim of responding to research questions, The respondents were all members of the public library of the Maku free zone which were active member of the library and at least 15 years old when it was carried out.  The sample size was determined according to Krejci and Morgan sampling table count is 357. The number of 271 questionnaires were returned, only 240 (22/67 %) them were completely filled. Results: However, variables such as age, level of education and job groups may differ in their view regarding the role of public libraries in cultural development, but there was no significant difference regarding these variables. Conclusion: The users of the public library report the increasing rate of study and improving the level of knowledge from the most important roles in the library, while the role of libraries is in the development of cultural and artistic education is low. The dominant paradigm of this study was mixed methodology.This research is applied in terms of goal, and is qualified method in terms of the method of data collection. The Concourse in this study included 14 people of (Culture and Islamic Guidance government Office, Education) and universitis professors, with backgrounds in culture development studies. The study population of this study consisted of 21 Entrepreneurs in Ilam were chosen as sample by the targeted judgment method. Fourthly nine Phrases were extracted based on the interviews. A questionnaire consisting of 49 cards and an answer sheet. Data analyzed by Q exploratory factor. Based on the findings of the exploratory factor analysis, six types of Religious and fatalistic, Folk Mentality, responsible, Scientist, Legalist, Moral individualistic were categorized. The results showed that the mentality of the participants in the mental models 1 and 2 was the same with the characteristics of the traditional and pre-modern societies. At the same time, the participants in the third and fourth categories had a very good mentality towards development because they have paid attention to values such as sense of commitment, participation, scientism and innovation.         The purpose of this study was to investigate the components and dimensions of cultural development of schools in order to present a model of cultural development of schools. The research approach is qualitative and the data theory method of the foundation has been used. The statistical population included all principals and deputies of primary schools in Kermanshah. To collect qualitative data, 23 experienced and deputy principals and deputy principals of schools were interviewed. The sampling method was purposefully continued until the researcher reached a theoretical saturation using semi-structured interviews with sample members. In this study, in order to collect data, the library method, semi-structured interviews were used. In order to calculate the reliability, the reliability method was used between the two coders, and the results indicate the reliability and validity of the interview. Using the results of reviewing the theoretical foundations and research background and analyzing the content of interviews, the dimensions of cultural development of schools were identified and during 3 stages of open coding, axial coding and selective coding of school cultural development model in 6 main categories: causal condition ( Exploring the components and dimensions of cultural development of schools: including 3 main categories of goals, characteristics, implementation methods and 14 sub-categories), cultural development strategies, contexts, interventionist conditions and consequences of cultural development for use in schools were presented. By conducting this research, the components and dimensions of cultural development of schools are identified and a model of cultural development of schools is designed. This concept was initially centered on the socio-economic field, but after UNESCO named the last decade of the 20th century as the World Decade of Cultural Development, its main axis was changed to the field of culture and cultural development. So that cultural development was proposed as a precondition for achieving comprehensive development. Therefore, considering the importance of cultural development, the purpose of this study is to investigate the role of social capital in the cultural development of Ilam citizens. The study method is survey and the data collection tool is a questionnaire and the theories of social capital, Bourdieu, Coleman, Patnam and Fukuyama were used to formulate research hypotheses. The sample size is 385 people who were determined by multi-stage cluster sampling method. Data were analyzed using amos and spss software. Findings showed that there is a direct and significant relationship between social trust, social commitment, social participation, social relations and cultural development. The results of structural equation modeling show that the variables of social capital (social participation, social relations, social trust and social commitment) explain a total of 47% of the variance of cultural development.         The main objective of this research is to present a model of excellence in cultural development focusing on the building a creative class of children and adolescents. This research was a combination of exploratory research and instrumental model that was implemented in two qualitative and quantitative stages. The present study is descriptive-survey and data collection tool in form of a questionnaire. The statistical population included educational managers, faculty members or lecturers, with only 11 questionnaires prepared. Also in order to study the proposed model of excellence in cultural development, focusing on building a creative class of children and adolescents from the statistical community of the mentors of the intellectual development center for children and adolescents (a simple random sampling method of 196 people). In general, for analyzing the observations and the research information and studying the simultaneous effect of public scales, Excel2013, SPSS21, Smart-PLS statistical software were used. According to the results of fuzzy Delphi, a total of components of both dimensions of cultural development and creative class, 19 components were deleted and 29 final components were left, which according to the experts were more important.         Statement of the problem: Reverse migration is an important phenomenon and on a national scale, it is the linear movement of immigrants from an urban settlement to a rural settlement for medical reasons, retirement, etc., and it is the primary place of birth. The use of rural spaces by urban dwellers is often done in order to relax and reduce the psychological burden of the problems prevailing in urban spaces as a spatial-spatial action. Reverse migration can be considered as a state of rural urbanization, because the urbanization of the suburbs and rural areas includes the spread of urban ideas and ways of life in rural areas, and the most specific form of it is the movement of people from cities to rural areas. Objectives: The aim was to explain the effects of reverse migration on cultural development through the social development of Mahal Anzal villages in Urmia city in 2017-2021. Methods: The research design was descriptive and analytical. The statistical population of the research was 944 households who returned from the city to the villages of Mohal Anzal, out of which 275 households were selected using the quota sampling method and answered the questionnaires randomly. The data were collected with a researcher-made questionnaire with a reliability of 0.818 and analyzed with (SPSS-V.28) and (Lisrel-V.10) software. The research questionnaire had the validity of exploratory factor analysis (0.847) and confirmatory factor analysis. Results and Discussion: The results showed that there is a positive and significant relationship between reverse migration, social development and cultural development (P≤0.01). Reverse migration has a direct and positive effect on social development (0.70) and cultural development (0.28) (P≤0.01), and also reverse migration has an indirect and positive effect (0.39) on cultural development through Social development in Mahal Anzal villages of Urmia city was (P≤0.01). Conclusion: Those in charge should develop the social and cultural life of villages and villagers by examining the positive effects of reverse migration to the villages, by formulating new laws and by maintaining the rural situation, in order to improve the social, cultural and traditional situation for the residents of the villages that accept immigrants. Economic factors, social factors, cultural factors and historical-political factors can be mentioned as the most important factors of urban development. The general purpose of the current research was to analyze the sociological management of the development process of the economic, social, political and cultural factors of Tehran in the past 20 years. The research method used in this research is documentary and historical. Using census statistics, four indicators including; Social, cultural, political and economic factors have been determined in the development of Tehran metropolis, and using cluster analysis and factor analysis, research hypotheses were examined and then confirmed. Based on the available information and data and among the indicators proposed at the city level, 4 social factors have been considered: education, family relations, social relations, press and population. In political historical factors, indicators of political periods and international relations are decisive. In economic factors, indicators of production, jobs, human power and economic relations are considered. In terms of cultural factors, indicators of media communication and artistic activities are determining variables of development.The findings showed that in social development, the humanistic and culture-oriented approach to development, in addition to strengthening and promoting the economic, social and environmental aspects of sustainable development, can lead to comprehensive and effective results. The physical development of Tehran can be explained with the economic approach and modernization theory for development. Political development of Tehran is not equivalent to urban development. But the historical and economic development of Tehran has been influenced by urban development. Manuscript profile
