The Islamic State is a new strategic concept in the civilizational vision of the Supreme Leader of the Islamic Revolution (Mod Zaleh Al-Ali), which has not been documented and the lack of a strong background regarding this concept, the design of the model of the Islamic State to move in the second step. Revolution and achievement of new Islamic civilization is necessary. This research was conducted with the aim of presenting the model of Islamic government based on Islamic management and modern government management in the general administrations of Fars province. The current research is developmental-applicative in terms of purpose and survey in terms of nature. The statistical population of this research includes 131,719 employees of the general offices of Fars province, based on the Morgan-Jersey table, a sample size of 384 people was selected by simple random method. The tool for collecting information in this research is a questionnaire whose face and content validity was confirmed by a group of experts and the content validity ratio (CVR) was calculated as 0.976. . Validation and fit of the research model was also measured in the form of structural equations using partial least squares method and SmartPLS-3 software. The results showed that the measurement model has good validity and fit, and the quality of the model is good, and there is a significant relationship between modern public administration and Islamic government and Islamic administration and Islamic government in the general administrations of Fars province; according to this; Both variables of Islamic
