In the fuzzy arithmetic, the definitions of addition and multiplication of fuzzy numbers are based on Zadeh’s extension principle. From theoretical and practical points of view, this multiplication of fuzzy numbers owns several unnatural properties. Recently, to avoid this shortcoming, a new multiplicative operation of product type is introduced, the so-called cross-product of fuzzy numbers. The main advantage is that this product preserves the shape of triangular or trapezoidal fuzzy numbers under multiplication and from computational point of view the cross product is more applicable than the usual product. The above mentioned properties motivate us to use the cross product in applications as a possible alternative of the product obtained by Zadeh's extension Principle. The aim of the present paper is to give an explicit formula for the cross product of triangular fuzzy numbers based on the scalar product of fuzzy numbers and then, explicit formulas for the length of cross product of triangular fuzzy numbers and fuzzy derivative of cross product of triangular fuzzy functions. As an application, we apply the cross product concept for the first order linear fuzzy differential equations with fuzzy variable coefficients and obtain its triangular solutions under generalized differentiability. Finally, some examples are given to illustrate the theoretical results.

Transportation problem is a linear programming which considers minimum cost for shipping a product from some origins to other destinations such as from factories to warehouse, or from a warehouse to supermarkets. To solve this problem simplex algorithmis utilized. In real projects costs and the value of supply and demands are fuzzy numbers and it is expected that optimal solutions for determining the value of commodities transported from a source to a destination be obtained as a fuzzy. So the first idea is to present the in the full fuzzy condition and then an algorithmwhich is of importance for solving such a problem. In this article, a new algorithm is suggested for solving fully fuzzy transportation problem. This algorithm transforms the fully fuzzy transportation problem into a triple-objective problem and then it utilizes a weighted method for solving multi-objective problems and solves the new problem using simplex transportation method. At the end, the suggested method is utilized for the real data.

The aim of this study is to determine the priorities and the weights of effective criteria in contractor selection as well as ranking and selection of a qualified contractor through PROMETHEE method. Since the municipalities ratify large projects for implementation, choosing a qualified contractor for each project requires careful and sophisticated analysis in order to support the management for optimum decision making. So, to evaluate and rank the contractors, first, we studied the relevant literature. Then, using expert's points of view through questionnaires, we have identified 28 criteria for contractor selection. According to abovementioned criteria, we have consulted 35 experts and managers (at least with BA degree) in the municipality of zone 2 of Tehran through questionnaires. Finally, using screening and obtaining effective criteria through eigenvector, we have calculated the weights of criteria and determined the ranking of contractors through PROMETHEE method.

The classic multiple-criteria decision making (MCDM) model assumes that, when taking a decision, the decision maker has defined a fixed set of criteria and is presented with a clear picture of all available alternatives. The task then reduces to computing the score of each alternative, thus producing a ranking, and choosing the one that maximizes this value. However, most real-world decisions take place in a dynamic environment, where the final decision is only taken at the end of some exploratory process. Dynamic decisions arise in many applications including military, medical, management, sports and emergency situations. This study proposes a flexible framework for dynamic MCDM, based on the concept of fuzzy sets theory and the VIKOR method to provide a rational, scientific and systematic process for prioritizing patients in Emergency Department (ED) under a fuzzy environment where the uncertainty, subjectivity, and vagueness are addressed with linguistic variables parameterized by triangular fuzzy numbers.

In this Paper, a frame work integrated of Fuzzy Analytic Network and Goal Programming is developed to help the students to calculate the qualitative Performance of a university. Facility location problems are one of the most important issues for healthcare organizations and centers to achieve social welfare and respond to customer needs. Proper distribution of health and treatment facilities in cities is vital to minimize costs and improve the efficiency of health centers. The main contribution of the current article is dealing with the uncertainty issue in the p-median location-efficient problem. In this article, the p-median location problem along with network data envelopment analysis (Network DEA) is used in parallel mode to calculate the efficiency of health and treatment centers. In this issue, health centers are considered as parallel networks with two departments that operate independently. Due to the precision of the input and output values, triangular fuzzy numbers and the α-level fuzzy method have been used. The primary results that consider the uncertainty provide efficient solution and suggestions for the potential location of health centers in our case study.

تولید بذر به عنوان یکی از مهمترین مسائل فنی و اقتصادی درگیر در حوزه گیاهان دارویی بوده که مدیریت آن بایستی به عنوان یکی از اولویتهای تحقیقاتی، مدنظر برنامهریزان قرار گیرد. بر این اساس، پژوهش حاضر با هدف شناسایی و تعیین اولویت عوامل پیشبرنده و بازدارندهی مؤثر بر تولید بذر گیاهان دارویی در سال 1393 انجام گرفت. برای انجام این مطالعه از روش دلفی استفاده شد که تعداد اعضاء شرکت کننده در پانل تخصصی، 13 نفر از کارشناسان خبره و باتجربهی منابع طبیعی و جهاد کشاورزی استان گیلان بودند. در مرحله اول تحقیق از تکنیک چندپاسخی برای تحلیل محتوی استفاده گردید. براساس نتایج مرحله اول پرسشنامه­های مرحله دوم در قالب طیف لیکرت طراحی گردید و مجدداً توسط پاسخگویان مرحله اول تکمیل شد؛ سپس با استفاده از مقایسه تکنیکهای متداول رتبهبندی (میانگین، نسبت تغییرات، وزندهی آنتروپی شانون و فازی مثلثی)، داده­ها مورد تجزبه و تحلیل قرار گرفتند. به کارگیری تکنیکهای متداول رتبه­بندی عمدتاً به نتایج یکسان و یا نتایجی با اختلاف اندک در خصوص اولویتهای تعیین شده برای عوامل مذکور انجامید. مطالعهی حاضر علیرغم توصیه به توجه به شرایط فنی و محیطی مانند انبارداری مناسب و جلوگیری از برداشت بی­رویهی بذور در معرض تهدید و نیز فراهم نمودن شرایط مطلوب برای اهلی کردن گیاهان دارویی، نقش تحقیقات، آموزش و اطلاعرسانی در خصوص مزایای اقتصادی را تا حد زیادی مؤثر میداند. افزون بر این، طراحی و اجرای یک سازوکار نظارتی قانونی و سیاستگذاری فعال و فراگیر و نیز مهیا نمودن امکانات و تجهیزات لازم در خصوص آمادهسازی، کشت و برداشت بذور توسط نهادها و سازمانهای تصمیمساز و اجرایی، به طور قابل ملاحظهای در مدیریت مسائل موجود، اثرگذار خواهد بود.
