        Tourism in 2019 accounts for ten percent of the world's gross domestic product, one-tenth of the world's jobs, seven percent of total exports and four percent of total global investment. Therefore, considering the policies of the economy without increasing the importance of the foreign tourism industry, it was necessary to examine the factors of development of the tourism industry. In this study, the role of media diplomacy on the tourism industry is discussed. Therefore, the aim of this study was to investigate the relationship between media diplomacy and tourism industry, which was performed by cross-sectional descriptive method using a researcher-made questionnaire with Cronbach's alpha of 0.9 and a sample of 250 people based on Cochran's formula among media and tourism professionals. In the descriptive evaluation, the respondents rated the prosperity of media diplomacy and the tourism industry as low in the country, and in the inferential results, regression was used regarding the relationship between these two variables, which in the first five indicators of the tourism industry: “Soft power” have strong determinants and only the role of media diplomacy in identifying cities with a coefficient of determination of 0.04 has been assessed as weak.         The purpose of the present research is to study effective purposes and criteria of the U.S foreign policy in the Middle East from the view of smart power. The research method is descriptive-analytic and the results showed that experiences of the past decades convinced the White House politicians to adopt smart power policy for collaboration and opposition as well as peaceful methods for making relations with middle eastern countries. Therefore, a new perspective was opened in western relations with the Middle East. Smart power and all its criteria made the White House politicians attempt to follow their objectives by that. Their purposes include rebuilding the U.S deteriorated foreign policy image during recent decades, public opinion management in the Middle East, improvement and betterment of its executive policies in the region, avoidance of coalition in the region against the U.S and Israel, supporting the emergence of moderate governments based on liberal democracy, sustenance of relative peace and stability in the region according to the U.S favorites, and maintenance of military bases in the U.S allies’ countries.         The purpose of the present study is to answer the main question about the role of the state leader in applying public diplomacy relational methods to fulfill interests of Iran and the Islamic world. The research method is descriptive-analytic and the results showed that with regard to his role in the political-legal structure of the country, having religious authority in the Shi’ite world, and the existing potentials in the discourse literature of the Islamic Revolution of Iran, the state leader by applying soft power and relational methods through gatherings, meetings, approaches, mass media, relevant institutions, cultural and educational organizations, and sending messages and letters to the audience, has an effective role in right detection and enemy recognition, revival of the Islamic ideology, spiritual propagation of the revolution, enforcement of smart power of the Islamic Republic of Iran, preparation of resistance culture, and challenging the unjust nature of the international order in various aspects.         The present study aims to answer how transformation and smartization of the U.S military power strategy has been conducted in the Persian Gulf region since 2001. The research relies on the hypothesis that consequences and high costs of the U.S military strategies during the presidency of George W. Bush, under the influence of hard power, made later presidents in the country to follow the strategy of smart power. Along with military presence, they also attempted to rebuild the U.S deteriorated image in the Middle East and the Persian Gulf region by some strategies like diplomacy, trade, foreign assistance, and propagation of their values. The research method was content analysis and the results showed that consequences of the U.S military intervention in the Persian Gulf revealed strategic limitations of Washington’s hard power policy during the Bush presidency. Thus, Barack Obama and later presidents in the country emphasized on the simultaneous use of hard and soft power, under the title of smart power. Although their approaches were different, their most important smart and common objective was to intelligently change power balance in the Persian Gulf region, in favor of the U.S and against Iran, by coalition between Israel and Arabic countries especially Saudi Arabia and UAE in the region. Accordingly, the present article has been done by descriptive-analytical method with the aim of examining cultural policy-making in the Iranian film industry and its impact on the soft power of the Islamic Republic of Iran. The results showed that the Iranian film industry originates from the political programs of its statesmen and this factor has created challenges in the field of soft power in the field of cinema. Historical experience shows that revolutionary political systems always use the indicators of soft power to improve their regional and international position. Ideology and identity are among the main signs of soft power. When ideology is placed in the space of social, regional and international action, it turns into identity. Therefore, one of the main characteristics of Iran's soft power is production of identity. The use of soft power in Iran's foreign policy is laced with the indicators related to the export of the revolution. Asymmetric action can be considered as one of the main indicators of the behavior of revolutionary players in world politics. In the past two decades, the importance of using international media has caused the powers of the West Asian region, such as Iran, Turkey, Saudi Arabia, and Qatar, to think of benefiting from these media. In this regard, this article has been written with the aim of explaining and understanding Saudi Arabia's media diplomacy in West Asia through the media activism of "Iran International" network. The results and findings of this research, which was carried out using the analytical descriptive method, indicate that: Saudi Arabia, after King Salman came to power in 2015, in order to strengthen its foreign policy in pursuit of media hegemony and the use of media tools.         The present study, firstly, aims at investigating the roots of soft power from the past to the present and secondly, it tries to describe the components of soft power and analyze the major possibilities and limitations of its application. From the ancient times soft power has been considered by many thinkers and governors of China, Greek, Egypt, and Iran. In the past decades, and before the time Josef Nye conceptualizes the soft power, thinkers like Alfered de Grazia, Klaus Knorr and John Kenneth Galbraith determined some forms of power which were similar to soft power and had the same meaning as legality, legitimacy, and democracy; in contrast, in the past, hard power has been associated with force and production ways. The resources for soft power are cultural values, political players, culture and policies of politicians and institutions but in some cases even the military forces – which normally relies on hard power- were able to play the role of soft power and pave the way for dictators like Hitler and Stalin to make use of the possibilities and become successful. Despite the enforcement limitations, soft power in the situation of post-cold war has gained importance and was overshadowed by foreign policies of many countries including America, China, and European Union. One can come to the conclusion that China’s political values and soft power sources can be seen in various fields like culture (traditional Chinese culture, Confucianism); economy (the China’s model of development, extensive commercial and economic relationship); and politics (win-win policy and principle of equality and mutual benefit).         In recent years, Russia's soft power has attracted the attention of many Central Eurasian researchers. Actions taken by Russia to develop relations with Central Asian countries are usually called soft power. The using Russia's soft power policy in Central Asia can be examined from different dimensions. Therefore, the article's central question is how Russia's use of soft power tools in Central Asia has influenced the foreign policy of the countries in the region. The hypothesis of the article is that Russia's use of soft power tools has led to the intellectual alignment of Central Asian leaders with Russia and their greater cooperation with the country's foreign policy goals. In this research, by using the theory of neoclassical realism and explanatory-analytical research method, the logic of using Russia's soft power in Central Asia, the efficiency of Russia's strategy in the Central Asia region, and the reasons and factors that determine Russia's soft power in the region have been discussed. It is the findings of this research show that transnational personal relations act as Moscow's main mechanism to influence the direction of the foreign policy of Central Asian countries.         The remarkable growth of Confucian institutes and schools around the world since 2004 has been a sign of the rise of the People's Republic of China. Chinese leaders in the 1980s, after realizing that Communism was no longer attractive for a powerful international presence, sought to redesign the Confucius as a way to achieve the aspirations of the Chinese people. Today, the word “Confucius” by the Chinese government, refers to cultural institutions that are aimed at promoting Chinese language and culture throughout the world. This paper attempts to examine the Chinese government's plans to promote Confucius schools by using a descriptive and analytical way and tries to answer the question of what role do Confucius schools play in promoting the hegemonic goals of Chinese leaders around the world? The paper, examining the performance of these institutions, shows that "Confucian institutions strive to develop Chinese culture and literature for establishing the basis of a Chinese-led soft power in the framework of the world order." The article also shows that the establishment of these institutions is a deliberate move by Beijing's leaders to develop cultural hegemony and expand China's power and influence in the world. Joseph Nye's initiative in separating hard power from soft power gave new form to the definition of power. Sports diplomacy is considered as one of the key ways of forming soft power and countries are trying to find solutions to reduce tensions, political, economic and social effects with other actors in this supply. The strong presence of Iranian national teams, especially wrestling, in popular international events such as the Olympic Games has created an opportunity for sports to help improve Iran's position in the new world structure, even reducing tensions with its longtime enemy, the United States. Therefore, the present study seeks to answer the question that what role did the soft power of sports diplomacy, especially wrestling, play in Iran-US relations from 1998 to 2013? Studies using the soft power theoretical framework showed that the main hypothesis about the impact of wrestling on the formation of the soft power of sports diplomacy, at critical times and at the lowest cost has helped to improve Iran-US relations. On the other hand, one of the most important aspect of each country’s power, which on the contrary of its existence, has been neglected and not been paid attention to, is the issue of its soft power.         With the expansion of information technology, the increase of communication between societies, and the growth of awareness of events in other parts of the world, governments have increased their soft power as a supplement to hard power in their macro policies, so building a reliable national brand has become important for the governments of the world. It is because they have well understood that the better image they create of themselves and their countries in the minds of the people of other countries, the more successful they will be in advancing their goals and interests. Cultural diplomacy is one of the tools for exercising soft power in the hands of countries beyond the borders and one of the main pillars of public diplomacy in order to influence the target sosieties. Japan is one of the countries with high soft power and is the only non-Western country among the top ten countries in international rankings. In this article, by describing the components of cultural diplomacy and using the three main indicators of countries' soft power ranking, the construction of this country's national brand and its weaknesses and strengths are explained.         Iran and Turkey, as two influential powers in the developments in the Middle East, are trying to advance their cultural diplomacy in Iraq according to the nature of their government, goals and aspirations. The main question of the research is what are the effective characteristics of the cultural diplomacy of Iran and Turkey in Iraq in the years 2003 to 2020? The hypothesis is that Iranian cultural diplomacy in Iraq after 2003 has been proposed with the approach of Shiism, the axis of resistance and urban Iran as opposed to Turkish cultural diplomacy with the approach of Turkish nationalism and neo-Ottomanism. On this basis, each of these governments is trying to exert influence in Iraq with the approach of soft power and cultural diplomacy. In this way, Iran and Turkey have different conditions, opportunities, threats and tools to advance their cultural diplomacy. The research findings indicate that Iran is in a better position than Turkey in terms of conditions, opportunities and tools but the focus on Shiism and the issue of resistance in Iraq has led to little attention paid to other features of cultural diplomacy. In contrast, Turkey, with its utilitarian and opportunistic approach, has been able to make the most of it from tools such as Kurdish language and literature, media diplomacy, tourism development, scientific and educational topics, etc. through careful planning and gained more influence in Iraq. What is the Islamic awakening in the Muslim world is gay identity from ideology and can be part of the Islamic Republic's soft power in the form of neo-liberal approach and reflected its links with the Constructivism values. Structural design is a simplistic approach to the use of soft power in Iran's foreign policy ideas has a further assimilation. The indicators and symptoms can be associated with a meaning -oriented approach to the issue of power, xenophobia and denial of whiskers on foreign policy, freedom of action and activism in international politics, activism cooperation based on equality and identity of the foreign policy interest of the contract. However the importance of this theory is because of its new definition by which we can study behaviors and the manner of governments in the domain of international affairs. This is to say that the contrast exists in this theory on power concept, could be considered as a scale for the governments facing with interests and aspirations that they have defined it before for themselves. Now, if we consider the United States main strategy in the Middle East with this view and the U.S. soft and hard power, we can find three special periods since new century up to now. During these three periods, gradually the importance of soft power has been increased against the hard power. The reason for the hard power declines is because of the limitations that U.S. has had in the Middle East from the beginning of his presence in this region. In this article, we questioned that “What is the effect of using the soft power (knowledge, culture and ideology) on the Islamic Republic's regional position?”  In response, this hypothesis is designed, “The more use of soft power (knowledge, culture and ideology) by the Islamic Republic of Iran, strengthen and enhance Iran's regional position.” In the knowledge sphere, Iran has made significant progresses in the medical field, cyber, defense and technology, in the culture area. Iran has rich Iranian and Islamic history and cultural commons with the countries of the region. In the ideology sphere, after the Islamic Revolution and Presentation of concepts such as the rejection of foreign domination, justice and the relation between religion and politics has increased its soft power.         Changes in the international system in recent years indicate the status of human rights and changing nature of these rights from an intellectual approach to a vital and strategic approach which is linked to the countries’ political life. So that today we see the deepening of human rights in foreign policy of countries in a vertical position and consequently, the absolute sovereignty of States is crystallized in the meaning of States responsibility. In the meantime, according to the liberalist themes and doctrines rooted in the traditions and values of the USA, human rights are institutionalized as critical component in the foreign policy of this country. With this approach in the analysis of foreign policy of the USA based on soft power, the Middle East is in the top of human rights policy of this country. In other words, given the history of the Middle East and its paradoxes, the cradle of civilization and the centre of cultural and religious discourse as intellectual, theoretical and philosophical capitals of human rights, and on the other hand, political sovereignty and foreign colonialism put an old wound on the body of human society of the region due to lack of respect for human rights and this is a good pretext to put pressure on the region by the major powers. Martyr Hassan Tehrani Moghadam was one of the influencers of soft power of the Islamic Republic of Iran in the region. He was one of the founders of the Islamic Revolutionary Guard Corps and the military and command systems, a scholar, a mystic, and a great mujahideen. In the current research, an attempt has been made to answer this question, what are the components of the soft power of Shahid Hassan Tehrani Moghadam by emphasizing the statements of Imam Khamenei?
