        One of the main challenges of performance evaluation in organizations and all systems is the irrationality and inaccuracy of the methods and criteria used. Traditional performance evaluation methods are mostly one-level, so they usually fail to provide sufficient feedback to identify inefficient units. Data envelopment analysis is a mathematical programming technique that compares the relative efficiency of several decision-making units based on observed inputs and outputs expressed by a variety of different scales. In practice, since many decision-making units are subdivided into smaller parts, with standard data envelopment analysis models that consider the organization as a whole, logical results are not obtained. Therefore, it would be better to use developed models like the two-stage DEA model to more accurately evaluate under investigation units in these conditions. Moreover, in cases that there are a large number of inputs and outputs, traditional DEA is not very efficient and it may consider a large number of units as efficient one. To deal with the problem, this study uses PROMETHEE method to rank criteria. After that, the efficiency evaluation problem is continued with most important inputs and outputs. Since the available information is usually incomplete and inaccurate, the problem is solved in the gray environment. The findings indicate a significant decrease in the number of identified efficient units which shows the improvement in discrimination power of DEA method. Additionally, the use of uncertain environment has led to more accurate estimates than previous definite models. Manuscript profile

        Selecting location of an insurance branche often has been considered as a main problem of parent company. This research aims to deal with location problem of a new branch of Alborz insurance Co. in Guilan province based on the combination of several multi-criteria decision making models with fuzzy data. In the proposed model, there are five criteria and six alternatives (locations). To solve a location prioritization problem four steps are defined in this research: 1) Determination of proposed locations and selection of experts by branches managers, definition of linguistic variables and their corresponding fuzzy numbers, 2) Selection of some effective criteria among different criteria using fuzzy delphi method, 3) Pairwise comparison of the criteria and alternatives using fuzzy analytical hierarchy process method, 4) computation of mean wight of criteria for each of experts and using fuzzy logarithmic least square method, 5) Definition of a comprehensive decision matrix, 6) Definition of a fuzzy preference function, total preference matrix, calculation of positive and negative flow, calculation of net flow and defuzzification of fuzzy numbers using Chen method, 7) Determination of possibility degree and weight of each alternative. Finally, regarding to the score of each alternative, place 3 selected as the first priority and places 4, 5, 6, 1 and 2 determined as the next priorities, respectively.         Deciding about portfolio selection and composition are the main challenge ofinvestment institutions. The nature of analysis and effective criteria in industry andcompany are different. They should rank the industry and companies options with regardto multiple and conflict criteria that they have different weights and priorities. This articleseeks to provide two-stage approach for stock selection and portfolio composition. Weenriched promethee (compensatory MCDM method) by weight of criteria. Then we usedit in intended approach. The expert opinions and objective data used to criteria ranking.An ANP was used to determining weight of criteria that merge in promethee method.After designing we tried to validate our approach with real data. The results show wehave 7% (simple mode) and 11% (enriched mode) return more than actual performance.Using of Porter five forces analysis for indentifying and verify industry criteria, toinclude some indices from corporate governance and technical analysis, weighting thecriteria and integrate them in the promethee are our research novelty.         According to growing needs of customers and the development of the retail industry in recent years and given that retail is one of the dynamic sectors of the economy, recognizing the drivers of increased productivity and success of the retail sector can be one of the important concepts in economy. In this regard, the purpose of this study is to identify the factors affecting the success of retailers in Shiraz as a multicultural society and determine the priority of these factors by obtaining the views of various stakeholders, including: customers, employees and managers of retailers as well as academic experts. In this study, 10 of Ofogh Kourosh stores in Shiraz were randomly selected and evaluated as a case study and by determining the research model and determining the effective criteria in the success of retailers, first, with the opinion of academic experts, the weight of the importance of each of the responsible groups was determined. In the present study, the ranking of villages in the southern tropical Bahmaei rural district in Bahmaei city has been done in two quantitative and qualitative parts and their combination determines the final result of rural development feasibility study.         Introduction and purpose: The development of educational and executive spaces that have been expanded interactively with the environment is a national need. To this end, assessing the potential of developing educational spaces based on the environment and green schools can be a big step towards achieving environmental protection and health in the country. Method: In the current study, considering the purpose of evaluation (potential measurement of the development of green educational areas), two comprehensive phases have been used under the study framework. In the first phase, which includes data collection, the descriptive-survey method has been used in two stages of field and office study. The information collected in this phase was completed using expert personnel and questionnaires, and after classification, it entered the second phase of computer analysis. At this stage, 7 main criteria including human, social, land use, educational, environmental, population and green schools indicators were extracted, while each criterion includes different sub-criteria. In the second phase, by using three decision-oriented approaches, including fuzzy-parametric, fuzzy-rank multi-criteria and BWM methods, the coefficients and priority degree of factors and evaluation criteria have been determined. The impact coefficients obtained from these approaches after normalization, have been entered into the GIS environment as different layers of information and potential maps have been prepared for district No. 2 of Tehran. Findings: The prioritization of indicators shows that environmental and educational indicators have the highest score, and then land use and social indicators have taken the next ranks respectively. Based on the results, it can be said that there are currently 3 schools in this area that have been able to cover the middle belt of district No. 2 in question. Conclusion: Based on the results of this research, it can be found that the indicators of green schools should be localized in accordance with the social, environmental and economic conditions of Iran, and if possible, a comprehensive model of the development of green schools in the 2nd district of Tehran, relying on the compatibility of the environment and also creating interaction with the environment for areas without coverage (required) should be prepared in cooperation with the Environment, Education and Culture Organization. Also, a comprehensive database should be prepared for the entire city of Tehran. In addition, the construction of environmental schools or the conversion of ordinary schools into green schools should be placed on the agenda of the School Development and Renovation Organization due to the energy crisis and global warming.   Manuscript profile

        Background and Aim: One of the key factors in the conservation and development of urban green space is use of available water resource in each region according to the characteristics of green space in this paper providing of water for boeen-zahra's green space irrigation has been studied.Method: First available water resources were determined then questionnaires completed by experts, and the effective criteria in the decision-making process of water resources selection were weighed using AHP (Analytical Hierarchy Process) method. Finally, the best option was selected using the preferential prioritization method to enrich the evaluations (Promethee).Findings: The results of AHP method in Expert Choice software indicated that the weight of technical, practical and managerial criteria were higher than other options and water resources of municipal garden wells with miscellaneous wells were selected as the best option. In the second stage, the weights and scores obtained from the criteria and options of the first part, were selected and ranked as input to the Decision Lab 2000 software, and in this stage, the result obtained was confirmed in the first stage.Discussion and Conclusion: The present study indicates that technical, practical, managerial and environmental criteria are the most important factors in choosing the type of water source for irrigation of green space. In other words, in choosing the right water resources, achieving standards, hydraulic shock resistance, no need for advanced technology to control, system efficiency, are the parameters that are most considered.  Manuscript profile

Customers are looking for products with better quality and more advanced and offer new products and companies are forced to respond to the needs, tastes and expectations of our customers, one of the important ways to supply quality products and good performance in product design, failure analysis or risk assessment. Method: this article evaluate the performance of the product components in the computer services industry to the risks and possible consequences in terms of product identification and rank. For risk assessment, data were collected from ten experts of scientific competence and to complete the decision-making matrix. Fuzzy multi-criteria decision-making methods were used for data analysis. These methods in Microsoft Excel were used. Findings: Based on fuzzy VIKOR results, the A5 in the fuzzy approach has the lowest value of Qi and therefore performs better than other options. Based on the results of the fuzzy PROMETHEE, the A4 in the fuzzy risk assessment is larger than φ (a) and therefore performs better than other options. Discussion and Conclusion: Based on fuzzy VIKOR result, A5 is better compared to other options. Based on the results of fuzzy PROMETHEE A4 is better compared to other options.   Manuscript profile

        The distribution of capital market resources depends on the presence of market participants, and the main issue we are facing is the decision to allocate resources, the selection of suitable securities for investment, and the formation of optimal stock portfolios. The development of new techniques in operational research and financial science, along with advances in computer science and technology, has led to the emergence of models, including multi-criteria decision-making models for selecting stock portfolios.Based on the fundamental analysis of stock valuation, 18 financial ratios in 6 groups of profitability, liquidity, activity, leverage, market value, and ownership were used to evaluate 30 companies during 2011-2017. Two methods, Taxonomy and PROMETHEE, is done to rank the sample shares and compare the result. The results showed that the ranking of the Shannon- PROMETHEE entropy model in comparison with the taxonomic-factor analysis models has a better prediction of stock returns. Manuscript profile

In this study, we want to use the Vikor and Promethee methods by using the CANSLIM model criteria’s and the proposed criteria because of Similar to this research with Tehran stock exchange market. We select the top stocks and then create a portfolio using adjusted Markowitz model with taking into account the transaction costs. This study has been on Tehran stock exchange market with defined conditions, in years 1392 to 1394.         An important and core issue for the managers of banking sector is to evaluate and rank the branches of a bank. In this study, a typical multi-criteria ranking problem for the Tose’e Ta’avon bank branches in Khuzestan province of Iran as a case study is defined and solved. For this aim, first a set of important criteria for evaluating banking sector are selected from the literature and experts of the field. Then, for coping with the uncertain nature of the real-life problems, the data of the bank branches in the selected criteria for the past years are obtained and represented as interval values. A decision framework consisting of two phases are proposed to rank the given bank branches. In the first phase the criteria are weighted by the methods such experts’ opinions, interval Shannon’s entropy, and linear combination of these two methods. In the second phase, the classical PROMETHEE approach is extended to its interval form and applied to rank the bank branches. By implementing the proposed solution methodology on the case study, several rankings are obtained and their similarities are compared to each other.         The aim of this study is to determine the priorities and the weights of effective criteria in contractor selection as well as ranking and selection of a qualified contractor through PROMETHEE method. Since the municipalities ratify large projects for implementation, choosing a qualified contractor for each project requires careful and sophisticated analysis in order to support the management for optimum decision making. So, to evaluate and rank the contractors, first, we studied the relevant literature. Then, using expert's points of view through questionnaires, we have identified 28 criteria for contractor selection. According to abovementioned criteria, we have consulted 35 experts and managers (at least with BA degree) in the municipality of zone 2 of Tehran through questionnaires.  Finally, using screening and obtaining effective criteria through eigenvector, we have calculated the weights of criteria and determined the ranking of contractors through PROMETHEE method.    Manuscript profile

        According to national laws, the need to organize office buildings in newly established cities as office sites is raised, and increasing the benefits of operating these complexes depends on choosing the appropriate location. Proper location is very complex process due to its multifaceted nature. Therefore, it is necessary to identify the variables and combine them in the form of a comprehensive application model and formulate an application instruction.In order to achieve the main purpose of the research, first, effective criteria in locating land uses have been formulated, and in particular, administrative sites, which facilitate and make optimal choices. Since in the process of optimal location due to the multiplicity of variables and effective indicators, we need to use multi criteria decision making techniques and models in this study preferred ranking method Promethee is used.         The complexities of the environment in competitive arenas among military organizations and the increasing expectations of countries and governments have revealed the necessity of knowing the strengths and weaknesses of military organizations and the continuous improvement of key components. Therefore, one of the basic concerns of these organizations, and in particular the strategic navy of the army, which has started world-class operations, is to improve the productivity of major logistics centers. Considering the importance of logistics processes in the strategic navy of the army, the purpose of this research was to provide a framework to measure the efficiency of these centers. This research was applied in terms of purpose and descriptive in terms of implementation method. The data was collected in two steps. In the first step, using interviews and questionnaires with a fuzzy Delphi approach, the components of logistics efficiency of Nedaja have been identified in two phases. In the second step, the weights of the criteria were determined using a questionnaire and information analysis with the Shannon entropy method. Moreover, the performance of four major logistics centers of the Navy was investigated during the first quarter of 1401, using the Promethee method. The results showed that the fourth logistics center was the most productive center in the mentioned time frame. Finally, a framework was presented to review and improve the efficiency of the major logistics centers of the strategic navy of the army.      Manuscript profile

        Productivity is one of the main factors in assessing the optimal use of data in industrial production. By evaluation and comparison of productivity in different organizations and industries, a proper planning can be presented to improve the industry and development of the country. For this purpose, we tried to analyze the indicators of productivity in manufacturing industries by using PROMETHEE technique in a five-year period. In this regard, we assessed six factors: Labor Productivity, Capital Productivity, Energy Productivity, Total Factor Productivity, per capita Sales, Net profit margin in five industries: automotive, steel, mining, petrochemicals, and basic metals. The results indicate a more favorable situation in the steel industry. Also, in 2012 the highest level of productivity in all manufacturing industries was achieved and its lowest value was observed in 2010.  Manuscript profile

Rural entrepreneurship can be identified by the advantages, potential and limitations of rural communities based on appropriate strategic planning, the development of rural economy touched. The purpose of this study was to investigate factors affecting entrepreneurship in rural villages is abadeh Tashk. In this regard, using the questionnaire survey method was used. Validity of the questionnaire is accessed by a number of subject specialists and academicians, and its reliability was measured by using Cranach's alpha (α= 0.88). The number of samples was n=264 out of N=1468 landowners in six villages which were determined by Cochran Table. To analyze were used the data from one sample t-test, correlation and PROMETHEE. The results of this research suggest that the triple economic, social factors and zirsakhti in rural regions studied in much desired due to the existence of the correlation between the capacity, the operating status can be increased with a factor helping to develop other applications Since zirsakhti index in the villages have the highest impact on entrepreneurship, the need to pay attention to the later especially in the village of Khwaja Jamali due to higher capacity that is from, is important.         The cityscape, particularly the city entrances, plays a significant role in attracting tourists and forming their initial impressions of a city. However, the entrance spaces of Ardabil, despite its rich cultural and historical heritage and strategic location as a major tourist destination, suffer from various problems and do not exhibit the desired characteristics. This research aims to assess the visual appeal and landscape quality of Ardabil's city entrances and prioritize them for future planning. The study adopts an applied research approach with a descriptive, analytical, and survey method. The research population consists of 15 urban planning experts and professionals in Ardabil. Four indicators, including physical, functional, aesthetic, and representation of the city's identity, were used to measure desirability. The Shannon's entropy model was utilized to assign weights to the indicators, and the PROMETHEE model was employed to prioritize the entrances based on the desired indicators. The results ranked the entrances as: 0.226, 0.011, -0.104, -0.074, with the first four entrances taking the top spots, and the Tehran-Ardabil entrance ranking fifth with a score of -0.059. Consequently, planning efforts should be organized according to the strengths and weaknesses of each entrance, while respecting the priority of intervention. Manuscript profile

        Among the signs of non-development are the existence of inequality and its various aspects for the resolving of which we have to consider how development indicators in different levels are distributed. In this study, prometheus model, which is a flexible model in quantitative and qualitative data analysis, has been used and it has been tried to create the best understanding of variables. In accordance with Prometheus approach, along with the concepts of prioritization, ranking, classification, rating and ranking options, the concept of "flow Packaging of Places" named. In this cross-sectional study to assess the rural areas of counties of North Khorasan in the period 2011 (according to the latest published official data) in terms of indices of development of energy infrastructure and communications, is used Prometheus version 2 that has a Packaging approach. Indicators derived from official sources (such as the Encyclopedia of Counties province), is tuned as a proportion and to their weighting is used network analysis method.         The life quality somehow represents the condition of the people living in a country or in a region. The aim of this research is to rank the five- zone district 4 at Ahvaz from life quality perspective. The methodology is survey and attributal. The population is comprised of the whole families residing in the district 4 in Ahvaz, the sample volume was determined as 321 people by Cochran formula. Having analyzed the questionnaire by Spss, the PROMETHEE technique was used to rate the zones. The results from rating of the zones were constructed as a map through Arc GIS package. The output of PROMETHEE shows that the zone 2 with the highest pure and positive flow and the zone 3 with the lowest flow are ranking as top and bottom priorities respectively. The zone 4 is at the lower level and roughly near the zone 2 and assigned to second priority. The zones 3 and 5 are in the middle of these zones and take the third and fourth ranks.
