In a specific sense, the party means a coherent and organized group, a social and political phenomenon, of the signs of civil society and the democratic system of the West, arising from the post-industrial revolution conditions, which has been adapted and imitated by other societies such as Iran. Although the constitutional revolution of the political parties was formed in Iran, however, with the advent of the Pahlavi regime, the establishment of democracy and the formation of the party system became a problem. The dominant political culture in the socio-political structure of Iran was the traditional political culture. The Pahlavi feudal discourse paid more attention to developmental, economic, industrial and urban development programs and did not pay attention to political development and parties. Traditional-political culture was the main cause of the emergence of rentier governments, political violence, and imperfect development, the continuation of the monarchy and the cycle of despotism. Together, these factors combined the formation of an interconnected network of continuity of traditional and consequential political culture, and an obstacle to the consolidation of democracy and the institutionalization of party activities and the formation of a party system in Iran. This research has been carried out using the Almond and Verbae and Huntington theories in a historical-documentary way. Manuscript profile

This is a comparative view of the role of political culture in the difficulty of consolidating democracy in South Korea and Iran. More than three decades have passed since the Republic of South Korea and the Islamic Republic of Iran have entered a transition to democracy. But in both countries, the institutionalization of democracy and its consolidation face a variety of difficulties. One of the important reasons analysts point out for this problem are barriers to the values and perspectives of traditional traditional culture among the citizens and political elites of the two countries. The question that has been considered in this article is how can the elements related to cultural beliefs and attitudes affect the path of consolidation of democracy in the two countries of South Korea and Iran? The hypothesis that has been studied in relation to this question is that there is a significant relationship between the past beliefs and attitudes of the two countries of South Korea and Iran, and the difficulties of establishing and developing the morale and democratic behavior among the people and political elites of the two countries. It can be seen that a correlation between cultural variables and inconsistent behavior with the standards of democracy in these two countries can be observed. Manuscript profile

Seyed Mohammad Reza Mousavi[1] Seyed Mostafa Abtahi[2] Massoud Motalebi[3] Bahram Bayat[4] Abstract The study of the political culture of different societies shows the readiness of these societies to find ways of governing in democratic or authoritarian ways. In this article, we want to address the important and fundamental issue of how Iran's political development in the form of one of the cultural dimensions of Iran's national identity, namely "Iranianness", leads to define, recover, pursue and ultimately specific results. In fact, the main question is, what factors and components as obstacles to Iranian culture are influential in the political development of Iran? In response, it should be said that the structure of tribal or mechanical society, short-term society, seeking stability, secrecy, self-centeredness and limited political subordination in Iranian society in Iranian political culture has led to lack of political development in this country. By enumerating the various components of political culture and examining and explaining them in this article, it seems that the main factor in convergence and divergence and not reaching the ideal society is welfare-material type and occasional departure from the revolutionary ideals and values of Islamic Iran. And it is the structures of culture that have influenced other structures as well. Ruhollah Pourmolaee [1] Amini Aliakbar [2] Asadolah Athariy Mariyan[3]   Abstract: Political culture is a set of beliefs, values, and norms about power and politics that are shaped by factors such as geographic and climatic conditions, political and social structures, historical conditions, customs, and the economic system, and then form a process. Constant socialization is institutionalized and passed down from generation to generation. In the Qajar era, political culture in its unhealthy area, such as Patrimonialist culture, believed in superstitious beliefs, fatalism, and prevailing thinking in society, so that its footprint is abundantly found in travelogues, literary works, and intellectuals of this period. The present study, using a descriptive-analytical approach and using the theoretical framework of Norman Fairclough’s critical discourse analysis, seeks to answer the question of what role did unhealthy (superstitious and fatalistic) political culture play in the underdevelopment of the Qajar era? According to studies using library-documentary tools, it was concluded that irrationality, irrationality and ignorance, along with patrimonial culture and authoritarian structure, in this period challenged various economic, political and social challenges. It led to a tendency towards unhealthy political culture such as superstition and destiny, and this led to the reproduction of tyranny, the reproduction of ignorance, the reproduction of ignorance, and ultimately the underdevelopment and backwardness of this period. Civil disobedience is political action that transfers citizens' extrajudicial demands peacefully to political decision-makers without challenging the generality of a political system. Civil disobedience seems to require cultural, political and social preconditions to make a difference. Political culture and citizenship are among the most important preconditions for effective civil disobedience; that is, a flexible and participatory political culture, as well as the institutionalization of the citizen's position, can prevent civil disobedience from being suppressed and transformative. At the same time, it seems that popular theories of civil disobedience (including Durkin, Rawls, Habermas, Arendt) cannot fully analyze the civil protests in post-Islamic Iran society. On the basis of this paper, the following paper has designed a three-dimensional model based on Almond political culture, Giddens-agent-structure interaction, and Durkin reading positive civil disobedience, which can be a precondition for disobedience as a right or responsibility. The results of this paper show that mixed political culture (mere subordinate and restricted-participatory), interdependent and fragmented civil society, passive citizenship and evasion of responsibility and the ideological attitude of the sovereign to any protest action on the other have led to civil disobedience. It should not be recognized as a right of responsibility by the GOA. The present paper uses a thematic principle to formulate a theory of civil disobedience in Iranian society. Manuscript profile

The case is constitutional revolution in which practical political participation was increased to the extent that even women started their political activities for the first time. In particular, at the time of Islamic revolution, political participation of women was taken off. At this time, women, for the first time played an equal role with men in revolution. The anti Zandiqeh movement has been a prevalent issue in Iran's political culture throughout history due to the intertwining of religion and politics. However, their applications have varied in each period. During the Qajar era, their applications underwent a transformation due to the clash between tradition and modernity. The question is how did the circumstances of the new era, particularly the influence of European modernity on religious and political reformists, affected the transformation of Zandiqeh? The hypothesis is that in religious-dominated societies like Iran, the applications of Zandiqeh undergo changes in accordance with the requirements of each era. This article seeks to analyze the actions of certain fanatic traditionalists and extremist reformists who, by polarizing society, contributed to the spread of Zandiqeh. Data collection for this article is based on library research and analytical methods. According to the findings, the transformation of Zandiqeh during the Qajar era was influenced not only by religious concerns but also by the cultural and religious conditions of society and personal motives. Most of the countries which possess natural resources have revenue separate from taxes from the people and due to this revenue rent seeking and corruption is more prevalent than other countries. It seems that huge revenue earned from export of natural resources has increased the tendency of influential people to exploit these resources to their benefit and as a result they are creating a network of supporter-follower to seek rent. With the discovery of oil and turning into the main source of government revenue، the structure of the economy got a rentier shape and the state run economy along with concentration of revenue continued in a new form. The present article by a descriptive analytical method is trying to find the relation of oil rent with state run economy and its impact on political culture and social capital between 1989 and 2005(1368-1384 Iranian years). The finding of the study shows that oil rent has led to state capitalism and this has developed the political culture of supporter-follower and as a result weakened the social capital. The glourios Islamic revolution in Iran is a great change throughout the history of Iran and it has brought with itself enormous achievements which are not comparable with the past era. Although there are some improvements regarding political development in comparation with the past era, but these improvement are far from the ideal situation of an Islamic system. Influence of political culture on political development? A culture approach is used to answer this question .Thus a hypothesis has been tested which counts political culture as the major factor in prevention of realization of political development. For this purpose and regarding different study approaches, the most improvement elements of political culture are extracted. Based on these elements it is shown that the former cultural situation continues to its existence and this culture has a wide gap with civil culture which is the best culture for a democratic system. Therefore political culture of Iran has not provided a ground for political development and is a major obstacle in this regard. A comprtion between political culture and authority pattern, participation pattern, party formation and interaction with foreigners proves this argument. Therefore development in Iran needs cultural preparation.   Manuscript profile
