The situation was mainly achieved through capability and capacity of political elite who occupied the posts. In fact, they played an important role in strengthening and sometimes weakening it. Kamal al-din Muhammad Khazin was one of those elites who occupied a ministry position, because of his characteristics, abilities, individual skills, ideas and tendency to reform and successful experience in the bureaucratic system. He tried to resolve a part of political, economic and social crisis in Sultan Mas’ud reign (529-547 AH) by undertaking the reforms. Even though he made reforming efforts rapidly to tackle financial, social, and political challenges, Kamal al-din had to encounter his rival political elites. In this regard, the study of the quality of playing of this role in contemporary history of Iran, especially after Mordad, 28, 1332 (August, 18, 1953) coup that was associated with an increase of power of the monarchy (Shah) until Islamic revolution is very important in order to help us recognize some effective factors in the process of progress or little progress in political development in Iran. The question of this article is that what role political elites play in political development of Iran in the years between 1332 and 1357 (1953 and 1979). The answer to this question in this article is that the political elites of Iran in the mentioned era played a preventive role in the course of political development through some actions such as creating pyramidal and hierarchical power, abusing power and corruption, preventing holding free elections and doing electoral fraud, suppressing press freedom and independence and also suppressing of political independent parties and groups.         Introduction and Goal: The purpose of this research is designing a model of ecosystem of the entrepreneurship promotion in Iranian cinema. An ecosystem with the elements such as Government, Elites, Financial Resources, NGO's, Educational Institutions and Links between internal and external entrepreneurs has been designed. The goal is providing guidance to cultural management in Iranian cinema on how to use the entrepreneurship elements. Methodology: The method of research was descriptive and mixed method (Qualitative and quantitative) through purposeful interview and distributing the questionnaire, as main instrument of research. Findings:  All the six factors of research have effect on Innovation factor. Among six factors, financial resources have the more effect on the factor of innovation and links between internal and external entrepreneurs has less effect on the mentioned factor.         Immigration of cultural elites to developed countries has always been important issues in society of Iran. This research is designed to study the attitude of cultural elites for immigration to developed countries. The theoretical framework based on “Pull and Push” theory. This study tries to examine the theory in four aspects including economic, political, social and cultural dimensions of immigrant motivations. The methodology of the research is mixed of quantitative and qualitative methods. The statistical sample covered professors, PH.D and M.A students of universities of Tehran and 405 cases has been chosen as a sample size from universities. In addition, 30 cases are selected for deep interview for qualitative method as well. The finding shows attitude of cultural elites are related to all four aspects of immigrant motivations. The cases evaluated the developed countries for immigration has been evaluated appropriate and besides their country of origin has been evaluated inappropriate situation. It hints the theory of pull and push as a suitable explanation of immigrant elites. The multiple coefficient certainty explained 23 percent variances of cultural elite attitudes as a dependent variable. Manuscript profile

        Studying the Social Construction of the Elite International Migration and Its Developmental Consequences Using Grounded MethodAbstractTo study the Semantic reconstruction of the elite international migration and its consequences in development dimension in particular using grounded method is the main objective of this research. The research field includes migrant elites who were migrating during this research in 2021. After semi-structured interview with 35 of them, data were analyzed using Strauss and Corbin's systematic method. From data codification, 97 primary codes, 24 subcategories, 11 major categories were extracted. In a designed paradigm model, causal conditions include quality of life, lack of meritocracy; contextual conditions include values, taste and lifestyle, career and management structure failure, weakness of freedom indices; and, intervening conditions include support network, normative pressure, and social constraints. The present research shows that through individual adaptability and mental neutralization the elites cope with ethical conditions and crisis resulting from the thought of their duty for their country of origin. From the interviewees´ point of view, elite migration has consequences and results for Iran development including work quality decrease, and failure in development. From the elites´ point of view, to improve the situation some tactics could be implemented based on strategies to support the elite including encouragements for them to stay in their country, removing obstacles, establishing elite participation grounds, and solutions for their return.Keywords: migration, elites, development, grounded theory Manuscript profile

        , the main goal of the current research is to investigate the causes and factors influencing the migration of rural elites in Cherdavel City located in Ilam province. The statistical population of the present study includes all the elites living in rural areas in the central part of Cherdavel City, and 30 people have been selected and studied as a statistical sample. The tool used in this research includes a researcher-made questionnaire whose content (form) and structural validity and reliability were verified using composite reliability. Data analysis was done through correlation analysis and pattern finding of structural equations using SPSS and Smart PLS software. The preliminary results of the evaluation of the model studied in this research showed that the model has acceptable fit indices. The results of the correlation test showed a significant and negative relationship between the independent variables (natural factors, cultural-social factors, economic factors, service-welfare factors, scientific-educational factors, and psychological factors) with the desire to migrate among the rural elites studied in Cherdavel City of There is the province of Ilam. Also, the modeling of structural equations showed that they had the most influence on the dependent variable, respectively, economic factors (γ = -0.727, t = 42.75), scientific-educational factors (γ = -0.35, 06 t = 9.), natural factors (γ = 0.169, t = 5.6). In general, the independent variables studied have explained 75.6% of the changes in the variance of the migration tendency of the rural elite. Manuscript profile

        A lot of mystical poetry works especially during the sixth century have come up with various approaches. This study tries to shed light on literary and mental works in mystical order from a different view so that the manifestation of Israelites could be reflected in their works. In this short paper, that section approved by researchers and great hadith relators who commented on the forged relation of Israelites in the stories of Adam and Solomon and their echoes on Manteghul Tair, as the most important mystical poetry of the six century. This paper has used a descriptive analytic research with the purpose of studying the forged relations and Israelites as the non-Islamic beliefs in general and the level of affectedness of Attar’s works in particular. The founding of the study demonstrates that entry of forged relations into the poetry of those such as Attar comes from some evidences. The most important reason is their poetic implications on the commentaries and incorrect relations and sometimes some weak resources have been used unconsciously.         Introduction: Marriage and the ease of doing it is one of the human needs, and this research was conducted with the aim of identifying the requirements for the realization of an easy marriage. Method: The study method is qualitative and based on the theme analysis approach. The studied population was elite women and female graduate students of Kermanshah province in 1402, and 12 of them were interviewed by theoretical and purposeful sampling, according to the principle of theoretical saturation. Collecting the required information was done with in-depth semi-structured interviews and their analysis was done with the Colaizzi's model. Findings: The analysis of information led to the emergence of three general topics of prerequisites, bases and necessary conditions (with 4 subcategories of marriage goals, religious and human values, resources and facilities, economic and social factors and conditions), technical factors and executive (with 4 sub-categories of supporting young people, guarantees, marriage parties and holding ceremonies) and works and results of easy marriage (with 2 sub-categories of primary works and results and secondary works and results)along with 90 sub-themes and 218 general concepts became. Conclusion:The examination of the requirements and solutions for the realization of easy marriage shows that the realization of this requires all-round cooperation and a jihad movement by public institutions and people, which is the basis for increasing the marriage rate on the one hand and strengthening the family foundation on the other hand.And it can be a useful model in various aspects of life, helping young people and families.         This research was conducted with the aim of identifying the antecedents and consequences of the transfer of city managers in Mashhad Municipality.The approach of this research is inductive and its main strategy is the method of lived experience (phenomenology). The existence of a researched basis and model in this category can definitely help in the development of concepts and examples related to the subject of research in urban management, especially municipalities. The findings of the research, as a concrete example in urban management, can consider the transfer of managers in cities as very vital and effective and introduce it as subject to the correct understanding of senior managers and the existence of a suitable strategy and a logical procedure in the transfer of managers. In this research, by conducting a semi-structured interview (Claizzy method) with 12 city managers and university experts, the materials were implemented and codes were extracted with the help of MAXQDA software. Further, by counting the important titles of antecedents and consequences, they are divided into two groups, positive and negative, and the effective factors of each category are determined and the characteristics of the categories are specified. The experience of foreign policy of the Islamic Republic of Iran indicates that the main sources and components that shape the identity of elite’s rationality are the basic and decisive elements in defining the national interest and orientation of foreign policy.         The phenomenon of "peace blood" is one of the methods of peace and compromise and one of the important solutions in order to reduce crime and maintain unity and cohesion among ethnic groups. The purpose of the present research is to investigate the fields of realizing the blood culture of peace in human interactions in the direction of peace and reconciliation between ethnic groups and crime reduction. The approach of interpretative-constructive research and its qualitative method is based on data theory as the foundation for data analysis. Sampling is available and among people with master's degree and above in a theoretical way due to data saturation. In order to collect data, a semi-structured interview was conducted with 22 elites of Kermanshah province. The findings of the research included 340 primary concepts, 67 sub-themes and 18 main themes, the core category of which is "realization of the blood culture of peace" according to causal conditions (4 themes), contextual conditions (5 themes), intervening conditions (4 theme), strategies (4 themes), consequences (2 themes) were created and the final model of the research was presented.         This article deals with the role of Bakhtiari elites in the Islamic Revolution and its subsequent structure. The hypothesis of the article is that Bakhtiari elites played a role in the occurrence of the Islamic Revolution and then the political conf­igur­at­i­o­n of the government after that. The results of the research show that these elites through measures such as the conquest of Tehran and then competition and monitoring of political and social developments (struggles against the Shah's regime) and then non-biased acceptance of the interests of the Islamic Revolution of Iran in 1978 (such as abandoning weapons and patrimonial system and coping with democratic organizations) and then loyal to the Islamic Revolution and its vital concepts such as sacred defense, have maximum political and social partici­p­a­t­ion in the comprehensive enrichment of the emerging concept of the nation-state.         Iran has experienced devastating earthquakes in recent decades, each with significant damage and different socio-political consequences. What has caused public concern, especially among policymakers and managers, is the possibility of a severe earthquake in Tehran. Paying attention to the location of this city and the dimensions of the consequences of such an earthquake reveals the importance and necessity of addressing it. Many researchers, policymakers, and aid agencies believe that natural disasters strengthen alliance between groups and moderate conflict, but because they face a shortage of basic resources after people's disasters, natural disasters can provoke conflict and conflict within the country. The current study examines one of the neglected aspects of the consequences of accidents, namely political vulnerability. In this study, the future research method and a combination of Delphi technique and scenario writing, along with a questionnaire and a matrix of cross-referenced effects have been used. It has been used and referred to experts and specialists in crisis management for future research. Identification of key factors and the extent of the impact and uncertainty of the identified indicators of the political consequences of the earthquake were determined through a questionnaire compiled by experts panel. This questionnaire, which was extracted and designed based on the conceptual model and using theoretical framework, divided the influential factors into 32 factors.         The aim of this study is to investigate the barriers to political development in Iran with emphasis on the lack of participation of academic elites (Case study: professors of Larestan universities). This work is a fundamental and applied research in terms of purpose. Regarding the data, this qualitative study was conducted by using the phenomenological method. In this research, information was collected through interviews. Using purposive sampling method and theoretical saturation technique, key informants (including 20 professors) were selected to identify barriers to political development. The tool used was a semi-structured interview. The data collected from the interviews were analyzed by content analysis method.Based on the results of content analysis in this piece of work, ten basic themes include: Cultural and educational failure, distortion of people's attitudes toward development, inadequate media information, employment and inefficient economic policies of governments, feelings of relative deprivation, weak capital Social, historical factors, weakness of civil society, and political factors were obtained.         Background and purpose: The purpose of the present study was to outline the ideal policy situation of the Islamic Republic of Iran in the field of top talents and elites.Method: This research was conducted in terms of orientation following conceptualization and with a qualitative approach and theoretical coding derived from theme analysis. The research community included 30 articles and theses, which were selected from a total of 124 articles searched in reliable domestic scientific databases using a targeted approach in the period of 2017 to 2018.Findings: Based on the findings of the research, the dominant model governing the policy-making environment of elites in the country is "institutional model" and it is focused on certain governmental institutions such as leadership, parliament, presidency, courts, etc. Based on the findings of the research, an institutional and rational model has been proposed for the optimal policy of elites and top talents. The proposed research model is a combination of institutional and rational model, which seems to be able to respond to the inadequacies and limitations of individual models.Conclusion: The model of policy-making based on a rational basis can solve the challenges and problems of the past to a large extent, and secondly, by using the results of studies related to research, it can be fruitful for the growth and progress of this field as much as possible. At that time political power was legitimated only with the support and approval of clergymen and despite the revolution against these functions, because of the lack of strong central government and the absence of a standing army they could not make fundamental and structural changes in Iran.         The goal of this article is to study the place and origin of mental and  political elites after seventy years of constitution whether formallyor  informally  and  define   the  role of governor  power  in this place.   In the past our society was  autocracied, back warded and  trible in which king and his confidants werein charge of everything and people were uneducated and  masses and elites were influenced by both of them, but in the late nineteenth century injustice by  governors on people got intensified , import of foreign goods stopped internal goods to flourish, economic concession to foreigners increased, the cost of travelling abroad by kings increased  and other cases provided the way for mental crises in the brain of society elites which led to constitutional revolution in Iran. Generally, the place and origin of mental and political elites in seventy years of constitution were: 1.  Most governor elites were from upper class and related to court and were among court confidents. 2. Most elites of this era (especially parliament members) were from landlords and employees (Divansalaran) and spirituals. 3. Most political elites and somehow mental elites were land lords. 4.         The current research aimed to analyze the obstacles to the realization of meritocracy facing the attraction of elites in the country's management levels and the ways out of it, relying on the statement of the second step of the revolution. The main question was to investigate the obstacles to the realization of meritocracy and the solutions for its realization under the attraction of elites in the managerial levels of the country. The method was analytical-descriptive and relied on library resources. The findings showed that the first obstacle is the weakening of meritocracy by overemphasizing on work history, and the solution is youthism and trusting the elite. The next challenge is the non-compliance of the selection criteria with the operational needs of the organization, the solution is to use talented human resources and also eliminate discrimination in the distribution of public resources. Non-granting of rewards based on organizational status is the third challenge, the solution is the realization of justice and narrowing the field of discrimination. The lack of attention to ethics and its promotion is the fourth challenge, and returning to the spirit of ethics caused by the revolution and holy defense was considered as the main solution. The last challenge is the lack of effect of performance evaluation results on the job conditions of employees, the solution is to give effect to the results of performance evaluation, to pay attention to the spiritual competence of people along with the conditions of performance evaluation and to record actual performance.         In this research has been tried to study the impact of economic and social components on the tendency of cultural elites to migrate to developed countries. Immigration of cultural elites to developed countries has always been important issues in society of Iran. This research is designed to study the attitude of cultural elites for immigration to developed countries. The theoretical framework based on “Pull and Push” theory. This study tries to examine the theory in four aspects including economic, political, social and cultural dimensions of immigrant motivations. The methodology of the research is mixed of quantitative and qualitative methods. The statistical sample covered professors, Ph.D and M.A students of universities of Tehran and 405 cases has been chosen as a sample size from universities. In addition, 30 cases are selected for deep interview for qualitative method as well. The finding shows attitude of cultural elites are related to all four aspects of immigrant motivations. The cases evaluated the developed countries for immigration has been evaluated appropriate and besides their country of origin has been evaluated inappropriate situation. It hints the theory of pull and push as a suitable explanation of immigrant elites. The multiple coefficient certainty explained 23 percent variances of cultural elite attitudes as a dependent variable.  Manuscript profile

        Cultural policy is one of the most important tasks of governments in changing society from tradition to modernity. These governments use force to modernize the culture, economy and society. In these governments, intellectual elites play an important role in cultural policy-making and determine the executive agenda of governments. After the establishment of the Pahlavi regime, cultural policy became one of the main programs of political elites in Iran and the intellectual elite provided them with new cultural ideas. The purpose of this study is to critique the cultural policies of the first Pahlavi period from the perspective of intellectual and political elites. Therefore, by studying their writings, an attempt is made to study the cultural characteristics of the Pahlavi regime in the political and cultural modernization of Iran. The results of the study show that Reza Shah's centralization policies were able to establish security in Iran and rule the central government in Iran instead of tribes and nomads. This centralism was the result of the efforts of intellectual elites who emphasized authoritarian nation-building in their writings. Authoritarian modernization in the first Pahlavi period intensified social and political divisions and confrontations between tradition and modernity in the coming decades in Iran.         The purpose of the present study was to explain the ideal policy of the Islamic Republic of Iran in the field of top talents and elites. This research was conducted in terms of orientation following conceptualization and with a qualitative approach and theoretical coding derived from theme analysis. The research community included 30 articles and theses, which were selected from a total of 124 articles searched in reliable domestic scientific databases using a targeted approach in the period of 2017 to 2018. Based on the findings of the research, the dominant model governing the policy-making environment of elites in the country is "institutional model" and it is focused on certain governmental institutions such as leadership, parliament, presidency, courts, etc. Based on the findings of the research, an institutional and rational model has been proposed for the optimal policy of elites and top talents. The proposed research model is a combination of institutional and rational model, which seems to be able to respond to the inadequacies and limitations of individual models.         The current research was done with the goal of determining the social mobility procedure among economic elites in the past three decades. The method of this study was a type of descriptive research. The statistical populations of this study were the economic elites in Tehran (about one hundred thousand people) and according to Morgan table, the sample size was 384 people, which was chosen by systematic random selection. In this method, from every 260 people, one person was selected and answered the questioner. To collect the data, the researcher-made questioner was used, the validity of which is determined by content validity, structural validity, and reliability of instruments through Alpha Cronbach formula. In order to analyze the data, one-way ANOVA test, and path analysis method was used. The findings indicate that social mobility was different in the three 70-80-90 decades, regarding vertical, horizontal, and geographic mobility. It was determined that horizontal mobility and geographic mobility in the three 70-80-90 decades had a significant difference. Furthermore, the results showed that economic elites had the most social mobility in the 90 decade, and the least mobility in the 80 decade. Also economic elites in the 90 decade didn’t have the tendency to geographic mobility, because 97,9 percent of the economic elites announced that they didn’t have a tendency to leave the country. Furthermore, it was clear that based on the results, people did not have the tendency toward sufficient mobility. It was also clear in path analysis that the family factor was in the first priority by the sum of direct and indirect effects of 0,291, in the second priority economic knowledge by direct and indirect effects of 0,254, in the third priority media by direct and indirect effects of -0,164 with transition, in the fourth priority, social intelligence by the direct and indirect effects of 0,163 with reverse transition, in the fifth priority, sexual attitude by direct and indirect effects of -0,153 with reverse transition, in the sixth priority, vocal communication by direct and indirect effects of -0,098, in the seventh priority, creativity by direct and indirect effects of -0,90 with transition, and in the eighth priority politics by direct and indirect effects of -0,077 with reverse transition were located.         The concept of power is from the fundamental issues in political science and political thought. Political thinkers have always concentrated on power from Plato onwards. Especially, it has become one of the major concepts in the present era with a central role. The power has been seen from different perspectives in general or in particular so that no issue has been seriously considered like this concept so far. The power is basically a controversial concept and can be viewed in all political issues because it has a permanent presence since the beginning of history. In other words, the power is the most tangible objective and subjective matter which cannot be separated from the history. The aim of this paper is to study the theoretical concepts related to power. In this study, we discuss the theories of prominent theorists about the power and its aspects and concepts according to elite status on issues related to political power in the findings section. Then we study the issue of power and the political elites in Iran. The results show that political elites in authoritarian and semi-authoritarian countries can play a central role in political development / non development of these countries.
