The stations are arranged in a way to have a continuous and constant material flow. In this paper a multi-objective formulation for assembly line balancing is introduced. As a solution approach a two-step approach is proposed. In the first step the problem in a fuzzy environment is converted to a crisp problem and in the second step an efficient solution of the crisp problem is found by fuzzy programming approach.         The classical efficient market hypothesis states that it is not possible to beat the market by developing a strategy based on historical price series. In this paper we propose a profitable automatic trading system based on the divergence definition in relative strength index and using other technical analysis tools which presents empirical evidence confronting the classical efficient market hypothesis. In order to validate the developed solution an extensive evaluation was performed, comparing the designed strategy against the market itself and several other investment methodologies. An intraday database comprised of 59 symbols from NYSE in The time span 2010 to 2016 was employed. The whole sample is categorized over two sub-periods, training and widening its validity. By enjoying Meta-heuristic algorithms the rules in the first sub-period was improved. Then, in the second division the improved model was evaluated.         Choosing an appropriate strategy for portfolio rebalancing is a crucial matter in today's financial markets with logarithmic and high frequency transactions. In log-optimal approach named also active strategy, portfolio rebalancing is a continuous time process and the optimality of such strategy is assured only for very long-term investment horizons. But continuous-time rebalancing is impractical and portfolios have finite horizon usually. In this article we will introduce another strategy with less rebalancing frequency to attain log-optimal utility at least, because of costly and infeasibility of continuous rebalancing for investors. Then we will implement these strategies on a portfolio consist of several Tehran exchange stocks.         Population concentration in developing countries has brought about numerousproblems in large cities. Among those problems we can mention populationcongestion, migration, housing deficiencies, unemployment, environmentaldegeneration, etc.Accordingly, regional and urban analysts have started paying attention to thedevelopment of small and medium size towns as an essential solution for dealing withthe imbalance originated from development of prime cities.In this study, we have assessed, analyzed and examined Vahidieh's urbanizationprocess as well as that of Shahriar area as a sample of Tehran Province towns andcities before and after this occurance. Variables studied are population, occupancy,educational-cultural facilities, political-administrational, telecommunications,commercial and service providing facilities. Analysis of the data acquired from thestudy through statistical models - entropy coefficient, elasticity coefficient, MorrisDevelopment Index, parabolic-sectional variation analysis model – has been assessedand evaluated. Results derived from statistical models show that the urbanizationprocess of Vahidieh has not had desirable effects in balancing distribution ofpopulation and establishment of settlements throughout the area, stabilization of thepopulation, prosperity of solar rural sections, and growth of agricultural sectiontherefore being unsuccessful in that regard. Despite the fact that at some period,growth of industrial section in the city of Shahriar and in Tehran has had positiveeffects on population growth due to low cost of housing for people who have mostlybeen service and industrial laborers.Ultimately, the overall results drawn from this study reveal that urbanization ofVahidieh has not had an effective role in the development process of rural outskirts..         In active portfolio rebalancing strategy so called log-optimal portfolio rebalancing strategy, rebalancing is executed continuously so that utility function achieves to its maximum value. But the implementation of this strategy is impossible for its high transaction costs. In this article, we introduce another strategy to get utility of active strategy at least by using active strategy parameters. on the other hand, choosing the optimum rebalancing frequency depends on the investment horizon. Choosing the best rebalancing frequency among the all possible ones for each given investment horizon is the main purpose of this article. So we first introduce different rebalancing strategies and then semi-active one to obtain the optimum frequency as a function of investment horizon. Implementation of this model is based on neglecting the short-selling constraint in Iran stock market. Implementation results on a real portfolio in Tehran stock exchange showed that choosing the optimum frequency is more sensitive for short horizons. And also using this frequency in semi-active strategy will increase the value of utility function in comparison to active strategy.     Manuscript profile

        The present research has been carried out aiming at comparing the return and risk in selected technical methods, using two strategies of reinvestment and rebalancing, and a buy and hold method as an inactive investment method, in Tehran Stock Exchange during the years between 2006 and 2012. After data collection about 15 active firms, Excel broadsheet software was used to categorize information and calculate the variables. Finally the resulted data were analyzed through the use of SPSS software. In this research, risk and return of the selected technical methods including moving average, two moving averages, money flow index, trading range breakout, and money flow index were calculated by using the two strategies and then the return and risk of the selected technical methods were compared using buy and hold method. Results showed that the return of technical methods with two strategies of reinvestment and balancing do not have meaningful differences. Meanwhile, the risk of reinvestment method has had a meaningful difference with the risk of balancing investment method and in most results; the risk of technical method with reinvestment strategy has been less that the same technical method with balancing strategy. On the contrary, the technical method with two strategies posed for return of buy and hold method has been different from technical methods with reinvestment and balancing strategies and this difference has been more for technical method with balancing strategy than reinvestment strategy. On the whole, in most selected technical methods, the returns of the selected technical method have been less than buy and hold method with a trivial difference. And the return of buy and hold method has been less than technical method used with balancing investment strategy. Regarding risk, most results gained showed that the risk of the selected technical method with reinvestment strategy has been less than the risk of buy and hold method and risk of buy and hold method has been more than the technical method used with rebalancing investment strategy.         One of the main concerns of investors in financial market is reduction of risk and achieving desired return. One of the ways that reduce risk, is creating portfolio; but due to market changes, the optimal portfolio will not be stable and it is necessary to be control and rebalancing. Generally, investors in financial market are divided into two categories: real investors and legal investors. The volume of real investors' capital is little and is called small investors, too. Portfolio selection and rebalancing for small investors need attention to their criteria and limitations that are not considered in the classic financial models such as Markowitz’s model. These criteria are transaction cost, dividend, systematic risk and transaction units. In this study, a multi-objective and comprehensive model are provided that addresses the goals and limitations of small investors. For this purpose, the lexicographic goal programming is used and a mixed integer programming model is provided.         The shift in US strategy - from a counterbalanced strategy to a region now called the Indo-Pacific - is significant in a variety of ways. Therefore, this study aims to examine the future of the US strategy in Indo-Pacific and seeks to answer the question that according to the US strategy in the Asia-Pacific, how will the balance of power in the vast and strategic region change in the next decade? The region's unique features add to the Indo-Pacific strategic importance, and so the United States has sought to maintain its dominance in the region by shifting its strategy from Atlantic to Pacific. Regarding the rebalancing strategy, there seems to be ambiguities in its priorities and its components, which were tried to be reduced by presenting documents, findings, descriptions and explanations. Descriptive-analytical method was implemented to do the research and as per its findings, from one perspective, the change in China's behavior has caused the US strategic pivot to the region, and from the other perspective, the US strategic turn to the region has changed China's behavior as an active and effective regional power over the past two decades.         The increasing computing needs leads to an increase in the importance of using cloud computing day by day. Cloud computing is a computing model based on computer networks that presents a new pattern to supply resources, so that users request or release resources based on their needs. When the requests for computing resources increase, proper distribution of resources becomes very important, because if a computational unit has a large number of tasks and the other one is almost idle, resources are not used well and also makespan would be very high. Therefore, in order to overcome this problem, load balancing technique is used. In general, from the computing point of view, the process of distributing the loads on the processing units in a balanced way is called load balancing. In most researches, interactions between running tasks are not considered, so if the tasks in interaction with each other are located in separate processing units in a distributed network, the interactions between them would be effective on makespan. The aim of this research is to present an approach which can achieve a desirable load balancing in the network, such that the makespan and idle time of machines minimized, taking into account the interactions between the tasks. For this purpose, the genetic algorithm is used. The obtained experimental results show that localizing the interactions will have a significant impact in reducing the makespan. Manuscript profile

Cloud computing is not a new technology, but it is also a new method for providing services via the Internet. Cloud computing is a new concept as a storage of virtualized resources and it increases the efficiency, saves the hardware resources, and enhances the computing power. The load balancing is one of the main concerns in cloud computing space; and it can increase the speed, efficiency, customer satisfaction and reduce the response time in the case of proper performance. This paper also studies the problems of load balancing in cloud computing and introduces several load balancing algorithms. Finally, an algorithm is proposed and evaluated to improve the load balancing in cloud computing space. Our proposed algorithm utilizes the combination of fuzzy and min-max algorithms; and we have found that our algorithm has better performance than the non-fuzzy algorithm in most of the cases.         Introduction: Network needs in today's era include comprehensive improvement of communication and connections with more bandwidth, minimum delay and high throughput. Software-defined networking is one of the most promising modes of future Internet development due to their centralized planning and management capabilities. The load balancing problem for distributed SDN controllers is one of the fundamental challenges of these networks, and a single centralized controller may cause reliability and scalability problems, and although several controllers can solve these problems, a flexibility mechanism is required for load balancing.Method:Therefore, in this research, a load balancing mechanism is proposed based on the load information strategy, so that each controller in the system periodically reports its load information to other controllers, and the overload controllers of the plan, load infomation They do not collect all other controllers before local decisions are made, which in turn reduces controller resource consumption. A load balancing strategy is proposed in the proposed response time-based scheme for multiple SDN controllers, which takes into account the real-time response time characteristics that change with the controller load. Another key part of the proposed scheme is that all these things are done in the Ryu controller by choosing an appropriate response time threshold and processing multiple overload controllers simultaneously, which can solve the load balancing problem of the SDN control panel of the overload controller well. slow This model proposes to transfer the management of specific switches between controllers.Results: In the simulation, the historical load and the future load of the switches were considered, and a switch migration algorithm with double weight was proposed, which led to a decrease in the frequency of switch migration. Experiments have proven that this scheme can quickly provide load balancing between controllers and reduce the number of switch migrations. The results showed that this design can lead to the migration of the overload controller and quickly reduce the workload of the overload controller. Because of the complexity of the problem is in the class of NP-hard problems, the mathematical model can’t be solved for the actual dimensions of the industry. Genetic algorithm was used to solve this problem, coding and designing is done with MATLAB. The proposed model is evaluated by data set provided in this area. Results reflect the good performance of the model and improved objectives.         Failure to achieve a balanced production system means not fully utilizing the capabilities of the production system, and because of the high cost of production systems, balancing these systems is one of the most important concerns of production managers. Is. For this reason, this study aimed to balance the complex assembly lines in order to reduce the cost of manpower and reduce the number of workstations. There are two general approaches to problem solving, To evaluate the problem under different conditions two problems of medium and large size are solved. First, an intermediate problem is solved by the exact method through the Gaussian software (GAMS) and the Salon Baron (BARON). Then again the intermediate problem is solved with the grasshopper meta-algorithm and their results are compared with the precise method and by this the accuracy and accuracy of the meta-metric method is measured so that it can be used to solve the large size problem. Finally, the values equal to the Grasshopper Algorithm Target Function and the Gaussian Target Function software show that the algorithm performs well, resulting in a large problem solved by the Grasshopper Metabolic Algorithm, resulting in cost savings and reduced workstations.         Assembly lines are important approaches for mass production of industrial products. Nowadays, these lines are also used for producing customized products in low volume. Undesirable balancing increases the cycle time and idle time and subsequently decreases production rates and line efficiency while augmenting the cost of system. These factors ultimately reduce the productivity of manufacturing systems. For this reason, the researchers and practitioners of production and operation management take a deep concentration on assembly line balancing problem. In this paper, Boisen’s theoretic principles of line balancing are studied in the first section. In the second section, the current situation of a sample firm is analyzed and accordingly a suitable mathematical model is used for balancing with respect to the optimal standard and constraints of the firm. This model has been solved with a branch-and-bound procedure using LINGO Software and the global optimum solution has been found. In order to evaluate the effect of balancing, proper indices have been calculated for the current and proposed designs. The purpose of this research was to investigate and study this phenomenon and its effects by studying the population and demographic statistics of the understudy area. The analysis was performed and the relevant data and requirements were extracted.It was concluded from the present study that one of the effective factors in the irregular settlement system of Ilam province was rural migration and of course the villagers could not be blamed for the disruption of the housing system since the lack of facilities had forced them to do so.         Nowadays, the control of mechanical systems with fewer inputs than outputs (Under-actuated systems) has become a challenging problem for control engineers. Two-wheeled balancing robots is one of the appealing examples of this category. This type of robot contains two parallel wheels and an inverted pendulum. In this research, designing of controller have been investigated for flat surfaces. For controller design, the extract dynamics of the system has been achieved based on Kane's method. Then for the two-wheeled balancing robot, one sliding mode controller has been designed for yaw angle, and another sliding mode controller has been designed to control both position and pitch angle based on a proposed sliding surface. The main feature of the proposed controllers is that all of controllers have been designed based on the nonlinear dynamics of system. Also, considering the limits of uncertainties while designing systems, the robustness of controllers have been increased. The common problem of sliding mode control is chattering phenomenon that has been greatly reduced using saturation function instead of sign function. Simulation results comparision of the designed controller with a LQR controller, validates the effectiveness of the proposed controller. Manuscript profile

        Abstract: The disintegration of bipolar system led to the rise of the United States as world dominating and hegemon power. This change in international system led the researcher to focus their study on the reaction of smaller power to the policy of hegemon power. In this direction, Russia's behavior in recent years against the United States has been studies. The article by a causal-analytical approach studies Russia's security strategy during 2005 to 2015. The underlying hypothesis is that the grand security strategy of Russia in the said period had been soft balancing against the hegemon. Nevertheless, Russia has kept the option of hard but calculable balancing against the hegemon in exceptional situations. The article refers to the reaction of Russia in Georgian crisis (2008), Ukraine crisis (2014) and Syrian crisis (2011-2017) and evaluated the hypothesis in the above said crises. The article is of the view that the Russian intervention in the Syrian crisis is related to the perception of Russia about the possible scenario of Assad's fall and the resultant security threat for Russia but Russia has been careful that the military intervention in Syria should not expand to the level which instigate the United States and its allies and direct them to a possible military confrontation.  Manuscript profile

        Abstract There has been much criticism about Obama’s Middle East strategy and some believe that it lacked strategic prospect. An examination of the Middle East strategy of the United States under Obama administration from the viewpoint of neo-classic realism not only does not approve this view but also indicates that Obama has adopted a coherent strategy from the beginning of his presidency towards the Middle East and on this basis he has made significant efforts to promote the United States national security. So it is interesting to answer this question as to what strategy Obama adopted vis-à-vis the Middle East and what policies was pursued to achieve those goals? The present article by a descriptive-analytical method wants to show that the Middle East strategy of the United States under Obama administration started with assigning responsibility to its allies within the framework of balancing from remote distance and by the passage of time moved to accept limited responsibility. China’s cooperation with Russia at this period was the manifestation of this perception. But after Kosovo crisis and the failure of Russia to show suitable reaction, China admitted the unipolarity of international system. As a result China tried to strengthen her position internally. The adoption of this policy resulted into increasing power of China in all dimensions. Naturally this evoked the reaction of other neighbouring countries and powers that are having difference with China. The major neighbor of China is India, which is growing and developing fast and claims to play an important role in international system. Many analysts see the rise of China as one of the main reasons for the positive shifts in the foreign policy of the United States and India towards each other. Given this point, this study seeks to answer the question of why the rise of China has led to a rapprochement between India and the United States. The results of this study show that as China increasingly seeks to undermine India's national interests, balancing strategy has become a requirement for India's foreign policy toward China. On the other hand, the choice of off-shore balancing by the United States to prevent the emergence of a regional hegemon in East and South Asia has led to a rapprochement between the United States and India. Decoding the reason of the continuation of historical relations between the two countries, have always been one of the main concerns of international relations scholars. Thus, the Islamic Republic of Iran, which is located in the disputed region of the Middle East, has highlighted deterrence to ensure its security. The present qualitative study aims to see whether Iran's current strategy is consistent with the components of the “new deterrence” by considering identity-, authority-, and interest-based approaches in national, regional and international levels. In this regard, the main hypothesis raised is Iran's security-defense strategy is inspired solely by the military component of deterrence, not all of the new components of deterrence. In other words, the synergy of all dimensions including the military, political, and economic dimensions of Post-Cold War Deterrence did not exist in the strategic equation of Iranian deterrence,and deterrence for Iran has been a military response to deterrent actions of extra-regional adversaries and their regional allies.In this regard, the present study seeks to achieve a comprehensive understanding of deterrence and its evolution with a pathological approach in order to explain the appropriate model of deterrence in Iran. Based on the results, Iran's performance is more based on the requirements of asymmetric warfare than deterrence due to the increasing impact of both regional and international environments on the national environment.Further, the success of Iranian deterrence relies on the use of "deterrence with denial" versus "deterrence with punishment."         During the last four decades of the existence of the Islamic Republic of Iran, the relationship with the Russian Federation has always been one of the priorities of Iran's foreign policy. Deciphering the reason for the continuation of deep political and economic relations between the two countries has always been one of the concerns of international relations researchers. Despite the ideological confrontation between the Islamic Republic of Iran and the Russian Federation and the deep ties between Russia and Israel and the level of diplomatic relations between these two countries, How Russia has been able to bring these relations to a strategic level with Iran. The purpose of the current research is to answer this basic question: what is the balancing policy of Iran and Russia towards the United States of America from the point of view of Kent Waltz? This research has been used with a descriptive and analytical method and inspired by the theory of the balance of forces of Kent Waltz in the analysis of the relations between Iran and Russia. China's significant economic growth and becoming the second largest economy in the world, significant progress in the military and space fields, and the expansion of influence in different regions of the world have strengthened the prospect of expanding this challenge.         In this paper, the determinant factors and processes in the West Asian region are investigated in three areas of structures, actors, and processes as interconnected and interrelated items. The theoretical framework of the research is based on the Steven David''s Omni-Balancing theory, asserting that governments not only consider external military threats in their own security calculations, but also address domestic dangers. After reviewing the structures affecting the security order of the region, the writers explain the role of extra-regional, sub-national/non-state and state actors. Then, processes affecting the security order of West Asia will be examined with emphasis on identity differences, poverty and inequality, water crisis and Islamism. The article then focuses on regional patterns of regional security in West Asia, including Puzzle and Chess patterns, which put actors involved in the security equitations of the region in a state of perplexity. The paper concludes that due to the uncertainty and unpredictability of regional dynamics, the lack of a regulative principle, the plurality and diversity of actors and finally the fluid process, it would be difficult to predict the future of regional order and security. In such a situation, it seems that the ultimate solution would be initiatives such as security networking and a strong region.         Abstract Transition from balancing can be regarded as the advent of neo-Ottomanize strategies. Neo-Ottomanize has found new ties with the realities of Caliphate and rule-oriented groups. Since the Justice and Development Party has close ideological ties with the rule-oriented Society of the Muslim Brothers, it has exerted notable influence on the mechanisms concerning political and security roles it can play in Turkey and the Middle East. The new assessment of the elements of power and the political role played by Turkey goes back to the time when the Justice and Development Party made an attempt to follow a new model of neo-Ottomanize in the structure as well as the regional strategic goals of Turkey. Although Ahmet Davutoğlu brought forward the theory of Strategic Depth: Turkey’s Position in International Relations”, the approach could not pave the grounds for regional balancing in Turkey’s security- policies. The strategic ties of Turkey and Saudi Arabia have affected the balancing process.         Abstract Considering the first signs of shaping of a new regional order in the Middle East since 2011, Russia has taken new approaches toward this critical region. The approaches which show regaining Moscow’s role in this area. However, due to the new complexities, the current Middle East is basically different to the past. The states are more independent and inter-connections in various areas has led to shaping complicated fronts; that each of them requires particular patterns of relations between the players. These complexities caused emergence of an empirical balancing behavior by Moscow toward regional states. The behavior based on specific approaches such as direct military intervention, counter terrorism, shaping anti-West coalitions and following up international energy strategies. The main components of Russia's balancing behavior can be summarized in emphasis on functional dimensions, playing with all state actors, task division without confrontation and interaction with non-state actors. This approach has been adopted Russia’s relations with Islamic Republic of Iran and Saudi Arabia, as two key regional actors with opposite and sometimes contradictory interests, and has resulted in well and balanced relations with the two countries.         Every year, a large part of the energy produced by power plants is lost on the way to the consumer in the entire power system, and a significant share of these losses is related to the distribution networks. One of the most important factors affecting losses in distribution networks is the existence of load imbalance due to the random consumption of subscribers and the lack of equal distribution of subscribers among different phases of the network. The main challenge in this field is the lack of an effective method to study the effect of load balancing on the losses of a large-scale network. In this regard, this paper studies the effect of load balancing on network loss reduction by applying the concept of clustering and representative feeders. the effectiveness of the proposed method has been proved by the simulations on the low voltage distribution network of Alborz province, and the results show the high efficiency of the proposed method.         The ability to choose the most optimal change in the composition of the portfolio of assets, brings the investor to the highest level of investment in terms of efficiency and effectiveness in the dynamic and changing market. Rebalancing the portfolio occur through a change in the composition of assets weights, remove the assets, bought and sold assets and etc. Therefore, in this study solving the multiobjective portfolio rebalancing model with fuzzy parameters. The return, risk, liquidity and uncertainty as a key financial criteria are considered. Due to its importance as well as transaction costs, the net return of the portfolio are adjusted. the multiobjective portfolio rebalancing model with fuzzy parameters is solved by fuzzy goal programming and a hybrid intelligent algorithm that combines fuzzy simulation with a genetic algorithm. The results demonstrated the effectiveness of the solution approach and effciency of the model in practical applications of rebalancing an existing portfolio. Manuscript profile

        Given the current business environment, one of the main challenges in corporates is how to manage their businesses portfolio strategically. On this basis, and given the criticisms of existing corporate portfolio management (CPM) models, the purpose of this study provide a model for effective portfolio management in corporate. This research is inductive approach and qualitative method and classic grounded theory strategy was used. Semi-structured interviews to collect data and using theoretical sampling with 22 experts were interviewed in the 13 corporate. Coding and analysis of the interviews led to the formation of the concept of "ambidextrous portfolio" as the core category of the study. The findings led to the formation of two matrix "Capability" and "Requirement” for analysis the SBU. Using the output and the dimensions of the two matrices, "Balancing Matrix" was formed on the basis of the logic underlying ambidexterity. This matrix divided SBUs to four category and corporate decisions will be different for each group. Finally it was founded that corporates to analyze their portfolios use tools orientation or approach orientation. Corporate orientation determine balance of their portfolios. Manuscript profile
