امکانسنجی ضریب عمرانپذیری روستاهای شهرستان گرمی

چکیده مقاله :
شناسایی منابع و پتانسیل های موجود، مرحله اول برای هر برنامه ریزی محسوب می شود. بدون مشخص کردن منابع، شناخت پارامترهای مربوط به منطقه برنامه ریزی امکانپذیر نخواهد بود. عوامل طبیعی و انسانی مانع اصلی توسعه مناطق هست، با توجه به اینکه عوامل طبیعی تا حدودی خارج از کنترل میباشند، عامل انسانی و تصمیمات انسانی مهمترین عامل توسعه محسوب میشوند. تصمیمات انسانی زمانی می تواند متضمن رشد و توسعه باشد که از وضع موجود منطقه شناخت کافی داشته باشد. ازاینرو پژوهش حاضر باهدف امکانسنجی ضریب عمران پذیری روستاهای شهرستان گرمی با استفاده از تکنیک ضریب عمران پذیری انجام شده است. رویکرد حاکم در این تحقیق از نوع توصیفی- تحلیلی است. جامعه آماری تحقیق روستاهایبالای300نفرجمعیتشهرستانگرمی میباشد. شاخص های مورد بررسی شامل وضعیت جمعیتی، بهداشتی- درمانی، فرهنگی و ورزشی، آموزشی، اداری، تأسیسات زیربنایی، خدمات و بازرگانی، ارتباطات و حملونقل میباشد. نتایج تحقیق نشان میدهد که روستای قرهآغاج پایین با ضریب عمران پذیری 667/6 از ضریب عمران پذیری بسیار بالا و روستای لکوان با ضریب عمران پذیری 108/0 از ضریب عمران پذیری بسیار پایین برخوردارند. در مجموع از 45 روستای مورد مطالعه 18 روستا ضریب عمران پذیری بسیار پایین، 20 روستا ضریب عمران پذیری پایین، 6 روستا ضریب عمران پذیری بالا و 1 روستا ضریب عمران پذیری بسیار بالایی دارد. در نهایت با استفاده از ضریب پراکندگی ضریب عمران پذیری بخشهای سهگانه شهرستان گرمی محاسبه شد که براساس آن بخش انگوت با امتیاز046/1، موران با امتیاز654/0 و مرکزی با امتیاز566/0 به ترتیب در رتبههای اول تا سوم قرار گرفتند.
Identifying resources and existing potentials, is the first step in each planning. Without specifying the sources, it would not be possible to identify the parameters related to regional planning. Natural and human factors are major barriers in developing regions. Given that natural factors are somewhat out of control, the human factor and human decisions are the most important factor in development. Human decisions can only guarantee growth and development of the status quo have sufficient knowledge of the region. Hence, the present study aimed at feasibility of the civil development coefficient in villages of Garmi's county and was done using coefficient of development capability technique. With regard to factors examined, the dominant approach in this research was descriptive-analysis. Population in this study were villages with more than 300 inhabitants in Grammy city. Indices were included the demographic situation, health, Cultural and sports, education, administrative, infrastructure, services and trade, communication and transportation. The results showed that the villages Ghareaghaj and Lekvan had extremely high and extremely low civil development coefficient 6.667 and 0.108, respectively. Totally, of 45 villages studied, of 18, 20, 6, 1 had civil development coefficient extremely low, low, high and extremely high, correspondingly. Finally, using the scattering coefficient, the civil development coefficient of triple parts of Garmi's county was calculated which based on Anguti, Moran and Central regions with ranks 1.46, 0.654, 0.556 were stood in first and three status, respectively.
