تدوین برنامة راهبردی توسعة گردشگری با تأکید بر روستای هدف گردشگری کُلم در استان ایلام

چکیده مقاله :
هر منطقهای برای دستیابی به توسعة پایدار و نیز افزایش رقابتپذیری، به طرحی راهبردی نیازمند است. تحقیق حاضر به منظور ارائة راهبردهای مؤثر توسعة گردشگری در روستای هدف کُلم از توابع شهرستان بَدره در استان ایلام، روششناسی و ابزارهای چارچوب جامع تدوین راهبرد و همچنین تکنیک AHP را مطمحنظر قرار داده است. برایناساس، با توجه به موضوع، تحقیق به لحاظ روش، از نوع توصیفی تحلیلی و بر مبنای هدف، کاربردی و از طریق دو شیوة گردآوری دادهها؛ اسنادی و میدانی به شناخت وضعیت موجود، تحلیل وضعیت و سپس ارائة پیشنهادات راهبردی پرداخته شده است. برای رسیدن به این مهم و ارزشگزاری عوامل پیشبرنده و بازدارندة توسعه در قالب روش SWOT با استفاده از پرسشنامه میان 30 نفر از کارشناسان در سازمانهای ذینفع (میراث فرهنگی و گردشگری، جهاد کشاوزی، بنیاد مسکن، امور روستایی استانداری و منابع طبیعی و آبخیزداری) مبتنی بر روش قضاونی هدفمند، توزیع و نتایج استخراج شده است. در مجموع با عنایت به 30 نقطة قوت و فرصت و 35 نقطة ضعف و تهدید و نمرههای حاصل از ماتریس عوامل داخلی و خارجی و همچنین نمودار 9 خانهای، راهبرد استخراجی، حفظ و نگهداری میباشد. در نهایت، راهبردهای موضوعی توسعه با استفاده از فرایند AHP اولویتبندی و سپس برنامههای اجرایی به منظور پیادهسازی هریک از راهبردهای توسعة گردشگری برای حفظ و ارتقاء وضعیت موجود ارایه شده است.

Finally, strategies for development using AHP process of prioritizing and implementing programs to implement each of the strategies of tourism development to maintain and enhance the current situation is presented.
