        Objective: The purpose of the research is to analyze the role of strategic factors in the design of the implementation model for the privatization of sports facilities and spaces in the less developed regions of the northern provinces of the country (with an emphasis on the implementation of Article 88 of the Government Financial Regulations). Methods: This research is practical and has been done quantitatively. The statistical population of the research was made up of all the employees of the general sports and youth departments of the northern provinces of the country, numbering 420 people. The content and form validity of the questionnaire was given to a number of related university expert professors and a number of managers in the executive field of sports. Then, through Cronbach's alpha method, its reliability or internal consistency was calculated and confirmed with software (SPSS). Then, the reliability and validity of the structure was checked and confirmed in the steps reported in the findings section using Lisrel software. Structural-interpretive modeling method was also used. Results: The model fit indices of the suitability of the model for measuring strategic factors in the design of the model for the privatization of sports venues and spaces with the RMSEA value of 0.045, and considering that it is less than 0.1, it indicates the mean squared errors of the model. Also, the chi-square value for the degree of freedom is less than 3. The GFI, AGFI and NFI indices are equal to 0.94, 0.97 and 0.94, respectively. Conclusions: Therefore, it is suggested that the matters that can be assigned should be in accordance with the ability and level of readiness of the private sector in voluntary participation, and the government should provide conditions that encourage the private sector to accept responsibility.         Rural tourism has recently been identified as one of the key programs to support domestic marketing efforts, consequently rural tourism focuses on participating in a nonurban lifestyle which can be a variant of ecotourism. Hospitality of the villagers is a factor which can improve the tourism of the same village. Since agriculture is getting much more mechanized, less manual labor is required. As a result, economic pressure on some villages ends up to exodus of the young people to metropolitan areas. Rural tourism consists of leisure activities carried out in rural areas and includes different types of tourism activities as ecotourism. It allows the creation of alternative resources of income in the non-agricultural sector for rural dwellers. The additional income which is gained from rural tourism can contribute to the revival of lost folk art and handicrafts. It is an ideal and natural method of rural and urban economical exchange. Moreover, the nature of tourism is especially well-suited to small-scale rural enterprises. Many remote areas are ideal locations for nature-based activities like hunting, fishing or ecotourism activities such as hiking and rafting.  In addition to outgrowth of the direct sales to visitors, many indirect advantages are acquired through tourism; the quality of life can be influenced by financing the facilities as well. Metropolitan residents are also attracted to special events intended to tourists in villages. Many potential industries prefer locations that provide high quality services and recreational resources. Becoming a permanent residence happens if the community appears to be pleasant to visitors. Hence, this paper aims not merely to examine the effects of tourism on the development of the rural areas, rather tries to present appropriate strategies to make progress on developing these regions, and finally it adopts the optimum developing pattern. In order to achieve the preconceived goals, the field work and library study are done. Common and official questionnaires are the two kinds which are taken from these 2 different residents and the data are analyzed by taking advantages of SPSS and EXEL software. The statistical test (Factor Analysis and Alpha) have proved the validity and reliability of the research. Examining the hypothesis of the research done by statistical test of kendel, Gama and Person, indicate the view points of people about the effect of tourism on 16 indicators of economical, social, cultural and environmental. Within the results 65 percent of common people conceive that the social and cultural elements are the most important ones contrary to 75 percent of officials who thinks that the environmental elements are the most effective and significant factors to extend tourism. SWOT analysis indicates that there are 16 points of strength counter the 20 shortcoming in this village. Shortcomings such as limitations of the case study highlights the necessity of the adequate policies in order to  dispel the weaknesses and threats by taking advantages of saving graces and opportunities of the same village. Results point out that the environmental and ecological attractions have the priority in the development of tourism as well. Manuscript profile

        Tourism Industry is nowadays known as an important sector in the global economy. Among different types of tourism, ecotourism is a suitable means of achieving sustainable tourism. The protected area of Jajroud has a high potential to attract ecotourists due to its natural views and high biodiversity. This research mainly aimed at investigating current conditions of ecotourism in the region and its management to indentify the related strong and weak points and to make necessary changes in its management process with a view to upgrading the condition of ecotourism in the region. The applied method in this research is internal factor evaluation (IFE) and external factor evaluation (EFE) matrixes. All the threats, opportunities, strengths and weaknesses were identified after numerous field visits. In the next step and based on the experts and visitors viewpoints, a weight coefficient from zero (not important) to one (important) was allocated to each factor and then the weight grade was estimated by multiplying the grade of each row of factors by normalized weight. Finally, the total amount of weight grades with the average of three was obtained. Since the final grades of both matrixes were lower than the specified average, it could be concluded that the situation of ecotourism was not desirable in Jajroud. As a result, the creating and developing ecotourism in the protected area of Jajroud and altering the region into one of the ecotourism zones of Iran require the application of an integrated management based on environmental, social and economic elements.         Despite the high importance of the impact of the freight road transport industry on the development of the country's economy, statistical data indicate a low level of large public and private sector investment in this industry in proportion to the unique capacities and geostrategic position of Iran.         Effective educational factors are a set of important and effective components in the development of knowledge as well as increasing the quality of education, which provides solutions to expand the quality development of teachers through various methods. Therefore, the purpose of this study was to design a model of factors affecting the educational quality of students from the perspective of secondary school teachers in Abadeh. Research method, this study, from the perspective of purpose; Functional, in nature; Exploratory-analytical; In terms of data collection methodology, quality was based on exploratory approach based on induction and data strategy of the foundation, which through in-depth interview technique, between 15 experts (including three managers and two teachers and ten experts Educational sciences with related records and familiar with the conditions and environment of schools, without asking follow-up questions) until the limit of theoretical data saturation was done. The sampling method was purposeful, snowball, and to evaluate and validate the data (reliability); The four criteria of acceptability, reliability, transferability and verification proposed by Lincoln and Guba (1985) were used.         This research aims at determining the export strategies of production management, processing and madried fruits export clusters with a focus on raisin production. Thererketing of fore, a strategic factors analysis approach was used to identify the strengths, weaknesses, opportunities and threats of the raisin market in the manufacturing and processing sector in the form of a marketing mix. The data needed was collected by conducting interviews with 10 experts of the Ministry of Commerce, Chamber of Commerce, Ministry of Agriculture and Exporters of Raisins. The specialized questionnaires were completed by managers and experts of the companies producing and exporting raisins in Qazvin and Tehran. According to the results of the internal factors matrix, in the mix of processing, product, physical evidence and position, strengths overcome weaknesses, and the results of the external factors matrix indicated that opportunities overcome threats. The results obtained from the matrix approach to status quo analysis suggested the diversity and competitiveness of marketing mix strategies. Thus, quality promotion of derivative products, the periodic use of areas of grape cultivation and raisin processing are recommended for maintenance and improvement of the soil, the emphasis on farm productivity and the development of conversion and complementary industries in the major areas of grape cultivation...         The main goal of this research is to identify the key and strategic factors of empowering human resources in the water and sewage industry. In terms of purpose, this research is applied and developmental, and in terms of implementation method, it is considered part of descriptive survey research. In this research, firstly, by applying the meta-synthesis method, studies and articles related to the subject were examined, and with the opinion of the research team members and experts' approval, the model of human resource empowerment factors was designed.by using interviews and holding workshops, key and strategic factors were identified with the approach of analyzing and developing strategic options (Soda).this model has 29 factors in 3 dimensions. The results show that performance is the most key option and information sharing, job design and engineering, job conditions and suitability, creation of facilities, feedback, employees, promotion of job skills and training were considered as important issues respectively. In general, what distinguishes this research from other internal researches is providing a new and scientific framework of factors and identifying the most key factors that can be a guide for senior managers and decision makers.         AbstractToday energy has become one of the main components of power in international relations and plays the role of an effective driver in linking various areas of politics and economics, both national and transnational. The present study aims to prioritize the strategic factors of the dynamic growth of Iran's gas trade in regional interactions. This research is in the category of survey-cross-sectional research in terms of the purpose of an applied research and in terms of method and time period of data collection.The main tool for data collection is an expert questionnaire. The location is the National Iranian Gas Company. The statistical population is selected from 15 university experts and managers of Iran Gas Company who have been selected using non-probability and purposeful sampling method. The DEMATEL-ANP combined method has been used to identify the pattern of relationships and prioritize strategic factors for the dynamic growth of Iran's gas trade in regional interactions. The question is what are the most important strategic factors? What are the causal relationships between the strategic factors? The main focus of this research is.The results showed that the importance of diplomatic issues and political factors is the most important among all indicators. Also, energy and energy transmission lines, by providing a suitable platform for regional interactions, are a symbol of sustainability of a cooperation and interdependence and provide a suitable space for attracting foreign investment.         Today, the competitive pressures and environmental uncertainty, value-added creation is highly regarded by all stakeholders in organizations, and value creation in order to maintain stakeholder satisfaction and wealth creation is much needed. On the other hand, poor strategic performance in companies indicates the need for value creation. Due to the extensive literature and the lack of a general model for value creation in small and medium-Sized enterprises (SMEs) listed on the Tehran Stock Exchange, the present study seeks to provide a conceptual model of value creation through the study of studies. In this research, based on the qualitative research method based on the data theory of the Strauss and Corbin model foundation, the value creation model is designed using the three-step open, axial and selective coding method and their classification with MAXQDA 2020 software. The results of data analysis and aggregation are classified in the form of 769 primary codes, 38 categories and 6 main dimensions. Underlying factors (corporate and financial), intervention factors, strategies (strategic innovation strategy, strategic financial management, change direction / reduction, strategic alliance) and consequences (economic, social and financial).
